Days after a train derailed in East Palestine, Ohio, carrying hazardous chemicals, the citizens are still sceptical of moving back as dead fish floating in the stream and chickens add to the dystopic setting. The authorities are saying it is safe to return home. However, according to the Ohio Department of Natural Resources, the chemical spill has already killed approximately 3,500 small fish in the seven-and-a-half miles of stream. "Don’t tell me it’s safe. Something is going on if the fish are floating in the creek," one of the residents was quoted as saying by NBC. In pics | Ohio derailment leaves toxic trail of chemical spillage, drone footage shows "They only evacuated only one mile from that space, and that’s just insane to me. I’m concerned with the long-term heath impact. It’s just a mess," said another concerned resident. The Environmental Protection Agency (EPA) warned that a lingering odour will remain in the area. However, to satiate a safe return, the agency added that the emission of the smell was at a level lower than what is considered hazardous. "Air monitoring since the fire went out has not detected any levels of concern in the community that can be attributed to the incident at this time," said EPA in its assessment. A total of 50 of the train's 150 cars got derailed which had been carrying vinyl chloride, a highly combustible material. A huge fire broke out in the aftermath, covering the entire airspace of the village housing about 4,700 residents. The images and videos of toxic fumes engulfing the area went viral on social media quickly with many connecting it to some bogus conspiracy theory. Mayor Trent Conaway issued a shelter-in-place order for the entire town while an evacuation order was issued within one mile of the train crossing at James Street. The killing of an Indian American family in Ohio state has stoked fears within the diaspora community who are now calling for an urgent need to tackle mental health.

On January 18, Anish Rajan Rajaram was found dead alongside his mother and father in his Dublin home.

The police reached their house around 2 am after a friend of theirs reported that he had not heard from them.

During the initial investigation, it was found that they died by firearm and have been deceased for several days. Officers did not observe signs of forced entry to the home. The Dublin Police suspect that the deaths were the result of a murder-suicide. Police have been working to notify the next of kin before identifying the victims.

The incident sent a shock wave amongst the community as this was the third disturbing occurrence reported from the Indian American in a month.

Earlier this month, an Indian man named Param Sharma was arrested in San Francisco for endangering his wife and kids as he drove his car off a cliff.

In the second week of January, a Houston man named Subramaniam Ponnazhakan stabbed his 9-year-old only son.

Rajni Mehra, an Ohio resident who was informed of the family's death through a WhatsApp forward, said she was shocked by the incident.

"This happened in my city. Dublin is a small, peaceful city. It shakes you to know that people may be fighting personal battles," she told American Bazaar outlet.

Another resident, Rachna Bhasin, said there was an urgent to address mental health among the Indian American community, and demanded a counselling service for the community.

"We are all immigrants and truth be told we all feel lonely at a certain level. Lack of any trustworthy sources to seek help in case of depression and little or no emphasis on mental well-being can have negative impacts."

In what comes as a minuscule victory for pro-abortion activists, courts in the US states of Ohio and Arizona on Friday halted abortion bans. Judge Peter J. Eckerstrom, heading a three-judge bench in Arizona, stated that the lower court may have erred in resurrecting the Civil War-era law.

The judge was referring to the decision by a lower court last month overturning a long-standing injunction that had prevented Arizona from enforcing the ban on abortions. “Arizona courts have a responsibility to attempt to harmonise all of this state’s relevant statutes,” wrote Judge Eckerstrom in the judgement whilst adding that 'acute need of healthcare providers' had prompted the order. "Abortion is health care to which Ohioans have a right," Judge Jenkins said in his judgement. “Today’s decision provides a desperately needed sense of security for both our patients and providers," said McGill Johnson, president, and CEO of Planned Parenthood, a nonprofit that provides sexual health care in the US and globally. “We can now breathe a sigh of relief and serve patients. While the fight isn’t over, for now, Arizonans will once again be able to make their own decisions about their bodies, health care decisions, and futures," he added. Attorney General Todd Rokita of Indiana warned Dr Caitlin Bernard that she could face "criminal prosecution and licensure implications" if she didn't submit the required reports on time in a statement that was published online along with a letter to the governor of Indiana.

Rokita continued by saying that he would also check to see if the physician had broken any federal patient privacy regulations. The Indianapolis Star newspaper reported it had obtained documents through public records request showing Bernard had, in fact, complied with the disclosure requirements in a form she filed with the Indiana Department of Health and the Indiana Department of Child Services, making the warning, however, appear to be a hollow threat.

When the Ohio girl left her home state to have her pregnancy terminated, she was three days past Ohio's six-week limit. The Roe v. Ohio police shoot 'unarmed' black man, another incident of 'racial killing' in United States?

A case of a 10-year-old and six weeks pregnant rape survivor from Ohio in USA, who had to travel all the way to Indiana for termination of her pregnancy has put a spotlight on potential hardships millions in the country could face due to the overturning of Roe vs Wade. The landmark judgment, delivered in the year 1973, was overturned recently by US Supreme Court. It has resulted in American women losing the constitutional backing for abortion. Many US states have immediately banned abortions after Supreme Court verdict.

Dr Caitlin Bernard, an Indianapolis obstetrician-gynecologist told Columbus Dispatch that she received a call from colleague in Ohio who works with abuse survivors. The colleague asked for Dr Bernard's help for the girl. Abortion procedure has not been banned in Indiana yet, but state lawmakers are likely to do so soon. A special session of the assembly is due to convene later this month.

Dr Bernard said that her clinic and other abortion providers are receiving increased number of patients who are coming from neighbouring states where abortions are banned.

“It’s hard to imagine that in just a few short weeks we will have no ability to provide that care,” said Dr Bernard as quoted by Columbus Dispatch.

Roe vs Wade overturn: 10-year-old rape survivor forced to travel from Ohio to Indiana for abortion

Carrying “Black Lives Matter” placards, hundreds of protesters hit the streets in Ohio state’s Akron city, US, after police released the body-cam footage showing the moments leading up to the fatal police shooting of Jayland Walker, a 25-year-old Black motorist.

Protests have been taking place around the city since the fatal shooting took place last week. But Sunday’s agitation, which marked the fourth day, was the most intense following the release of the footage.

The authorities appealed for calm as a crowd marched to City Hall carrying banners with slogans such as “Justice for Jayland” and "we are done dying" reverberated throughout the streets well into the evening.

According to reports, some protesters blocked traffic in the Highland Square neighbourhood as well as West Akron.

Fearing potential unrest, authorities in the city of 190,000 people moved snowplows and other heavy equipment near the police department to serve as a barrier.

Two videos were released on Sunday—one that was a compilation of body-camera footage, body-cam still frames and voiceover, and another of the complete body-cam footage of the entire chase and shooting.

The voiceover explained that Walker did not stop and drove off. Police engaged in a car chase and said a shot had been fired from Walker's vehicle, reports AFP.

After being chased for several minutes, Walker got out of his car while it was still moving and fled on foot. Officers tried to subdue him with their tasers, but he kept running.

Several officers finally chased Walker to a parking lot. The body-cam footage is too blurry to see clearly what happens, but an initial police statement released after the shooting says he behaved in a way that caused officers to believe he posed a "deadly threat."

All of the officers at the scene opened fire on Walker, shooting multiple times in rapid succession.

He was pronounced dead at the scene.

Police chief Steve Mylett said he didn't know the exact number of bullets fired at Walker, but the medical examiner's report "indicates over 60 wounds to Walker's body."

He added that the eight officers involved in Walker's death have been placed on paid administrative leave until the investigation is complete.

At least seven hospitalised after carbon monoxide poisoning in Ohio hotel

Thousands of Ohio prison guards will begin wearing body cameras for the first time this year, bringing more transparency inside prison walls at a time when the coronavirus pandemic and guard shortages are making many prisons more dangerous.

Annette Chambers-Smith, the head of the state prison agency, said the state was buying 5,100 body cameras that will be used by guards and parole officers in all of the state’s prisons. Not every guard will wear a camera at all times, but the program is still ambitious: Axon, the company that is supplying the cameras, said the state was adopting the largest body camera program of any prison agency in the world.

There are already thousands of surveillance cameras across Ohio’s 28 state prisons, but the addition of body cameras could make it easier to review the actions of guards and prisoners, capturing incidents that are not visible through existing cameras or are blocked from view by other people.

The move comes as several other states have begun to use body cameras in prisons and jails, albeit on a smaller scale, amid increasing criticism that prison guards, like police officers, are regularly involved in violent encounters that may involve witnesses with competing versions of events.

“This is ultimately about safety, transparency and accountability for everyone who works or lives in our prisons,” Chambers-Smith said in a statement.

The plan to roll out body cameras follows the death in January 2021 of Michael McDaniel, 55, who collapsed and died after guards pushed him to the ground several times after a fight outside his cell. A coroner ruled that his death was a homicide, and the prison system fired seven guards and a nurse; two more employees resigned. No criminal charges were filed.

Surveillance video captured much of the guards’ encounter with McDaniel, who ended up on the ground 16 times over the course of less than an hour. But the video missed several key moments: a stairwell blocked much of the initial fight between McDaniel and the guards, in which investigators determined that he had punched two officers, and the cameras captured only part of a takedown, several minutes later, in which guards appeared to push him into the snow outside.

McDaniel's sister, Jada, said she supported the use of body cameras and believed that the guards may have intentionally engaged her brother behind the stairwell, knowing that it partially obscured what was happening. She said she believed the guards would not have been so aggressive with her brother had they all been wearing cameras.

“My brother would still be alive,” said Jada McDaniel, who teaches math and science to fourth-graders in Columbus. “They would have thought twice. They probably wouldn’t have taken him out and abused him the way they did. There’s no way they would have taken him behind the stairwell.”

She said she believed the guards would also benefit from having more of their interactions on camera.

“The guards need protection as well,” she said. “The body camera will catch everything.”

A new prison agency policy governing body cameras says that cameras may automatically activate when a gun or pepper spray is drawn. The policy says that the cameras must be powered on at all times, meaning that even if guards cannot or do not activate them, video would still be captured and stored for 18 hours.

In jails and state and federal prisons across the country, officials have been struggling to hire enough prison guards to fill in for those who have retired, who fall ill with COVID-19 or who are avoiding dangerous assignments, leaving correctional facilities with high infection rates and not enough staff to handle potentially violent confrontations.

In New York City, stabbings at the massive jail complex on Rikers Island have surged and gangs have increased their influence in the jail during the pandemic as some prison guards have taken advantage of generous sick leave policies to sidestep working at the jail. Some guards wear body cameras at the complex, but not all.

In 2019, the sheriff overseeing the jail in Albany County, New York, said he was putting body cameras on guards after several inmates who had been transferred from Rikers Island said they had been abused at the Albany jail. The sheriff said at the time that he believed the cameras would have proved that the officers were innocent.

Prison officials in several other states, including Wisconsin and Georgia, have begun to put cameras on some prison guards. A lawsuit in California over claims that prison employees had violated disabled prisoners’ rights led a judge to order that officers at five state prisons be outfitted with the cameras. New York state has also tested the technology at some prisons, and New Jersey lawmakers are considering a bill that would put body cameras on every prison guard.

The Ohio Civil Service Employees Association, which represents prison guards in the state, has not opposed the body camera program but said it was a low priority at a time when there were 1,700 vacant positions for correctional officers, in part because the state had not filled positions of officers who had recently retired.

“To be frank, it’s hell right now,” union president Christopher Mabe, a retired prison sergeant, said of working in Ohio prisons. “Body cameras are a distraction, as far as we’re concerned, to the real and dangerous staffing issues in prisons now.”

Chambers-Smith, the prisons director, said the body cameras would cost $6.9 million in the first year and about $3.3 million each year after that. They were being paid for by grants, funding from the federal stimulus act passed by Congress in response to the pandemic in 2020, and the department’s general budget.

On November 3, locals found that the treated deck boards on the bridge had been removed. And about a week later, the entire structure was stolen from the area.

Police said the bridge was installed in the early 2000s as part of a restoration project, but the city later decided to use it for another project and kept it in the field for later use.

Although it is not clear why the bridge became the victim of their heist, but police suspect that they wanted to sell it to scraps for money.

But little did they know that the material of the bridge, measuring 10-feet wide and six-feet high, is composed of polymer-based materials, which, the police said, is hard to sell and recycle.

The bizarre incident has left the police baffled who were wondering how the thieves managed to get away with it.

“I have not heard of anything that large — albeit it disassembled but actually stolen, I can’t think of anything comparable in my 22 years [at the Akron Police Department],” Lt. Michael Miller told News 5 Cleveland.

“We know it will be met with mystery and questions: who and how and why? All of those are unanswered. It ranks high on the list of mysteries, that’s for sure,” he added.

The value of the structure is estimated to be about $40,000 by the city’s engineering department.

Grand heist? Police flabbergasted to find stolen 58-foot bridge in US

The city of Columbus, Ohio, announced Thursday that it had reached an agreement to pay $5.75 million to 32 plaintiffs who said that they were injured and that their constitutional rights were violated by members of the city’s police division during social justice protests in the summer of 2020.

After the killing of George Floyd last year, the plaintiffs were among many in Columbus who participated in protests that swept the country. The plaintiffs alleged in a lawsuit filed last year in US District Court in the Southern District of Ohio that officers with the Columbus Police Division had used excessive force against them and had violated their constitutional rights.

In announcing the settlement agreement, which is subject to City Council approval, the Columbus City Attorney’s Office said that during the protests the police had “made arrests and used force including, but not limited to, pepper spray, tear gas, wooden baton rounds, and sponge rounds.”

Some plaintiffs were “significantly injured” during the protests, Zach Klein, the city attorney, said in the statement, adding that it was “incumbent upon the city to accept responsibility and pay restitution.”

“While this has certainly been a difficult and painful moment for our community, it has yielded important, and in some instances long overdue, reforms to policing practices, policies, and oversight,” said Klein, who noted that the money for the settlement would come from the city’s general fund.

“This settlement is a good step forward for both the Division of Police and for the entire community because it sets defined parameters and clear expectations for all when exercising and protecting First Amendment rights in Columbus,” he said.

Klein said that many Columbus police officers performed their jobs “professionally” during the protests, “but this litigation highlighted serious issues that must be addressed.”

Earlier this year, three Columbus police officers were charged with misconduct in connection with the protests, and Klein said that others could face charges.

Also this year, after an evidentiary hearing, Chief Judge Algenon L. Marbley of US District Court granted a preliminary injunction that barred the Columbus police from “using nonlethal force, including tear gas, pepper spray, rubber bullets, wooden pellets, and more on nonviolent protesters,” according to a statement from the city.

As part of the settlement, the city would agree to make the injunction permanent.

In a statement, Tamara K. Alsaada, one of the plaintiffs in the case, said that “one of the problems we face with policing in America is the deep-seated hostility of law enforcement to anyone who questions or exposes the racism and violent attitudes of many within police departments.”

At least three of the plaintiffs sustained broken bones, according to court documents. Klein said that because each plaintiff had different injuries the settlement amount would not be split evenly, and that a mediator would determine damages and settlement amounts for each plaintiff.

In a statement, Robert Clark, director of the Columbus Department of Public Safety, said that the settlement was a “step toward” repairing relationships that “have been damaged.”

“We recognize what a painful chapter this has been for everyone involved, including the women and men of the Columbus Division of Police and the community we serve,” Clark said. “Before there can be healing, there must be accountability.”

Chanda Brown, a lawyer for demonstrators, said in a statement that change was needed to “address the reality that many officers target anyone who questions their authority.”

Columbus reaches $5.75 million settlement agreement with protesters

The boy watched as his father, John K. Elliott, sat in the kitchen one afternoon in 1970, lost in thought.

“Can you pass the mashed potatoes?” Peter J. Elliott asked his father, a US marshal in Cleveland, Ohio, who was thinking about the man who had pulled off one of the biggest bank robberies in the city’s history.

“When am I going to get Ted Conrad?” John Elliott asked his son, a year after Theodore Conrad had walked off with $215,000 in cash, the equivalent of about $1.6 million today.

On Friday, more than 50 years after the heist, Peter Elliott, now a US marshal himself, had an answer for his father.

The US Marshals Service announced that it had found Conrad after investigators pursued a lead and discovered that he had been living under the fictitious name Thomas Randele in Lynnfield, Massachusetts, about 16 miles north of Boston, until his death from lung cancer in May.

Investigators had chased leads across the country, to California, Hawaii, Texas and Oregon, in search of their fugitive. Conrad was featured on several true-crime shows, including “America’s Most Wanted” and “Unsolved Mysteries.”

Investigators learned that after the theft, Conrad fled to Washington, D.C., and then to Los Angeles, and eventually went to Massachusetts in 1970, where he established deep roots with his wife and daughter. There, he was a golf pro, worked at a luxury car dealership for 40 years and enjoyed watching “NCIS” and other law enforcement shows on television, Elliott said.

Conrad was well liked in his community by police officers and other law enforcement officials.

“That’s probably why, you know, we didn’t catch up with him in the past — because he was a law-abiding citizen, and we didn’t have any fingerprints on file,” Elliott said.

On his deathbed, Conrad told his family the truth, Elliott said. He told them his real name and what he had done July 11, 1969.

It was a Friday, and he went to work at the Society National Bank in Cleveland, where he was a bank teller. At the end of the day, he stuffed money from the vault into a paper bag and left.

By Monday morning, as his co-workers opened the vault and wondered where their colleague was, Conrad had a two-day head start on the authorities.

Some of the details of the robbery, such as the denomination of the bills and how Conrad was able to stroll out without being noticed, were not immediately available. But Elliott said there was not much security at the bank, where employees were not even fingerprinted.

A year before, Conrad had been obsessed with “The Thomas Crown Affair,” a 1968 Steve McQueen film in which a bored billionaire robs a bank to amuse himself. Conrad had told friends that he planned to rob a bank, bragging about how easy it would be, the US Marshals Service said.

“He was a darer, so to speak,” Elliott said. “After seeing that movie, I believe he thought, ‘Hey, what if I do this and get away with this?’ I really think it was a challenge for him to be able to do it.”

Years later, authorities would retrieve a letter that Conrad wrote in 1969 to his girlfriend. In it, he confessed to the crime and expressed regret for committing it.

After Conrad confessed this year, his family did not contact the authorities, Elliott said. Only after authorities saw an obituary for Thomas Randele, 73, did they begin to piece together evidence, which had been mostly gathered by Elliott’s father decades ago.

Elliott said the Randele family would not be charged for failing to disclose Conrad’s confession to the authorities. Conrad had been indicted, and there is no statute of limitations on bank robbery, so he would have still been arrested if the authorities had found him, Elliott said.

He declined to share what led investigators to the obituary. But once they saw it, they found information that mirrored that of Conrad’s genuine life. Conrad’s real birth date was July 10, 1949. In the obituary, the birth date listed was July 10, 1947.

The second clue was his parents’ names. They were almost exactly the same in the obituary. The obituary also included his actual alma mater, New England College, and birthplace, Denver.

“When people lie, they lie close to home,” Elliott said.

Then, the final clue that pieced it all together: a signature from a college application, which was first found by Elliott’s father, which was similar to one that authorities found on a bankruptcy court document in 2014, scribbled with the name Thomas Randele.

That was all Elliott needed. He traveled to Lynnfield, knocked on the door and was greeted by Conrad’s family, who were surprised to see the officials.

“I feel bad for them because of a father-husband that they really never knew who he was, and also, you know, they are living under a fictitious name,” Elliott said.

Kathy Randele, Conrad’s widow, said in an interview Saturday that “we’re still mourning his loss, and he was a wonderful dad and a fabulous father.” She declined further comment.

The last time Elliott and his father talked about the bank robbery case was in March 2020, when John Elliott was in hospice.

Peter Elliott wanted to cheer him up, so he reached for his iPad and played “Lake Erie’s Coldest Cases,” a documentary series that featured an episode on the case and showed his father being interviewed.

“Hey, look, you’re on TV,” Elliott told his father, who smiled.

John Elliott died a few days later.

Perhaps soon, Peter Elliott said, he will watch “The Thomas Crown Affair,” see Steve McQueen try to get away with it, and think of his father.

Far-right and left-wing protests turned violent due to clashes on Sunday (August 22) in Portland, USA. At least one man was arrested for firing a gun at demonstrators. Nobody was hurt in the exchange of gunfire.

By Sunday evening, there was no word as to the injuries caused in brawls in which opposing sides were seen dousing each other in what appeared bear spray. Car windows of rivals were smashed.

Police Chief Chuck Lovell said during a briefing on Friday (August 20) that officers would not necessarily intervene to break up fights between the groups.

Portland has become a magnet for clashes between political extremists since last year.

Sunday's competing protests came on the anniversary of a clash that grew violent between right-wing and leftist crowds in downtown Portland, where a succession of street demonstrations last year followed the murder of George Floyd, a Black man, by a Minneapolis police officer on May 25, 2020.

Donald Trump is back. The former U.S. President made a grand return at a rally in Ohio. There were flags, songs & cheers along with a promise of coming back to power in 2024

Gravitas: Donald Trump's grand political return in Ohio

Former US President Donald Trump joined video platform Rumble on Saturday, the same day he will take the stage at a campaign-style rally in Ohio, his first such event since the January 6 attack on the US Capitol.

Trump lost his social media megaphone earlier this year when he was blocked by a slew of platforms after his supporters stormed the Capitol. He was permanently banned from Twitter and remains suspended by Facebook until at least 2023 and by Alphabet's YouTube until the company determines the risk of violence has decreased.

Trump spokeswoman Liz Harrington said that joining Rumble was in addition to the former president's plan to start his own platform, rather than a replacement for this plan. Trump, who earlier this month shut down his recently-launched blog, has not given details on the proposed platform.

"It is a great way to reach the American people in a time of unprecedented assault on free speech in our country by Big Tech tyrants," Harrington said in an email to Reuters.

Rumble Chief Executive Officer Chris Pavlovski confirmed Trump's verified account had been set up on the site but declined to comment further. Trump advisor Dan Scavino tweeted that Trump's Ohio rally would be live-streamed on the platform.

Rumble, which was launched in 2013 by Canadian tech entrepreneur Pavlovski as an alternative YouTube-style site, has become popular with US conservatives.

Billionaire venture capitalist Peter Thiel and JD Vance, the author of 'Hillbilly Elegy', are investors in the platform.

Donald Trump joins video platform Rumble ahead of Ohio rally

After the state of Ohio announced with great fanfare that residents who got at least one shot of a coronavirus vaccine would be eligible to win a hefty $1 million, Jack Pepper saw something remarkable happen at his sleepy rural vaccination clinic.

For the first time in a while, there was a line at the door. Officials, who had been strategizing about how they might give away extra doses, were suddenly operating at full capacity.

“I think we did close to 400 people in four hours,” said Pepper, the administrator for the health department in Athens County, a county of about 65,000 in southeastern Ohio. “Anywhere I go, people are joking with me, ‘Hey, when am I going to win my million dollars?’ ”

Anticipation approached a peak Wednesday as the Ohio lottery campaign — deemed “Vax-a-Million” (including a cheeky bandage on the X) — announced its first winner on television Wednesday night. Abbigail Bugenske of Silverton, Ohio, near Cincinnati, won the first $1 million prize.

Colorado announced its own $1 million vaccine lottery this week, and Oregon is offering a $1 million jackpot, in addition to $10,000 prizes. Elsewhere, state and local officials are getting creative with simple approaches (free beer in Erie County, New York) and fancy ones (dinner with the governor of New Jersey, anyone?).

All of it is meant to lure the remaining 40% of American adults and teenagers who have yet to get a vaccine. But the success of incentives in an era of the coronavirus remains relatively unknown, and the flashy draw of $1 million campaigns has stirred intense debate among politicians, economists and health officials.

In Ohio, the picture is mixed. In the days after the state announced the vaccine lottery, the average number of new vaccinations per day increased to as many as 26,000, up from about 15,000, according to state data, a bump that experts described as meaningful at a time with declining demand nationally. Yet the upticks have come most prominently in rural areas — not the state’s biggest cities — and the campaign started at around the same time that adolescents, ages 12 to 15, were newly permitted to get shots, generating a new burst of interest.

Without a doubt, Ohio’s campaign, which will give out $1 million apiece to five residents over five weeks, has generated buzz and attention. And for good reason: The odds of winning $1 million in the vaccine lottery Wednesday — while minuscule, at about 1 in 2.7 million — was far better for Ohioans than traditional lotteries, where the odds are more like 1 in 12 million.

Even the White House has taken note. “Ohio Gov. Mike DeWine,” Andy Slavitt, one of President Joe Biden’s top coronavirus advisers, said Tuesday, “has unlocked a secret.”

But not everyone is sold.

The lottery campaign has drawn scrutiny from Ohio Democrats and Republicans alike, some of whom denounced it as “gimmicky” and a “stunt” that represented a poor use of government resources. The lottery — which will also provide five young people, ages 12 to 17, with full-ride college scholarships to any Ohio state school — is being paid for with federal dollars allocated to states to help fight the coronavirus, a use that has been sanctioned by the Biden administration.

Uncertain, though, is how much the prospect of $1 million is changing people’s minds about getting vaccinated.

In Columbus, the biggest city in Ohio, the city health department has seen interest drop off since April and is now distributing about 5,000 vaccines a week. “We have not seen a significant increase,” said Dr. Mysheika Roberts, the health commissioner for Columbus Public Health.

(BEGIN OPTIONAL TRIM.)

In fact, Roberts said, in neighborhood surveys, some people have expressed reluctance to get shots specifically because of the lottery. “They say the Vax-a-Million makes them feel pressure: ‘Why are they trying to taunt us with money to get this vaccine?’” Roberts said. “That just gives them pause.”

In Holmes County, a rural area that is home to a large Amish population, the vaccination rate remains below 15%. “For our county, we really are pretty conservative,” said Mike Derr, the health commissioner. “The idea of lottery and gambling just really isn’t something that gets people excited.”

Research has shown that incentives can be effective at increasing vaccination rates. As the country splits into the already vaccinated and the adamantly opposed, experts say techniques like the lottery are aimed at a third group: the undecided people in the middle, who may have been considering getting a vaccine, but had not made it a priority.

“The most effective behavior change techniques don’t try to persuade people or change their social experiences,” said Noel Brewer, a professor of health behavior at the University of North Carolina at Chapel Hill. “Instead, they rely on building on people’s existing good intentions.”

Still, some worry that $1 million could be too much of a good thing.

Uri Gneezy, a behavioral economist at the University of California, San Diego, who studies incentives, said a vaccine lottery like Ohio’s could generate buzz and enthusiasm, but he warned that offering too much money could actually backfire.

Imagine a scenario, he said, where a medical school is doing tests on a new cream and offers you $50 to participate. Now, imagine the school offers $50,000.

“Then you say, ‘Hold on, hold on, what am I getting into?’” he said. A big figure like $1 million, he said, could inadvertently send a signal to some that the vaccines are problematic.

Brewer also favored a smaller payout. “$25 is about access,” he said. “$1 million is about twisting my arm.”

DeWine, a Republican, has defended the lottery idea as a powerful, if experimental, incentive at a time when every shot helps stop transmission of the coronavirus.

In a guest essay on Wednesday for The New York Times, DeWine estimated that the campaign had generated more than $23 million in free advertising for vaccinations, and he cited the program’s success among young people, minorities and rural residents.

“The results have exceeded my wildest expectations,” DeWine wrote.

Garen Rhome, the health administrator in rural Harrison County, Ohio, where vaccinations increased by more than 140% after the lottery was announced, said even a small bump could make a difference.

“If anything, it could influence the timing of the decision,” said Rhome, describing the effect of the campaign statewide. “If we can get an extra million people vaccinated in June, rather than in July, let’s see that happen.”

“Anywhere I go, people are joking with me, ‘Hey, when am I going to win my million dollars?’ ” Anticipation approached a peak Wednesday as the Ohio lottery campaign — deemed “Vax-a-Million” (including a cheeky bandage on the X) — announced its first winner on television Wednesday night. “Ohio Gov. Mike DeWine,” Andy Slavitt, one of President Joe Biden’s top coronavirus advisers, said Tuesday, “has unlocked a secret.” But not everyone is sold. (BEGIN OPTIONAL TRIM.) In fact, Roberts said, in neighborhood surveys, some people have expressed reluctance to get shots specifically because of the lottery. “They say the Vax-a-Million makes them feel pressure: ‘Why are they trying to taunt us with money to get this vaccine?’” Roberts said. “That just gives them pause.” In Holmes County, a rural area that is home to a large Amish population, the vaccination rate remains below 15%. “For our county, we really are pretty conservative,” said Mike Derr, the health commissioner. “The idea of lottery and gambling just really isn’t something that gets people excited.” Research has shown that incentives can be effective at increasing vaccination rates. “Instead, they rely on building on people’s existing good intentions.” Still, some worry that $1 million could be too much of a good thing. “$1 million is about twisting my arm.” DeWine, a Republican, has defended the lottery idea as a powerful, if experimental, incentive at a time when every shot helps stop transmission of the coronavirus.

Several people were killed in a shooting Monday outside Columbus, Ohio, according to local news media reports.

The shooting happened in West Jefferson, Ohio, a village of some 4,000 people about 20 miles west of the state’s capital city. Authorities told The Columbus Dispatch that they found the victims’ bodies inside and outside a duplex residence on the 100 block of Jackson Street.

Three bodies were found inside the apartment and there were additional bodies outside the home, television station WSYX reported. The police told the station that they received a 911 call from a passerby around 5:30 p.m.

The station cited information from the village’s police chief, Christopher Floyd, who did not immediately respond to a request for comment Monday night. A dispatcher at the West Jefferson Police Department referred questions to the chief.

Officials did not immediately provide details on the total number of victims, their names or information on any possible suspects.

Officers from Ohio’s Bureau of Criminal Investigation were helping to process the crime scene at the request of local police, Steve Irwin, a spokesperson for the state attorney general’s office, said in an email Monday night.

Irwin said he could not provide additional details about the shooting because the West Jefferson Police Department was leading the investigation.

Floyd said that the shooting took place on a dead-end street, which led him to believe that the victims had been targeted, WSYX reported.

“We don’t know whether it’s a robbery, a target, we don’t know at this point,” Floyd told the station. “Something brought somebody to a dead-end street.”

Technology is a great help, but not if you want to fake your sincerity for a cause, and a senator has recently when he was caught using a virtual background of his home to hide the fact that he was driving during a Zoom meeting — on the same day a bill to ban distracted driving was introduced.

Andrew Brenner, an Ohio state senator, decided to use a virtual background of his home office during a Zoom meeting to hide the fact that he was, in reality, driving.

The footage of the meeting was live-streamed to the public with the state’s controlling board. Brenner was spotted wearing a seat belt, which gave away his act.

Glimpses of the road were also spotted behind him and he was also constantly looking at the road and turning his head while changing lanes — which is a good habit while driving but not when attending a Zoom meeting.

The Republican, who actively took part in the conversation and answered all questions directed towards him, claims he "wasn't distracted" during the meeting and was paying attention.

"I wasn’t distracted. I was paying attention to the driving and listening to it [the meeting]," he was quoted by local media. "And I've actually been on other calls, numerous calls while driving. Phone calls for the most part, but on video calls, I'm not paying attention to the video. To me, it’s like a phone call."

However, some social media users could not stop trolling the senator for this act as his faux pas coincided with the introduction of the bill to penalise unsafe driving.

"Distracted driving is a choice that must be as culturally unacceptable as drunk driving is today, and strengthening our current laws will lead to more responsible driving," state's Republican governor, Mike DeWine said.
