An auto garage in the Ukrainian capital Kyiv has emerged as a surprise source of battlefield resources for the resistance forces during the ongoing conflict with Russia. The shop, which mainly specialised in repairs before the Russian invasion of Ukraine started in 2022, is transforming old cars, trucks and busses into military vehicles which are capable of transporting drones and weapons.

"We are not a wealthy country, and the state cannot provide all our soldiers with armoured four-wheel vehicles, so pickups are a compromise," an Ukrainian volunteer called Anton Senenko told AFP.

"Very often, there are breakdowns with cars in peacetime. But in wartime, such a breakdown can lead to a tragedy," he said when asked about the reason behind his initiative.

"The car won't start, and that's it -- the soldiers can no longer escape from the enemy tank."

The vehicles being used by the garage are mainly donated or fundraised by the Ukrainian volunteers involved in the initiative. According to AFP, there were also a number of cars and other vehicles which were imported from other countries including Estonia, Poland and Latvia.

"We don't just change lubricants and filters, we fully prepare the entire machine for the harsh conditions in which it will work on the front line," Senenko said.

Ukrainian defence minister Oleksii Reznikov claimed that Russia is planning a new mobilisation order amid the ongoing Ukraine war. The minister also said that Moscow could close its borders to men within a week. If it happens, it will be the second official mobilisation after Russia started the invasion of its neighbouring nation on February 24 in 2022. After almost seven months into the war, Russia had in September declared a partial mobilisation of military reservists. In a video address on Friday, Reznikov warned Russians who might qualify for mobilisation. "I know for a fact that you have about one week left before you still have any choice," he said. "In early January, the Russian authorities will close the borders to men, declare martial law, and begin another wave of mobilisation. Borders will also be closed in Belarus," he added. Reznikov especially mentioned that the mobilisation would target people, particularly in big cities. Kryrylo Budanov, who is the head of Ukraine's intelligence directorate told the BBC on Friday that Russia’s new mobilisation order would start on 5 January. Russian President Vladimir Putin ordered that more than 300,000 men will be conscripted into the Russian army. Ukraine war: Vladimir Putin slams the West for trying to 'tear apart' Russia

At least five people were killed and 35 others were injured on Saturday (December 24) by a Russian missile strike in the Ukrainian city of Kherson, according to presidential aide Kyrylo Tymoshenko. Of those injured, 16 were heavily wounded, Tymoshenko said, according to a report by Reuters.

Taking to Telegram, Ukrainian President Volodymyr Zelensky condemned the attack and shared pictures of the shelling. "Social networks will most likely mark these photos as 'sensitive content'. But this is not sensitive content – it is the real life of Ukraine and Ukrainians," Zelensky said.

"These are not military facilities ... It is terror, it is killing for the sake of intimidation and pleasure," the President added.

Russia had occupied Kherson shortly after it began its special military operation in Ukraine in February this year. In November, Ukrainian forces recaptured the city in a significant military defeat for Moscow.

However, Kherson has been struck by Russian forces multiple times.

Saturday's attack comes more than a week after two people, including a Red Cross worker, were killed in Russian shelling in the city on December 15. Regional governor Yaroslav Yanushevych said the attack left Kherson completely without power. President Zelensky had said that Moscow bombed the city more than 16 times on this day.

More than 11,000 people have left Kherson since it was recaptured in November and most of them had been evacuated by the government, according to the ministry that was responsible for reintegrating the city. During Russia's control, regional officials estimated that 100,000 residents were in Kherson, AFP reported last week.

Putin to assess Ukraine conflict; will set Russia's military aims for next year

Russian President Vladimir Putin visited Belarus on Monday (December 19) to discuss the key aspects of the further development of the strategic partnership and alliance between both nations. Russian defence and foreign ministers also accompanied Putin during his rare visit to the ex-Soviet ally.

Putin's visit came on the same day when Russia reportedly launched a "kamikaze" drone attack in Ukraine. Moscow targeted key infrastructure in and around Kyiv which caused emergency blackouts in a dozen regions.

Kremlin's statement mentioned that the focus of Putin's visit is on the integration within the Union State, as well as current issues on the international and regional agenda.

The Russian state television showed Putin disembarking a plane at an airport in Minsk. He was greeted by his close ally Lukashenko ahead of bilateral talks.

Some Western experts have raised concerns that Putin will urge Belarus to join the fresh ground offensive against Ukraine. If it happened, it will open a new front for Kyiv in the ongoing war, which started on February 24.

But Kremlin spokesman Dmitry Peskov denied all the reports and termed them "totally stupid, groundless fabrications."

As translated by the news agency Reuters, Putin said, "I want to note that last year, in 2021, we saw a very good jump forward in our trade and economy. Our trade turnover, and I want to stress this, even before all the different events connected to the "special military operation", before that, in 2021, rose by a third and reached $38.5 billion. The defence ministry posted a statement to Telegram which said Shoigu "flew around the areas of deployment of troops and checked the advanced positions of Russian units in the zone of the special military operation".

The statement added that the minister "spoke with troops on the frontline" and at a "command post". The minister's visit comes at a time when UK defence officials claimed that low morale has become a "significant vulnerability across much of the Russian force".

The UK stated that the musicians' brigade, which is to be deployed soon after a campaign took place appealing to people to donate musical instruments to army troops, is similar to how "military music and organised entertainment" was historically used to boost the army's morale.

Ukraine accused of shelling Donetsk as Moscow rules out a ‘Christmas ceasefire’

Russia has offered India cooperation on leasing and building large capacity ships as the ban on insurance services and tanker chartering kicks in the backdrop of G7 countries announcing a price cap. The matter came up during a discussion between Russia's deputy Prime Minister Alexander Novak and Indian ambassador Pavan Kapoor.

The price cap on Russian oil has been kept at $60 per barrel to curb Moscow's financial support as the Ukraine conflict continues. With the price came comes insurance ban for anyone buying above that rate.

The Russian Deputy Prime Minister welcomed India's decision not to support the price cap on Russian oil. He said, "such non-market mechanisms disrupt the international trading system as a whole and set a dangerous precedent in the energy market. As a result, the problem of energy poverty is being aggravated not only in the developing world but also in the developed countries of Europe". He emphasized fulfilling Moscow's contractual obligations for the supply of energy resources and further diversifying energy exports.

Last week in the Indian Parliament, External Affairs Minister Dr S Jaishankar said that "regarding the oil cap, the impact of this is not very clear to us. Our concern really is what it will do to stability and affordability of the energy markets, that is the concern".

New Delhi has increased its import of discounted Russian energy, something that has drawn criticism from European countries, albeit not publicly.

According to Russian data, in the first eight months of 2022, Russian oil exports to India grew to 16.35 million tonnes and by mid of this year, Russia ranked second in terms of oil shipments to India. The country has also increased its oil products and coal to India.

New Delhi, meanwhile, has defended its decision to import Russian energy. During a joint presser with German FM Annalena Baerbock last week, EAM pointed out that the "European Union between February 24 and 17 November, has imported more fossil fuel from Russia, than the next 10 countries combined. If I have to give you an India comparison, the oil import in European Union is like six times what India's imported", highlighting that "Europe will make the choices it will make that is Europe’s right. But for Europe to make choices, which prioritizes its energy needs, and then ask India to do something else."

Alexander Novak, during the meeting also invited India's energy minister Hardeep Singh Puri to take part in Russian Energy Week 2023 which will take place in Moscow from 11-13 October 2023.

Pro-Russian authorities said that Ukraine attacked occupied Melitopol in the country's southeast on Saturday evening (December 10). Some of the Moscow-installed authorities said that multiple explosions have been reported in the strategically located city. Reports mentioned several exiled Ukrainian authorities as saying that blasts were also reported in Donetsk People's Republic, Crimea, including at Russian military barracks. As per the authorities, a missile attack killed at least two people and also injured nearly 10. The exiled mayor said a number of "invaders" were killed. Balitsky also said that HIMARS missiles were used in the attack and a "recreation centre" was targeted where people were dining. The centre was destroyed in the Ukrainian attack, the mayor mentioned. Ivan Fedorov, who is the exiled mayor, said on Telegram that the attack hit a church, which was designated as a place that the Russians can use as a gathering place. Fedorov is Ukraine's former administrator of Melitopol city and he also said that the strikes had targeted Russian military bases. Just last month, Fedorov had said that Russia had turned Melitopol into "one giant military base". "The Russian military is settling in local houses they seized, schools and kindergartens. Military equipment is stationed in residential areas," he had said in November. In another post by Vladimir Rogov, who is also a Moscow-installed official in the Russian-controlled part of Zaporizhzhia, it was mentioned that a big fire was caused by the strike and it engulfed the recreation centre. While WION takes utmost care to accurately report this developing news story, we cannot independently verify the authenticity of all statements, photos and videos. Ukrainian authorities claimed that fresh Russian strikes left the southern city of Odesa without power on Saturday (December 10). The authorities mentioned that Moscow launched "kamikaze drones" during the night-time attack. Only critical infrastructure such as hospitals and maternity wards had access to electricity as most parts of Ukraine’s southern port city of Odesa were without power. The local officials said Russia used drones to hit energy facilities and parts of the surrounding region were also affected. Odesa mayor, Gennadiy Trukhanov, wrote on Facebook: "Due to the scale of the damage, all users in Odesa except critical infrastructure have been disconnected from electricity." Kyrylo Tymoshenko, the deputy head of the presidential administration, said on Telegram that the city was without electricity at the time of post on the messaging app. He noted that the situation remains difficult, but is under control. Maksym Marchenko, who is the governor of the region of Odesa, claimed that Russia used "kamikaze drones" to attack the post city overnight. He said, "As a result of the strike, there is no electricity in almost all districts and communities of our region." Marchenko also stated that Ukrainian air defence units shot down two drones. He further mentioned that Ukrainian forces continued to resist Russian attacks. "The frontline situation remains very difficult in the key areas of Donbas — Bakhmut, Soledar, Mariinka, Kreminna," Zelensky said in his daily video address. TotalEnergies faced criticism for maintaining investments in Russia but now, the company has said in a statement that it cannot sell its stake in the Russian gas firm as "it is forbidden for TotalEnergies to sell any asset to one of Novatek's main shareholders who is under sanction".

In a statement, the Paris-based oil-and-gas giant said: "In view of the European sanctions in force since the beginning of the war, the two directors representing TotalEnergies on the board of directors of Novatek are led to abstain from voting in meetings of the board of directors of this company, in particular on financial matters."

French energy group TotalEnergies pulls out of Russia gas firm's board with $3.7bn write-down

Russian President Vladimir Putin said Wednesday that the threat of a nuclear war was rising. However, he insisted that the country hasn't "gone mad" and they will not use the weapons first. He further said that the “military operation” in Ukraine will continue for a long time but added that additional soldiers will not be mobilised at this moment.

"Such a threat is growing, it would be wrong to hide it," Putin warned during a televised annual session of his Human Rights Council.

"We have not gone mad, we are aware of what nuclear weapons are," he said. "We aren't about to run around the world brandishing this weapon like a razor."

He also slammed the US's nuclear strategy, saying that the US had placed its nuclear weapons on foreign territories.

"We do not have nuclear weapons, including tactical ones, on the territory of other countries, but the Americans do - in Turkey, and in a number of other European countries," he said.

"As for the duration of the special military operation, well, of course, this can be a long process," Putin said.

At the meet, Putin accused the western countries of destroying Russia’s global image and representing it as "a second-class country that has no right to exist at all".

"This is what we are dealing with. There can be only one answer from our side - a consistent struggle for our national interests. We will do just that. And let no one count on anything else."

While referring to the second round of militarisation, Putin said that no further action is expected as of now after the call for 300,000 reservists in September and October. According to the Russian President, 150,000 were deployed in Ukraine and 77,000 out of them are in combat units.

Nuclear risk 'rising', but we will never use the weapons first, says Putin

From the time it was founded over a decade ago, the Russian private military company: Wagner Group had largely stayed in the shadows. But on the 4th of November, the Wagner Group, showed off a swanky brand-new steel and glass building in St Petersburg. This would be the new headquarters of the private militia that has wreaked havoc by carrying out several operations, including false flag operations in the battlefields of Ukraine.

What is interesting to note is that the Wagner Group first went into Crimea way back in 2014. Its mercenaries were described as the 'Little Green Men' who occupied the Crimean peninsula, along with the Russian soldiers. More recently, military analysts have credited the Wagner Group for having played an active role in the capture of the cities of Popasna and Severodonetsk. And it is the Wagner Group that is said to have pushed the Ukrainian forces on the back foot, in the fierce fighting that is presently underway in Bakhmut.

But who are the foot soldiers of this shadowy paramilitary force? Most members of the Wagner Group are said to be retired soldiers or soldiers of fortune. But increasingly, the Wagner Group has been accused of recruiting its foot soldiers from prisons. In September 2022, a video of the Wagner Group's chief Yevgeny Prigozhin went viral. He was spotted inside of a prison complex, where he was seen threatening & goading the prisoners to join his private military company: 'Only God can take you out of this prison! But he will do so only when you are in a coffin. I can take you out of this prison now ... to fight for mother Russia! If you try to run away, the Wagner Group will shoot you dead. But if you can survive on the battlefield for six months, you would have earned your freedom!'

The Russian constitution makes no provision for the maintenance and use of a mercenary army. Legally, its position is dubious. But it provides the Kremlin with a fighting force that Russia can outright publicly deny. Even when it gets involved in geo-strategic conflicts globally.

Since 2014, the private militia has had a significant impact on many geo-political conflicts around the world. In 2015, the Wagner Group mercenaries were channelled into the Syrian war theatre. And played a pivotal role in turning the tide of the war in favour of Bashar al-Asaad. In 2016, the Wagner group became active in the Libyan civil war, supporting forces loyal to General Khalifa Haftar. An estimated 1000 Wagner mercenaries took part in Haftar's advance on Tripoli. In 2017, the Wagner Group was invited by the Central African Republic to guard its diamond mines. In 2021, the Wagner Group mercenaries were hired by Mali, in West Africa to fight against the Islamist militants in the Sahel region. It is the influx of the Wagner mercenaries that is said to have forced France to abandon its Operation Barkhane.

A minimum of 5000 Wagner Group mercenaries are said to be operating in different theatres of war around the world. From being a secretive organisation, the Wagner Group has gone public with a lot of its activities. It is openly recruiting in different Russian cities, through billboard advertisements. And has even been dubbed as a patriotic organisation in the Russian media.

But Russia is not the only country to have used private military contractors. Mercenaries have been deployed from time immemorial. But since the end of the Cold War, there is a difference in the manner, organisation and scale in which some of the most powerful countries in the world have used mercenaries & private military contractors to carry out military operations.

Private military contractors provide the twin advantage: firstly, of saving expense. And secondly, if things go wrong, countries can deny responsibility for what they should have been accountable for.

Blackwater, the infamous American private military contractor founded in 1996, by a former Navy Seal officer Eric Prince, gained worldwide notoriety in 2007, after the Nisour Square massacre in Baghdad. 17 Iraqi civilians were killed & 20 others were injured, when the military contractor hired by the US government to provide security services in Iraq, shot at Iraqi civilians, while escorting a US embassy convoy. An investigation by the FBI established that of the 17 people who were killed, 14 of them had been shot by the Blackwater guards, without a cause.

Mercenaries are not cheap imitations of national armed forces. Private armies are a big business. And their scope is global. In 2010, this industry was estimated to be worth a staggering $200 billion. It is difficult to give an accurate picture of the billions of dollars that are sloshed around in this underbelly of the defence market. But mercenaries in the 21st century are not some rag-tag soldiers of fortune. Today they are often employed by multinational defence contractors. And within this narrow perimeter, morality has no place. Patriotism is irrelevant. And profit is the only driving factor.

Role of private armies in modern wars

The OPEC+ oil cartel decided at a meeting on Sunday (December 4) to maintain their current crude output levels as they haven't changed their targets for shipping oil to the global economy. The announcement comes amid uncertainty as markets are trying to assess how a slowing Chinese economy will affect demand and how the recent price cap on seaborne Russian oil by EU and G7 nations will impact supply.

The much-awaited decision came just two days after the Group of Seven (G7) nations agreed to a $60 per barrel price cap on Russian oil, even as many nations in Europe are battling an energy crisis.

The Organization of the Petroleum Exporting Countries (OPEC), which is a cartel of 13 countries, led by Saudi and allied producers including Russia, decided to stick to their course agreed upon in October of a production cut of two million barrels per day until the end of 2023.

In a statement, OPEC+ described the decision it took in October as one "which was purely driven by market considerations". The statement added that it had been "the necessary and the right course of action towards stabilizing global oil markets."

The move had angered the United States, who blamed the bloc and accused the leaders of siding with Russia despite Moscow's war in Ukraine.

The next OPEC+ ministerial meeting is scheduled for next year on June 4. But the alliance said it was ready to "meet at any time and take immediate additional measures" to address market developments and support the oil market if necessary.

According to OPEC+, its output was reduced as a result of a dimmer economic outlook. Because of slower Chinese and global growth as well as rising interest rates, oil prices have fallen since October, which has led the market to speculate that the group may reduce output once more.

OPEC+ agrees to stick to its oil output targets amid market uncertainties, energy crisis

The United States' National Intelligence Director Avril Haines said on Saturday (December 3) that the Russian forces in Ukraine are using up ammunition "quite quickly". Despite the recent attacks on missile infrastructure, US intelligence believes that fighting in parts of Ukraine has been slowing down, which apparently will continue in the coming months.

Haines told the annual Reagan National Defense Forum in California, "We are seeing a kind of a reduced tempo already of the conflict ... and we expect that's likely to be what we see in the coming months."

According to Haines, both the Ukrainian and Russian troops will prepare for a counter-offensive after the winter. But before that, they might try to refit and resupply.

She said, "We actually have a fair amount of scepticism as to whether or not the Russians will be in fact prepared to do that. I think more optimistically for the Ukrainians in that timeframe."

At the defence forum, Haines also noted said she thought Russian President Vladimir Putin had been taken aback by his military's lack of greater success.

She said: "I do think he is becoming more informed of the challenges that the military faces in Russia. But it's still not clear to us that he has a full picture at this stage of just how challenged they are ... we see shortages of ammunition, for morale, supply issues, logistics, a whole series of concerns that they're facing."

Haines also claimed that Putin might think to scale back his military objectives "on a temporary basis with the idea that he might then come back at this issue at a later time".

Russia appeared to be using up its military stockpiles "quite quickly", Haines said, further adding that "it is pretty extraordinary, and our own sense is that they are not capable of indigenously producing what they are expending at this stage."

"That's why you see them going to other countries effectively to try to get ammunition ... and we've indicated that their precision munitions are running out much faster in many respects," she added.

Cleverly alleged that Putin could pretend to engage in negotiations while training more troops and sending more ammunition, the newspaper said on December 2.

The paper quoted Cleverly as saying that there is a risk that a cease-fire would be used by Putin to "refit his damaged armed forces and to rearm his armed forces".

US believes Russia using up military stockpiles ‘more rapidly’ than it can replenish

Ukrain's President Volodymyr Zelensky said on Saturday that a $60 price cap per barrel on seaborne Russian oil, imposed by the G7 (Group of Seven), the European Union and Australia, is "not serious".

To restrict Russia's source of income, the West announced the oil price cap. This cap is in addition to an EU embargo on maritime deliveries of Russian crude oil. The oil cap, expected to come into effect on Monday, is aimed at restricting Moscow's capability to finance the ongoing war in Ukraine.

But Zelensky says that is not enough. In his nightly address, he said, "Russia has already caused huge losses to all countries of the world by deliberately destabilizing the energy market." The Ukrainian president described the decision as "a weak position".

Zelensky added that it is "only a matter of time when stronger tools will have to be used anyway." He said, "It is a pity that this time will be lost. The logic is obvious: if the price limit for Russian oil is $60 instead of, for example, $30, which Poland and the Baltic countries talked about, then the Russian budget will receive about a hundred billion dollars a year... This money will also be used to further destabilize precisely those countries that are now trying to avoid big decisions."

During the negotiations, Poland tried to hold out for a lower threshold of $30, before finally agreeing on Friday to the higher ceiling.

Ukrain's President Volodymyr Zelensky said on Saturday that a $60 price cap per barrel on seaborne Russian oil, imposed by the G7 (Group of Seven), the European Union and Australia, is "not serious".

This money will also be used to further destabilize precisely those countries that are now trying to avoid big decisions." During the negotiations, Poland tried to hold out for a lower threshold of $30, before finally agreeing on Friday to the higher ceiling. Meanwhile, Russia has rejected the price cap and called it "dangerous". Kremlin spokesman Dmitry Peskov told domestic news agencies: "We will not accept this price cap." Peskov also said that Russia was "analysing" the move. WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community. Share your stories and opinions with us here.

Zelensky says $60 price cap on Russian oil is ‘not serious’, won’t push Moscow into ending war

A superyacht belonging to Ukrainian oligarch Viktor Medvedchuk will be sold in auction with the money going to victims of the ongoing conflict in Ukraine. The yacht, valued at somewhere around $200 million, is currently in Croatia after Medvedchuk was sanctioned due to his connections with Russian President Vladimir Putin. The Croatian court asked the authorities to complete the auction and transfer the money to the Ukrainian Asset Recovery and Management Agency (ARMA).

The judgement stated that this measure will “preserve the economic value by selling it at auction”.

While it has been suggested by the Ukrainian government and other pro-Ukraine groups in the past, this is the first auction of its kind where the money will go straight to the victims.

“ARMA searched for the specified asset within the framework of the criminal proceedings and subsequently after imposing the arrest received the elite property to preserve the economic value by selling it at auctions,” a spokesperson for the Ukrainian government told The Guardian.

ARMA was established by the Volodymyr Zelensky-led government for “finding, tracing and management of assets derived from corruption”. According to AFP, the officials belonging to the organisation have already ““inspected the yacht belonging to the family members of a people’s deputy and one of the leaders of a political force banned in Ukraine”.

Medvedchuk, who was a pro-Russia Ukrainian politician, was arrested in April and later sent to Russia as part of a prisoner swap. He is also the godfather to Putin’s daughter Daria.

The yacht, known as Royal Romance, was confiscated by the Croatian police on behalf of the FBI.

Russia-Ukraine war: Moscow says Vladimir Putin will visit east Ukraine 'in due time'

Moscow on Saturday (December 3) responded to the "dangerous" price cap on Russian crude oil which has been imposed by the Group of Seven (G7) countries, the European Union and Australia. The West has come up with a $60 oil price cap, which will come into effect on Monday or soon after. This cap is in addition to an EU embargo on maritime deliveries of Russian crude oil.

The latest move by the West is aimed at restricting Moscow's revenues so that its capability to finance the ongoing war in Ukraine is reduced.

Kremlin spokesman Dmitry Peskov told domestic news agencies: "We will not accept this price cap." Peskov also said that Russia was "analysing" the move.

EU embargo on maritime deliveries is meant to prevent the seaborne shipments of Russian crude to the European Union, which is apparently responsible for two-thirds of the bloc's oil imports and such restrictions will cost Russia billions of euros.

The G7 said it was acting on its promise "to prevent Russia from profiting from its war of aggression against Ukraine, to support stability in global energy markets and to minimise negative economic spillovers of Russia's war of aggression".

The decision was welcomed by nations, including the US and Ukraine. The White House called it "welcome news" that would help limit Putin's ability to fund the Kremlin's "war machine".

Kyiv also welcomed the move. Ukraine's presidential chief of staff Andriy Yermak said on Saturday: "We always achieve our goal and the economy of Russia will be destroyed, and Russia itself will pay and be responsible for all crimes."

Meanwhile, Russia has reaffirmed its stance of not supplying oil to nations that implement the cap. Mikhail Ulyanov, who is Russia's ambassador to international organisations in Vienna, said in a social media post: "Starting from this year Europe will live without Russian oil."

Russia's embassy in the US criticised the move, stating that it was "reshaping" free market principles. In a post on Telegram, it also said that its oil would continue to be in demand despite the measures.

It said: "Steps like these will inevitably result in increasing uncertainty and imposing higher costs for raw materials' consumers. Regardless of the current flirtations with the dangerous and illegitimate instrument, we are confident that Russian oil will continue to be in demand."
