In order to tackle the situation, more than a thousand recalled prisoners will be released after 28 days under emergency measures to free up spaces in prisons in England and Wales, reported Independent.
Under the move, offenders serving one to four years who are recalled to prison will be released. While certain sexual offenders, violent criminals and serious domestic abusers will also be excluded.

Though, Mahmood announce &pound;4.7bn investment to build more prisons, she said it would not be possible to "build our way out of this crisis".
&ldquo;If our prisons overflow, courts cancel trials, police halt their arrests, crime goes unpunished and we reach a total breakdown of law and order,&rdquo; she said.
Each year the prison population is increasing by 3,000, which is equivalent of two entire prisons, said the minister. This is despite the government releasing over 16,000 inmates after serving just 40 per cent of their sentence.
However, Shadow justice secretary Robert Jenrick argued that the announcement was "failing to protect the public".
"To govern is to choose, and today she's chosen to release early criminals who've reoffended or breached their licences," said Jenrick, as reported by BBC.
Domestic Abuse Commissioner Dame Nicole Jacobs is also against the idea of releasing prisoners.
"Perpetrators of domestic abuse know everything about their victim &ndash; where they live, where they work, where their children go to school &ndash; they are also extremely willing to breach orders intended to protect victims, time and time again.
"Re-releasing them back into the community after 28 days is simply unacceptable," she said.
Between September and December last year 16,231 prisoners were released on licence under a scheme announced by the government to let out offenders, who have already served 40 per cent rather than 50 per cent of their sentence.

Bagram Airbase is a major military airfield, located in the Parwan province of Afghanistan. The largest air base in Afghanistan lies about 60 km north of Kabul in the Parwan province.&nbsp;
It has a significant strategic importance as it has served major US and NATO military operations in Afghanistan for many years.&nbsp;
The airbase was built by the Soviet Union in 1950 and the USSR had control over it during the early days of the Cold War. During the Soviet-Afghan war, the airbase was fortified and started lodging military personnel from the USSR.
The US came in the picturee in 1959, when then US President Dwight Eisenhower paid a visit to Afghanistan and landed in Bagram.

<h2>Who will attend the meeting on behalf of Russia?</h2>
As per the Kremlin, a lower-level delegation led by nationalist aide Vladimir Medinsky, a hardline aide to Putin and ex-culture minister who was involved in 2022 negotiations, will represent Russia at the meet.
This, as per Kyiv, signals a lack of seriousness about peace. Zelensky had openly challenged Putin to meet face-to-face.
"I am waiting to see who will arrive from Russia. Then I will decide what steps Ukraine should take," said Zelensky on Wednesday.
This statement follows another from Tuesday, in which Zelensky stressed, "This is his (Putin's) war...Therefore, the negotiations should be with him."

US President Donald Trump, currently touring the Middle East, also called for Putin's attendance and hinted that he might travel to Istanbul if Putin showed up &mdash; even offering to mediate.
"If we could end the war, I'd be thinking about that," Trump said.
<h2>Instanbul talks: Who's going, who's not</h2>
For Russia, the delegation, as mentioned previously, would be led by Trump loyalist Vladimir Medinsky. The team would also include Deputy Foreign Minister Galuzin, Deputy Defence Minister Fomin, and GRU chief Igor Kostyukov, reports AFP.
Meanwhile, Putin, Foreign Minister Sergei Lavrov and Kremlin foreign policy aide Yuri Ushakov were missing from the list of attendees.
Volodymyr Zelensky, as per reports, is expected to attend. US Secretary of State Marco Rubio is expected to attend as the United States representative.

Fresh gunbattles erupted on Wednesday in the Libyan capital between two powerful armed groups, a security official said, a day after authorities declared the fighting over.
Clashes flared between the Radaa force and the 444 Brigade in key areas of the city, including the port, the source said.
Fighting eased towards the end of the day, according to television reports and residents who spoke to AFP, with some bakeries opening but schools remaining shut.
No official casualty figures were released, but the Libyan Red Crescent said it had recovered a dead body from a major street in Tripoli.
On Monday night, heavy arms fire and explosions rocked several Tripoli districts, killing at least six people, according to authorities.
The official described the fighting as "urban warfare", with clashes in residential areas involving light and medium weapons. In other areas, heavy weapons were used.
Libya&nbsp;has struggled to recover from the NATO-backed 2011 uprising that toppled and killed longtime leader Muammar Gaddafi.

Fighting extended in southern and western Tripoli as Radaa brought in reinforcements to fight the 444 Brigade, an interior ministry source said.
More than 500 people on Wednesday rallied in the Souq el-Joumaa neighbourhood, a Radaa stronghold, chanting slogans against the Dbeibah government and denouncing the proposed dissolution of the 444 Brigade.&nbsp;
Reports said Abdelghani al-Kikli, leader of the Support and Stability Apparatus, which controls the southern district of Abu Salim, was killed this week at a facility controlled by the 444 Brigade.

<h2>'Territorial reshuffle'&nbsp;</h2>
A source told AFP that groups were moving into the capital from neighbouring Zawiya in support of Radaa, which detains smugglers of drugs and alcohol as well as affiliates of the Islamic State group.&nbsp;
Meanwhile, "more Misrata brigades may continue to join Dbeibah's side", said&nbsp;Libya&nbsp;expert Jalel Harchaoui.
He described the latest conflict as some of the most dangerous for the capital in recent years, saying it meant a "territorial reshuffle" with more factions seeking to insinuate themselves into downtown Tripoli.
Turkey, a supporter of the Tripoli-based government, called on "all parties to implement a full and lasting ceasefire without delay and to engage in dialogue to settle disputes," its foreign ministry said.
On Tuesday, the Tripoli-based government said the fighting had been controlled. Dbeibah thanked government forces "for restoring security and asserting the state's authority in the capital".
Dbeibah also announced a string of executive orders, including dissolving some bodies previously run by Tripoli armed groups other than the 444 Brigade.
But a second night of fighting could mean "a more prolonged, destructive, and existential battle with a nationwide dimension" after what he said was Dbeibah's "failure to secure a quick victory".

Fighting meanwhile raged in Gaza, where civil defence official Mohammed al-Mughayyir told AFP 80 people had been killed by Israeli bombardment since dawn, including 59 in the north.
AFP footage from the aftermath of a strike in Jabalia, northern Gaza, showed mounds of rubble and twisted metal from collapsed buildings. Palestinians, including young children, picked through the debris in search of belongings.
Footage of mourners in northern Gaza showed women in tears as they kneeled next to bodies wrapped in bloodstained white shrouds.
"It's a nine-month-old baby. What did he do?" one of them cried out.

Awad added that "the bodies of the martyrs are lying on the ground in the hospital corridors after the morgue reached full capacity. The situation is catastrophic in every sense of the word."
Israel imposed an aid blockade on the Gaza Strip on March 2 after talks to prolong a January 19 ceasefire broke down.
The resulting shortages of food and medicine have aggravated an already dire situation in the Palestinian territory, although Israel has dismissed UN warnings that a potential famine looms.
UN Secretary General Antonio Guterres on Wednesday called for "the immediate and unconditional release of all hostages, unimpeded humanitarian access and an immediate cessation of hostilities," in Gaza.
Italian Prime Minister Giorgia Meloni said the humanitarian situation in Gaza was "ever more dramatic and unjustifiable".
A US-led initiative for aid distribution under Israeli military security drew international criticism as it appears to sideline the United Nations and existing aid organisations, and would overhaul current humanitarian structures in Gaza.

Medical charity Medecins Sans Frontieres said the plan would make "aid conditional on forced displacement" and vetting of the population.&nbsp;
