Eyeing two mega fighter jet deals worth over $25 billion, US aerospace major Boeing on Thursday said it is ready to bring transformative capability and contemporary warfighter technologies to India.

Boeing is a strong contender for Indian Air Force's proposed deal to acquire 114 fighter multi-role fighter jets and Indian Navy's proposal to procure 57 carrier-borne aircraft.

The company has already announced that it is ready to set up manufacturing facilities for its F/A-18 Super Hornet aircraft if it bags the IAF contract.

"An important part of our India strategy is ensuring our defence customers have the most advanced platforms and capabilities, supported by a services model that optimises mission readiness, high performance and safety," said Boeing India president Salil Gupte.

"Another element of our strategy is to harness talent, innovation, engineering and productivity advantages that India offers to build a globally competitive aerospace and defence ecosystem that creates jobs and industrial capacity with Make in India," he said at the DefExpo.

On the Navy's plan to induct 57 jets, he said the F/A-18 on offer to India will be fully compatible with Indian Naval carriers.

At present, the Indian Navy has one aircraft carrier, INS Vikramaditya, which is a Russian origin platform. The Navy's long-term plan is to have three aircraft carriers. Indigenously built aircraft carrier (IAC) INS Vikrant is expected to be fully operational by 2022.

At DefExpo, Boeing highlighted future investments to accelerate its "Make in India"&nbsp;efforts and the capabilities being proposed for the Indian armed forces, specifically the next generation F/A-18 Block III Super Hornet fighter that the company said will bring transformative capability and contemporary warfighter technologies to the country.

In April last year, the Indian Air Force issued an RFI (Request for Information), or initial tender, to acquire 114 jets at a cost of around $18 billion. It was billed as one of the world's biggest military procurement programme in recent years.

The top contenders for the deal include Lockheed's F-21, Boeing's F/A-18, Dassault Aviation's Rafale, the Eurofighter Typhoon, Russian aircraft Mig 35 and Saab's Gripen.

In 2018, the Indian Navy kick-started the process to procure 57 multi-role combat aircraft for its carriers.

At present, six planes are compatible for the aircraft carrier -- Rafale (Dassault, France) F/A 18 Super Hornet (Boeing, US), MIG-29K (Russia), F-35B and F-35C (Lockheed Martin, US) and Gripen (Saab, Sweden).

While F-18, Rafale and MIG-29K are twin-engine jets, the other three have a single engine.

Surendra Ahuja, managing director of Boeing's India operations, said the company is ready to expand its operation in the country and referred to the recent induction of

Boeing's Chinook heavy-lift and AH-64E Apache attack helicopters by the Indian Air Force.

He said the company will also focus on establishing local rotorcraft training and support facilities.

"We are committed to working with our customers to provide holistic solutions for their defence aircraft and services with the right capability, advanced technologies and cost structure. We have accelerated our efforts to set up a local sustainment support footprint in India to be more responsive to our customers' needs," said Ahuja.

Over the last five years, he said, Boeing has quadrupled its growth in India and sourcing up to $1 billion of products and services from the country.

With its over 200 suppliers employing 7,000 employees, complex components and subassemblies, some of Boeing's most advanced defence platforms, including the F/A-18, F-15, P-8I, CH-47 Chinook and AH-64 Apache, are made in India, he said.

During the discussions, Singh stressed on enhancing ties in maritime security cooperation in the region, an official release said.

Singh said as maritime neighbours both countries have responsibility to ensure a secure maritime environment so that trade and commerce flourish.

Underlining the Indian president's visit to Madagascar in March 2018, he said the historic visit reaffirmed the excellent bilateral relationship between the two nations.

"The trade deal and a pact on further enhancing defence cooperation are likely to be sealed during the visit by the US president," said a source.

India is seeking exemption from high duties imposed by the US on certain steel and aluminium products as well as the resumption of benefits on tariff on certain products under their <a href="https://www.wionews.com/india-news/delay-generalised-system-of-preferences-eligibility-decision-till-indian-elections-us-209980">Generalised System of Preferences</a> (GSP).

India is also pressing the US to facilitate greater market access for its products in the US in sectors such as agriculture, automobile, auto components and engineering.

On the other hand the US wants greater market access for its farm and manufacturing products, dairy items and medical devices in India.

Trade deficit dipped from $21.3 billion in 2017-18 to $16.9 billion in 2018-19.

India received FDI worth&nbsp;$3.13 billion from the US in 2018-19, higher than $2 billion in 2017-18.

But nobody took a decision on it."

Ministry of External Affairs' spokesperson Raveesh Kumar on Thursday briefed the media about the 2+2 ministerial meeting in the United States and described it as "very productive and positive".

Kumar said that the meeting saw the Indian Defence and External Affairs ministers meet with their American counterparts wherein the diplomats resolved to "work together to realise the full potential of India-US strategic global partnership".

"The meeting was very productive, very positive. Before the meeting started, the Defence Minister and the External Affairs Minister had a bilateral meeting with their counterparts. They also called on US President Donald Trump," Kumar told reporters in New Delhi.&nbsp;

Kumar said that the Citizenship Amendment Act, being an internal matter of India, was not discussed during the 2+2 meeting.&nbsp;

The 2+2 dialogue took place in the United States between India's Defence Minister Rajnath Singh, External Affairs Minister S Jaishankar and their American counterparts, US Secretary of Defence Mark Esper and US Secretary of State Mike Pompeo.&nbsp;

The 2+2 Ministerial dialogue hosted by the US Department of State in Washington DC focused on deepening bilateral strategic and defence cooperation, exchanging perspectives on global developments, and the shared leadership between the two countries in the Indo-Pacific region.&nbsp;

India, US resolve to work together to realise full potential of strategic global partnership: MEA on 2+2 meeting 

India and the United States on Wednesday initiated the second session of the 2+2 Ministerial Dialogue in Washington DC that would reflect the rapid growth of the vital strategic partnership between the sides.&nbsp;

The meeting, hosted by the Department of State in DC, will focus on deepening bilateral strategic and defence cooperation, exchanging perspectives on global developments, and the shared leadership between the two countries in the Indo-Pacific region.

Building on the success of the inaugural US-India 2+2 Ministerial Dialogue in 2018, the talk will serve as an important platform for discussing critical diplomatic and security issues and expand cooperation in defence and counter-terrorism measures between the two sides.

Secretary of State Michael Pompeo and Secretary of Defense Mark Esper will host Minister of External Affairs S Jaishankar and Minister of Defence Rajnath Singh for the Dialogue.

The US and India, last month, had held the Tiger Triumph, the first-of-its-kind, tri-service military exercise, which strengthened cooperation between the two armed forces in the areas of humanitarian assistance and disaster relief.

A senior State Department official said that 2+2 will address ways to further accelerate and deepen the cooperation and the two sides will discuss and coordinate on the pressing regional and global challenges of the day.

The official recalled that Pompeo emphasised on his visit to India last summer, the US-India relationship has evolved dramatically from a relationship of great potential to one of great achievement.

"This upcoming meeting underscores the high priority the Trump Administration places on a strong US-India relationship," he said.

The inaugural India-US 2+2 Ministerial Dialogue was held in New Delhi in September 2018 in the presence of Pompeo and former External Affairs Minister Sushma Swaraj.

The Dialogue was launched as a reflection of the shared commitment by Prime Minister Narendra Modi and US President Donald Trump to provide a positive, forward-looking vision for the India-US strategic partnership and to promote synergy in their diplomatic and security efforts.&nbsp;

Navy Day: Navy Chief, VCOAS, Air Vice Chief pay tribute at National War Memorial

Defence Minister Rajnath Singh said on Wednesday that infrastructure such as roads, railway lines and airfields was being ramped up at a fast pace along the border with China to ensure the security of the country.

He said that perceptional differences between the two countries about the Line of Actual Control (LAC) sometimes lead to transgressions by the armies which are settled through existing mechanisms.

Singh told Lok Sabha that the defence forces were fully alert and capable of dealing with any challenge to the security of the country and there was no need of worry.

He was responding to concerns expressed by Congress leader Adhir Ranjan Chowdhury during zero hour who said India adopts a tough stance against Pakistan for its inimical acts but was relatively soft towards China.

Singh said border infrastructure was being boosted.

"The infrastructure on India-China border, such as roads, tunnels, airfields and railway lines, is being developed so that the country`s unity and integrity are ensured fully. The work is being done at a fast pace," he said.

Singh said there have been perceptional differences about the LAC for a long time between forces of the two sides due to which some incidents of transgression or confrontation have taken place.

He said the armies patrol areas according to their understanding of the LAC and "sometimes our forces also go (in the area claimed by China)".

The minister, who faced interruptions from Congress members, said the two armies have mechanisms in place to prevent escalation in such situations and these include flag meetings and hotline.

Singh said the government was fully alert to the security needs of the country, conducts reviews from time to time and takes requisite steps.

"There is no need to feel concerned about the country`s security. There is no need to worry about border security of the country," he said.

He said the long-term steps to deal with border issues with China include talks between special representatives of the two countries, joint secretary-level meetings and Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC).&nbsp;

"When we got a majority in Parliament, without any delay, we abrogated Article370 in Jammu and Kashmir. Now there will not be two Constitutions in India," he said."There will be no different flag for Jammu and Kashmir. There will be only one Prime Minister in our country," he added.

As the crowd shouted the slogan of Jai Shri Ram, the Defence Minister took the opportunity to weigh in on the Supreme Court verdict on the Ram temple. The Defence Minister said,&nbsp;"We always said that we would construct a grand Ram temple in Ayodhya. Now the decks have been cleared for its construction. No power in the world can stop it."

He also reminded that the Central government abrogated the Triple Talaq Bill.

Seeking to portray his party with strong anti-corruption credentials, the Defence Minister claimed that no one can accuse the Jharkhand government or the Central government of corruption.

The Defence Minister claimed that allegations regarding the purchase of Rafale aircraft have been punctured.Praising the Rafale fighter jet, the Defence Minister said,&nbsp;"Now there will be no need to enter Pakistan for killing the terrorist. The Pakistani terrorist camps can be destroyed while being in India itself by Rafale. This is the power India has acquired under the leadership of Modi jee."

The Defence Minister recalled the various welfare schemes of the state and Central government and stressed that the nation needs "strong leadership."

Jharkhand will go to polls in five phases from November 30. The first phase of polling will be held on November 30, the second phase on December 6, the third phase on December 12, the fourth phase on December 16 and the last phase on December 20.

Responding to the allegations that the BJP would fail in the majority test in the state Assembly, being raised by the Congress and Shiv Sena, Singh said, "Let us see what happens in floor test but I believe that they must have had required numbers, that is why they were invited. The majority will have to be proven in the floor test, but I have faith that the Governor must have felt that they (BJP) have a majority and only then did he allowed us to stake a claim."

Earlier today, addressing a workers felicitation meeting, Singh had targeted Pakistan and blamed it of running a "terror industry".

"The entire world wants to walk alongside India, but our country's neighbour Pakistan is running a terror business. When terrorism becomes an industry at any place then all other businesses close on their own," Singh said in his address at the programme.

Lauding the growth in cooperation in the maritime domain between India and Singapore, the two ministers recalled the inaugural edition of the Singapore-India-Thailand Maritime Exercise (SITMEX) in the Andaman Sea that was conducted in September 2019 which underscored the shared responsibility of the countries to work together in keeping sea lines of communications open and strengthened interoperability between the three countries.

Both leaders expressed satisfaction over the deepening of defence ties between the two Asian countries. Hen also appreciated New Delhi's continued support for the training of the Singapore Armed Forces in India. Of note, in commemoration of the 10th anniversary of the Singapore Air Force-Indian Air Force Joint Military Training this year, the exercise was expanded to include an air-sea training component for the first time. 
Singh, meanwhile, reaffirmed India's full support and active participation in the regional security architecture, namely the ASEAN Defence Ministers' Meeting Plus (ADMM Plus) and its many initiatives.

The Singaporean counterpart expressed support for India's upcoming co-chairmanship of the ADMM Plus Experts' Working Group on Humanitarian Assistance and Disaster Relief (HADR) and welcomed India's deepening engagements with the other ASEAN States, both in bilateral and multilateral formats. In this regard, both sides welcomed the conclusion of a Letter of Intent to reaffirm a mutual commitment to exploring deepening HADR cooperation in areas such as information sharing and capacity building.

The ministers also commended the progress in defence technology collaboration. They witnessed the exchange of a Letter of Intent to register both sides' commitment to conclude a Memorandum of Understanding to facilitate the use of Chandipur Integrated Test Range by the Singapore defence establishment.

Singh also offered setting up of a Joint Test Facilities under the Defence Testing Infrastructure Scheme of India to which Ng agreed in order to explore opportunities for joint collaboration.

The Ministers further agreed to explore cooperation in the fields of Artificial Intelligence, Geo-Spatial Data Sharing, and Cyber Security. It was also agreed to hold the 5th DMD in India next year on mutually convenient dates. 
The DMD between India and Singapore had commenced in 2015 after both countries signed the revised Defence Cooperation Agreement (DCA) to further strengthen the long-standing bilateral defence relationship. Since then, the relationship has broadened and deepened to encompass military cooperation across all three Services of the Armed Forces of India and Singapore, defence technology cooperation as well as cooperation through multilateral engagements.

Earlier today, on the final day of his visit to Singapore, Singh visited the Kranji War Memorial and paid tributes to those who laid down their lives in the line of duty during the Second World War.

India is the second-largest importer of arms as of 2014-18 with a share of 9.5% of the total world imports. The draft Defence Production Policy 2018 had set a target of US$ 5 billion in defence exports by 2025, the defence minister said and added while the target is ambitious, it's encouraging to know that India's defence exports grew nearly six times over the past 2 years. Allocation for defence in India's budget 2019-20 is around US$ 60 billion. Nearly 65% of parts, components, sub-systems of existing systems has been delicensed, India can now manufacture them and approx US$ 3 billion worth of defence items are being manufactured by domestic privet sector, he said.

He was inaugurating the Sisseri River bridge at Lower Dibang Valley in Arunachal Pradesh.&nbsp;

The 200-metre long bridge between Jonai-Pasighat-Ranaghat-Roing road will provide connectivity between Dibang Valley and Siang to meet the long-pending demand of the people of Arunachal Pradesh as it would cut down the travel time from Pasighat to Roing by about five hours.

"The government has adopted the Border Area Development Programme (BADP) in its plan keeping in view the security of the people residing in the border areas. Infrastructural up-gradation is necessary for the security of the North-East and the entire country," said Singh.&nbsp;

Singh further stated that Prime Minister Narendra Modi took the decision to stay out of the Regional Comprehensive Economic Partnership (RCEP), keeping in mind the economic interests of the country, especially the North-East.

"You must have seen that during the ASEAN summit in Bangkok recently, our PM took a very important decision that India will not be a part of RCEP. Farmers, labourers, factories and industries would have got affected had India joined the RCEP. This is a big decision," he said.

The Union Minister added that the government`s focus on the Act East Policy would open new doors of rapid infrastructural development in the North-East, especially Arunachal Pradesh.

He expressed confidence that just as the Sisseri River bridge would help the development of Lower Dibang Valley and East Siang, the strong infrastructure in Arunachal Pradesh would also act as a bridge between India and South-East Asian countries.

The Sisseri River bridge provides connectivity to Tinsukia via Dhola-Sadia bridge. It was constructed by Project Brahmank of Border Roads Organisation (BRO).

"This bridge is also strategically important from the military viewpoint and will be a part of Trans Arunachal Highway. The bridge will play an important role in the overall development adding that it would open more avenues in the fields of employment, trade and tourism," said Singh.

He also commended BRO for constructing and maintaining roads and bridges in the border areas all over the country and meeting the strategic needs of the Armed Forces.
