Indian&nbsp;Defence Minister Rajnath Singh on Tuesday (December 28) virtually inaugurated 24 bridges and three roads constructed by the Border Roads Organisation (BRO) in four States and two Union Territories of the country. He also commended BRO for achieving the feat despite the challenges of sub-zero temperatures and high altitudes.&nbsp;

These bridges and roads are constructed with an aim to ensure the swift movement of troops at borders with China and Pakistan. It will also boost tourism in the region, ensuring socio-economic development.&nbsp;

The official press release by the government stated that out of 24 bridges, nine are in Jammu &amp; Kashmir, five each in Ladakh and Himachal Pradesh, three in Uttarakhand, and one each in Sikkim and Arunachal Pradesh. On the other hand, out of the three roads, two are in Ladakh and one is in West Bengal.&nbsp;

The highlight of the inauguration was India's first indigenous Class 70 140-feet Double-Lane Modular Bridge, built at the height of 11,000 feet at Flag Hill Dokala, Sikkim and the Chisumle-Demchok road at Umling La Pass at over 19,000 feet in Ladakh, which holds the Guinness World Record of world's highest motorable road.&nbsp;

"It is an important milestone on the path to achieve 'Make in India' as envisioned by our Prime Minister Shri Narendra Modi. It is a symbol of the Government's resolve to provide faster connectivity to border areas. It will also pave the way for the construction of more bridges in such areas," he added.&nbsp;

The defence minister also announced&nbsp;setting up&nbsp;of 'BRO Cafes' at 75 places, as part of 'Azadi Ka Amrit Mahotsav'&nbsp;celebrations.&nbsp;

The official release stated that these cafes will showcase the local traditions and facilities such as food, parking, sitting area, souvenir shops, medical inspection rooms and photo galleries.&nbsp;

The newly constructed bridges will help Indian troops

It is understood that the Flag Hill-Dokla road will reduce the travel time for Indian troops to reach the Dokla area near the Doklam plateau where a stand-off took place between Indian and Chinese armies in 2017.&nbsp;

Mortal remains of Gen Rawat and his wife will be kept at their residence for the general public to pay their final respects from 11 am to 12:30pm IST Friday (December 10). Military personnel will pay their respects to the defence chief and his wife between 12:30pm IST and 1:30pm IST.&nbsp;

The final journey of Gen Rawat from his residence to the Brar Square crematorium is expected to start around 2pm IST. The funeral is scheduled for 4pm IST.&nbsp;

PM Narendra Modi pays tribute to CDS Gen Bipin Rawat and 12 others killed in IAF chopper crash

In a significant break from protocol, Indian Defence Minister Rajnath Singh on Monday visited the Bangladesh high commission in Delhi on the occasion of the Armed Forces Day of Bangladesh.

He was accompanied by Chief of Defence Staff Bipin Rawat, Indian Army chief General MM Naravane, Air Chief Marshal Vivek Ram Chaudhari and &nbsp;Navy Chief Admiral Karambir Singh.

Bangladesh’s Armed Forces Day is observed every November 21. It was on this day in 1971 that the Battle of Garibpur began, in which Indian and Bangladeshi liberation forces came together against the Pakistani forces.

This year marks 50th anniversary of Bangladesh’s war of liberation that resulted in the emergence of the modern state of Bangladesh. The year is being celebrated both in India and Bangladesh.

Paying tributes to the “sacrifices made by the brave soldiers of the Indian Armed Forces, who stood steadfast with their Bangladeshi brothers and sisters”, the defence minister said, "The extraordinary leadership in India rose to the occasion against all odds and limitations in 1971, in support of a struggling nation fighting against the injustice and unspeakable atrocities perpetrated by the Pakistani Army."

The defence minister highlighted that “Indian Armed Forces and paramilitary forces worked together with the courageous Muktijoddhas (the fighters of the 1971 Bangladesh Liberation War) in their valiant struggle. In the course of the conflict, more than 1,650 brave Indian soldiers made the supreme sacrifice".

“I am glad that the cooperation between the Armed Forces of both countries is steadily progressing, by way of several activities - defence dialogue, staff talks, joint training, exercise and high-level exchanges. Defence cooperation between India and Bangladesh has increased with New Delhi extending USD 500 million Defence Line of Credit to further consolidate ties,” Singh said. &nbsp;

A tri-service contingent from Bangladesh Armed Forces participated at the Republic Day Parade in New Delhi this year. Similarly, a marching tri-service contingent of 122 members from India is expected to participate at the Victory Day Parade in Dhaka on 16 December 2021.

The defence ministry said more than 200 delegates, including ambassadors, heads of missions and defence attaches, attended the roundtable, reflecting the growing global interest in the Indian defence space.

Singh also reiterated the government's commitment to the collective security system laid down in Chapter VII of the UN Charter which deals with action with respect to threats to the peace, breaches of the peace and acts of aggression.

"As a responsible nation, we wish to ensure a stable international security system through these collaborations and efforts," he said.

Chief of Defence Staff General Bipin Rawat, Chief of Air Staff Air Chief Marshal VR Chaudhari, Secretary (Defence Production) Raj Kumar and other senior officials of the ministry and the government of Gujarat were also present.

"Inviting the foreign delegates to attend DefExpo 2022, Asia's largest defence exhibition, Rajnath Singh said India is open to conduct business on a mutually beneficially collaborative basis, in the spirit of give and take, for all-round welfare of everyone," the defence ministry said in a statement.

I am confident that pursuing the vision of our Prime Minister Narendra Modi, DefExpo-2022 will sow the seeds of successful new ventures and international partnerships," Singh said.

He said a strong defence ecosystem in India shall be ready to serve the defence requirements of its friendly countries.

Singh appreciated the efforts of the Indian defence industry and thanked the foreign aerospace and defence companies for investing in the Indian defence growth story.

The focus of the exhibition will be to showcase India as an emerging hub for the manufacturing of military hardware.

"The defence ministry will remain available and proactively engage through the next four-plus months to develop and build DefExpo-2022 as one of the marquee events as India celebrates its 75 years of independence as Azadi Ka Amrit Mahotsav," Singh said.

Major global and domestic military firms are expected to participate in the biennial edition of the DefExpo with their latest weaponry and platforms.

The 11th edition of DefExpo had taken place in Lucknow last year.&nbsp;The theme of the upcoming DefExpo will be "India: The Emerging Defence Manufacturing Hub", officials said.

The government is expected to highlight measures at the event to transform India into a hub of military manufacturing.

The government has initiated a series of measures in the last couple of years to encourage the domestic defence industry.

In August last year, Singh announced that India will stop the import of 101 weapons and military platforms like transport aircraft, light combat helicopters, conventional submarines, cruise missiles and sonar systems by 2024.

A second negative list, putting import restrictions on 108 military weapons and systems such as next-generation corvettes, airborne early warning systems, tank engines and radars, was issued recently.

In May last year, the government announced increasing the FDI limit from 49 per cent to 74 per cent under the automatic route in the defence sector.

India’s&nbsp;Defence&nbsp;Minister Rajnath Singh conferred&nbsp;gallantry and meritorious service medals on the Indian Coast Guard (ICG) personnel at an investiture ceremony held in New Delhi on Saturday.&nbsp;&nbsp;

A total of 21 awards, including three President’s&nbsp;Tatrakshak&nbsp;(Coast&nbsp;Guard)&nbsp;Medals&nbsp;(Distinguished Service), eight&nbsp;Tatrakshak&nbsp;Medals (Gallantry) and 10&nbsp;Tatrakshak&nbsp;Medals (Meritorious Service) were presented during the ceremony.&nbsp;&nbsp;

The medals were in recognition of the selfless devotion, exemplary courage and acts of&nbsp;valour&nbsp;of the ICG personnel under extreme conditions.&nbsp;&nbsp;

Special mentions were made of the ICG’s effort in&nbsp;fire-fighting and pollution response operations - Sagar Raksha-I and Sagar Raksha-II, which played a significant role in dousing the blaze onboard large crude oil carrier 'New Diamond' and container vessel 'Express Pearl' off the Sri Lankan Coast in late 2020.&nbsp;&nbsp;

These operations not only&nbsp;showcase&nbsp;India’s stature as a responsible and capable maritime power, but also averted a major disaster in the IOR, he added.&nbsp;&nbsp;

Following the investiture ceremony, the Minister also addressed the 38th Coast Guard Commanders’ Conference. This&nbsp;conference is an annual meet,&nbsp;which is attended by all the senior officers of the ICG and Ministry of&nbsp;Defence.&nbsp;&nbsp;

The procurement proposals were approved at a meeting of the Defence Acquisition Council (DAC) that was chaired by India's defence minister Rajnath Singh. Out of the total procurements, equipment and platforms worth Rs 11,486 crore&nbsp;(approximately $1.54 billion) will be sourced from domestic entities.

"The DAC accorded Acceptance of Necessity (AoN) for capital acquisitions proposals for modernisation and operational needs of the Indian Armed Forces amounting to approximately Rs 13,165 crore.

"Of the total amount approved, procurement worth Rs 11,486 crore (87 per cent) is from the domestic sources," the ministry said in a statement.

In addition, the DAC also approved a few amendments to the Defence Acquisition Procedure 2020 as a part of "business process re-engineering to ensure further ease of doing business for the industry as well as measures to enhance procurement efficiency and reducing timelines", the ministry said.

India's defence ministry approves procurement of military hardware worth $1.7 billion

ICGS Vigraha, the latest Offshore Patrol Vessel to be commissioned by the Indian Coast Guard has reached its homeport of Vishakapatnam, in the Eastern State of Andhra Pradesh and has been accorded a grand welcome.

The 98-meter-long Vigraha, was commissioned on&nbsp;August 28 in Chennai, by Defence Minister Rajnath Singh.

Built at a private shipyard near Chennai, the OPV has been designed and fitted with advanced technology, radar navigation and communication equipment, sensor and machinery capable of operating in tropical sea conditions.

The defence minister reached the capital city of Tajikistan on Tuesday on a three-day visit to attend the conclave of the defence ministers of the member states of the SCO.

In his address at the conclave, Singh is expected to pitch for concerted efforts to deal with terrorism and other security challenges facing the region.

The defence minister is also expected to meet his Tajik counterpart Col Gen Sherali Mirzo to discuss bilateral as well as other issues of mutual interest.

Tajikistan is chairing the SCO this year and hosting a series of ministerial and official-level meetings.

The SCO, seen as a counterweight to NATO, is an eight-member economic and security bloc and has emerged as one of the largest transregional international organisations. India and Pakistan became its permanent members in 2017.

The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, the Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan.

Singh also said that those who criticised PM Modi's intent for Jammu and Kashmir had vested interests.

The government's "historic decision" around two years ago has brought socio-economic development to the region as well as helped in containing terrorist activities, the defence minister said.

"He wants that political process to start in Jammu and Kashmir as well as in Ladakh. And he is going to speak (to people from) here. He has spoken to people of J and K. We do not want the same situation to prevail for a long time," Singh said.

In the meeting with political leaders of J-K, Modi spoke about removing "Dilli ki Doori as well as Dil Ki Doori" and assured that full statehood of the UT will be restored at the right time.

Singh also said that significant success has been achieved in containing terrorism and boosting socio-economic development. "Two years is not a long period of time...Our government has initiated several steps for infrastructure development and to promote investment," he added.

The defence minister also lauded the armed forces for their contribution to the overall improvement of the situation in Jammu and Kashmir and Ladakh.

Singh said the government has been significantly focusing on enhancing connectivity which is paying rich dividends.

The defence minister also visited the Thiksay Monastery in Ladakh. He inaugurated Shesrab Skyad Tsal Ling library during the visit.&nbsp;

The statement comes even as China is well known to claim almost 90% of the South China Sea based on its "9 dash line" which has been dismissed by the UNCLOS or United Nations Conventions and Laws of the Sea. The Chinese claim has also perturbed its ASEAN neighbours, especially the Philipines.

During the address, Defence Minister said India "hopes that the Code of Conduct negotiations" between ASEAN and China "will lead to outcomes that are in keeping with international law, including the UNCLOS and do not prejudice the legitimate rights and interests of nations that are not a party to these discussions."

At the annual meet, Defence Minister also mentioned Indo Pacific calling for a "free, open and inclusive order" in this region which is based upon "respect for sovereignty and territorial integrity of nations, peaceful resolution of disputes through dialogue and adherence to international rules and laws."

Indo Pacific, geographically seen as a region from the eastern shores of Africa to the Pacific, is a vision that has been backed by India and the US, with more countries joining in the usage of the term. It sees Indian and the Pacific as a continuous entity, but Beijing sees it suspiciously.

Rajnath Singh explained, "India has strengthened its cooperative engagements in the Indo-Pacific based on converging visions and values for promotion of peace, stability, and prosperity in the region.” The vision he said is "premised upon the centrality of ASEAN" with New Delhi supporting "utilization of ASEAN-led mechanisms as important platforms for the implementation of our shared vision for the Indo-Pacific."

The government has since 2014 brought in many reforms in the defence sector to create a conducive ecosystem for exports, Foreign Direct Investment and offset discharge, he noted.

To achieve the twin goals of self-reliance and exports, the government has set a target to achieve a turnover of Rs 1,75,000 crore in the field of Defence manufacturing, including export of Rs 35,000 crore in Aerospace and Defence goods and services, by 2024, Singh said.

"We plan to spend USD 130 billion on Defence modernisation in the next seven to eight years", he added.

Like many of our friendly countries India also faces threats and challenges emanating from multiple fronts, the union minister said adding the country was a "victim of state-sponsored and state inflicted terrorism which is now a global threat".

The government has taken many steps to strengthen the country's security apparatus recently.

Domestic manufacturing of bigger and complex defence platforms has now become the focus of our policy under the Aatmanirbhar Bharat Abhiyaan.

Singh said he has been informed that about 540 exhibitors including 80 foreign companies, Defence Ministers, Delegates, Service chiefs and officials from more than 55 nations are participating in the event.

Let farm laws be implemented for 1-2 years, can make amendments later: Rajnath Singh

Indian and Chinese Defence minister on Thursday shared the platform at the ASEAN Defence Ministers Plus (ADMM) meeting during which the Indian side raised the issue of "threats to rules-based order" and "actions..(that) complicate the situation".

Addressing the meet virtually, Indian defence minister Rajnath Singh said, "threats to the rules-based order, maritime security, cyber-related crimes and terrorism, just to name a few, remain the challenges that we need to address as a forum."

An ASEAN Platform, ADMM-Plus has eight Dialogue Partners Australia, China, India, Japan, New Zealand, South Korea, Russia and the United States. Since 2017 the ADMM-Plus has been meeting annually.

Without directly referring to China, he said, "As we enhance mutual trust and confidence, exercising self-restraint in the conduct of activities and avoiding actions that may further complicate the situation, will go a long way in bringing sustained peace to the region."

He pointed out, "Amid the current regional environment with visible strains, we appreciate the central role of ASEAN-led forums, including ADMM Plus in promoting dialogue and engagement towards a pluralistic, cooperative security order in Asia."

India, China ties deteriorated substantially this year, due to the build-up by the Chinese forces at the line of actual control in eastern Ladakh. In June, India lost 20 of its soldiers due to aggressive action by the Chinese forces in the Galwan valley. &nbsp;

Earlier in September both Indian defence minister and Chinese defence minister Wei Fenghe had met to defuse the situation on the sidelines of the Shanghai cooperation organisation defence minister meet in Moscow. Since then, a number of meetings have taken place at the diplomatic and military level, but the Chinese build-up remains.

On the COVID crisis, he said that "virus does not respect national boundaries, the response to the pandemic also needs to be collective and collaborative."

The Indian defence minister also recalled the ASEAN Outlook on the Indo-Pacific which he said: "underscores this impetus to cultivate strategic trust and continuously promote ASEAN centrality in the regional architecture."

Vietnam is the chair of the ASEAN grouping this year and this year also marks the 10 year anniversary of the ADMM Plus. The first meet of the ADMM Plus took place on 12th October 2010, with regular participation of India.

Though the defence minister did not refer to any specific situation or issue, his comments come in the backdrop of the government's renewed push for socio-economic development in Jammu and Kashmir as well as in the militancy-infested states of the northeastern region.

"We have undertaken a three-pronged approach towards internal security challenges as well. This includes the development of areas affected by terrorism along with the provision of justice to the aggrieved," he said.

"It also includes the ability and desire to go more than half way to negotiate settlements with dissatisfied groups to enable a political settlement. And finally, we are also willing to challenge status quo, if the status quo becomes a tool for the exploitation of helpless citizens and the provisions of governance," Singh said.

In his address at the seminar at the National Defence College, the defence minister also noted that the government was cognisant of the fact that India's stability and security are closely associated with the ability to grow economically at a desirable rate.

"This progression can only be sustained through our ability to adapt, innovate and strengthen the fundamentals that contribute to this process. On the larger issue of economic security, the government has focused on all aspects of development in sectors of land, labour, capital and industry," he added.

Talking about the country's overall approach in dealing with multiple security challenges, he said the government has developed a blueprint to confront them over the next decade.

"The first is the ability to secure India's territorial integrity and sovereignty from external threats and internal challenges. Second, the ability to create secure and stable conditions that can facilitate India's economic growth," he said.

"Third, we remain steadfast in the desire to protect our interests beyond the borders in areas where our people reside and our security interests converge. And finally, we also believe that in a globalised and interconnected world, a country's security interests are interlinked by shared and secure commons," he added.

The defence minister said each of these principles is defining the way in which India is approaching various elements of its security policy.

"Based on these principles, we have brought about drastic changes in our security policy which are oriented towards strong, legally and morally tenable actions," he said.

"We have proved that countries that employ terrorism as an instrument of national policy can also be deterred through options that were considered unimplementable in the past," the defence minister said, in a clear reference to Pakistan.

Singh also listed various reform measures undertaken by the government to stimulate the economy including in areas of infrastructure, health, education, sanitation, drinking water, energy and defence.

"As India grows, there is a simultaneous movement of people beyond our shores and a growth of our interests worldwide. This entails that we should be able to safeguard Indian citizens who now work across the globe," he said.

"In the past, we have displayed the ability to not only evacuate Indian citizens but also people of different nationalities from war torn and calamitous areas. In fact, we have also successfully provided support and relief as the first responders in our neighbourhood as well," the defence minister said.&nbsp;

He also expressed confidence that the NDA will win the Bihar elections and asserted that the exit of the Chirag Paswan-led LJP won't impact the poll prospects of the ruling alliance. Singh also rejected allegations of any hidden understanding with Paswan''s party, saying the BJP believes in fair politics and doesn't play with the trust of the people.

“Chirag and his party would have their own reasons for leaving the alliance. But I don’t think LJP would have any impact on the ruling BJP-JD(U) alliance in Bihar assembly polls. Our alliance will win the elections and form the next government in the state,” he said.

When pointed out that Paswan in his election campaign was only attacking Chief Minister Nitish Kumar and not the BJP, Singh said, “Personal animosity is not good for healthy politics. It should be avoided and I myself also don’t practice such politics.”

The former BJP president also termed as baseless the allegations of a hidden understanding between the BJP and the LJP. “BJP believes in fair politics and doesn’t play with the trust of the people,” he said. &nbsp;

Expressing concern over hate speeches and personal remarks being made against each other by leaders of all political parties, Singh said there is no place for hatred in healthy politics and elections should not be contested and won by spreading hatred among people. “I myself never resorted to such tactics,” he said. &nbsp;

“Bitterness, acidic remarks and personal attacks against each other in speeches should be avoided. It is not good for a healthy democracy. Rather, there should be discussion, debates and even arguments on issues of public interest,” he said.

Singh, who has addressed more than a dozen political rallies in Bihar and is scheduled to address many rallies in the coming days, said the response he witnessed in his public meetings is highly indicative that the BJP-JD(U) alliance will win the elections in the state. &nbsp;

“The alliance, in the Bihar assembly polls, will reap the benefits of effective implementation of the Central government’s welfare schemes. At the same time, the state government under Nitish Kumar has also performed well and the people will vote for it,” he said.

Singh, the seniormost minister in the central government, said the Modi dispensation “ended the crisis of credibility” in politics. &nbsp;

“Modi government delivered on its promises and its track record establishes that. On the other hand, the opposition, whether in Bihar or at the national level, lacks credibility as it always failed to fulfil its commitments,” he said.

On Tejaswi Yadav’s rallies attracting huge crowds, Singh said the rallies of BJP leaders are also being attended by people in large numbers. &nbsp;

“You yourself saw attendance in my rallies and you must have seen the massive crowds in Prime Minister Modi’s rallies. Public meetings organised by BJP are attracting huge crowds. It will be unfair to exaggerate about public meetings of one party and its leaders,” he said. &nbsp;

Asked if the NDA was shrinking as some of its oldest constituents have left the ruling alliance, Singh said the alliance is still a “big united family”.

Without naming any party, Singh said, “Those who left NDA moved out of the alliance for their respective reasons. In politics you never know when anyone can become your ally”. &nbsp;

On whether the NDA’s doors were still open for its erstwhile allies, he said, “The NDA’s doors are always open for those who want to contribute in the development of India. But we cannot compromise on our development agenda and the core issues of our ideology”.

US Secretary of State Mike Pompeo arrives in New Delhi

India always tried to maintain good relations with its neighbours, but situations arose from time to time when its armed forces had to make supreme sacrifices to protect the sovereignty and territorial integrity of the country, Defence Minister Rajnath Singh said on Saturday.

His comments during an address to a group of soldiers at the Indian Army's 33 Corps in Sukna in Darjeeling district came in the midst of a festering border row with China in eastern Ladakh.

Before the event, the defence minister reviewed the combat preparedness of the Indian Army during a high-level meeting at the key military base which is responsible for guarding the Line of Actual Control (LAC) with China in the Sikkim sector.

In his address to the soldiers, Singh also mentioned the death of 20 Indian soldiers during a clash with the Chinese military in Galwan Valley in eastern Ladakh on June 15.

"India wants good relations its neighbours. India always tried for good ties with the neighbouring countries. But certain situations emerged from time to time when our soldiers had to make the supreme sacrifice to defend sovereignty and territorial integrity of the country," he said.

"This time too 20 soldiers of Bihar regiment had to sacrifice their lives to protect the country. I do not want to reveal what happened to the other side," Singh said.

The defence minister arrived at the key military base, popularly known as 'Trishakti' Corps, late in the afternoon.

This is part of his two-day visit to West Bengal and Sikkim to review the military preparedness in view of the border row in eastern Ladakh as well as to celebrate Dussehra with soldiers.

Singh is accompanied by Chief of the Army Staff General Manoj Mukund Naravane.

The Army has significantly bolstered deployment of troops and weaponry along the nearly 3,500 km-long LAC, including in the Sikkim and Arunachal Pradesh sectors.

The officials said top commanders of the 33 Corps gave detailed briefing to the defence minister and Gen Naravane on the situation along the LAC in Sikkim sector as well as about deployment of troops and weapons.

In his interaction with the troops, the defence minister conveyed his wishes to them on the occasion of Vijayadashami and hailed their dedication in securing the nation's borders.

"Due to brave soldiers like you, the borders of this country are protected. The whole country is proud of you," he said.

The defence minister also talked about the rich history of the Trishakti Corps.

"The Trishakti Corps has a great golden history. Especially in 1962, 1967, 1971 and 1975, this Corps demonstrated examples of valour. It has been excellent," he said.

"I extend my best wishes to all of you and your family for the festival of Vijayadashami," the defence minister's office tweeted quoting him.

Officials said Singh will perform 'Shastra puja'(worship of weapons) at Sherathang area in Sikkim on Sunday morning on the occasion of Dussehra.

The defence minister had performed 'Shastra Puja' in the French port city of Bordeaux during Dussehra last year as he was on a bilateral visit to the country then.

The defence minister had performed 'Shastra Puja' in the French port city of Bordeaux during Dussehra last year as he was on a bilateral visit to the country then. He also emphasised on the border tensions between India and China and said, “India wants the tension to end and peace be established. I am confident that my jawans and the Indian Army will not allow even an inch of our land to be handed over to anyone else. As far as what happened in the Ladakh border, the role of our jawans played in that tension will be written in history.”

After performing the puja,&nbsp;Singh inspected a few weapons too.&nbsp;

Trishakti Corps is responsible for guarding the Line of Actual Control (LAC) with China in the Sikkim sector. Recently, the Indian Army has strengthened security arrangements, moved weapon systems and bolstered deployment of troops along the LAC in the Sikkim sector.

The defence minister was speaking after inaugurating the bridges built in strategically key areas of Ladakh, Arunachal Pradesh, Sikkim, Himachal Pradesh, Uttarakhand, Punjab and Jammu and Kashmir.

The defence minister praised the Border Roads Organisation (BRO) for working tirelessly even during the coronavirus-triggered lockdown period. The defence ministry said despite unprecedented snowfall breaking a 60-year record, all strategic passes and roads were cleared for traffic about one month before their average yearly opening dates.

"I am happy to know that over 2,200 kilometers of roads have been cut by the BRO during the last two years, using the latest technologies, and state-of-the-art equipment. Also, surfacing was carried out on about 4200 kms of roads," he added. Amid the border standoff with China, India is expediting work on several key projects including on a strategic road linking Darcha in Himachal Pradesh with Ladakh that will criss-cross a number of high-altitude snow-bound passes.

The nearly 290-km-long road will be crucial for the movement of troops and heavy weaponry into the frontier bases of the Ladakh region and will provide a crucial link to the Kargil region.

Pakistan, China appear to be on a mission to create disputes at borders: Rajnath Singh

Three major employees' federations of the Ordnance Factory Board (OFB), which operates 41 ammunition production facilities across the country, on Friday called off their proposed indefinite strike from Monday following talks with the government, defence ministry officials said.

The federations of the OFB had given the call for the indefinite strike against the defence ministry's move to corporatise the 200-year-old organisation that supplies ammunition to the defence forces.

Last month, the government constituted an Empowered Group of Ministers (EGoM) under the chairmanship of Defence Minister Rajnath Singh to oversee the process of corporatisation of the OFB which was strongly opposed by the three unions.

The federations claimed to have support of over 70,000 employees of the OFB.

Additional Director General (Media and Communication) in the defence ministry A Bharat Bhushan Babu said the unions called off their strike following a "conciliation meeting" with the Ministry of Labour and Employment.

He said the ministry received a notice on August 4 from the three federations for the proposed strike from October 12 following which it referred the matter last month to the Chief Labour Commissioner in the Ministry of Labour and Employment to initiate conciliation in the matter.

"After a conciliation meeting today, the federations have called off the proposed strike from October 12," the spokesperson said. 
Babu said it was agreed by the representatives of the federations and officials of the defence ministry that during the pendency of the on-going conciliation proceedings, the ministry will abide by the provisions of Section 33(1) of the Industrial Disputes Act 1947.

The provision stipulates that the employer cannot alter the conditions of service of the employees till the conclusion of conciliation proceedings. 
"However, it will not affect the government's decision to corporatise Ordnance Factory Board," he said.

Babu said the defence ministry has also invited the representatives of the federations to meet secretary, Department of Defence Production and the Empowered Group of Ministers to put forward their issues and grievances.

At present, the government has to shell out around Rs 5,000 crore annually to pay salaries of the OFB employees. Additionally, it gives around Rs 3,000 crore to OFB as operational cost.

The ordnance factories were set up as "captive centres" to serve the needs of the armed forces, but they have been facing performance-related issues for a long time.

The defence ministry if of the view that the present structure of OFB is inconsistent with the requirement of production centre which calls for lot of flexibility at managerial and functional level.

"New generation Anti-Radiation Missile (Rudram) was successfully flight tested onto a radiation target located on Wheeler Island off the coast of Odisha," the DRDO said in a statement. The missile was launched from a Su-30 MKI fighter aircraft.

The missile is integrated on the Su-30 MKI fighter aircraft as the launch platform, having capability of varying ranges based on launch conditions.

"It has INS-GPS navigation with Passive Homing Head for the final attack. It hit the radiation target with pin-point accuracy," the DRDO said.

The Passive Homing Head can detect, classify and engage targets over a wide band of frequencies as programmed. The missile is a potent weapon for the IAF for suppression of enemy air defence effectively from large stand-off ranges.

With this, the country has established indigenous capability to develop long-range, air-launched anti-radiation missiles for neutralising enemy radars, communication sites and other radio frequency emitting targets.

Earlier this month, the DRDO tested the anti-submarine weapon system, in a boost to naval warfare capabilities.

Prime Minister Narendra Modi on Saturday said the majestic Atal Tunnel, beneath the lofty Rohtang Pass in Himachal Pradesh`s Kullu district, would give new strength to India`s border infrastructure.

"It is an example of world-class border connectivity. There have been demands to improve border infrastructure but for a long time, such projects either couldn`t get out of planning stage or got stuck midway," Modi said in his address after dedicating the highway tunnel, one of the world`s most challenging and a marvel of engineering motorways, in the Himalayas to the nation.

The tunnel would be a lifeline for Ladakh and would boost border security.

Earlier, Modi inaugurated the 9.02km long Atal Tunnel from its south portal near here. It will connect Manali to the Lahaul-Spiti valley in Himachal Pradesh.

It is the longest highway tunnel in the world built at an altitude of 3,000 meters.

He blamed the previous government in the Centre for deliberately ignoring the projects of strategic importance.

"There is nothing more important for us than protecting the country. But the country has also seen a period when the defence interests of the country were compromised."

"Even in the case of Atal Tunnel, if the pace of the construction continued as in the previous governments it would have been completed by 2040," Modi, donning a Himachal cap, said.

"In the year 2002, Atalji laid the foundation stone of the approach road to the tunnel.

"After Atalji`s government, this work was forgotten. The situation was that by 2013-14, only 1,300 meters of the work for the tunnel was completed," said Modi.

"Work on Atal Tunnel was accelerated after 2014; in just six years, we completed the work of 26 years."

"My brothers and sisters of Himachal Pradesh can understand what it means to reduce the distance of three-four hours on the mountain with the completion of this tunnel," he said.
