It further claimed that the bowler is under no obligation to give a warning to the batter if he or she is out of the crease before the bowl is being bowled and that they can run the batter out in that case.</p>

<p>"The bowler is not the villain here. Every batter has a choice; to stay in their ground, or risk being given out if they try to steal ground. If they choose the latter, they are the ones who are breaking the law," said Kumar Sangakkara.</p>

<p>Whereas, on the other hand, chairman Mike Gatting also said the batters must learn their responsibilities under the as quickly as possible so that they don’t make such mistakes again.</p>

<p>"Whilst attempts may increase in the short term, we would expect batters to learn their responsibilities under the laws very quickly and drive it out of prominence,” Gatting said.</p>

<p>"Our stance on this is simple – batters must not steal ground if they do not wish to be given out in this manner. Nor should they be expecting to be given a warning if they do. If all non-strikers only left the popping crease once the ball had been released, there would never be the need for such a dismissal again," the former English batter said.</p>

<p>Meanwhile, the WCC's&nbsp;statement also cleared the air around if the batter is wrong in his/her attempt to leave the crease in a hurry or whatever, saying that yes, it will be termed as the batter’s fault if they do so and get run-out, instead of the bowler facing unnecessary wrath for the same.</p>

<p>"The overriding factor is that there is a simple way that all confusion and controversy around this form of dismissal can be eradicated - by non-strikers complying with the law and remaining within their ground until they have seen the ball being released from the bowler's hand," the MCC said in a statement.</p>

<p>"Part of the discussion in Dubai touched on the growing narrative for the bowler to be vilified for this type of dismissal. The committee members were unanimous in their view that the batter stealing ground is the one breaking the laws of the game and therefore deserving of recrimination.</p>

<p>"They were also in agreement that there is no precedent to require a bowler to give a warning to a batter, confirming they are completely within their right to dismiss the batter on the first occasion they break the law," it added.</p>

ICC have announced a host of changes to the playing conditions which were approved by the ICC Cricket Committee led by BCCI president Sourav Ganguly. The new rules will come into effect from October 01, 2022.</p>

<p>With the T20 World Cup 2022 around the corner, the new rules are set to be implemented in the tournament and can have a huge impact. As per the new rules, 'Mankad'(bowler running the non-striker out) is no longer under the 'Unfair Play' section and will be considered a legitimate run-out.</p>

ICC banned the use of saliva for the first time in 2020 in the wake of the COVID-19 outbreak, however, the rule is now set to be implemented permanently. <p><strong>Five runs penalty on unfair fielding movement: </strong>Any attempt to distract the batter by the fielding side with an unfair or deliberate movement while the bowler is running in to bowl the delivery will result in a five-run penalty. The batting side will be awarded five runs and the delivery will be adjudged as a dead ball.</p>

<p><strong>Penalty for slow over rate:</strong> In January this year, the ICC implemented a new in-match penalty for teams failing to complete their overs in the allotted time in T20Is. Failure of the fielding team to bowl their overs in the scheduled time led to an additional fielder being brought inside the fielding circle for the remaining overs during the match.</p>

<p>MCC has put a ban on the use of saliva to shine the ball. Apart from saliva, sweat has also been used by the cricketers for years to help bowlers generate more movement in the air as it travels towards batters.&nbsp;</p>

<p>However, the new laws make permanent a ban on applying saliva to the ball due to health reasons. The ban was implemented when men's cricket resumed after a coronavirus (COVID-19) suspension in July 2020.&nbsp;</p>

<p>"The new laws will not permit the use of saliva on the ball, which also removes any grey areas of fielders eating sugary sweets to alter their saliva to apply to the ball," the MCC said in a statement.</p>

<p>"Using saliva will be treated the same way as any other unfair methods of changing the condition of the ball."</p>

<p><strong>Replacement players</strong></p>

<p>As per MCC, the replacements are to be treated as if they were the player they replaced, inheriting any sanctions or dismissals that the player has done in that match.&nbsp;</p>
