The move comes weeks after the United Nations stated that it was probing US accusations and reports of the transfer of arms between Pyongyang and Moscow that apparently had been used by the latter in its war against Ukraine.

However, both Russia and North Korea have denied the accusations but did vow to have deepened their military relations last year.

"This is almost comparable to destroying a CCTV to avoid being caught red-handed," said South Korea's UN Ambassador Joonkook Hwang of Russia's veto.

China on Thursday abstained from the vote, while the other 13 council members voted in its favour.

"Moscow has undermined the prospect of the peaceful, diplomatic resolution of one of the world's most dangerous nuclear proliferation issues," deputy US Ambassador to the UN Robert Wood told the council.

Russia's UN Ambassador Vassily Nebenzia questioned the work done by the experts before the vote and told the Security Council, "Its work is increasingly being reduced to playing into the hands of Western approaches, reprinting biased information and analyzing newspaper headlines and poor quality photos."

<h2>'A guilty plea'</h2>

Ukraine's Foreign Minister Dmytro Kuleba took to social media and slammed the veto calling it "a guilty plea".

The United States called the veto by Russia a "self-interested effort to bury the panel's reporting on its own collusion" with North Korea.

"Russia's actions today have cynically undermined international peace and security, all to advance the corrupt bargain that Moscow has struck with the DPRK," State Department spokesman Matthew Miller said, referring to the North by its official name, the Democratic People's Republic of Korea.

Known as the Democratic People's Republic of Korea (DPRK), North Korea has been under the sanction of the United Nations over its ballistic missile and nuclear programmes since the year 2016.

Over the years, these measures have been intensified.

For the past 15 years, the UN sanctions have been monitored by the panel of independent experts reporting to the &nbsp;Security Council twice a year, further recommending efforts for improved implementation of the measures.

The directive for the current panel of experts will expire on April 30, 2024.&nbsp;

The most recent report by them, which was made public earlier this month, stated that it was probing dozens of suspected cyberattacks by North Korea that raked in $3 billion to help it further develop its nuclear weapons programme.&nbsp;

"The panel, through its work to expose sanctions non-compliance, was an inconvenience for Russia," said Britain's UN Ambassador Barbara Woodward. "But let me be clear to Russia - the sanctions regime remains in place and the UK remains committed to holding DPRK to account for its compliance."

The Islomov family - brothers Amirchon and Dilovar and their father Isroil, a native of Tajikistan, are alleged of aiding the four Tajik nationals accused of attacking the Crocus City Hall venue, that killed&nbsp;at least 143 people.

Russia on Sunday (Mar 24) charged four suspects with acts of terrorism in connection to the tragic attack at a concert hall outside Moscow, which on Friday night (Mar 22) killed 137 people.

Moscow concert hall attack: Two suspects reportedly appeal pre-trial detention

Ukraine destroyed 26 drones overnight as Russia launched its latest round of aerial attacks, according to a senior Ukrainian military official.

Ukraine claims it downed 26 drones in latest Russian strikes

The director of Russia’s top security agency, on Tuesday (Mar 26) said that he believed that Ukraine, along with the United States and the United Kingdom, were involved in the terrorist attack at the Crocus City Hall near the Russian capital city of Moscow on Friday (Mar 22).&nbsp;

This comes a day after Russian President Vladimir Putin, for the first time since the attack, acknowledged the involvement of “radical Islamists,” while reasserting his claims that Ukraine likely played a role in the shootout.&nbsp;

The Russian president continues to blame Ukraine despite the Islamic State claiming responsibility for the attack. Similarly, Bortnikov said “special services” of Ukraine&nbsp;are “directly related to this” claiming that Kyiv helped prepare Islamist radicals at an undisclosed location in the Middle East.

Russian reporters also asked the FSB chief if he thought Ukraine’s allies in the West, the US and the UK, were involved in the attack. “We think that’s the case. In any case, we are now talking about the texture that we have. This is general information,” said Bortnikov.&nbsp;

Ukrainian officials, including the president, have repeatedly denied any link to Friday’s attack and dismissed Russian accusations as lies.&nbsp;

The US National Security Council spokesperson Adrienne Watson&nbsp;previously said that Washington had shared intelligence with Russia about a planned attack in Moscow.&nbsp;

The FSB chief, when asked about the information supplied by the US, said it was not always very concrete, reported Reuters.

The United States and France say intelligence suggests the group was indeed behind the attack.&nbsp;

French President Emmanuel Macron, on Monday (Mar 25), said the current information available “indicates indeed that it was an entity of the Islamic State that instigated this attack.”&nbsp;

He also said that it would be “counterproductive” for Russia “to use this context to try and turn it against Ukraine.”

<h2>Eighth suspect remanded in custody</h2>

On Tuesday, a Russian court remanded in custody Kyrgyzstan-born Alisher Kasimov for his suspected involvement in Friday’s mass shooting and sent investigators to Tajikistan to question the families of four men charged for allegedly carrying out the attack.&nbsp;

Moscow has previously said that four suspected gunmen have confessed. However, the suspects showed signs of injuries when they appeared in court raising concerns that they had been tortured.&nbsp;

Russia’s commissioner for human rights Tatyana Moskalkova said that the detention of suspects should be carried out in accordance with the law, reported news agency TASS, and called it “absolutely unacceptable to use torture on detainees and defendants.”

In court, Kasimov, who has been accused of providing accommodation to the four Tajik men who allegedly carried out the attack, showed no visible signs of injury.&nbsp;

So far, Russian authorities have detained 11 people, including four suspected gunmen.

This was after Fariduni, during the initial questioning admitted that he had to travel to Turkey because his visa in Russia had expired, the Turkish official told AFP.&nbsp;

“We assess that both individuals became radicalised in Russia given the short amount of time they spent in Turkey,” the Turkish official told the news agency.&nbsp;

The responsibility for the attack was claimed by the Islamic State which also published graphic videos of the gunmen inside the venue.

However, it was not until Monday (Mar 25) that Russian President Vladimir Putin acknowledged that “radical Islamists” were behind the attack, but continued to assert that they were linked to Ukraine.&nbsp;

Russia on Monday (Mar 25) refuted claims made by the United States that the militant group Islamic State was behind the Moscow attack that claimed the lives of 137 people and wounded 182 others, alleging that Washington was covering for Ukraine.

Four assailants opened fire on a crowd inside the Crocus City Hall on Friday night (Mar 22), during a concert by the Soviet-era rock group Picnic in what is being considered the bloodiest attack to occur within Russia in over two decades.

Russia on Sunday (Mar 24) charged the suspects with acts of terrorism in connection to the tragic attack.

As per a Reuters report citing Moscow Basmanny district courts' official Telegram channel, the suspects have been named as Dalerdzhon Mirzoyev, Saidakrami Rachabalizoda, Shamsidin Fariduni, and Muhammadsobir Fayzov.

The men, whom the Russian media identified as being citizens of the ex-Soviet republic of Tajikistan living in the country, would be remanded in pre-trial custody until May 22.

Reportedly, three of the four had pleaded guilty to all charges. One of them, as per Reuters, said he was promised half a million roubles (a little over $5,000) to carry out the attack.

<h2>US officials say had warned Russia of attack</h2>

The United States officials said that they had warned Moscow about an imminent attack earlier this month.

Islamic State has claimed responsibility for the attack and has also released footage that it claims is from the tragic incident.

However, Russia's Foreign Ministry spokeswoman, Maria Zakharova, questioned the assertions made by the United States stating that the Islamic State, which previously made attempts to seize control of swathes of Iraq and Syria, was the one who orchestrated the attack.

In an article for the Komsomolskaya Pravda newspaper, she stated that the United States was on purpose spurring the "bogeyman" of Islamic State in order to conceal its "wards" in Kyiv.

She further mentioned in the article how Washington backed the "mujahideen" fighters who fought Soviet forces in the 1980s.&nbsp;

Putin in an earlier address had claimed that&nbsp;the attackers made their way to the Bryansk region, about 340 km (210 miles) southwest of Moscow.

"They tried to hide and moved towards Ukraine, where, according to preliminary data, a window was prepared for them on the Ukrainian side to cross the state border," he said.

Meanwhile, Ukraine has denied any role in the attack.

Russia questions US assertions about Islamic State orchestrating Moscow attack

The jihadist group Islamic State (IS), which claimed responsibility for the deadly terror attack on a Moscow concert hall, has released visuals of the&nbsp;incident showing the assailants who carried out the assault.

The purported minute-and-a-half-long video of the attack shot by the gunmen showed individuals with blurred faces armed with knives and assault rifles.

The attackers appear to be in the lobby of the Crocus City Hall concert venue in Krasnogorsk, northwest of the Russian capital.

The assailants can be seen jumping into a shooting rampage firing several bursts of gunfire, multiple inert bodies can be seen scattered and a fire can be seen starting in the background.

The video, according to the SITE monitoring group, appeared on a Telegram account which is considered to be IS' news arm Amaq.

The attack claimed the lives of at least 137 people.

Russian President Vladimir Putin vowed action against the perpetrators of the devastating attack in his address on Saturday.

During the televised address, the Russian leader said, "All the executors, planners and those who ordered this crime will be rightfully and inevitably punished, whoever they are and whoever directed them. Let me repeat: we will identify and punish everyone who stood behind the terrorists, who prepared this attack against Russia, against our people."

Islamic State shares footage of gunmen carrying out deadly Moscow attack

Ukraine early on Sunday (Mar 24) launched attacks on the annexed Crimean peninsula and said that it "successfully hit" two Russian large landing ships along with a communications centre and several infrastructure facilities of the Russian Black Sea Fleet.

The Ukrainian military in its statement did not specify the medium it chose to hit the targets, however, a Moscow-installed official in the region reported a major Ukrainian air attack and stated that the air defences had downed more than 10 missiles over the Crimean port of Sevastopol.

"The defence forces of Ukraine successfully hit the Azov and Yamal large landing ships, a communications centre and also several infrastructure facilities of the Russian Black Sea Fleet in temporarily occupied Crimea," Ukraine's military said.

Mikhail Razvozhayev, the Russian-installed governor of Sevastopol, on the Telegram messaging application stated that transport infrastructure including the passenger boats was partially damaged, according to news agency Reuters reports.

"Of the six boats, five had their windows broken ... During the day, the windows of the damaged boats will be replaced and as they are restored they will be brought back online," he said.

Razvozhayev further stated that during the overnight attacks, several vehicles were damaged which included three passenger buses, 13 school buses and one trolley bus.

"The Embassy is monitoring reports that extremists have imminent plans to target large gatherings in Moscow, to include concerts, and U.S. citizens should be advised to avoid large gatherings over the next 48 hours," the alert said.

As per the officials, two ballistic missiles and 29 cruise missiles were fired by Russia in the Kyiv region, all of which Ukraine claimed were successfully shot down.

Speaking to CNN, 80-year-old Valentyna Ivanivna in Kyiv’s central Podil district said that she woke up after hearing a loud blast at 5 am which shattered her windows.

“I don’t know whether it was a missile or what it was, but now I have holes instead of windows. I’m alright, but my kitchen and a living room are now windowless. I was sleeping in the bedroom, which is behind another wall, which saved me from the shrapnel,” Ivanivna said.

Head of the Kyiv region military administration Ruslan Kravchenko said that no residential buildings or critical infrastructure facilities were hit.

“The accused, people of non-traditional sexual orientation, acted in premeditation with a group of people … who also support the views and activities of the international public association LGBT,” said the court, on Telegram.

The “international LGBT movement” has been vaguely described by Russia publicly which paved the path for the court to prosecute anyone who has been protecting LGBTQ+ rights or identifies with the community.

League of the Safe Internet director Ekaterina Mizulin appreciated the criminal proceedings.

“This is the first criminal case in Russia after the decision of the Supreme Court to recognise LGBT as an extremist movement,” Mizulina said.&nbsp;

Putin on Monday (Mar 18) said that the "return" of four Ukrainian regions to Russia was "much more grave and tragic" than Crimea.

"But in the end we did it. It is a big event in the history of our country," said Putin, while calling the occupied territories as being part of "New Russia". As Putin made these remarks, the crowds chanted "Russia, Russia".

<h2>Russia's new railway line to run from Rostov-on-Don to Crimea</h2>

Putin further announced that Russia will lay down a new railway line which will run from their city of Rostov-on-Don to Crimea through occupied Ukraine. This route is likely to serve as an alternative way to the current bridge which connects the peninsula to Russia's mainland.

"This is how together, hand in hand, we will move on. This is what - not in words, but in deeds - makes us really stronger," Putin said.

The bridge, which connects Russia and Crimea and was opened in 2018, has been attacked numerous times and forced to close twice before the war started in Ukraine.

Vladimir Putin was leading in the presidential elections of the Russian Federation with 87.97% of the votes, as per the latest reports after the polls closed.

Nikolai Kharitonov had polled 3.8% of the votes, Leonid Slutsky 2.96% of the votes, Vladislav Davankov 3.73% of the votes, according to the first data of the Central Election Commission after processing 24.4 % of protocols, as per Russian&nbsp;state-owned domestic&nbsp;news agency&nbsp;RIA Novosti. 
 
The first data of the voting results were published in the CEC information centre. 
 
Putin was leading in Russia's presidential election with 87.97% of the vote, according to the first official results showed on Sunday (March 17) after polls closed.&nbsp;Voting took place over three days: March 15, 16 and 17.

Russia 24 state television showed exit polls stood at 87 per cent at first and soon after announced the first official results at 87.9.

The gift has violated multiple United Nations sanctions imposed on North Korea over its nuclear and other weapons programmes by their leader. As a part of the sanctions, which were passed years ago with Russia’s approval, the import of any luxury goods or vehicles is banned into the country.

Kim used the limousine for the first time during an open event on Friday (Mar 15), said his sister and prominent government official Kim Yo Jong, according to a statement carried by the North Korean state media.&nbsp;

“The special function of the private car is perfect and can be thoroughly trusted,” said Kim Yo Jong, as quoted by the KCNA, without specifying any particular function of the vehicle that she was referring to.&nbsp;

Kim’s ride in the Russian vehicle is “clear proof of the DPRK-Russia friendship, which is developing in a comprehensive way on a new high stage,” the North Korean leader’s sister added using the country’s official name, the Democratic People’s Republic of Korea (DPRK).&nbsp;

Aurus was the first Russian luxury car brand, according to Russian media reports, and has been used in motorcades of top officials since Putin first used the vehicle during his inauguration ceremony in 2018.

The North Korean leader also reportedly attended the opening ceremony of a greenhouse farm on Friday.&nbsp;

Kim Jong Un&nbsp;oversaw air warfare drills on Friday and urged “realistic” preparation for combat, reported the KCNA. “Only realistic training directly related to warfare can prepare soldiers as real combat fighters,” said Kim, as quoted by the state media.&nbsp;

This comes after the United States and South Korea held their joint annual 11-day drills which ended on Thursday.

A report by Reuters citing images said Kim’s daughter Ju Ae was also seen attending the drills and the opening ceremony of the greenhouse farm.&nbsp;

Vyacheslav Gladkov, the Governor of Russia's Belgorod region, declared the closure of schools and shopping centres on Saturday (March 16) due to safety concerns.

According to a video posted on the governor's Telegram channel, shopping centres will remain closed on Sunday and Monday, while classes will be suspended on Monday and Tuesday. These closures will impact educational institutions in Belgorod city, its environs, and border areas with Ukraine.

Earlier on Saturday, Governor Gladkov reported two fatalities and three injuries resulting from a Ukrainian missile strike on the Russian border city of Belgorod. This occurred while Russian citizens are participating in a three-day presidential election, ongoing until Sunday (March 17).

In a Telegram statement, Governor Gladkov specified that the city was targeted by missiles launched from a Vampire rocket launcher system. He noted damage to vehicles and buildings both within Belgorod city and in neighbouring villages.

Earlier on Thursday (March 14) a man lost his life when the car he was driving was directly hit by shelling. Four others sustained injuries. Belgorod's city Mayor Valentin Demidov attributed the shelling to Ukrainian forces. The attack also resulted in damage to five houses and 25 vehicles.

Another shelling incident on the same day claimed the life of a woman who was driving her car, injuring three others, according to Demidov. He personally visited the attack sites to assess the damage and engage with residents.

Vladimir Putin accused Ukraine of attempting to sabotage Russia's presidential election by shelling Russian territory and deploying 2,500 armed soldiers to breach its borders.

Produced&nbsp;by prominent figures associated with the Russian defence ministry and Kremlin newspaper Rossiiskaya Gazeta, the 368-page textbook glorifies Russian military exploits from the 13th century to the present day.

The textbook lauds Soviet dictator Joseph Stalin and celebrates past victories, including the annexation of Crimea in 2014, which it terms as the "reunification of Crimea with Russia."

"When there was a coup d'état in Kyiv in 2014, the new government initiated a crackdown on everything Russian," the book read adding, "Russian books were burned, monuments were destroyed, Russian songs and the Russian language itself were banned... 'Russian blood' cocktails were served in restaurants."

US readies new $400 million weapons package for Ukraine, officials say

India's Ministry of External Affairs (MEA) on Friday (March 8) said that several Indian nationals were "duped" to work with the Russian Army adding that the government has taken strong action on the matter and has urged Moscow for their early release.

The MEA further said that the government has also initiated action against the agents who recruited the Indian nationals on false pretexts.

"Several Indian Nationals have been duped to work with the Russian Army. We have strongly taken up the matter with the Russian government for the early discharge of such Indian nationals. Strong action has been initiated against agents and unscrupulous elements who recruited them on false pretexts and promises," MEA spokesperson, Randhir Jaiswal said.

A Russian student was imprisoned for 10 days in Moscow after he used a pro-Kyiv slogan as the name of his wi-fi network.

The network was named by the Moscow State University student as "Slava Ukraini!" which means "Glory to Ukraine!".

He was found guilty by a Moscow court of displaying "symbols of extremist organisations" on Thursday (Mar 7).

Since the beginning of the Russia-Ukraine war, thousands of people have been given prison sentences or imposed fines for either supporting Ukraine or criticising Russia's invasion.&nbsp;

The police arrested the student on Wednesday morning (Mar 7) in Moscow after a police officer had reported the name of the network to the authorities.&nbsp;

According to the court, he had used the network to "promote the slogan 'Slava Ukraini!' to an unlimited number of users within wi-fi range." The police confiscated the router.

The supporters of Ukraine have been using "Slava Ukraini" as a rallying cry and are regularly chanted in protests against the full-scale invasion of Russia which was launched on&nbsp;February 24,&nbsp;2022.
