India`s top court on Tuesday gave telecom firms 10 years to pay back dues they owe to the federal government after they failed to make the payment by the January deadline.

Telecom providers in India pay the Department of Telecommunications (DoT) nearly 3-5% of their adjusted gross revenue (AGR) in usage charges for spectrum or airwaves and 8% of AGR as licence fees, but they have been at odds on the definition of AGR.

The decision would provide some respite to embattled Vodafone Idea Ltd, a joint venture between Britain`s
Vodafone Group Plc and India`s Idea Cellular, even though it had asked the court for 15 years to complete payments.

The Supreme Court, however, asked that telecoms firms pay 10% of the dues owed by March 31, 2021.

Vodafone Idea, seen as the most vulnerable if the court did not allow for staggered payments, has so far paid 78.54 billion Indian rupees ($1.08 billion), but still owes roughly 500 billion to the government.

Bharti Airtel has said it has paid its complete dues of 180 billion rupees on the basis of self-assessment, but still needs to pay another 259.76 billion rupees, according to government calculations.

Shares in Vodafone Idea were down 14.7%, while Bharti was up 5.3% at 0623 GMT.

China is facing massive job loss, protests due to coronavirus pandemic and other economic situations. World attention was fixed on Hong Kong protests as China worked new law. But border tension has shifted attention from Hong Kong, Covid-19 and economic issues to India-China border disputes. Xi Jinping creating new problems outside, to distract from his troubles at home. On the intervening night of August 29 and 30 — the PLA carried out what has been described as "provocative military movements". India foiled an attempt by Chinese troops to change the status quo on their disputed border -- the Line of Actual Control (LAC) -- in a fresh flare-up between the two nuclear-armed nations. But China refuted India's statement, claiming its troops "never cross the line of actual control". "On the Night of 29/30 August 2020, PLA troops violated the previous consensus arrived at during military and diplomatic engagements during the ongoing standoff in Eastern Ladakh and carried out provocative military movements to change the status quo," the Indian army said in a statement. China is said to be building more Defence infrastructure along the disputed border with India. One report claims that China has been developing two air Defence positions. This covers the 2017 Doklam standoff area and Naku la in Sikkim. This area was in the news earlier this year. It witnessed clashes between Indian and Chinese soldiers before the Ladakh standoff. So, China is building up its military infrastructure on all potential flashpoints. It is provoking India with fresh incursions. China is provoking and refusing to acknowledge that its troops were killed in Galwan. Reports say more than 30 fresh tombs were added to this and old cemetery of Chinese soldiers in June. Chinese lost anywhere between 35 to 50 soldiers in the clash but China remains silent. The desire to project strength is so strong, that Xi Jinping refuses to even acknowledge, let alone honour the sacrifice of China's soldiers. (With inputs from agencies)

Pranab Mukherjee was perhaps one of the most well-read politicians in Indian politics. His memory was elephantine and his ability to recall fact and figures was legendary. He was erudite and commanded immediate attention. He did not tolerate fools nor wasted his time on inane conversations. He was a first-time politician and rose through Congress ranks because of his grit and determination. He may have been limited by his language and lack of mass appeal but Pranab Mukherjee adequately made it up by his intellect and knowledge.

He was shot tempered but would resume his composure quickly. My first brush with the veteran leader was in 2001 when my editor sent me to interview Pranab Mukherjee on the working on the standing committees of the Parliament. I worked in a national weekly and I knew that my editor wanted me to focus on the trips which the member of Parliament took in India and abroad.

The focus was to be on educational trips becoming fun trips for the MPs. Congress was in the Opposition, so the appointment came easy, but the meeting did not last long. After hearing my half- baked questions, Pranab Mukherjee promptly handed me a fat book. If I recollect it properly, it was not less than 300 pages. He gently asked me to read the book and then come back to him. I had a deadline of 48 hours and in no way, I could finish the book, make notes with questions and go back to Pranab Mukherjee for an interview.

I told my Editor that, Pranab da has given me an impossible task but it availed no sympathy. The only consolation was that I was accompanied by my editor the next day with the book to finish the interview. I returned the book and profusely thanked him and promised myself not to ever visit him again lest I get burdened with another book reading session.

Later I understood the importance of the interaction. He made the interview an education for me. He could have disposed of me by three quotes but chose to draw me deep into the subject which politicians rarely do these days.

Though I had many opportunities to interact with him which were mostly in a group during Parliament session. Even then, an uneducated question was met with scorn. Perhaps he was the only politician whose, off the record briefings were an education in itself.

Pranab Mukherjee served in various capacities in the government. He would be known for many things. He would be known for the man who could no become the Prime Minister despite being senior because Congress could not throw the yoke of the dynasty. He was marginalized by Rajiv Gandhi and ultimately had to leave the Congress.

Pranab made a quiet re-entry into the Congress later when PV Narsimha Rao was the Prime Minister. Even during UPA, he remained a perpetual number 2. The fact is that Congress needed him, but Gandhi’s never trusted him. Pranab Mukherjee knew it. It is for this reason he opted to become the President. Despite the reluctance of the Gandhi’s Pranab Mukherjee did not give in. It was in this transition that he shined the most.

His becoming the President of the Republic marked the return of a Political President which in past decades became a house for loyalists. APJ Kalam was the exception.

He would also be known for things which are not in the public domain but would make a difference in the long run.

He revamped the President House.

Pranab Mukherjee restored the hall where first India’s Prime Minister Jawahar Lal Nehru took the oath. I had the opportunity to see the refurnished hall. A museum was created during his tenure which was thrown open for public. The Presidential Estate was revamped, and the credit goes to him.

In end, Pranab would be known as the marking the return of the Political President who dared to speak his mind and rose above the partisan interest. He met politicians of shades and ideologies. He did not discriminate. He could not become the Prime Minister, but he did definitely shine bright as the President of the Indian Republic.

Water lilies growing on ponds and lakes are beautiful to look at, and they also aid its ecosystem. but when they grow too thickly over the water's surface, the large pads interfere with oxygen exchange, which leads to algae blooms, that in turn causes stagnation. This is exactly what's happening in Kashmir's Dal lake. A part of the scenic lake is choking due to weeds and lilly pads. WION's correspondent Johan Castell travels to Srinagar to find out more.

The Supreme Court on Monday rejected the plea of businessman Vijay Mallya seeking review of 2017 verdict holding him guilty for contempt of court.

On May 2017, the court held him guilty of contempt for transferring $40 million to his children in violation of the court's order.

According to the Banks' allegations, Vijay Mallya hid the facts and diverted the money to his son Siddharth Mallya and daughters Leanna Mallya and Tanya Mallya in violation of the orders given by the Karnataka High Court.

The Supreme Court's division bench comprising Justices U U Lalit and Ashok Bhushan rejected the petition and said "We do not find any merits. Review petition dismissed".

Mallya, who is accused in a bank loan default case of over ₹9,000 crores involving his Kingfisher Airlines and is presently in the UK, had reportedly sought asylum in the country after having lost extradition proceedings.

In June, the apex court had asked its registry as to why Mallya's review petition had not been listed before the court concerned in the last three years. The Supreme Court directed the registry to provide all details including the names of officials who dealt with the file concerning the review petition in the last three years.

Amid fresh tension, Ladakh LG meets MOS Home in New Delhi

On the Night of 29/30 August 2020, PLA troops violated the previous consensus arrived at during military and diplomatic engagements during the ongoing standoff in Eastern Ladakh and carried out provocative military movements to change the status quo. Indian troops pre-empted this PLA activity on the Southern Bank of Pangong Tso Lake, undertook measures to strengthen our positions and thwart Chinese intentions to unilaterally change facts on ground.

Twice a day, New Delhi health worker Kamal Kumari receives a flurry of WhatsApp messages from coronavirus patients, containing either a two-digit reading from a tiny medical device or a photo of its glowing display.

She scans the numbers from the 1,000 rupee ($13) oxygen monitor, known as pulse oximeter, checking to ensure they are all above the prescribed 95 mark and then notes them down in her logbook.

"When we didn't have this, we wouldn't know about their oxygen levels," said Kumari, explaining how her team would worry about patients' conditions rapidly worsening when India's capital was badly short of hospital beds. "Now we can find out in time and safely refer patients to the hospital."

Delhi's government has so far distributed pulse oximeters to more than 32,000 people for free, putting them at the heart of a plan to isolate most asymptomatic or mildly symptomatic coronavirus patients in their homes.

The programme was devised in May, when coronavirus cases started surging in the densely populated city of 20 million, sending panicked residents rushing to hospitals.

"If we hadn't done this, there would've been no room to even stand in our hospitals," Delhi's health minister, Satyendar Jain, told Reuters.

With more than 3.5 million infections, India has reported the world's third-highest number of coronavirus cases, and states across the country have deployed a variety of measures to fight the pandemic.

In Delhi, health authorities started noticing "happy hypoxemia" - low blood oxygen levels without any breathlessness - that was leading to complications in coronavirus patients isolated at home, Jain said.

For regular monitoring, doctors told Jain that patients would either have to visit hospitals or use the inexpensive oxygen monitors, many of which are made in China.

Delhi has recorded around 173,000 infections with a little over 4,400 deaths. Only 14,700 cases remain active and many hospital beds are now empty.

PROACTIVE MONITORING

Other cities across the world have also deployed the device.

In May, at the height of its outbreak, Singapore distributed several thousand oximeters to migrant workers isolated in cramped dormitories, which had become an epicentre for the virus's spread.

Singapore's health ministry said oximeters allowed workers "to proactively monitor their own health status and reach out for medical assistance if needed".

In India, too, other places have picked up on Delhi's model. Since late July, the northeastern state of Assam has provided nearly 4,000 oximeters to patients in home isolation.

Some doctors are concerned that patients may not always know how to use the device.

"It's very important to train patients properly on how to use pulse oximeters," said Dr Hemant Kalra, a pulmonologist in New Delhi, adding that cheap, sub-standard oximeters flooding the market were also a problem.

Jain, however, said the government's programme had worked effectively, with not a single fatality among the thousands of patients in home isolation the last month and a half.

Oximeters have also helped cut down on expensive hospitalisation for mild cases, Jain said, saving more than 10 times the device's price for each day in hospital.

On a warm, humid day last week, health worker Kumari pulled on a protective suit, a mask and goggles, before walking down the narrow lanes of the Chirag Delhi neighbourhood.

Together with a similarly dressed colleague, she stopped at Satish Kumar Soni's home to check on him and three family members who were ending their 10-day isolation period, and to collect two government-issued pulse oximeters.

Soni, a 59-year-old jeweller, said the device helped the family ease their fears and anxiety as they slowly recovered.

"It's not that big a disease," he said. "If the oxygen level is fine, then there isn't much danger."

The Supreme Court on Monday imposed a fine of one rupee ($0.0136) on a prominent lawyer found guilty of criminal contempt for posts on Twitter that were critical of senior judges, which he declined to apologise for.

A three-member bench of the Supreme Court said that lawyer Prashant Bhushan must pay the fine by Sept. 15, failing which he could be imprisoned for three months and barred from practice for three years.

"Freedom of expression is there but rights of others should also be respected," the court said while imposing the fine on Bhushan.

Bhushan and his lawyers were not immediately available for comment.

In June, Bhushan posted a photograph that he said showed Chief Justice SA Bobde astride a Harley-Davidson motorcycle, saying he was riding a 5 million rupee ($67,000) bike without a mask or a helmet while citizens were being denied justice as the court was in lockdown.

Bobde has not commented publicly on the photograph.

In another post on Twitter the same month, Bhushan said that when historians looked at how democracy had been destroyed in India in the past six years, they would note the role of the Supreme Court and the past four top justices.

Twitter blocked both of the posts.

In an 108-page order holding him guilty of criminal contempt earlier in August, the court had said the first post was "patently false".

The same order said that the second had the "effect of destabilising the very foundation of this important pillar of the Indian democracy", referring to the judiciary.

The court then asked Bhushan, who has championed public interest litigation, to issue an "unconditional apology", which he declined to do, leading to the sentence on Monday.

Prashant Bhushan found guilty of contempt, fined one Rupee

India foiled an attempt by Chinese troops to change the status quo on their disputed border -- the Line of Actual Control (LAC) -- in a fresh flare-up between the two nuclear-armed nations.

But China refuted India's statement, claiming its troops "never cross the line of actual control".

Army Spokesperson Col Aman Anand on Monday said troops from China's People's Liberation Army(PLA) "violated" the previous consensus arrived at during military and diplomatic engagements on the ongoing standoff in eastern Ladakh, and carried out provocative military movements to change the status quo on the night of August 29/30.

"On the Night of 29/30 August 2020, PLA troops violated the previous consensus arrived at during military and diplomatic engagements during the ongoing standoff in Eastern Ladakh and carried out provocative military movements to change the status quo," the Indian army said in a statement.

It said Indian soldiers foiled the Chinese bid to "unilaterally change facts on the ground."

For months, troops have been locked in a face-off in the western Himalayas where both sides accuse the other of violating the Line of Actual Control, or the de facto border.

The Indian army said the latest flare-up took place along the high altitude Pangong Tso lake.

"Indian troops pre-empted this PLA activity on the southern bank of Pangong Tso Lake, undertook measures to strengthen our positions and thwart Chinese intentions to unilaterally change facts on ground," it said.

To this end, the Chinese foreign ministry said the Chinese border troops "never cross the line of actual control", adding both sides are in communication regarding the situation on the ground.

It is the first major incident involving the troops of the two countries after the Galwan Valley clashes on June 15 in which 20 Indian Army personnel were killed. China also suffered casualties but it is yet to make the details public but according to an American intelligence report it was 35.

India and China have held several rounds of military and diplomatic talks in the last two-and-half months but no significant headway has been made for a resolution to the border row in eastern Ladakh.

The two sides began a process of disengagement on July 6, a day after a telephonic conversation between National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi on ways to bring down tensions in eastern Ladakh.

However, the process has not moved forward since mid-July.

The PLA has pulled back from Galwan Valley and certain other friction points but the withdrawal of troops has not moved forward in Pangong Tso, Depsang and a couple of other areas.

At the five rounds of Corps commander-level talks, the Indian side has been insisting on complete disengagement of Chinese troops at the earliest, and immediate restoration of status quo ante in all areas of eastern Ladakh prior to April.

The face-off began on May 5 following violent clashes between the two armies in the Pangong lake area. The incident in Pangong Tso was followed by a similar incident in north Sikkim on May 9.

The India-China border dispute covers the 3,488-km-long Line of Actual Control (LAC).

Prior to the clashes, both sides have been asserting that pending the final resolution of the boundary issue, it is necessary to maintain peace and tranquility in the border areas.

Even as both sides were engaged in diplomatic and military talks, the Indian Army stepped up its strength in all key areas along the LAC to deal with any eventualities.

Chief of Army Staff Gen MM Naravane has already conveyed to all the senior commanders of the Army, overseeing the operation of the frontline formations along the LAC, to keep up a significantly high state of alertness and maintain the aggressive posturing to deal with any Chinese "misadventure", sources said.

The tension between the two sides escalated manifold after the Galwan Valley clashes.

Following the incident, the government gave the armed forces "full freedom" to give a "befitting" response to any Chinese misadventure along the LAC.

The Army sent thousands of additional troops to forward locations along the border following the deadly clashes. The IAF has also moved air defence systems as well as a sizeable number of its frontline combat jets and attack helicopters to several key air bases.
