<p>Additionally, at least 2,500 tourists are stuck in and around the state’s Chungthang town&nbsp;Prabhakar Rai, director of Sikkim’s State Disaster Management Authority (SSDMA) told the news agency.&nbsp;</p>

<h2><strong>What happened in Sikkim?</strong></h2>

<p>The Lhonak Lake in North Sikkim — a glacial lake situated in the state’s northwest at 17,000 feet — burst, unleashing a flood of water that eventually raised the water levels of Teesta River to alarming levels.</p>

<p>The rise of water levels in the river flooded at least four districts, including Mangan, and Gangtok, on Wednesday (October 4), the SSDMA said.</p>

<p>“The lake outburst in portions of Lhonak Lake in North Sikkim caused a rise in water levels with very high velocities near about 15m/sec, crossed the CWC (Centre Water Commission) Melli site measuring 227 m, near about 3m above Danger Level, at 0600 am (local time),” it added.&nbsp;</p>

<p>As many as 25,000 people have been affected due to the floods, according to media reports.&nbsp;</p>

<p>The National Disaster Management Authority believes that the possible cause of the flash flood in Sikkim could be a combination of excess rainfall and a <a href="https://www.wionews.com/india-news/explained-is-sikkim-flash-floods-a-result-of-cloud-burst-or-glacial-lake-outburst-642897">Glacial Lake Outburst Flood (GLOF)</a> event at South Lhonak Lake in North Sikkim.&nbsp;</p>

<p>However, an official statement from the Sikkim government is awaited over the cause of the lake outburst.&nbsp;</p>

<h2><strong>What’s the damage?</strong></h2>

<p>According to reports, around 14 bridges have been washed away which has hampered rescue operations which were already adversely affected due to heavy rainfall in the region.&nbsp;</p>

<p>“Due to bad weather conditions we cannot have air service towards the northern part of the state,” Rai told Reuters.</p>

<p>However, officials have said they set up nearly two dozen relief camps where food and medical assistance were being provided.</p>

<p>“The search operations are being undertaken under conditions of incessant rains, fast-flowing water in Teesta River, roads and bridges washed away at many places,” an Indian defence spokesperson said on X.&nbsp;</p>

<p>Images and videos from the Indian state showed flood waters entering built-up areas where several houses collapsed, as well as army bases and other facilities damaged and their vehicles submerged.<br />

<h2><strong>Situation to worsen?</strong></h2>

<p>The weather department has predicted heavy rain over the next three days in parts of Sikkim and neighbouring states. This comes after the Indian state had already received 101 mm in the first five days of October which is more than double normal levels.&nbsp;</p>

<h2><strong>Bangladesh on alert</strong></h2>

<p>Officials in neighbouring Bangladesh are also on alert after an Indian state-run water development board official, according to Reuters, said that five districts in the northeastern state could witness a flood due to a rise in the level of the Teesta river, which enters Bangladesh downstream of Sikkim.</p>

<p>An alert was issued in the north and east districts on Wednesday (Oct 10) by the state administration after a sudden rise in the river’s water was witnessed on Tuesday night.&nbsp;The flood started around 1.30 am.</p>

<p>The flash floods were caused due to a&nbsp;sudden cloudburst above Lhonak Lake in North Sikkim that made the Teesta River swell within Lachen Valley on Wednesday. The situation worsened&nbsp;after the release of water from Chungthang dam&nbsp;that submerged camps and vehicles, and resulted in the washing away of 22&nbsp;army personnel.</p>

<p>The floods washed away a portion of Malli Road, the Indreni steel bridge in Gangtok's Singtam and the main highway connecting Sikkim to West Bengal state.</p>

<p>A "cloudburst in portions of Lhonak Lake, which caused the rise of water levels with very high velocities downstream along the Teesta River basin in the early hours of Wednesday", damaged many establishments in Mangan, Gangtok, Pakyong, and Namchi districts,&nbsp;the Sikkim State Disaster Management Authority (SSDMA) said in a press release.</p>

<p>"Three bodies have been recovered from Singtam during rescue and relief efforts," SSDMA said.</p>

<p>“Five bodies have been recovered from Golitar and Singtam region,” Gangtok Sub-Divisional Magistrate (SDM) Mahendra Chettri said.</p>

<p>The Sikkim government issued a notification declaring the floods as a natural disaster.</p>

<p>Along with 22 army personnel, 47 civilians are missing. Rescuers have been able to bring 166 people to safety, including 1 armyman.&nbsp;Defence Spokesperson Lt Col Mahendra Rawat has said that health of the rescued armyman is stable.</p>

<h2><strong>15,000 people affected by floods</strong></h2>

<p>Chief Secretary of the state VS Pathak said that around 15,000 people have been affected and at least eight major bridges have been washed away along the banks of the Teesta River.</p>

<p>“Some army establishments along the valley have been affected and efforts are on to confirm details,” Defence Public Relations Officer spokesperson, Guwahati, said in a statement.</p>

<p>The army vehicles were parked at Bardang near Singtam when the flash flood occurred after the release of water from the Chungthang dam.</p>

<p>"Flooding of Teesta River Basin has occurred due to cloud burst in the Northern Part of Mangan District. All are advised to stay alert and avoid travel along the River Basin," an alert message by Sikkim State Disaster Management Authority said.</p>

<p>According to a report by NDTV, the state government said in a notification on Monday (August 14) that the sabbatical leave for such employees seeks to give multiple opportunities, which otherwise are not available to them because of service rules.</p>

<h2><strong>What is the scheme about?</strong></h2>

<p>The notification said that as per the scheme, an employee will be allowed sabbatical leave for not less than 365 days, extendable up to a maximum of 1,080 days for only once in the entire service period.</p>

<p>The interested regular state government employees should have completed not less than five years of continuous service, it said. The notification also pointed out that the employees on sabbatical leave can be called back to join duty whenever the Sikkim government finds it necessary to do so in the state's interest by giving a month's notice.</p>

<h2><strong>Who are ineligible?</strong></h2>

<p>As per the NDTV report, the state government notification also said the sabbatical leave scheme will not apply to government employees who are members of the All India Service or serving the state government on deputation from the central government, other state governments' PSU, boards and centrally sponsored schemes.</p>

<p>Those ineligible also include employees against whom department inquiry or vigilance cases are being considered or pending or those employees placed under suspension are not eligible till the cases are solved.</p>

<p>Also, regular government employees who have taken bank loans for which repayment is deducted from their salary will not be eligible for the scheme if the Equated Monthly Installment (EMI) cannot be met from the 50 per cent reduction in monthly pay during the leave period.</p>

India: Sikkim introduces 3-yr sabbatical leave with 50% salary for regular govt employees

<p>Intense monsoon rains have caused landslides and floods in several parts of Assam, Sikkim and north Bengal prompting rescue efforts and relief operations by authorities.</p>

<p>The India Meteorological Department (IMD) has issued a red alert for North Bengal and Sikkim.&nbsp;</p>

<p>With the rise in the water level of major rivers in the north-eastern state, the situation worsened on Friday affecting around 67,000 people in 17 districts.</p>

<p>Thousands of people in the Basbari area of Assam's Bongaigaon district were forced to take shelter on roads after flood waters of the Aie River submerged their homes.</p>

<p>The people in the area are facing massive issues including food crisis, drinking water and many of them have become homeless.</p>

<p>Assam Chief Minister Himanta Biswa Sarma on Friday morning said that the authorities were releasing excess water from Kurichu dam in Bhutan.</p>

<p>"The excess water is being carefully redirected through the gates to control the flow. According to reports, the weather in the upstream of the plant has improved since yesterday. Therefore the amount of water coming in may not be huge. We are closely monitoring the situation," Sarma said.</p>

<p>According to the Assam State Disaster Management Authority (ASDMA), the water level of the Brahmaputra River was flowing above the danger level mark at Dhubri, Neamatighat in Jorhat district, Beki River at Road Bridge, Disang River at Nanglamuraghat in Sivasagar district.</p>

<p>As per news agency ANI reports, the Aie River swallowed a market area, as many as 40 houses, one temple, one Mosque and several bighas of agricultural lands.</p>

<p>Naruttam Mazumdar, a resident of the Basbari area told ANI that, in the last two years the people of the area had to face massive problems.</p>

<p>"Around 30-40 families have lost their homes due to river erosion and many of them left this area. My house is also located nearby the river. I am also now fearing that, the river will swallow my house and due to this reason, I am now destroying my house. Where, we will go, where we will live. Maximum villagers of this area are labourers and few villagers are engaged in small business," Naruttam Mazumdar said.</p>

<p>On the other hand, Saddam Hussain, a resident of Basbari village said that people are now facing lots of problems.</p>

<p>"More than 30 houses were submerged due to river erosion. Earlier, the river swallowed the temple, mosque of this area and many bighas of agricultural land. People of this area are now living in fear," Saddam Hussain said.</p>

<p>Earlier on Tuesday, the situation in Assam's Lakhimpur district deteriorated after several new areas were swamped affecting around 60,300 people.</p>

"The excess water is being carefully redirected through the gates to control the flow. According to reports, the weather in the upstream of the plant has improved since yesterday. Therefore the amount of water coming in may not be huge. We are closely monitoring the situation," Sarma said. According to the Assam State Disaster Management Authority (ASDMA), the water level of the Brahmaputra River was flowing above the danger level mark at Dhubri, Neamatighat in Jorhat district, Beki River at Road Bridge, Disang River at Nanglamuraghat in Sivasagar district. A total of 36 foreign tourists found themselves stranded at hotels in the picturesque areas of Lachen and Lachung. These areas serve as gateways to several scenic destinations.</p>

<p>The Indian Meteorological Department (IMD) has issued warnings of heavy to very heavy rainfall in Northeast India, Sub-Himalayan West Bengal, and Sikkim over the next five days. <p>The march, according to TYC President Gonpo Dhundup, was organised to mark the forced signing of the "Seventeen-Point Agreement" by Tibetan delegates and Chinese representatives on May 23, 1951, which eventually resulted in China occupying Tibet.</p>

EXPLAINED: What is Tibet Matters March?

<p>The body of the Indian Army soldier who was driving a truck when it fell into Teesta River last week has been recovered. A joint operation by a team of the Army, National Disaster Response Force and Disaster Management Group of West Bengal Police divers managed to recover the missing body.&nbsp;</p>

<p>The deceased has been identified as 25-year-old Thakor Rasangji Savaji. The body has been taken over by the Army after post-mortem and is currently on its way to Savaji's hometown of Silipur in the western Indian state of Gujarat.&nbsp;</p>

<p>He is survived by his wife and a nine-month-old son. The Indian Army released a statement and paid tribute to the fallen soldier.&nbsp;</p>

<p>"General Manoj Pande #COAS &amp; All Ranks salute the supreme sacrifice of Sepoy Thakor Rasangji Savaji, who laid down his life in the line of duty at #Sikkim and offer deepest condolences to the bereaved family," read the statement.&nbsp;</p>

<p>Last Wednesday, Savaji was driving the truck with a lone passenger when it skidded off the road and fell into the rover. The passenger managed to escape the tumbling truck, suffering injuries but Savaji went missing.&nbsp;</p>

<p>“Indian Army truck while on operational duty moving from Gangtok towards Sevoke road skidded off the road and fell into Teesta River at 11:30 am today. One passenger and driver were on the truck. The passenger managed to jump out and sustained injuries. Search op for the driver and vehicle underway,” the Indian Army said in a statement at the time.&nbsp;</p>

<p>Savaji's unfortunate death was a freak accident as he had been driving in the hilly areas for operational duties for the last four years. Apart from Sikkim, he had driven the truck in the treacherous terrain of Jammu &amp; Kashmir.&nbsp;</p>

<p>A police and departmental inquiry has been launched into the matter to ascertain the real cause of the accident.&nbsp;</p>

<p>Tsongmo, a well-known tourist spot in Sikkim, close to Nathula Pass&nbsp;has been hit by a major avalanche on Tuesday. According to&nbsp;PTI, seven&nbsp;people, including a child have&nbsp;died as a result of the natural disaster.&nbsp;</p>

<p>"By 3 PM, 14 persons were rescued and taken to nearby Army medical facility. However, seven persons succumbed. The other seven persons were administered first aid and returned to Gangtok," said the Army.</p>

<p>As per&nbsp;an Army statement, it is estimated that five to six vehicles and 20 to 30&nbsp;visitors who were travelling to Nathu La got stuck in the snow.&nbsp;</p>

<p>At least 150 visitors were in the region when the avalanche occurred at 12:15 pm on the 15th Mile of the Jawaharlal Nehru Road between Gangtok and Nathu La.&nbsp;</p>

<p>Prime Minister Narendra Modi tweeted saying "all possible assistance is being provided to those affected" and that he was distressed by the tragedy.</p>

<p>Political leaders in India including Prime Minister Narendra Modi expressed their condolences. Taking to Twitter, Modi prayed for the recovery of the injured soldiers.&nbsp;</p>

In August this year, six paramilitary personnel were killed in an accident in Jammu and Kashmir when an armoured vehicle carrying them rolled down a mountain slope, news agency AFP reported.</p>

<p>"China has been implementing the consensus between the two countries' leaders. We have been committed to upholding our national sovereignty, security as well as stability along the border," Zhao said.</p>

Border situation with India stable and controllable: China

<p>Speaking with the reporters in the Oval Office of the White House on Thursday, the US President Donald Trump told the media that Indian Prime Minister Narendra Modi is not in a good mood&nbsp;over the recent conflicts between the two countries.</p>

<p>"Have a big conflict ...India and China. Two countries with 1.4 billion people (each). Two countries with very powerful militaries. India is not happy and probably China is not happy," he said when asked if he was worried about the border situation between India and China.</p>

<p>"I can tell you; I did speak to Prime Minister Modi. He is not in a good mood about what is going on with China," Trump said.</p>

<p>However, sources have denied any communication between Trump&nbsp;and Modi.</p>

<p>To this end, a defence spokesperson, in a statement, said, "Aggressive behaviour by the two sides resulted in minor injuries to troops. The two sides disengaged after a dialogue and interaction at local level.</p>

<p>"Temporary and short duration face-offs between the border guarding troops do occur as boundaries are not resolved."</p>

<p>Sources told WION there was nothing "extra-ordinary" about the scuffle&nbsp;in Sikkim and that "more face-offs happen in summer than winters."</p>

<p>The second face-off took place in eastern Ladakh in the intervening night of May 5 and 6. Sources told WION that during the clashes some soldiers were hurt, and the issue was finally resolved.</p>

<p>WION asked Chinese embassy for a response on the face-off, but to no avail.</p>

<p>The last major stand-off that took place between India and China was the 2017 Doklam crisis at the trijunction of India, China and Bhutan. The over two-month long stand-off started with Chinese army building a road into Bhutanese territory and this was stopped by Indian troops.</p>

<p>This was followed by Wuhan informal summit in 2018 in which India Prime Minister Narendra Modi and China President Xi Jinping met in the Chinese city and gave guidance to their respective militaries -- in order to strengthen communication to "build trust and mutual understanding and enhance predictability and effectiveness in the management of border affairs" so that any repetition of Doklam crisis is avoided.</p>

<p>"These tourists, travelling in nearly 300 taxis, were returning from Nathu La Pass - Tsomgo Lake on Friday evening and got stranded midway at various points along Jawaharlal Nehru road as the motorable stretch was blocked by snow," read an official statement by Indian Army.</p>

<p>The stranded tourists including women, children and elderly persons were accommodated at Army Camp at 17th Mile.</p>

<p>The Army provided JCB and Dozers to clear the snow and restore road connectivity at the earliest.</p>

<p>The evacuation process is still on and will continue till all stranded tourists are safely evacuated to the state capital Gangtok.</p>

<p>According to the India Meteorological Department (IMD), Gangtok is likely to receive cloudy sky and rain in the next week.</p>

<p>It is not as if smaller states do not have a cadre. Sikkim, Manipur and Tripura have separate cadre and it has helped states develop well. Indian Frontier Administrative Service functioned till 1968. It was subsequently merged with the Indian Administrative Service. AP was created in 1987 but continues under the AGMUT cadre and has dedicated 42 officers.&nbsp;</p>

<p>Moreover, it is not as people have not demanded a separate cadre or parties have kept silent on it. On October 1, 2019, BJP state executive meeting passed the resolution for separate cadre for the second time apart from one already passed by all party MLAs in the legislative sessions. Time has come to accommodate special need of&nbsp;the North-East. The proposal for a second time zone could not pass muster because of administrative hassles and lack of political will.&nbsp;</p>
