On the 13th anniversary of the dastardly 26/11 Mumbai terror attacks, India summoned a senior diplomat of the Pakistani High Commission and asked Islamabad to ensure expeditious trial in the case.

Around 166 people, including 25 foreigners, died in the attack carried out by 10 Pakistani militants associated with the terror group Lashkar-e-Tayyiba between November 26 and November 29.

In a note verbale handed over to the diplomat, the Ministry of External Affairs (MEA) also asked Pakistan to abide by its commitment to not allow territories under its control for terrorism against India.

“It is a matter of deep anguish that even after 13 years of this heinous terror attack, the families of 166 victims from 15 countries across the globe still await closure, with Pakistan showing little sincerity in bringing the perpetrators to justice," it said in a statement.

The MEA asserted that the terror attack was planned, executed and launched from Pakistan’s territory.

Noida International Airport: Indian PM Narendra Modi lays foundation stone of 'largest airport in Asia'

The Indian government will give time to the investors to exit from the unregulated cryptocurrency market if the law banning their trade is enacted, according to a newspaper report citing officials familiar with the development.

The Narendra Modi-led government has tabled the “Cryptocurrency and Regulation of Official Digital Currency Bill, 2021” for the upcoming winter session of Parliament.

The bill, once passed in the parliament, will “prohibit all private cryptocurrencies in India,” with “certain exceptions to promote the underlying technology of cryptocurrency and its uses”. The session is scheduled to start on November 29.

According to the Hindustan Times (HT), which cited two officials close to the development, the investors would be given a buffer time to liquidate their investments, but a tax would be levied on the disinvestment under the capital gains tax rule.

The capital gains tax is imposed on the profit from an investment when a sale of the capital asset takes place. In India, gain or profit from selling the investment is treated as an income, and hence a tax is levied.

The official, who did not wish to be named, told HT that investors will have ample time to exit if they wish from the time the bill is introduced in the Parliament and then passed by the two houses. Additionally, a three-month buffer is likely to be allowed, beginning from the date a potential ban is enacted.

Meanwhile, ever since it was announced that the government would be banning all private cryptocurrencies, panic selling has erupted in the Indian exchanges.

All major cryptocurrencies saw a fall of around 15 per cent or more, with Bitcoin down over 17 per cent, Ethereum falling by close to 15 per cent, and Tether down by almost 18 per cent till Wednesday.

In a major push for a hands-on approach to governance, the Modi government is planning to rope in young professionals, seek suggestions from retiring officials and make the best use of technology for project monitoring, besides various other steps to be overseen by eight different groups comprising of members from the entire Council of Ministers, sources said.

The 77 ministers have been divided into eight groups to develop technology-based resources, create a pool of professionals for recruiting in their teams and other similar initiatives to be adopted in the offices of all ministers' offices to bring more transparency and further improve and efficiency of the Modi government, the sources said.

This exercise of dividing the ministers into eight groups was done following 'Chintan Shivirs' (brainstorming sessions) of the entire council that were chaired by Prime Minister Narendra Modi, with each meeting lasting for nearly five hours.

A total of five such sessions were held - one each on Personal Efficiency, Focused Implementation, Ministry Functioning and Stakeholder Engagement, Party Coordination and Effective Communication and the last one was on Parliamentary practices.

The last brainstorming meeting was also attended by the Lok Sabha Speaker Om Birla and Rajya Sabha Chairman M Venkaiah Naidu.

All these meetings primarily focused on improving the efficiency and the delivery system of the Modi government. The forming of groups is another step in that direction, broadly focusing on overall improvement in the governance by making ministers more hands-on approach, the sources said.

All the 77 ministers in the council are part of one of these eight groups, each comprising nine to ten ministers with one Union minister designated as a group coordinator, sources said.

Developing a portal in each minister's office that gives updates on the performance of the Centre's flagship schemes and policies, a dashboard for monitoring decisions made by the respective ministers and a system to schedule meetings and managing correspondence are among the tasks assigned to these groups.

They have also been asked to create profiles of all districts, states and ministries and develop stakeholder engagement programmes.

One of the groups has been assigned to set up a mechanism for creating a team of at least three young professionals with command over research, communication and other key areas, the sources said.

Similarly, a group has been assigned to create a portal that maintains feedback and experiences of the retiring employees, sources said.

Union Ministers Hardeep Singh Puri, Narendra Singh Tomar, Piyush Goyal, Dharmendra Pradhan, Smriti Irani, Anurag Thakur are among the ministers who are the coordinators of their respective groups, the sources said.

They have been given this responsibility so that they can share the good practices of their respective offices with other cabinet colleagues.

Most of the ministers who had given presentations during the Chintan Shivirs have been given the responsibility of coordinating their respective groups.

Meanwhile, for attending these brainstorming sessions, Union ministers on the instruction of Prime Minister Modi did carpooling with their cabinet colleagues from different ministries and hailing from different states.

The Delhi Declaration on Afghanistan released after the National security advisors (NSAs) meet has called for an inclusive government in Kabul and upholding the "fundamental rights" of women, children, and minority communities. NSAs of seven countries, the five Central Asian countries, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, Iran, and Russia took part in the event hosted by India.

The Declaration said that the countries "stressed the necessity of forming an open and truly inclusive government" that represents the "will of all the people of Afghanistan and has representation from all sections of their society, including major ethnopolitical forces in the country."

It further highlighted that "Inclusion of all sections of the society in the administrative and political structure is imperative for the successful national reconciliation process in the country."

Taliban, since the takeover of the country announced a government, which was dominated by the group and had no representation from minorities like the Hazaras. The government also had no representation from women and of over 30 members in the cabinet, around 17 are on the United Nations list of sanctioned terrorists.

A considerable portion was on the issue of the threat of terrorism emanating from the country. The joint statement "emphasised that Afghanistan’s territory should not be used for sheltering, training, planning or financing any terrorist acts."

The countries which participated at the meet have called for a "collective cooperation" against the "menace of radicalisation, extremism, separatism and drug trafficking in the region.". Central Asian countries, especially those who share a land border with Afghanistan, like Tajikistan and Uzbekistan are worried over a spillover into their territory.

The focus was also on humanitarian support to the country and the need to " provide urgent humanitarian assistance to the people of Afghanistan." With the onset of winter, and the Taliban government not doing essential food stockpiling fears of a major humanitarian crisis is looming in the country with many on the brink of starvation.

Interestingly, the statement mentioned that humanitarian assistance should be provided in an "unimpeded, direct and assured manner to Afghanistan" and that the "assistance is distributed within the country in a non-discriminatory manner across all sections of the Afghan society.". India has proposed to send assistance to Afghanistan via Pakistan but the country hasn't responded to New Delhi's request.

This is the second such statement being issued on Afghanistan under Indian leadership. In August, under the Indian presidency of the United Nations Security Council, a resolution was adopted.

The visiting NSAs participated in the regional security dialogue earlier in the day and issued statements. NSA Ajit Doval in his remarks said, "developments in (Afghanistan)...have important implications not only for the people of Afghanistan but also for its neighbours and the region.

This is the time for close consultation amongst us, greater cooperation and interaction and coordination among the regional countries."

The NSAs also called on Prime Minister Narendra Modi.

It's been five years since the government took the decision to phase out high-denomination currency notes all at once.

Prime Minister Narendra Modi launched the demonetisation proposal at 8 p.m. on November 8, 2016, in a televised address, with the goal of addressing four issues: Terror financing, counterfeit currency printing, black money, and corruption.

From midnight on November 8, 2016, the Rs 500 and Rs 1,000 currency notes ceased to be legal tender as a result of the demonetisation exercise.

During this time, the economy has seen various highs and lows. The rise in digital payments has been the most significant.

Although digital payments have grown modestly in recent years, both in terms of value and volume across nations, according to an RBI research on digital payments, the data shows that the currency in circulation to GDP ratio has increased in lockstep with overall economic development.

According to official data, there has been an increase in digital payments via various channels, including plastic cards, online banking, and the Unified Payments Interface.

The National Payments Corporation of India (NPCI)'s Payments Interface (UPI) is quickly becoming a prominent mode of payment in India.

If we look at the rise of digital transactions since demonetisation, we can see that it has skyrocketed.

Following demonetisation, the overall number of counterfeit notes found dropped dramatically. With fewer counterfeit notes on the market, the potential for terror financing and funding left-wing extremist groups is substantially diminished.

Demonetisation has also reduced India's reliance on cash.

There were Rs. 16.41 trillion worth of notes in circulation at the end of the financial year 2015-16, representing a YoY increase of 14.51 per cent over 2014-15.

By the end of 2020-21, the total value of notes in circulation will have risen to Rs.32.62 trillion.

However, by the end of 2021, it had dropped to Rs.28.26 trillion.

However, the government's surprise move to demonetise two high-denomination currencies five years ago resulted in huge lines outside banks to exchange or deposit the demonetised notes.

The government's decision impacted several sections of the economy, particularly the unorganised sector.

"India expects developed countries to make $1 trillion available as climate finance as soon as possible. As we track the progress of climate mitigation, we must also track climate finance. Justice would truly be served if pressure is put on those countries that have not lived up to their climate finance commitments," he said.

India pledged to achieve 450 GW installed capacity by 2030 through non-fossil fuel sources. India has also pledged to meet 50 per cent of its energy needs from renewable sources by 2030.

5. India's contribution to climate change mitigation exceeds its emissions:

Prime Minister Narendra Modi said that India, which accounts for 17 per cent of the global population, is responsible for only about 5 per cent of total emissions.

The G20, whose countries account for 80% of global carbon emissions, is considered an important milestone before the United Nations COP26 climate summit in Scotland, which begins on Sunday.

The two-day event will see the heads of the world’s wealthiest nations converge in Rome to discuss climate change, COVID-19 and the post-pandemic global recovery.

Xi is also not expected to attend COP26 in person, which could indicate that the world's biggest CO2 producer has already decided that it has no more concessions to offer at the U.N. COP26 climate summit in Scotland after three major pledges since last year, climate watchers said.

Chinese president Xi Jinping to attend G20 Summit online

Prime Minister Narendra Modi will be a part of several bilateral meetings during his visit to Italy for the G20 summit and Glasgow Climate Change Conference in Glasgow.

On the sidelines of the G20 summit, the PM will be having meetings with several European leaders including France's President Emmanuel Macron, President of the European council Charles Michel, President of the European commission Ursula Von Der Leyen.

The in-person meeting with the French president comes as part of high-level exchanges between the two, including the telephonic conversation in September after the AUKUS pact that miffed Paris. The AUKUS pact between the UK, US, and Australia on nuclear submarines was termed as "stab in the back" by France, and a major cause of rift with Canberra.

The focus has been on PM's meeting with Pope and Secretary of State of Vatican City, His Eminence Cardinal Pietro Parolin on Saturday. Foreign secretary Harsh Shringla at a presser on Thursday said, PM "will also call on the Pope. What discussion he will have, I can't tell but it is an important meeting. We are also looking to meet the next president of G20, which is Indonesia's President. A large number of bilateral being worked out"

Significantly, the Prime Minister will meet German chancellor Angela Merkel, an important meeting given her tenure as the leader of her country comes to an end. She has been seen as one of the most charismatic European leaders, serving the chancellorship of Germany since 2005. The 16th G20 summit will see a number of pull aside when the leaders gather at the G20 summit venue-- the Roma convention center. The PM will also hold talks with the Italian Prime Minister Mario Draghi, who is the host of the summit.

Speaking to WION, India's envoy to Italy Neena Malhotra said, "PM Modi will meet Italian PM Mario Draghi which will be their first in-person meeting. Bilateral Relationship has strengthened, especially in the past few years and got a major boost after the virtual summit (with the then Prime Minister of Italy Prof. Giuseppe Conte) we have had last year in November".

The meeting comes days after External Affairs Minister Dr. S Jaishankar's visit to the country. The New Israeli PM during his meeting with EAM in Tel Aviv said, "I speak on behalf of Israelis: We love India. We view India as a huge friend and we're looking forward to expanding our relationship in all fields and all dimensions."

In Glasgow, he will also be meeting the New Prime Ministers of Nepal Sher Bahadur Deuba, and Japanese PM Fumio Kishida. This will be the first in-person meeting of the leaders. Both the meetings will be important given New Delhi shares special ties with both Kathmandu and Tokyo.

The PM had spoken to PM Deuba in July to congratulate him even as both agreed to enhance cooperation between the two countries. The PM spoke to Japan PM Kishida earlier this month, with a special focus on the Indo-Pacific. Last month in Washington, PM Modi had a bilateral with the then Japan PM Yoshihide Suga.

He is expected to meet leaders from South American, ASEAN, and African countries as well on the sidelines of the summits. All in all, the PM will have bilateral in "double-digit" from the almost five days long, two country visit.

The Prime Minister will have meetings with some members of the Indian community, with Covid protocol both in Rome and Glasgow.

Traditionally, PM Modi has made it a point to meet Indian diaspora during visits abroad but amid COVID-19 it has been scaled down as per covid protocol norms.

This is Modi's third visit abroad amid the COVID-19 pandemic, after his visit to the US in September and Bangladesh in March. His last visit, before the coronavirus outbreak, was in November 2019.

PM Modi participates in 16th East Asia Summit, reaffirms India's focus on a free, open, inclusive Indo-Pacific

May, Modi, Merkel, Macron: Past and present world leaders with impeccable fashion sense

Prime Minister Narendra Modi will be visiting Italian Capital Rome and United Kingdom's Glasgow next week for two crucial summits — the G20 summit and the 26th United Nations Climate Change conference (COP26).

He will be leaving for Rome on October 28 and will be in the city for the 16th G20 leaders' summit that takes place on October 30-31. It will naturally be an occasion for number of bilateral on the sidelines of the annual meet of the 20 most powerful economies.

The key priorities under Italian presidency will be on dealing with the Covid crisis and its economic impact. Last year, the summit took place virtually under the Saudi Presidency due to the Covid pandemic. That was the first time the summit happened virtually in more than a decade since its formation.

However, there will be few notable absentees who won't be present in person at the summit. The ones who won't be able to attend the summit in-person are Russian president Vladimir Putin, Chinese President Xi Jinping, Japan's new PM Fumio Kishida, South Africa's President Cyril Ramaphosa and Mexican President Andres Manuel Lopez Obrador. While the Japanese PM and President Cyril Ramaphosa will be busy with elections during those dates, the Russian President had to skip the summit due to covid crisis at home.

Absence of Japanese, Russian and Chinese leaders means no in-person trilaterals such as JAI (Japan, America, India) or RIC (Russia, India, China) will happen. It had traditionally become a part of key meets on the sidelines of the G20 meetings.

Climate change will be another key focus at the G20 summit, which comes ahead of the crucial Glasgow climate summit from October 31 to November 12.

PM Modi will leave Rome on October 31 for Glasgow and he will address the meet on November 01. He is also expected to hold in person talks with UK Prime Minister Boris Johnson, something both sides were waiting for. This comes a little after the UK PM was invited to be the chief guest at India's republic day parade earlier this year, which was cancelled due to the Covid pandemic. Later, PM Modi was scheduled to visit G7 leaders meet as special guest which also met the same fate.

Ahead of his UK visit, British foreign secretary Liz Truss is in India and on Friday held talks with her counterpart external affairs minister Dr S Jaishankar. At the meeting, on Friday with EAM, FS Liz said, "There is so much more we can do in areas like sharing our expertise on the environment ahead of the COP26 summit, we are delighted the Prime Minister will be there."

Her visit coincides with the visit of UK chief of staff General Sir Nicholas Carter, Chief of Naval Staff of UK Admiral Tony Radakin (First Sea Lord).

New Nepal PM Sher Bahadur Deuba will also be in Glasgow, and a bilateral cant be ruled out with Indian PM. PM Modi will be back in the country on 3rd. This will be his third foreign visit amid the Covid pandemic. This year he has been to Bangladesh in March and US in September. Before pandemic hit, his last visit was in November 2019.

Next will also see key Asean summits and meetings, including the East Asia summit. The meetings are taking place virtually and India will be present in the meetings. Indian PM Modi to visit Italy and UK next week

Indian Prime Minister Narendra Modi will attend United Nations climate summit in Glasgow, said Reuters quoting India's Environment Minister Bhupender Yadav. The climate summit is expected to boost efforts for steeper emissions cut tp tackle global warming.

Amid uncertainty over Chinese President Xi Jinping's presence in the summit, the attendance of PM Modi is seen as critical.

India is world's third-biggest emitter of greenhouse gases. China has more emissions than India.

Both nations, which have not yet come forward with stronger pledges to cut emissions, known as nationally determined contributions or NDCs, face pressure to do so at the conference.

"The prime minister is going to Glasgow," Indian Environment Minister Bhupender Yadav said in an interview, adding that the country was doing more than its bit in tackling climate change.

"India's NDCs are quite ambitious," Yadav told Reuters. "We are doing more than our fair share. Our NDCs are more progressive than major polluters."

The country is on track to increase green energy capacity to 450 GW by 2030, he said. It has installed more than 100 GW of renewable energy, which accounts for more than 25% of overall capacity.

Growing public pressure for action on climate change has spurred promises by countries and companies worldwide to contribute to the effort, which will be reviewed and amended at Glasgow.

Energy-hungry India has not yet committed to achieving net zero carbon emissions by 2050, considered a vital goal in limiting global warming to 1.5 degrees Celsius.

Its cabinet, chaired by Modi, will decide the position to be taken at COP26, most probably within a week, a spokesperson of the environment ministry said.

Government sources have told Reuters that India was unlikely to bind itself to a goal of net-zero greenhouse gas emissions by 2050, as tougher deadlines would hit demand growth projected to outstrip that of any other nation over the next two decades.

Last month, India's chief economic adviser K.V. Subramanian said rich nations needed to commit much more than $100 billion to help poor countries fight climate change, due to their high historical share of emissions.

"Even today, India's per capita greenhouse emission is one-third of the world average," Yadav, the minister, said.

About 120 countries have submitted revised NDCs, but there is a lack of consistency with no common timeframe for meeting pledges.

Here’s some statistics to ponder upon: between the years 1970 and 2000, India recovered 19 antiquities from abroad, between the years 2000 and 2013, none were recovered, between 2013 and 2021 August, about 53 had been recovered; and in the past week, 157 were recovered, as per the India Pride Project, an NGO that works towards the restoration and recovery of India’s heritage.

At face value, the recovered artefacts might mean different things to different people. But, for the volunteers of India Pride Project, this means years of their tireless efforts coming to fruition and offers them more hope to continue in pursuit of such looted and lost treasures of Indian heritage.

While a team of volunteers monitors social media for any Indian objects going on sale, the core team works on research and coordinating with law enforcement agencies to ensure the lawful return of artifacts. WION spoke to S Vijay Kumar, co-founder of the India Pride Project, to understand their journey into the world of art, identifying and tracing stolen art and the efforts that follow, before getting the antiques to where they belong.

According to Vijay, the latest trove of 157 heritage works was recovered from the collections of five art smugglers/dealers/thieves/exhibitors, who operated and made millions in the international market via illegal sales. The big names are Subhash Kapoor (Art of Past Gallery), Doris and Nancy Wierner (Wierner Gallery), Nayef Homsi, UK dealers who had exhibited stolen idols during the 2016 Asia Week in New York along with the Punnainallur Nataraja from Asia Society Museum. At different points in time, over the last decade, these individuals and their warehouses were held and raided by US authorities.

"Our work and coordination has primarily been with the US Immigration and Customs Enforcement, Department of Homeland Security and Colonel Matthew Bogdanos, Assistant District Attorney, New York and Art Expert Apsara Iyer in his team, besides the Indian authorities. The authorities send us pictures known as ‘robber offering photos’ that depict fresh loot, which are meant to be sent to collectors abroad. We use these pictures and compare them with our database and undertake the extremely time-consuming process of cross-verifying and matching them with old records. After sourcing irrefutable proof, we reach out to the authorities and request the retrieval of the artefact" Vijay Kumar elaborated.

According to India Pride Project, some of the significant artifacts from the present lot of 157 are the Punnainallur Chola Bronze Nataraja, Chamunda ex Dakshina Candi temple Orissa , Chola bronze Alingana murthy from Deepambalpuram seized from Ball State Museum, a Pala stone steele of Vishnu seized from the Harn Museum, Chola Stone Lingothbava seized from Birmingham Museum and a host of Terracota stoneware from Chandraketugarh seized from the Toledo Museum (Ohio) and Honalulu Museum. However, the team is hopeful that this is only the first batch of heritage articles from the US and that many more batches would follow. Some of the major expectations in the upcoming batches are pinned own the return of the Thachur Murugan from Tamil Nadu, host of Chola bronzes from Sripuranthan, the Barhut Yakshi from Madhya Pradesh, the Chola stone Nagapattinam Buddha etc..

The team’s biggest regret and trigger has been how India’s ‘Living God’s’ or ‘Murtis’ that are meant to be placed in the sanctum sanctorum of temples adorn the swimming pools and living rooms of the ignorant and rich Westerners, who only see them as idols that can be purchased. They firmly believe that India’s authorities at the state-level must wake up to the reality of such thefts of historical artefacts and how they are smuggled out of the country. A constant lament of those working in this sector has been how Indian Law has helped smugglers rather than protecting the heritage articles - In India, idol or artefact theft is punishable with seven years imprisonment and a fine of Rs.3000. This is said to be in stark contrast to Egypt and China, where theft from tombs attract as much as capital punishment.

While most countries track down their heritage articles that go on sale abroad and demand the proof of ownership from the sellers, India is said to have been following the method where the onus of proving lay on itself. This is another major stumbling block in tracing and retrieving the artifacts from high-profile museums and auctions that take place abroad.

Despite the obstacles that come their way, the India Pride Project team remains committed to restoring Indian Pride and heritage and labours on from the different locations that they are spread across, while also carrying on with their professions.

Behind the scenes story of how India recovered 157 idols, artefacts from the US

In order to address the twin challenges of climate change and malnutrition, India’s Prime Minister Narendra Modi on Tuesday launched 35 crop varieties with special traits, saying that science and technology are being used on priority for solutions to tackle the climate change impact on agriculture.

These special traits crop varieties also include those that address the anti-nutritional factors found in some crops that adversely affect human and animal health.

Stating that climate change is adversely impacting agriculture, Modi said, “Due to climate change, new types of pests, new diseases, epidemics are coming. Due to this, there is a big threat to the health of humans and livestock and crops are also being affected.”

“Intensive research on these aspects is necessary continuously. When science, government and society work together, it gets even better results. This nexus of farmers and scientists will further strengthen the nation to face new challenges,” PM Modi said while addressing the nation via video conferencing.

The prime minister also interacted with farmers from different states to take stock of how government schemes have benefited them.

During the interaction, the farmers also shared how they adopted new farm and processing techniques even in different terrains.

These special varieties of seeds have been developed by the Indian Council of Agricultural Research (ICAR), an autonomous body responsible for co-ordinating agricultural education and research in India.

It has produced the crop varieties, the body stated, with specific features to meet the twin concerns of climate change and malnutrition.

The 35 such crop varieties with ‘drought-tolerant’ characteristics include chickpea, wilt- and early-maturing soybean, disease-resistant rice varieties, and biofortified wheat, pearl millet, maize, and chickpea, quinoa, buckwheat, winged bean, and faba.
