"Any player who registers for [an] auction and after getting picked at the auction, makes himself unavailable before the start of the season, will get banned from participating in the IPL/IPL auction for two seasons," read the document, with the only exception being "an injury/medical condition, which will have to be confirmed by the [player's] home board."

In addition, the foreign players will also have to register&nbsp;for the mega auction in order to be a part of the subsequent mini auctions. This will stop players from going for money in the mini auction, where the franchises tend to spend big bucks.

"Any overseas player will have to register for the big auction. In case the player does not register, then he will have to miss the subsequent small auction. The only exception will be in case of an injury/medical condition, which will have to be confirmed by the [player's] home board before the big auction."

There will also be a maximum fee for the foreign players in the mini auction, as the IPL document said: "Any overseas player's auction fee at small auction will be lower of the highest retention price [of INR 18 crore] or the highest auction price at the big auction. The IPL 2024 auction made heads turn on Tuesday (Dec 19). The mega affair was held in Dubai, becoming the first-ever IPL auction being held outside India. Mitchell Starc and Pat Cummins, Australia's famed pace duo, ended as the top two expensive buys as Kolkata Knight Riders (KKR) roped in Starc for INR 24.75 crore (247.5 million) and the latter went to the Sunrisers Hyderabad for INR 20.50 crore (205 million).

Talking about the Punjab Kings (PBKS), they also added some key players to their squad. Harshal Patel was their highest buy, for INR 11.75 crore (117.5 million). However, their table made heads turn when they mistakenly bid for uncapped Indian player Shashank Singh.&nbsp;

During the accelerated part of the auction, the Punjab franchise was keen to acquire some uncapped Indian players. After getting the services of Ashutosh Sharma and Vishwanath Pratap Singh at their respective base price, they turned their focus towards Shashank and raised the paddle when no other team did. After receiving the opening bid, auctioneer Mallika Sagar followed the routine procedure and eventually&nbsp;sold the player to Punjab. However, there was a late twist as the PBKS didn't want the player and, thus, there was sheer chaos on their table.&nbsp;

"It was a wrong name? You don't want the player?" asked the auctioneer Mallika. "We are talking about Shashank Singh. But the hammer has come down. Player No. 236 and 237 both went to you."

Ness Wadia, another PBKS co-owner,&nbsp;then seemed to be informed that they mistakenly bid for Shashank. However, Mallika's decision didn't change and she replied, "I think the hammer has come down for 237 (Shashank) as well."

It is to be noted that there were two Shashank Singhs in the IPL 2024 auction. The one roped in by Punjab is a 32-year-old batting all-rounder, who has been earlier part of the Delhi Capitals (DC), Mumbai Indians (MI) and Sunrisers Hyderabad (SRH). In IPL 2023, he was part of the Orange Army, playing as many as 10 games where he failed to make any impact. On the other hand, the other is a 19-year-old bowling all-rounder, yet to make his first-class debut. Both of them had a base price of INR 20 lakh&nbsp;(2 million).

Usually, a young uncapped player is thrilled to bits when he sees a team bid for him in the IPL auction. While Shashank got a bid and found a franchise as well, one can say that he might not be on cloud nine seeing the strange turn of events.&nbsp;

India's leading spinner Yuzvendra Chahal has finally opened up on how he felt when Royal Challengers Bangalore (RCB) didn't bid for him despite promising to go all out during the 2022 IPL auction. In a recent chat with Ranveer Allahbadia on his YouTube channel, Chahal detailed what happened behind the scenes and how he reacted to everything that unfolded.&nbsp;

After making his IPL debut in 2011&nbsp;for Mumbai Indians, RCB brought him on board during the 2014 mega auction. The leg-spinner played eight seasons for them, ending as their highest wicket-taker, but the Bangalore-based franchise decided against retaining him in the 2022 auction&nbsp;where Rajasthan Royals bagged his services for a whopping INR 6.5 crore, with Mumbai Indians, Delhi Capitals and SunRisers Hyderabad also bidding for him.

Elaborating on the same, Chahal revealed he was angry and disappointed at the same time and didn't even speak with the coaches or with anyone. The leg-spinner added he got his chance in the Indian team on the back of stunning performances in the IPL, and even captain Virat Kohli used to show a lot of trust in him.

"When I put my name up for the auction, they (RCB) promised me that they will go all out for me," Chahal told Ranveer Allahbadia's YouTube channel. "I said okay, but then I was very angry. I think I did not speak to the coaches for two-three days. Even when I played my first match for RR against RCB, I did not speak to anyone."

"Definitely, I felt very bad. My main journey started in 2014. I also felt very weird because I played for the franchise for eight years. I would also say that I got the India cap because of my performances for RCB because they gave me a chance to perform. From the very first match, Virat bhai showed trust in me," Chahal added.

<h2>Switch to RR actually benefited me, says Chahal</h2>

As they say, what happens, happens for good. Chahal too felt the same after spending two seasons with Rajasthan Royals, wherein he picked 48 wickets and also won the Purple Cap during the Royals' run to their second IPL final in 2022.

"Anything can happen in the auction, and then I realised that it's okay, whatever happens, happens for good. The one plus point is that after coming to Rajasthan, I became a death bowler. At RCB, my overs were finished by the 16th or 17th over. Here, my cricket growth has improved 5-10 per cent. What is an Impact Player rule?

The Impact Player rule gives a chance to a team to&nbsp;make a tactical substitution during a game. At the time of the coin toss, the captain will mention as many as four substitutes along with the starting XI. The player can replace any member of the starting XI at any given point before the conclusion of the 14th over of either inning. The player&nbsp;will be able to bat as well as complete his&nbsp;full quota of overs.

Interestingly, the Impact Player can even replace a batter who is already out&nbsp;and still get to bat - for as long as the team&nbsp;uses only 11 batters. On the other hand, the&nbsp;Impact Player can also come in place of&nbsp;a bowler who has already bowled a few overs and yet will be able to bowl his four overs.&nbsp;

The limitations

While it certainly sounds like an interesting addition to the game, the Impact Player rule also has some limitations. The player is not applicable in a game reduced to less than 10 overs aside.&nbsp;Also, there is no mandate to use an Impact Player in every match. However, before using it, the captain or head coach, or manager has to convey the same to the on-field umpire.

When can they be introduced?

The Impact Player can only come into play&nbsp;at the end of an over, and not during it. However, there are a few exceptions: if a batting team uses its Impact Player card at the fall of a wicket, or if the fielding team decides to swap an injured fielder with the Impact Player during&nbsp;an over.

It is to be noted that the substituted player will no longer be able to take part in the game once replaced by the Impact Player --&nbsp;not even as a substitute fielder. For instance, if a&nbsp;bowler is suspended, having bowled two beamers in an over, he can be replaced by the Impact Player. Nonetheless, in this case,&nbsp;that player won't be able to&nbsp;bowl. Hence, the usage of an Impact Player has to be a wise call by captains.

The player will be able to bat as well as complete his full quota of overs. Interestingly, the Impact Player can even replace a batter who is already out and still get to bat - for as long as the team uses only 11 batters. The limitations While it certainly sounds like an interesting addition to the game, the Impact Player rule also has some limitations.
