<p>"In this case of Shenzhen, the disaster was mainly due to the slow westward movement of Haikui's residual circulation, which nearly stagnated in its spatial position from the afternoon of September&nbsp;7 to the early hours of September&nbsp;8, and a 'train effect'&nbsp;of heavy rainfall occurred, causing the event to exceed its expected intensity," he added.</p>

'Unprecedented phenomenon': In just one day, Greece surpasses average annual rainfall in Magnesia region

<p>After the driest August since 1901, the Southwest Monsoon in India is expected to cause showers in the month of September, said the India Meteorological Department (IMD). This will bring rain to the central and southern parts of the country.</p>

<p>IMD Director General Mrutyunjay Mohapatra addressed a virtual press conference on Thursday (August 31). He said that September was likely to witness normal rainfall in the range of 91-109 per cent of the long-period average of 167.9 mm.</p>

<p>However, Mohapatra added that even if rainfall in September remains on the higher side, the seasonal rainfall (June-September) average is expected to be below normal.</p>

<p>He said that the development of El Nino in the equatorial Pacific Ocean was the most important reason behind the less rainfall in August.</p>

<p>However, he added that the Indian Ocean Dipole - the difference in sea surface temperature of the Arabian Sea and the Bay of Bengal - had started turning positive. This he said, may potentially counter the impact of El Nino.</p>

<p>The director general said that the Madden Julian Oscillation - the eastward-moving pulse of clouds and the rainfall in the tropics was turning favourable for the Monsoon in India and it will possibly lead to the revival of the Monsoon.</p>

<p>In central India, the rainfall in August was around 164.5 mm compared to the previous lowest rainfall record of 172.8 mm in 1905.</p>

<p>Peninsular India recorded 73.5 mm of rain in August as compared to the previous lowest rainfall record of 89.4 mm in 1905.</p>

<p>In August this year, there was a 36 per cent rainfall deficiency. The month was also hot in addition to being dry.</p>

<p>The all-India average for maximum temperature was 32.09 degree&nbsp;Celsius. Normally, the average is 31.09 degree&nbsp;Celsius. The all-India average mean temperature was 28.40 degree&nbsp;Celsius compared to 27.55 degree&nbsp;Celsius, which is the case normally.&nbsp;</p>

<p>Figures under both these heads were highest for the month since 1901.</p>

<p>China's Ministry of Emergency Management said that 142 of the deaths or disappearances recorded in the month of July were caused by flooding or geological disasters. &nbsp;</p>

<p>The remaining five deaths or disappearances were due to other natural disasters such as drought.&nbsp;</p>

<p>The previous record of 609mm was set in the year 1891.</p>

<p>In Hebei, 1,003mm of rain was recorded by a local weather station for a three-day period, i.e. from Saturday to Monday. Such an amount is usually witnessed over a year and a half.</p>

<p>As per Chinese meteorologists, besides the remnants of Doksuri, warm and humid air-flows and water vapour brought by Typhoon Khanun slowly moving in the Western Pacific also created the conditions for the heavy rains.</p>

<p>The meteorologists say that as the residual circulation of Doksuri's rain clouds headed north, a subtropical and continental high-pressure system in the atmosphere also barricaded their north and eastward passage, which further lead to the continuing conjunction of water vapour that acted like a dam storing the water.</p>

<p>Another factor that contributed to the extreme weather condition was the topographic features. As large amounts of vapour gathered in northern China, it was then lifted up by a low-altitude wind, shifting precipitation east of the Taihang mountain range, where the worst-hit areas, including Beijing's Fangshan and Mentougou districts, are located.</p>

<p>Meanwhile, a series of convective clouds gathered over the area, which lead to heavy rainfall for a lengthy period of time, further worsening the damage and problematising rescue operations.</p>

<p>In the urban areas of the capital city of Beijing, several roads were flooded which forced the closure of parks and tourist spots.</p>

<p>The city's two major airports witnessed delays or cancellations of flights. Some subway lines and trains were also suspended.</p>

<p>Hebei's Zhuozhou, a city with more than 600,000 people to the southwest of Beijing, was half-immersed, with about 134,000 residents affected and one-sixth of the city's population evacuated.</p>
