The United States government’s Millennium Challenge Corporation (MCC) on Saturday expressed dissatisfaction over the delay in Parliamentary ratification of its $500 million grant to Nepal, after the government prorogued the session on Friday.

The government decided to end the Parliament session as the main opposition party, CPN-UML, had been obstructing House proceedings since September 8 when the new session of the Parliament began.

The main opposition party stalled the House proceedings to protest the alleged bias of Speaker Agni Prasad Sapkota.

Later in the evening, the MCC, a US government aid agency, issued a statement, saying, “The delay in ratification jeopardises the critical and timely support for this $500 million grant which would provide to help more than 23 million Nepalis access reliable energy and safer roads,” the statement said.

The statement, however, said that they were assured by the coalition leaders to ratify the grant as soon as possible.

On her four-day visit to Nepal in September, Fatima Z. Sumar, Vice President of the MCC, met senior Nepali political party leaders including Prime Minister Sher Bahadur Deuba.

“MCC’s senior delegation visit to Nepal in September, which provided clarifications on the MCC-Nepal Compact, combined with recent commitments from the Government of Nepal confirming their ongoing support for the grant have laid a clear path forward for the compact,” the statement added.

The parliamentary ratification of MCC has already been sidelined on multiple counts the as political parties are divided over whether the federal government should ratify the compact.

Deuba continues to stand firm on getting the MCC passed through the Parliament, but his coalition partners, including the Maoist Centre, are yet to take a clear stand.

Outlining the 70 years of partnership between Nepal and the US, the MCC said, “From disaster assistance after the 2015 earthquake to our ongoing whole-of-government response to the coronavirus pandemic – including the donation of 1.6 million COVID19 vaccines to date – the United States has been there for the people of Nepal in their greatest times of need.”

The $500 million grant from the Millennium Challenge Corporation (MCC) is a continuation of the strong partnership between the United States and Nepal to reduce poverty through economic growth.

The MCC said the decision whether to move forward with the compact now rests with Nepal.

On her four-day visit to Nepal, Fatima Z. Sumar, Vice President of the United States-based Millennium Challenge Corporation met senior Nepali political party leaders including Prime Minister Sher Bahadur Deuba and was assured parliamentary ratification of the $500 million American grant.

In a statement released by the Finance Ministry, authorities said a delegation led by Sumar met Prime Minister Deuba and discussions were held on assistance from the MCC to assist the country in its economic development.

"On the occasion, Prime Minister Sher Bahadur Deuba said that he continues to hold discussions at the political level between the Government of Nepal and the Millennium Challenge Corporation to move ahead with the 2017 Compact," read the statement.

There has been a lot of hue and cry by certain Nepali political leaders regarding some provisions of the MCC, following which a letter was sent to the US seeking clarification.

After meeting the Prime Minister, Sumar said, "the compact would be approved by parliament soon".

She expressed confidence that Compact will make a significant contribution to Nepal's economic development.

"What an exciting first day in Nepal, hearing from and speaking with Nepalis. Open, honest and transparent dialog is the key to our partnership, and the public release of MCC’s response to the Government of Nepal is part of these efforts," Sumar had earlier said in a tweet.

Prime Minister Deuba continues to stand firm on getting the MCC passed through the Parliament, but his coalition partners including the Maoist Centre are yet to take a clear stand.

Ahead of the arrival of the US delegation in Nepal on September 9, MCC sent a 13-page clarification letter to Nepal government addressing concerns raised regarding MCC.

Responding to the most asked question on the relation of MCC and military alliance, Sumar said "the US law that governs MCC prohibits MCC from using funding for any military purpose; the compact is explicit about this legal prohibition. Therefore, there is no connection between the MCC Nepal Compact and any military alliance or defense strategy."

Nepal also addressed the need to clarify that if accepting MCC will impact the agreement that Nepal has reached with China's BRI, to which the MCC said, "MCC does not affect or limit Nepal’s sovereign right to sign assistance or investment agreements with any other countries."

On her last day of the visit, Sumar is scheduled to hold a press meet in Kathmandu.

Responding to the most asked question on the relation of MCC and military alliance, Sumar said "the US law that governs MCC prohibits MCC from using funding for any military purpose; the compact is explicit about this legal prohibition. Therefore, there is no connection between the MCC Nepal Compact and any military alliance or defense strategy." Nepal also addressed the need to clarify that if accepting MCC will impact the agreement that Nepal has reached with China's BRI, to which the MCC said, "MCC does not affect or limit Nepal’s sovereign right to sign assistance or investment agreements with any other countries." On her last day of the visit, Sumar is scheduled to hold a press meet in Kathmandu.

Nepal Prime Minister Sher Bahadur Deuba won confidence vote in country's parliament on Sunday (July 18). He clinched the victory just days after Nepal's Supreme Court reinstated the legislature that was dissolved in May this year.

Deuba (75) has held office four times before. His victory on Sunday was comfortable. He won 165 votes. 136 were required for victory. There were 83 votes against him.

Nepal's new prime minister faces immediate task of procuring vaccines and controlling the spread of COVID-19, which the government says has infected 667,109 people and killed 9,550. As per public health experts, under-reporting of cases means that actual number can be higher.

Fewer than 4 per cent of the country's population has been fully vaccinated.

More than 1.3 million people, who have had a first dose of a vaccine, are awaiting a second as the government scrambles to procure shots.

"Combating COVID will be the first priority of the new government," Deuba said in parliament.

The new government has pledged to vaccinate a third of its people in the next three months and every Nepali by next April.

Last Monday, the Supreme Court ordered Deuba be appointed premier in place of K.P. Sharma Oli. It ruled that Oli, who had been in power for three years, had breached the constitution by dissolving parliament. However, Deuba still needed to win the confidence vote, under the constitution.

Deuba, head of the centrist Nepali Congress party, will head a coalition with former Maoist rebels and a party representing a minority community dominant on Nepal's southern plains.

Oli, 69, says he had been unfairly removed by the court and has vowed to "go to the people" to explain his position.

Indian Prime Minister Narendra Modi on Sunday congratulated his Nepalese counterpart Sher Bahadur Deuba on his confidence vote win and assured further enhancement of partnership in all sectors, and strengthen “deep-rooted people-to-people ties”.

In a tweet, the Prime Minister extended his wishes to Deuba for a “successful tenure”.

The main opposition party in Nepal on Sunday warned of stalling the Parliament proceedings if the government tried to pass a controversial bill that aims to curtail press freedom by imposing a strict penalty on media outlets.

"The government wants to curtail press freedom through the bill which is unacceptable. We will not allow the government to pass the bill," Nepali Congress (NC) president Sher Bahadur Deuba told reporters at Biratnagar Airport here.

He said his party would stall the Parliament proceedings if the ruling Communist Party of Nepal tried to pass the Media Council Bill.

"The bill that curtails press freedom and human rights have to be withdrawn. We will not let the bill pass at any cost," he said, adding that the party, however, would not resort to violence and vandalism to press the government to withdraw the bill.

The bill, proposed by K P Sharma Oli-led government, has provisions to impose a fine up to Rs 1 million on media outlets, editors, publishers and journalists if they were found "guilty of damaging someone's reputation".

The bill also stipulates that the Nepal Media Council (NMC) can order the erring parties to pay compensation if the content in media outlets damages the reputation of the affected party. It also proposes punishment for violating the code of conduct which includes suspending press pass of media-persons and downgrading the classification of media outlets.

The bill has raised alarm among journalists who say that the government seeks to punish the press in the name of the regulation.

Along with the NC, the Rashtriya Janata Party-Nepal is also planning to stall House proceedings to prevent the passage of the draft legislation, said Laxman Lal Karna, a senior leader of the Madhesi-based party.

Meanwhile, the Federation of Nepalese Journalists (FNJ) has announced the second phase of protests against the Media Bill being tabled in the Parliament.

“The report by Girish Chandra Lal is not the thing that couldn’t be made public. There is no reason for the delay in making it public. It is a report, a report is a recommendation we cannot be sure that it is absolute," Oli said.

"While studying there is a question over how the person has investigated it in limited time, what are the results; they are the secondary things. But that report will be studied by the Government and there won’t be any problem in making it public," Oli said.

The Rastriya Janata Party-Nepal has been long demanding for the release of the report, which was submitted to the Government of Nepal in December 2017. The party had demanded the release of the report on Sunday too and obstructed the House proceedings.

The Members of Parliament of the party stood up from their respective seats as a gesture of protest as soon as the session commenced. In a bid to settle the issue, House Speaker Krishna Bahadur Mahara gave time to lawmaker Laxman Lal Karna to put forth his views.

“We have been raising this issue time and again, taking special time too. Wherever and whenever we raise this issue, the government did not pay attention. So, we are compelled to obstruct the parliament,” RJP-N MP Laxman Lal Karna said before Prime Minister Oli’s address to the parliament on Sunday.

agitation.

The tenure of the high commission was extended by three times after it faced difficulties over starting the probe and the final report submitted to the government had 709 pages.

The commission has had prepared the report after studying 1,326 complaints received from various communication channels and an additional 1,938 complaints from the Madhesh based parties. The commission has entertained as many as 3,264 complaints to prepare the final report with field visits.

Tulsi Giri, Nepal's two-time prime minister and a senior politician, passed away on Tuesday, according to family sources. He was 93.

He died, after a prolonged battle with liver cancer, at his home in Budhanilkanta, on the outskirts of the Himalayan nation's capital, they said. He was recently discharged from the hospital, they added.

Born in 1926 in Siraha district, Giri started his political career from Nepali Congress party. He reached to the post of the general secretary.

A die-hard supporter ofthePanchyat system after the then King Mahendra Shah imposed it, Giri was appointed as the vice-chairman of the Council of Ministers in 1962, soon after the King took charge of the power and introduced the party-less polity by putting a ban on political parties during a coup.

He then served as the country's Prime Minister twice during the tenure of slain King Birendra Bir Bikram Shah in 1975 and 1977. Birendra, the eldest son of King Mahendra, was the King of Nepal from 1972 until his death in the 2001 Nepalese royal massacre.

After the country eliminated the Panchayat system and absolute monarchy through the 1990 People's Movement during the rule of King Birendra, Giri left the country and was living in Sri Lanka.

He returned to Nepal in 2005 when then King Gyanendra Shah, who took over the reins following the royal massacre, appointed him the vice-chairman of the Cabinet (equivalent to the Prime Minister's post).
Giri is survived by his wife, two sons and two daughters.

Meanwhile, Nepal's Prime Minister KP Sharma Oli, former Prime Minister and Nepali Congress President Sher Bahadur Deuba and other senior political leaders, have condoled Giri's demise.

"I am very sad to learn the passing of the former Prime Minister Tulsi Giri. I convey my heartfelt condolences to the bereaved family and relatives," PM Oli wrote in his tweet.

Nepal: PM Deuba resigns, KP Oli to be next prime minister

Nepal President Bidhya Devi Bhandari on Thursday (February 15) appointed moderate communist K P Sharma Oli, who led an alliance with former Maoist rebels to a sweeping victory in recent elections, as prime minister.

A presidential spokesman said Oli, who spent 14 years in jail for opposing the now-abolished monarchy in the 1970s and 1980s, was named prime minister hours after Sher Bahadur Deuba, whose party suffered a landslide defeat in the polls, resigned.

Oli, who was also prime minister from 2015 to 2016 soon after the nation's current constitution was formalised, said he would promote peace, stability and development in one of the world's poorest countries where revolving-door coalitions have sapped business confidence, curbed growth, spurred corruption and slowed reconstruction after a 2015 earthquake that killed 9,000 people.

Oli's leftwing alliance is considered to be closer to China while outgoing leader Deuba is widely seen as being closer to India. The two Asian giants have poured aid and investment to woo Nepal, home to Mount Everest, as a geo-political ally.

Nepal has been embroiled in political instability since a decade-long Maoist conflict ended in 2006 and the monarchy was abolished two years later. Oli is the 26th prime minister since protests led to the establishment of a parliamentary democracy in 1990.

Sushma Swaraj in Nepal for BIMSTEC meet, meets PM Sher Bahadur Deuba

Nepal's parliament on Tuesday elected an unopposed three-time former prime minister to the top post once again, the tenth time in just over a decade the leadership has changed hands in the Himalayan nation.

Sher Bahadur Deuba, a wily political veteran, stood unopposed in the parliamentary election having struck a deal with his predecessor that some criticised as being undemocratic.

Maoist leader Pushpa Kamal Dahal -- who resigned a fortnight ago after just ten months as prime minister -- had agreed to stand aside for Deuba once long-awaited local polls had been held in Nepal.

"I announce that respected member Sher Bahadur Deuba... has been elected to the post of Nepal's prime minister," said Parliament Speaker Onsari Gharti Magar, addressing parliament during a live television broadcast.

Deuba's centre-right Nepali Congress struck an uneasy alliance with the Maoists last August on the condition Dahal would hand over power once local elections had been held.

The first phase of those polls -- the first held in 20 years -- were staged last month in three of Nepal's seven districts. The second round of voting has been delayed twice, but did not impede Deuba`s appointment.

Nepal's revolving door politics has seen the three largest parties cycle through the premiership since 2006, when a peace deal was struck to end a lengthy Maoist insurgency against government forces.

"The manner of his (Deuba`s) rise for the fourth time does not bode well because it has not been a democratic process," said Kunda Dixit, the editor of the Nepali Times newspaper.

Seventy-year-old Deuba takes the helm for the fourth time as Nepal enters the final stages of a drawn-out peace process that birthed a new constitution and promises for broad elections.

The new constitution, signed in 2015, mandated that local elections must be followed by polls at provincial and national level no later than January 2018.

This process has been hindered by the Madhesi, a minority group living along the border with India who have vowed to obstruct the polls unless the constitution is amended to give them a larger political voice.

The proposed changes, which would see Nepal`s boundaries redrawn to give the lowland Madhesi greater representation, is fiercely opposed by the main opposition party.

But in a speech to parliament, Deuba assured lawmakers the Madhesi's demands would be met and elections proceed as planned.

"The priority now is the second phase of election. It will be conducted as scheduled. I want to assure you that all the three elections -- local, provincial and national -- will be held as planned," he said.

Sher Bahadur Deuba takes helm as Nepal PM for fourth time

Nepali Congress or NC President Sher Bahadur Deuba is set to become the Himalayan nation's prime minister for the fourth time after the main opposition party decided to end the obstruction of parliament.

Nepal parliament is conducting election to the post of the prime minister today.

Deuba, 70, is the sole candidate to contest in the prime ministerial election as the main opposition UML and other parties did not send their candidates. Deuba has the support of more than 50 per cent lawmakers needed for his election to the top post.

He needs to secure 297 votes in the 593-strong parliament to prove his majority during today's election. With the Nepali Congress-Maoist Centre alliance having 287 seats in parliament and four other parties supporting the alliance with 21 seats, it looks plain sailing for Deuba.

The election was postponed since Sunday after the main opposition CPN-UML launched a protest over re-election in a ward. However, now with the opposition party agreeing to end obstruction of parliament, the NC president is set to become the Himalayan nation's 40th prime minister.

The CPN-UML decided to end House obstruction after the ruling parties agreed to hold local election in the remaining four provinces on June 28 and the provincial and parliamentary elections by January 2018.

"We decided to end the obstruction in parliament after the ruling parties agreed to commit in the house to hold elections in the remaining four provinces and not repeating any irregularities," said former UML chairman Jhal Nath Khanal after the meeting between the government's ministers and opposition leaders.

Under Nepal's constitution, a candidate must secure a simple majority in parliament to get elected as the head of the government. The CPN-Maoist Centre, Madhesi Peoples Rights Forum Democratic, Rastriya Prajatantra Party and other small parties have agreed to vote in favour of Deuba.

He is likely to form a small cabinet tomorrow, which will be expanded in a few days. Some Madhesi parties are also likely to join the coalition. The responsibility of conducting the second phase of local elections will rest on Deuba.

Outgoing Prime Minister Prachanda of the CPN (Maoist Centre) proposed Deuba's candidacy while NC leader Ram Chandra Poudel seconded the proposal at the Parliament Secretariat, which last week published the schedule to elect the prime minister on a majority basis.

Prachanda resigned on May 24 after a brief stint of nine months, honouring a power sharing understanding with the ruling coalition partner Nepali Congress to hand over the country's leadership to the largest party in parliament.

Deuba served prime minister from 1995 to 1997, from 2001 to 2002, and from 2004 to 2005. He was sacked by the then King Gyanendra Shah in 2005 over failure to hold elections and bring Maoist rebels to a roundtable negotiation.
