As the Indian prime minister gets set for his visit, let's look at the history of ties in key areas and what can be expected in this trip.

Trade

Bangladesh is currently India's biggest trade partner in the South Asian region. To strengthen and encourage Bangladesh's trade and commerce, India has given several concessions to Dhaka, including duty-free access to Bangladeshi products into the Indian markets. New Delhi is also working continually to reduce Non-Tariff Barriers (NTB). To encourage trade, India is developing the Integrated Check Post in 10 border crossing points to lower NTBs, according to Observer Research Foundation. New Delhi's attempts to boost trade with Bangladesh saw fruitful results, as in 2019 Bangladesh's exports to India witnessed an increase of 43 per cent from the previous year.

Connectivity

This is one area where a lot has been delivered on the ground. A bus service was launched in 1999 that connected Dhaka with the eastern Indian city of Kolkata. Soon, another such service was kicked off between Dhaka with Agartala, which extended the connectivity of India's northeast. An old railway line that remained non-operational for 43 years was restored in 2008 between Dhaka and Kolkata.

Th two nations launched the Maitri (Friendship) Express and several old rail networks have been restored.

In December 2020, Modi met Bangladeshi Prime Minister Sheikh Hasina during which both leaders agreed to revive the trans-border railway link connecting India's Chilahati and Bangladesh's Haldibari. Many other railway routes are set to be established this year.

A friend in need

India has extended its hand of friendship whenever Bangladesh faced crises. India offered lines of credit worth about $10 billion to Bangladesh as part of development assistance, which includes setting up orphanages, cultural centres, educational institutions. India has also simplified the visa process for Bangladeshi tourists and 1.5 million visas were issued in 2019. New Delhi has also come forward during natural disasters in Bangladesh, including cyclone Sidr in 2007 and the ongoing Covid-19 pandemic. During the coronavirus crisis, India provided medical training to Bangladeshi professionals, test kits and medicines, beside the dispatch of vaccine consignments.

Security

The successful security cooperation between the nations resulted in tackling militancy in Bangladesh. India's efforts to contain the militant group Jamaat-ul-Mujahideen Bangladesh's activities is an example of engagement on this front.

Settlement of boundaries

The resolution of land and maritime boundaries disputes is one of the major highlights of the bilateral ties. After a ruling by the United Nations, India agreed to give up around 19,467 km in the Bay of Bengal without challenging the decision, a move that gave great access to Bangladesh to the resource-rich sea.

The Land Boundary Agreement (LBA) signed between both nations in 2015 facilitated the transfer of 111 enclaves. According to the historic agreement, Bangladesh received more than 17,000 acres from India and gave up over 7,000 acres to India.

Expectations from Modi's visit

During this visit, India and Bangladesh are likely to sign three Memoranda of Understanding (MoUs). Bangladeshi Foreign Secretary Masud bin Momen has said the agreements were likely to be in the areas of disaster management and cooperation between institutions of the two nations.

Discussions on the 'India-Bangladesh-Myanmar-Thailand and beyond' belt are also expected to come up along with road connectivity with India and Bangladesh that wound extend up to Nepal.

It will be the Prime Minister's first visit to a foreign country since the outbreak of the coronavirus pandemic.

"This visit will be of very special significance and will serve to highlight the celebration of our unique and special ties which reinforce our comprehensive strategic partnership with Bangladesh," Shringla said at a media briefing.

Asserting that Bangladesh is at the "intersection" of India's 'Neighborhood First' and 'Act East' polices, the foreign secretary said it was a "momentus time" in bilateral ties.

Modi's visit is taking place at a time Bangladesh is commemorating Mujib Borsho, the birth centenary of Sheikh Mujibur Rahman, and 50 years of the country's war of liberation. The two countries are also celebrating 50 years of the establishment of diplomatic ties.

"As a reflection of growing cooperation, both sides will be signing a range of agreements during the prime minister's visit. These agreements will cover a number of areas of our cooperation," Shringla said.

He said some of the areas where agreements will be inked are disaster management, trade and oceanography.

There will be new announcements of cooperation in areas of culture, preservation of spirit of 1971, health railways, education, border development, power cooperation and start-ups, he added.

During his visit, Modi will call on President of Bangladesh Md Abdul Hamid and will hold restricted and delegation-level talks with Prime Minister Sheikh Hasina.

The Prime Minister will also interact with diverse groups of Bangladesh's polity and society which will include the representatives of the country's ruling 14- party alliance, the opposition party, freedom fighters, community leaders and youth icons, Shringla said.

"Bangladesh is at the intersection of our Neighborhood First and Act East polices. Today it is our largest development partner, our largest trade partner in the region and is the location of our largest visa operation in the world," the foreign secretary said.

The Prime Minister will also attend Bangladesh's national day celebrations on March 26 and will deliver an address on the occasion at the parade ground in Dhaka, he added.

Modi is also scheduled to visit the 'National Martyrs' Memorial' located in Savar. The memorial was set up in honour of those who died in the Bangladesh War of Independence in 1971.

"Both Prime Ministers will also inaugurate the Bongobandhu-Bapu exhibition in Dhaka that will showcase the life and legacies of the two great leaders," said Shringla.

"Considering the significance of historic Mujib Borso, the Prime Minister will visit Bongobandhu mausoleum complex at Tungipara of Gopalganj district and he will be the first Indian dignitary to ever visit Tungipara which many of us known as family home of Rahman," he said.

Shringla said the prime minister will also visit heritage sites in Satkhira and Orakandi.

The two Prime Ministers held a virtual summit on December 17 during which Modi said Bangladesh is a key pillar of New Delhi's 'Neighbourhood First' policy, while Hasina described India as a "true friend" and asserted that both countries could play a significant role in the global and regional value chains by further integrating their economies as well as boosting connectivity.

During the summit, the two countries inked seven agreements to further broadbase cooperation in a plethora of sectors, and restored a cross-border rail link snapped by the 1965 war with Pakistan.

In October 1949, India's Prime Minister Jawaharlal Nehru went on a multi-week tour of the US.

He was hosted by US President Harry S Truman.

Just before the visit, India had formally proclaimed neutrality in the developing Cold War by spearheading the Non-Aligned Movement.

How India-US ties evolved over the years

This is not the first time India and Pakistan are trying to make peace.

It has happened quite a few times in the last six years, even more in the last seven decades.

But all attempts have faltered often after highly-charged summits and high-profile visits.

So there is a reason to be sceptical.

Each time a peace agreement was reached, Islamabad promised to uphold it.

However, it threw all diplomatic nicety and border restraint to the winds.

What has changed in the last six years, is India's response.

This is not the first time India and Pakistan are trying to make peace. It has happened quite a few times in the last six years, even more in the last seven decades. But all attempts have faltered often after highly-charged summits and high-profile visits. Watch | So there is a reason to be sceptical. Each time a peace agreement was reached, Islamabad promised to uphold it. However, it threw all diplomatic nicety and border restraint to the winds. What has changed in the last six years, is India's response. Also read | Why Pakistan is offering peace with India New Delhi struck at Pakistan's terror launch pads in Pakistan-occupied Kashmir. History tells us that India-Pak peace is littered with many false dawns and this report explores why there is not any guarantee of any amity anytime soon. In 2014, Narendra Modi took oath as the Prime Minister of India and in attendance were dignitaries from all SAARC nations, including the then PM of Pakistan Nawaz Sharif. This was the first time that a Pakistani leader was attending the oath-taking of an Indian prime minister-designate. There was optimism in the air. "I pointed out that we were at the beginning of our respective tenures with a clear mandate. This provides us the opportunity of meeting the hopes and aspirations of our peoples, that we will succeed in turning a new page in our relations," Sharif had said during that time. "These are two great events for Bangladesh and we are very lucky that the Indian Prime Minister will join us in this celebration," Momen said.

He also underscored that both countries have a "rock-solid relationship" and there has been a strong social, cultural and historical bond between people of both nations.

The Bangladeshi foreign minister also said that during the country's independence movement, India came forward to help them "physically, mentally" and stressed that Indian soldiers "shed blood" for their cause.

He also thanked his Indian counterpart S Jaishankar for keeping his word of visiting Bangladesh in-person once the coronavirus situation improved in India.

"We have shown the world the height of the leadership maturity as we have resolved most of the major issues through dialogue, discussions and through consensus," Momen said.

However, he said there are few issues remaining, like border killing, but added that both countries are on the same page to settle the matter and are against any loss of life.

Momen also said that the countries agreed to open a bridge between Bangladesh and India and road connectivity which will extend to Nepal and Bhutan.

He also said that India was requested to join India-Bangladesh-Myanmar-Thailand and beyond road belt to which New Delhi agreed.

On the Teesta river issue, the Bangladeshi minister said that both countries stood by the 2011 agreement, but due to some local problems, the delivery of the deal has not been done.

Even Jaishankar told me that "let's keep our fingers crossed" and I hope that the issue will be resolved, he said.

Rohingya crisis

He said that there are 1.1 million Rohingya refugees in Bangladesh and their effort is to provide them with education and technical knowledge.

Recognising that Rohingyas have been "persecuted, killed" in their own land, Momen said that they are negotiating with the Myanmar government.

He described Myanmar as a "friendly nation," and said that the country agreed to take these migrants home.

But "almost four years have passed, there has been lack of insecurity and Rohingyas don't trust their govt," he said.

He said that Bangladesh suggested Myanmar allow non-military civilian observers from friendly countries like ASEAN, India, Japan and others to monitor that these migrants are safely sent back, but Myanmar did not answer their requests.

But, he hoped that the Myanmar junta can find a solution to the massive crisis.

"The generals have visited some of the Rohingyas in Rakhine camps and assured them safety and security. These are good beginnings," the Bangladeshi minister said.

He recalled Myanmar's military administration in 1978 and 1992 when the country was able to repatriate 200,000 refugees each time, stressing that it "depends on political commitment".

Momen said soon a solution to this matter should be found otherwise the Rohingyas out of "frustration" could become radicals.

"If these Rohingyas will be here for very long without any hope...then there is always a possibility of developing radicalism," he said, adding that then it will be a problem for the entire region.

On rumours of India stopping Chinese vaccine trials

"These are unsubstantiated, rumours. The reality is India is our age-old friend," he said.

He called China Bangladesh's "development partner" and added that the country has good relations with Beijing.

Momen thanked India for sending two million vaccine doses and agreeing to provide 30 million more.

He also expressed hope that one day that the region one day becomes passport-free.

"I believe one day the whole of Indian sub-continent will be visa-free...just like European Union," the Bangladeshi foreign minister said.

"Good roads do exactly that," he said while laying the foundation stone for the four-laning of NH 45 A Sattanathapuram-Nagappattinam stretch covering Karaikal district.
The four-laning activity will certainly lead to better connectivity while economic activity will pick up pace, he said.

At the same time it will improve access to the holy Shaneeswaran temple at Tirunallar and provide easy interstate connectivity to The Basilica of Our Lady of Good Health and the Nagore Dargah, both located in nearby Nagapattinam in Tamil Nadu, he noted.

"The four laning will also draw industry and ensure job opportunities for local youth," Modi said, while assuring all possible help for the development of this union territory.

"The government of India has made many efforts to improve rural and coastal connectivity. The agriculture sector will gain from this (four laning). Across India our farmers are innovating. It is our duty to ensure their produce get good market," he added.

The Prime Minister inaugurated a Blood Centre at state-run JIPMER, a Sports Authority of India (SAI) girls hostel at Lawspet and a reconstructed Heritage Mairie Building. The heritage building will add to the beauty of the beach promenade.

He laid the foundation stone for the Medical College Building at Karaikal New Campus of JIPMER-Phase I and the development of Minor Port at Puducherry under Sagarmala scheme.

Modi also laid the foundation stone of Synthetic Athletic Track at Indira Gandhi Sports Complex in the Union Territory.

The starting of various development works will improve people's life in Puducherry and the works cover diverse sectors, he said.

Observing that prosperity was closely linked to good health, Modi stated that India in the last seven years has made many efforts to improve fitness and wellness.

The SAI hostel is "one more attempt to improve" sporting facilities in India, he said, adding, the 100-bed building will accommodate sportswoman from volleyball, hockey, weightlifting and kabaddi among others.

On healthcare, he said it was one sector that would play a key role in the coming years and noted that "nations that invest in health care will shine."

The inauguration of the Blood Centre in JIPMER at Rs 28 crore was "in line with our objective to provide quality healthcare to all," he said.

Yet again quoting from the Tamil treatise Tirukkural, penned by saint-poet Tiruvalluvar, he said "learning and education are the true wealth while all other things are not stable."

Stressing the need for quality health professionals to promote healthcare, he said, "Phase I of medical college building at (JIPMER) Karaikal new campus is a step in that direction. This new environment-friendly complex will have all modern teaching facilities required."

On the minor ports initiative, the PM said once completed it will help our fishermen. It will provide much-required sea connectivity to Chennai...Will facilitate the cargo movement for Puducherry and ease load of Chennai port. It will open up possibilities of passenger traffic among coastal cities."

Modi said Puducherry has got rich human resources due to various educational institutions, both in government and private sectors.

It has a tourism and industrial potential that will provide a lot of employment opportunities, he added.

Praising the people of Puducherry, Modi called them 'talented.'

"The land is beautiful. I am here to personally assure all possible support from my government for the development of the UT," he added.

India is working hard to enhance its capabilities and capacities in the defence-manufacturing sector at a fast pace, Prime Minister Narendra Modi said on Monday as he urged the private sector to come forward for designing and manufacturing of defence equipment.

The prime minister also noted that there were hundreds of ordnance factories before independence with large-scale weapons export from the country in both world wars but this system was not strengthened thereafter.

Addressing a webinar on effective implementation of the Union Budget's provisions in the defence sector, the prime minister listed a series of measures taken by his government to boost self-reliance in the defence sector and rued the fact that the country is amongst the biggest defence importers in the world.

He said an India that has the capacity to reach Mars could have made modern weapons also, but it became an easy way to import weapons from abroad.

"But now, the country is working hard to change the situation and also to enhance its capacities and capabilities at a fast pace," the prime minister asserted.

"The condition is such that even for small arms, we have to look at other nations. India is amongst the biggest defence importers and this is not a matter of pride," Modi stressed.

On the defence budget, the prime minister said a part has been reserved for domestic procurement even in the capital budget of defence.

A total amount of Rs 4.78 lakh crore has been earmarked for the defence ministry in the 2021-22 budget, with a nearly-19-per cent increase in capital outlay.

Modi also urged the private sector to come forward and take up both designing and manufacturing of defence equipment.

He said it is not that the people of India do not have the talent or capability, and pointed out that the country did not make ventilators before the coronavirus pandemic but now manufactures thousands of those.

Modi also cited the example of the indigenously-developed Light Combat Aircraft (LCA), Tejas.

He said his government has relied on the capabilities of the country's engineers and scientists in developing Tejas and today, it is "flying gracefully in the skies".

A few weeks ago, an order worth Rs 48,000 crore was placed for Tejas, he noted.

Modi said with initiatives like de-licensing, de-regulation, export promotion, foreign investment liberalisation, the government has taken several measures to give the defence-manufacturing sector a boost.

He said with the establishment of the chief of defence staff post, bringing uniformity in the procurement process and induction of equipment has become easy.

The prime minister said India has made a list of 100 important items related to defence that can be manufactured indigenously with the help of local industries.

He said it is called a negative list in the official language, but it is a positive list in the language of self-reliance.

This is the positive list on which the country's manufacturing capacity is going to increase, Modi asserted.

This is the positive list that is going to reduce India's dependence on foreign countries for defence needs and it guarantees the sale of indigenous products in India, he observed.

Describing the medium, small and micro enterprises (MSMEs) as the backbone of the entire manufacturing sector, Modi said reforms that are taking place today are giving more freedom to the MSME sector and encouragement for expanding.

The prime minister said the defence corridors that are being built in the country will also help local entrepreneurs and local manufacturing.

"Self-sufficiency in our defence sector has to be seen as the empowerment of these two fronts -- jawan as well as youth," he said.
