On Wednesday, the party included a few lines demanding the “government to strengthen the spirit of nationalism by including the complete map passed by the federal parliament in the curriculum.”

“This General Convention makes a special appeal to the Government of Nepal, all the political parties of the country and the stakeholders to repeal all the unequal treaties and agreements including the treaty of 1950 and to take necessary steps in the new treaty as required on the basis of universal equality and mutual benefit,” the document added.&nbsp;

In addition, the party has also demanded the Government of Nepal to take diplomatic initiative for action and compensation to those involved in the Darchula incident where a Nepalese man was washed away in the Mahakali river along the Indian border.&nbsp;

Dahal in his document has outlined the Nepali way to achieve socialism in the 21st century. He added that the party should strive to ensure identity-based federalism from three fronts,&nbsp;street, parliament, and the government.

The amendments in the document comes&nbsp;just days before Prime Minister Sher Bahadur Deuba’s visit to India. The PM is scheduled&nbsp;to attend the 'Vibrant Gujarat Summit' and hold meetings with his Indian counterpart Narendra Modi.&nbsp;

Earlier in November, a similar statement was made by former Prime Minister KP Sharma Oil during his party CPN-UML convention. He vowed to fight for Kalapani, Limpiyadhura, and Lipulekh if he returns to power.

The division among the political parties is over whether to give a parliamentary nod to the Compact in its current format or whether to get it endorsed after amendment on ‘disputed’ clauses of the Compact.

Amid the chaos, six ordinances were presented including Acid and Other Hazardous Chemicals (Regulation) Rules, 2021 Bill, and the first amendment to Social Security Ordinance.&nbsp;

The CPN-UML has been obstructing the House proceedings since the last session demanding that 14 members from the breakaway faction NCP(US) be dismissed from their positions. So, the next meeting has been scheduled for December 21.&nbsp;

The Tuesday’s parliament session was called on the same day the board meeting at the MCC headquarters in Washington was scheduled to be held to discuss the Nepal Compact.&nbsp;

Surya Raj Acharya, a public intellectual as an independent expert in development and infrastructure policy believes Nepal should not pass the MCC in its current form.&nbsp;

“If Nepal fails to ratify the compact, there are going to be fallouts. But that impact will not to be to the extent as some people are suggesting like there will be impact in bilateral relations, we will be isolated from the international community, other donors (foreign aid) will run away. I don’t believe this. However, the government of Nepal and politicians should be careful to send an appropriate message if it fails to ratify,” Acharya told WION.&nbsp;

He says Nepal should send a clear message in case of the failure of the ratification, “it doesn’t mean that Nepal has some geo-political inclination towards some neighbor, forces. We are following our non-aligned position”.

“Over the MCC compact, there is unfortunate polarization on political level, intellectual level and even among general people. So, it is in the interest of both Nepal and the US to not ratify in the current form,” he added.&nbsp;

Speaking on the ongoing debate MCC vs BRI in the country, he said, “These questions are not relevant. Nepal needs foreign aid whether it is from the US or other multilateral agencies, India, China.”&nbsp;

Meanwhile, speaking to WION, Gyanendra Lal Pradhan, a Hydropower Specialist and Entrepreneur said MCC is the backbone of Nepal.&nbsp;

“The MCC compact is the backbone for the hydropower sector in Nepal because all hydropower development taking place, we have no connectivity, no market connection. So, it is power wastage. The MCC will teach us how to do half a million-dollar projects in five years. MCC is a lifeline for this country. If this project goes back, there will be no trust,” Pradhan said while highlighting the importance of transmission lines in Nepal.&nbsp;

The delays and flip-flopping by Nepali leaders seem to have alarmed the Americans. Two recent visits to Nepal by high-level US officials signaled the urgency of the matter.&nbsp;

In September, Fatema Z Sumar, the Millennium Challenge Corporation Vice-President, paid a four-day visit to the country and met with business and political leaders in Kathmandu.&nbsp;

Then in November, US Assistant Secretary of State for South and Central Asian Affairs Donald Lu visited Kathmandu. They are said to have given Nepal an ultimatum to arrive at a decision on the deal before mid-December.&nbsp;

It will be a challenge for Prime Minister Sher Bahadur Deuba to reach a consensus on the MCC, taking into account US pressure on the one hand and coalition partners on the other.

Nepal Parliament winter session begins, MCC ratification still pending

Nepal Prime Minister Sher Bahadur Deuba on Thursday shared Nepal’s experiences in the journey of democracy and democratic transformation during the Summit for Democracy hosted by United States President Joe Biden.&nbsp;

Deuba participated in the Leader’s Summit for Democracy hosted virtually and highlighted the achievements made on the front of Nepal’s home-grown peace process.&nbsp;

The Prime Minister stated that the democratic and inclusive Constitution was made by the elected Constituent Assembly as part of the peace process.&nbsp;

“He stated that Nepal’s success story is a testimony that even the most complicated political differences could be resolved through dialogue. While highlighting Nepal’s commitments to and achievements on gender equality, the Prime Minister stressed that democracy must deliver on people’s aspirations and that the country has now prioritized economic agendas in order to sustain democracy,” according to the statement released by the Ministry of Foreign Affairs.&nbsp;

The Prime Minister also sent a pre-recorded video message for the summit in which he shared Nepal’s commitments to women empowerment, fight against corruption, inclusive representation in all domains of governance and completion of the peace process, among others.

Nepal has also released a separate statement outlining the country's views on democracy, human rights, and good governance as well as achievements made on these fronts.

Earlier, US Embassy in Nepal hosted a Summit for Democracy supporting event on the eve of the summit.&nbsp;

Addressing the event, US Ambassador Randy Berry highlighted the achievements Nepal has made in recent years, “In many ways Nepal serves as a model for the region and the world. Within the last 15 years, Nepal has progressed through a violent Maoist conflict, subsequent peace process, the return of democratic governance, and the ratification of a constitution that defined Nepal as a secular, democratic, and federal government.”

Nepal commits to sustain democracy, highlights achievements during Biden’s democracy summit 

On the occasion of the 37th Charter Day of the SAARC (South Asian Association for Regional Cooperation), Nepal Prime Minister Sher Bahadur Deuba on Wednesday called for the early convening of the 19th summit while emphasising the need to revitalise the South Asian grouping.&nbsp;

The SAARC observes December 8 each year as the establishment day of the regional body.

The 19th Summit was scheduled to be held in Islamabad on November 15-16, 2016, but it was cancelled due to "political reasons".&nbsp;

Issuing a statement as the SAARC chair, the Nepal Prime Minister called for all nations to recommit to promote a stronger, “more effective and result-oriented SAARC grounded in cooperation, trust and understanding”.&nbsp;

Referring to the challenges and vulnerabilities posed by COVID-19, Deuba said, “With new COVID-l9 variants still marching across the world, the current pandemic continues to intensify the pre-existing challenges and pose new vulnerabilities in our region. This has made the need to reembrace regional understanding and solidarity more critical now than ever before. We must strive towards deeper regional integration with a focus on resilient recovery and building back better.”

Deuba underlined the need to drive the regional process with a forward-looking perspective.&nbsp;“We must revitalize the SAARC process through an early convening of the 19th Summit.”

The prime minister stated that the SAARC charter was a blueprint of regional cooperation and partnership and that some notable progress was made towards promoting the welfare of the people in South Asia.&nbsp;

“As the current Chair and founding member of SAARC, Nepal is fully committed to the vision, principles and objectives of its Charter. We will continue to play a constructive role to enable the Organization to deliver wider benefits for the peoples of the region,” the statement said.&nbsp;

Nepal Prime Minister Sher Bahadur Deuba on Thursday held an extensive conversation with Donald Lu, the United States assistant secretary of state for South and Central Asian affairs on various matters ‘concerning’ Nepal-US relations.&nbsp;

Donald Lu, who is on a two-day visit, reiterated the United States’ commitment to continuing its support and partnership with Nepal on COVID-19, climate change, and other mutual interests.&nbsp;

Lu's visit comes as the US and Nepal mark 75 years of diplomatic relations.&nbsp;

Speaking on the recently concluded COP26, “Assistant Secretary of State Ambassador Lu conveyed the US Government’s planned support in the areas of adaptation and mitigation through climate finance and technology transfer,” said the Ministry of Foreign Affairs in a statement.&nbsp;

Prime Minister highlighted Nepal’s democratic credentials and the commitment to human rights and the rule of law.&nbsp;

PM Deuba also confirmed his participation in the forthcoming Summit for Democracy to be convened by the President of the United States.&nbsp;

President Biden will host the first of two Summits for Democracy on December 9-10, which will bring together leaders from government, civil society, and the private sector to set forth an affirmative agenda for democratic renewal and to tackle the greatest threats faced by democracies today through collective action.

Meanwhile, US Deputy Assistant Secretary of State for South and Central Asia Kelly Keiderling arrived in Nepal later on Thursday.&nbsp;

"Asst Secretary Lu and Deputy Assistant Secretary Keiderling reiterated the United States' commitment to continuing its support and partnership with Nepal in the areas of mutual interest like COVID-19, climate change, and others," US Ambassador Randy Berry said in a tweet.&nbsp;

Along with meeting government leaders, both US officials will also visit cultural heritage sites.

The United States government’s Millennium Challenge Corporation (MCC) on Saturday expressed dissatisfaction over the delay in Parliamentary ratification of its $500 million grant to Nepal, after the government prorogued the session on Friday.

The government decided to end the Parliament session as the main opposition party, CPN-UML, had been obstructing House proceedings since September 8 when the new session of the Parliament began.

The main opposition party stalled the House proceedings to protest the alleged bias of Speaker Agni Prasad Sapkota.

Later in the evening, the MCC, a US government aid agency, issued a statement, saying, “The delay in ratification jeopardises the critical and timely support for this $500 million grant which would provide to help more than 23 million Nepalis access reliable energy and safer roads,” the statement said.&nbsp;

The statement, however, said that they were assured by the coalition leaders to ratify the grant as soon as possible.

As the five-party ruling coalition alliance agreed on a shared cabinet, Nepal Prime Minister Sher Bahadur Deuba on Friday formed a 25-member cabinet after three months of assuming power.&nbsp;

President Bidya Devi Bhandari announced the appointment of 16 new ministers and two state ministers on the recommendation of Prime Minister Deuba.&nbsp;

Out of the 25 cabinet portfolios, the Nepali Congress-led by Deuba is holding nine seats, including the Prime Minister’s seat and one state minister’s seat.&nbsp;

Among the newly appointed ministers from the Nepali Congress are Gyanendra Bahadur Karki as Communication and Information Minister, Minendra Rijal as Defence Minister, Uma Kanta Chaudhary as Water Supply Minister and Gajendra Bahadur Hamal as Minister of Industry, Commerce and Supply.&nbsp;

Last month, Nepali Congress leader Narayan Khadka was appointed as Foreign Minister, and earlier, Deuba had appointed Bal Krishna Khand as Home Minister.&nbsp;

Earlier in July, Deuba had also appointed Umesh Shrestha as state minister for Health and Population. Now, Shrestha has been shifted to the Office of the Prime Minister and Council of Ministers as state minister without portfolio.

Meanwhile, the CPN-Maoist Centre, an alliance partner, holds six cabinet seats after Devendra Poudel was appointed as Education Minister, Shashi Shrestha as Land Reforms Minister, and Maheshwar Gahatraj as Youth and Sports Minister.&nbsp;

Among the newly appointed ministers, CPN-US leader Birodh Khatiwada has been appointed as Health and Population Minister, Rajendra Prasad Shrestha as Federal Affairs and Administration Minister, Prem Bahadur Ale as Culture, Tourism and Civil Aviation Minister and Ram Kumari Jhankri as Urban Development Minister.&nbsp;

While, Bhawani Prasad Khapung was appointed as State Health Minister, Rajendra Shrestha, Renu Yadav, Ram Sahay Prasad Yadav, and Mahendra Raya Yadav have been given the ministries of Federal Affairs and Local Development; Physical Infrastructure and Transport; Forest and Environment; and Agriculture and Livestock Development from the Janata Samajwadi Party (JSP).

The deal on the cabinet expansion was reached on Tuesday after Deuba held a meeting with other coalition leaders—Prachanda, Madhav Kumar Nepal, and Upendra Yadav.&nbsp;

Deuba was under scrutiny for not being able to give full shape to the cabinet even after two months in office. There were only six ministers in Deuba’s cabinet.&nbsp;

As per constitutional provisions, the cabinet can not exceed 25 ministers.&nbsp;

Deuba was not able to expand the cabinet after coalition partners, the Janata Samajwadi Party, demanded the scrapping of the Political Party Act (Second Amendment) Ordinance first.

On her four-day visit to Nepal, Fatima Z. Sumar, Vice President of the United States-based Millennium Challenge Corporation met senior Nepali political party leaders including Prime Minister Sher Bahadur Deuba and was assured parliamentary ratification of the $500 million American grant.&nbsp;

In a statement released by the Finance Ministry, authorities said a delegation led by Sumar met Prime Minister Deuba and discussions were held on assistance from the MCC to assist the country in its economic development.&nbsp;

"On the occasion, Prime Minister Sher Bahadur Deuba said that he continues to hold discussions at the political level between the Government of Nepal and the Millennium Challenge Corporation to move ahead with the 2017 Compact," read the statement.&nbsp;

Responding to the most asked question on the relation of MCC and military alliance, Sumar said "the US law that governs MCC prohibits MCC from using funding for any military purpose; the compact is explicit about this legal prohibition. Therefore, there is no connection between the MCC Nepal Compact and any military alliance or defense strategy."

Nepal also addressed the need to clarify that if accepting MCC will impact the agreement that Nepal has reached with China's BRI, to which the MCC said, "MCC does not affect or limit Nepal’s sovereign right to sign assistance or investment agreements with any other countries."

On her last day of the visit, Sumar is scheduled to hold a press meet in Kathmandu.&nbsp;

Around 54,24,836 people have received their first vaccine dose that is 17.9 per cent of population, said the ministry.&nbsp;

Blinken has arrived in New Delhi on a two-day India visit. On Wednesday, Blinken will hold extensive talks with India's External Affairs Minister S Jaishankar and meet National Security Advisor Ajit Doval. He is also scheduled to meet Prime Minister Narendra Modi before leaving for Kuwait.

Fewer than 4 per cent of the country's population has been fully vaccinated.

&nbsp;More than 1.3 million people, who have had a first dose of a vaccine, are awaiting a second as the government scrambles to procure shots.

"Combating COVID will be the first priority of the new government," Deuba said in parliament.

The new government has pledged to vaccinate a third of its people in the next three months and every Nepali by next April.

Last Monday, the Supreme Court ordered Deuba be appointed premier in place of K.P. Sharma Oli. It ruled that Oli, who had been in power for three years, had breached the constitution by dissolving parliament. However, Deuba still needed to win the confidence vote, under the constitution.

Deuba, head of the centrist Nepali Congress party, will head a coalition with former Maoist rebels and a party representing a minority community dominant on Nepal's southern plains.

Oli, 69, says he had been unfairly removed by the court and has vowed to "go to the people" to explain his position.

Indian Prime Minister Narendra Modi on Sunday congratulated his Nepalese counterpart Sher Bahadur Deuba on his confidence vote win and assured further enhancement of partnership in all sectors, and strengthen “deep-rooted people-to-people ties”.

In a tweet, the Prime Minister extended his wishes to Deuba for a “successful tenure”.

He is the third Nepali lawmaker to become prime minister of the country for the fifth time.

The 74-year-old leader has to win a vote of confidence in the lower house within a month to retain the prime ministership.

There was optimism that his strong mandate at the polls would end years of instability and short-lived governments exacerbated by a devastating earthquake in 2015.&nbsp;

Deuba was elected as Nepal's prime minister four times between 1995 and 2018, including during the brutal, decade-long Maoist insurgency.&nbsp;
