"The sea route is secure under the Indian Navy's watch. The Navy has resolved and has taken steps to ensure that under no circumstances should a 26/11 be repeated," he told reporters on the sidelines of Navy Commanders Conference.

Singh also asserted that India has never been offensive or attacked any country in the world.

"India has never been offensive. India has never attacked any country in the world. India has never even acquired even an inch of land by force. But our armed forces have the capability to give a befitting reply to those who try to cast their evil eye on India," he said.

The Defence Minister lauded the Indian Navy for their commitment to indigenisation.

"I am very happy that the Indian Navy is progressing fast on indigenisation. Also, a high percentage of indigenous items have been installed. I congratulate the Navy for their success," Rajnath said.

Rajnath Singh gives nod for girls to enter Sainik schools from 2021

Defence Minister Rajnath Singh, who arrived in the national capital from France visit on Thursday night, said that seven Rafale fighter jets will arrive in India by April or May next year. The Defence Minister was in France for the official handover of the first Rafale aircraft.

"Seven Rafale jets will arrive in India by April or May. The aircraft is capable of reaching up to the speed of 1800 kilometre per hour. I flew in a Rafale jet at the speed of 1300 kilometre per hour. The credit for the successful acquisition of the jets goes to Prime Minister Narendra Modi," Singh said while addressing reporters.

He said that the France visit was a success and that he also held a meeting with French President Emmanuel Macron for over 35 minutes.

Responding to the Opposition's criticism over performing of 'Shastra puja', Singh said,&nbsp;"People can say whatever they want. I did what I thought was right and I will continue to do so. This is our faith, that there is a superpower and I have believed it since childhood."

"People from all religions have the right to pray according to their beliefs. I would not have objected if someone else had done the same. I feel there must have been a difference of opinion over the issue in Congress as well, it would not have been everybody's opinion," he said.

Singh also said that India does not intend to intimidate anyone by increasing its defence capabilities.

"After induction of Rafale fighter aircraft, the combat capability of the Indian Air Force will increase. We don't want to intimidate anyone by doing so. We will neither fear anyone nor will we intimidate," the Defence Minister said.

He said that some IAF officers were undergoing training in France to operate the aircraft. Speaking about the controversy over the Rafale deal, Singh said,&nbsp;"Baseless accusations were levelled against the Prime Minister over the Rafale deal and strong language was used against him. I think the people of the country have given a befitting response to that."&nbsp;

The Indian government is open to taking further measures to rationalise taxation so as to encourage 'Make in India' in the defence manufacturing sector, Defence Minister Rajnath Singh said on Wednesday.

Addressing the top CEOs of the French Defence Industry here, Singh said, "We have recently reduced corporate tax significantly. For the Make in India in defence, if there is a need for further rationalisation, then it may be considered suitable."

Highlighting the purpose for his meeting with the top CEOs, Singh said, "The primary aim is to explore the ways to strengthen our defence industrial partnership. I hope this event will provide traction to pitch for our Make in India initiative and it will be equally beneficial to you to engage with us."

The Defence Minister also said that India would be open to exploring the opportunity of the co-production of the high-end defence equipment and seek collaborations to modernise country's shipyards and defence platforms by the infusion of technology.

Though the Rafale planes would be officially inducted into the Indian Air Force (IAF) with the Defence Minister's visit, they would start arriving in India only in May 2020 after training of pilots and personnel on it.

From the IAF, newly appointed Vice Chief Air Marshal HS Arora is scheduled to accompany the Defence Minister for receiving the aircraft.

After the meeting, Singh will proceed to Bordeaux to participate in the Rafale fighter jet handing-over ceremony at Merignac along with the French Minister of Armed Forces Florence Parly.

Singh will also perform the 'Shastrapuja'&nbsp;on the auspicious occasion of Vijayadashami and fly a sortie in the Rafale fighter jet.&nbsp;

Defence Minister Rajnath Singh on Saturday gave in-principle approval to the enhancement of monetary assistance to next of kin (NoK) of all categories of battle casualties from Rs 2 lakh to Rs 8 lakh.

The amount will be granted under the Army Battle Casualties Welfare Fund (ABCWF).

Earlier, there was a provision of financial assistance of Rs 2 lakh to the battle casualties which are fatal, 60 per cent and above disability, battle casualties invalidated due to disability and Rs 1 lakh to disability less than 60 per cent.

This amount is dispersed in addition to liberalised family pension, financial assistance from Army Group Insurance, Army Welfare Fund and ex gratia amount.

"The ABCWF has been set up under Department of Ex-Servicemen Welfare (ESW), Ministry of Defence after a large number of people offered to provide monetary assistance to the families of battle casualties following an incident in February 2016 at Siachen, wherein 10 soldiers were buried in an avalanche. The ABCWF was instituted in July 2017 and was implemented retrospectively with effect from April 2016," a release issued by the ministry of defence stated.

The fund was created under the Charitable Endowments Act, 1890.

A bank account was also opened for the public to deposit money. This fund is in addition to the various existing schemes for the welfare of NoK and children of battle casualties in the form of additional ex gratia.

In addition to the above assistance, the already existing monetary grant includes ex-gratia (central) for various ranks ranging from Rs 25 lakh to Rs 45 lakh and Army Group Insurance ranging from Rs 40 lakh to Rs 75 lakh.

Earlier, when he was Minister of Home Affairs, Rajnath Singh had launched 'Bharat ke Veer fund'&nbsp;to assist families of paramilitary personnel killed or injured in action. The fund became hugely popular within a short span of time and received widespread support from all quarters.

Pakistan should be wary of the recent additions to our naval capacity as with them we could deliver them a bigger blow, said Union Defense Minister Rajnath Singh at the commissioning ceremony of the second Kalvari-class submarine INS 'Khanderi'&nbsp;on Saturday.

"Pakistan should understand that today with the strong resolve of our government and advancement in naval capacity with additions like INS Khanderi, we are capable of giving a much bigger blow to it," Singh said at an event here.

Lauding the name given to the Kalvari-class submarine, Rajnath said, "The name Khanderi is inspired by the dreaded 'Sword Tooth Fish,'&nbsp;a deadly fish known to hunt whilst swimming close to the bottom of the ocean.

Khanderi is also the name of an island fort constructed by Chhatrapati Shivaji Maharaj.

He was one of the few medieval rulers in the country who understood the significance of Naval supremacy.

"Singh also praised India's collaboration with France in building the INS Khanderi, which is the second of the Navy's six Kalvari-class submarines being built in India.

It is a diesel-electric attack submarine which is designed by French naval defense and energy company DCNS which is being manufactured at Mazagon Dock in Mumbai.

"Our special partnership with French naval will touch new heights. The construction of the submarine is benefiting industries indirectly, through the Make in India program. Our government is alert to the needs of our defense forces and we are committed to fulfilling it," he said.

The Defense Minister in his speech also said that he would stay on board the aircraft carrier INS Vikramaditya for today.He also hailed the work done by the Indian Navy in ridding the sea routes of piracy and added about the upcoming additions to its capabilities.

"Our Navy has done great work in the eradication of Piracy in waters. When sea routes are secured, the impact can be seen on the trade of that region. The Nilgiri ship is also going to be launched and world-class aircraft carrier dock will also be inaugurated soon," Singh said.&nbsp;

Indian Coast Guard Ship Varaha (ICGS Varaha) was commissioned into service today by the Defence Minister Rajnath Singh, in the presence of Krishnaswamy Natarajan, Director General, Indian Coast Guard and other senior officials, at the Chennai Port. Varaha is planned to be based at New Mangalore under the administrative and Operation control of Commander Coast Guard Region (West). The ship has a complement of 14 officers and 89 men and is commanded by Commandant Dushyant Kumar&nbsp;

‘Varaha' is the fourth ship in the series of seven 98-meter offshore patrol vessels(OPV) that are being built. The name Varaha has its roots in Indian mythology, where Lord Vishnu in his third incarnation took the form of a boar to rescue goddess earth from the ocean, by lifting her on his tusks. The ship has been indigenously designed and built by Larsen and Toubro(L&amp;T).&nbsp;

Our Coast Guard stands larger than many navies in the world and we further plan to boost our assets to 200 vessels and 100 aircraft by 2025. We also have bilateral and multilateral agreements with Sri Lanka, Bangladesh, Mauritius, Seychelles, Maldives etc. Daily we deploy 30-40 ships and 10-12 aircraft for surveillance and in the last decade we have saved over 10,000 lives, in over 3100 missions against the fury of nature.”

The OPV will be based out of Mangalore and will be covering our EEZ up to Kanyakumari and Lakshadweep The ship also carries the Advanced Light Helicopter(ALH) that is indigenously developed by Hindustan Aeronautics Limited(HAL). He added that the Chola empire that had established significant maritime trade ties with South and South East Asia.

Sources told WION that Varaha is among the fleet of ships that are based on a wholly digitally designed, indigenous model on which various ergonomic studies were conducted to ensure that they are extremely stable even in inclement weather, with minimum roll and pitch. In the earlier era, detailed ship drawings had to be made on tables that were as long as three dining tables and then the engineers would have to work on the models, whereas now it has all been computerized.&nbsp;

Coast Guard ship ‘Varaha’ commissioned; Indian Coast Guard to get stronger by 67 vessels and 38 aircraft by 2025

Defence Minister Rajnath Singh on Sunday said that talks with Pakistan could not be resumed until Islamabad stops "exporting terrorism" to India, and added that any future discussion would be held on Pakistan occupied Kashmir (PoK), and not on Jammu and Kashmir.

Taking to Twitter, Singh also ruled out any possibility of talks with Pakistan on Jammu and Kashmir.

"There can be no talks when terrorism is being exported across the border. Talks with Pakistan can resume only after it stops exporting terrorism. Our neighbour should keep in mind that Jammu and Kashmir is an integral part of India. Future discussion can only be about PoK," Singh tweeted.

Earlier today, he warned Pakistan not to "repeat its mistake" to go for war with India as it did in 1965 and 1971.

Addressing an event in Patna, Singh said that Pakistan would lose PoK if it dared to fight a war with India.

"Pakistan PM comes to PoK and suggests Pakistanis not to go to the border. It's good because if they come, they'll not be able to go back to Pakistan. They should not commit the mistake of repeating 1965 and 1971," Singh said.

He further said, "If they (Pakistan) repeat it, then they should think what will happen to PoK."

The government has on several occasions made it clear that talks between India and Pakistan cannot be resumed unless the latter stops using terrorism against India, saying that "talks and terror cannot go together."

His comments come days before the United Nations General Assembly meeting in New York, where a high octane clash is expected between India and Pakistan over the abrogation of Article 370 and human rights violations in Pakistan.&nbsp;

His comments come days before the United Nations General Assembly meeting in New York, where a high octane clash is expected between India and Pakistan over the abrogation of Article 370 and human rights violations in Pakistan.

It was the leadership of Narendra Modi which brought Article 370 to an end."

The Defence Minister further said that the terrorism that spread in Jammu and Kashmir was because of Article 370.

Around 41,500 people have lost their lives after independence because of the scourge of terrorism.

Around 5,500 security personnel have died there in the line of duty.

"The communal political parties accuse us of being communal. They should look within. We always practice what we preach. Our party is a unique party in the entire world which stood on its ideology and accomplished what we envisioned," Singh said.

He further went on to say that Jammu and Kashmir will be entirely transformed within five years and will come to be known as the paradise on earth again.

Singh warned Pakistan that it should not repeat the mistakes of 1965 and 1971 otherwise it would have to face dire consequences and it will fall on its own.

"Pakistan should not repeat the mistakes of 1965 and 1971 otherwise they should think about what will be the fate of Pakistan occupied Kashmir. If Pakistan continues to ill-treat the people of Balochistan and Sindh, it will fall on its own," Singh said.

"We have said right from the start that talks will happen when terrorism is uprooted by Pakistan. When talks would take place, they will only take place on the issue of Pakistan occupied Kashmir," he added.&nbsp;

Addressing an event of Bharatiya Veer Jawan Trust in Surat, Singh hit out at Pakistan saying that the country which is not able to provide security to the minorities on its soil, talks about the human rights.

"Pakistan, which isn't able to provide security to the minorities in its country, is talking about human rights. If human rights violations are taking place anywhere, it's in Pakistan. The minority in India was safe, is safe, and will remain safe," he said.

Singh also said while the population of minorities in India has increased after Independence, human rights violations keep taking place in Pakistan against Sikhs, Buddhists and others.

Singh had a series of engagements with Indian and South Korean defence companies during his three-day visit to the Asian country.

In the CEOs Forum, over 25 Indian and Korean companies engaged in the defence sector made presentations on their products and capabilities and also shared their views on policy measures that are required to boost the partnership in the defence realm, an official statement said.

"In his remarks, the Defence Minister highlighted the measures taken by the Indian government liberalise the defence sector and adopt policy measures to boost the 'Make in India'&nbsp;initiative in the defence sector. He encouraged Indian and South Korean companies to actively collaborate with each other and assured them of complete support from the government," it said.

Representatives from Uttar Pradesh and Tamil Nadu governments made presentations on defence corridors.

The Defence Minister invited South Korean companies to participate in the DefExpo event in Uttar Pradesh in February 2020, the statement said.

"Wang Jung-hong, Minister, Defence Acquisition and Program Administration, South Korea assured that he would encourage Korean companies to actively explore Indian opportunities," it stated.

Wang later joined Rajnath and General Park Han-ki, Chairman, Joint Chiefs of Staff, at a banquet hosted in honour of the visiting dignitary.

During the visit, two MoUs were signed between Hanwha Defence International and Larsen and Toubro (L&amp;T), and between Society of Indian Defence Manufacturers (SIDM) and Korea Defence Industries Association (KDIA).&nbsp;

"New and emerging technologies have impacted the regional as well as global security environment," he said. "Our region is confronted with numerous traditional and non-traditional security threats such as terrorism, conflicts, transnational crimes, maritime threats, proliferation as well as the challenges of sustainable development, including the lack of energy, low intra-regional trade and lack of connectivity", he added. Singh emphasised that good relations with neighbours - both immediate and extended - are a priority for India`s foreign policy as part of its Neighbourhood First Policy. "A key feature of India`s Neighbourhood First Policy is also its engagement with its neighbours in sub-regional groupings of Indian Ocean Rim Association (IORA) and Bay of Bengal initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), apart from a trilateral maritime co-operation format with Sri Lanka and Maldives to improve Maritime Domain Awareness and co-operation", he said. The minister expressed India`s support for peace and stability in the Korean Peninsula and its denuclearisation through dialogue and diplomacy. "Our quest for common prosperity and security requires us to evolve a common rules-based order for our region, the Indo-Pacific region. This order must be based on sovereignty and territorial integrity and equality of all nations, irrespective of size and strength. These rules and norms must be based on the consent of all", he said.

Defence Minister Singh and the IAF Chief will receive the first aircraft from the French authorities near the plane manufacturing plant in Bordeaux.

The officials said the Indian Rafale is far more advanced than the ones operating with the French Air Force and that is why the plane would continue to be used for training Indian pilots till May next year.

The Indian planes have been equipped with a lot of India specific enhancements, which have been fitted at a cost of around one billion euros.

Though small batches of Indian pilots have already trained on the French Air Force planes, the Indian Air Force would train 24 pilots in three different batches till next year May for flying the Indian Rafales.

The Indian Air Force will deploy one each squadron of the Rafale combat aircraft at its airbases in Ambala in Haryana and Hashimara in Bengal.

In September 2016, India signed a deal with the French government and Dassault Aviation to acquire 36 Rafale fighter jets for over Euro 7.8 billion to arrest the fall of combat squadrons and meet urgent requirements on the eastern and western fronts.

The plan to deploy one squadron of the planes at the Saraswat air base in Uttar Pradesh did not work out due to land acquisition issues.

Ambala base has been housing Jaguar aircraft squadrons mainly looking after the Pakistan front but due to rapid deployment capabilities, the planes can be utilised on both the fronts in case of requirement.&nbsp;

PoK will be on top of the agenda if talks are held with Pakistan in future, Defence Minister Rajnath Singh said on Sunday, adding that dialogue will only be held if the neighboring nation stops supporting terror.

"Why should there be talks? On what issues there would be talks? Talks with Pakistan would begin only after it stops patronising terrorism. If talks begin, it would now only be on the PoK and no other issue," he said.

The senior BJP leader was addressing a rally here ahead of flagging off "Jan Aashirvaad Yatra" of the Haryana BJP under the leadership of Chief Minister Manohar Lal Khattar.

India has not been engaging with Pakistan since an attack on the Air Force base at Pathankot in January of 2016 by a Pakistan-based terror group, maintaining that talks and terror cannot go together.

Slamming Pakistan for its efforts to internationalise the issue of Kashmir after New Delhi scrapped Jammu and Kashmir's special status by revoking Article 370, Singh said the neighbouring country was knocking doors of the international community to save itself.

"We have a neighbour. You people know who is it. We removed Article 370 and it is thinning down. It is not able to digest and is knocking the doors of the world seeking help to save itself. It is crying before them and saying please save me," Singh said without naming Pakistan.

Mentioning United States'&nbsp;response in the United Nations, Singh said the most powerful country's President refused to help Pakistan, saying it should talk to India.

"Hato, hato... Bharat se baat kariye... Yahan aane ki jaroorat nahi hai (back off... talk to India... no need to come here," Singh said referring to Trump's response to Pakistan.Since Imran Khan came to power, he has urged for a dialogue with India on various occasions.

However, with the government's decision to burry Article 370, Islamabad has now refused to propose a peace solution through dialogue.

Alleging that Pakistan was trying to break and destabilise India with its acts like Pulwama, Singh said the country under the leadership of Prime Minister Narendra Modi has been giving a befitting reply to all its nefarious actions.

He said the Pakistan which was denying any Indian action in Balakot, has now back-tracked with Prime Minister Imran Khan himself saying that India was planning to take a bigger action than Balakot.

"It means that Pakistani Prime Minister has acknowledged what India did in Balakot and the terrorists killed in a big number," he said.

Early this year, tensions flared up between India and Pakistan after a suicide bomber of Pakistan-based Jaish-e-Mohammed (JeM) killed 40 CRPF personnel in Kashmir's Pulwama district.

Amid mounting outrage, the Indian Air Force (IAF) carried out a counter-terror operation, hitting the biggest JeM training camp in Balakot in Pakistan on February 26.Singh said, the BJP was committed to its election manifesto and it was fulfilling all that was promised.

"Our Prime Minister took the decision and Article 370 was removed despite people saying if anyone would touch it, India will get divided," he said maintaining that the BJP was in politics not to form governments but to save the country.

Now talks with Pakistan only on PoK: Rajnath Singh

Defence Minister Rajnath Singh on Friday said that India follows "no first use" policy regarding nuclear weapons but said what would happen in future will depend on "circumstances".

"On the question of nuclear policy, till today, we have a policy of no-first-use. What happens in future, will depend on circumstances," he said after paying homage to late prime minister Atal Bihari Vajpayee at Pokhran in Rajasthan where the country conducted its second nuclear tests during the regime of the NDA government in 1998.

"In Pokhran, India emerged as a nuclear power. Despite all restraints, Atalji gave permission for the nuclear test. India was listed among those countries which have nuclear power. I paid homage to Atalji on his first death anniversary here," Singh said.

He also posted a tweet reiterating his statement.

The UNSC has, instead, scheduled a closed-door consultation at China's insistence. The consultation will take place on Friday evening.

Union Defense Minister Rajnath Singh, on Tuesday, reacted strongly to National Conference (NC) MP Hasnain Masoodi`s statements in the Lok Sabha in which he had suggested that Article 370 was approved by BJP founder Syama Prasad Mukherjee.

"Since the member (Hasnain Masoodi) of the House has said Dr Syama Prasad Mukherjee brought the proposal for Article 370. Either the member should present a factual reference or he must apologise to the House," Singh said in the Lok Sabha today.

Earlier during the discussions, Masoodi had alleged that as per Gopalaswami Ayyangar, a member of the Drafting Committee of the Constitution, Mukherjee had agreed to Article 370 and urged the BJP to look into the matter.

"Today you (BJP) say no, when did we say this..you say this was temporary..you go and read Gopalaswami Ayyangar`s speech. 370 was made with Mukherjee`s approval," Masoodi had said.

Prove that Syama Prasad Mukherjee agreed to Article 370, else apologise: Rajnath Singh to Hasnain Masoodi

Defence Minister Rajnath Singh on Saturday said that there was a need to develop Hypersonic missile technologies in the country for the Indian Armed Forces.

"I am looking forward to new missile technology as you know that missile technology had grown rapidly. Several countries have even prepared air defence missile systems. It is necessary to develop Hypersonic missile technologies in the country for the defence capabilities of the Indian Armed Forces," he said.

The Defence Minister made the remarks during the Golden Jubilee Celebrations of Bharat Dynamic Limited here.India had tested a Technology Demonstrator Vehicle in June this year.

Doubts were raised on the success of its test though the DRDO had stressed that the "missile was launched successfully."

Several nations in the world are said to be developing Hypersonic weapons. India's Brahmos-II missile which is said to be under development will also be a Hypersonic weapon.

The Defence Minister while speaking at the ceremony also took a swipe at Pakistan for naming its missiles after "attackers."

"When it comes to missile technology, sometimes people want to see the country's aggression in missile technology's development. Our neighbour names their missiles after attackers-Babur, Ghori, Ghaznavi missiles. Such names are kept so that Pakistan can project aggression," he said.

"In India, defence forces are not maintained to attack other nations. Our defence forces work for peace and stability at regional, continental, global levels...Missiles here are named Prithvi, Akash, Agni, Nag, Trishul, BrahMos. They invoke balance, patience and destruction if needed," he added.

The Defence Minister said that the government wants to take India's defence exports to a respectable position in 2025.

"Modernisation of Armed Forces is our priority. We want to fulfill all the requirements of Armed Forces through indigenous means," he said.

"DRDO is working on Akash-1s, Akash-NG, Astra, NPATGM, QRSAM and several other missile systems. All these missiles are being developed indigenously. I can say that it is because of BDL that India has the capability to face all the challenges coming from land, air and water. DRDO has successfully completed the trial of NAG anti-tank missile. Now, these missiles are moving to the production stage," the Defence Minister said.&nbsp;

Union ministers Rajnath Singh, Amit Shah and Nitin Gadkari will be in the front row of the Lower House according to the seat allocation decided by the Lok Sabha secretariat on Wednesday.

Defence Minister Rajnath Singh, who is on a three-day visit to Mozambique, on Monday handed over two Fast Interceptor boats to the that will be used for coastal surveillance.

The two India-made boats were handed over at a ceremony at the Mozambican Naval Headquarters with the handing-over certificate being signed by the Director-General, Coast Guards of India, K Natarajan, and Chief of Mozambican Navy.&nbsp;

A four-member Indian Coast Guard team will be assisting with training, support for maintenance and operation of the two boats.

The development comes as New Delhi has upped engagement on defence with Indian Ocean countries in the backdrop of growing Chinese influence here.&nbsp;

The official release from Defence Ministry said that the visit will 'witness the growing defence co-operation between Mozambique and India' and the 'potential such collaboration offers for enhancing security in the Indian Ocean Region.'

This is the first visit of Rajnath Singh abroad as Defence Minister and also the first-ever visit of Defence Minister of India to Mozambique.

Upping focus on increasing ties with Africa, President Ram Nath Kovind is on a visit to West African country Benin while Defence Minister Rajnath Singh is in Mozambique.&nbsp;

President Ram Nath Kovind reached Porto-Novo on Sunday and will address the national assembly there on Monday. Benin is a signatory of India-led International Solar Alliance and New Delhi is the largest trading partner of the country with trade growing at 100 million dollars in last one year.&nbsp;

President Kovind is currently on a 3-nation tour of West African countries -Benin, Gambia and Guinea from July 28 to August 3. He will be received by President of Gambia in Banjul. President Kovind will address the national assembly of Gambia as well. In all 3 countries, he will be meeting with the Indian community members. &nbsp;

"Engagement with Africa is one of the priorities of foreign policy and we are looking at countries where high-level visits have not taken place", Vijay Thakur Singh, Secretary (East) in the Ministry of External Affairs said.

New Delhi has taken up several projects in Africa including two regional hospitals in Guinea with the help of Indian line of credit worth $35 million. The national assembly of Gambia has been build with the help of the Indian line of credit.&nbsp;

This is the 10th foreign visit by the president since taking charge. After this visit, he will be travelling to 23 countries.

On the first day, Rajnath Singh visited the headquarters of Forças Armadas de Defesa de Moçambique (FADM), the national armed forces of Mozambique.

He tweeted," India is willing to forge a strong bilateral relationship with Mozambique by increasing regular engagement and cooperation in multiple spheres."

PM Modi had visited the country in July 2016. There have been 29 visits at the level of President, Vice President and Prime Minister in last 5 years. Next year the India-Africa forum summit will take place in Africa.&nbsp;
