"Instead, it will only be held to account for all the evil it has brought to our country," he added. The emergency services revealed details of the attack on the Telegram messaging app along with releasing photos from the accident site. In the images, rescue workers can be seen sifting through the rubble and white smoke can also be seen rising into the night sky. <p>The ongoing crisis in Europe could have escalated to probably a full-scale war after a missile landed on Poland—a NATO ally—on Wednesday. But it didn't happen and the flames were doused when the Western allies admitted that the missile came from Ukraine, not Russia.&nbsp;</p>

<p>After reports emerged of the missile incident that killed two people, NATO ambassadors held an emergency meeting. Concerns were raised with rumours over the Western alliance's mutual defence mechanism, known as Article 5.&nbsp;</p>

<p>Before Article 5 invocation, there is Article 4. After the missile incident, Polish Prime Minister Mateusz Morawiecki said Poland was still analysing the possibility of launching an Article 4 procedure.&nbsp;</p>

<p><strong>ALSO READ |&nbsp;<a href="https://www.wionews.com/world/kremlin-cant-imagine-public-negotiations-with-kyiv-as-fighting-rages-in-east-ukraine-535064">Kremlin: Kyiv shifting goalposts, demand for ‘public’ negotiations shows it’s not inclined for talks</a>&nbsp;</strong></p>

<p>In case of a security threat, Article 4 acts as a formal call for consultations among members of the alliance. But he added that it seemed it may not be necessary.&nbsp;</p>

<p>If Article 4 is invoked, it means the NATO members will consult together in context with any threat to the territory of any of them. Apart from that, it also addresses the political independence and security of the members.&nbsp;</p>

<p>Under Article 4, discussions at the North Atlantic Council, which is NATO's main political decision-making body, could potentially lead to some form of joint&nbsp;action.&nbsp;</p>

<p><strong>ALSO READ |&nbsp;<a href="https://www.wionews.com/world/russia-targets-ukraines-critical-infrastructure-in-fresh-missile-strikes-534999">Russia targets Ukraine's critical infrastructure, missile factory in fresh missile strikes</a>&nbsp;</strong></p>

<p>Then comes Article 5. If NATO members find conclusive evidence under the Article 4 discussions, the focus would then shift to Article 5. It is the cornerstone of NATO's founding treaty.&nbsp;</p>

<p>In 1949, the alliance was created and the charter in it stated that "the Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all." They agreed that action, as it deems necessary, would be taken, including the use of armed force.&nbsp;</p>

<p>Experts say&nbsp;that Article 5 is probably the most important part of the treaty as it basically decides whether or not a situation&nbsp;can evolve into a full-scale war.&nbsp;</p>

<p><strong>The last time Article 5 was invoked was after the 9/11 attacks&nbsp;</strong></p>

<p>Article 5 has been invoked only once in NATO history. It happened after the September 11 attacks on the United States in 2001 when NATO confirmed the invocation and determined that the attacks were indeed eligible under the terms of the North Atlantic Treaty.&nbsp;</p>

<p>NATO's eight official responses to the 9/11 attacks included Operation Eagle Assist and Operation Active Endeavour, a naval operation in the Mediterranean designed to prevent the movement of terrorists or weapons of mass destruction, as well as to improve shipping security in general.&nbsp;</p>

The ongoing crisis in Europe could have escalated to probably a full-scale war after a missile landed on Poland—a NATO ally—on Wednesday. But it didn't happen and the flames were doused when the Western allies admitted that the missile came from Ukraine, not Russia. After reports emerged of the missile incident that killed two people, NATO ambassadors held an emergency meeting. Concerns were raised with rumours over the Western alliance's mutual defence mechanism, known as Article 5. Before Article 5 invocation, there is Article 4. After the missile incident, Polish Prime Minister Mateusz Morawiecki said Poland was still analysing the possibility of launching an Article 4 procedure. ALSO READ | Kremlin: Kyiv shifting goalposts, demand for ‘public’ negotiations shows it’s not inclined for talks In case of a security threat, Article 4 acts as a formal call for consultations among members of the alliance. But he added that it seemed it may not be necessary. If Article 4 is invoked, it means the NATO members will consult together in context with any threat to the territory of any of them. Apart from that, it also addresses the political independence and security of the members. Under Article 4, discussions at the North Atlantic Council, which is NATO's main political decision-making body, could potentially lead to some form of joint action. ALSO READ | Russia targets Ukraine's critical infrastructure, missile factory in fresh missile strikes Then comes Article 5. If NATO members find conclusive evidence under the Article 4 discussions, the focus would then shift to Article 5. It is the cornerstone of NATO's founding treaty. In 1949, the alliance was created and the charter in it stated that "the Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all." They agreed that action, as it deems necessary, would be taken, including the use of armed force. Experts say that Article 5 is probably the most important part of the treaty as it basically decides whether or not a situation can evolve into a full-scale war. The last time Article 5 was invoked was after the 9/11 attacks Article 5 has been invoked only once in NATO history. It happened after the September 11 attacks on the United States in 2001 when NATO confirmed the invocation and determined that the attacks were indeed eligible under the terms of the North Atlantic Treaty. NATO's eight official responses to the 9/11 attacks included Operation Eagle Assist and Operation Active Endeavour, a naval operation in the Mediterranean designed to prevent the movement of terrorists or weapons of mass destruction, as well as to improve shipping security in general. Missile that landed in Poland 'came' from Ukraine, but US says 'Russia bears ultimate responsibility'

<p><em><strong>Disclaimer: A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While WION takes utmost care to accurately report this developing news story, we cannot independently verify the authenticity of all statements, photos and videos.&nbsp;</strong></em></p>

<p>Russia on Wednesday (November 16) claimed that the images that were published from the site of the blast in Poland showed some fragments of a Ukrainian S-300 missile, clarifying that Moscow had nothing to do with the blast and it was probably caused by Ukrainian air defence units firing at incoming Russian missiles.&nbsp;</p>

<p>Moscow also said that its nearest strike on Ukraine was 35 kilometres from the Polish border. The explosion in a Polish village near the Ukraine border killed at least two people.&nbsp;</p>

<p>In a statement, the Russian defence ministry said: "Photographs of the wreckage... were unequivocally identified by Russian military experts as fragments of a guided anti-aircraft missile of a Ukrainian S-300 air defence system."&nbsp;</p>

<p>"Precision strikes were carried out on targets only on the territory of Ukraine and at a distance of no closer than 35 kilometres from the Ukrainian-Polish border," it added.&nbsp;</p>

<p>Russia also praised United States President Joe Biden and Washington's "measured" response after the missile incident in Poland. In one of the first responses, Biden said it was "unlikely" that it had come from Russia.&nbsp;</p>

<p>Kremlin spokesman Dmitry Peskov told reporters:&nbsp;"In this instance, attention should be paid to the measured and more professional response from the American side."&nbsp;</p>

<p>"As for the incident in&nbsp;Poland, Russia has nothing to do with it," he added.&nbsp;</p>

<p>On the other hand,&nbsp;Poland's President Andrzej Duda still says that it was "very likely" that the missile was from Ukraine's air defence. He told reporters: "Absolutely nothing indicates that this was an intentional attack on&nbsp;Poland... It's very likely that it was a rocket used in anti-missile defence, meaning that it was used by Ukraine's defence forces."&nbsp;</p>

<p>A reaction from the Belgian defence ministry suggested the same as what Russia has to say. Ludivine Dedonder, Belgian defence minister, said that the explosion was most likely a "result of Ukrainian anti-aircraft systems".&nbsp;</p>

<p>Dedonder said in a statement: "The missile strikes in Poland last night are being fully investigated by our intelligence service, which is in close contact with NATO partner services."&nbsp;</p>

<p>"Based on the preliminary information available, the strikes are most likely a result of Ukrainian anti-aircraft systems that were engaged to take Russian missiles out of the sky," the statement added.&nbsp;</p>

<p><strong>Emergency talks after the missile landed in Poland&nbsp;</strong></p>

<p>When the reports emerged that a missile has landed in the Polish village near the Ukrainian border, there were speculations that it was fired from Russia.&nbsp;</p>

<p>But to determine the actual scenario, ambassadors from members of the NATO military alliance went into emergency talks in Brussels and also summoned Russia's ambassador.&nbsp;</p>

<p>Claims and speculations underlined that strike could have been fired from Ukrainian anti-aircraft systems. The Ukrainian Foreign Minister Dmytro Kuleba earlier rejected the claims, terming them as a "conspiracy theory".&nbsp;</p>

In a statement, the Russian defence ministry said: "Photographs of the wreckage... were unequivocally identified by Russian military experts as fragments of a guided anti-aircraft missile of a Ukrainian S-300 air defence system." "Precision strikes were carried out on targets only on the territory of Ukraine and at a distance of no closer than 35 kilometres from the Ukrainian-Polish border," it added. ALSO READ | Joe Biden told NATO that Ukraine air defence missile responsible for Poland blast: Report Russia also praised United States President Joe Biden and Washington's "measured" response after the missile incident in Poland. In one of the first responses, Biden said it was "unlikely" that it had come from Russia. Kremlin spokesman Dmitry Peskov told reporters: "In this instance, attention should be paid to the measured and more professional response from the American side." "As for the incident in Poland, Russia has nothing to do with it," he added. On the other hand, Poland's President Andrzej Duda still says that it was "very likely" that the missile was from Ukraine's air defence. He told reporters: "Absolutely nothing indicates that this was an intentional attack on Poland... It's very likely that it was a rocket used in anti-missile defence, meaning that it was used by Ukraine's defence forces." Ludivine Dedonder, Belgian defence minister, said that the explosion was most likely a "result of Ukrainian anti-aircraft systems". Dedonder said in a statement: "The missile strikes in Poland last night are being fully investigated by our intelligence service, which is in close contact with NATO partner services." "Based on the preliminary information available, the strikes are most likely a result of Ukrainian anti-aircraft systems that were engaged to take Russian missiles out of the sky," the statement added. Emergency talks after the missile landed in Poland When the reports emerged that a missile has landed in the Polish village near the Ukrainian border, there were speculations that it was fired from Russia. But to determine the actual scenario, ambassadors from members of the NATO military alliance went into emergency talks in Brussels and also summoned Russia's ambassador. Claims and speculations underlined that strike could have been fired from Ukrainian anti-aircraft systems. The Ukrainian Foreign Minister Dmytro Kuleba earlier rejected the claims, terming them as a "conspiracy theory". WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community. Zelensky addresses 'G19' leaders, tells them 'now is the time' to end Russia's war

<p>Responding to speculative reports about the possibility of India mediating between Russia and Ukraine to help stop the ongoing war, India’s external affairs minister S Jaishankar on Thursday said it was ‘premature’ to think of India acting as a facilitator to broker peace between Russia and Ukraine, and countries impacted by the conflict can only hope to nudge the main players in a positive direction, said a Hindustan Times report.<br />
<br />
“In a way, we are not looking, we cannot approach today’s problems with models or experiences — this is a very, very different situation,” he said at an HT event in New Delhi.<br />
<br />
Prime Minister Narendra Modi pointed out to Russian President Vladimir Putin during a bilateral meeting in Uzbekistan in September this is ‘not an era of war’ and issues cannot be settled on the battlefield&nbsp;and there is a need for players to get back to the negotiating table. Countries that believe similarly can articulate their concerns and try to shape the thinking of those more directly involved in a positive direction, Jaishankar added.<br />
<br />
“I think beyond that, to suggest anything else, I don’t think is justified at this point of time,” he said.</p>

The speculation had increased ahead of Jaishankar’s November 7-8 visit to Russia where he met his counterpart Sergey Lavrov and Russian leadership for expanding economic ties and discussing energy supplies.<br />
<br />
Jaishankar also cautioned that India will have to get its act together to cope with an uncertain, unpredictable, volatile, turbulent world and a decade with a far more fluid situation, including frictions and possibly worse situations.<br />
<br />
Jaishankar said the global order and globalisation model were challenged after the international financial crisis of 2008, and the Covid-19 pandemic ‘brought a lot of the problems which had been kept under the carpet out into the open’. The supply chains were fragile, production was overly concentrated and dependent on limited geographies, he added.<br />

'Kherson is ours,' says Ukrainian President Volodymyr Zelensky after Russia's retreat

<p>Ukraine's Foreign Minister Dmytro Kuleba said on Saturday that the Western world was well on its way to a "joint victory" over Russia. His remarks came as Ukrainian forces recaptured Kherson after Russian forces withdrew. Kuleba hailed West's military aid for making recapture of Kherson possible.</p>

<p>The Ukrainian national anthem rang out in Kherson after Moscow pulled its forces out of the city -- the first major urban hub to fall after President Vladimir Putin ordered the invasion in February.</p>

<p>"There were very few who believed that Ukraine would survive," Kuleba said as he met US Secretary of State Antony Blinken on the sidelines of a Southeast Asian summit in Cambodia.</p>

<p>"It's only together that we will be able to prevail and to kick Russia out of Ukraine. We are on the way," Kuleba said.</p>

<p>"This is coming, and our victory will be our joint victory -- a victory of all peace-loving nations across the world."</p>

<p>Kuleba said that Ukrainians were celebrating liberation of Kherson and were shedding "tears of gratitude" for US for billions of dollars in military aid.</p>

<p>"We will always be grateful for everything President (Joe) Biden and the people of America, irrespective of their domestic political preferences, have done to make this happen," Kuleba said, days after US congressional elections that saw no significant boost to far-right critics of support to Ukraine.</p>

<p>US Secretary of State Antony Blinken hailed the "remarkable courage" of Ukraine's military and people and vowed that US support "will continue for as long as it takes" to defeat Russia.</p>

<p>Earlier, Kuleba also thanked Australia for its support -- $440 million of mostly military assistance -- during a meeting with Prime Minister Anthony Albanese.</p>

His remarks came as Ukrainian forces recaptured Kherson after Russian forces withdrew. Kuleba hailed West's military aid for making recapture of Kherson possible. The Ukrainian national anthem rang out in Kherson after Moscow pulled its forces out of the city -- the first major urban hub to fall after President Vladimir Putin ordered the invasion in February. "There were very few who believed that Ukraine would survive," Kuleba said as he met US Secretary of State Antony Blinken on the sidelines of a Southeast Asian summit in Cambodia. "It's only together that we will be able to prevail and to kick Russia out of Ukraine. We are on the way," Kuleba said. "This is coming, and our victory will be our joint victory -- a victory of all peace-loving nations across the world." Kuleba said that Ukrainians were celebrating liberation of Kherson and were shedding "tears of gratitude" for US for billions of dollars in military aid. "We will always be grateful for everything President (Joe) Biden and the people of America, irrespective of their domestic political preferences, have done to make this happen," Kuleba said, days after US congressional elections that saw no significant boost to far-right critics of support to Ukraine. US Secretary of State Antony Blinken hailed the "remarkable courage" of Ukraine's military and people and vowed that US support "will continue for as long as it takes" to defeat Russia. Earlier, Kuleba also thanked Australia for its support -- $440 million of mostly military assistance -- during a meeting with Prime Minister Anthony Albanese. Ukrainian President Volodymyr Zelensky has said that he is ready to have “genuine peace talks” with his Russian counterpart Vladimir Putin but laid out certain conditions. His shift in stance comes after the West nudged the Ukrainian leader to initiate discussions with Putin to achieve a long-lasting solution to the conflict. Among the conditions set out by Zelensky include returning Ukrainian control over its territories, ensure reparations for destruction and bringing to justice perpetrators of war crimes. However, it is believed that Russia would not agree to the preconditions listed out by the Ukrainian leader and hence the probability of the talks being held is pretty low.
