The main opposition party in Nepal on Sunday warned of stalling the Parliament proceedings if the government tried to pass a controversial bill that aims to curtail press freedom by imposing a strict penalty on media outlets.&nbsp;

"The government wants to curtail press freedom through the bill which is unacceptable. We will not allow the government to pass the bill," Nepali Congress (NC) president Sher Bahadur Deuba told reporters at Biratnagar Airport here.

He said his party would stall the Parliament proceedings if the ruling Communist Party of Nepal tried to pass the Media Council Bill.&nbsp;

"The bill that curtails press freedom and human rights have to be withdrawn. We will not let the bill pass at any cost," he said, adding that the party, however, would not resort to violence and vandalism to press the government to withdraw the bill.&nbsp;

The bill, proposed by K P Sharma Oli-led government, has provisions to impose a fine up to Rs 1 million on media outlets, editors, publishers and journalists if they were found "guilty of damaging someone's reputation".

The bill also stipulates that the Nepal Media Council (NMC) can order the erring parties to pay compensation if the content in media outlets damages the reputation of the affected party. It also proposes punishment for violating the code of conduct which includes suspending press pass of media-persons and downgrading the classification of media outlets.&nbsp;

The bill has raised alarm among journalists who say that the government seeks to punish the press in the name of the regulation.

Along with the NC, the Rashtriya Janata Party-Nepal is also planning to stall House proceedings to prevent the passage of the draft legislation, said Laxman Lal Karna, a senior leader of the Madhesi-based party.&nbsp;

Meanwhile, the Federation of Nepalese Journalists (FNJ) has announced the second phase of protests against the Media Bill being tabled in the Parliament.&nbsp;

Nepal Prime Minister KP Sharma Oli has promised to make public the report of Terai-Madhesh unrest probe committee after the government goes through it.

Addressing the last day of the current winter session of Nepal Parliament, Prime Minister Oli in his one hour address promised to release the report which was submitted to then Prime Minister Sher Bahadur Deuba in December 2017.

“The report by Girish Chandra Lal is not the thing that couldn’t be made public. There is no reason for the delay in making it public. It is a report, a report is a recommendation we cannot be sure that it is absolute," Oli said.

"While studying there is a question over how the person has investigated it in limited time, what are the results; they are the secondary things. But that report will be studied by the Government and there won’t be any problem in making it public," Oli said.

The Rastriya Janata Party-Nepal has been long demanding for the release of the report, which was submitted to the Government of Nepal in December 2017. The party had demanded the release of the report on Sunday too and obstructed the House proceedings.

The Members of Parliament of the party stood up from their respective seats as a gesture of protest as soon as the session commenced. In a bid to settle the issue, House Speaker Krishna Bahadur Mahara gave time to lawmaker Laxman Lal Karna to put forth his views.

“We have been raising this issue time and again, taking special time too. Wherever and whenever we raise this issue, the government did not pay attention. So, we are compelled to obstruct the parliament,” RJP-N MP Laxman Lal Karna said before Prime Minister Oli’s address to the parliament on Sunday.

The high-level probe commission on Terai- Madhesh unrest was led by Former Justice of the apex court of Nepal, Judge Girish Chandra Lal, formed in the year of 2016.

The probe committee was formed to investigate the incidents of killing, violence, destruction of properties, and arson at the time of Madhesh&nbsp; 
agitation.

The tenure of the high commission was extended by three times after it faced difficulties over starting the probe and the final report submitted to the government had 709 pages.

The commission has had prepared the report after studying 1,326 complaints received from various communication channels and an additional 1,938 complaints from the Madhesh based parties. The commission has entertained as many as 3,264 complaints to prepare the final report with field visits.

The restive Southern Plains of Nepal witnessed bloodshed and widespread protest with reports of human rights abuse and destruction of the properties worth millions of rupees after the promulgation of the Constitution in 2015.

Tulsi Giri, Nepal's two-time prime minister and a senior politician, passed away on Tuesday, according to family sources. He was 93.

He died, after a prolonged battle with liver cancer, at his home in Budhanilkanta, on the outskirts of the Himalayan nation's capital, they said. He was recently discharged from the hospital, they added.

Born in 1926 in Siraha district, Giri started his political career from Nepali Congress party. He reached to the post of the general secretary.&nbsp;

A die-hard supporter ofthePanchyat system after the then King Mahendra Shah imposed it, Giri was appointed as the vice-chairman of the Council of Ministers in 1962, soon after the King took charge of the power and introduced the party-less polity by putting a ban on political parties during a coup.

He then served as the country's Prime Minister twice during the tenure of slain King Birendra Bir Bikram Shah in 1975 and 1977. Birendra, the eldest son of King Mahendra, was the King of Nepal from 1972 until his death in the 2001 Nepalese royal massacre.

After the country eliminated the Panchayat system and absolute monarchy through the 1990 People's Movement during the rule of King Birendra, Giri left the country and was living in Sri Lanka.

He returned to Nepal in 2005 when then King Gyanendra Shah, who took over the reins following the royal massacre, appointed him the vice-chairman of the Cabinet (equivalent to the Prime Minister's post). 
Giri is survived by his wife, two sons and two daughters.

Moderate Nepali communist KP Sharma Oli to 'balance China, India' as new PM

India and Nepal today signed multiple agreements following delegation level talks between the Indian Prime Minister Narendra Modi and his Nepalese counterpart Sher Bahadur Deuba.

External Affairs Minister Sushma Swaraj today called on Nepalese Prime Minister Sher Bahadur Deuba and discussed a wide range of issues of mutual interest.

Swaraj, who arrived here on a two-day visit to participate in the 15th ministerial meeting of the Bay of Bengal Initiative for Multi-sectoral Technical and Economic Cooperation (BIMSTEC), met Deuba at his official residence in Baluwatar.

This is the first meeting between the two leaders since Deuba took over as Nepal Prime Minister in a power-sharing deal in June.

During the meeting, the two leaders discussed a wide range of issues of mutual interest, Republica newspaper quoted a source close to Deuba as saying.

&quot;Both sides also reiterated their commitment to deepen the friendly relationship between the two countries,&quot; the source said.

Swaraj said that she was looking forward to welcoming Deuba in India, the paper said.

Deuba is set to embark on a five-day official visit to India from August 23.

Swaraj is also scheduled to call on President Bidya Devi Bhandari.

Swaraj&#39;s visit comes as India is pushing for a larger role for BIMSTEC, an international organisation involving a group of countries in South Asia and South East Asia.

The member countries of BIMSTEC are India, Bangladesh, Myanmar, Sri Lanka, Thailand, Bhutan and Nepal.

Sher Bahadur Deuba takes helm as Nepal PM for fourth time

Nepali Congress or NC President Sher Bahadur Deuba is set to become the Himalayan nation&#39;s prime minister for the fourth time after the main opposition party decided to end the obstruction of parliament.

Nepal parliament is conducting election to the post of the prime minister today.

Deuba, 70, is the sole candidate to contest in the prime ministerial election as the main opposition UML and other parties did not send their candidates. Deuba has the support of more than 50 per cent lawmakers needed for his election to the top post.

The CPN-UML decided to end House obstruction after the ruling parties agreed to hold local election in the remaining four provinces on June 28 and the provincial and parliamentary elections by January 2018.

&quot;We decided to end the obstruction in parliament after the ruling parties agreed to commit in the house to hold elections in the remaining four provinces and not repeating any irregularities,&quot; said former UML chairman Jhal Nath Khanal after the meeting between the government&#39;s ministers and opposition leaders.

Under Nepal&#39;s constitution, a candidate must secure a simple majority in parliament to get elected as the head of the government. The CPN-Maoist Centre, Madhesi Peoples Rights Forum Democratic, Rastriya Prajatantra Party and other small parties have agreed to vote in favour of&nbsp;Deuba.

He is likely to form a small cabinet tomorrow, which will be expanded in a few days. Some Madhesi parties are also likely to join the coalition. The responsibility of conducting the second phase of local elections will rest on Deuba.

Outgoing Prime Minister Prachanda of the CPN (Maoist Centre) proposed Deuba&#39;s candidacy while NC leader Ram Chandra Poudel seconded the proposal at the Parliament Secretariat, which last week published the schedule to elect the prime minister on a majority basis.

Prachanda resigned on May 24 after a brief stint of nine months, honouring a power sharing understanding with the ruling coalition partner Nepali Congress to hand over the country&#39;s leadership to the largest party in parliament.

Deuba served prime minister from 1995 to 1997, from 2001 to 2002, and from 2004 to 2005. He was sacked by the then King Gyanendra Shah in 2005 over failure to hold elections and bring Maoist rebels to a roundtable negotiation.

Sher Bahadur Deuba becomes sole candidate in Nepal prime ministerial race

Nepal&#39;s prime minister resigned Wednesday as part of a planned handover to a former political foe who will be the impoverished nation&#39;s tenth leader since the end of the civil war in 2006.

Pushpa Kamal Dahal, who led the decade-long Maoist insurgency before entering politics, is expected to be succeeded by three-time former prime minister Sher Bahadur Deuba, who heads the main party in the current coalition government.

&quot;I announce my resignation from the post of the prime minister today,&nbsp;right now, with a pledge to continue being active for the upliftment of the country and the people as a politician, parliamentarian and a citizen,&quot; Dahal said in a televised speech in which he catalogued his government&#39;s achievements.

Dahal, who still goes by his nom de guerre&nbsp;Prachanda, or &quot;fierce one&quot;, had promised to step down after holding local elections as part of the agreement that brought him to power last August.

Nepal's prime minister resigned Wednesday as part of a planned handover to a former political foe who will be the impoverished nation's tenth leader since the end of the civil war in 2006. Pushpa Kamal Dahal, who led the decade-long Maoist insurgency before entering politics, is expected to be succeeded by three-time former prime minister Sher Bahadur Deuba, who heads the main party in the current coalition government. "I announce my resignation from the post of the prime minister today, right now, with a pledge to continue being active for the upliftment of the country and the people as a politician, parliamentarian and a citizen," Dahal said in a televised speech in which he catalogued his government's achievements. Dahal, who still goes by his nom de guerre Prachanda, or "fierce one", had promised to step down after holding local elections as part of the agreement that brought him to power last August. Local elections were held in three of the country's seven provinces 10 days ago. Deuba's appointment is expected to be confirmed in a parliamentary vote within the next 10 days.
