Pakistan continuously tries to disturb peace in our country, says Indian Defence Minister

Indian Defence Minister Rajnath Singh on Thursday gave a nod to the revised ‘scales of accommodation 2022’ (SoA) for defence services to ensure better standards of living for the personnel of the armed forces.

The defence ministry in a statement said that the implementation of ‘scales of accommodation’ would be a tremendous improvement&nbsp;to inbuilt facilities&nbsp;and infrastructure for the stay of personnel.

“Optimisation of Defence land usage by using multi-storeyed construction and austerity measures by combining of common facilities have been emphasized. These would ensure better working and living conditions for the defence personnel including Defence civilians,” it said.

“Amenities in all public buildings for persons with disabilities have been introduced and gender commonality in all specifications has been ensured,” it added.

The ministry has highlighted that this revision will enhance infrastructure development, enable usage of modern technology, give more flexibility to the executives and cater to&nbsp;users’ aspirations.

The enhanced scales will also be in line with the government vision and programmes like Swatch Bharat, Sugamya Bharat, Digital India, Green Buildings, Sustainable Development, Renewable Energy and reduction of Carbon Footprint, the defence ministry said.

It said that these scales are applicable for all three defence services and the Indian Coast Guard.

The previous SoA was approved by the government in October 2009.

“With the induction of new units, technological facilities and equipment profile, requirements of operational readiness, increased threat perception, the concept of sustainable development including contemporary industry standards and enhanced aspirations of users for improved living standards, there was an inescapable necessity for revision of the SoA 2009,” the ministry said.&nbsp;

Highlighting that the Russian-Ukraine war brought focus on indigenising military equipments, India’s Defence Minister Rajnath Singh on Thursday said that being self-reliant in defence is essential to tackle the challenges in uncertain geopolitical times.

Speaking at the Navy Commanders' Conference, Singh said that the government has been focusing on making India a hub of defence manufacturing.

"Coming to the prevailing security environment in the world, the ongoing Russia and Ukraine conflict has once again highlighted that being self-reliant without dependencies is a vital necessity," Singh said, according to PTI news agency.

He also called for synergy in the tri-services in dealing with national security challenges.

According to the plan, each of the theatre commands will have units of the Army, the Navy and the Air Force and all of them will work as a single entity looking after security challenges in a specified geographical territory under an operational commander.

"I am aware that adequate progress has been made towards the study on maritime theatre command," he told the commanders.

The defence minister said the delivery of the first indigenously built aircraft carrier, Vikrant, would be "another milestone" event.

The ship has already successfully completed three sea trials.

"All out efforts need to be made so that the ship is delivered and commissioned in the 75th year of our Independence," he said.

Singh said he is sure that the Defence Ministry has noted all the valuable suggestions received and deliberated during the webinar and has also drawn an action plan for time-bound implementation of the budget announcements for atmanirbharta (self-reliance) in defence.

"For promoting industry-led research and development (R&amp;D) efforts, I would sanction at least five projects under Make-I during the financial year 2022-23," he mentioned.

Projects under 'Make-I' category involve government funding of 90 per cent, released in a phased manner and based on the progress of the scheme, as per terms agreed between the Ministry of Defence and the vendor.

Singh said, "We would create a monitoring mechanism under Director General-Acquisition, with representatives from all the three services to monitor the budget earmarked, specifically for private industry and startups, so that it is fully utilised."

He said the Defence Ministry will reform the QA process, so that it is non-intrusive, prevention-based and free from the Inspector-Raj. 
"We would come up with the IDEX-Prime to support projects, requiring support beyond Rs 1.5 crore up to Rs 10 crore. This would help our ever-growing startups in the defence sector," Singh mentioned.

"We have been progressively increasing the capital procurement budget for the domestic industry, with 68 per cent of the capital procurement budget earmarked for 2022-23," he noted.

"I am sure that the domestic industry is fully capable to absorb this enhanced budget. I assure them that the government will continue its pro industry policy initiatives for promoting Make in India with greater zeal," he stated.&nbsp;

Indian&nbsp;Defence Minister Rajnath Singh on Tuesday (December 28) virtually inaugurated 24 bridges and three roads constructed by the Border Roads Organisation (BRO) in four States and two Union Territories of the country. He also commended BRO for achieving the feat despite the challenges of sub-zero temperatures and high altitudes.&nbsp;

These bridges and roads are constructed with an aim to ensure the swift movement of troops at borders with China and Pakistan. It will also boost tourism in the region, ensuring socio-economic development.&nbsp;

The official press release by the government stated that out of 24 bridges, nine are in Jammu &amp; Kashmir, five each in Ladakh and Himachal Pradesh, three in Uttarakhand, and one each in Sikkim and Arunachal Pradesh. On the other hand, out of the three roads, two are in Ladakh and one is in West Bengal.&nbsp;

The highlight of the inauguration was India's first indigenous Class 70 140-feet Double-Lane Modular Bridge, built at the height of 11,000 feet at Flag Hill Dokala, Sikkim and the Chisumle-Demchok road at Umling La Pass at over 19,000 feet in Ladakh, which holds the Guinness World Record of world's highest motorable road.&nbsp;

It is a symbol of the Government's resolve to provide faster connectivity to border areas. It will also pave the way for the construction of more bridges in such areas," he added.&nbsp;

The defence minister also announced&nbsp;setting up&nbsp;of 'BRO Cafes' at 75 places, as part of 'Azadi Ka Amrit Mahotsav'&nbsp;celebrations.&nbsp;

The official release stated that these cafes will showcase the local traditions and facilities such as food, parking, sitting area, souvenir shops, medical inspection rooms and photo galleries.&nbsp;

It is understood that the Flag Hill-Dokla road will reduce the travel time for Indian troops to reach the Dokla area near the Doklam plateau where a stand-off took place between Indian and Chinese armies in 2017.&nbsp;

Bangladesh’s Armed Forces Day is observed every November 21. It was on this day in 1971 that the Battle of Garibpur began, in which Indian and Bangladeshi liberation forces came together against the Pakistani forces.

“I am glad that the cooperation between the Armed Forces of both countries is steadily progressing, by way of several activities - defence dialogue, staff talks, joint training, exercise and high-level exchanges. Defence cooperation between India and Bangladesh has increased with New Delhi extending USD 500 million Defence Line of Credit to further consolidate ties,” Singh said. &nbsp;

A tri-service contingent from Bangladesh Armed Forces participated at the Republic Day Parade in New Delhi this year. Similarly, a marching tri-service contingent of 122 members from India is expected to participate at the Victory Day Parade in Dhaka on 16 December 2021.

The defence ministry said more than 200 delegates, including ambassadors, heads of missions and defence attaches, attended the roundtable, reflecting the growing global interest in the Indian defence space.

Singh also reiterated the government's commitment to the collective security system laid down in Chapter VII of the UN Charter which deals with action with respect to threats to the peace, breaches of the peace and acts of aggression.

"As a responsible nation, we wish to ensure a stable international security system through these collaborations and efforts," he said.

"Resurgent India, where defence manufacturing is an identified pillar of growth, will display its ability to take lead at DefExpo 2022. I am confident that pursuing the vision of our Prime Minister Narendra Modi, DefExpo-2022 will sow the seeds of successful new ventures and international partnerships," Singh said.

He said a strong defence ecosystem in India shall be ready to serve the defence requirements of its friendly countries.

Singh appreciated the efforts of the Indian defence industry and thanked the foreign aerospace and defence companies for investing in the Indian defence growth story.

The focus of the exhibition will be to showcase India as an emerging hub for the manufacturing of military hardware.

"The defence ministry will remain available and proactively engage through the next four-plus months to develop and build DefExpo-2022 as one of the marquee events as India celebrates its 75 years of independence as Azadi Ka Amrit Mahotsav," Singh said.

Major global and domestic military firms are expected to participate in the biennial edition of the DefExpo with their latest weaponry and platforms.

The 11th edition of DefExpo had taken place in Lucknow last year.&nbsp;The theme of the upcoming DefExpo will be "India: The Emerging Defence Manufacturing Hub", officials said.

The government is expected to highlight measures at the event to transform India into a hub of military manufacturing.

The government has initiated a series of measures in the last couple of years to encourage the domestic defence industry.

In August last year, Singh announced that India will stop the import of 101 weapons and military platforms like transport aircraft, light combat helicopters, conventional submarines, cruise missiles and sonar systems by 2024.

A second negative list, putting import restrictions on 108 military weapons and systems such as next-generation corvettes, airborne early warning systems, tank engines and radars, was issued recently.

In May last year, the government announced increasing the FDI limit from 49 per cent to 74 per cent under the automatic route in the defence sector.

Defence exports have grown 334% in 5 years: Rajnath Singh

India’s&nbsp;Defence&nbsp;Minister Rajnath Singh conferred&nbsp;gallantry and meritorious service medals on the Indian Coast Guard (ICG) personnel at an investiture ceremony held in New Delhi on Saturday.&nbsp;&nbsp;

A total of 21 awards, including three President’s&nbsp;Tatrakshak&nbsp;(Coast&nbsp;Guard)&nbsp;Medals&nbsp;(Distinguished Service), eight&nbsp;Tatrakshak&nbsp;Medals (Gallantry) and 10&nbsp;Tatrakshak&nbsp;Medals (Meritorious Service) were presented during the ceremony.&nbsp;&nbsp;

The medals were in recognition of the selfless devotion, exemplary courage and acts of&nbsp;valour&nbsp;of the ICG personnel under extreme conditions.&nbsp;&nbsp;

Special mentions were made of the ICG’s effort in&nbsp;fire-fighting and pollution response operations - Sagar Raksha-I and Sagar Raksha-II, which played a significant role in dousing the blaze onboard large crude oil carrier 'New Diamond' and container vessel 'Express Pearl' off the Sri Lankan Coast in late 2020.&nbsp;&nbsp;

These operations not only&nbsp;showcase&nbsp;India’s stature as a responsible and capable maritime power, but also averted a major disaster in the IOR, he added.&nbsp;&nbsp;

Besides the role played in search and rescue operations and saving lives during the recent cyclones ‘Tauktae’ and ‘Yaas’, the Minister also commended the ICG’s operations against illegal weapons and narcotics trafficking.&nbsp;&nbsp;

It is notable that ICG had carried out 70 medical evacuations, conducted 555 search and rescue operations and saved the lives of more than 1,090 people, in the last one year.&nbsp;&nbsp;

Following the investiture ceremony, the Minister also addressed the 38th Coast Guard Commanders’ Conference. This&nbsp;conference is an annual meet,&nbsp;which is attended by all the senior officers of the ICG and Ministry of&nbsp;Defence.&nbsp;&nbsp;

A brief on recent operational and administrative developments in Indian Coast Guard was presented to the&nbsp;defence&nbsp;minister. A wide range of issues pertaining to strengthening of the ICG as well as legitimate&nbsp;and&nbsp;legal use of oceans will be discussed during the three-day conference.&nbsp;

Out of the total procurements, equipment and platforms worth Rs 11,486 crore&nbsp;(approximately $1.54 billion) will be sourced from domestic entities.

"The DAC accorded Acceptance of Necessity (AoN) for capital acquisitions proposals for modernisation and operational needs of the Indian Armed Forces amounting to approximately Rs 13,165 crore.

"Of the total amount approved, procurement worth Rs 11,486 crore (87 per cent) is from the domestic sources," the ministry said in a statement.

In addition, the DAC also approved a few amendments to the Defence Acquisition Procedure 2020 as a part of "business process re-engineering to ensure further ease of doing business for the industry as well as measures to enhance procurement efficiency and reducing timelines", the ministry said.

The ship is also designed to carry one twin-engine helicopter and four high-speed boats including two inflatable boats for boarding operation, Search and Rescue, Law Enforcement, and Maritime Patrol.

While the ship has a top speed of 23 knots (almost 43kmph), it also has an endurance of 5,000 nautical miles at an economical speed. This sustenance and reach, coupled with the latest and modern equipment and system, provides her the capability to perform the role of a command platform.

The ship is also capable of carrying pollution response equipment to contain oil spills at sea. The ship can attain a maximum speed of 23 knots and has an endurance of 5,000 nautical miles at an economical speed.

The defence minister reached the capital city of Tajikistan on Tuesday on a three-day visit to attend the conclave of the defence ministers of the member states of the SCO.

In his address at the conclave, Singh is expected to pitch for concerted efforts to deal with terrorism and other security challenges facing the region.

The defence minister is also expected to meet his Tajik counterpart Col Gen Sherali Mirzo to discuss bilateral as well as other issues of mutual interest.

Tajikistan is chairing the SCO this year and hosting a series of ministerial and official-level meetings.

The SCO, seen as a counterweight to NATO, is an eight-member economic and security bloc and has emerged as one of the largest transregional international organisations. India and Pakistan became its permanent members in 2017.

The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, the Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan.

Rajnath Singh is on a three-day visit to Ladakh from Sunday. He made the remarks after dedicating to the nation 63 bridges built by Border Roads Organisation (BRO) in six states and two UTs.

Singh also said that those who criticised PM Modi's intent for Jammu and Kashmir had vested interests.

The government's "historic decision" around two years ago has brought socio-economic development to the region as well as helped in containing terrorist activities, the defence minister said.

"He wants that political process to start in Jammu and Kashmir as well as in Ladakh. And he is going to speak (to people from) here. He has spoken to people of J and K. We do not want the same situation to prevail for a long time," Singh said.

In the meeting with political leaders of J-K, Modi spoke about removing "Dilli ki Doori as well as Dil Ki Doori" and assured that full statehood of the UT will be restored at the right time.

Singh also said that significant success has been achieved in containing terrorism and boosting socio-economic development. "Two years is not a long period of time...Our government has initiated several steps for infrastructure development and to promote investment," he added.

The defence minister also lauded the armed forces for their contribution to the overall improvement of the situation in Jammu and Kashmir and Ladakh.

Singh said the government has been significantly focusing on enhancing connectivity which is paying rich dividends.

The defence minister also visited the Thiksay Monastery in Ladakh. He inaugurated Shesrab Skyad Tsal Ling library during the visit.&nbsp;

Pointing out that, "developments in the South China Sea have attracted attention in the region and beyond", Rajnath Singh who addressed the gathering virtually said, "India supports freedom of navigation, overflight, and unimpeded commerce in these international waterways."

The statement comes even as China is well known to claim almost 90% of the South China Sea based on its "9 dash line" which has been dismissed by the UNCLOS or United Nations Conventions and Laws of the Sea. The Chinese claim has also perturbed its ASEAN neighbours, especially the Philipines.

During the address, Defence Minister said India "hopes that the Code of Conduct negotiations" between ASEAN and China "will lead to outcomes that are in keeping with international law, including the UNCLOS and do not prejudice the legitimate rights and interests of nations that are not a party to these discussions."

At the annual meet, Defence Minister also mentioned Indo Pacific calling for a "free, open and inclusive order" in this region which is based upon "respect for sovereignty and territorial integrity of nations, peaceful resolution of disputes through dialogue and adherence to international rules and laws."

Indo Pacific, geographically seen as a region from the eastern shores of Africa to the Pacific, is a vision that has been backed by India and the US, with more countries joining in the usage of the term. It sees Indian and the Pacific as a continuous entity, but Beijing sees it suspiciously.

Rajnath Singh explained, "India has strengthened its cooperative engagements in the Indo-Pacific based on converging visions and values for promotion of peace, stability, and prosperity in the region.” The vision he said is "premised upon the centrality of ASEAN" with New Delhi supporting "utilization of ASEAN-led mechanisms as important platforms for the implementation of our shared vision for the Indo-Pacific."

The country will not allow any "unilateral action" on its border and will pay any cost to thwart such attempts, he told the Bharatiya Janata Yuva Morcha's state conference here.

"After nine rounds of military and diplomatic dialogue, the disengagement process is complete. But unfortunately the Congress is doubting Indian army's bravery.... Isn't it insulting to the soldiers who do the supreme sacrifice," he said.

Twenty Indian army personnel were killed in the Galwan clash with the Chinese troops last year during the face-off.

The government under the leadership of Prime Minister Narendra Modi "has never compromised with country's unity, territorial integrity and sovereignty" and it shall never do so, he asserted.&nbsp;

India is vigilant in the face of attempts to change status quo at its border and prepared to defeat any misadventures to defend territorial integrity, Defence Minister Rajnath Singh said on Wednesday, amid a continued military standoff with China.

"We have long witnessed unfortunate attempts to employ force to change the status quo at our unresolved borders", Singh said at the inaugural ceremony of Aero India-2021, the country's premier Defence and aerospace show, at Yelahanka Air Force Station here.

"India is vigilant and prepared to counter and defeat any misadventures to defend our people and territorial integrity at all costs", the Minister said.

China and India are locked in a military standoff in eastern Ladakh since May 5 last.

The two countries have held several rounds of military and diplomatic talks to resolve the face-off, but no significant headway has been made so far.

Singh also said that India plans to spend USD 130 billion on Defence modernisation in the next seven to eight years with a focus on domestic manufacturing of bigger and complex platforms.

The government has since 2014 brought in many reforms in the defence sector to create a conducive ecosystem for exports, Foreign Direct Investment and offset discharge, he noted.

To achieve the twin goals of self-reliance and exports, the government has set a target to achieve a turnover of Rs 1,75,000 crore in the field of Defence manufacturing, including export of Rs 35,000 crore in Aerospace and Defence goods and services, by 2024, Singh said.

"We plan to spend USD 130 billion on Defence modernisation in the next seven to eight years", he added.

Like many of our friendly countries India also faces threats and challenges emanating from multiple fronts, the union minister said adding the country was a "victim of state-sponsored and state inflicted terrorism which is now a global threat".

The government has taken many steps to strengthen the country's security apparatus recently.

Domestic manufacturing of bigger and complex defence platforms has now become the focus of our policy under the Aatmanirbhar Bharat Abhiyaan.

Singh said he has been informed that about 540 exhibitors including 80 foreign companies, Defence Ministers, Delegates, Service chiefs and officials from more than 55 nations are participating in the event.

"It reflects the growing optimism of the global community", he said.
