Manso accused Moscow of being responsible for the recent failure of the Organisation for the Prohibition of Chemical Weapons (OPCW) to agree on a new five-year plan and said that Russia's non-compliance lies at the core of the problems within the OPCW.&nbsp;

During the recent OPCW meeting held last week, Russia accused the West of "politicising" the organisation. The five-yearly meeting was held to assess progress on a 1997 agreement to eradicate chemical weapons.&nbsp;

The meeting failed to agree on a final document that would have set out its priorities for the next five years.

The US envoy pinned the blame on Moscow and its allies Syria, Iran and China. "Our Russian colleagues were not so flexible," Manso said.

He emphasised that the issue of Russian non-compliance will be a significant topic of discussion during the upcoming meetings of the organisation's policy-making body in July and the annual meeting of its 193 member states at the end of the year.&nbsp;

When asked about potential measures against Russia, such as suspending Moscow's voting rights at the OPCW, the US envoy said that he was "not going to specifically include anything and I'm not going to specifically exclude anything".

He suggested that sanctioning Russia could be an option "that may or may not work."

Nevertheless, despite the progress in eliminating declared toxic arms worldwide, Manso expressed concerns about the potential use of chemical weapons by Russia in Ukraine.&nbsp;He also said that Syria's readmission to the Arab League did not change the need for "accountability" for its chemical weapons use.

Kremlin critic Alexei Navalny and Novichok

Russia has long denied any involvement in the poisoning of Alexei Navalny.

Navalny, who happens to be an outspoken critic of Russian President Vladimir Putin, had to be put in an induced coma after the deadly chemical attack. The OPCW found a cholinesterase inhibitor from the Novichok group in Navalny's blood, urine, skin samples and his water bottle.

Moscow also skirts responsibility in the Novichok attack on former Russian spy Sergei Skripal and his daughter. The 2018 attack that took place in the English town of Salisbury left one woman dead.

The military commanders were reportedly killed during clashes for control of Bakhmut in eastern Donetsk. The first, Colonel Makarov, died while his brigade was warding off attacks from Ukrainian troops in the south of Krasne. As the third attack was being repelled, he was seriously wounded and died while being evacuated from the battlefield.

"Two attacks of the enemy have been repelled," said the Russian ministry in a statement.&nbsp;

As per a report by the Russian news outlet Kommersant, four Russian military aircraft, including two fighter jets and two military helicopters, were shot down near the Ukrainian border on Saturday. The incident reportedly occurred in the Bryansk region, close to northeast Ukraine, and, if confirmed, would be a significant victory for Kyiv.

Although Kommersant did not provide any evidence for the downing of four aircraft, other pro-war military bloggers have also made similar claims.&nbsp;

The Russian defence ministry is yet to make a statement about the crash or the alleged ambush.

However, the Russian state news agency TASS reported that a Russian Su-34 warplane has crashed in the Bryansk region. The report did not mention the cause of the crash.

Citing emergency services, TASS also reported that a helicopter had crashed near Klintsy — about 40km (25 miles) from the border — due to an engine fire. It made no mention of a second helicopter or the Su-35.&nbsp;

However, as per Reuters, a video posted on the Russian pro-war Telegram channel Voyenniy Osvedomitel appeared to show a helicopter exploding in mid-air, being thrown off course, and then plunging towards the ground in flames. The video's comment section reportedly suggest that the helicopter, a Mi-8, was shot down by a missile, which led to its crash.

The Russian pro-war Telegram channel Voyenniy Osvedomitel suggested that an ambush with air defences had been staged, and the downed helicopters were Mi-8MTPR-1 electronic warfare craft, which can jam enemy radio and target signals.

"Most likely, the enemy staged an ambush with air defences previously transferred to a border zone close enough to hit our group," it said.

No official response from Ukraine has been made, but Mykhailo Podolyak, a senior adviser to Ukrainian President Volodymyr Zelenskiy called the incident "Justice ... and instant karma" in a tweet.

Four Russian aircraft on their way to bomb Ukraine's Chernihiv shot down, allegedly by Kyiv

In light of "provocations" by Ukrainian forces, operations at the Zaporizhzhia nuclear plant have been suspended, according to a TASS state news agency report. The Moscow-installed governor of the Russia-controlled part of the surrounding region,&nbsp;Yevgeny Balitsky, cited concerns over Ukraine's anticipated counteroffensive to reclaim Russian-held territory, including areas in the Zaporizhzhia region. 
 
Due to this, Russian authorities have reportedly initiated evacuations. Rafael Grossi, head of the United Nations nuclear power watchdog, on Saturday, expressed concerns about the plant's safety, describing the situation as "potentially dangerous."

"The general situation in the area near the Zaporizhzhya Nuclear Power Plant is becoming increasingly unpredictable and potentially dangerous," said the IAEA chief, adding that he's concerned.&nbsp;

In response to the escalating situation, Russian officials have begun evacuating people from nearby areas. As per Reuters, approximately 3,000 people, including around 1,000 minors, have been evacuated from villages close to the front line.

Balitsky, the Moscow-installed governor, noted a rise in water levels in the nearby Kakhovka Reservoir, which he believes to be a manipulation. He did not provide further details on the matter.

"We've seen the level (of water in the nearby Kakhovka Reservoir) rise to 17.08 (metres). We realise that this is manipulation. The nuclear reactors have been suspended," he said as per TASS.

According to an AFP report, Ivan Fedorov, the mayor of Melitopol in Zaporizhzhia Oblast, said that the evacuation directive has resulted in "a mad panic and no less mad queues" at the checkpoint leading to Russian-annexed Crimea.

With buses making frequent trips transporting individuals out fuel stations have reportedly been "drained" of gasoline.

Expressing concerns on Telegram, Fedorov stated: "The partial evacuation they announced is going too fast, and there is a possibility that they may be preparing for provocations and (for that reason) focusing on civilians."

The Zaporizhzhia nuclear plant, which happens to be Europe's largest nuclear energy facility, was seized by Russia during the early stages of its invasion of Ukraine that began in February of last year. Despite all six reactors being in "cold shutdown" and not generating electricity, they still contain nuclear material.&nbsp;

The International Atomic Energy Agency (IAEA), led by Grossi, has previously issued warnings about the plant's safety following temporary power cuts caused by shelling. In March, the IAEA cautioned that the facility was relying on diesel generators to maintain crucial cooling systems due to damage to power lines.

In a heartwarming story of hope, a young Ukrainian war refugee named Zlata has been given the gift of sound by a team of dedicated doctors in South Carolina. Zlata, who was born deaf, received a cochlear implant that has allowed her to hear for the first time in her life.&nbsp;

Parents Diana Kuzmina and her husband Olech Kuzmin as per CBS were for months haunted by the fear that their young daughter, two-year-old Zlata Kuzmina, was completely deaf and would forever be denied the sense many of us take for granted.

Thanks to a "very nice" doctor, the toddler can now hear.

The family travelled from their home in Odesa, Ukraine, to the United States. The trip, which took nearly two months, had them stay in Moldova, the Czech Republic, Poland and Germany, before finally settling in Boiling Springs, South Carolina.&nbsp;

Once in the US, the father Oleh Kuzmin landed a job at a nearby BMW plant, and as per his wife Diana Kuzmina, the miracle happened because "a lot of people prayed for us and God sent us a very good team and a very nice doctor."

CBS identifies the "very nice doctor" as Dr Teddy McRackan, a surgeon and cochlear implant specialist.&nbsp;

Upon running a spate of diagnostics, McRackan and his team at the Medical University of South Carolina found that the two-year-old girl was deaf in her left ear, but that "she was responding at very, very loud levels to noise in that right ear."

In a procedure done at the MUSC Shawn Jenkins Children's Hospital, a cochlear implant was placed in Zlata's ear. But there was still no guarantee that the little Ukrainian refugee would be able to hear.

After a month of waiting for the surgical incision to heal, in April, the implant was turned on and they found that the procedure was a success. Although Zlata's deafness is not completely cured, the device attached to her head, and the implant enables her to hear.

Russian mercenary Wagner Group's chief Yevgeny Prigozhin on Friday threatened to pull his frontline troops out of Bakhmut. In a series of scathing videos, the Wagner chief blamed Russian Defence Minister Sergei Shoigu and Chief of General Staff Valery Gerasimov for "tens of thousands" of killed and wounded Russian fighters in Ukraine. Ahead of an expected Ukrainian offensive, Prigozhin's extraordinary attack on military chiefs, as per AFP, has exposed a deep rift in Russian ranks.

Vowing to hold the generals to account for their failure to provide his fighters with sufficient ammunition, the paramilitary leader said: "For the tens of thousands killed and wounded, they will bear responsibility in front of their mothers and children, I will achieve that."

"Their unprofessionalism is destroying tens of thousands of Russian guys and that is unforgivable," he added.

<h2>Who is Yevgeny Prigozhin?</h2>

Yevgeny Viktorovich Prigozhin is a Russian oligarch and a confidant of President Vladimir Putin, who is often called "Putin's chef."&nbsp;

His nickname stems from the fact that he owns restaurants and catering companies that provide services for the Kremlin.

The Wagner chief started his career as a petty criminal and even spent a decade behind bars for crime. Released from jail in 1990, he started selling hotdogs and before long owned a chain of supermarkets, before opening a restaurant called the Old Customs House which became&nbsp;one of Putin's favourite haunts.

<h2>Prigozhin and Putin</h2>

As per the Guardian, the Wagner chief and the Russian President met back when Putin was deputy mayor of St Petersburg, serving under the-then mayor, Anatoly Sobchak.

Putin was reportedly a frequent patron of&nbsp;Prigozhin's restaurant, Old Customs House, on St Petersburg's Vasilievsky Island; even after ascending to the post of Russian President, he would often take his guests to the restaurant, which by then had been turned into a floating restaurant.&nbsp;

He would soon go on to win contracts and cater for major government events through Concord, a holding company he had set up back in the 1990s. Next, he would win giant government supply contracts worth billions of roubles to provide food to Moscow’s schools and eventually the army.

In 2014, he founded Wagner to support Russian-backed separatists in eastern Ukraine.

As Prigozhin describes it: "I cleaned the old weapons myself, sorted out the bulletproof vests myself and found specialists who could help me with this. From that moment, on 1 May 2014, a group of patriots was born, which later came to be called the Wagner Battalion."&nbsp;

"I am proud that I was able to defend their right to protect the interests of their country," he added in the September 2022 statement, posted by his catering company, Concord.

<h2>The Wagner Group</h2>

Prigozhin controls a network of influential companies and is the founder of the Russian state-backed mercenary company Wagner Group.&nbsp;

The group, as per the Business Insider report, has played a significant role in the ongoing Russia-Ukraine war and was reportedly deployed to assassinate Ukrainian leaders. As per Russian media outlet Mediazona, the Wagner group has also been recruiting prisoners for frontline combat.

Wagner Group's&nbsp;ranks according to Western intelligence estimates have ballooned to about 50,000. This includes tens of thousands of ex-prisoners recruited from jails around Russia, often personally by Prigozhin.

The group has been accused of committing human rights abuses in Ukraine, Syria, Libya, Central African Republic, Sudan and Mozambique.

As per a report by Polygraph, Prigozhin also controls three companies that have been accused of interference in the 2016 and 2018 US elections. For the alleged influencing of elections, Prigozhin, along with six other individuals was even (re) designated under the Specially Designated Nationals And Blocked Persons List (SDN).

<h2>Prigozhin’s anger at&nbsp;Russian generals</h2>

The Wagner chief in a series of scathing videos has threatened to pull out his&nbsp;troops from Bakhmut.

"I will pull out Wagner units from Bakhmut because, in the absence of ammunition, they are facing a senseless death," said Prigozhin in a recently released video statement. He added that he was now expecting a plan from the military on how to implement the withdrawal.

As per AFP, while Prigozhin has made similar threats to pull out in the past, the emotive language and the scathing personal criticism of the leaders of Russia's campaign in Ukraine were unprecedented.

The Wagner chief claims that Russian generals are "withholding" ammunition urgently needed by his men. In February of this year, he had even termed the withholding of munition supplies as "treason".

Previously, in December 2022, he accused Russian President Vladimir Putin of cutting him off completely and said that he has been unable to get through to anyone at the Kremlin.

On his Telegram channel, he said, "To get me to stop asking for ammunition, all the hotlines to offices, to departments etc., have been cut off from me. But the real humdinger is that they’ve also blocked agencies from making decisions [related to Wagner]."

"It's not a good look for a trusted brand to be continuing operations in a nation where the head of state has been indicted by the International Criminal Court," it said.

On March 17, the ICC issued an arrest warrant against Putin. The international agency accused the Russian leader of war crimes over Russia's illegal deportation of hundreds of Ukrainian Children. Moscow denies the charges and claims it has not committed any war crimes and also says that the ICC warrant and the decision are meaningless since the country isn't even a member of the forum.

Colonel General Mikhail Mizintsev, who is under British sanctions for his role in the siege of the Ukrainian port city of Mariupol — seized by Russia around a year ago — has been replaced by Alexei Kuzmenkov, a former official from the National Guard, according to a statement from the Russian defence ministry.

'Butcher of Mariupol': Russia replaces its logistics commander ahead of Ukraine counteroffensive

Ukrainian Minister of Internal Affairs Ihor Klymenko, earlier&nbsp;reported that 10 people died in strikes on a nine-story residential building in central Ukraine's Uman city.&nbsp;The death toll from the Russian strikes in Ukraine's Uman has risen to 17, as per a recent report by Reuters, citing officials.&nbsp;

According to&nbsp;Ukrainian national police,&nbsp;17 people were wounded and three children were rescued from the rubble. Umam&nbsp;is located around 215 kilometres (134 miles) south of Kyiv.&nbsp;

The news agency quoted regional Telegram accounts and reported that unidentified airborne objects were headed for the west of Ukraine. Furthermore, explosions as per Interfax were reported after midnight in Dnipro, Kremenchuk and Poltava in central Ukraine and in Mykolaiv in the south.

Citing “another online source,” Reuters reports that an explosion was also reported in the Kyiv region.

Meanwhile, on Thursday Russian troops as per Ukrainian officers tried to cut off essential supply routes into Ukraine’s Bakhmut. This, as per the officers, was done with the motive of putting more pressure on defending forces.

Talking to the Freedom television channel, spokesperson for Ukrainian troops in the east Serhiy Cherevatyi, revealed that&nbsp;in the past 24 hours, Bakhmut had seen 13 new combats.

“The enemy’s main goal in the Bakhmut sector is to cut communication routes,” he said, adding that, “thanks to constant counter-battery combat ... we can deliver supplies and evacuate our wounded.”

Ukrainian military analyst Oleksander Musiyenko, as per Reuters, said that districts were rapidly changing hands in fierce fighting that has already gone on for 15 months.

Calling for the safe return of the children back home to Ukraine, it said “The documented evidence of this practice matches with the international definition of genocide.”

Volodymyr Zelensky, President of Ukraine, hailed the resolution as an “important,” decision and said that it would help “hold Russia and its leaders to account”.&nbsp;

In his evening address, he called the forced transfer of Ukrainian children an element of “Russia’s attempt to erase the identity of our people, to destroy the very essence of the Ukrainian people”, he said in his evening address.

Previously, on March 17, the Hague-based International Criminal Court (ICC) issued an arrest warrant for Russian President Vladimir Putin, over Moscow’s “unlawful deportation” of children. The pledge is reportedly prompted by Washington's frustration over the loopholes in the existing system that allow&nbsp;Russia to continue to import Western technology.

During a preparatory meeting last week, EU and Japan however said that the move isn't feasible. Speaking on the condition of anonymity, one of the officials said that from their perspective "it is simply not do-able."

The US said that it would "continue to look for ways to hold Russia accountable."

The disagreement as per FT underscores the lack of additional options available to G&amp; leaders as the Western nations seek to penalise Russia for its invasion of Ukraine that began 15 months back. Since then, a number of sanction measures designed to cut off Moscow's economy from the global markets and deprive it of Western imports of technology, machinery and finance.

Japan, EU say US plans to ban all exports to Russia 'simply not do-able'

Russia has started using its new T-14 Armata battle tanks to fire on Ukrainian positions, according to the RIA state news agency. However, the report claims that the tanks "have not yet participated in direct assault operations."&nbsp;

As per the report, the T-14 Armata battle tanks have been fitted with extra protection on their flanks, and crews have undergone "combat coordination" at training grounds in Ukraine.&nbsp;

RIA states that the tank,&nbsp;which on a highway has&nbsp;a maximum speed of 80 kilometres or 50 miles an hour, also boasts an unmanned turret.&nbsp;

"Production is probably only in the low tens, while commanders are unlikely to trust the vehicle in combat," the British military said.

Polish Agriculture Minister Robert Telus,&nbsp;as per TVP Info, revealed that talks between Ukraine and Poland were due to start in Warsaw around 12:00 pm (1000 GMT) on Monday.

As per Solsky, Ukraine is also holding additional talks this week in Romania on Wednesday, and in Slovakia on Thursday.

In comments published on the Telegram messaging app by the Agriculture Ministry Solsky said that about 10 per cent of food goods Ukraine exports cross the Polish border. While deliveries to Hungary account for around six per cent of Ukraine's farm exports.

As Slovakia prepared to ban imports of wheat and other specified products from Ukraine temporarily, a Slovakian government spokeswoman said on Monday, impediments to Ukrainian imports appeared to be growing.

Istvan Nagy, Hungary's farm minister, says that a solution was needed beyond the national level. "Joint European action and EU measures are inevitable," he said.&nbsp;After the bloc's executive said on Sunday that unilateral action was unacceptable, a senior EU source said EU envoys were scheduled to address Poland and Hungary's bans this week.

Scorched-earth policy refers to a military strategy wherein everything that could be useful to the 'enemy' or the opposite side is destroyed or 'scorched.

Ukraine claims that Russian forces made "unsuccessful advances" on areas west of Bakhmut and that around 10 villages and towns in the area have so far come under Russian shelling. Reportedly, Russia has also failed in its advances on Avdiivka.

Last week Yevgeny Prigozhin, the head of Wagner, had claimed that his mercenaries had "in a legal sense" captured Bakhmut because the group had taken control of city hall. However, the Russian army had reported no such gains.&nbsp;The battle of Bakhmut as per analysts holds little strategic value but has taken on a "huge symbolic" importance.

Ukrainian President Volodymyr Zelensky on Wednesday arrived in Poland, a close ally that has provided refuge to millions of Ukrainian citizens and has assisted the Kyiv government with vital weaponry. Soon after the leader's arrival, Marcin Przydacz, a senior official with the Polish presidency, while speaking to TVN24 television said that "the president has crossed the Polish border, he is on Polish territory." The visit comes as Ukraine readies to conduct a counter-offensive to recapture its land in the east and south from Russian control in the coming weeks or months.

Reuters reports that on his first visit to Poland, Volodymyr Zelensky has been awarded the nation's highest order, called the "Order of White Eagle".

In Warsaw, Zelensky met with the nation's President Andrzej Duda, who honoured him with the order.

Following the meeting, the two leaders held a press conference where Duda said that Poland will if the need arises, give its "whole remaining fleet of MiG-29s to Ukraine".

"I think that in the future we will be able to transfer our whole remaining fleet of MiG-29s to Ukraine if there is still such a need," said Duda.

The Polish president said that given that the remaining fighter jets in Poland's possession had been "adapted to NATO standards", the move would require a green light from NATO allies.

He specified that Poland would be able to pass on its MiG-29s to Ukraine as they get the new South Korean FA-50 fighter jets as well as the US-made F-35 stealth jets that have been ordered.

During his latest rare trip outside of Ukraine, Zelensky will also meet with Polish Prime Minister Mateusz Morawiecki.

As per AFP, he will also deliver remarks in the historic centre of the Polish capital, Warsaw.&nbsp;

US journalist Evan Gershkovich, who was arrested in Russia last week on spying claims as per a Moscow court, is reportedly appealing his detention. The court on Monday made this announcement, adding that the date for this appeal is yet to be announced. A spokesperson for Moscow's Lefortovo district court, according to an AFP report, said that "the date of the hearing on his detention appeal will be announced this week."&nbsp;

The appeal, as per the spokesperson, has been filed by the same lawyer that represented the Wall Street journalist during his previous detention hearing.

AFP reports that Gershkovich, who previously worked with the news agency, was remanded in custody until May 29.

In retaliation to Russia pulling back from New START treaty, US decides to withhold nuclear data

Britain's Challenger tanks as per reports have arrived in Ukraine. Speaking to AFP, Iryna Zolotar, spokesperson for the Kyiv-based defence ministry, said that "they (the tanks) are in Ukraine already." Zolotar did not provide any other details. These tanks will reportedly be part of Ukraine's counter-offensive operation against aggressor Russia. The Challenger 2 tanks use depleted uranium shells as ammunition.&nbsp;Last week, Russian President Vladimir Putin had warned that Moscow would be "forced to react" if Britain follows through on a promise to deliver the armour-piercing ammunition, reports AFP.

Earlier on Monday, Ukraine's defence minister Oleksiy Reznikov said that he inspected a "new addition" to the country's forces. AFP reports that Reznikov was referring to the Challenger tanks as well as Germany's Marder infantry fighting vehicles, plus Cougar armoured trucks and Stryker armoured personnel carriers from the United States.

United Kingdom on Monday announced that Ukrainian troops have completed training on UK-donated Challenger tanks and are ready to be deployed on the front lines.

"Ukrainian tank crews have completed training on Challenger 2 tanks in the UK and have returned home to continue their fight against Russia's illegal and unprovoked invasion," said the British ministry of defence in a statement.

Ukrainian tank crews began their training shortly after the UK in January announced that it will be donating 14 tanks to Kyiv.

The crew, as per the UK defence ministry, learned how to command, drive, and "effectively identify and engage targets."&nbsp;

"It is truly inspiring to witness the determination of Ukrainian soldiers having completed their training on British Challenger 2 tanks on British soil," said Defence Secretary Ben Wallace, as per AFP.&nbsp;He added that the soldiers "return to their homeland better equipped but to no less danger. We will continue to stand by them and do all we can to support Ukraine for as long as it takes."
