Like most federal agencies, the Education Department followed President Donald Trump’s lead in seeking to undo the legacy of his predecessor, and Education Secretary Betsy DeVos diligently tore into President Barack Obama’s policies.

President-elect Joe Biden’s administration is planning to return the favor.

The contrasts in Trump-era education policy and the incoming Biden administration’s agenda are stark. DeVos, a lifelong booster of private schools and longtime opponent of teachers’ unions, set out to reduce the Education Department’s footprint by proposing cuts to public school funding and narrowing the department’s enforcement role of federal education laws and civil rights.

The incoming first lady, Jill Biden, is a community college professor and member of the National Education Association, the nation’s largest teachers union. The Biden administration has promised to drastically increase resources for public schools, expand its civil rights advocacy for marginalized students and reassert the department’s leadership in policymaking.

And on the most pressing issue facing education, reopening schools during the pandemic, the Biden administration has signaled a dramatically different approach.

The Trump administration has demanded that schools reopen, despite severe budget constraints and confusing public health guidelines, while the Education Department has all but absolved itself of tracking the virus’s impact and offering solutions. The Biden campaign has promised deep federal involvement to help schools secure more relief funding and navigate the effects of the pandemic, which has devastated the academic trajectory of the most vulnerable students.

But the president-elect’s closeness with the powerful teachers’ unions has raised concerns. Unions have come under fire from parents and school leaders who say their opposition to in-person instruction conflicts with science and students’ well-being. DeVos has seized on the tension, posting a series of articles on Twitter that have questioned the unions’ roles.

“When unions win, kids lose,” she said this week.

With a likely Republican Senate and a narrow Democratic majority in the House, Biden will struggle to muster the support he needs in Congress to accomplish some of his loftiest policy goals. He has promised to bolster funding for special education, institute universal prekindergarten and triple funding for a federal program that helps schools serving high concentrations of students from low-income families, devoting some of that funding to increasing teacher salaries. In higher education, he has promised free public college, expanding the amount of federal financial aid grants for low-income students and canceling some student debt.

Stef Feldman, the Biden campaign’s policy director, told reporters last month that the administration was “confident” Biden would “be able to get some big, bold education legislation passed and certainly immediate relief for our schools and our educators, but that doesn’t mean that we’re not also going to take executive action within existing authority.”

Those actions could come quickly.

Biden has promised to appoint a secretary with teaching experience and a deep knowledge of the challenges schools face and the students they serve.

In his victory speech Nov. 7, the president-elect referred to Jill Biden as he declared: “For America’s educators, this is a great day. You’re going to have one of your own in the White House.”

The Biden administration plans to restore Obama-era civil rights guidance — rescinded by DeVos — that offered transgender students the right to choose school bathrooms that correspond with their gender identity, that addressed the disproportionate disciplining of Black students and that pressed for diversity in colleges and K-12 classrooms. The restoration of those guidance documents can be done immediately because they were not put through the regulatory process or enacted into law.

Undoing what is arguably DeVos’ most formidable accomplishment — how federally funded schools should investigate cases of sexual assault — could be tougher. The incoming administration has vowed to dismantle those rules. As vice president, Biden had personally helped introduce the Obama-era guidelines on campus sexual misconduct that DeVos reversed through a formal and protracted rule-making.

But unlike guidance documents, which do not carry the force of law, and other DeVos regulatory measures that have been overturned by courts, the sexual misconduct rules have already held up against legal challenges. The rules would have to be overturned through legislation or rewritten through the regulatory system, a process that could take years.

Biden’s team is also eyeing DeVos’ formal rules that significantly tightened Obama-era rules on loan forgiveness for students defrauded by their colleges and that eased oversight of for-profit colleges. Those rules could also require regulatory action if they survive continuing court challenges.

The administration is likely to prioritize the immense backlog of loan forgiveness claims that the Trump administration allowed to pile up, and the mass denials of assistance that the department has issued to students who claim they were cheated by their colleges, according to officials familiar with the plans. Among the thousands of students awaiting relief are those who attended Corinthian Colleges, a now defunct for-profit college chain that Vice President-elect Kamala Harris sued when she was the attorney general of California.

“There’s a lot of work to be done, but it will be nice to know there’s an education secretary who’s thinking about how to protect students from predatory schools instead of the other way around,” said Aaron Ament, president of the National Student Legal Defense Network, which has sued the department for its efforts to roll back Obama-era rules on loan forgiveness and consumer protection.

The team Biden has named to help the Education Department through the transition signaled the direction he intends to take.

Leading the team is Linda Darling-Hammond, president of the Palo Alto, California-based Learning Policy Institute, who also oversaw the education transition for Obama in 2008. Darling-Hammond, a veteran education researcher and policymaker in arenas like desegregation, school finance and teacher preparation, was considered a contender for Biden’s secretary of education, but took herself out of the running, saying she was committed to her work in California.

The transition team’s strong representation from former Obama-era officials and teachers unions has been met with mixed reactions.

In announcing the team, a transition official said its members had “deep backgrounds in key policy areas” with “a diversity of perspectives critical to addressing America’s most urgent and complex challenges.”

Keri Rodrigues, president of the National Parents Union, which represents low-income parents and parents of color, said the composition of the team made her worried that the Biden administration might stack the government with people who are “interested in fortifying the status quo that has been failing so many of our kids.”

“This is the biggest table right now,” she said of the transition team, “and I don’t see parent groups, family groups, community groups present.” She added, “It seems we’re back to the same old, ‘We’re going to do things to you, not with you.’”

Unions were not seen as key players in Obama administration’s coalition — the National Education Association called for the resignation of Obama’s first education secretary, Arne Duncan — and have been at odds with centrist Democrats on some policy issues, such as charter schools, which are supported by many Black and Latino families. Biden this summer reshaped the Democratic platform to embrace a ban on federal funding for for-profit charters, and to call for cutting funding to underperforming charters run by nonprofit organizations.

“He’s coming in saying he wants to unify people, and it’ll be interesting to see whether that holds for education policy,” said Charles Barone, director of policy at Democrats for Education Reform. “If you really respect the role of people who got you elected, are you going to come in and attack the choices they make for their children?”

Teachers’ unions have curried favor by fighting DeVos at every turn, but Biden’s alliance with them has raised concerns.

“If it looks like the teachers unions are now calling the shots, and not the people schools are supposed to be serving, the pendulum will swing the other way,” said Neal McCluskey, director of the libertarian Cato Institute’s Center for Educational Freedom.

Biden has echoed union concerns that the country needs to get the coronavirus under control to safely reopen schools, and that it will take a large infusion of cash to meet safety guidelines and the needs of students who have suffered academic and social setbacks.

“Schools, they need a lot of money to open,” Biden said during the last presidential debate, citing the need for better ventilation systems, smaller class sizes and more teachers.

While Trump has emphasized low infection rates among children, Biden has also stressed concerns for educators. During one of the debates, after Trump accused him of wanting to keep the country locked down, Biden mocked the president: “All you teachers out there, not that many of you are going to die, so don’t worry about it.”

Becky Pringle, president of the National Education Association, said Biden’s approach to the reopening debate illustrated his understanding that “no school system budget has a line item that says, ‘coronavirus.’”

Pringle noted that Biden had always been a strong supporter of the labor movement and said she was proud that he had also “leaned in” to the association’s playbook. She said the president-elect was particularly excited by the union’s vision to “reclaim public education as a common good and transform it into something that it’s never been — which is a system that is racially and socially just and equitable.”

“He’ll take the slings and arrows for being ‘too close’ to us, and he’ll be able to say, ‘not only did they help me get elected, they help me lead in a bold way,’” she said.

Union leaders top speculative shortlists of contenders to be the next education secretary and will undoubtedly influence Biden’s choice. Randi Weingarten, president of the American Federation of Teachers, and Lily Eskelsen García, a past president of the National Education Association, are among the names mentioned.

Other names include superintendents of districts like Baltimore and Seattle, and Rep. Jahana Hayes, D-Conn., a former National Teacher of the Year.

Weingarten said that she was honored by the mention, but that she would be “really happy to work with the Biden administration as the president of the AFT.”

“The Biden-Harris administration has the potential to enable a renaissance in public education,” she said.

Like most federal agencies, the Education Department followed President Donald Trump’s lead in seeking to undo the legacy of his predecessor, and Education Secretary Betsy DeVos diligently tore into President Barack Obama’s policies.

PM Modi to call US President-elect Biden in 'due course'

Two prominent progressive groups, the Sunrise Movement and Justice Democrats, on Wednesday urged President-elect Joe Biden to name left-leaning allies including Sens. Elizabeth Warren and Bernie Sanders to top government posts, firing an opening salvo in the left’s campaign to exert influence over Biden’s agenda.

Underscoring one of their most significant priorities, the groups also called on Biden to create a new office dedicated to climate change that reports directly to the president.

The public appeals from the Sunrise Movement, a group of young climate organizers, and Justice Democrats, a grassroots organization that has helped elect people like Rep. Alexandria Ocasio-Cortez, signal the beginning of the left’s intense efforts to pressure Biden over the makeup of his executive branch and his administration’s immediate priorities.

And the move represents the end of a truce between Biden and progressives, who had united behind his candidacy during the presidential campaign with the mission of defeating President Donald Trump but who have deep ideological and generational differences.

The recommendations amount to something of a moon shot, and Biden, a longtime moderate, is very unlikely to choose many of the names put forward, if he picks any at all. Some of the recommendations are also unlikely to go anywhere with Democratic Party leaders if the appointments could possibly put Senate seats at risk; Sanders and Warren come from states led by Republican governors, and it is not clear who would fill their seats if they became vacant.

Many of the names appear intended to serve more as a message to Biden and Senate Democrats that the progressive groups are serious about pushing him and his administration leftward and will not be content with strictly moderate nominees who appear intended to win over Sen. Mitch McConnell, the majority leader, and Republicans.

Already, some liberal activist groups have warned Biden about backsliding on his commitment to progressive policies since he was declared the winner of the election Saturday. And with control of the Senate still unclear, progressives have shifted their focus to figuring out how they can persuade Biden to enact progressive policies through the executive branch, using executive orders and by appointing leaders to positions that act, in effect, as gatekeepers for policy.

“President-elect Biden must embrace this historic moment by keeping the party united and appointing progressive leaders who will help him usher in the most progressive Democratic administration in generations,” Alexandra Rojas, executive director of Justice Democrats, said in a statement.

The list of recommendations, for 13 key government positions, includes well-known progressive allies, some of whom would most likely be palatable to Democrats across the spectrum.

Still, some of the people on the list are sure to cause consternation in the party’s moderate wing.

Among the leaders the groups are pressing Biden to appoint, for instance, are Warren as Treasury secretary and Sanders as labor secretary — both standard-bearers of the progressive movement whose policies are viewed by some Democrats as too extreme.

Warren and Sanders are both said to be interested in the jobs. But appointing them to top government posts would be complicated by the fact that the states they represent, Massachusetts and Vermont, are led by Republican governors, and Democrats would want to make sure that any replacements would caucus with them to keep the balance of the Senate intact.

Gov. Phil Scott of Vermont said last month that if Sanders were appointed to the Cabinet, he would choose an independent who would caucus with the Democrats as a replacement. And progressives have argued that the Democratic-controlled legislature in Massachusetts could try to change state law to ensure a Democrat would temporarily replace Warren.

Also on the groups’ list:

— Rep. Barbara Lee of California for secretary of state

— Keith Ellison, attorney general of Minnesota, for attorney general

— Rep. Rashida Tlaib of Michigan, one of the four congresswomen known as the Squad, for secretary of housing and urban development

— Rep. Pramila Jayapal of Washington, a co-chair of the Congressional Progressive Caucus, for secretary of health and human services

— Rep. Deb Haaland of New Mexico for secretary of the interior

— Rep. Chuy García of Illinois for secretary of transportation

— Rep. Chellie Pingree of Maine for secretary of agriculture

— Economist Joseph Stiglitz for director of the National Economic Council

— Darrick Hamilton, an economist and the executive director of the Kirwan Institute at Ohio State University, for chair of the Council of Economic Advisers

— Mustafa Ali, vice president of environmental justice, climate and community revitalization for the National Wildlife Federation, for administrator of the Environmental Protection Agency

As part of their list of recommendations, the Sunrise Movement and Justice Democrats are also urging Biden to create a White House Office of Climate Mobilization to coordinate climate efforts across the government, and to appoint as its leader either Gov. Jay Inslee of Washington, whose presidential campaign last year centered on climate change; Gina McCarthy, an EPA administrator under President Barack Obama; or John Podesta, founder of the Center for American Progress, who was an adviser to Obama on climate change. The proposal for the office was part of a sweeping set of recommendations put forth by Biden-Sanders joint policy task forces over the summer.

In addition to their top choices for each high-level position, the groups also provided alternative options, including Sarah Bloom Raskin, who served as deputy secretary of the Treasury under Obama, for Treasury secretary; Sen. Cory Booker of New Jersey for secretary of agriculture; Sara Nelson, president of the Association of Flight Attendants union, for secretary of transportation; and Rep. Ro Khanna for secretary of state.

US election 2020: Georgia to conduct a full recount of election ballots

The US election 2020 has divided the country: With Trump supporters calling for a recount and alleging election fraud, and Biden camp preparing to take over the presidential duties.

While team Trump has put forward the idea of “stolen” elections, they have offered no evidence so far to back their claims. Additionally, it is common for counting in US elections to take days after election night.

In the middle of this all, a group positing voter fraud and attempts by Democrats to “steal” the election on Facebook garnered over 325,000 members in just a day on Thursday. However, a couple of days later, it was taken down.

Called “Stop the Steal”, it claimed to have been started by the conservative non-profit Women for America First, asked “boots on the ground to protect the integrity of the vote.”

On Wednesday, about 200 supporters of President Trump were seen in Phoenix, Arizona with guns, rifles, and handguns.

A similar event happened in Detroit, after which election officials had to block 30 people, most of whom were Republicans, who attempted to enter a vote-counting facility. They showed up after claims of votes not being counted gained steam of social media. But none of these claims came with any proof.

Facebook takes down group 'Stop The Steal' alleging voter fraud by Democrats

Hours after President-elect Joe Biden declared the coronavirus a top priority, the magnitude of his task became starkly clear Sunday as the nation surpassed 10 million cases and sank deeper into the grip of what could become the worst chapter of the pandemic yet.

The rate of new cases is soaring and for the first time is averaging more than 100,000 a day in the United States, which has reported more COVID-19 cases than any other country. An astonishing number — 1 in 441 Americans — have tested positive for the virus just in the last week.

With 29 states setting weekly case records, the virus is surging at a worrisome level in more than half the country. Nationwide, hospitalizations have nearly doubled since mid-September, and deaths are slowly increasing again, with few new interventions in place to stop the spiraling outbreak.

“We are in a terrifying place,” said Dr. Krutika Kuppalli, an assistant professor of medicine at the Medical University of South Carolina who studies pandemic response. “All I see is cases continuing to go up, unless we do something.”

The nation’s worsening COVID-19 outlook comes at an extremely difficult juncture: President Donald Trump, who remains in control of the nation’s outbreak for the next 73 days, is openly at odds with his own coronavirus advisers, and the country is heading into a cold winter, when infections are only expected to spread faster as people spend more time indoors.

In a victory speech Saturday night, Biden said he was quickly focusing his attention on the pandemic, including plans Monday to announce a new task force of coronavirus advisers. But he faces a nation divided over mask rules and business shutdowns, even as experts say the situation may further deteriorate before the new administration takes over in late January.

At the White House, Trump has largely shuttered the coronavirus task force, insisted without evidence that the nation is “rounding the corner” in the fight against the virus and suggested that he might fire the nation’s top infectious disease expert, Dr. Anthony Fauci. In the days before and after Election Day, six White House aides and a top campaign adviser tested positive for the virus.

All of it comes as colder weather in much of the nation will force people indoors, where the virus is known to spread more readily; as college semesters end and students return home; and as gatherings for Thanksgiving, Christmas and other holidays threaten to sow new outbreaks.

“I see this as a very precarious moment,” said Dr. Ashish Jha, dean of the Brown University School of Public Health, who said that the Trump administration had “basically thrown in the towel” on trying to control the pandemic, while Biden and his team have nothing to wield but “moral power and social power” until Jan. 20.

“Without significant action,” he said, “the idea that we have another 100,000 deaths by Inauguration Day would be a conservative estimate.”

Experts pointed to a number of steps a yet-to-be-sworn-in Biden could take to help control the pandemic. The options range from making a behind-the-scenes push for governors to issue mask orders and for Congress to supply more money for coronavirus testing, all the way up to a national lockdown if cases are still spiraling after Biden takes office.

Biden has said he wants to “shut down the virus, not the country.” But as he also vows to do “whatever it takes” to control the pandemic, the millions of Americans who turned out to vote in record numbers last week remain deeply split on how best to go about it.

“I’m anticipating the next shutdown,” said Voizene Stewart, 53, of Detroit, who said he voted for Biden after losing both his mother and his 34-year-old son to the coronavirus.

Even though he has gone months without spending significant time with his remaining children and grandchildren, he said he hopes that the president-elect will once again restrict businesses and urge people to stay home. “We need to get back to that,” he said. “They opened too early.” He noted with concern that the grocery store across the street from his home, which used to be quiet, was once again bustling with people.

Many other voters, including those who viewed Trump as a champion of the economy, remain far from persuaded.

“We’ve already suffered almost irreparable damage from closing things down,” said Dennis Rohr, a city commissioner in Mandan, North Dakota, who said he voted for Trump. Although case counts remain extremely high in Mandan and across North Dakota, Rohr, 77, feared that any type of shutdown would bring a new, even more dangerous slew of problems, including job losses and loneliness.

Nine months into the pandemic, the country is fading from exhaustion and impatience, but the virus is spreading more than ever before.

Unlike in the spring, when the virus devastated New York City and other places on the East and West coasts, it is now spreading nearly everywhere, with infections rising in 46 states.

In Pennsylvania, the state that gave Biden the electoral votes he needed to clinch the presidency, more people are testing positive for the coronavirus than at any other time in the pandemic. In Wisconsin, another pivotal state, hospitalizations for the virus have skyrocketed 500% in the past two months.

Surges have hit communities of all types, with remote counties and urban centers alike seeing major spikes. In rural Norton County, Kansas, which has lately had one of the country’s highest infection rates, every resident of a local nursing home has tested positive, as have hundreds of people in prison. In Cook County, Illinois, which includes Chicago, more than 4,600 cases were announced Saturday.

Although the country is conducting far more tests now than it was in the spring, the soaring case numbers now reflect accelerating spread of the virus, not simply wider testing.

Hospitalizations, which give a clear picture of how many people are seriously ill with the virus at any given time, grew by 63% over the past month, according to data collected by the COVID Tracking Project. More than 55,000 people are now hospitalized with the virus, approaching earlier peaks of more than 59,000 in April and July.

Treatment has vastly improved since the height of the spring outbreak, when more than 2,200 people were dying per day. Even so, deaths, which tend to lag a few weeks behind new infections, are now trending upward. The country has averaged about 900 deaths a day over the last week, compared with about 700 a month ago.

Biden is in line to inherit one of the most serious and complicated national crises that any incoming president in more than a half-century has faced.

While other presidents have entered office during an economic slowdown, including President Barack Obama and Biden as vice president in 2009, not since Harry Truman in the final months of World War II has a new president faced a situation as “complex and multiheaded” as the pandemic, said Bruce Schulman, a political historian at Boston University.

Biden has said controlling the pandemic is the necessary first step to bringing back jobs and has said that on his first day in office, he would move rapidly to appoint a “national supply chain commander” and establish a “pandemic testing board,” similar to Franklin D. Roosevelt’s wartime production panel.

On Sunday, Biden’s campaign released a first glimpse of his plan for the pandemic, including a commitment to “listen to science.” Public health experts offered initial praise for his coronavirus task force, which is expected to include Dr. Vivek Murthy, a former surgeon general; Dr. David Kessler, a former commissioner of the Food and Drug Administration; and Dr. Marcella Nunez-Smith, a Yale University professor.

But Biden has also promised to unify the country and govern as an “American president,” and millions of Americans, including many who supported Trump, voted with priority on the economy.

A ‘terrifying’ COVID surge will land in Biden’s lap

Since President Donald Trump won the White House in 2016, a shocked Democratic Party had been united behind the mission of defeating him. Four years later, with the election of Joe Biden, the divides that have long simmered among Democrats are now beginning to burst into the open, as the president-elect confronts deep generational and ideological differences among congressional lawmakers, activists and the party’s grassroots base.

The fault lines began to emerge within hours of Biden’s victory. Moderates argued that his success, particularly in industrial Midwestern states that Trump seized from the Democrats in 2016, was proof that a candidate who resisted progressive litmus tests was best positioned to win back voters who had abandoned the Democratic Party. Those tests included single-payer health care, aggressive measures to combat climate change and expanding the Supreme Court.

“The progressives said we need a base candidate,” said Rahm Emanuel, the former mayor of Chicago and White House chief of staff under President Barack Obama, referring to a nominee who appeals to the left wing of the party. “No we didn’t. We needed someone to get swing voters. If you campaign appropriately, you can make that a governing transformation.”

Moderate Democrats said they were hopeful the urgency of the problems confronting the nation would delay the inevitable reckoning the party faces between its ideological wings. Beyond that, they said that a disappointing showing by Democrats in congressional races — the party lost seats in the House and faces a struggle for even narrow control of the Senate — would give liberal Democrats less of a platform to push Biden to the left.

After a fiery call among members of the House Democratic caucus, in which some argued that progressives who have entertained ideas like defunding the police or “Medicare for All” had cost the party congressional seats, some Democratic leaders pushed further away from the left wing.

Rep. Conor Lamb, a moderate from Pennsylvania who survived a difficult Republican challenge, said the results should be a wake-up call to the left.

“What we heard from a lot of our constituents was that they do not like the Democratic message when it comes to police in Western Pennsylvania, and when it comes to jobs and energy,” he said. “And that we need to do a lot of work to fix that.”

But after four years of pent-up frustration and energy, that may prove unlikely. By every early indication, Biden’s election has emboldened progressive energy, no matter the setbacks in the congressional races. There is an up-and-coming generation of elected Democratic officials who have been waiting in the wings, eager to take the lead in formulating a platform for the party.

After supporting Biden as a means of defeating Trump, younger and more progressive Democrats who have gained a foothold in Congress and among party activists are skeptical about his future administration. Sen. Elizabeth Warren of Massachusetts, setting policy terms in a statement after Biden was declared victorious, said: “A Band-Aid approach won’t get the job done. We have a mandate for action on bold plans to meet these twin health and economic crises.”

Rep. Alexandria Ocasio-Cortez of New York, a leading voice of the party’s left wing, said in a phone interview that the next few weeks would set the tone for how the incoming administration will be received by liberal activists.

“I think that’s what people are keeping an eye out for: Is this administration going to be actively hostile and try to put in appointments that are going to just squash progressives and organizing?” Ocasio-Cortez said. “ I don’t envy the Biden team. It’s a very delicate balance. But I think it’s really important to strike a good one. Because it sends a very, very powerful message on the intention to govern.”

The fault lines crystallize the task ahead for Biden, who has long seen himself as a pragmatic consensus builder rather than a strict ideologue. In addition to the fractures within his party, Biden’s administration will also have to navigate a Republican Senate, unless Democrats wrest two seats in Georgia during closely watched runoff elections in January.

If the party doesn’t win those seats, an already divided Washington looks likely to endure.

Some moderate Democratic leaders urged the president-elect to head off any internal conflict by embracing policies both sides can agree on and reaching out to the left.

“The first thing I would do if I were Joe Biden is I’d propose a $15-an-hour minimum wage,” said Edward G. Rendell, the former governor of Pennsylvania and a former chair of the Democratic National Committee. “That’s something that both sides agree on. That would be the first action on behalf of President Biden to show there are significant parts of the progressive agenda that need to be acted on.”

Given the two Senate runoffs taking place in Georgia — contests that will determine whether Biden will, like Obama, begin his first term with a unified Washington — Biden might be initially reluctant to embrace positions that could make it easier for Republicans in Georgia to paint Democrats as out-of-touch, radical socialists.

Biden has made clear he intends for his administration's Cabinet to be diverse in race, gender and sexual orientation — but a left wing that has become disenchanted with the inherent idea of representation as progress will be looking for concessions of power.

Grassroots political groups on the left had a dual message for the president-elect: Congratulations — and here’s a list of demands. Several signaled that they expected Biden to defer to some demands of progressives, not only by selecting people from that wing of the party for key Cabinet positions but also by excluding people with a Wall Street or lobbying background from the administration's hiring process. However, Biden’s flexibility in making Cabinet appointments sought by the left will be constrained if the Senate remains in Republican hands.

Jamaal Bowman, a progressive New York Democrat who will be sworn into the next Congress, took the view that Biden’s victory was not an affirmation of moderate ideology, but a testament to a diverse Democratic Party that had embraced the shared goal of defeating an unpopular president. He cited the work during the general election of progressive groups and candidates who opposed Biden during the Democratic primary, including young climate organizers like the Sunrise Movement — and said they should be rewarded.

“We have to move past the moderate-versus-liberal conversations and start speaking and moving together as a strong party,” Bowman said. “We have organizations like the Sunrise Movement and candidates like Jamaal Bowman who have gone out of our way to get Joe Biden elected.”

Ocasio-Cortez said she expected a long-term fight, particularly given the setbacks for Democrats in the congressional contests. She also cited Cabinet appointments as a way to measure Biden’s ideological core.

She said some people, including Emanuel, should not play a role in the party’s future. The former mayor has been floated by some in Biden’s inner circle to lead a department like housing or transportation.

“Someone like Rahm Emanuel would be a pretty divisive pick,” she said, citing his record as mayor on racial justice and his opposition to teachers’ unions. “And it would signal, I think, a hostile approach to the grassroots and the progressive wing of the party.”

It is unclear what kind of audience progressives will find with Biden and his administration. Throughout the year, his campaign sought to project unity through measures like a joint task force with supporters of Sen. Bernie Sanders, which led a campaign to adopt some of the left wing’s policy proposals, including plans around college debt. But Biden stopped short of the biggest ideas, like eliminating the Electoral College or embracing statehood for Washington, D.C., and Puerto Rico.

Some leading Democratic Party moderates said they supported many of the ideological goals on the left but, reflecting what has long been a divide between the two wings, urged caution, particularly because of Democratic losses in other races.

“We all have to take a deep breath,” said Rep. Debbie Dingell, a Democrat from Michigan, a state that Trump snatched from Democrats in 2016 but that Biden won back this year. “I know there are going to be people who are pushing for change. I’m one of those people who want Medicare for All.”

She argued that Democrats needed to be careful not to push away voters whom Trump won in 2016, or else risk another, similar candidate.

“I also know we can’t afford to have Donald Trump as president,” she said.

But Stanley Greenberg, a Democratic pollster who advised President Bill Clinton when he successfully pushed the party to the center in the 1990s, said Biden would be able to delay divisive party fights because of the enormity of the crises he faces.

“The nature of the pandemic and the economic and health crisis is so deep, he will inherit a mandate of urgency,” he said. “Unity within the party and unity within the country.”

“We have organizations like the Sunrise Movement and candidates like Jamaal Bowman who have gone out of our way to get Joe Biden elected.” Ocasio-Cortez said she expected a long-term fight, particularly given the setbacks for Democrats in the congressional contests. “And it would signal, I think, a hostile approach to the grassroots and the progressive wing of the party.” It is unclear what kind of audience progressives will find with Biden and his administration. I’m one of those people who want Medicare for All.” She argued that Democrats needed to be careful not to push away voters whom Trump won in 2016, or else risk another, similar candidate.

Biden picks Indian American to lead the new task force to tackle COVID crisis in US

The United States has a long history of peaceful transfers of power that is likely to continue despite President Donald Trump's attacks on the legitimacy of the election result, national security experts said.

Here is what to expect in the weeks and months to come.

DOES TRUMP FACE A DEADLINE TO LEAVE OFFICE?

Yes. The US presidential election is not formally over. Electors - party loyalists who typically pledge to support the candidate who gets the most votes in their state - will convene on Dec. 14 to formally cast their votes. The newly seated Congress accepts the results from the Electoral College on Jan. 6. If Biden wins the Electoral College vote, as expected, he will be sworn in at noon on Jan. 20 — a date set in the Constitution.

CAN BIDEN TRANSITION INTO POWER OVER TRUMP'S OBJECTIONS?

Yes. Trump has only so much power to slow Biden's transition.

A law called the Presidential Transition Act of 1963 makes career civil servants vital to the transfer of power. They face deadlines for providing data and access to incoming officials.

Under the law, the transition process will shift into high gear once a federal agency called the US General Services Administration (GSA), which manages federal buildings, names an apparent winner of the election. At that point, the incoming president's team can obtain briefing books, tap into funds, and send representatives to visit government agencies.

On Sunday, experts in transitions sent a letter to the GSA's administrator, Emily Murphy, urging her to recognize Biden as the winner.

"While there will be legal disputes requiring adjudication, the outcome is sufficiently clear that the transition process must now begin," the letter from the Center for Presidential Transition said.

The GSA said in a statement on Saturday it "ascertains the apparent successful candidate once a winner is clear based on the process laid out in the Constitution."

Political scientists told Reuters they are optimistic about the resilience of this legal framework.

Despite the animosity between Trump and Biden on the campaign trail, the Trump administration earlier this year complied with statutory requirements for providing federal office space and government resources to the Biden campaign.

Government officials take an oath to uphold the US Constitution. This oath would require recognizing Biden as the incoming president if he wins the Electoral College, regardless of what Trump says, said Robert Chesney, a professor of national security law at the University of Texas.

"I find it very hard to believe the military, the Secret Service, the FBI, or any other relevant part of the bureaucracy would go along with Trump if the Electoral College or a court says otherwise," said Chesney.

WOULD THE MILITARY KICK TRUMP OUT IF HE REFUSES TO LEAVE?

Two US army veterans raised the possibility of the military forcefully removing Trump in an "open letter" to the top US general, Mark Milley, in August.

"If Donald Trump refuses to leave office at the expiration of his constitutional term, the United States military must remove him by force, and you must give that order," stated the letter, published in Defense One and written by John Nagl, a retired Army officer, and Paul Yingling, a retired US Army lieutenant colonel.

But others have said such a move would be better left to the US Secret Service, citing a bedrock US legal principle that military personnel should stay out of domestic law enforcement matters.

"We have constitutional processes for dealing with this, and the military is nowhere in that equation," said Kori Schake, a director of foreign and defense policy at the American Enterprise Institute.

If Trump truly refused to leave the White House, on Jan. 20 he would become a "trespasser," Chesney said.

"The Secret Service would come and escort him out," he said.

But while Republican leaders and Trump administration called on the urgency of vote counting, #CountEveryVote began trending on social media.

In key states like Pennsylvania and Michigan, vote counting is underway. And a ruling by a top court in Pennsylvania had recently allowed counting mail-in ballots that arrive upto 3 days after the election date, something Trump has vowed to challenge.

Finding support among many Democrats #CountEveryVote supporters want all votes - physical, and mail-in to be counted for the final tally.

Many Democrat supporters fear that Trump would simply refuse to accept the results if he loses. In the meanwhile, Trump supporters expressed worry over potential cheating.

US election 2020: #CountEveryVote

Besides asking for all votes to be counted on social media with the hashtag #CountEveryVote, many also hit the streets across major American cities, urging authorities to discard Trump’s claims that the ongoing voting could open the scope of electoral fraud.

Fraud in US elections is rare, and Trump has provided no proof of how it may be undertaken.

Due to the COVID-19 pandemic, many voters, mostly Democrats opted for mail-in voting, which could become a state-by-state in this election.

In several cities, including Oakland, California; Harrisburg, Pennsylvania; Atlanta; Detroit and New York City, voters demanded the counting of each vote.

"Count every vote, every vote counts," demonstrators urged in New York City.

A coalition called “Protect the Results” claimed to have been organising protests in 500 cities across the country. But as voting intensifies, many such rallies had to be halted.

US election 2020: Michelle Obama urges voters to 'show up, have your voice heard, and vote'

Every US presidential election has its own lingo, like the "hanging chads" on voting cards in Florida that led to a landmark court battle in 2000. Below is some of the jargon used in the days leading up to the November 3 election pitting President Donald Trump against his Democratic challenger Joe Biden.

NAKED BALLOTS

Sixteen states, including Pennsylvania, require voters to return mail ballots in a special "secrecy" envelope. Ballots that don't arrive in the envelope will be considered "naked" and might be disqualified. Celebrities including Naomi Campbell, Chris Rock and Sarah Silverman disrobed in a video to promote proper voting procedures, "the least sexy thing a completely naked person can say," according to actor Josh Gad, who also stripped for the video by activist group Represent.Us. The group, which has promoted anti-corruption resolutions in US cities, says it does not endorse either candidate.

RED MIRAGE/BLUE SHIFT

Fearing crowded polling places amid the coronavirus pandemic, a record number of Americans, particularly Democrats, cast mail-in ballots this year, and counting them could take days. As a result, initial results on Election Day may show Republicans, indicated by red on election maps, holding large leads in battleground states such as Pennsylvania, which counts mail-in ballots received three days after Nov. 3. As ballots are tallied in the ensuing days, that "red mirage" could fade, giving way to a "blue shift." Experts see a possible "blue mirage" and "red shift" in Florida and North Carolina, which process mailed-in ballots before Election Day.

SPOILED BALLOTS

Ballots that are improperly marked can be rejected as spoiled. Trump said in an Oct. 27 Twitter post that the phrase "can I change my vote" was trending on Google and urged Americans to submit a new ballot for him. Some states allow voters to request a new absentee ballot but first they have to request their original ballot be marked as spoiled. Following Trump's tweet, Google data showed a spike in searches for "spoiled ballots."

DUELING ELECTORS

A candidate becomes president by securing the most "electoral" votes rather than a majority of the national popular vote. The Electoral College system allots electors to the 50 states largely based on their population, and the candidate who wins the popular vote in a state generally gets its electors. But legal experts say Trump could try to convince Republican lawmakers in closely contested states to approve the Republican slate of electors based on early vote tallies. As more ballots are counted, Biden might eventually be certified as the winner of the same state. The result: Dueling electors and an outcome that could be determined by Congress.

COURT PACKING

Republicans confirmed Amy Coney Barrett as a Supreme Court justice on Oct. 26 to replace the late Ruth Bader Ginsburg, a hero to many for her advocacy for women's issues. Democrats had argued Ginsburg's seat should be filled after the election and in response to Barrett's confirmation some have suggested that a Biden Administration could expand the court beyond its traditional nine justices. The idea surfaced briefly in the late 1930s and was criticized as "court packing." Biden has said he will establish a bipartisan commission to consider changes to the court system, which he said is "getting out of whack."

POLL WATCHERS

The Republican National Committee is mobilizing thousands of supporters to monitor early voting sites and ballot drop boxes, looking for irregularities such as people dropping off multiple ballots in states where that generally is not allowed. This marks the first presidential election in nearly four decades in which the Republicans can engage in "ballot security" activities without prior review and approval from the Department of Justice. Some voting rights advocates worry that gun-toting groups might show up outside polling places and intimidate voters.

As ballots are tallied in the ensuing days, that "red mirage" could fade, giving way to a "blue shift." Experts see a possible "blue mirage" and "red shift" in Florida and North Carolina, which process mailed-in ballots before Election Day. SPOILED BALLOTS Ballots that are improperly marked can be rejected as spoiled. Trump said in an Oct. 27 Twitter post that the phrase "can I change my vote" was trending on Google and urged Americans to submit a new ballot for him. Some states allow voters to request a new absentee ballot but first they have to request their original ballot be marked as spoiled. Following Trump's tweet, Google data showed a spike in searches for "spoiled ballots." The Electoral College system allots electors to the 50 states largely based on their population, and the candidate who wins the popular vote in a state generally gets its electors. COURT PACKING Republicans confirmed Amy Coney Barrett as a Supreme Court justice on Oct. The idea surfaced briefly in the late 1930s and was criticized as "court packing." Biden has said he will establish a bipartisan commission to consider changes to the court system, which he said is "getting out of whack." Also read: US Election 2020: A timeline of what's next according to Indian Standard Time POLL WATCHERS The Republican National Committee is mobilizing thousands of supporters to monitor early voting sites and ballot drop boxes, looking for irregularities such as people dropping off multiple ballots in states where that generally is not allowed. This marks the first presidential election in nearly four decades in which the Republicans can engage in "ballot security" activities without prior review and approval from the Department of Justice. Some voting rights advocates worry that gun-toting groups might show up outside polling places and intimidate voters. For more stories on the US election, click here For live updates, click here

What are 'naked ballots' and a 'red mirage'? Your guide to US election lingo

America's allies and rivals are closely watching the result of US election 2020. A tight election is always exciting to watch. Even more so when the prize is the White House. The world is watching America closely. Its choice will shape the world for the next four years.

For American allies, its a situation they face every four years. Partners like the UK aren't too worried about the results. The fundamentals of their relationship remain strong.

"The UK-US relationship is in great shape and we're confident that it will go from strength to strength, whichever candidate wins the election," said Dominic Raab, UK Foreign Secretary

But if it is a toss-up between Trump and Biden, Europe will be backing the Democrat. Trans-Atlantic ties have deteriorated under Trump. A Biden victory would reset the relationship.

Some officials are not hiding their preference. Chairman of Germany's Foreign Affairs Committee tweeted on election night saying that Germany was not prepared to work with Trump anymore.

One ally that would be rooting for Trump is Israel. Trump's efforts to normalise ties with the Arab world have not been forgotten.

"If the policy of the next U.S president will be a continuation of the current policy, it will be able to lead to more peace agreements, a concessionary policy will get the peace deals stuck," said Eli Cohen, Israeli Intelligence Ministry

For the likes of China and Iran, the election is make-or-break.

China's state newspaper Global Times is openly mocking the elections and comparing it to disputed polls in developing nations. Beijing has realised that there is bipartisan support for a tougher stance on China.

Officially, it says that it has no position on the issue.

On Iran, the two candidates differ substantially. Trump is likely to continue his maximum pressure campaign. But Biden might consider restarting talks. A Biden victory bodes well for Iran.

Two candidates, one declaring victory. The second, just short of it. Voting officials scrambled to count votes. News channels had all hands on deck. Analysts converted their years of experience into predictions. And protesters rallied on the streets.

This presidential election is going down the history of American as the most chaotic. And its counting night is perhaps the most dramatic. It was dictated by uncertainty, highs and lows.

Trends started trickling in around 7 pm Eastern Time. Kentucky was called for President Donald Trump while Joe Biden bagged Vermont. Half an hour later, Trump bagged West Virginia. Biden won Virginia.

8 pm was Trump's golden hour. He secured 42 electoral college seats. South Carolina, Alabama, Mississippi, Tenessee, Oklahoma turned Red. But the happiness was shortlived.

Soon, Connecticut, Delaware, Illinois, Maryland, Massachusetts, New Jersey and Rhode Island turned blue.

Then the tide turned, Donald Trump won Arkansas. Indiana followed next. North Dakota, South Dakota, Wyoming, Louisiana, Nebraska turned red.

Biden picked New York and New Mexico.

The tally at 12:20 am ET was Biden 233 and Trump 145. At 12:47 am, Joe Biden spoke to his supporters from Delaware.

Top 10 world news: US Election, France disbands Turkish group, and more!

President Donald Trump appears to have lost some support among white men and older people in Georgia and Virginia, key parts of his voter base, according to Edison Research polls on Tuesday.

While Trump is still winning the majority of those voters, some of them switched to supporting his Democratic opponent, former Vice President Joe Biden, the exit polls showed.

Edison’s polls showed Trump winning seven in 10 white men in Georgia, which is down from an eight in 10 advantage over Democratic nominee Hillary Clinton in 2016. And while Trump is winning six in 10 voters who are at least 65 years old in Georgia, that is down from a seven in 10 four years ago.

Final election results from both states have yet to be tallied, but Biden has been projected to win Virginia. Clinton also won the state in 2016.

In Virginia, Trump was winning six in 10 whites without college degrees, down from seven in 10 in 2016. Trump was also winning six in 10 white men in Virginia, down from seven in 10 in 2016.

In more encouraging news for the president, Trump was winning six in 10 voters in Virginia who have an income of $100,000 or more.

The poll is based on in-person interviews with voters on Tuesday, in-person interviews at early voting centers before Election Day and telephone interviews with people who voted by mail.

COVID CONCERNS

The national Edison Research poll results revealed deep concern about the coronavirus pandemic that has infected more than 9.4 million people in the United States this year and killed more than 230,000.

While only two of 10 voters nationally said COVID-19 was the issue that mattered most in their choice for president, half of U.S. voters believe it is more important to contain the coronavirus even if it hurts the economy.

Trump has made the full opening of the U.S. economy a centerpiece of his re-election campaign, even as infections continue to rise. Biden has claimed Trump is undeserving of a second term because of his handling of the pandemic.

In the national exit poll, four out of 10 voters said they think the effort to contain the virus is going "very badly." In the battleground states of Florida and North Carolina, five of 10 voters said the national response to the pandemic is going "somewhat or very badly."

Six of 10 said the pandemic had created at least a moderate financial hardship. And seven in 10 said wearing a face mask in public is a "public health responsibility" versus three in 10 who see it as a personal choice.

The poll found that nine out of 10 voters had already decided whom to vote for before October, and nine out of 10 voters said they were confident that their state would accurately count votes.

One of 10 voters said they were voting for the first time, which was similar to the 2016 election survey.

Other issues that were top of mind for voters included the economy, racial inequality, crime and safety and healthcare policy.
