When the law authorities engaged in a pursuit, the suspect fired a few shots to keep the troopers at bay. However, the police officers kept with him during the chase.&nbsp;

A lockdown has been enforced within a one-mile radius of the standoff scene. Moreover, the two highways near the area have been closed as well to not allow the suspect any chance to escape.&nbsp;

According to police, the public has been instructed to stay indoors and not venture outside till the situation is resolved. Meanwhile,&nbsp;Ohio State Highway Patrol and local law enforcement partners are trying to resolve the 'critical incident', according to an FBI statement.&nbsp;

It is believed that the suspect is&nbsp;armed with an AR15-style rifle and also had a nail gun with him when he attempted the break-in.&nbsp;

The Cincinnati FBI office took to its official Twitter handle to confirm the news about the rogue element attempting to breach the building.&nbsp;

At least four people were shot dead after an armed gunman launched shootings in multiple locations in Ohio state, US, the authorities said, adding that they are searching for the man who is believed to be armed and dangerous.

The incident took place on Saturday near Butler Township,&nbsp;located&nbsp;near Dayton, Ohio.

Among the deceased identified by the police include a 15-year-old girl whose name wasn’t released.

The police have identified the suspect—39-year-old Stephen Marlow—who is believed to have fled the area in an SUV.

The police have warned the public to immediately call 911 upon seeing him or the vehicle and urged them not to “approach him as he is still likely to be armed and dangerous.”

According to The Dayton Daily News, the four victims lived in separate homes near the residence owned by Marlow’s parents.

In a statement, Butler Township Police Chief John Porter said that authorities are being assisted by the Montgomery County Sheriff's Office, the Federal Bureau of Investigation (FBI) and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

Calling the shooting “the first violent crime in this neighbourhood in recent memory”, Porter said, “We are working to determine if there is any motive to this horrible tragedy or if mental illness played any role.”

According to the FBI field office in Cincinnati, Marlow had ties to Indianapolis, Chicago and Lexington, Kentucky, “and could be in one of these cities”, AP news agency reported.

Marlow seems to have a history of crime life. According to Montgomery County court records, he had gotten off probation in February on aggravated burglary and aggravated menacing charges stemming from a July 2019 incident in the Dayton suburb of Vandalia, The Dayton Daily News reported.

Rokita continued by saying that he would also check to see if the physician had broken any federal patient privacy regulations. The Indianapolis Star newspaper reported it had obtained documents through public records request showing Bernard had, in fact, complied with the disclosure requirements in a form she filed with the Indiana Department of Health and the Indiana Department of Child Services, making the warning, however, appear to be a hollow threat.

Roe vs Wade overturn: 10-year-old rape survivor forced to travel from Ohio to Indiana for abortion

Carrying “Black Lives Matter” placards, hundreds of protesters hit the streets in Ohio state’s Akron city, US, after police released the body-cam footage showing the moments leading up to the fatal police shooting of Jayland Walker, a 25-year-old Black motorist.

Protests have been taking place around the city since the fatal shooting took place last week. But Sunday’s agitation, which marked the fourth day, was the most intense following the release of the footage.

The authorities appealed for calm as a crowd marched to City Hall carrying banners with slogans such as “Justice for Jayland” and "we are done dying" reverberated throughout the streets well into the evening.

According to reports, some protesters blocked traffic in the Highland Square neighbourhood as well as West Akron.

Fearing potential unrest, authorities in the city of 190,000 people moved snowplows and other heavy equipment near the police department to serve as a barrier.

Two videos were released on Sunday—one that was a compilation of body-camera footage, body-cam still frames and voiceover, and another of the complete body-cam footage of the entire chase and shooting.

The voiceover explained that Walker did not stop and drove off. Police engaged in a car chase and said a shot had been fired from Walker's vehicle, reports AFP.

Several officers finally chased Walker to a parking lot. The body-cam footage is too blurry to see clearly what happens, but an initial police statement released after the shooting says he behaved in a way that caused officers to believe he posed a "deadly threat."

He added that the eight officers involved in Walker's death have been placed on paid administrative leave until the investigation is complete.

Officials have said the incident began when officers tried to stop Walker for a traffic violation while he was driving early Monday (June 27) morning. Walker fled, according to the Akron Police Department, which said officers reported a gun being fired from the suspect vehicle.

Akron police have said Walker fired a gun at officers who were pursuing him. They plan to release their body camera footage following a news conference on Sunday, hours before a protest march is scheduled.

After several minutes Walker exited his vehicle and ran, while officers chased him on foot and fired at him, saying he presented a "deadly threat," the police department said in a statement on Tuesday.

Thousands of Ohio prison guards will begin wearing body cameras for the first time this year, bringing more transparency inside prison walls at a time when the coronavirus pandemic and guard shortages are making many prisons more dangerous.

Annette Chambers-Smith, the head of the state prison agency, said the state was buying 5,100 body cameras that will be used by guards and parole officers in all of the state’s prisons. Not every guard will wear a camera at all times, but the program is still ambitious: Axon, the company that is supplying the cameras, said the state was adopting the largest body camera program of any prison agency in the world.

There are already thousands of surveillance cameras across Ohio’s 28 state prisons, but the addition of body cameras could make it easier to review the actions of guards and prisoners, capturing incidents that are not visible through existing cameras or are blocked from view by other people.

The move comes as several other states have begun to use body cameras in prisons and jails, albeit on a smaller scale, amid increasing criticism that prison guards, like police officers, are regularly involved in violent encounters that may involve witnesses with competing versions of events.

“This is ultimately about safety, transparency and accountability for everyone who works or lives in our prisons,” Chambers-Smith said in a statement.

The plan to roll out body cameras follows the death in January 2021 of Michael McDaniel, 55, who collapsed and died after guards pushed him to the ground several times after a fight outside his cell. A coroner ruled that his death was a homicide, and the prison system fired seven guards and a nurse; two more employees resigned. No criminal charges were filed.

Surveillance video captured much of the guards’ encounter with McDaniel, who ended up on the ground 16 times over the course of less than an hour. But the video missed several key moments: a stairwell blocked much of the initial fight between McDaniel and the guards, in which investigators determined that he had punched two officers, and the cameras captured only part of a takedown, several minutes later, in which guards appeared to push him into the snow outside.

McDaniel's sister, Jada, said she supported the use of body cameras and believed that the guards may have intentionally engaged her brother behind the stairwell, knowing that it partially obscured what was happening. She said she believed the guards would not have been so aggressive with her brother had they all been wearing cameras.

“My brother would still be alive,” said Jada McDaniel, who teaches math and science to fourth-graders in Columbus. “They would have thought twice. They probably wouldn’t have taken him out and abused him the way they did. There’s no way they would have taken him behind the stairwell.”

She said she believed the guards would also benefit from having more of their interactions on camera.

“The guards need protection as well,” she said. “The body camera will catch everything.”

A new prison agency policy governing body cameras says that cameras may automatically activate when a gun or pepper spray is drawn. The policy says that the cameras must be powered on at all times, meaning that even if guards cannot or do not activate them, video would still be captured and stored for 18 hours.

In jails and state and federal prisons across the country, officials have been struggling to hire enough prison guards to fill in for those who have retired, who fall ill with COVID-19 or who are avoiding dangerous assignments, leaving correctional facilities with high infection rates and not enough staff to handle potentially violent confrontations.

In New York City, stabbings at the massive jail complex on Rikers Island have surged and gangs have increased their influence in the jail during the pandemic as some prison guards have taken advantage of generous sick leave policies to sidestep working at the jail. Some guards wear body cameras at the complex, but not all.

In 2019, the sheriff overseeing the jail in Albany County, New York, said he was putting body cameras on guards after several inmates who had been transferred from Rikers Island said they had been abused at the Albany jail. The sheriff said at the time that he believed the cameras would have proved that the officers were innocent.

Prison officials in several other states, including Wisconsin and Georgia, have begun to put cameras on some prison guards. A lawsuit in California over claims that prison employees had violated disabled prisoners’ rights led a judge to order that officers at five state prisons be outfitted with the cameras. New York state has also tested the technology at some prisons, and New Jersey lawmakers are considering a bill that would put body cameras on every prison guard.

The Ohio Civil Service Employees Association, which represents prison guards in the state, has not opposed the body camera program but said it was a low priority at a time when there were 1,700 vacant positions for correctional officers, in part because the state had not filled positions of officers who had recently retired.

“To be frank, it’s hell right now,” union president Christopher Mabe, a retired prison sergeant, said of working in Ohio prisons. “Body cameras are a distraction, as far as we’re concerned, to the real and dangerous staffing issues in prisons now.”

Cops said that that they “have not heard of anything that large stolen” ever in their careers.

According to reports, thieves had disassembled a 58-foot bridge installed in a field near a creek in&nbsp;Akron, Ohio.

On November 3, locals found that the treated deck boards on the bridge had been removed. And about a week later, the entire structure was stolen from the area.

Police said the bridge was installed in the early 2000s as part of a restoration project, but the city later decided to use it for another project and kept it in the field for later use.

Although it is not clear why the bridge became the victim of their heist, but police suspect that they wanted to sell it to scraps for money.

But little did they know that the material of the bridge, measuring 10-feet wide and six-feet high, is composed of polymer-based materials, which, the police said, is hard to sell and recycle.

The bizarre incident has left the police baffled who were wondering how the thieves managed to get away with it.

“I have not heard of anything that large — albeit it disassembled but actually stolen, I can’t think of anything comparable in my 22 years [at the Akron Police Department],” Lt. Michael Miller told News 5 Cleveland.

“We know it will be met with mystery and questions: who and how and why? All of those are unanswered. It ranks high on the list of mysteries, that’s for sure,” he added.

The value of the structure is estimated to be about $40,000 by the city’s engineering department.

The city of Columbus, Ohio, announced Thursday that it had reached an agreement to pay $5.75 million to 32 plaintiffs who said that they were injured and that their constitutional rights were violated by members of the city’s police division during social justice protests in the summer of 2020.

After the killing of George Floyd last year, the plaintiffs were among many in Columbus who participated in protests that swept the country. The plaintiffs alleged in a lawsuit filed last year in US&nbsp;District Court in the Southern District of Ohio that officers with the Columbus Police Division had used excessive force against them and had violated their constitutional rights.

In announcing the settlement agreement, which is subject to City Council approval, the Columbus City Attorney’s Office said that during the protests the police had “made arrests and used force including, but not limited to, pepper spray, tear gas, wooden baton rounds, and sponge rounds.”

Some plaintiffs were “significantly injured” during the protests, Zach Klein, the city attorney, said in the statement, adding that it was “incumbent upon the city to accept responsibility and pay restitution.”

“This settlement is a good step forward for both the Division of Police and for the entire community because it sets defined parameters and clear expectations for all when exercising and protecting First Amendment rights in Columbus,” he said.

Klein said that many Columbus police officers performed their jobs “professionally” during the protests, “but this litigation highlighted serious issues that must be addressed.”

Earlier this year, three Columbus police officers were charged with misconduct in connection with the protests, and Klein said that others could face charges.

Also this year, after an evidentiary hearing, Chief Judge Algenon L. Marbley of US District Court granted a preliminary injunction that barred the Columbus police from “using nonlethal force, including tear gas, pepper spray, rubber bullets, wooden pellets, and more on nonviolent protesters,” according to a statement from the city.

As part of the settlement, the city would agree to make the injunction permanent.

In a statement, Tamara K. Alsaada, one of the plaintiffs in the case, said that “one of the problems we face with policing in America is the deep-seated hostility of law enforcement to anyone who questions or exposes the racism and violent attitudes of many within police departments.”

At least three of the plaintiffs sustained broken bones, according to court documents. Klein said that because each plaintiff had different injuries the settlement amount would not be split evenly, and that a mediator would determine damages and settlement amounts for each plaintiff.

The US Marshals Service announced that it had found Conrad after investigators pursued a lead and discovered that he had been living under the fictitious name Thomas Randele in Lynnfield, Massachusetts, about 16 miles north of Boston, until his death from lung cancer in May.

Investigators had chased leads across the country, to California, Hawaii, Texas and Oregon, in search of their fugitive. Conrad was featured on several true-crime shows, including “America’s Most Wanted” and “Unsolved Mysteries.”

Investigators learned that after the theft, Conrad fled to Washington, D.C., and then to Los Angeles, and eventually went to Massachusetts in 1970, where he established deep roots with his wife and daughter. There, he was a golf pro, worked at a luxury car dealership for 40 years and enjoyed watching “NCIS” and other law enforcement shows on television, Elliott said.

Conrad was well liked in his community by police officers and other law enforcement officials.

“That’s probably why, you know, we didn’t catch up with him in the past — because he was a law-abiding citizen, and we didn’t have any fingerprints on file,” Elliott said.

On his deathbed, Conrad told his family the truth, Elliott said. He told them his real name and what he had done July 11, 1969.

It was a Friday, and he went to work at the Society National Bank in Cleveland, where he was a bank teller. At the end of the day, he stuffed money from the vault into a paper bag and left.

By Monday morning, as his co-workers opened the vault and wondered where their colleague was, Conrad had a two-day head start on the authorities.

Some of the details of the robbery, such as the denomination of the bills and how Conrad was able to stroll out without being noticed, were not immediately available. But Elliott said there was not much security at the bank, where employees were not even fingerprinted.

A year before, Conrad had been obsessed with “The Thomas Crown Affair,” a 1968 Steve McQueen film in which a bored billionaire robs a bank to amuse himself. Conrad had told friends that he planned to rob a bank, bragging about how easy it would be, the US Marshals Service said.

“He was a darer, so to speak,” Elliott said. “After seeing that movie, I believe he thought, ‘Hey, what if I do this and get away with this?’ I really think it was a challenge for him to be able to do it.”

Years later, authorities would retrieve a letter that Conrad wrote in 1969 to his girlfriend. In it, he confessed to the crime and expressed regret for committing it.

After Conrad confessed this year, his family did not contact the authorities, Elliott said. Only after authorities saw an obituary for Thomas Randele, 73, did they begin to piece together evidence, which had been mostly gathered by Elliott’s father decades ago.

Elliott said the Randele family would not be charged for failing to disclose Conrad’s confession to the authorities. Conrad had been indicted, and there is no statute of limitations on bank robbery, so he would have still been arrested if the authorities had found him, Elliott said.

He declined to share what led investigators to the obituary. But once they saw it, they found information that mirrored that of Conrad’s genuine life. Conrad’s real birth date was July 10, 1949. In the obituary, the birth date listed was July 10, 1947.

The second clue was his parents’ names. They were almost exactly the same in the obituary. The obituary also included his actual alma mater, New England College, and birthplace, Denver.

“When people lie, they lie close to home,” Elliott said.

Then, the final clue that pieced it all together: a signature from a college application, which was first found by Elliott’s father, which was similar to one that authorities found on a bankruptcy court document in 2014, scribbled with the name Thomas Randele.

That was all Elliott needed. He traveled to Lynnfield, knocked on the door and was greeted by Conrad’s family, who were surprised to see the officials.

“I feel bad for them because of a father-husband that they really never knew who he was, and also, you know, they are living under a fictitious name,” Elliott said.

Kathy Randele, Conrad’s widow, said in an interview Saturday that “we’re still mourning his loss, and he was a wonderful dad and a fabulous father.” She declined further comment.

The last time Elliott and his father talked about the bank robbery case was in March 2020, when John Elliott was in hospice.

After the state of Ohio announced with great fanfare that residents who got at least one shot of a coronavirus vaccine would be eligible to win a hefty $1 million, Jack Pepper saw something remarkable happen at his sleepy rural vaccination clinic.

For the first time in a while, there was a line at the door. Officials, who had been strategizing about how they might give away extra doses, were suddenly operating at full capacity.

“I think we did close to 400 people in four hours,” said Pepper, the administrator for the health department in Athens County, a county of about 65,000 in southeastern Ohio. “Anywhere I go, people are joking with me, ‘Hey, when am I going to win my million dollars?’ ”

Anticipation approached a peak Wednesday as the Ohio lottery campaign — deemed “Vax-a-Million” (including a cheeky bandage on the X) — announced its first winner on television Wednesday night. Abbigail Bugenske of Silverton, Ohio, near Cincinnati, won the first $1 million prize.

Colorado announced its own $1 million vaccine lottery this week, and Oregon is offering a $1 million jackpot, in addition to $10,000 prizes. Elsewhere, state and local officials are getting creative with simple approaches (free beer in Erie County, New York) and fancy ones (dinner with the governor of New Jersey, anyone?).

All of it is meant to lure the remaining 40% of American adults and teenagers who have yet to get a vaccine. But the success of incentives in an era of the coronavirus remains relatively unknown, and the flashy draw of $1 million campaigns has stirred intense debate among politicians, economists and health officials.

In Ohio, the picture is mixed. In the days after the state announced the vaccine lottery, the average number of new vaccinations per day increased to as many as 26,000, up from about 15,000, according to state data, a bump that experts described as meaningful at a time with declining demand nationally. Yet the upticks have come most prominently in rural areas — not the state’s biggest cities — and the campaign started at around the same time that adolescents, ages 12 to 15, were newly permitted to get shots, generating a new burst of interest.

Without a doubt, Ohio’s campaign, which will give out $1 million apiece to five residents over five weeks, has generated buzz and attention. And for good reason: The odds of winning $1 million in the vaccine lottery Wednesday — while minuscule, at about 1 in 2.7 million — was far better for Ohioans than traditional lotteries, where the odds are more like 1 in 12 million.

Even the White House has taken note. “Ohio Gov. Mike DeWine,” Andy Slavitt, one of President Joe Biden’s top coronavirus advisers, said Tuesday, “has unlocked a secret.”

But not everyone is sold.

The lottery campaign has drawn scrutiny from Ohio Democrats and Republicans alike, some of whom denounced it as “gimmicky” and a “stunt” that represented a poor use of government resources. The lottery — which will also provide five young people, ages 12 to 17, with full-ride college scholarships to any Ohio state school — is being paid for with federal dollars allocated to states to help fight the coronavirus, a use that has been sanctioned by the Biden administration.

Uncertain, though, is how much the prospect of $1 million is changing people’s minds about getting vaccinated.

In Columbus, the biggest city in Ohio, the city health department has seen interest drop off since April and is now distributing about 5,000 vaccines a week. “We have not seen a significant increase,” said Dr. Mysheika Roberts, the health commissioner for Columbus Public Health.

In fact, Roberts said, in neighborhood surveys, some people have expressed reluctance to get shots specifically because of the lottery. “They say the Vax-a-Million makes them feel pressure: ‘Why are they trying to taunt us with money to get this vaccine?’” Roberts said. “That just gives them pause.”

In Holmes County, a rural area that is home to a large Amish population, the vaccination rate remains below 15%. “For our county, we really are pretty conservative,” said Mike Derr, the health commissioner. “The idea of lottery and gambling just really isn’t something that gets people excited.”

Research has shown that incentives can be effective at increasing vaccination rates. As the country splits into the already vaccinated and the adamantly opposed, experts say techniques like the lottery are aimed at a third group: the undecided people in the middle, who may have been considering getting a vaccine, but had not made it a priority.

“The most effective behavior change techniques don’t try to persuade people or change their social experiences,” said Noel Brewer, a professor of health behavior at the University of North Carolina at Chapel Hill. “Instead, they rely on building on people’s existing good intentions.”

Still, some worry that $1 million could be too much of a good thing.

Uri Gneezy, a behavioral economist at the University of California, San Diego, who studies incentives, said a vaccine lottery like Ohio’s could generate buzz and enthusiasm, but he warned that offering too much money could actually backfire.

Imagine a scenario, he said, where a medical school is doing tests on a new cream and offers you $50 to participate. Now, imagine the school offers $50,000.

“Then you say, ‘Hold on, hold on, what am I getting into?’” he said. A big figure like $1 million, he said, could inadvertently send a signal to some that the vaccines are problematic.

Brewer also favored a smaller payout. “$25 is about access,” he said. “$1 million is about twisting my arm.”

DeWine, a Republican, has defended the lottery idea as a powerful, if experimental, incentive at a time when every shot helps stop transmission of the coronavirus.

In a guest essay on Wednesday for The New York Times, DeWine estimated that the campaign had generated more than $23 million in free advertising for vaccinations, and he cited the program’s success among young people, minorities and rural residents.

“The results have exceeded my wildest expectations,” DeWine wrote.

Garen Rhome, the health administrator in rural Harrison County, Ohio, where vaccinations increased by more than 140% after the lottery was announced, said even a small bump could make a difference.

“If anything, it could influence the timing of the decision,” said Rhome, describing the effect of the campaign statewide. “If we can get an extra million people vaccinated in June, rather than in July, let’s see that happen.”

The shooting happened in West Jefferson, Ohio, a village of some 4,000 people about 20 miles west of the state’s capital city. Authorities told The Columbus Dispatch that they found the victims’ bodies inside and outside a duplex residence on the 100 block of Jackson Street.

Three bodies were found inside the apartment and there were additional bodies outside the home, television station WSYX reported. The police told the station that they received a 911 call from a passerby around 5:30 p.m.

The station cited information from the village’s police chief, Christopher Floyd, who did not immediately respond to a request for comment Monday night. A dispatcher at the West Jefferson Police Department referred questions to the chief.

Officials did not immediately provide details on the total number of victims, their names or information on any possible suspects.

Officers from Ohio’s Bureau of Criminal Investigation were helping to process the crime scene at the request of local police, Steve Irwin, a spokesperson for the state attorney general’s office, said in an email Monday night.

Irwin said he could not provide additional details about the shooting because the West Jefferson Police Department was leading the investigation.

Floyd said that the shooting took place on a dead-end street, which led him to believe that the victims had been targeted, WSYX reported.

“We don’t know whether it’s a robbery, a target, we don’t know at this point,” Floyd told the station. “Something brought somebody to a dead-end street.”
