Sunday marked&nbsp;the 117th birth anniversary of SM Syed, who is regarded as one of the founding fathers of modern Sindhi nationalism.

Among many ideas and ideologies, he was inspired by India's father of the nation Gandhi. He was the first political prisoner after the creation of Pakistan and spent around 30 years in jail in the country. &nbsp;

Pakistan, formed after the partitioning of India in 1947 has had a number of separatist movements. These include a major one in the largest province of Baluchistan, Sindhudesh in Sindh, and also calls to form a separate homeland for Muhajirs, for people who left India for Pakistan.

1971 saw the country losing its eastern flank leading to the formation of Bangladesh. This year Bangladesh celebrates the 50th year of its independence.

West Bengal Chief Minister Mamata Banerjee on Friday accused Prime Minister <a href="https://www.wionews.com/topics/narendra-modi">Narendra Modi </a>of trying to mislead the people with half-truth and distorted facts over the non-implementation of PM Kisan Samman Nidhi scheme in the state.

She claimed that the prime minister showed his apparent concern for the farmers through a televised address, instead of proactively working to resolve their issues.

"While he (PM Modi) publicly claimed his intention to help farmers of WB (West Bengal) through his PM Kisan Yojana and alleges non-cooperation of the state government, the fact is that he is trying to mislead the people with half-truth and distorted facts," Banerjee said in a statement.

The prime minister lashed out at the West Bengal chief minister, accusing her government of "destroying" the state and depriving its over 70 lakh farmers of benefits from the Centre's flagship PM-KISAN scheme under which Rs 6,000 per year is given to each farmer.

Banerjee said that her government has always been ready to cooperate in the interest of the farmers.

Maintaining that she has written two letters to Union Agriculture Minister Narendra Singh Tomar and has even spoken to him two days ago, the chief minister said, "they are refusing to cooperate and are instead indulging in malicious propaganda for political gains".

Banerjee said that when the state is implementing so many schemes with the central government, the question of not cooperating on a scheme that is benefitting farmers seems absurd.

She wrote to Tomar on Monday, reiterating the state's request to route the PM-KISAN funds through the West Bengal government for disbursal among the farmers.

She had earlier written to the agriculture minister in September with the same proposal.

Under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, a financial benefit of Rs 6,000 per year is provided to small and marginal farmers, payable in three equal instalments of Rs 2,000 each.

The fund is transferred directly to the bank accounts of the beneficiaries.

"Today I regret that more than 70 lakh farmers in West Bengal have not been able to get benefits of PM Kisan Samman Nidhi. More than 23 lakh farmers of Bengal have applied online to take advantage of this scheme. But the state government has stopped the verification process for so long," Modi said addressing a virtual event after releasing over Rs 18,000 crore to more than nine crore farmer families under PM-KISAN.

Denying the accusations of the prime minister, Banerjee alleged that the BJP-led Union government is used to indulging in politicking even at the cost of violating the established practices and norms regarding the implementation of central schemes by state governments.

Claiming that the Modi government has done nothing to help West Bengal, she said that the Centre is "yet to release even a portion of the Rs 85,000 crores of outstanding dues that includes unpaid GST dues of Rs 8,000 crores".

The chief minister said that if Modi genuinely wants to help West Bengal, he must release at least a part of these funds so that the state is in a better position to address its needs.

Assembly elections are likely in West Bengal in April-May next year and the BJP has launched a massive campaign to unseat the Banerjee-led Trinamool Congress government in the state.

Stating that lakhs of farmers are protesting on the roads demanding the withdrawal of the new farm laws, Banerjee claimed that these enactments are anti-farmer as these "threaten to dilute the MSP, the state procurement system, and take away the basic protective mechanisms of the farmers, hence leaving them at the mercy of big private players".

Banerjee claimed that in the interest of the people of Bengal, her government will do everything that is needed on its part.

"Even if it means supporting schemes of central government that are purely meant to further their political agenda, are at odds with the spirit of federalism, and are definitely not guided by their desire to help the people at large; so long it ensures even incremental benefit for the people of Bengal," the chief minister said in her statement.

In his address, the prime minister said, "Mamata Banerjee's ideology has destroyed the state and her actions are against the farmers."

Banerjee asserted that her ideology is consistent with the vision of the founding fathers of the country, and that she has wholeheartedly served the people of West Bengal with the right intent, efforts and with everything she has.&nbsp;

He was a two-time former chief minister of the undivided central Indian state of Madhya Pradesh and former Governor of Uttar Pradesh.

In his political career that lasted nearly five decades, he was also elected for the Rajya Sabha (Upper House) for four times and one time for the Lok Sabha (Lower House).

American business magnate and Microsoft co-founder Bill Gates on Tuesday praised India for digital payments policies and said that India has built an ambitious platform for digital payments, including a system for sending rupees between any bank or smartphone app.

Bill Gates was speaking at the Singapore Fintech Festival on this day, where he lauded India's financial inclusion policies — especially the "ambitious" platforms for money transfer and identification — which he said will bring down the "cost and friction of money distribution" to the downtrodden in India.

“If people are going to study one country right now, other than China, I’d say they should look at India,” Gates said at the Singapore Fintech Festival on Tuesday. “Things are exploding there and innovation around that system is phenomenal.”

"India is a great example. They developed a lot of technologies that won't be possible for other countries. The role of the Gates Foundation as an advocate for those who don't have access today is to make sure there are technical standards, including open-source software and the digital identification systems, not just for financial activities but also for health, voting, and education," Gates said.

Canadian Prime Minister Justin&nbsp;Trudeau's&nbsp;eight-day expedition to India in 2018 was&nbsp;an absolute political disaster.

The trip started off on a disappointing note, as the Trudeau delegation was received at the airport by a minister of state, not even a member of Prime Minister Narendra Modi’s cabinet.

International and local observers speculated that Trudeau was being snubbed, given the cold shoulder, over unscrupulous ties with separatists and extremists.

After going to great lengths to convince Punjab chief minister Amarinder Singh that his government did not associate with radicals, one such radical was part of his own entourage in India.

Hours before meeting with Prime Minister Narendra Modi, his journey hit a dead end when the Canadian high commissioner invited a Sikh extremist named Jaspal Atwal (who has been convicted of attempted murder and was previously affiliated with a terrorist group) to a dinner to honour Trudeau in Delhi.

Atwal was found guilty of trying to kill an Indian minister in 1986; he was also blamed for an assault on Ujjal Dosanjh, the former premier of British Columbia.

By the time Atwal’s invitation was rescinded — Trudeau called it “unfortunate” — Atwal had already posed for photographs with Trudeau’s wife, Sophie, in Mumbai, as well as with other members of his entourage.

The Trudeau government’s explanation was further refuted when more photos surfaced of Atwal with Trudeau himself, one at a 2015 Liberal Party campaign event in Vancouver, and another that appears to have been taken before Trudeau became the leader of the Liberal Party.

Atwal is a longtime Liberal supporter and activist, he’s a former donor to the party and a former Liberal board member for the electoral district in Surrey, British Columbia.

Atwal is a longtime Liberal supporter and activist, he’s a former donor to the party and a former Liberal board member for the electoral district in Surrey, British Columbia. Atwal’s ties to the Liberals run deep, and there is no excuse for Trudeau’s continued relationship with a convicted criminal and former member of a terrorist organisation.

Trudeau’s time in India was criticised for its lack of official business, not to mention the excessive photo-ops and insensitive overuse of Indian clothing. To add insult to injury for Canadians, his taxpayer funded tour looked more like another lavish family vacation — including his own celebrity chef flown in from Vancouver than a diplomatic bilateral meeting.

However,&nbsp;these criticisms pale in comparison to serious catastrophe of not only associating with a convicted terrorist assassin, but bringing him to India alongside his official delegation.

India's ties with Canada remain frozen in time and&nbsp;Trudeau's latest statements on the farmer protests&nbsp;are unlikely to make things better.

India is all set to host the virtual summit of the SCO Heads of the Government on November 30, in which Chinese Premier Li Keqiang is expected to participate.
&nbsp;
Surprisingly, within three years of joining, India is seeking integration with the organisation considered as arch-rival of the United States. India ardently participated in a series of SCO's annual activities except in this year's military exercise "Kavkaz 2020" citing the pandemic related constraints.
&nbsp;
Twenty years in, the SCO isn't an effective regional powerhouse as yet. But, given the current conflation of global economic uncertainty, and against the Chinese assertion, the SCO is a useful platform for India to espouse its strategic autonomy in the global affairs.&nbsp;
&nbsp;
The charters of the SCO are less confrontational and the decisions are consensus-based. Considering India's profile and benign image, the forum is well suited to play a balancing role vis-à-vis its ties with the U.S while simultaneously keeping China's regional ambitions in check.&nbsp;
&nbsp;
It's obviously in no one's interest to let Eurasia once again becoming a chessboard of great game rivalries or a hub of terrorism and extremism. India’s persistent strong voice to combat terrorist networks is already having a region-wide positive effect. An urge in Central Asia to deepen and expand its regional autonomy vis-à-vis Russia and China cannot be simply ignored by India.&nbsp;
&nbsp;
First, New Delhi should use the summit to restore the SCO’s original commitment to function in compliance with its basic Principles and Charters, which has been eroded by some member states while repeatedly dragging bilateral issues in the agenda.
&nbsp;
Second, in view of the dramatic weakening of global governance amidst the Covid-19 pandemic, India should use the SCO platform as a test-bed for promoting its development model. Interestingly, at the 19th SCO summit, PM Modi presented a new template for cooperation i.e. in healthcare, economic cooperation, alternative energy, literature, and culture, terrorism-free society, and humanitarian cooperation.

They form a part of his vision of building a "Self-reliant India" in the post-pandemic world. And, if the national capacity-building efforts are clubbed with economic multilateralism, they will prove to be a force multiplier for the global economic recovery. This needs no binary great-power politics. India's Covid-19 relief diplomacy is a success. Its pharma-industry has helped more than 150 countries with essential medicines to save humanity.
&nbsp;
In the next stage, India’s massive role in the manufacturing and delivery of vaccines would greatly shape the post-pandemic world order. As for the SCO, a credit line of $1 billion has just been announced by India for stabilizing the sanitary and epidemiological situation in Central Asia.&nbsp;
&nbsp;
In Moscow, there appeared a near congruence of interests between India, China, and Russia to address the pandemic crisis.&nbsp;
Incidentally, both PM Modi and President Xi shared an identical view on the unique value of traditional medicine in the battle against COVID-19 – hence the need for learning from each other.&nbsp;
&nbsp;
When President Xi called for establishing an SCO community of cultural exchanges, PM Modi gave outright support to celebrate the 20th anniversary of SCO next year as "SCO Culture Year" where New Delhi would show-case its shared global Buddhist heritage. That’s fresh!
&nbsp;
Third, some member states are trying to keep India out of the Eurasian regional synergy. This may perhaps not work. PM Modithis time brilliantly evoked from the past when he said "India shared centuries of enduring historical and cultural bonds with Eurasia”, for he also reminded that “our ancestors kept them alive with their untiring and persistent contacts.”So far, such a sentiment was often heard from the Chinese pronouncement.&nbsp;

Clearly, as in the past when Eurasia played a springboard role for globalizing Indian civilization, New Delhi should find this time a new destiny to recouple with the region. Of course, after having invested a lot in the International North-South Transport Corridor, Chabahar Port, and Ashgabat Agreements, India cannot leave out its regional connectivity aspirations. Geopolitical hurdles are created but the states need to adhere to the SCO’s core principles of respecting one another's sovereignty and territorial integrity.&nbsp;

Interestingly, during the COVID-19 repatriation flights, the Indian civil aviation industry discovered a huge potential market in Eurasia – hitherto unexplored. The industry seems developing a portfolio of traffic routes (air-corridor) and cargo-network into the Eurasian market similar to the one that transports Afghan products to New Delhi and Mumbai.
&nbsp;
Fourth and importantly, after a thirty years gap of lost opportunity, New Delhi appears serious about pursuing a substantive trade and economic agenda with the region under the SCO agenda. India has already advised SCO countries to give a clarion call to leverage their economic strength to boost trade and investment that would ensure speedy economic recovery from the pandemic crisis.
&nbsp;
Recently, India has shown willingness to share its unique startup ecosystem, based on ‘creativity, innovation, and disruption’ that would help foster mutual innovation, promoting trade, and providing market access among the SCO countries.
&nbsp;
Fifth, with the weakening of the effectiveness of global governance amidst the pandemic, India is likely to push for radical reforms in multilateral institutions including in the United Nations. There are other global challenges such as climate change and terrorism that is being overlooked. India should be using the SCO to tackle these impending issues.&nbsp;

Seventh, there cannot be any let-down on India focus on voicing against terrorism, illegal arms proliferation, drugs, and money laundering. Possibly, terrorists would be seeking fresh opportunities to exploit the pandemic for disruption, recruit more people, and propagate extremist ideology.
&nbsp;
Finally, the utility of the SCO platform to hold bilateral meetings on the side-lines is now being denied by the coronavirus. Premier Li Keqiang’s presence should be utilized to push for redefining India’s economic agenda with China, especially if the two can forge a common agenda in Eurasia.
&nbsp;
To be sure and rhetoric apart, member states will continue to follow the bilateral arrangements. Being an inherently fragile grouping, the interests of Russia and China differ. The positions of others also fluctuate in line with their interests. It is, therefore, best to build on bilateral leverages, for the Central Asian states instinctively carry lots of expectations from India. They are sensitive and also pragmatic. They would start comparing India with China in terms of performances. If nothing else, the limited immediate benefits of joining SCO will be more than compensated for by improved bilateral cooperation with them.

India is all set to host the virtual summit of the SCO Heads of the Government on November 30, in which Chinese Premier Li Keqiang is expected to participate. Surprisingly, within three years of joining, India is seeking integration with the organisation considered as arch-rival of the United States. India ardently participated in a series of SCO's annual activities except in this year's military exercise "Kavkaz 2020" citing the pandemic related constraints. Twenty years in, the SCO isn't an effective regional powerhouse as yet. But, given the current conflation of global economic uncertainty, and against the Chinese assertion, the SCO is a useful platform for India to espouse its strategic autonomy in the global affairs. The charters of the SCO are less confrontational and the decisions are consensus-based. Considering India's profile and benign image, the forum is well suited to play a balancing role vis-à-vis its ties with the U.S while simultaneously keeping China's regional ambitions in check. It's obviously in no one's interest to let Eurasia once again becoming a chessboard of great game rivalries or a hub of terrorism and extremism. India’s persistent strong voice to combat terrorist networks is already having a region-wide positive effect. An urge in Central Asia to deepen and expand its regional autonomy vis-à-vis Russia and China cannot be simply ignored by India. First, New Delhi should use the summit to restore the SCO’s original commitment to function in compliance with its basic Principles and Charters, which has been eroded by some member states while repeatedly dragging bilateral issues in the agenda. India needs to provide fresh impetus to SCO

Prime Minister Narendra Modi will visit the Pune-based Serum Institute of India on November 28,&nbsp;a senior official said on Thursday.

The&nbsp;Serum&nbsp;Institute of India, the world's largest manufacturer of vaccines by volume,&nbsp;has partnered with global pharma giant AstraZeneca and Oxford University for the <a href="https://www.wionews.com/topics/coronavirus-vaccine">COVID-19 vaccine</a>.

According to&nbsp;Serum's Chief Executive Adar Poonawalla, it will&nbsp;first focus on supplying AstraZeneca Plc's COVID-19 vaccine to Indians before distributing it to other countries.

The Central Drug Standard Control Organisation has granted permission for the manufacture of the COVID-19 vaccine for the pre-clinical test, examination, and analysis to seven firms, two of which are the Serum Institute of India (SII) and the Gennova Biopharmaceuticals.

"We have received a confirmation about PM Modi's visit to the Serum Institute of India on Saturday, but his minute-to-minute program is yet to be received," Pune Divisional Commissioner Saurabh Rao said.

On Tuesday, Rao said there was a possibility of the PM's visit to Pune, and if that happens, it would be aimed at reviewing the status of the vaccine candidate for coronavirus infection and to know about its launch, production and distribution mechanisms.

Rao had also informed that ambassadors and envoys from 100 countries will visit the Serum Institute of India and the Gennova Biopharmaceuticals Ltd here on December 4.

Meanwhile,&nbsp;AstraZeneca&nbsp;and Oxford University have acknowledged a manufacturing error that is raising questions about preliminary results of their experimental COVID-19 vaccine.

AstraZeneca is likely to run an additional global trial to assess the efficacy of its COVID-19 vaccine, its chief executive Pascal Soriot was quoted as saying on Thursday after questions over the results from its late-stage study.

Instead of adding the trial arm to an ongoing US&nbsp;process, a new study would be run to evaluate a lower dosage that performed better than a full amount in AstraZeneca's studies, Soriot said.

On November 23, British-Swedish drug maker AstraZeneca and the University of Oxford had said that the Coronavirus vaccine they are developing is 70.4 per cent effective, on an average, in preventing COVID-19, as per the interim analysis of its late-stage clinical trials conducted in the UK and Brazil.

A statement describing the error made no mention of why some study participants didn't receive as much vaccine in the first of two shots as expected.

In a surprise, the group of volunteers that got a lower dose seemed to be much better protected than the volunteers who got two full doses.

In the low-dose group, AstraZeneca said, the vaccine appeared to be 90 per cent effective.

In the group that got two full doses, the vaccine appeared to be 62 per cent effective.

But the way in which the results were arrived at and reported by the companies has led to pointed questions from experts.

The partial results announced on Monday are from large ongoing studies in the UK and Brazil designed to determine the optimal dose of vaccine, as well as examine safety and effectiveness.

Multiple combinations and doses were tried in the volunteers.

They were compared to others who were given a meningitis vaccine or a saline shot.

The dose of AstraZeneca Plc's Covid antibody that demonstrated the most significant level of adequacy was tried in a more youthful populace than a greater portion that indicated less viability, as per the top of the US&nbsp;Activity Warp Speed program.&nbsp;

The vaccine being&nbsp;developed by&nbsp;Oxford University was 90 per cent&nbsp;viable when a half-portion was given before a full-portion booster, the partners said&nbsp;on Monday.

However, that system was controlled to members in a gathering whose age was covered at 55, Warp Speed's Moncef Slaoui said Tuesday in a call with columnists.&nbsp;

For decades, the relationship between India and the Gulf has been defined by oil. However, for firmer influence, the country is ready to its&nbsp;interests in West Asia beyond oil and&nbsp;gas.

India imports 53 per cent&nbsp;of its oil and 41 per cent of its gas from West Asia and over 8.5 million Indians work in the region.

In 2018, India's total remittances was around 78.6 billion dollars. Out of this,&nbsp;48.6 billion dollars had come from the 6 Gulf Cooperation Council countries (GCC).
