<p>While the receding water levels may bring some much-needed respite to dwellers of Delhi, the situation could deteriorate if the weather forecasts predicting more rain in the capital city and its surrounding catchment areas turn out to be accurate.</p>

<p>The India Meteorological Department (IMD) has predicted moderate rainfall in the city over the next two days, while stating that Uttarakhand, Himachal Pradesh, and Uttar Pradesh may experience "heavy to very heavy" rainfall in the next five days. This raises concerns about the water level in the river increasing due to the excessive rain.</p>

<h2><strong>Rescue operations underway</strong></h2>

<p>According to PTI, a total of 25,478 individuals, along with dogs and cows, have been rescued so far, with 16 teams from the National Disaster Response Force (NDRF) deployed in flood-affected areas of Delhi. The rescue operations are ongoing, particularly on roads that have transformed into small rivers.</p>

<p>In a separate incident, authorities from the Delhi Police successfully rescued over 60 students from a blind school located in Kingsway Camp, which had been flooded. The NDRF teams also rescued several dogs and cows at an animal shelter in Mayur Vihar.</p>

<h2><strong>Assam also hit by floods</strong></h2>

<p>Not just Delhi, the Indian northeastern state of Assam is also grappling with massive floods, exacerbated by the release of water from Bhutan’s Kurichhu dam. This has inundated at least 17 districts of the state and affected more than 67,000 people.</p>

Delhi floods: Water level of Yamuna recedes to 207.38 metres, more rain predicted

<p>The water level of the Yamuna River slowly receded after reaching an all-time high even as various areas in capital New Delhi remain flooded, as river water reached India's Supreme Court.<br />

Yamuna flood water reaches India's Supreme Court; water receding slowly

Torrential rains have triggered cloudbursts, flash floods, and landslides in Himachal Pradesh. 13 landslides and nine flash floods were reported across the mountain state. The death toll in the state between the 24th of June to the 9th of July has been reported at 72.

Several places in Haryana and Punjab received record rainfall between Saturday and Sunday - Chandigarh at 32 cm; Ambala at 22 cm; Delhi at 15 cm; Nangal at 28 cm; and Ropar at 27 cm – which caused severe flooding. Himachal Pradesh’s Bhuntar region recorded a 10 cm rainfall and Mandi received eight&nbsp;cm rain until 8:30 am on Sunday.</p>

Overall, Himachal Pradesh recorded 103.8 mm of rainfall from Saturday to Sunday compared to eight&nbsp;mm, which it normally records, resulting in&nbsp;1,193 per cent of excess rainfall. Meanwhile, Punjab received 57.5 mm of rainfall compared to the normal of 4.6 mm rainfall, which again made it 1,151 per cent of excess rain for the day.</p>

<h2><strong>Why such a sudden surge in monsoon rainfall?</strong></h2>

<p>As per the&nbsp;India Meteorological Department, an interaction between the monsoon trough and a western disturbance has led to heavy rainfall.<br />

IMD Director General Mrutyunjay Mohapatra, speaking to Hindustan Times, said, “The interaction is causing heavy to very heavy rainfall over Jammu and Kashmir, Himachal Pradesh, north Punjab and Haryana, Uttarakhand. As forecast by us that there will be good rainfall in July, we have covered the rainfall deficit now. In the past nine days, rainfall was 24 per cent&nbsp;excess for the period in July. Rainfall will gradually reduce over these states from tomorrow onwards."<br />
<br />
“This happens because of large-scale systems. We had good monsoon circulation, and at the same time, a western disturbance was passing over the region. So, we had strong westerly winds, along with moist easterly winds from the Bay of Bengal, resulting in the convergence of these two types of winds over northwest India,” he said, as reported by Indian Express.</p>

<p>Mohapatra said that Himachal Pradesh and Uttarakhand witnessed maximum intensity of rainfall on Sunday and Jammu and Kashmir faced it on Saturday. “The systems are moving slowly, which is why we saw heavy rainfall in parts of northwest India on Sunday. On Monday, this activity is likely to reduce,” he stated.<br />

Talking about the heavy rainfall spells which broke records in a few parts, Mohapatra stated that the phenomenon is not unusual because heavy and extremely heavy rain is expected during the monsoon.</p>

<h2><strong>Heavy downpour – an impact of climate change?</strong></h2>

<p>Ministry of Earth Sciences' former secretary, M Rajeevan, said the heavy rains which crumbled parts of northern India can be seen as an important impact of climate change.<br />

“Recent heavy rains &amp; flash floods remind us of one of the important impacts of climate change on monsoons. It rains fewer hours, but when it rains, it rains very heavily. Our forewarning systems &amp; mitigation should further improve. This can happen anywhere,” he tweeted.<br />

“Recent Himachal Pradesh floods remind us of the 2013 Uttarakhand floods with similar synoptic conditions. An active monsoon with strong low-level easterlies bringing plenty of moisture, supported by upper-level divergence due to an eastward-moving trough. These are predictable,” stated the former secretary, while speaking to Hindustan Times.<br />

Explaining the impact of climate change, a climate scientist at the Indian Institute of Tropical Meteorology, Roxy Mathew Koll said, "In a changing climate, we see that hilly areas and surroundings - whether it's the Himalayan foothills or the Western Ghats - are particularly susceptible to heavy rains and landslides. Due to global warming, there's extra moisture, and the hills stop this moisture flow and lift it, which comes down as heavy rains. Some of the regions over India where extreme rains have increased are such places where the rains happen due to orographic lifting.”</p>

Uttarakhand and Himachal Pradesh are likely to receive extremely heavy rainfall in the next 24 hours," said&nbsp;Charan Singh, Head Regional Meteorological Centre, Delhi.<br />

Meenambakkam recorded 137.6 mm of rainfall from 8:30 am on Sunday to 5:30 am on Monday, the Indian Meteorological Department (IMD) said.&nbsp;</p>

<p>Automated rain gauges (ARGs) in Taramani and Nandanam recorded nearly 12 cm of rainfall followed by Chembarambakkam with 11 cm of rain.&nbsp;</p>

<p>As per IMD, there are chances of light to moderate rain accompanied by thunder and lightning in several areas of Tamil Nadu, Puducherry, and Karaikal on Monday.&nbsp;</p>

<p>Karnataka Chief Minister Siddaramaiah on Sunday met the family members of the deceased and offered condolences.</p>

<p>He announced a compensation of Rs 5 Lakh (6,035.60 USD) and free treatment for Bhanurekha's kin admitted to the hospital.</p>

<p>"The family from Vijayawada in Andhra Pradesh had hired a car and come to see Bengaluru. Bhanurekha works in Infosys. Due to the downpour, the barricade at the underpass fell down and the driver took the risk of crossing the underpass, which he should not have," Siddaramaiah told reporters.</p>

<p>On being asked if the doctors refused to treat the 23-year-old when she was brought to the hospital while she was alive, Siddaramaiah said he will get the incident investigated and initiate action accordingly.</p>

Sumit Kumar Yadav, who hails from Jhala village, lodged his complaint with a tehsildar and it was forwarded to senior officials, according to a DNA report.</p>

In the complaint, he explained that his village was severely affected by the lack of rainfall this year and he went on to blame Lord Indra for the situation and the resultant drought.</p>

<p>He also wrote that the complaint was aimed at drawing the attention of higher officials to his people’s struggles due to the drought and he hoped that they will be able to provide some help.</p>

<p>The complaint has gone viral, but it has caused a few problems for the local officials.</p>
