Another US state passed a law allowing abortion providers to be sued in civil court Wednesday, as conservatives across the country ramp up their effort to overturn long-held reproductive rights.

The bill in Idaho allows families of women who have had abortions -- and the father of the fetus -- to sue providers, taking enforcement out of the hands of the state, in a move modeled on a controversial Texas law.

Governor Brad Little, who signed the bill Wednesday, said he was an ardent supporter of the rights of "pre-born babies," but feared this approach rendered the law unconstitutional.

"While I support the pro-life policy in this legislation, I fear the novel civil enforcement mechanism will in short order be proven both unconstitutional and unwise," he wrote in a letter to the state legislature.

"Deputizing private citizens to levy hefty monetary fines on the exercise of a disfavored but judicially recognized constitutional right for the purpose of evading court review undermines our constitutional form of government and weakens our collective liberties."

As critics of the Texas law also pointed out, Little said framing legislation in this way rendered vulnerable rights that conservatives hold dear, such as the right to own guns.

Civil rights groups and the White House lambasted the Idaho law.

"Lawmakers openly touted this bill as a 'clever' way to undermine abortion access by evading judicial review," said Lauren Bramwell of the American Civil Liberties Union (ACLU).

"It is irresponsible and politically motivated governing that will harm real people who deserve to decide for themselves what is best for them and their families, without political interference."

White House press secretary Jen Psaki said the Texas bill and copycat initiatives like the one in Idaho were a blatant attempt to undermine rights settled in the touchstone Roe v. Wade Supreme Court ruling that cemented a woman's right to abortion.

"This development is devastating for women in Idaho, as it will further impede women’s access to health care, especially those on low incomes and living in rural communities," she said.

"Over the last six months, Texas’ (law) has had profoundly negative effects, with women forced to travel hundreds of miles to access care, and clinics in neighboring states seeing a significant increase in demand."

Right-wing politicians have launched a full-frontal assault on abortion, a deeply divisive issue in the United States that is dear to their voters' hearts.

US Secret Service has released a report which says that men who identify as 'involuntary celibates' or 'incels' due to inability to form meaningful relationships with women constitute a rising threat to society.

The report, prepared by National Threat Assessment Center (NTAC) was released on Tuesday. It also dwells on some common themes found in the history of men who resorted to violence against women.

A case study included a 2018 shooting at a Yoga class in Florida. 40-year-old gunman Scott Paul Beierle killed two women and wounded six. The report says that Beirle had a history of inappropriate behaviour towards girls and women.

“During his teen years, the attacker was accused of stalking his classmates and he wrote stories that centered around violent themes," siad Steve Driscoll, a lead research specialist at NTAC. He has been quoted by CBS.

Driscoll says that one of the stories written by Beierle went on for 81 pages. The story has the protagonist killing several girls before committing suicide. The female characters bore resemblance to Beierle's actual classmates.

The man was even arrested previously for groping women.

The report by US secret service said that though Beierle did not resort to any extremist ideology, his behaviour resembled those who identified as 'incels' or 'anti-feminist'.

Bangladesh will ban questions probing the "immoral character" of rape victims in criminal cases, authorities said Tuesday, after a long campaign by rights groups against humiliating interrogations of traumatised survivors.

Experts say the country's Evidence Act, a 19th-century relic of the British colonial era, has been routinely used to discredit the testimony of victims during court cross-examinations and police investigations.

Women activists have spent more than a decade demanding the law be amended and last year a coalition of rights groups petitioned Bangladesh's top court for its repeal.

Justice Minister Anisul Huq told AFP that Prime Minister Sheikh Hasina's cabinet resolved to remove the character evidence provisions from the law.

He said the law currently allows those accused of rape to "ask questions as to the immoral character of the victim" but this would be banned, with parliament expected to formalise the decision by June.

"This is another step towards empowerment of women," he said.

Prominent activist Nina Goswami of the local Ain o Salish Kendra rights group hailed the move as a "remarkable achievement".

She said character evidence had hindered justice for decades, with many survivors deciding not to seek charges against their attackers out of fear of social humiliation.

Last year the Bangladesh Legal Aid and Services Trust (BLAST) said character evidence had been used to cast doubt on victim testimony, making it difficult to secure guilty verdicts.

Rights groups have said the number of rapes has increased alarmingly in recent years, blaming legal loopholes and a culture of impunity for violence against women.

Bangladesh to ban 'immoral character' evidence in rape cases

The map dots, resembling a scattergram of America, point to snow-covered pinnacles, remote islands and places in between.

Each of the 660 points, shown on maps of federal lands and waterways, includes the word “squaw” in its name, a term Native Americans regard as a racist and misogynistic slur.

Now the Interior Department, led by Deb Haaland, the first Native American Cabinet secretary, is taking steps to strip the word from mountains, rivers, lakes and other geographic sites and has solicited input from tribes on new names for the landmarks.

A task force created by the department will submit the new names for final approval from the Board on Geographic Names, the federal body that standardizes U.S. place names. The National Park Service was ordered to take similar steps.

“Words matter, particularly in our work to make our nation’s public lands and waters accessible and welcoming to people of all backgrounds,” Haaland said in a statement. “Consideration of these replacements is a big step forward in our efforts to remove derogatory terms whose expiration dates are long overdue.”

The move comes as private companies and professional sports teams are shedding names and imagery that many Native Americans find offensive amid a broader national reckoning over systemic racism.

Several states have passed laws mandating the erasure of the slur from nonfederal sites. They include Oregon, Maine, Montana and Minnesota, where at least one community, the city of Squaw Lake, has clung to its name. A bill has been introduced in the state Assembly in California to rename more than 100 places in that state.

Few places are more closely associated with the reckoning than Squaw Valley, the ski area in Lake Tahoe, in Northern California, that hosted the 1960 Winter Olympics. The private resort, which is not part of the federal renaming effort, rebranded itself Palisades Tahoe last September after years of debate over its identity.

All but 10 states appear to have at least one geographic feature on federal land or waterways that contains the slur, according to an interactive map maintained by the federal government. The names of civil features, including counties and incorporated places like Squaw Lake, Minnesota, are not part of the federal effort because they are outside the government’s authority.

Vanessa Esquivido, 36, a member of the Nor Rel Muk Wintu Nation in Northern California, said the slur’s continued use perpetuated demeaning stereotypes of Native American women.

Esquivido, a former professor of American Indian studies at California State University, Chico said that the reckoning over the word was long overdue but that Indigenous people still encountered a lack of awareness over its meaning.

“Native women and Native land are synonymous,” she said. “By calling them the S-word, it takes away their humanity. They’re nameless. They’re tribeless.”

Some places on the federal government’s list are better known than others. Among the more familiar is Squaw Mountain, an 8,000-foot peak near Provo, Utah, that is popular with hikers, in part for its panoramic views. It is featured on the website of Explore Utah Valley, a tourism organization, which did not respond to a request for comment.

Other locales that bear the slur are far more obscure, relegated to nautical charts, such as Squaw Rocks, an outcropping in Long Island Sound off the coast of Branford, Connecticut.

Jane Bouley, a former town historian in Branford, said that the name most likely referred to a member of the Totoket tribe, a branch of the Quinnipiac Indians, who is identified in deeds from the 1730s and 1740s as Hannah Squaw.

“They eventually sold out to the colonists, whether under duress or of their own accord,” Bouley said, referring to the Totoket tribe, explaining that the nautical feature is not really a landmark. “It’s not even something you can hardly put your shoe on, especially with the tides rising,” she said.

Type the word “squaw” into Google Maps or Apple Maps, and a number of hits come up. Google, which relies on third-party data, information from local authorities and other sources, said the federal name changes would be reflected on its maps once they are finalised. Apple did not respond to requests for comment.

On Facebook and Instagram, visitors can still check in at Squaw Valley and tag their photos with the retired name more than five months after the resort became Palisades Tahoe. Meta, which owns both platforms, did not respond to a request for comment last week.

State governments have for decades been slowly chipping away at the pejorative names.

In 2003, a state panel in Arizona voted to rename a mountain in Phoenix called Squaw Peak for Lori Piestewa, an Army specialist who was killed in Iraq that year and was the first Native American woman to die in combat while serving in the U.S. military. Many Native Americans had been pressing for the change, which the Board on Geographic Names affirmed in 2008, but some critics said at the time that it was a heavy-handed, political move.

In 2000, mountains, waterways and other features in Maine were renamed under a state law targeting the slur, which a tribal representative said at the time had been used to slander women with offensive sexual connotations.

Name changes made at the state level are approved by the Board on Geographic Names, which has previously done away with pejorative terms for African Americans and Japanese people, to ensure they are used uniformly throughout the government.

The National Association of Tribal Historic Preservation Officers published a report this year that said national efforts to rename geographic locations in the United States that still bear racist or sexual slurs against Native Americans and African Americans were not “canceling history.”

“Rather,” it said, “it is an opportunity to provide a more honest accounting of America’s past and a gesture toward healing historic wounds.”

Million Women Rise supporters walked from Charing Cross police station to Scotland Yard. The protest come in just a few days before International Women's Day. Many women were seen wearing red. As per them, it symbolised the blood of women who have died because of violence from men. We demand a total overhaul and rethink of what and who the police are for." As per Qureshi, the movement aimed to "go to the police front door." She further mentioned that the protest was also against the abduction, rape and murder of Sarah Everard by a serving police officer. This case highlights the collapse in women's trust in the police. The policeman who killed Sarah Everard was deployed to the Parliamentary Estate five times in the past year, even after incidents of criminal nature. Wayne Couzens has been jailed for lifetime last week after he abducted, raped and murdered a London woman, Sarah Everard. The 33-year-old woman was heading back home from her friend’s house in Clapham in South London on March 03 when she went missing. It was later revealed that she was abducted, raped and murdered by Couzens, who had served as a policeman. (With inputs from agencies)

London: Hundreds of women march in a bid to end violence and misogyny

At a police station in Mexico City, women train with riot gear in preparation for an International Women's Day march in one of the countries hardest hit by gender-based violence.

The squad of 500 officers is tasked with ensuring the demonstrations that draw thousands of women do not block roads or damage public property.

Although their work usually involves tense confrontations with fellow women, they feel united with the feminist cause because they too suffer violence and abuse by men.

But they question some of the protesters' methods.

Other gender-based crimes such as harassment, sexual abuse and domestic violence have increased in recent years, resulting in a rising number of calls to emergency lines.

Afghan journalist Zahra Joya has been named as one of Time’s women of the year 2022. The journalist has been consistently reporting women’s lives in Afghanistan through her news agency, Rukhshana Media.

Ever since the Taliban took over Afghanistan, journalists have been concerned for their safety. There have also been reports of journalists being beaten up.

She launched Rukhshana Media in December 2020 with her own money. Her agency is Afghanistan’s first feminist news agency. The agency aims to become the first national news source where an Afghan woman could see her own life reflected in the stories published every day.

In a recent study, experts have found evidence to prove why women are twice as likely as men to develop Alzheimer's disease.

The epidemiological studies done earlier showed the phenomena but the cause of it was unclear.

The new study was published in the journal 'Nature'.

The study, which has been led by Prof Keqiang Ye of the Shenzhen Institute of Advanced Technology (SIAT) of the Chinese Academy of Sciences, seems to have unraveled the mystery.

It had been a puzzle for mankind for decades.

Integrating earlier studies, the team established the theory that the C/EBPb/AEP pathway was the core factor driving the pathogenesis of neurodegenerative diseases.

"Based on this theory, our team searched for female hormones that are dramatically changed during menopause and tested which hormone selectively activates the C/EBPb/AEP pathway," said Prof Ye.

The team identified follicle-stimulating hormone (FSH) as the major pathogenic factor.

"During menopause, the serum concentration of FSH strongly increases, binding to the cognate FSH receptor on neurons and activating the C/EBPb/AEP pathway. Study finds new evidence to prove women more susceptible to Alzheimer's disease

Afghanistan's main universities reopened Saturday six months after the Taliban returned to power, but only a trickle of women went back to now-segregated classes.

Most secondary schools for girls and all public universities were shuttered following the Taliban's August 15 takeover, sparking fears women would be barred from education -- as happened during the first rule of the hardline Islamists, from 1996-2001.

The Taliban insist they will allow girls and women to be educated this time around -- but only in segregated classes and according to an Islamic curriculum.

Some public tertiary institutions in the south of the country resumed last month, but on Saturday Kabul University, the oldest and biggest with a student body of around 25,000 last year, re-opened without fanfare -- and few students in attendance.

Taliban guards refused journalists access to the sprawling campus and chased away media teams lingering near the entrance.

AFP, however, spoke to some students away from the gates, who expressed mixed feelings after their first day back.

"I am happy that the university resumed... we want to continue our studies," said an English major who asked to be identified only as Basira.

But she said there were "some difficulties" -- including students being scolded by Taliban guards for bringing their mobile phones to class.

There was also a shortage of lecturers, she said, adding: "Maybe because some have left the country."

A similar picture emerged from campuses across the country, although no students returned to class at Panjshir University, in the heartland of a nascent resistance to the Taliban's rule.

"I do not know if they will come tomorrow, or the day after tomorrow, or not," said Professor Noor-ur-Rehman Afzali.

Panjshir was the last province to fall to the Taliban last year, and Jaber Jibran, a faculty head, said several classrooms destroyed in that fighting had still not been repaired.

Some students said they thought many stayed away out of fear of the new authorities, or because they could not afford the fees.

Long dependent on foreign aid for survival, Afghanistan has plunged into economic crisis and the country's overseas assets have been seized by the United States.

"Most of the students might not be able to afford it," said one named Haseenat, while another said her friends had asked her to "report back" on what conditions were like before they decided on attending.

The Taliban have said previously that women students must wear a black abaya over their bodies and hijab on their heads, but stopped short of insisting on the all-covering burqa that was compulsory during their previous rule.

Several students, however, appeared dressed no differently Saturday than they would have before the Taliban takeover, with a simple shawl covering their heads.

"I have never worn any hijab before... it's new for me," said Sohaila Rostami, a biology student in her last semester at Bamiyam University.

"I used to wear jeans and other normal clothes. It will be difficult for me to observe hijab," she told AFP.

In Herat, the ancient Silk Road city near the Iranian border and once one of the Islamic world's most important intellectual centres, students also complained about a lack of tutors.

"Some of our professors have also left the country, but we are happy that the university gates are open," said Parisa Narwan, studying arts.

Tens of thousands of Afghans fled the country as the Taliban stormed back to power -- among them teachers and lecturers who had been vociferously critical of the hardline Islamist group.

Its's one thing to train in blue-water sailing in a creek and entirely another to be doing so at the high seas, in the Bay of Bengal. Well, you could call the transition a sea change. This is precisely the feeling that nine women officers of the Indian army experienced, after completing a historic expedition from Chennai to Visakhapatnam and back.

Sailing on a German-origin, class A yacht, which is meant for navigating the open ocean. However, this is unlike any other expedition. While the boat does have an engine for backup and emergency purposes, its primary propulsion is the ability and seamanship of the crew to dynamically adjust the sails and harness the winds, ocean current to reach their destination.

WION spoke to the crew to understand their mission and how they accomplished it successfully.

Belonging to different arms and services of the Indian army and having no prior experience in sailing, it was their thirst for adventure that brought the women officers together.

"Most of us did not know anything about sailing. Our training at army heavy bridging training camp, Marve, began with an introduction to sailing, what it is about, the nuances, different kinds of boats, principles of sailing and even navigation in day and night conditions. It's amazing how our team of women officers have completed the mission successfully, with specialised training for a few weeks" said Captain Shubham Solanki, who was part of the sailing crew.

At the high seas, their yacht was at the mercy of the elements. While the nearly 2000km round-trip was expected to take only four days, the challenges posed by the wind conditions made the trip longer by three days.

While sailing, the crew took turns to perform all functions on-board, which included manning the boat, navigating, cooking, communications etc. While the sailors did get to rest after their task, it was near-impossible to catch sleep while sailing on a vessel that was being tossed around by the ocean current. The nine-member crew had an onboard shelter that was barely 150 square feet, where they had to manage everything from cooking to dining to communications, storing supplies and even getting some rest.

According to Major Mukta Shree Gautam, the captain of the expedition, it was a rare privilege and opportunity to lead the first-ever mission by women officers of the army.

"I cannot be thankful enough to have a team who excel in whatever they do. We shared the same passion for adventure. We learnt that women make an amazing team. It was the most cherished memory. We learnt how to keep calm, manage at high sea, implement the learnings when conditions are unfavourable. It is aimed at motivating young women to consider a career in the Indian defence forces and to promote adventure sports and specifically sailing. With a 7500-km-long coastline, sailing is a sport with immense potential in India.

Its's one thing to train in blue-water sailing in a creek and entirely another to be doing so at the high seas, in the Bay of Bengal. Well, you could call the transition a sea change.

The yacht with sails that’s being towed was home to 9women officers of @adgpi for 7days,as they sailed 2000kms #Chennai - #Vizag and back.. How we cooperated and implemented our learnings and kept the team morale high, was amazing," she said. Women working in Afghan government departments must cover up -- even with a blanket if necessary -- or they may lose their jobs, the Taliban's religious police said Tuesday.

Most women have been barred from their government jobs, since the Taliban retook power in August, though Afghanistan's new rulers claim they will be allowed to return once some conditions are in place -- such as segregated offices.

On Tuesday, the Ministry for the Promotion of Virtue and Prevention of Vice issued a statement saying women should not go to work unless they were properly covered, and they could be fired if they did not follow guidelines.

The UK police is trying new technology in an attempt to keep women safe. They are using SmartWater, which is a forensic liquid that only shows up under ultraviolet light.

According to a report by BBC, this forensic liquid stays on the skin for up to six weeks and then links the perpetrator to the specific batch of water that was sprayed. It stays for much longer on clothing.

This was useful in arresting the first person in the UK for domestic abuse.

Over 200 women across the UK have been given forensic deterrent packages in their homes. These packages include a hand-held canister for spraying and a gel for door handles and gates. It also consists of an automatic trap that sprays the liquid if someone approaches the house.

Also read | Attractive people have stronger immune systems, reveals study

These packages are now being used by West Yorkshire, South Yorkshire and Staffordshire Police.

Detective Superintendent of West Yorkshire Police Lee Berry came up with this idea. While speaking to BBC, she said, "Domestic abuse is quite often difficult to prosecute and a lot of these crimes occur behind closed doors. It can be one word against another. If we forensically mark, then we can track someone back to a location. We'll know who the perpetrator is, and we'll know who the victim is, as well."

Most victims, who have been using this technology, have told the police that they feel safer. Also, 94 per cent of people said that they would recommend it to others.

Earlier, SmartWater was used to protect property and deter thieves by being applied to high-value items.

As per Rachael Oakley, the director of SmartWater's intelligence unit, there is no doubt when it comes to using forensic markings.

The man from Wakefield, West Yorkshire, was arrested using this new tool. He was harassing his ex-partner and breaching his non-molestation order.

It happened when he tried to get into the house and she sprayed the coded liquid from a canister from the protection of her window. This forensically placed him at the scene of the crime and he was caught.

He was jailed for 24 weeks. Also, he has been given a two-year restraining order.

Kuwaiti women are angry after the military, having allowed female soldiers in combat roles, decided they need the permission of a male guardian and banned them from carrying weapons.

Activists have decried the policy as "one step forward, two steps back" after the defence ministry also decided that women in the armed forces, unlike civilians, must wear head coverings.

The moves have sparked an online backlash in Kuwait, usually regarded as one of the most open societies in the Gulf.

"I don't know why there are these restrictions to join the army," Ghadeer al-Khashti, a sports teacher and member of Kuwait Football Association's women committee, told AFP.

Three women who were sexually harassed by a High Court justice - Rachel Patterson Collins, Chelsea Tabart and Alex Eggerking, have received an apology from the Australian government. The apology was made almost two years after a review found that six female staff had been sexually harassed by Dyson Heydon.

The women worked as judges associates at the High Court, and first complained about their treatment in 2019. This is what led to an investigation.

The women have been awarded an undisclosed settlement. Attorney-General Michaelia Cash, in a statement, said that the government recognised the bravery of the three women.

"We have listened to them and we apologise. The Australian government takes sexual harassment seriously – harassment is unacceptable in any context," she said.

The women's lawyer, Josh Bornstein, said that a non-disclosure agreement prevented discussion of the compensation amount paid by the government.

"They have asked me to convey their strong conviction that women should not feel ashamed to pursue financial settlements in sexual harassment cases because sexual harassment will only start to recede when there is a clear recognition that it has a substantial cost to organisations and individuals who are implicated," he said in a statement.

Women's activism grows in Afghanistan with Taliban in power

The United Nations human rights office has expressed its concern over the disappearance of six people who were abducted in the Afghan capital Kabul. They were all a part of the recent women’s rights protests.

Ravina Shamdasani, spokesperson for the High Commissioner for human rights, while speaking at a press briefing said, "We are gravely concerned for their well-being and safety."

"There is still no confirmed information on their whereabouts," she further added.

This started in January when Parwana Ibrahim Khil and her brother-in-law were abducted while travelling in Kabul. Later, Tamana Paryani and her three sisters were taken from a house in the city.

They were abducted after they had taken part in a peaceful demonstration demanding that the rights of women should be respected by the Taliban.

Ms. Shamdasani, while elaborating on the situation said, "The lack of clear information on the location and well-being of these and other individuals, perpetuates a climate of fear and uncertainty."

Meanwhile, the Taliban released 14 women prisoners in Kabul in a bid to tackle global pressure.

Office of Prisons Administration (OPA) of the Taliban announced that they have freed 14 women from the female prison in Kabul.

This comes in as concerns grow over the disappearance of two women activists in Afghanistan. This is the second such instance.

A statement issued by OPA to local media read, "14 women prisoners were released on Thursday, February 3 as a result of an assessment conducted by a five-member delegation."

Union Budget 2022 is just around the corner and citizens and experts alike are keen to know what it will have for women. This has gained importance as allocation for scheme for women decreased by 26 per cent from the levels in 2020 budget. The allocation came down from Rs 20,72,610 millon in years 2020 to Rs 15,33,260 million in year 2021.

Indian President Ram Nath Kovind, during his speech that kicked off Indian Parliament's budget session on MOnday underlined the role and importance of participation of women in the country's development. The president said that women's empowerment is one of the top priorities of the government.

"Women participation in the development of the rural economy is increasing. He said this figure is four times higher than that of 2014-15 financial year.

Kovind further informed that the Centre has trained thousands of such groups and helped them participate as `Banking Sakhi`. "These women are connecting banking services in rural areas to each and every household there," he said.

Highlighting the schemes introduced by the Centre to help women, the President said that the success of Ujjwala Yojna has been witnessed by all and with the help of schemes like Mudra Yojna, more than 15 crore people have been benefited and around 4 crore people have started their own business.

Kovind also mentioned the `Beti Bachao, Beti padhao` campaign, adding that it yielded positive results as the number of girls taking admission in schools has increased significantly.

To ensure equality between genders, the Centre has proposed to increase the marriageable age of women from 18 to 21, he said.

He said that by brining in a law against Triple Talaq, the Centre has abolished a social evil prevalent in Muslim society, "and Muslim women will no longer need to be accompanied by a blood-relative (Mehram) to go for Haj pilgrimage," he added.

Upliftment of the gender demographic needs investment in government-backed programmes, incubation centres for businesses led by women. MSMEs led by women would benefit from, interest-free loans. Similarly focussing on girls' and women's education would go a long way in building a better society.
