For the first time in the UN's 75-year history, the annual General Assembly session will be held virtually and Heads of State and Government will not be physically attending the annual gathering due to the coronavirus pandemic.

World leaders will submit pre-recorded video statements for the high-level week, the 193-member organisation had decided last week.

US is the host country of the United Nations and there is a possibility that Trump could travel to New York to address the General Debate of the 75th session of the Assembly on September 22.

The US is traditionally the second speaker at the debate after Brazil.

This would be Trump's final address to the General Assembly of the first term of his presidency before the US heads into elections in November and Trump could use the UN platform to highlight his foreign policy achievements while also tout his campaign agenda.

In taking the decision for a virtual UNGA, the General Assembly had noted with concern&nbsp;the situation regarding the coronavirus pandemic and the limitations recommended on meetings within the United Nations premises as precautionary measures aimed at containing the spread of COVID-19.

The new format will mean that it will be for the first time in the world organisation's 75-year history that Heads of State and Government and Ministers will not gather here for the high-level week that annually brings thousands of diplomats, government officials, civil society members and media persons from around the world to New York City.

Addressing a virtual press conference in June, General Assembly President Tijjani Muhammad-Bande had said that world leaders cannot come to New York for the annual UN General Assembly session in September because of the COVID19 pandemic.

Haq added that the UN has made clear to all member states the need to keep the delegations' number low during the high-level week.There is an absolute upper limit of how many people we can safely accommodate, and all Member States have been made aware of that.

How they will adjust is a matter ultimately of discussion between the Member States and the United Nations.

Along with the General Debate and 75th anniversary commemoration, key high-level sessions will also be held virtually at the UN.

The Summit on Biodiversity will be held on September 30, high-level meeting of the General Assembly on the 25th anniversary of the Fourth World Conference on Women on October 1 and the high-level meeting to commemorate and promote the International Day for the Total Elimination of Nuclear Weapons on October 2.

Member states will submit their pre-recorded video statements for these high-level meetings as well.

Each country would be encouraged to observe the time limit of 15 minutes in the General Debate that would include remarks in the Assembly Hall to introduce the pre-recorded video and the video itself.

The facility has been awarded a contract to mass produce an experimental vaccine developed by Novavax, as part of a multi-billion dollar government initiative dubbed Operation Warp Speed.

The plan involves investing heavily in leading pharmaceuticals to aid their development and manufacturing efforts, with the goal of delivering 300 million doses of vaccine by January 2021.

It's "never been done before, but we suspect it's going to work, and work very well," added Trump, who later donned a black mask and toured the lab.

The United States is by far the worst-hit country in the world, with more than 4.2 million confirmed COVID-19 cases and nearly 150,000 deaths.

Though the number of new cases has leveled off over the past few days, the US has failed to push its curve down as other nations have done through lockdowns and physical distancing.

Trump's latest comments confirmed that the administration believes that, in America's case, only a vaccine can help.

"It's not masks. It's not shutting down the economy. Hopefully, it is American ingenuity that will allow for therapies and vaccines to ultimately conquer this," White House chief of staff Mark Meadows told ABC News on Sunday.

The virus has also repeatedly penetrated Trump's inner circle, with O'Brien the latest and most senior White House aide to test positive.

He "has been self-isolating and working from a secure location off site," the White House said in a statement Monday, adding that there was "no risk of exposure to the president or the vice president."

"As one family, we mourn every precious life that's been lost. I pledge in their honour that we will develop a vaccine and we will defeat the virus. We're doing very well with vaccine development and therapeutic development," Trump said at a White House news conference on Tuesday, his first on coronavirus after several weeks.

Trump also said his administration will stop at nothing to save lives and shield the vulnerable.

"We've learned so much about this disease. And we know who the vulnerable are, and we are going to indeed shield them," he said.

Trump assured that the vaccines against the novel coronavirus will be coming a lot sooner than expected.

Replying to a question, Trump said the US is "leading the world" in terms of COVID-19 testing.

"We're going to be over 50 million tests," he said, adding that "second country is India with 12 million (tests). Then you have seven million, six million, and four million. I think that we are doing a tremendous amount of testing."

The "China virus", Trump said, is a vicious and dangerous illness.

"It's a nasty, horrible disease that should''ve never been allowed to escape China, but it did. It infected the world, and the world is suffering. But we''re going to get it taken care of, and we''re helping lots of other countries," the US president said.

On tackling the virus, Trump said his administration is developing a powerful strategy.

"We've learned a great deal about it (COVID-19) and who it targets. We are in the process of developing a strategy that''s going to be very, very powerful," he said.

"Some areas of our country are doing very well; others are doing less well. It will probably, unfortunately, get worse before it gets better," Trump said.

He said the median age of those who succumb to COVID-19 infection is 78 years, adding that roughly half of all deaths have been individuals in nursing homes or in long-term care.

"Young adults may often have mild or even no symptoms. They won't even know they're sick. They won't have any idea that they have a virus. They won''t have any idea at all," he said, adding that youth will act responsibly.

Trump said the data shows children have the lowest fatality risk as 99.96 per cent of all virus fatalities are adults.

"By understanding these risk profiles and learning how to treat the disease, we've been able to greatly reduce mortality in the United States," Trump said.

Several treatments are already available in the US that can significantly reduce the severity and duration of the disease, including remdesivir, he said.

A US Customs and Border Protection (CBP) spokeswoman said on Friday agents had been deployed to Portland to support a newly launched US Department of Homeland Security (DHS) unit, tasked with enforcing last month’s executive order from Republican President Donald Trump to protect federal monuments and buildings.

The agents had been trained for operations “in chaotic environments.”

In addition to Border Patrol agents, Immigration and Customs Enforcement officers are helping DHS’s Federal Protective Service, which provides security for federal buildings, ICE said.

Media reports said federal agents had arrested 13 people, but there was no immediate confirmation from the authorities.

Demonstrators protesting against racism and police brutality gathered around the federal courthouse daily in Portland since the killing of African American George Floyd during a May 25 arrest in Minneapolis, with crowds at times exceeding 10,000. Portland police used tear gas on the protesters, some of whom sprayed graffiti on buildings, until Governor Brown in early July banned its use except in the case of riots.

One video posted online shows an officer bundling a protester into a dark minivan. The CBP spokeswoman said the agency had information that person was suspected of assaults against federal agents or destruction of federal property and “a large and violent mob” moved toward the agents once they approached the suspect.

United States President Donald Trump has said he wants to do everything possible to keep peace for the people of India and China, according to the White House spokesperson.

Trump administration has often, over the past several weeks, come out in support of India against China.

"He (Trump) said he loves the people of India and he love the people of China and he want to do everything possible to keep the peace for the people," White House Press Secretary Kayleigh McEnany told reporters at a news conference on Thursday.

She was responding to a question on Trump's message to India, which recently had a stand-off with China in eastern Ladakh along the Line of Actual Control.

Earlier in the day, White House Economic Advisor Larry Kudlow described India as a great ally, saying President Trump is a great friend of Prime Minister Narendra Modi.

On Wednesday, Secretary of State Mike Pompeo said that India has been a great partner of the US.

"India has been a great partner. They are an important partner of ours. I have a great relationship with my foreign minister counterpart. We talked frequently about a broad range of issues. We talked about the conflict they had along the border with China. We've talked about the risk that emanates from the Chinese telecommunication infrastructure there," Pompeo told reporters in response to a question.

We have a lot in common with them, we speak English, we're democracies. We've got a growing, very strong relationship with India," O'Brien said.

Welcoming the White House statement, Al Mason, co-chair of the Trump Victory Indian American Finance Committee, said that unlike his predecessor, President Trump has come out openly in support of India.

"Most of the Indian-Americans have observed that every earlier president - be it a Democrat or Republican, like Clinton or Bush Senior or Bush Jr or Obama have been very scared to side with India openly, for fear of hurting China. "We're going to have a road to citizenship," he said.

Trump is facing an uphill battle to reelection in November and has made cutting immigration -- both legal and illegal -- a cornerstone of a platform aimed at his white, working-class base.

Hours after Trump spoke, the White House put out a statement that seemed to walk back his remarks on creating a path to citizenship for DACA beneficiaries. &nbsp;

"As the President announced today, he is working on an executive order to establish a merit-based immigration system to further protect US workers," White House spokesman Judd Deere said.

"Furthermore, the President has long said he is willing to work with Congress on a negotiated legislative solution to DACA, one that could include citizenship, along with strong border security and permanent merit-based reforms," he added.

"This does not include amnesty. Unfortunately, Democrats have continually refused these offers as they are opposed to anything other than totally open borders," said the White House in a statement.

During the interview, Donald Trump alleged the Opposition broke the deal with him on the DACA.

"I had a deal with the Democrats and they broke the deal. The DACA could have been taken care of two years ago, but the Democrats broke the deal. All of a sudden they just broke it for no reason. Actually, they had a court case that slightly went their way, and they said, 'Oh, let's not talk about the deal anymore,'" he said.

But the justices sent the matter back to lower courts for further litigation, giving Trump the opportunity to object to the subpoena on other grounds.

The ruling, written by Chief Justice John Roberts, said Trump "can challenge the subpoena as an attempt to influence the performance of his official duties. And he can argue that compliance with a particular subpoena would impede his constitutional duties."

"We`re evaluating the appropriate next course of action," Jay Sekulow, Trump`s personal lawyer, said on Friday.

Trump could argue that the subpoena is too burdensome or was issued in bad faith because of political motivations, said George Washington University law professor Jonathan Turley, who testified last year as a Republican witness in House of Representatives Trump impeachment hearings.

'Really hard argument'

Trump is unlikely to convince a court that the subpoena is too burdensome because it seeks information from Mazars, a third party, and not the president himself, said Harry Sandick, a former federal prosecutor in Manhattan. 
"Burden is a really hard argument to make," Sandick said.

U.S. District Judge Victor Marrero, who is presiding over the case, said last October he had seen little evidence of political bias in Vance`s pursuit of the financial records.

Roth said evidence that has been public, including congressional testimony by Trump`s former personal lawyer Michael Cohen, provides a "reasonable basis" for Vance`s investigation. Cohen told lawmakers that Trump had inflated and deflated certain assets on financial statements between 2011 and 2013 in part to reduce his real estate taxes.

A loss for Trump before Marrero could still be appealed to the Manhattan-based 2nd U.S. Circuit Court of Appeals, likely delaying production of the documents until after the presidential election in which Trump is seeking a second four-year term in office against Democratic candidate Joe Biden.

Sandick said he expects that prosecutors will obtain the tax returns from Mazars in late 2020 or early 2021. 
Roth said prosecutors could get hold of the documents by November if Marrero rules quickly, which he has shown a tendency to do so far, and his ruling is quickly upheld on appeal.

Even if the financial records are turned over before the election, they likely would not be made public quickly barring an illegal leak to media, Sandick said. Under U.S. law, grand jury materials must be kept secret, though they could eventually end up in publicly available court filings if a criminal case is brought in the investigation against Trump or someone else.

"This process is going to be frustrating for many members of the public," Sandick said. "But it is just the price we pay for having a legal system that lets people make arguments."

The move was strange as the company received a no-bid contract from&nbsp;Defence Department under an exception for “unusual and compelling urgency."

The government promised ApiJect $138 million to produce 100 million of its devices by the end of the year, which will require the company to retrofit new manufacturing lines in existing factories.

In addition to this, the company has been offered another $456 million as part of a public-private partnership contract to bring online several new factories to make another 500 million devices to “contain the pandemic spread to minimize the loss of life and impact to the United States economy,” said the document.

The product was spotted by Admiral Brett P. Giroir, HHS's assistant secretary for health, at the World Health Organization's Global Conference on Primary Health Care in Astana, Kazakhstan. Walker had presented the prototype to Giroir just to explain the work that his company was trying to achieve, and Giroir was adamant on having this product in the US.

US invests heavily in a company, without a factory, to deliver COVID-19 vaccine

Former lawyer of the US President Donald Trump has been put behind bars after he refused to adhere to a gag order&nbsp; as a condition of serving his criminal sentence under home confinement.

Michael Cohen, 53, was taken to the Metropolitan Correctional Center in Manhattan, according to his lawyer, Jeffrey Levine. Cohen has now been jailed for the second time, after he was earlier released in May from New York federal prison over concerns of possible exposure to coronavirus.

The signing of order, so close to elections, is being seen as a move to get more votes from the community, as a poll conducted by&nbsp;&nbsp;Quinnipiac University last month had revealed that almost&nbsp;57 per cent of Hispanic voters in the United States support former Vice President Joe Biden, while only 31 per cent support Trump.

However, Biden has now lost 9 per cent points compared to a previous poll conducted by the organisation while Trump gained 3 per cent points.&nbsp;

More than 705,000 Americans live in the District of Columbia, a Democratic stronghold with a population greater than two states, Wyoming and Vermont, and comparable to two others.

Democratic lawmakers frame the DC statehood bill as an overdue remedy to disenfranchisement perpetuated since Congress made Washington the nation's permanent capital in 1790, and a longstanding civil rights issue for a city that's nearly 50 percent black.

The statehood vote is the first in Congress since 1993. Never has such a bill -- appropriately titled HR-51 -- cleared the House or Senate.

"Congress has two choices: it can continue to exercise undemocratic autocratic authority over" Washington, "or Congress can live up to this nation's promise and ideals and pass HR51," said Washington's House delegate Eleanor Holmes Norton, who does not have floor vote privileges and therefore was unable to cast a vote for DC statehood.

Under the Democratic proposal, Norton said, a small federal district would remain, encompassing government buildings, Congress, monuments, the National Mall area and the White House.

Republicans who oppose the effort say it runs counter to the intent of the framers of the US Constitution who sought to create a unique federal district not influenced by any state.

"Washington DC was set apart as a seat of government, not as a part of the federation of states that the constitution grants us," Republican Jody Hice said.

Washington officials have long bristled at Congress's role in the capital's affairs, as the US Constitution grants Congress the right to exercise control over the city's business "in all cases whatsoever."&nbsp;

Maryland and Virginia ceded land in the 1780s for the creation of a federal capital along the Potomac River.&nbsp;

But unlike other American citizens, Washington residents have never had voting representatives in Congress, leading the city to print the famous, colonial-era battle cry, "Taxation without representation," on its vehicle license plates.

In an example of unwelcome federal intervention, the president this month sent federal forces to clear out protesters near the White House without coordinating with Washington Mayor Muriel Bowser.

The new state would be known as Washington, Douglass Commonwealth, taking the names of the nation's first president George Washington and prominent black abolitionist Frederick Douglass.

The movement has some high-profile backers. "DC should be a state. Pass it on," tweeted Democrat Joe Biden, who is challenging Donald Trump in November's presidential election.

But House Republican Mo Brooks likened the statehood effort to a power grab by Democrats seeking "two more guaranteed leftwing senators."

"Washington DC was set apart as a seat of government, not as a part of the federation of states that the constitution grants us," Republican Jody Hice said. Washington officials have long bristled at Congress's role in the capital's affairs, as the US Constitution grants Congress the right to exercise control over the city's business "in all cases whatsoever." Maryland and Virginia ceded land in the 1780s for the creation of a federal capital along the Potomac River. But unlike other American citizens, Washington residents have never had voting representatives in Congress, leading the city to print the famous, colonial-era battle cry, "Taxation without representation," on its vehicle license plates. In an example of unwelcome federal intervention, the president this month sent federal forces to clear out protesters near the White House without coordinating with Washington Mayor Muriel Bowser. The new state would be known as Washington, Douglass Commonwealth, taking the names of the nation's first president George Washington and prominent black abolitionist Frederick Douglass. The movement has some high-profile backers. "DC should be a state. Pass it on," tweeted Democrat Joe Biden, who is challenging Donald Trump in November's presidential election. But House Republican Mo Brooks likened the statehood effort to a power grab by Democrats seeking "two more guaranteed leftwing senators." Republicans float a concept known as "retrocession," in which Washington would return its residential land to Maryland, which would allow city residents to vote for senators and have a voice in Congress. Statehood is highly unlikely to succeed for now. Trump is opposed, and Republicans who control the Senate have said they have no intention to bring it to a vote. The last time the nation expanded was 1959, when Alaska was admitted as the 49th state on January 3 and Hawaii became the 50th state seven months later.
