With the White House and Congress still at an impasse over a new emergency relief package, Brainard warned that "the economy continues to face considerable uncertainty associated with the vagaries of the COVID-19 pandemic" and business shutdowns risk becoming permanent.

Amid the uncertainty, "fiscal support will remain essential to sustaining many families and businesses" and in fact that support is "key" to the economic outlook, she said in speech to the Broookings Institution.

The White House and Congress have been deadlocked for weeks over a successor to the $2.2 trillion CARES Act passed as the pandemic struck in March, and key provisions of the law including extra jobless payments and aid to small businesses expired at the end of July.

President Donald Trump's administration has balked at proposals from Democrats, who in May passed a $3 trillion spending package in the House of Representatives that remains in limbo in the Republican-controlled Senate.

US Treasury Secretary Steven Mnuchin on Monday said Republicans will soon unveil a new spending bill to aid the coronavirus-battered economy. He was set to testify before a House committee Tuesday.

Brainard's comments echoed those made repeatedly by Fed Chair Jerome Powell and other central bankers, who have warned that monetary policy cannot address all the problems posed by the severe economic downturn.

While the housing market is booming thanks to low interest rates, she noted that the recovery in employment -- after tens of millions of jobs were lost in the early weeks of the pandemic -- has stalled.

"The longer COVID-19-related uncertainty persists, the greater the risk of shuttered businesses and permanent layoffs in some sectors," she said in the event that featured the past two Fed chairs, Janet Yellen and Ben Bernanke.

She said the new Fed policy that Powell unveiled last week, which shifts emphasis towards holding interest rates lower for longer and tolerating higher inflation in order to boost employment "will strengthen our support for the recovery."

The new policy is especially important for Black and Hispanic workers who tend to be the first laid off in a downturn and the last hired in a recovery, Brainard said.

President Donald Trump headed Tuesday to Kenosha, the Wisconsin city at the center of a raging US debate over racism, despite pleas to stay away and claims he is dangerously fanning tensions as a reelection ploy.

The trip to a pivotal state in Trump's bid to overcome Democrat Joe Biden for a second term on November 3 came hours after police shot dead a black man in Los Angeles, raising fears of new unrest.

Trump has been hoping for months to shift the election from a verdict on his widely panned handling of the coronavirus pandemic to what he sees as far more comfortable territory of law and order.

And in Kenosha, in upheaval since a white police officer shot 29-year-old African American Jacob Blake in front of his three young sons, the Republican has found his mark.

Meeting the Blake family during his high-profile visit was not on his public itinerary but just before leaving Washington he suggested it was possible.

"I don't know yet. We'll see," he said when asked. "We'll be making that determination."

The president is due to confer with law enforcement officials and view damage from street violence that erupted after the August 23 shooting -- hammering home his message that protesters are largely "thugs" and criminals and police need greater support.

And the city's Democratic Mayor John Antaramian said over the weekend it was not a good time for the president to visit.

"Realistically, from our perspective, our preference would have been for him not to be coming at this point in time," he told National Public Radio.

Trump has declared his trip "could increase love and&nbsp;respect for our country."

Local resident Nicole Populorum sat on her front porch near the city courthouse Tuesday, watching the police close nearby streets.

Populorum -- who took the day off work because she didn't know if she'd be able to get home -- took issue with Trump's statement that he saved Kenosha from burning down by deploying the National Guard.

Trump heads uninvited to Kenosha in law and order push

After a massive civil unrest in the&nbsp;Wisconsin city over shooting of another Black man by the US Police, the US President Donald Trump visited the city to meet the "hurting Americans". However, the President did not meet the man who was shot, or even his family.

Trump travelled to Kenosha, Wisconsin without paying heed to several Democratic leaders who had urged the President not to visit the city while the city was observing protests after an African-American man Jacob Blake was shot seven times at point blank range in the back by the local police.

According to press secretary Kayleigh McEnany, "currently the plans are to meet with local law enforcement and some business owners and he'll survey the damage."

However, the President completely ignored the grieving family and did not pay the family a visit. McEnany, on being questioned about this, said, "The president wants to visit hurting Americans."

The President was repeatedly urged by the Wisconsin Governor Tony Evers and Mayor John Antaramian to not visit Kenosha, but the President decided to ignore the requests.

"No, because that -- Kenosha is something we did a good job on," Trump said when asked if he even considered the requests. "But I have to see the people that did such a good job for me and we are meeting with numerous people and we have tremendous support in the state of Wisconsin so I promise them when it all gets taken care of, we'll go."

The reason the visit was being objected to was that the local leaders and authorities felt his presence in the city could fuel violence and increase the tensions in the already-burning city. However, Trump said,&nbsp;"It will also increase enthusiasm and it could increase love and respect for our country, and that's why I am going because they did a fantastic job."

Tony Evers, however, said Trump's visit will redirect the resources "at a time when it is critical that we continue to remain focused on keeping the people of Kenosha safe and supporting the community's response."

"I am&nbsp;concerned your presence will only hinder our healing," he continued.

When asked why Trump has not reached out to the Blake family yet, Trump claimed that the family wanted lawyers to be present and he felt that was "inappropriate".

I thought it would be better not to do anything where there are lawyers involved. They wanted to have lawyers involved and I thought that was inappropriate so I didn't do that, but I did speak with the pastor -- was a fine man, wonderful man -- and I think we had a great talk, and I may at some point do that, but they did have a lawyer that wanted to be on the phone and I said no, that's inappropriate but I gave my best regards," Trump said.

Family's lawyer, Benjamin Crump, on this claim said,&nbsp;"When President Obama called Trayvon and Michael Brown's family, when Vice President Biden called George Floyd's family, their attorneys were present. We don't understand why it would be an issue with Trump's administration, and furthermore last time I checked they had a DOJ investigation that had been started in this matter, so it would be totally appropriate for family to have counsel on the phone," Crump said.

"They (White House) have their attorneys. Why shouldn't the family have their attorneys?" he continued.

Blake's family, too, has taken a step back and expressed their views on Trump not visiting the family.&nbsp;"Our family don't particularly want to have anything to do with him," Justin Blake, victim's uncle said. "We believe he incited this violence."

During a media briefing, he also defended the actions of a 17-year-old boy who had opened fire during the protests.&nbsp;“He was trying to get away from them ... And then he fell and then they very violently attacked him,” Trump said at a briefing. “I guess he was in very big trouble ... He probably would have been killed.”

On the third night of protests, Kyle Rittenhouse,&nbsp;shot three protesters, two fatally, with an assault rifle.&nbsp;He has been charged as an adult, although he is 17-year-old, with two counts of first-degree homicide and one count of attempted homicide.

“In America, we will never surrender to mob rule, because if the mob rules, democracy is indeed dead,” Trump added.

Ending weeks of speculation, Japan's Prime Minister Shinzo Abe announced on Friday that he is stepping down for health reasons a second time.

Shinzo Abe had earlier made two trips to the hospital amid speculation over his health.

"It is terrorising its own people. And it is threatening the well being of the world," he said adding that in China, expressing beliefs or ideas not approved by the CCP - religion, democracy, human rights - can lead to prison and the nation lives under mass surveillance and censorship.

He said the US must use its values of freedom, democracy, and the rule of law to "gather a coalition of other democracies to stop China's aggression."

He added that he knows standing up to fight unfairness is not easy and so does Trump "but he has shown the courage to wage that fight. Hahn said the FDA`s recent authorization of a coronavirus treatment using blood plasma from recovered patients was not made because of political pressure and emphasized that on his watch any decision on a vaccine would be based on science.

Peter Marks, director of the FDA's Center for Biologics Evaluation and Research and a regulator who will help decide the fate of coronavirus vaccine candidates, has said he would resign if the Trump administration approved a vaccine before it was shown to be safe and effective.

Hahn said he had spoken to Marks and respected his judgment.

"I'm not going to ... speculate about what I would do," in such a situation, he said. "But what I can tell you is that I will not participate in a decision at FDA that`s made upon anything other than data and science. That I can assure you," he said.

Trump hailed the FDA "emergency use authorization" for convalescent plasma on Sunday, shortly before the beginning of this week's Republican National Convention.

Hahn said the decision was made by the agency's scientists and that he concurred with it after looking at the data.

Hahn acknowledged that Dr. Anthony Fauci, the top U.S. infectious diseases expert, and Dr. Francis Collins of the National Institutes of Health had expressed concern that the data did not justify the authorization.

"Previously when we did have a discussion with them, they were concerned that the data might not be robust enough. That`s why we did the validation ... to provide further confirmation," Hahn said.

As the US Presidential elections are coming closer, Donald Trump, who is re-running for the post in November is reaching out to all communities, even the Indian-American community.

Aiming to gain confidence of the Indian-American community, which is nearly 2 million in the US, Trump's campaign released a video titled "4 more years" with a mix of speeches of Indian Prime Minister Narendra Modi from his visit to the US during the 'Howdy Modi' event and Trump's visit with his family to&nbsp;Ahmedabad, India in February 2020.

The video opens up with Modi introducing the US President by saying, "He needs no introduction. His name comes up in almost every conversation — the President of the United States of America, Mr. Donald Trump."

The elections have been in the controversy due to the concerns raised by Trump for&nbsp;mail-in ballots, as he believes the local post office service — United States Postal Service (USPS) — is not ready to handle such a huge turnout of mail-in votes.

To add on to the controversy, Trump has now stated that according to him the election results cannot be deteremined for weeks, or months.

"You'll never have an election count on November 3," Trump said in a speech to the Council of National Policy, a conservative activist group.

"You're not going to be able to know the end of this election, in my opinion, for weeks, months, maybe never," he said.

Due to the coronavirus pandemic, the USPS is expecting almost&nbsp;50 million votes to be cast by mail this year. However, the old organisation has received almost no support from the US President who claims this will be a huge embarassment for the country.&nbsp;"We're not prepared for this, 51 million ballots. It will be a tremendous embarrassment for the country," he said. "This is a very serious problem for a democracy."

Trump, who has been accused several times for colluding with Russia in the 2016 elections, believes his opposition party is stressing over relying on the USPS for voting day as it is allegedly an easy way to manipulate the 2020 elections.

While he is adamant on calling this to be a systemic problem, local voters and experts seem to believe this is his reaction to the poll resulkts that suggest he is trailing behind in the race against Joe Biden.

However,&nbsp;&nbsp;Bill Evanina, director of the National Counterintelligence and Security Center has also stated a similar concern but due to cyberattacks.&nbsp;"We need to prepare as a nation that the election will not be decided on November 3," he said.

He added that it is not the USPS he is worried about, but the meddling by cyber criminals throughout the month on November, and especially on November 04 and 04.&nbsp;"I'm worried about ransomware attacks. I'm worried about cyberattacks. I'm worried about the inability of people to vote because of cyber penetrations and ransomware."

"We need to prepare as a nation that the election will not be decided on November 3," he said. He added that it is not the USPS he is worried about, but the meddling by cyber criminals throughout the month on November, and especially on November 04 and 04. The United States Postal Service is popularly known for delivering mail despite snow, rain or heat, but it faces a new foe in President Donald Trump.

Ahead of the November 3 elections in which millions of voters are expected to cast ballots by mail due to the coronavirus, Trump has leveled an unprecedented attack at the USPS, opposing efforts to give the cash-strapped agency more money even as changes there have caused widespread delays in delivering letters and packages.

"They need that money in order to have the post office work so it can take all of these millions and millions of ballots," Trump told Fox News on Thursday, calling the money "fraudulent."

"But if they don't get those... that means you can't have universal mail-in voting."

On Saturday, Trump continued his assault on mail-in voting by telling reporters it would be a "catastrophe" and retweeting articles and comments alleging fraud.

The Democratic opposition has sharply condemned Trump's statements, with some lawmakers claiming that the president is plotting to snarl the post office to undermine voting, create uncertainty and win a second term.

"Pure Trump. He doesn't want an election," said Democratic challenger Joe Biden.

Biden's running mate, Senator Kamala Harris, tweeted: "We cannot let Donald Trump destroy the United States Postal Service."

Trump, asked by a reporter Saturday if he was trying to hobble the USPS, replied: "No, not at all."

But the concerns are unlikely to disappear.

Reflecting the escalating nature of the controversy, former president Barack Obama has also weighed in.

"What we've never seen before is a president say, 'I'm going to try to actively kneecap the Postal Service ... and I will be explicit about the reason I'm doing it,'" Obama said in a podcast with a former aide.

On Saturday, protesters gathered at the Washington home of Postmaster General Louis DeJoy, blaring horns and banging pots in anger.

USPS spokesman David Partenheimer attributed changes at the agency to its poor financial state.

"We are not slowing down election mail or any other mail," he told AFP.

"The Postal Service is in a financially unsustainable position, stemming from substantial declines in mail volume and a broken business model," he explained.

"We face an impending liquidity crisis," Partenheimer said, calling on Congress and regulators to enact reforms.

The postal troubles come as Congress remains deadlocked over a new stimulus bill to follow the $2.2 trillion CARES Act package passed in March as the coronavirus crisis erupted.

As concerns mount over the USPS's ability to handle the expected surge in ballots, states are working to ensure their residents' votes count.

Pennsylvania this week asked its supreme court to push back its deadline for accepting mail-in ballots.

In a court filing, it cited a letter from a USPS official to the state warning of "a risk that ballots requested near the deadline under state law will not be returned by mail in time to be counted under your laws."&nbsp;

The Washington Post reported on Friday similar notices were sent to 45 other states and the District of Columbia.

Jon Tester, a Democratic senator from Montana, also has asked DeJoy in writing to explain reports that the USPS was removing mailboxes from towns in the state.&nbsp;

Late Friday, a USPS spokesman told CNN that removal of mailboxes was being halted in 16 states, including Montana, and parts of two others.

India performed 719,364 coronavirus disease (Covid-19) tests on August 8, taking the total number of daily testing closer to the Indian Council of Medical Research (ICMR) target of one million per day by the end of August.

ICMR is in the process of ramping up Covid-19 testing in the country.

Facebook removes small pro-Trump network based in Romania

The US President Donald Trump has given an ultimatum to the Chinese short-video sharing app TikTok to either sell its US operations to a US-based company or face the ban.

The President believes the Chinese parent company ByteDance is a tool for Chinese Intelligence. However, Trump has reportedly not provided any proof of this accusation.

The accusation, therefore, is being met with criticism from China.&nbsp;

Following the 'final warning' given to ByteDance from trump, the Editor-in-Chief of the state-run media house Global Times took to Twitter to express his displeasure over the whole situation.

Hu Xijin claimed that it is not just the Chinese companies but also the Chinese journalists who have been facing hostility from the Trump administration. He accused the US government of not renewing the visas of the Chinese journalists, and claimed that if situations do not improve, China will retaliate.

“Given that the US side hasn’t renewed visa of Chinese journalists, Chinese side has prepared for the worst scenario that all Chinese journalists have to leave the US,” Hu said on Twitter. “If that’s the case, Chinese side will retaliate, including targeting US journalists based in HK.”

The US put a limit on the number of Chinese journalists who would get a visa to travel to the US for work, and in return China fired three journalists from&nbsp;New York Times, Wall Street Journal and the Washington Post.
