Gravitas: When will U.S. Election results be out?

Americans by the millions patiently lined up on Tuesday to cast ballots at libraries, schools and arenas amid a deadly pandemic, in an orderly show of civic duty that belied deep tensions shaping one of the most polarizing presidential campaigns in US history.

The face masks worn by many voters and the sight of boarded-up stores in some city centers were reminders of two big issues defining the 2020 election, with COVID-19 still ravaging parts of the country after a summer of sometimes violence-marred protests against police brutality and racism.

The FBI and the New York attorney general's office opened investigations into spates of anonymous robocalls urging people in several states to stay home.

And a federal judge ordered the U.S. Postal Service to conduct a sweep of some facilities across the country for undelivered mail-in ballots and to ship them immediately to election offices to be counted.

Civil liberties groups and law enforcement were on high alert for interference with voters at the polls, but few if any major disruptions were reported by late afternoon.

In a troubling incident in the battleground state of North Carolina, a man legally carrying an unconcealed firearm was arrested and charged with trespassing at a polling site in Charlotte.

Police said the suspect, Justin Dunn, 36, had loitered at the site after voting in the morning, "possibly intimidating other voters." A precinct official asked him to leave and he returned two hours later, when he was taken into custody, authorities said.

In New York City, some voting lines snaked around blocks, but in many places, from Los Angeles to Detroit and Atlanta, lines were short or non-existent. Poll workers guessed this was due to an unprecedented wave of early voting. More than 100 million ballots were cast before Election Day, a new record.

In Atlanta, about a dozen voters were lined up before sunrise at the Piedmont Park Conservancy. First in line was Ginnie House, shivering in the cold, waiting to cast a vote.

"I lost my absentee ballot and I'm not going to miss this vote," said House, 22, an actor and creative writing student, who flew back to Atlanta from New York just for the election.

She said she was voting for Democratic candidate Joe Biden, a former vice president seeking to replace the Republican incumbent Donald Trump in the White House.

At a polling station in Houston, Andy Valadez was blowing a shofar, a ritual trumpet made from a ram's horn used in Jewish and some Christian ceremonies. In this instance, the horn was a way to pray for a Trump victory, Valadez said.

"We want to pray for a fair election," the 55-year-old marketing executive said, his shofar wrapped in a U.S. flag. "We believe in America and want everyone to have a safe voting experience."

TENSIONS FROM TIMES SQUARE TO TEXAS

The American Civil Liberties Union and other civil rights groups said they were watching closely for signs of voter intimidation, and the U.S. Justice Department's Civil Rights Division said it was deploying staff to 18 states.

Staff at the Lawyers' Committee for Civil Rights Under Law, a Washington-based advocacy group, told reporters they were concerned about voting machines not working in three counties in Georgia, forcing voters to fill in paper ballots and raising concerns the paper back-ups would run out.

Business owners in some cities nailed plywood slabs over street-level windows for fear that civil unrest could break out later, especially if the election's outcome were delayed.

In New York City, the Empire State Building and Macy's department store were among those boarded up. On Rodeo Drive in Beverly Hills, staff had stripped the display windows at Tiffany & Co. and Van Cleef & Arpels of their jewels.

Although Tuesday was unfolding with relative calm, tensions had flared around the country in the run-up to Election Day.

Trump supporters driving pick-up trucks down a Texas highway on Friday surrounded a tour bus carrying Biden campaign staff. In North Carolina over the weekend, police pepper-sprayed a group of mostly Democrats marching to polling stations. And members of an anti-government militia group were charged last month with plotting to kidnap the Democratic governor of Michigan.

Trump supporters planned more vehicle caravans on Tuesday similar to those that jammed traffic in New York and elsewhere. Some election security experts worried these rolling demonstrations could intimidate voters or spiral into violent confrontations.

While Election Day voting appeared to be going smoothly in most places, there were some scattered glitches.

The North Carolina State Board of Elections on Tuesday extended voting at four polling sites that opened late. As a result, returns from early and mail-in voting statewide would be delayed until all polls were closed, the Raleigh News & Observer reported.

Likewise, Hidalgo County, Texas, said on Twitter all 74 of its polling locations would stay open an extra hour after 10 sites experienced "laptop check-in issues."

Even once votes are cast, some Americans worry about a protracted ballot count in pivotal states, forcing the country to wait for days or more before a clear winner emerges if the race is close.

Trump, whose office holds no powers over state-controlled vote-tallying, has said he thinks states should simply stop counting legal ballots once Tuesday has passed.

US election 2020: Biden shares a profound message about love and light while the US votes

The world has its eyes on America as it elects its 46th President today. While the results are yet to be announced, the ongoing counting and the narrow chase to the power is enough to keep the voters anxious. Celebrities are no different. While many have already cast their votes, there are others who are not a citizen but closely observing the proceedings. This election has seen a great divide, with celebrities being quite vocal about their support and encouraging citizens to come out and exercise their right to vote for a better future.

As the counting is underway, many celebs took to social media to discuss their feelings about the elections and asked the fans to stay calm and hope. Actor Mark Ruffalo tweeted to remind his fans that absentee votes may not be counted until the end of the week. “Take a deep breath folks,” he wrote. “Remember the #RedMirage we won’t know in important states tonight.”

We are a mess of anxiety: Celebrities tweet amid narrow chase between Trump and Biden

US election 2020: As the United States picks its next president, Joe Biden has found support from an American who was jailed in Egypt, and released after Donald Trump's intervention.

An American aid worker who was jailed in Egypt for three years - Aya Hijazi has extended her support to Democratic hopeful Joe Biden. Ironically, Donald Trump had intervened personally to get Hijazi out of Egyptian jail.

According to Hijazi, soon after she was released in April 2017, Trump was quick to make the release about himself, instead of focusing on the gravity of her situation.

In a tweet, she claimed that during her “most vulnerable moment in life”, Trump reminded her of the reason behind her release, ie, him.

“Trump leaned in & said, ‘You know it’s I who released you, don’t you? I succeeded & Obama failed’ in the most vulnerable moment of my life, 48 hrs after releasing me from prison,” Hijazi said in a tweet.

US election 2020: Aid worker released from Egyptian jail after Trump's intervention asks people to vote for Biden

Facing the toughest race of his Senate career, John Cornyn warned a small crowd of supporters from the second floor of his campaign bus last week that his party’s long-held dominance in this historically ruby-red state was at risk.

But while the three-term Texas senator demonized Democrats at length, he didn’t spend much time talking up the obvious alternative: President Donald Trump, the leader of his party, the man at the top of his ticket Tuesday.

Asked whether Trump, the man who redefined Republicanism, was an asset to Cornyn’s reelection effort, the senator was suddenly short on words.

“Absolutely,” he said, stone-faced.

Cornyn’s gentle distancing from Trump foreshadows a far less genteel battle to come. This year’s election seems likely to plunge both Republicans and Democrats into a period of disarray no matter who wins the White House. With moderates and progressives poised to battle each other on the left, and an array of forces looking to chart a post-Trump future on the right (be it in 2021 or in four years), both parties appear destined for an ideological wilderness in the months ahead as each tries to sort out its identities and priorities.

The questions facing partisans on both sides are sweeping and remain largely unresolved despite more than a year of a tumultuous presidential campaign. After Democrats cast their eyes backward several generations for a more moderate nominee, does a rising liberal wing represent their future? And what becomes of a Republican Party that has been redefined by the president’s populist approach, and politicians like Cornyn who have been in the long shadow of Trump for four years?

Traditionally, presidential elections provide clarity on how a party sees its political future. When Barack Obama won the White House in 2008, he reinvigorated a progressive public image of his increasingly diverse party. Eight years earlier, George W. Bush remade Republicanism with a message of “compassionate conservatism.”

Today, with both presidential candidates content to make the race a referendum on Trump, questions about him have overshadowed the debates raging within both parties over how to govern a country in the midst of a national crisis.

“Both sides have been content to make this election about a personality,” said Brad Todd, a Republican strategist and an author of a book about the conservative populist coalition that fueled Trump’s victory in 2016. “Therefore, we’ve not had a lot of light shown on the ideological realignment that’s occurred in the country.”

The jockeying has already begun. If Biden wins, progressive Democrats are preparing to break their election-season truce, laying plans to push for liberals in key government posts, including Sen. Elizabeth Warren of Massachusetts as Treasury secretary. If Biden loses, progressives will argue that he failed to embrace a liberal enough platform.

Ambitious Republicans, like former United Nations ambassador Nikki Haley, Secretary of State Mike Pompeo and Sen. Tom Cotton of Arkansas, have begun appearing in Iowa, stops that they say are on behalf of their party’s embattled Senate candidate there but that have distinctly 2024 overtones.

“The party is headed toward a reckoning, whatever happens in November, because you still have large segments of the party establishment that are not at all reconciled with the president’s victory in 2016,” said Sen. Josh Hawley, R-Mo., who is frequently mentioned as a possible 2024 contender. “These people are still very powerful in the Republican Party, and I think we’ll have a real fight for the future.”

The emerging dynamics are particularly stark across in Texas and other states in the Sun Belt, a fast-growing region that embodies the demographic trends that will eventually reshape the nation.

For Republicans like Cornyn, the battle lines are already being drawn. Four years ago, Trump mounted a hostile takeover of the Republican Party, winning the support of the party’s base with a message that shredded mainstream conservative ideology on issues like fiscal responsibility, foreign policy and trade.

A contingent of the party’s old guard is eager to cast the president as an aberration, a detour into nationalism, populism and conspiracy theories with no serious policy underpinning.

Former Sen. Jeff Flake, R-Ariz., said he expected Trump to lose and that he hoped the defeat would refocus the party from “anger and resentment” to developing an inclusive message that could win in an increasingly diverse country.

“Nothing focuses the mind like a big election loss,” said Flake, who was one of many Republicans to retire in 2018 and who has endorsed Biden for president. “The bigger the better when it comes to the president.”

He added, “Trumpism is a demographic cul-de-sac.”

Flake would like the party to resurrect its 2012 “autopsy,” an assessment commissioned by the Republican National Committee to explore why the party had lost its bid for the White House that year. The report urged the party to better embrace voters of color and women.

A co-chair of the project, Ari Fleischer, said there was no returning to the days of that message. Trump, he said, had accomplished the goal of the report, expanding the party — just in a different way.

Rather than engage women or voters of color, the president expanded Republican margins with white, working-class voters, said Fleischer, a former press secretary for Bush who has come to embrace Trump after leaving his ballot blank in 2016.

Sara Fagen, who was the White House political director for Bush, agreed: “Trumpism is cemented in,” she said. “The base of the party has changed; their priorities are different than where the Romneys and Bushes would have taken the country.”

Hawley argued that Republicans should embrace the populist energy of their voters by pursuing the breakup of big technology companies, voicing skepticism of free trade and making colleges more accountable for their high tuition costs.

“If the party is going to have a future, it’s got to become the party of working people,” he said.

Texas may provide a preview of these debates. As Democrats continue to make gains in the state and as the coronavirus rages there, moderate Republicans have tried to steer the state closer to the center while conservatives have tried to push Texas further right.

Hard-line Republican legislators, lawyers and activists have sued Gov. Greg Abbott, a Republican, formally censured him and protested mandates like a statewide mask order. Over the summer, the party elected a new chairman, Allen B. West, a former Florida congressman and firebrand conservative.

“The governor has continued to issue executive orders that are anything but conservative,” said Jared Woodfill, a conservative activist and Houston lawyer who has sued Abbott. “His base has left him completely.”

Democrats face their own divides over whether to use the moment of national crisis to push for far-reaching structural changes on issues like health care, economic inequality and climate change.

Like Republicans in 2012, Democrats assembled their own task force to try to unify their party after the crowded party primary this year. The group came up with recommendations that were largely broader than what Biden championed in his primary bid but that stopped short of embracing key progressive policies like “Medicare for All,” the Green New Deal and a fracking ban.

Rep. Pramila Jayapal, D-Wash., a co-chair of the House Progressive Caucus and an ally of Sen. Bernie Sanders, said those plans were the “floor, not the ceiling” of what the liberal wing of the party plans to demand should Biden win. A White House victory, she argued, would give Biden a mandate to push for more sweeping overhauls.

Win or Lose, Trump and Biden’s parties will plunge into uncertainty

Social media firms were on high alert Tuesday against Election Day misinformation and manipulation efforts as voters began in-person balloting across the United States following a tumultuous campaign.

Aiming to avoid the problems that occurred in the 2016 campaign, Facebook, Twitter and Google-owned YouTube were implementing policies aimed at heading off the spread of false information designed to influence or intimidate voters at the last minute.

Facebook said it had activated its election hub which was monitoring the platform in real time.

Over the past days, Facebook and Twitter added disclaimers to Trump posts calling into question the integrity of mail-in ballots.

Trump's post on Twitter said a slow vote count in battleground state Pennsylvania could lead to "rampant and unchecked cheating."

"It will also induce violence in the streets. Something must be done!" he tweeted.

Twitter last month updated its "civic integrity policy" aiming to prevent efforts to manipulate or interfere in elections. That calls for actions against false claims for victory or any incitement to violence.

The activist group Avaaz said it has found multiple examples of unverified election claims on Facebook in recent days.

US election 2020: Here's how American leaders are urging people to go out and vote

Lines of honking SUVs, pickup trucks and motorcycles, flying flags for US President Donald Trump are raising security concerns, election experts say - particularly on the country's last day of voting.

One of the caravans, known as "Trump Trains," sparked a confrontation on a highway outside Austin, Texas, on Friday, when it surrounded a campaign bus for Democratic presidential candidate Joe Biden, and one member allegedly sideswiped a car, leading to an FBI investigation. On Sunday, a Trump caravan in Richmond, Virginia left the roadway to drive on the grass near the Lee Monument, Richmond police said on Facebook. Members allegedly pepper sprayed a woman, police said, and they are investigating reports that an unoccupied car was shot.

A slew of Trump Train events are planned for Tuesday, the United States' official Election Day, according to posts on Facebook and interviews with organizers. Several are advertised as ending or going past polling stations. Election security experts say they are concerned the rallies could break laws, intimidate voters or spiral into violent confrontations.

"The Austin thing shows that it's not noise," said Michael Greenberger, the director of the Center for Health and Homeland Security at the University of Maryland.

"Disruption tomorrow is going to be the kind of thing that we haven't seen in our prior federal elections," he predicts.

Most Trump Train events have gone off peacefully, and the three organizers who Reuters spoke to Monday stressed that they condemn what happened in Texas.

A Reuters review of public Facebook events Monday afternoon found about a dozen "Trump Train" caravans planned for Election Day. More are likely to be organized through private groups, experts said.

Several public itineraries include plans to drive past, or through, polling locations. State and federal laws make voter intimidation illegal, and many states have laws https://www.ncsl.org/research/elections-and-campaigns/electioneering.aspx against campaigning on or near polling stations.

One such event, organized on Facebook in southeastern Maryland's Wicomico County, outlines a route that goes past the Civic Center and the "election office." The organizer, who gave his name as Mark F. when contacted through Facebook, told Reuters the caravan of vehicles plans to slowly drive through the parking lot of the Civic Center, one of the county's nine voting centers.

Election officials have asked him to change the route, he said, but as of Monday afternoon he hadn't decided whether to accede to their request and drive on the road next to the site instead.

"There's nobody that can stop us," he said, arguing that Trump supporters had the right to be on county property making a last-minute appeal to voters. "I'm going to let everybody know that Biden's not the way to go," he said.

He timed the event for about 3:15 in the afternoon, when he said he thinks the site will be most heavily crowded with voters.

Trump retweeted a video of the Austin caravan on Saturday, commenting "I LOVE TEXAS!" The Trump campaign didn't immediately respond to a request for comment about Tuesday's planned caravans.

Greenberg, who is advising officials on security at polling places, said he hoped the incident in Texas would deter more extreme Trump supporters.

"I think having the FBI saying they're looking at Austin may cause some people, not everyone, to think twice about interference."

As of now, over 100 million Americans have already voted in the elections, proving how much the Americans trusted provisions for early voting. The coronavirus pandemic has also played a large role in deciding how voters cast their ballots.

Following this, he put out a Tweet whereby he claimed that the SC decision could “induce violence in the street”. During a rally in Wisconsin, Trump had claimed that this decision could “put our country in danger”.

Naturally, Twitter flagged Trump’s tweet as potentially misleading.

Trump has also claimed that the results of election be made available on the same night. In fact, it has sometimes taken at least a month for the votes to be fully counted. In 2000, counting finished by Mid-December in a tight race between George W Bush and Al Gore, which was also taken to the Supreme Court.

US election 2020: Marred by robocalls?

The United States is currently voting for its next president. The incumbent President Donald Trump is fighting against Democratic hopeful Joe Biden in the 2020 US elections, and now the Federal Bureau Investigation (FBI) is dealing with an unusual threat: robocalls.

According to state and local officials in the United States, two separate automated call campaigns are currently reaching out Americans on their most important election of the century.

Reuters reported that the purpose of the calls still remains unclear, and so does its origins. In conversation with the news agency, experts claimed that one of the campaigns urged people to stay at home, without mentioning the ongoing US elections or voting at all.

US election 2020: FBI investigating calls urging 'tens of thousands of people' to stay at home on election day

Dan Parri, a lawyer in the city of Clearwater, loved driving around town with the Pinellas County Jeep Club — until some members started festooning their vehicles with Trump 2020 campaign flags.

So Parri spoke up, then kept speaking. The Confederate flag also bothered him, he told his fellow Jeep enthusiasts, as did the systemic racism that brought about the killing of George Floyd.

And when his words were met with resistance, he founded what he calls a “progressive Jeep club.”

“We have about 70 members,” he said, standing proudly next to his Jeep, which he has named Prometheus and decorated with red, white and blue balloons; an American flag; a Black Lives Matter flag; another flag with an LGBT rainbow he found on Amazon; and lots of Biden-Harris campaign paraphernalia.

In any other year, one might chalk up Parri’s new club as just another curiosity in Pinellas County, population 974,996.

But in 2020, in the swing state that crowned past presidents by small margins, much in this country is riding on the all-important question of who flies what flag on which Jeep.

As returns stream in across Florida on Tuesday night, more than a few eyes will be glued to this stretch of the central Gulf Coast, which includes liberal St. Petersburg and conservative Clearwater, the vacation hub and base of the Church of Scientology.

The population of Pinellas County, about three-quarters of which is white, includes a good number of older retirees and suburban women, two groups shown by polling to significantly favor Joe Biden, the Democratic presidential nominee. Yet the county’s voting preferences this year are much harder to discern: Among registered voters, about 256,000 are registered as Democrats and about 252,000 as Republicans.

That leaves Pinellas as a swing county in a swing state.

“In Florida, we’re another melting pot and everyone brings their values of what they have with them — right, wrong or indifferent,” said Shawn Berger, 48, who lives in Dunedin, at the county’s north end, and works in information technology.

After Barack Obama won Pinellas County by hefty margins in 2008 and 2012, Donald Trump narrowly triumphed here by roughly 6,000 votes, out of about half a million cast. Hillary Clinton visited Florida more than any other battleground in the final month of the 2016 presidential campaign, spending heavily on ads throughout the state. But postelection observers said her appeals to middle-class voters in Pinellas County didn’t resonate as well as Obama’s had.

These days, with most polls indicating that it’s anyone’s guess who will carry Florida, Trump and Biden have been barnstorming the area once more in the final stretch.

Both men held rallies in nearby Tampa on Thursday that underlined the polar-opposite realities each candidate now inhabits: Biden’s gathering was socially distanced and focused on the death toll from the coronavirus, while Trump’s took no such precautions and repeated unsubstantiated claims about the business dealings of Biden’s son Hunter in Ukraine.

Berger attended Trump’s rally, arriving in Tampa at 11:30 p.m. the night before with a group of friends to ensure they would be among the first to enter the stadium to see the president.

Berger, a conservative who said he had blocked Fox News on social media for being “too mainstream,” said he enjoyed the crowd’s excitement and the president’s speech. He even had his young daughter take a day off from school to attend the rally with him because, he said, he “felt that it would be a good learning experience, so she could learn about some history and politics firsthand.”

“Is he crass? Does he have a locker-room mentality?” Berger asked, referring to the president. “Yeah, sure, but I’m not hiring him to be nice.”

Travel south from Berger’s home in Dunedin and the political landscape changes. St. Petersburg — once overshadowed by Clearwater’s beach-retirement hub — has been transformed by recent years that have brought a mix of gentrification and progressive politics. The Trump flags mostly vanish, replaced by gay pride banners and organic food markets.

A short drive away at Tropicana Field, Terri Lipsey Scott, director of the city’s Dr. Carter G. Woodson African American Museum, gave a speech at a drive-in, get-out-the-vote rally in honor of Rep. John Lewis, the Georgia Democrat and voting rights champion who died over the summer.

At the rally, speakers mainly focused on what they said were efforts to block voters from casting ballots this year — and how to combat them. Those efforts included one by Florida Republicans, who sidestepped a statewide referendum to extend the franchise to former felons by requiring them to pay court fees. One in five Black Floridians is thought to have a felony conviction and could be unable to vote because of it.

Scott ended her speech by calling on attendees, parked and listening from their cars, to drive in a convoy through town in support of Biden — as Trump supporters had done for their candidate in recent days.

“I got a call from the local police saying if we block traffic then we’ll get ticketed,” she said. “I’m not encouraging anyone to break the law, but today is a day for some ‘good trouble,’” she added, using one of Lewis’ signature phrases from his civil rights struggles.

Across town in an early-voting line, Albert Hill, 22, seemed less caught up in the politics of the year than the anxiety of being a recent college graduate in a grim job market. Hill, who had briefly worked for a clothing company after earning a degree in fashion marketing in May, was without a job after the pandemic shut down much of the county’s economy.

“It’s the next four years that I’ll have to think about most, who is elected and what jobs are in place,” he said.

Hill was voting for Biden.

Down the street stood Billy Overcast — “spelled like the weather,” said Overcast, pointing up, however, to a typically clear day with one hand, a “Trump 2020” flag in the other.

He said he understood Hill’s concerns, as a young person facing economic uncertainty. Overcast’s daughter Morgan, 25, who is in graduate school, vowed to cast her vote for Biden after her voter registration arrived at his house.

Overcast said that in his view he had raised all of his children as conservatives politically and culturally, even teaching his daughter to shoot with a 22-caliber squirrel gun that had been given to him when he was younger. It hadn’t really worked, he said.

A neighbor riding a bicycle nearby took off his headphones and shouted that Trump was a dictator.

Overcast sighed. He said that living in the same county as the Church of Scientology’s headquarters had taught him how to tolerate almost any point of view, even that of the neighbor, who he suspected had stolen the Trump sign from his lawn.

Overcast said his home security system had filmed the culprit making off with it. But rather than confront the neighbor, Overcast just bought another sign.

“But with this one I tied 90 pounds of fishing line on it and tied it to a tree in my yard,” he said.

WION brings expansive coverage of US election 2020 to India

Music superstar Lady Gaga got into an unlikely Twitter feud Sunday with President Donald Trump's reelection campaign after they accused her of being anti-fracking.

Democratic challenger Joe Biden announced that Gaga would appear with him Monday evening at a drive-in rally in Pittsburgh, Pennsylvania, a state crucial to clinching victory on November 3.

Trump's team responded immediately, slamming the joint appearance.

"Nothing exposes Joe Biden's disdain for the forgotten working men and women of Pennsylvania like campaigning with ant-fracking activist Lady Gaga," campaign communications director Tim Murtaugh said in a statement posted to Twitter.

"This desperate effort to drum up enthusiasm for his lackluster candidacy is actually a sharp stick in the eye for 600,000 Pennsylvanians who work in the fracking industry," Murtaugh said, adding that Biden has "repeatedly promised left-wing activists" to end fracking should he take office.

Fracking -- gas and oil extraction from deep underground rock using an injection of water and chemicals -- boomed in the mid-2000s thanks to new technology.

By 2014, it made the US the world's biggest oil and gas producer.

But its costs are high: the drilling triggers earthquakes, while research links its air emissions and water contamination to myriad health problems. It also contributes to global warming when methane leaks out from drilling wells and becomes a highly potent greenhouse gas.

Biden favors prohibiting new fracking on public lands and transitioning the country to renewables, but has said he would not eliminate fracking entirely.

Lady Gaga clapped back at Murtaugh, tweeting: "HEY TIM HEY @realDonaldTrump SO HAPPY IM GLAD TO BE LIVING RENT FREE in your HEAD. #BidenHarris."

The Grammy winner attached an image of Murtaugh's statement, decorated with animated stickers that said "LOL" and "Vote Biden," as well as the message, "Heeeey Donald... #WINNING (also, what is a fracking?) keep your jobs PA... We (heart emoji) You."

Murtaugh thanked Gaga for sharing the statement with her 82 million followers, saying he hoped "lots of folks in PA see this."

"Next time @ me," he added, referring to Twitter's method of tagging people in posts.

But there was only love for Gaga in the rest of the comments, where fans jokingly urged her to "END HIM" and "GET HIM QUEEN."

#BidenHarris." Bad Romance: Lady Gaga in Twitter feud with Trump campaign

Voters caught up in this state’s exceedingly close Senate race could be forgiven for believing Gov. Steve Bullock, the Democratic candidate, was sharing the ballot with Sen. Chuck Schumer of New York, the minority leader.

An incessant stream of Republican-funded advertisements depicts Bullock, a popular two-term governor, alongside Schumer and other leading Democrats such as Speaker Nancy Pelosi. Sen. Steve Daines, the Republican incumbent battling for political survival in the conservative-leaning state, regularly tries to tie his opponent to the national party, asserting that Bullock is Schumer’s “lap dog.”

“Steve Bullock in the Senate puts Chuck Schumer in charge,” the latest ad from the National Republican Senatorial Committee said. “Think about that.”

Bullock doesn’t think much about it.

“I say it is all B.S.,” he said in an interview as snow descended upon Montana and shut down campaign appearances already curtailed by the coronavirus, which has hung over the election season and was surging anew in the Mountain West. “Montanans see through some of the stuff where they are trying to turn me into something they don’t recognize.”

But while the governor resented the ad’s implication, in one respect it was absolutely true: If Bullock is elected to the Senate, Schumer will almost certainly be in charge as the majority leader.

Here in Montana and in crucial battleground states across the country, Republicans are playing defense in a struggle for control of the Senate. Dragged by President Donald Trump’s struggles even in conservative states and confronting a phalanx of Democratic opponents who have raked in extraordinary sums of cash to challenge them, Republicans privately acknowledge that their majority is hanging by a thread.

The Montana race, described by strategists for both parties as a coin flip, is one of a handful of contests that will determine control of the Senate and the ability of the next president to pursue his agenda, fill a cabinet and win the judicial confirmations suddenly at the forefront of the nation’s political dialogue. Democrats have other narrow paths to Senate power, but a Bullock victory would essentially assure it and signal Democratic gains elsewhere.

As the race entered its final days, Republicans led by Mitch McConnell, the majority leader, were being forced to shore up candidates in traditionally safe locations such as Alaska, Kansas and South Carolina. Democrats believe they are already on track to win Arizona and Colorado and are on the hunt for a half-dozen others starting with Iowa, Maine and North Carolina. Georgia is suddenly looming as a real opportunity for Democrats, with both of the state’s Republican senators at risk.

Democrats conceded they were likely to lose in Alabama, where Sen. Doug Jones is running for reelection after an upset victory in a special election in 2017, and are keeping a close watch on Michigan, where Sen. Gary Peters is facing John James, a Republican who was receiving a last-minute surge of outside money. But they were eyeing significant pickups elsewhere.

With Republicans holding the Senate majority by a margin of 53-47, a net gain of three seats would put Democrats in control should former Vice President Joe Biden win the presidency; four would be required if Trump is reelected.

Schumer called the battle for the Senate a “nail-biter,” but said the outlook for Democrats was far brighter than it was only a few months ago.

“If you would have told me in early January that we would have a good chance of winning the Senate, I would have said that is a real long shot,” he said in an interview. “Now we are in the ballpark because of the strategic decision to expand the seats that are in play.”

Republicans quietly agree that their prospects have dimmed considerably. One Senate Republican leader said privately that the party could end up with anywhere from 47 to 52 seats.

“It is a 50-50 proposition,” said McConnell, R-Ky., who appears to be safely headed toward reelection himself, about his chances for remaining majority leader. “We have a lot of exposure. It is a dogfight out there.”

Republicans are battling the brawl from a weakened position, given Trump’s woes and the record-crushing levels of money Democrats have raised for Senate races. Democratic challengers have flipped the usual formula on its head and outperformed Republican incumbents when it comes to contributions, providing ample resources for TV advertising even as the traditional campaign model has been upended by the pandemic.

Here in Montana, at least an estimated $120 million will be spent, while in Maine, more than $100 million is being poured into the showdown between Sen. Susan Collins, a Republican seeking a fifth term, and Sara Gideon, the Democratic speaker of the state House. The race in North Carolina, where Sen. Thom Tillis, a Republican, is trying to hold on against Cal Cunningham, a Democrat, is set to be the most expensive Senate contest ever, with well over $200 million expended.

While Democratic candidates are still outspending Republicans in most of the marquee races during the final weeks, the Senate Leadership Fund, a super PAC affiliated with McConnell, has dumped more than $82 million into the effort since early October, helping close a money gap Republicans attribute to the success of online small-donor Democratic fundraising.

“We are being outspent dramatically, like so many other races around the country,” said Sen. John Cornyn, a three-term Texas Republican who finds himself in an unexpectedly tough match against M.J. Hegar, a Democrat and veteran. “We have been a little late to the dance and I think we are going to have to learn from the way Democrats raise money. It is no longer like going to a dinner and a cocktail party.”

The fact that Cornyn finds himself sweating is testament to how Democrats have opened multiple potential routes to a Senate majority while Republicans have failed to put their usual strongholds out of reach. Democrats have been unable to put away Collins, whom they saw as exceptionally vulnerable after her vote in 2018 to confirm Judge Brett Kavanaugh to the Supreme Court. But Republicans now worry the voting system in Maine — in which voters’ second-choice candidate is counted if no candidate earns 50% — could cost her on Tuesday.

Democrats have focused relentlessly on health care in their campaigns, scorching Republicans for their yearslong drive to overturn the Affordable Care Act and its protections for preexisting conditions. The power of the message has been amplified by the pandemic and public anxiety about health costs. Republicans have pushed back with pledges to guarantee coverage but have not produced specifics on how they would do so.

The challenge for Democrats is that to win the Senate, they must prevail in states Trump carried in 2016 and is likely to carry again this year such as Iowa and Montana, though Biden victories in places like Arizona and North Carolina would make their task easier.

China's military aggression has led to an unexpected outcome. It's benefitting one of Beijing's adversaries, the US and its defence industry. American defence companies are picking up major defence contracts from American allies. Countries like India and Taiwan are now turning to American defence equipment to boost their defences against the dragon.

China triggered its border standoff with India back in May. After multiple rounds of talks, China hasn't pulled back. Indian soldiers have now dug in for the long haul. They needed special gear for an extended winter deployment. The US was happy to step in.

Reports say, India has acquired 11 thousand sets of extended cold weather clothing from the US Army. These sets have come from the stock-holdings of the US Army.

India is not the only country that reached out to the US for defence supplies. As China' aggression grows, American allies have been dialling Washington for arms and ammunition. The American defence industry has won multiple contracts. Taiwan tops the list of major purchases.. Two major deals were announced in one week.

In October, the US announced major arms sales to South Korea, Egypt, Finland, Romania and Taiwan. By May, the US state department approved weapons sales to India, Morocco and the Philippines. These deals were worth 2.2 billion dollars. In addition to this, the UAE was given 150 million dollars in blanket funds. This was to repair and support aircraft fleets.

The UAE has a big purchase order for America. A deal for F-35 fighter jets. A purchase that could be worth 10 billion dollars. It seems that China's aggression has come as a boon to the American defence industry. As Beijing continues to make territorial claims, US arms manufacturers are raking in the Moolah.

Democratic Party presidential candidate Joe Biden abruptly ended his campaign rally in Florida as he got caught in the rain on Thursday. Just before is ran off stage, he urged his supporters to vote immediately without any delay. US elections are due on November 3. Early voting is going on.

"I never forgot what President Kennedy said about going to the moon. He said we're going. You know why? Because we refuse to postpone. Let's not postpone and get out of the rain," said Biden.

Biden was holding the rally in Tampa, Florida. Donald Trump was in Florida as well. Florida is a key battleground state. It has 29 electoral votes. Whoever wins Florida will have a major boost in winning the presidency.

In 2016 Donald Trump had won in Florida. This had proven instrumental in his surprise victory over Hillary Clinton.

A Reuters/Ipsos poll released on Wednesday showed Trump had essentially moved into a tie with Biden in Florida, with 49% per cent saying they would vote for Biden and 47 per cent for the president.

Trump has trailed Biden in national opinion polls for months, partly because of widespread disapproval of his handling of the coronavirus. Opinion polls in the most competitive states that will decide the election have shown a closer race.

The pandemic and an extraordinary level of enthusiasm have prompted Americans to vote early in unprecedented numbers.

More than 83.5 million votes have been cast either by mail or in person, nearly 61% of the total number of votes in the entire 2016 election, according to the U.S. Elections Project at the University of Florida.

Nordstrom, the high-end department store chain, said it planned to board up some of its 350 stores and hire extra security for Election Day on Tuesday. Tiffany & Co., the luxury jeweler, said “windows of select stores in key cities will be boarded in anticipation of potential election-related activity.” Saks Fifth Avenue said it was “implementing additional security measures at certain locations in the event of civil unrest due to the current election.”

In Beverly Hills, California, police said they would take a “proactive approach” and close Rodeo Drive, a renowned strip of luxury retailers, on Tuesday and Wednesday, citing the likelihood of increased “protest activity.” Police, working with private security companies, said they would also be on “full alert” throughout Beverly Hills starting on Halloween and continuing into election week.

The nation is on edge as the bitter presidential contest finally nears an end, the latest flashpoint in a bruising year that has included the pandemic and widespread protests over social justice. Anxiety has been mounting for months that the election’s outcome could lead to civil unrest, no matter who wins. In the retail industry, many companies are not simply concerned about possible mayhem — they are planning for it.

In a show of just how volatile the situation seems to the industry, 120 representatives from 60 retail brands attended a video conference this week hosted by the National Retail Federation, which involved training for store employees on how to de-escalate tensions among customers, including those related to the election. The trade group also hired security consultants who have prepped retailers about which locations around the country are likely to be the most volatile when the polls close.

“I am 50-plus years old, and I didn’t think I would live to see this,” said Shane Fernett, who owns a contracting business in Colorado Springs, Colorado, and has been stocking up on plywood to board up his retail customers. “You read about this in third-world countries, not America.”

For the retail industry, 2020 has been filled with bankruptcies, store closures and plummeting sales as tens of millions of Americans struggled with job losses because of the pandemic. Protests over police violence against Black citizens sent millions of people into the streets, demonstrations that in some cases devolved into the looting and burning of stores in a number of cities. Worries about unrest around the election have been fanned by President Donald Trump, who has declined to say whether he would agree to a peaceful transfer of power if his Democratic challenger, Joe Biden, is victorious.

Protests flared again this week after Walter Wallace Jr., a Black man with mental health issues who was carrying a knife, was killed by police in Philadelphia. That set off looting and clashes with police in parts of the city. Citing the civil unrest in Philadelphia, Walmart said Thursday that it was removing all of its firearms and ammunition from its sales floors across the country. On Friday, Walmart said it was returning guns to the sales floor, after determining that the incidents of unrest “have remained geographically isolated.”

This year, businesses have already sustained at least $1 billion in insured losses from looting and vandalism largely set off by the killing of George Floyd by a Minnesota police officer in May, according to one estimate cited by the Insurance Information Institute, an industry group.

It is on target to be the most costly period of civil unrest in history, likely surpassing damages during the 1992 riots in Los Angeles and many of the civil rights protests of the late 1960s.

The situation in 2020 has drawn comparisons to protests in the 1960s, but Derek Hyra, an associate professor in the School of Public Affairs at American University, said that recent unrest had been more geographically widespread, affecting a wider swath of businesses.

Protecting properties from potential damage is not a simple decision. Retailers can risk alienating their customers by erecting plywood, particularly if the anticipated unrest does not materialize.

“You are sending a message when you do that,” Stephanie Martz, general counsel of the National Retail Federation, said. “You don’t want to necessarily engage in this kind of grim forecasting.”

Some companies aren’t taking chances — the iconic Macy’s location in Manhattan’s Herald Square was boarded up Friday. But other large businesses are keeping their plans vague.

Target, with about 1,900 stores, said in a statement, “like many businesses, we’re taking precautionary steps to ensure safety at our stores, including giving our store leaders guidance on how to take care of their teams.”

A spokesman for CVS, which operates nearly 10,000 stores, said: “Our local leadership teams are empowered to take steps that they determine will best support the safety of our stores, employees and customers. This includes the option to board select store locations.”

Gap Inc., with more than 2,000 stores in North America, said it had “contingency plans set in place for any issues that may arise and will continue to monitor the situation carefully and closely next week.”

Behind the scenes, though, many businesses are making explicit preparations.

Tom Buiocchi, who runs an online platform called ServiceChannel that connects retailers with local contractors in cities across the country, said more than 500 stores have filled out work orders to board up or take other protective measures ahead of the election.

He said he had discussions this week with a group of luxury retailers who were reluctant about being the first ones to take any visible precautions. “No one wants to be the only one boarding up in a community; it can be off brand,” Buiocchi said.

Some retailers have debated whether erecting boards would make them more of a target. Others are taking steps like purchasing different screws for the plywood than the ones they used in June, hoping to thwart looters with screw guns. The costs of boarding up businesses can range from a few hundred dollars to $31,000 for large department stores with display windows.

For the stores that stay open through election night and the uncertain days that could follow, their workers will again be thrust into a volatile situation. Already, retail employees are faced with the potential for violence in trying to ensure that customers wear masks to stop the spread of the coronavirus. Election week could pose more dangers.

The training offered by the retail federation was originally meant to help workers defuse tense situations around mask wearing by advising employees to make nonthreatening eye contact and speak with empathy, said Martz, the group’s top lawyer.

She acknowledged that there could be added danger for workers Tuesday night because police are likely to be stretched thin if there are protests. “People are so divided, and it is such a tinderbox,” Martz said.

“You read about this in third-world countries, not America.” For the retail industry, 2020 has been filled with bankruptcies, store closures and plummeting sales as tens of millions of Americans struggled with job losses because of the pandemic. On Friday, Walmart said it was returning guns to the sales floor, after determining that the incidents of unrest “have remained geographically isolated.” Also read| Trump 'moves' his election night party to the White House This year, businesses have already sustained at least $1 billion in insured losses from looting and vandalism largely set off by the killing of George Floyd by a Minnesota police officer in May, according to one estimate cited by the Insurance Information Institute, an industry group. “You don’t want to necessarily engage in this kind of grim forecasting.” Also read| ‘Volatile’ voters could still decide the US election. They tend to dislike Trump Some companies aren’t taking chances — the iconic Macy’s location in Manhattan’s Herald Square was boarded up Friday. But other large businesses are keeping their plans vague. Target, with about 1,900 stores, said in a statement, “like many businesses, we’re taking precautionary steps to ensure safety at our stores, including giving our store leaders guidance on how to take care of their teams.” A spokesman for CVS, which operates nearly 10,000 stores, said: “Our local leadership teams are empowered to take steps that they determine will best support the safety of our stores, employees and customers. This includes the option to board select store locations.” Gap Inc., with more than 2,000 stores in North America, said it had “contingency plans set in place for any issues that may arise and will continue to monitor the situation carefully and closely next week.” Behind the scenes, though, many businesses are making explicit preparations.

Kamala Harris attacked far more through online misinformation than Pence: Report

McALLEN, Texas — The leadership of the Department of Homeland Security gathered Thursday under the shadow of 30-foot, black-painted, steel bollards to promote the near completion of 400 miles of President Donald Trump’s border wall.

The politics of the moment, five days before the election, was lost on no one.

“The only reason we haven’t reached another crisis is because of the policies and procedures this administration put into place over the last several years, including the construction of an effective border wall system,” Chad Wolf, the acting homeland security secretary, told reporters, photographers and cameramen. “Abolishing these measures or reversing course is absolutely no way forward.”

Immigration has not been a central theme of the race between Trump and former Vice President Joe Biden, the Democratic nominee, but the future of some of the president’s hard-line policies at the border will be determined by the results.

The Homeland Security Department has been racing to deliver on Trump’s promise of 450 miles of border wall before the end of the year. The agency is still about a week away from the 400-mile marker, according to Customs and Border Protection officials, and nearly all of the construction has been in areas where dilapidated fencing or vehicle barriers already stood.

But the steel structure on the border, built without congressional approval, is something of a monument to the president’s determination. It has affected the environment, private property owners and, Homeland Security officials say, the job of border agents.

Department leaders in recent days have traversed the nation, including in battleground states, to emphasize routine arrests by Immigration and Customs Enforcement, criticize Democrats and blast so-called sanctuary city policies. The agency has also erected billboards in Pennsylvania to warn of the dangers posed by immigrants without legal status.

All of that has amplified criticism that the department has become an arm of the Trump campaign.

“There are partisan politics behind it, not operational reasons,” said David Lapan, a former spokesman for the Homeland Security and Defense departments under Trump. “Over the time of the Trump administration, DHS has been seen as more and more politicized.”

The nonprofit government watchdog American Oversight requested that the Homeland Security Department’s inspector general investigate whether the senior leadership had violated the Hatch Act, which prohibits federal employees from engaging in political activities on the job.

Standing in front of a line of Border Patrol agents, Wolf dismissed the criticism and defended policies that have effectively halted migration across the southwest border, leaving families in squalid tent camps in some of the most dangerous areas in Mexico.

The Homeland Security officials also attacked the policy proposals of Biden, who has pledged to halt wall construction and end the Remain in Mexico program that has forced tens of thousands of migrants to wait in Mexico for court hearings on asylum claims.

Mark Morgan, the acting commissioner of U.S. Customs and Border Protection, said Biden’s policies would prompt a migrant “invasion,” although he acknowledged in a separate interview that most migrants who crossed the border last year were not criminals but rather Central American families fleeing poverty.

Asked in an interview whether his language could incite violence, Morgan responded defensively.

“That’s what people immediately want to go to, is that we’re being xenophobic, we’re racist, right?” he said, adding: “I have no problem saying that the overwhelming majority of those trying to illegally enter the United States are not bad people, right? But some are. So my question is, how many?”

Most illegal crossings into the United States in recent years have been in the Rio Grande Valley in Texas, but only 7 miles of the wall have been constructed in the area.

Private landowners in South Texas say the wall will cut through their properties; they have forced the Trump administration to go through the arduous process of asserting eminent domain in court. To make good on Trump’s promised 450 miles, the administration has concentrated construction in areas owned by the federal government, over terrain that already impedes border crossers.

Chief Rodney Scott of Border Patrol conceded that the Rio Grande Valley “was higher priority for the U.S. Border Patrol.” But, he added, “we elected to go ahead and shift down to a lower priority because I could make a difference there and then.”

That approach has damaged ecosystems and disrupted the migration of endangered wildlife, said Laiken Jordahl, a borderlands campaigner at the Center for Biological Diversity.

“This 400-mile celebration is not insignificant,” he said. “This is something communities and Indigenous nations across the borderlands are mourning. This marks 400 miles of destruction.”

The Trump administration has secured about $15 billion to build 731 miles of border wall, with much of the money transferred from the Defense Department and funds that had been appropriated by Congress for military construction projects and narcotics interdiction.

With the president’s deadline nearing, the government has stepped up litigation against landowners in South Texas. It has filed 106 lawsuits against landowners this year to survey, seize and potentially begin construction, an increase from 27 lawsuits filed in 2019, said Ricky Garza, a staff lawyer for the Texas Civil Rights Project. The federal government filed 22 cases in September alone.

“This is an attack on our culture, our heritage, our very identity, and that is why we are fighting,” said Melissa Cigarroa, a landowner who said the government had threatened to sue her for access to her property in Zapata County, Texas. “We feel it viscerally.”

Homeland Security officials say the border wall is critical. It has allowed the agency to funnel migration into specific areas, where they can strategically place Border Patrol agents to apprehend migrants. They say it has freed those agents to make more arrests rather than respond to families seeking protection.

This month, the agency is expected to record the highest monthly total of illegal crossings for the year, Wolf said. But the blockade on asylum came not from a wall of steel but a web of policy changes, especially the Remain in Mexico policy, which has forced more than 60,000 migrants back to Mexico to await court dates to have their asylum claims assessed.

The department has also used a public health emergency declaration to rapidly return migrants, including unaccompanied children, to Mexico or their home countries without providing chances to have their asylum claims heard.

While the department has said the rule has prevented the spread of disease in the United States, immigration lawyers say it conflicts with immigration laws that say migrants must have a chance to have their fear of persecution in their home countries heard when they step on U.S. soil.

Morgan again pushed back.

“There are times when someone’s want and need to claim asylum is superseded by something of far greater value,” he said, “and that’s lives of American citizens.”

He added that migrants were still provided the opportunity to have fear of torture assessed by an immigration officer, although that screening carries a much higher bar than screenings for persecution.

Morgan said the Mexican government had not verified reports of widespread violence against migrants in Mexico. But immigration advocacy organizations have recorded hundreds of attacks against those forced by the United States to return to Mexico, with some disseminating recordings of extortion attempts by cartels.

Morgan blamed the migrants.

“They’re intentionally leaving the sheltered environment, re-engaging the smuggling organizations, even when they’ve been told not to, to try to get illegally in the United States,” he said. “That’s when they’re exposing themselves.”

Morgan again pushed back. “There are times when someone’s want and need to claim asylum is superseded by something of far greater value,” he said, “and that’s lives of American citizens.” He added that migrants were still provided the opportunity to have fear of torture assessed by an immigration officer, although that screening carries a much higher bar than screenings for persecution.

Trump's hard-line immigration policies go before voters

In a pair of decisions welcomed by Democrats, the Supreme Court on Wednesday let election officials in two key battleground states, Pennsylvania and North Carolina, accept absentee ballots for several days after Election Day.

In the Pennsylvania case, the court refused a plea from Republicans in the state that it decide before Election Day whether election officials can continue receiving absentee ballots for three days after Nov. 3.

In the North Carolina case, the court let stand lower court rulings that allowed the state’s board of elections to extend the deadline to nine days after Election Day, up from the three days called for by the state Legislature.

The court’s brief orders in the two cases were unsigned. The Pennsylvania order appeared to be unanimous, while the North Carolina one was issued over three noted dissents.

Justice Amy Coney Barrett, who joined the court on Tuesday, did not take part in either case. A court spokeswoman said Barrett had not participated "because of the need for a prompt resolution" and because "she has not had time to fully review the parties’ filings.”

The Pennsylvania and North Carolina cases were the latest examples of the complications that COVID-19 has presented to officials preparing for next week’s election and facing a record-setting number of absentee and mail-in ballots cast by voters eager to avoid voting in person during a pandemic.

Democrats have consistently pushed for more lenient rules when it comes to mail-in ballots and how and when they are counted. Republicans have resisted such changes, with many of them arguing that the relaxed rules could open the process to abuse and fraud.

There were no noted dissents in the Pennsylvania case, though three justices said the court might return to it after Election Day. In the North Carolina case, the same three members of the court — Justices Clarence Thomas, Samuel Alito and Neil Gorsuch — said they would have granted requests from Republican lawmakers and the Trump campaign to block lower court rulings allowing the longer deadline.

The two cases involved broadly similar issues. In Pennsylvania, the question was whether the state’s Supreme Court could override voting rules set by the state legislature. In North Carolina, the question was whether state election officials had the power to alter such voting rules.

The Pennsylvania case left open the possibility of later action by the court.

“I reluctantly conclude that there is simply not enough time at this late date to decide the question before the election,” Alito wrote.

“Although the court denies the motion to expedite” the petition seeking review, he wrote, the petition “remains before us, and if it is granted, the case can then be decided under a shortened schedule.”

The court’s refusal to move more quickly came a little more than a week after it deadlocked, 4-4, on an emergency application in the case. The Pennsylvania Republican Party had asked the justices to temporarily block a ruling from the Pennsylvania Supreme Court that allowed election officials to count some mailed ballots received up to three days after Election Day.

The state court said the extra time was needed because of the coronavirus pandemic and delays in mail service.

State Republicans, apparently hoping that the arrival of Barrett would alter the judicial calculus, returned to the Supreme Court on Friday asking it to hear an ordinary appeal from the state court’s ruling, which is not unusual, but to compress a process that usually takes months into a few days, which certainly is.

In his statement, Alito criticized his court’s treatment of the case, which he said had “needlessly created conditions that could lead to serious postelection problems.”

“The Supreme Court of Pennsylvania has issued a decree that squarely alters an important statutory provision enacted by the Pennsylvania legislature pursuant to its authority under the Constitution of the United States to make rules governing the conduct of elections for federal office,” he wrote.

That echoed a concurring opinion issued on Monday by Justice Brett Kavanaugh in a case from Wisconsin. Kavanaugh also said that state legislatures, rather than state courts, have the last word in setting state election procedures.

Writing on Wednesday, Alito said he regretted that the election would be “conducted under a cloud.”

“It would be highly desirable to issue a ruling on the constitutionality of the State Supreme Court’s decision before the election,” he wrote. “That question has national importance, and there is a strong likelihood that the State Supreme Court decision violates the federal Constitution.”

“The provisions of the federal Constitution conferring on state legislatures, not state courts, the authority to make rules governing federal elections would be meaningless,” he wrote, “if a state court could override the rules adopted by the legislature simply by claiming that a state constitutional provision gave the courts the authority to make whatever rules it thought appropriate for the conduct of a fair election.”

Earlier Wednesday, Pennsylvania officials told the court that they had instructed county election officials to segregate ballots arriving after 8 p.m. on Election Day through 5 p.m. three days later. That could potentially allow a later ruling from the court to determine whether they were ultimately counted.

In its motion seeking expedited consideration of the case, lawyers for the Republican Party wrote that the court’s ordinary briefing schedules “would not allow the case to be considered and decided before the results of the general election must be finalized.”

The motion noted that four justices had already indicated where they stood when the court deadlocked on Oct. 19. Thomas, Alito, Gorsuch and Kavanaugh said they would have granted a stay blocking the Pennsylvania Supreme Court’s decision. On the other side were Chief Justice John Roberts and the court’s three-member liberal wing: Justices Stephen Breyer, Sonia Sotomayor and Elena Kagan.

Neither side gave reasons, and the split suggested that Barrett could play a decisive role if the court eventually heard the case.

Responding to the motion seeking expedited treatment of the Republicans’ appeal, the Pennsylvania Democratic Party called the request “rash and unseemly.”

“Even on the extraordinarily hurried schedule” proposed by the Republicans, the response said, “a ruling from this court could not realistically issue until the eve of the election.”

“By then,” it added, “it will be too late for many Pennsylvania voters who have relied on the existing rules to adjust to any change in the rules that this court might impose.”

The state court ordered a three-day extension for ballots clearly mailed on or before Election Day and for those with missing or illegible postmarks “unless a preponderance of the evidence demonstrates that it was mailed after Election Day.”

The U.S. Supreme Court has not hesitated to block orders from federal judges that sought to alter state rules for conducting elections. Rulings from state courts present more difficult questions, because the Supreme Court generally defers to them in cases concerning interpretations of state law and the Constitution empowers state legislatures to set the times, places and manner of congressional elections.

In an earlier brief, Republicans argued that “the Constitution reserves a special role for state legislatures in federal elections,” one that cannot be overridden by state courts. The brief relied heavily on the Supreme Court’s decision in the cases culminating in Bush v. Gore, the 2000 ruling that handed the presidency to George W. Bush.

“By extending the deadline by judicial fiat and establishing a presumption of timeliness that will allow voters to cast or mail ballots after Election Day,” the brief said, “the Pennsylvania Supreme Court has impermissibly altered both the ‘time’ and ‘manner’ established by the General Assembly” for conducting elections.

In response, Josh Shapiro, Pennsylvania’s attorney general, a Democrat, said a provision of the state constitution protecting “free and equal elections” allowed the Pennsylvania Supreme Court to extend the deadline.

The North Carolina case concerned a state law that allowed absentee ballots to be received up to three days after Election Day. But the state’s board of elections, drawing on its power to address natural disasters, had agreed to nine days as part of a settlement of a lawsuit in state court.

All five members of the board agreed to the settlement, including two Republicans who later resigned, saying they had been “gulled into providing their assent.”

Republican lawmakers, the Republican National Committee and the Trump campaign challenged the settlement in federal court, saying the board had exceeded its power. By a 12-3 vote, the 4th U.S. Circuit Court of Appeals ruled against them. All three of President Donald Trump’s appointees to the court voted with the majority.

“All ballots must still be mailed on or before Election Day,” Judge James A. Wynn Jr. wrote. “The change is simply an extension from three to nine days after Election Day for a timely ballot to be received and counted. That is all.”

In dissent, Judges J. Harvie Wilkinson and G. Steven Agee, joined by Judge Paul V. Niemeyer, said the majority’s ruling had endorsed a pernicious trend.

“It takes no special genius to know what this insidious formula is producing,” they wrote. “Our country is now plagued by a proliferation of pre-election litigation that creates confusion and turmoil and that threatens to undermine public confidence in the federal courts, state agencies and the elections themselves.”

In the Supreme Court, the Trump campaign urged the justices to intercede.

“This case involves an extraordinary attempt by an unelected state board of elections to rewrite the unambiguous terms of a statute enacted in June by a bipartisan state legislature to set time, place, and manner requirements for absentee voting in response to the COVID-19 pandemic,” the brief said.

The board responded that it had the statutory authority to act. A state law gave it emergency powers to be used when elections are disrupted by natural disasters.

“In the past three years alone, the board has twice extended the absentee-ballot receipt deadline after hurricanes hit the state’s coast,” its brief said. “No one challenged those extensions.”

Thomas said he would have granted the stay sought by the Republicans, but he gave no reasons.

Gorsuch, joined by Alito, criticized “the board’s constitutional overreach.”

Its actions, Gorsuch wrote, “do damage to faith in the written Constitution as law, to the power of the people to oversee their own government, and to the authority of legislatures.”

“Such last-minute changes by largely unaccountable bodies, too,” he wrote, “invite confusion, risk altering election outcomes, and in the process threaten voter confidence in the results.”
