A team of doctors from the Delhi-based All India Institute of Ayurveda (AIIA) under the AYUSH Ministry has found that Ayurveda interventions like Ayush kwatha and Fifatrol tablets can be effective in treatment of mild to moderate cases of COVID-19 infection in a "very short period" with "complete regression of symptoms".

Use of four Ayurveda interventions-- Ayush kwatha, Sanshamanivati, Fifatrol tablets and Laxmivilasa rasa not only improved the condition of COVID-19 patient but also turned the rapid antigen test negative within six days of treatment, according to a case report published in the journal of AIIA -- ''Ayurved Case Report'' in October.

Presently, there is no specific cure for the disease that has infected over 44.7 million people and claimed 1.17 million lives world over.

Citing the case of a 30-year-old male health worker infected with coronavirus, the report said his infection was managed with Samshamana therapy that included oral administration of Ayush kwatha, Sanshamani vati, Fifatrol tablets, and Laxmivilasa rasa.

The patient, a resident of Delhi, after testing positive for COVID-19 was advised home quarantine. He reported with predominantly moderate symptoms of the infection, and the management approach was personalised and holistic in nature incorporating diet, lifestyle, and Samshamana aushadha (pacifying treatment) along with Satvavajaya chikitsa (psychotherapy).

"The mentioned treatment plan was effective in the symptomatic relief (fever, dyspnea, anorexia, fatigue, anosmia, and dysgeusia) as well as in the resolution of viral load, as the patient tested negative in the RAD for COVID-19 within six days of intervention and RT-PCR test was also done on day 16, which was reported negative," the study said.

Herbal drug Fifatrol developed by AIMIL Pharmaceutical helps fight infection, flu and cold. It has immunity strengthening herbs like guduchi, sanjeevini ghanvati, daruharidra, apamarga, chirayata, karanja, kutaki, tulsi, godanti (bhasam), mrityunjaya rasa, tribhuvana kriti rasa and sanjivani vati.

Ayush Kwatha is a combination of four medicinal herbs commonly used in every Indian kitchen - basil leaves (tulsi), cinnamon bark (dalchini), Zingiber officinale (sunthi), and krishna marich (Piper nigrum).

Sanshamani Vati (also called guduchi ghana vati) is an ayurvedic herbal formulation used for all types of fevers.

Laxmivilas Ras is a traditional herbomineral medicine that mainly contains Abhrak Bhasma and cures cough, cold and rhinitis. It soothes the throat and sinuses.

The report has been authored by Dr Sisir Kumar Mandal, Dr Meenakshi Sharma, Dr Charu Sharma, Dr Shalini Rai and Dr Anand More from the AIIA.

"The present case study proved the efficacy of Ayurveda interventions in mild-to-moderate case of COVID-19 infection in a very short period with complete regression of symptoms," the report said.

“The treatment was personalised, holistic, and purely based on Ayurvedic principles, and no conventional medicines were used. With this case study, it can be inferred that Ayurveda has vast potential to address COVID-19 and such other pandemics; a large sample-sized, multi-center randomized and controlled clinical studies are the need of the hour," the report added.

More than one crore passengers could not travel by trains despite buying tickets in 2019-2020 because of being waitlisted, a query filed under the RTI has found, indicating a shortage of trains on busy routes in the country.

The RTI reply has said in 2019-2020, a total of 84,61,204 Passenger Name Record (PNR) numbers, against which 1.25 crore passengers were scheduled to travel, were automatically cancelled due to being waitlisted.

The Railway Ministry has for the first time taken measures to reduce waitlisting for train travel with the introduction of private trains.

The Railways has also introduced special ''clone trains'' on the routes which generally have high passenger traffic. These trains have limited stoppages/halts and faster transit time. They primarily have 3-tier AC coaches and will run ahead of the already operating special trains on the same route. The Advance Reservation Period (ARP) of these ''clone trains'' is 10 days.

The waitlisting of passengers and the automatic cancellation of tickets have been a problem for the Railways over the years with the national transporter unable to meet the demands of its growing customers.

After cancellation of PNRs, the ticket fare is refunded to the passengers.

In the last five years, almost five crore PNRs were automatically cancelled because of being waitlisted, said the RTI filed by Madhya Pradesh-based activist Chandra Shekhar Gaur.

While in 2014-15, the number of cancelled PNRs stood at 1,13,17,481, the number in 2015-2016 was 81,05,022, in 2016-2017 it was, 72,13,131, the next year it was 73,02,042 and in 2018-2019, the number stood at 68,97,922.

Chairman and CEO of the Railway Board too in a press briefing earlier had acknowledged the need for reducing waitlisting in trains and said with the introduction of private trains, the number of waitlisted passengers will decrease.

According to official figures, the passenger sector requirement in 2019-2020 was 8.4 billion. The average drop in the waiting list was 8.9 per cent in 2019-20. During the busy season, 13.3 per cent passengers were not able to get confirmed reservations.

India continues to report a trend of steadily declining active cases. For the third day after the active cases dropped below the 6 lakh-mark after nearly three months, the progressive decline has been maintained, according to the Union Ministry of Health and Family Welfare. Presently India's total active caseload is 5,70,458.

The active cases have dropped to only 6.97 per cent of the total positive cases of the country demonstrating a steady falling percentage of the total cases, as per the Union Health Ministry. The trajectory of the active caseload across different States/Union Territories (UTs) has been diverse demonstrating their focused efforts and gradual progress in their fight against COVID-19. Karnataka has reported a steep decline in the active cases in the past 24 hours.

With the consistent decline in the active cases, the cases per million in India are among the lowest in the world. India's average cases per million stand at 5,930. As many as 17 States/UTs have cases per million lower than the national average.

There has been a steady decline in the number of deaths in India. 470 deaths have been reported in the last 24 hours in the country. India's deaths per million population is one of the lowest in the world and stand at 88. As many as 21 States/UTs have deaths per million lower than the national average.

The declining trend of the percentage of active cases is commensurately supported by the rising percentage of recovered cases. The total recovered cases stand at 74,91,513. The gap between Recovered cases and Active cases has crossed 69 lakh (69,21,055). With an increasing number of recoveries, this gap is continuously widening.

A higher number of recoveries has aided the national Recovery Rate to further improve to 91.54 per cent. 58,684 have recovered and discharged in the last 24 hours whereas the new confirmed cases stand at 46,963. 76 per cent of the new recovered cases are observed to be concentrated in 10 States/UTs.

Karnataka, Kerala and Maharashtra have contributed the maximum to the new recovered cases with more than 7,000 single day recoveries. Delhi and West Bengal, both have added more than 4,000 to the new recoveries. 46,963 new confirmed cases were recorded in the last 24 hours.

77 per cent of these are from 10 States and UTs. Kerala is still reporting a very high number of new cases with more than 7,000 cases followed by Maharashtra and Delhi with more than 5,000 cases. 470 case fatalities have been reported in the past 24 hours. Of these, nearly 78 per cent are concentrated in ten States/UTs.

More than 15% of new fatalities reported are from Maharashtra (74 deaths)

India sustains trend of declining COVID-19 active cases

Two men who allegedly duped a doctor into buying an "Aladdin's lamp" for $93,000 -- and even conjured up a fake genie -- have been arrested in India, an official said Sunday.

Laeek Khan approached police in the northern state of Uttar Pradesh after he realised the lamp did not have any magical powers, as described in the popular folk tale about Aladdin and his wish-granting genie that appears when it is rubbed.

"The cheats had struck a deal for much more but the doctor had paid about seven million rupees ($93,000)," Amit Rai, a senior officer told AFP.

He said the men were arrested on Thursday and were remanded in custody ahead of charges being filed.

"The wife of one of these men was also involved in the fraud. She is on the run," Rai added.

In his complaint filed last Sunday, Khan said one of the men pretended to be an occultist and made a "jinn" -- a supernatural figure -- appear from the lamp, local media reported.

But when Khan asked if he could touch the genie or take the lamp home, they refused, saying it might cause him harm, the complaint stated.

Eventually they sold the lamp to him, promising it would bring health, wealth and good fortune.

Khan stated that he later realised the "genie" was actually just one of the men in disguise.

"The men have also cheated other families using the same modus operandi. The total amount of money involved runs into several million rupees," Rai said.

Assam has become the first Indian state to add "transgender" as an identity category for people seeking civil service jobs, allowing 42 trans candidates to apply to sit an entry exam, an official and a campaigner said on Friday.

The application form for the exam, which recruits for state roles such as administrative officials, magistrates, and police officers, now lets applicants tick male, female or transgender, a move welcomed by local trans rights advocates.

"Forty-two (applicants) is not a small number... It is a historic decision. Assam has become the first state in India to have included us," said Swati Bidhan Baruah of the Assam Transgender Welfare Board, which sought the change.

Calling the decision a "big victory", she told the Thomson Reuters Foundation her group had also urged Assam's state government to reserve a quota of civil service jobs for trans candidates.

"We are confident our demand will be met soon," she said.

Pallab Bhattacharya, chairman of the Assam Public Service Commission, which conducts the test, said about 76,000 candidates had applied to sit this year's examination, which will be held in December.

In April, India's federal government instructed all ministries and departments to modify forms for recruitment tests to include "transgender" as a separate category to conform with a trans rights law passed last year.

The law set out to improve the lives of about two million trans-Indians, who face discrimination in the largely conservative nation and mostly survive through begging, performing at weddings, or selling sex.

Still, campaigners have expressed concern about the limits on self-determining their gender, with the law stating they must obtain an identity certificate from a district magistrate to be declared transgender.

They also have to give proof of having undergone sex reassignment surgery if they then want to be listed as male or female.

India's Supreme Court ruled in 2014 that trans people had equal rights but they are still often rejected by their families and denied jobs, education and healthcare.

Assam, which lies in northeast India, has a trans population of about 11,500, according to the last census of 2011.

One trans woman who filled out the state application form said sitting the entry examination could change her life, adding that she hoped to join the local police force.

"It's a matter of pride and self respect to have a category where we can boldly mention ourselves as transgender," the 24-year-old said, asking not to give her name.

"I want to change the system and do away with discrimination faced by the transgender community."

Tamil Nadu: New guidelines for coronavirus unlock declared

According to a health department bulletin, the national capital recorded 5,062 fresh Covid-19 cases on Saturday, taking the total caseload to over 3.85 lakh while 41 new fatalities pushed the death toll to 6,511.

The infection rate stood at 11.42 per cent and case fatality rate remained below 1 per cent.

The new cases were detected out of the 44,330 tests conducted on Friday. The active cases tally rose to 32,719.

With the festive season on board, the unprecedented spike has raised concerns, especially when the national Covid tally has shown a steady decline. The testing figures released on Saturday have seen a significant drop of 25 per cent the government has been conducting over a week`s time, which is almost 60,000 tests every day.

Meanwhile, this is the fourth day when Delhi has reported more than 5,000 cases since the pandemic struck the country. The national capital has been logging over 5,000 cases since Wednesday.

The government, however, has not declared it the third wave of Covid-19 cases yet. While the rise in cases is being attributed to the ongoing festival season - Chhath and Diwali approaching in November - the government says it is because of a robust contact tracing and testing.

The Covid-19 figures in the national capital have been increasing rapidly. A day ago, Delhi reported 5,891 new infections and 40 deaths. On Thursday, Delhi reported 5,739 new Covid-19 infections while the number of fresh cases recorded on Wednesday stood at 5,673.

However, on average, Delhi has reported 4,750 cases every day in the past week, suggesting that the trajectory of viral load in the city has crossed its peak.

On Friday, Delhi Chief Secretary Vijay Dev held a review meeting with all district magistrates on the pandemic management, the government`s daily health bulletin said. In the past five days, the city has witnessed nearly 25,000 new cases.

The first time Delhi had reached the cumulative 25,000 mark was on June 4, 92 days after the city recorded its first case on March 2.

The unwanted record spike comes has coincided with an extended festive season and the onset of winter. Medical experts have suggested that the Covid-19 virus could become even more potent and fatal as the temperature drops.

The increase in Covid cases has also been linked to worsening pollution in the national capital, which is preparing for its annual bout with "severe" and "hazardous" air quality levels.

Meanwhile, the daily national Covid-19 tally of India is on a constant decline for over a week, which had been reporting close to one lakh cases daily till last month.

As per the experts, the country has passed its peak but a surge is looming over in view of festivity and laxity observed in the public.

India calls for 'coordinated' response on states supporting terror amid French action

Thevar Jayanthi is celebrated every year on October 30th, particularly in the Southern districts of Tamil Nadu to commemorate the birth anniversary of freedom fighter and spiritual leader Pasumpon Muthuramalinga Thevar.

As Thevar is revered as a deity by certain communities and respected by various others, political leaders of the state unfailingly pay their rich tributes. However, Thevar Jayanthi this year witnessed a peculiar trend on Twitter - #GoBackStalin. Aimed at DMK president MK Stalin, this hashtag was a pan-India trend for much of the day hours.

Despite the looming risk of the COVID-19 pandemic, Chief Minister Edappadi K Palaniswami, Deputy CM O Panneerselvam, senior ministers, BJP State President L.Murugan and also DMK President MK Stalin visited the late leader’s statue in Madurai and garlanded it amid fanfare, following which they proceeded to the Thevar Memorial located in Pasumpon.

In what was a first, #GoBackStalin trend started gaining traction on social media, while he was in his home state. In the past, top BJP leaders visiting Tamil Nadu were the ones to be at the receiving end go such hashtags. It is notable that such #GoBack hashtags had come up when Prime Minister Modi and Home Minister Amit Shah had visited the southern state on different occasions.

Many social media users and BJP, AIAMDK supporters were quick to further boost the trend, while sharing media critical of the DMK and its leadership. Some of them stated Thevar’s credentials and repute, while contrasting it with the DMK and Periyarist ideology. “Both Nationalism and Spiritualism are my two eyes said Thevar. What is DMK that doesn’t believe in both, doing at his memorial today?” read a popular tweet.

Referring to #GoBackStalin trend, BJP leader H.Raja had said it was ‘Karma’. He had quoted a couplet from the Thirukkural, which implied that what was inflicted upon others would come back to them.

“What are those who supported ‘Karuppar Kootam’ (group which denigrated Lord Muruga) doing at the memorial of a Muruga devotee” handles linked to the AIADMK questioned.

“Tremendous growth of Tamil Nadu RW Twitter users off-late. Back in June 2018 we did trend #GoBackStalin - but then we had limited Twitter users from TN. Today, we have grown in strength as a much stronger team. Exposing #DMK is a challenging task in the runup of 2021 Elections” BJP spokesperson SG Surya had commented, pointing out that their party and supporters had attempted to trend this hashtag earlier as well.

During the Prime Minister’s and Home Minister’s visits in the past, BJP leaders had trended hashtags welcoming them, but the #Goback hashtags, which were shared by opposition parties, their supporters and other social media users had far surpassed them.

Later in the afternoon, #TNwithMKStalin was also trending, with many supporters referring to the DMK leader as the "hope" for people of Tamil Nadu.

Prime Minister Narendra Modi on Saturday inaugurated the country`s first seaplane service in Gujarat and undertook a journey on its inaugural flight from Sardar Sarovar in Kevadia to the Sabarmati riverfront in Ahmedabad.

The 45-minute seaplane service -- launched on the 145th birth anniversary of Sardar Vallabhbhai Patel -- connects the Statue of Unity at Kevadia with the Sabarmati riverfront 200 km away. The seaplane service was started by SpiceJet aviation company.

Modi also inaugurated a Water Aerodrome on the Sabarmati Riverfront in Ahmedabad. It is a part of a series of Water Aerodromes planned to bring the last-mile connectivity in the country.

Earlier, during his address on Sardar Patel`s birth anniversary, Modi said: "Today, seaplane service from the Sardar Sarovar to Sabarmati riverfront is also going to be launched. To see the Statue of Unity, the countrymen will now also have the option of seaplane service. All these efforts are going to give a big boost to tourism in this area."

The seaplanes with their ability to land and take-off from water surface help connect geographies or regions that otherwise are a challenge owing to tough topography and help bring the remotest parts of India into the mainstream aviation network without the high cost incurred on building airports and runways.

These smaller fixed-wing airplanes can land on lakes, and dams, and even gravel and grass, thus offering easy access to numerous tourist spots.

The service will be provided incentives and benefits under the central government`s `Udaan` scheme, which is getting implemented as per a tripartite agreement between the Gujarat government, the Ministry of Civil Aviation, and the Airports Authority of India.

"I request them not to do such politics in the interest of the nation," PM Modi said. PM Modi asserted that the way the truth (about the Pulwama attack in India) has been admitted in the Parliament of the neighbouring country, it has exposed the real faces of those who did politics over the incident. On India's fight against coronavirus, PM Modi said that "The way the country has proved its collective potential during this time is unprecedented." "Sardar Patel gave the present form to India by making the diversity of the country, power of free India by uniting the hundreds of princely states of the country. In 2014, we all started celebrating his birthday as a festival of the unity of India," he added after paying tributes to Sardar Vallabhbhai Patel's Statue of Unity on his 145th birth anniversary.

Prime Minister Narendra Modi on Saturday said the truth of last year's Pulwama terror attack, in which 40 CRPF personnel were killed, has been accepted in Pakistan Parliament.

He also said that when the entire nation was mourning the death of brave soldiers in the Pulwama terror attack, some people indulged in "dirty politics" for their political gains.

Modi's statement came days after Pakistan's Science & Technology Minister Fawad Chaudhry admitted his country's role in the Pulwama attack during a debate in their National Assembly (Parliament).

The prime minister was speaking at Kevadiya in Gujarat after paying tributes to Sardar Vallabhbhai Patel at the Statue of Unity on his 145th birth anniversary.

"The country cannot forget the unwanted statements given after Pulwama attack. Dirty politics laced with selfishness and arrogance was at its peak when the country was suffering from immense pain," Modi said.

"The real face of such people has been exposed after the truth was accepted in the Parliament of our neighbouring country," he added.

"Politics done after Pulwama attack shows that people can cross any limit for their political gains. I want to urge such political parties not to indulge in this kind of politics as it affects the morale of our security forces," he said.

"You should refrain from playing into the hands of anti-national forces, knowingly or unknowingly," he added.

India will brief foreign envoys and diplomats based in the Indian capital city New Delhi next week in a mega exercise on its COVID action plan. The briefing will take place on November 06 and will be done by India's foreign secretary Harsh Shringla.

This is not the first time India is briefing foreign diplomats on its COVID action plan and response. In the past also such briefing have been conducted.

Amidst the COVID crisis, India has reached out to more than 150 countries with medicines such as HCQ, Paracetamol. During his United Nations General Assembly (UNGA) speech, Indian Prime Minister Narendra Modi had assured the global community that "India’s vaccine production and delivery capacity will be used to help all humanity in fighting this crisis" and will also "help all the countries in enhancing their cold chain and storage capacities for the delivery of vaccines."

The focus will also be on the vaccine, with Health minister Harsh Vardhan claimed expressing hope that by early 2021 India will likely get a vaccine. As of now, three vaccines are in advanced stages of development in the country, out of which two are in phase two and one is in phase three.

India's Scientists and Research Teams are collaborating and strengthening the research capacities in neighbouring countries such as Afghanistan, Bhutan, Bangladesh, Maldives, Mauritius, Nepal and Sri Lanka. Countries such as Bangladesh, Myanmar, Qatar and Bhutan have requested for clinical trials in their countries.

In fact, on vaccine development, Indian officials with counterparts from Myanmar and Bangladesh have had meetings. This has also been the top focus during the foreign secretary's visit to both these countries. During a Myanmar visit earlier this month along with Army Chief General Manoj Mukund Naravane, India gifted 3000 vials of Anti Covid Remdesivir to State Counsellor Aung San Suu Kyi as a "symbol" of India‘s commitment to helping Myanmar mitigate the impact of the pandemic.

For the neighbourhood, India has organised two training modules in which about 90 health experts and scientists have participated.

India has issued a warning for Saudi Arabia's "gross misinterpretation" of the country's territorial boundaries on a banknote and has urged the Arab nation to rectify the error on priority.

The Saudi banknote had depicted Jammu and Kashmir as a separate entity between India and Pakistan. The depiction also showed the Pakistan-occupied Kashmir and Gilgit-Baltistan to be out of control of Pakistan, as reported by an Indian newspaper The Hindu.

This banknote was issued on October 24 by the Saudi Arabian Monetary Authority, to mark the occasion of Saudi presidency of the G20.

India has now criticised Saudi for such a move and has said that for India Jammu and Kashmir and Ladakh are integral parts of the democratic country. Ministry of External Affairs Spokesperson Anurag Srivastava held a press briefing to pen out the details.

“We have seen the banknote referred by you [Saudi Arabia] which gives an incorrect depiction of India’s external territorial boundaries,” Srivastava said. “We have conveyed our serious concern to Saudi Arabia, both through their Ambassador in New Delhi as well as in Riyadh, for this gross misrepresentation of India’s external territorial boundaries on an official and legal banknote of Saudi Arabia and asked the Saudi side to take urgent corrective steps in this regard.”

The issue gained criticism especially as Pakistan and Saudi Arabia are seen as close allies. However, the banknote debacle is being assumed and portrayed as a snub to the country.

This error happened days after Twitter had shown Jammu and Kashmir as a part of China during a live broadcast of an Indian journalist Nitin Gokhale on October 18. India had asked Twitter Chief Executive Officer Jack Dorsey to rectify that issue and the social media platform had issued an apology with a rectification. The government had asked Twitter to respect “sensitivities of Indian citizens”

The American President Theodore Roosevelt used to say, 'Speak softly and carry a big stick'. So the big stick was the military," Dhanoa told news agency ANI.

India has underscored the need for the UN Security Council to effectively integrate women, peace and security considerations into the sanctions regimes, including by listing terrorist entities involved in violence against women in armed conflicts.

"Violence against women and girls perpetrated by terrorists deserve our strong condemnation. Such women-targeted violence distorts the very basis on which civilised societies rest," India said in a statement to the Security Council open debate on Women, Peace and Security Thursday.

India said advancing democratic structures and rule of law in post-conflict situations is instrumental to address the inequalities faced by women and to ensure their full and meaningful participation for peaceful and inclusive development.

"It is also important that the Council strives to effectively integrate WPS (Women, Peace and Security) considerations into sanctions regimes, including by listing terrorist entities involved in violence against women in armed conflicts," India said.

India noted that conflict and humanitarian crises already hold women and girls back from progress.

"The further burdening of the health care and the economic fall-out of COVID-19 threatens to put women and girls in war-torn, fragile and humanitarian contexts at even higher risk," the country said.

India said that through the Action for Peacekeeping initiative, the Member States are committed to implement the

Women, Peace and Security agenda by increasing the number of civilian and uniformed women in peacekeeping.

However, despite UN efforts, women form only 5.4 per cent of the military and 15.1 per cent of police in peacekeeping operations.

India reiterated its commitment to work for meaningful participation of women in peace and security issues, saying its experience of mainstreaming women's leadership and political participation will continue to inspire its actions.

Noting that while the Women, Peace and Security agenda has a transformative potential, India stressed that patriarchy, inequalities and discriminatory power structures inhibit effective conflict prevention, inclusive peace, women's rights and participation.

Realising a transformative potential of the Women, Peace and Security agenda will require moving from verbal commitments to action and governments, the UN, civil society and other actors must implement relevant commitments across all thematic areas.

"States must identify and address barriers to women's meaningful participation in the prevention and resolution of conflict, and in post-conflict peace-building efforts and programs," India said.

In 2007, India provided United Nations Mission in Liberia's first all-female Formed Police Unit (FPU), which provided critical policing support deterring sexual and gender-based violence and helped rebuild safety and confidence among the population.

The FPU proved to be strong and visible role model to the Liberian women, gaining world-wide attention.

India underlined that it attaches utmost importance to representation of women in decision making positions. More than 1.3 million elected women representatives in the country lead in formulation and implementation of public policies at grassroots level.

The Indira Gandhi Centre for Atomic Research (IGCAR), located in Kalpakkam, Tamil Nadu has developed spin-off technologies that find applications in fields ranging from healthcare, defence, water management, agriculture among others. Director of the centre said that these spin-off technologies were ready to be transferred to start-ups and industries. The technologies were developed over the last decade.

According to the IGCAR, their major offerings for which Intent of MOU will be exchanged include Thermal Imaging technology for early detection of breast cancer, Autonomous Gamma Dose Logger (to measure radiation), Portable Air volume sampler (for pollution analysis) and Application of Ionising Radiations in Agriculture and Related areas to improve the shelf life of vegetables and fruits. The organization has said that the Intent of MOU will be exchanged for these technologies/products developed at IGCAR.

On Friday, KNVyas, Secretry, Department of Atomic Energy inaugurated a technology Incubation Centre at IGCAR, via the virtual mode. The Incubation center is meant to be catalytic in incubating technologies from IGCAR and also spin-off technologies from Bhabha Atomic Research Centre and other units of DAE in the Southern Part of the country through appropriate handholding with entrepreneurs and MSMEs. 30th October 2020 also marks the 111th Birth Anniversary of Dr Homi Jehangir Bhabha, the Father of the Indian Atomic Energy program.

A.K.Bhaduri, Director, IGCAR, spoke of some of the products their facility had developed, such as an explosive detector, narcotics detector, access control systems used for securing vital installations, greenhouse gas sensors and waste water management solutions among others. He emphasized that some of their offerings cost just 25 per cent of the imported ones.

The IGCAR signs up non-exclusive MoUs with interested parties, with a one-time technology transfer fee of Rs 5 lakh and there is also a provision of some share in the profits earned by the company.

When asked about the thermal imaging for detection fo breast cancer, IGCAR officials told Zee Media that they had developed a grading scale for a standard imaging device and that it was a portable system.

“By integrating three approaches, we have enhanced specificity and sensitivity. We have validated this product’s results with ultrasound and mammography in over 700 cases and it has 90% sensitivity. It is non-contact, non-harmful and not painful and can be used for detection in women below the age of 40(which is the usual age)” they said.

The Autonomous Gamma Dose Logger is a radiation monitor to measure environmental radiation in nuclear installations and other places, and it transmits data wirelessly. ICGAR says it is possible to have large deployments of these units including across rough terrains and it can be installed across borders to monitor movement of radioactive materials.

Portable Air volume sampler is a lightweight device made of fibre reinforced plastic, which is employed to collect airborne particulates in a filter paper. It can be used by pollution control boards for collecting suspended particulate matter in monitoring environmental pollution and in industries discharging particulate effluents.

ICGAR said that BARC has pioneered the application of radioisotopes and radiation technologies in agriculture, increasing the shelf life of agricultural products, food preservation and a host of other areas. The application cited was the use of radiation to significantly increase the shelf life of vegetables and other perishables.

A US District Court on Friday asked the commercial arm of Indian Space Research Organisation (ISRO), that is, Antrix to pay $1.2 billion compensation to a Bengaluru-based start-up.

ISRO had cancelled a satellite deal with Devas Multimedia in January 2005.

As per the agreement, Antrix had agreed to build, launch and operate two satellites and to make available 70 MHz of S-band spectrum to Devas, which the latter planned to use to offer hybrid satellite and terrestrial communication services throughout India.
The agreement was terminated by Antrix in February 2011. Over the next several years, Devas approached various legal avenues in India. This included the Supreme Court, which directed for a tribunal.

In his order dated October 27, Judge Thomas S Zilly, US District Judge, Western District of Washington, Seattle, ruled that Antrix Corporation pay a compensation of $562.5 million to Devas Multimedia Corporation and the related interest rate amounting to a total of $1.2 billion.

In its lawsuit filed in the US District Court, Western District of Washington in September 2018, Devas Multimedia said three separate international tribunals and nine different arbitrators have found the termination of the Devas-Antrix agreement to have been wrongful, with one of the tribunals describing it as ''conduct 'which shocks, or at least surprises, a sense of juridical propriety,' and another finding it to be ''a clear breach of simple good faith'' by India.

Antrix, in November 2018, had sought the dismissal of the lawsuit citing jurisdictional issues.

The court, however, asserted that it had jurisdiction over the issue, but stayed the matter for one year and asked the two to file a joint status report by April 15, 2020.

On July 16, 2020, both Devas and Antrix filed the instant motion, a Joint Status Report in which they disputed whether the court should lift or extend the stay, and, if the latter, whether Antrix is required to post security.

Devas, according to submissions, has argued that the US court has jurisdiction over these cases, as Antrix engages in business in this district and across the United States.

Antrix and Spaceflight Industries, which is headquartered in Seattle have an agreement to provide satellite launch services using India's PSLV rocket.

Antrix and RBC Signals LLC, which is headquartered in Redmond, Washington have a worldwide agreement to provide space communications services to satellite operators.

Antrix in 2018 launched a satellite for Redmond, a Washington-based Planetary Resources.

Antrix agreed in 2015 to launch two satellites for Colorado-based PlanetiQ. Antrix is contracted with DigitalGlobe, which has headquarters in Colorado and other locations in Florida, Virginia and Washington to procure certain satellite data, which is then distributed by the Indian Space Research Organisation's National Remote Sensing Centre.

Devas said that after the initial signing of the agreement, the two companies performed in good faith for five years. Among other things, in May 2009, Dr Appanna Bhaskarnaryana, the Director of the Satellite Communications Programme Office of ISRO, spent four to five weeks in the US with Devas personnel meeting with Hughes Networks, Sirius XM SkyTerra, Qualcomm and ICO North America to understand the technologies used by, and operation of, hybrid satellite-terrestrial operators providing telecommunications services.

Devas subsequently conducted experimental trials in India (attended by Antrix officials, including the company's then-chairman), Chengdu and Beijing in China, and Stuttgart in Germany, which successfully demonstrated the hybrid satellite-terrestrial systems and end-user terminals that Devas had developed in conjunction with a global network of leading technology players such as Alcatel Lucent, it said.

On February 25, 2011, Antrix issued a termination notice to Devas, which among other things stated that the policy decision was of the central government, acting in its sovereign capacity in the event of force majeure, which was an occurrence on February 23, 2011.

''The scope and duration of the said decision cannot be anticipated. It is likely to be indefinite. It is not possible for Antrix to take any effective step to resume the obligations under the agreement,'' Antrix said.

Devas disputed Antrix's repudiation of the agreement and sought to conduct discussions among senior management as contemplated by that agreement.

In June 2011, Devas commenced arbitration proceedings under the Rules of Arbitration of the International Chamber of Commerce.
Antrix initially refused to participate in the arbitration and obtained an injunction from the Indian Supreme Court enjoining the arbitration. After one year, the Supreme Court lifted the injunction, allowing the arbitration to proceed. Thereafter, Antrix participated fully in the arbitration.
