<h2>About the charges</h2>

In a statement on Friday, the Crown Prosecution Service (CPS) said that it authorised the Metropolitan Police to charge a British man with “conducting hostile activity in the UK in order to benefit a foreign state – namely Russia.”

Dylan Earl, 20 and Jake Reeves, 22 were under investigation after a large fire broke out on an industrial estate in London, which according to the prosecution was started using an accelerant such as petrol.

The investigation, which is being led by Met Police counter-terror officers, also found three other suspects linked to the suspected arson attack and are being held on other charges.

The 20-year-old who has been accused of recruiting others for an arson attack appeared at London’s Westminster Magistrates’ Court on Saturday (Apr 20), 10 days after being arrested under the National Security Act 2023.&nbsp;

Earl, according to court documents, was charged with two offences under the National Security Act over “activity likely to benefit Russia”.

Nick Price, head of the CPS special crime and counter terrorism division, said that Earl “Included in the alleged activity was involvement in the planning of an arson attack on a Ukrainian-linked commercial property in March 2024.”

Paul English, 60, and Nii Mensah, 21, who appeared in court on Monday, and Reeves, who was in court on Friday have been charged with aggravated arson.&nbsp;

The 22-year-old has also been charged with “agreeing to accept a material benefit from a foreign intelligence service,” according to Price.&nbsp;

Another 22-year-old, Dmitrijus Paulauska, and the fifth person linked to the case, has been charged with “having information about terrorist acts,” according to the CPS. All five are next expected to appear in court at the Old Bailey on May 10.

Secretary of State Antony Blinken said Friday (Apr 26) that his nation has seen evidence of China's interference in the US elections despite earlier commitments by&nbsp;Chinese President Xi Jinping not to do so. “We have seen, generally speaking, evidence of attempts to influence and arguably interfere, and we want to make sure that that’s cut off as quickly as possible,” Blinken said in an interview with CNN.

Last November, during a summit between Xi and US President Joe Biden, China had promised not to take any action that might impact the democratic election process in the US presidential elections.

"China would be happy to see a prosperous and developing United States," the Chinese leader said.

Talking about their relations, he said, “When this fundamental problem is solved, relations can truly stabilise, get better, and move forward. We hope the US can also take a positive view of China's development.”

Blinken earlier held a meeting with counterpart Wang Yi for more than five and a half hours, which the US diplomat called extensive and constructive.

During the meeting,&nbsp;Antony Blinken expressed concern about China's support for Russia.

State Department spokesman Matthew Miller said, "Blinken discussed concerns about PRC support to the Russian defence industrial base along with issues relating to Taiwan, the South China Sea, and the Middle East, referring to China by its official acronym."

"The relationship is facing all kinds of disruptions. China's legitimate development rights have been unreasonably suppressed and our core interests are facing challenges," he said.

Blinken replied that active diplomacy&nbsp;was needed to move forward with the agenda set by President Joe Biden and President Xi Jinping when they met in San Francisco in November.

"There's no substitute in our judgement for face-to-face diplomacy," Blinken said, adding that he wanted to ensure that "we're as clear as possible about the areas where we have differences, at the very least to avoid misunderstandings, to avoid miscalculations".

Russia has detained Sergei Mingazov, a journalist for the Russian edition of Forbes magazine for allegedly spreading “fake news” about the Russian army, said the United States-based magazine and his lawyer, on Friday (Apr 26).&nbsp;

If convicted, Mingazov faces 10 years in prison on the charges of spreading “false information,” said his lawyer. He added, “In short, for reposting a publication about the events in Bucha.”&nbsp;

"Our Europe, today, is mortal and it can die," he said.

"It can die and this depends only on our choices," Macron said, warning that Europe was "not armed against the risks we face" in a world where the "rules of the game have changed".

"Over the next decade... there is an immense risk of (Europe) being weakened or even relegated," he added, also pointing to the risk of Iran obtaining a nuclear weapon.&nbsp;

Russia and Ukraine have agreed in a Qatari-brokered deal to exchange almost 50 children displaced by Moscow's invasion, the Kremlin's children's rights commissioner Maria Lvova-Belova announced in Doha Wednesday.

She gave no details on why the children were in Russian hands or where they had come from.&nbsp;

Ukraine believes Russia has illegally taken more than 19,000 of its children since the start of the 2022 invasion, of which fewer than 400 have been returned.

Moscow denies that charge, saying that it has transferred children for their safety away from fighting zones.&nbsp;

US House on Saturday (Apr 20) voted 311-112 in favour of giving Ukraine a $60.8bn military aid package&nbsp;at a time when Kyiv has been fighting against Russia's invasion over the past two years and is now facing a critical shortage of ammunition to continue its defences.

"This aid will strengthen Ukraine and send the Kremlin a powerful signal that it will not be the second Afghanistan," Zelensky said in an interview with NBC's "Meet the Press".

"The United States will stay with Ukraine, will protect Ukrainians, and... they'll protect democracy in the world," he added.

The Ukrainian leader further expressed concern that some of his own forces are also "exhausted."

"We need to replace them. But these new brigades, they have to have the equipment," he told Meet the Press.&nbsp;

Soon after the announcement, Zelensky, in a video on his social media handle, expressed gratitude stating that the US assistance would help save lives and "bring a just end" to the war with Russia.&nbsp;

"I am grateful to the United States House of Representatives, both parties and personally Speaker Mike Johnson for the decision that keeps history on the right track," he wrote in a post on X.

This comes as Germany said that it would hand over one Patriot missile battery to Kyiv and Ukrainian Foreign Minister Dmytro Kuleba called on other countries to follow suit.&nbsp;

Zelensky told a virtual meeting of NATO defence ministers that his country needs a "minimum" of&nbsp;seven Patriot air defence systems and said&nbsp;the alliance should decide "whether we indeed are allies".&nbsp;

"It is obvious that now, while Russia has air advantage and can rely on its drone and rocket terror, our capabilities on the ground, unfortunately, are limited," said the Ukrainian president.&nbsp;

<h2>G7 vows to bolster Ukraine air defence</h2>

The G7 will “bolster Ukraine’s air defence capabilities to save lives and protect critical infrastructure,” said the foreign ministers in a statement which came after a three-day meeting in the southern Italian island of Capri.&nbsp;

The statement also said that they would increase defence and security assistance for Kyiv and that they are “determined to continue to provide military, financial, political, humanitarian, economic, and development support to Ukraine and its people.”&nbsp;

The statement was also fiercely critical of the Russian invasion of Ukraine which has been going on for more than two years now. Ukraine has said that it is running out of weapons to shoot down Russian missiles and drones as Moscow has ramped up attacks on infrastructure in recent months.&nbsp;

Kuleba, told reporters in Capri that the G7 had identified specific steps to help boost Ukraine’s air defence. However, he did not give any further details.&nbsp;

<h2>Lack of funds</h2>

Britain’s Foreign Minister David Cameron also urged G7 allies to be “creative” in using Russian assets, which have been frozen since the invasion in 2022, to help Ukraine.&nbsp;

Military aid to Ukraine has slowed down in recent months, with the war-torn country’s European partners running low on ammunition and the Republicans in the United States Congress blocking funding to Kyiv.&nbsp;

The statement also said that they will work to explore all avenues and options ahead of the G7 Apulia Summit in June to use Russian sovereign assets to support Ukraine which is “consistent with our respective legal systems and international law”.&nbsp;

Amid the slowdown in funding the West is looking for ways to use profits from some $300 billion of sovereign Russian assets held in their countries to help Ukraine.

<h2>Russian airstrike in Dnipro</h2>

At least eight people, including two children, were killed after a Russian airstrike in the central Dnipropetrovsk region, on Friday, said the Ukrainian officials. Kuleba said a 14-year-old girl and 8-year-old boy had been killed during the attack.&nbsp;

Missiles rained down on the Ukrainian city of Dnipro and the surrounding region in the early hours and a trail of destruction in its wake. According to regional officials, the strike damaged residential buildings, and the main train station and wounded at least 28 people.&nbsp;

Russia has ramped up its long-range assaults across Ukraine prompting President Volodymyr Zelensky to call for urgent supplies of air defences from the war-torn country’s allies in the West.&nbsp;

For the first time since the beginning of the invasion, Ukraine’s air force commander and military spy agency said they shot down a Russian Tu-22M3 strategic bomber that had fired missiles at Ukraine during the overnight attack.&nbsp;

NATO countries to give more air defence systems to Ukraine, says Stoltenberg

Two people have been detained in Poland on suspicion of attacking Leonid Volkov, an exiled top aide to the late Russian opposition leader Alexei Navalny, Polish and Lithuanian police said on Friday.

Volkov suffered injuries from hammer blows in the attack on March 12 outside his home in Vilnius, the Lithuanian capital.

Lithuanian counterintelligence said at the time that the attack was the work of Russian special services. The Kremlin declined to comment.

Polish police said on the social media platform X that they had arrested the two suspects in cooperation with Lithuanian police in response to a European arrest warrant.

Separately, the deputy head of Lithuania's criminal police, Saulius Briginas, told a press conference in Vilnius that the suspects were both Polish citizens and had been detained on April 3 in Warsaw.

The two suspects have been charged in Lithuania with intentionally causing minor bodily harm to Volkov because of his beliefs, which is punishable by a fine or a jail term, chief Vilnius prosecutor Justas Laucius said.

"At this time, the charge is that the crime was committed due to (Volkov's) beliefs and his political activities", Laucius told the same news conference in Vilnius.

The suspects could be extradited to Lithuania by May, Laucius added.

<h2>SUSPECTS KNOWN TO POLICE</h2>

The two suspects were previously known to Polish police and had travelled to Lithuania to carry out the assault, said Briginas.

Laucius said he did not know whether the detainees were connected to a Polish citizen who was arrested on Thursday on suspicion of planning to cooperate with Russian foreign intelligence services for a possible assassination attempt on Ukraine's President Volodymyr Zelensky.

Polish police had no further comment on the arrests. The office of Poland's minister in charge of special services did not immediately reply to an emailed request for comment.

Volkov himself has blamed Russian President Vladimir Putin for the attack. Before the assault he had told Reuters that leaders of Navalny's movement in exile feared for their lives.

On Friday, Volkov thanked Lithuanian police for working "energetically and persistently" on the case.

"I am very glad that this work has been effective", he said on X. "Well, we'll find out the details soon. Can't wait to find out!"

Lithuanian President Gitanas Nauseda thanked Poland and Lithuania's intelligence service for securing the arrests.

Navalny, Putin's most prominent critic, died in February in an Arctic prison. Russian authorities say he died of natural causes. His followers believe he was killed by the authorities, which the Kremlin denies.

Georgia's parliament on Wednesday approved the first reading of a bill on "foreign agents" that the European Union said risked stifling freedoms and blocking the country's path to membership.

The fate of the bill is widely seen as a test of whether Georgia, 33 years after the collapse of the Soviet Union, intends to pursue a path of integration with the West or move closer towards Russia.

Eighty-three of 150 deputies voted in favour while opposition MPs boycotted the vote. The bill, which has provoked days of protests, must pass two more readings before becoming law.

The EU urged Georgia to "refrain from adopting legislation that can compromise Georgia's EU path". The United States and Britain have also urged Georgia not to pass the bill.

Georgia presses on with controversial ‘foreign agents’ bill, putting its EU bid at risk

The death toll after a&nbsp;Russian missile attack on the&nbsp;northern Ukrainian city of Chernihiv on Wednesday (Apr 17) rose to 17, said the local officials. A&nbsp;report by Reuters citing&nbsp;emergency services said that 60 others, including&nbsp;three children, have been injured.&nbsp;

In an update, Interior Minister Ihor Klymenko had earlier&nbsp;said that the attack killed at least 13 people and left more than 60 injured, as&nbsp;rescue operations continue.

The&nbsp;strike also damaged four&nbsp;buildings, a hospital, an education facility and dozens of private cars, he added in a statement on Telegram.&nbsp;

Regional leader Vyacheslav Chaus says civilians were killed and injured when three missiles hit close to the city centre.&nbsp;

Chaus told&nbsp;Ukrainian public broadcaster Suspilne that&nbsp;Russia carried out the attack with three Iskander cruise missiles.&nbsp;

The&nbsp;attack on Chernihiv comes hours after reports surfaced about a Ukrainian attack on a Russian military base in occupied Crimea.&nbsp;

Chernihiv’s acting mayor, Oleksandr Lomako, said Russian missiles had targeted an eight-storey building which he described as social infrastructure in a densely populated area.

The state news agency RIA-Novosti said the launch was called off after the failure of the pressurisation of the oxidiser tank of the central block of the rocket, reported the Associated Press.&nbsp;

As per estimates, the flooding damage totals about $227 million. More than 10,400 homes across Russia have been flooded, with the Urals, Siberia, the Volga and central regions the worst hit.

In the aftermath of the dam collapse, Russia declared an emergency in the Orenburg region near Kazakhstan. As per reports, an emergency has also been declared in the Tyumen region, one of Russia's key oil-producing areas of Western Siberia.

Ukraine on Sunday said that a Russian strike on the town of Gulyaipole in the southern Zaporizhzhia region claimed the lives of three people.

"Two men and a woman died under the rubble of their own private house, which was hit by a Russian shell," the head of the region, Ivan Fedorov, said on social media.

The officials, according to the news agency AFP, said that another civilian, who was a woman, was killed in the city of Kupiansk, in the northeastern Kharkiv region.

"A woman died under the rubble in an apartment on the fourth floor of a high-rise building," Ukraine's state emergency services said, adding that it was a residential building.

Authorities in Kharkiv said that Russia launched another attack on Sunday (Apr 6) which injured at least five civilians.

Meanwhile, Moscow said that Ukraine struck the dome above a shutdown reactor at the Russian-controlled Zaporizhzhia nuclear station on Sunday, said the plant's Russian-installed administration.

The plant had earlier also reported attacks by Ukrainian drones.

The International Atomic Energy Agency (IAEA) said that it had been informed by the Russian-run plant that a drone had exploded at the site and the information was "consistent" with IAEA observations.

IAEA Director General Rafael Grossi said both sides should refrain from actions which "jeopardise nuclear safety".

The regional government told the Russian news agency TASS that residents of the city of Orsk, which is 276 kilometres east of Orenburg, are being evacuated as more than 4,200 homes and almost 11,000 people may be affected by rising flood water.&nbsp;

Residents of the Leninsky and Sovetsky districts of Orsk are being evacuated, said the regional prosecutor’s office.&nbsp;

Around 440 relief workers and 217 pieces of equipment were deployed to deal with the aftermath of the dam burst in Orsk, reported TASS citing the Russian emergencies ministry.&nbsp;

The mountain city of Orsk is home to 230,000 people. According to the state news agency, the evacuation in the old part of the city was underway after a protective dam collapsed near Orenburgskaya Street.&nbsp;

So far, 135 people, including 55 children, have been evacuated to temporary shelters set up, the Russian emergencies ministry told TASS.&nbsp;

Russian Deputy Envoy Roman Babushkin calls India a space superpower, indicates support for Gaganyaan

Kyrgyzstan on Tuesday (Apr 2) signed into law a bill that will tighten state control over foreign-funded non-governmental organisations (NGOs).&nbsp;

The controversial law that is modelled on Russia's "foreign agents law" has faced criticism from human rights bodies and groups who say it is restrictive and will stigmatise them and create unnecessary bureaucratic hurdles.

As per Reuters, the law uses language similar to Russia's 2012 law on "foreign agents". It imposes additional reporting obligations on NGOs with foreign funding that are engaged in "political" activities.

Additionally, another provision of the law gives the implementing authority, the Ministry of Justice, the authority to conduct unscheduled inspections and audits of such organisations and provides for criminal sanctions in the event of non-compliance.

In a statement, Kyrgyz President Sadyr Japarov said, "You have been working with foreign donors for 30 years and no one has prosecuted you for taking money. Are we going to start doing that now? As the Head of state, I guarantee there will be no persecution."

"Our state has no secrets to hide from you and your donors," he said, adding, "All our information is in the public domain. If you can, get billions, not millions. It will only benefit our country."

<h2>Critics warn of 'overwhelmingly negative impact'</h2>

Previously, in February, the Organisation for Security and Cooperation in Europe warned that passing the bill "would have an overwhelmingly negative impact on civil society, human rights defenders, and the media in Kyrgyzstan".

Furthermore, the passing of the bill, described as a crackdown on independent media, was criticised by the US State Department, which said it was "deeply concerned" by the adoption of the law.

Stating that the law puts the work of NGOs at risk, US State Department spokesperson Matt Miller said the law "is the latest in a series of Kyrgyz government actions that have undermined democratic governance and civil society."

The Committee to Protect Journalists, an NGO that promotes press freedom worldwide, has called for the law's repeal.

Favorskaya notably filmed Navalny's final video before his death, showing the opposition activist appearing in a court hearing via a video link from the Arctic penal colony where he was serving his sentence.

This comes as on Friday (Mar 29) Wall Street Journal reporter Evan Gershkovich marked one year since his detention in Russian custody. Following his arrest, the reporter was charged with espionage, an allegation strongly refuted by Gershkovich, his employer, and the US government.&nbsp;

As per a report by Russian state news agency TASS, the Investigative Committee of Russia requested Favorskaya's arrest for allegedly "participating in an extremist organisation."&nbsp;

Favorskaya had extensively covered Navalny's court hearings over the past two years and reported from the penal colonies and cemetery where Navalny was buried.

The six journalists, including Favorskaya, were arrested on Wednesday (Mar 27)&nbsp;and Thursday (Mar 28), according to RSF.&nbsp;

Favorskaya was reportedly arrested while being released after spending 10 days in detention in Moscow on a charge of "disobeying the police," RSF reported. Two other journalists, Alexandra Astakhova and Anastasia Musayeva, who came to meet Favorskaya, were also detained and are now "involved in the case as witnesses," according to SOTA Vision. All three journalists were also reportedly subjected to searches during their detention.
