Indian Foreign Minister S Jaishankar said Tuesday (Dec. 3) that the ties between New Delhi and Beijing have seen improvement&nbsp;in the recent past, saying the next priority for the two nations would be continuing de-escalation.

The Indian minister was addressing the Lok Sabha, the lower house of the Indian Parliament, on India-China ties.

Jaishankar added that ties between the two Asian neighbours can’t be normal without peace at the border. He also urged China to respect the Line of Actual Control (LAC), the de facto border between the two nations.

“Recent developments that reflect continuous diplomatic engagements have set Indo-China ties in the direction of some improvement. Disengagement has been achieved in full in eastern Ladakh," the Indian foreign minister said.

Jaishankar in his address said that peace and tranquility along the LAC had been disturbed “as a result of Chinese actions” but recent developments indicate improvement in ties. However, Jaishankar also stressed that China continues to illegally occupy 38,000 square km of the Indian territory.

“The House is cognizant of the fact that China is in illegal occupation of 38,000 square km of the Indian territory in Aksai Chin as a result of the 1962 conflict&nbsp;and the events that preceded it," he said.

Jaishankar also told lawmakers that Pakistan “illegally ceded 5,180 square km of the Indian territory to China in 1963, which has been under its occupation since 1948.”

“We remain committed to engaging with China through bilateral discussions to arrive at a fair, reasonable, and mutually acceptable framework for a boundary settlement. Members would recall that the amassing of a large number of troops by China along the LAC in eastern Ladakh in April-May 2020 resulted in face-offs with our forces at a number of points. The situation also led to the disruption of patrolling activities. It is to the credit of our armed forces that despite logistical challenges and the then prevailing Covid situation, they were able to counter-deploy rapidly and effectively," Jaishankar said.

‘Peace at LAC critical for normal ties,’ says EAM Jaishankar in parliament on border talks with China

Ahead of a potential meeting between PM Modi and Chinese President breaking news is coming in that the India and China has reached an agreement on patrolling along the Line of Actual Control (LAC) . This is according to Indian Foreign Secretary Vikram Misri.

Rijiju further noted that China has given "some kind of names to some places" in Arunachal Pradesh. He added, "I don't understand why they are doing that. We are very upset and we totally reject this kind of malicious activities conducted by the Chinese government."&nbsp;

He further added, "Our government from the External Affairs Ministry has responded very appropriately. But, what I feel is China is very nervous because earlier these border areas were totally left underdeveloped during Congress time and during Modiji's time, all major highways, roads, bridges, all 4G networks, water supply, electricity, all basic amenities are being provided in the border areas, especially in Arunachal Pradesh which was neglected for so long."&nbsp;

Diplomatic talks keep happening from time to time to pacify the situation but tension continues to simmer as it emerged that there has been increased activity in the area around the Pangong Tso.&nbsp;

On one side, China has amped up activities to complete a bridge across the Pangong Tso, which will connect the north and south banks. On the other hand, India is constructing a road on its side on the north bank. Development of infrastructure has been increased from both sides.&nbsp;

In a report by The Hindu, an official source was quoted as saying that the "construction of a black-topped road towards Finger 4 on our side is on and is expected to be completed by 2025".&nbsp;

"There is a major impetus on infrastructure, road networks, advanced landing grounds and so on," the source added. While speaking to the outlet on the condition of anonymity, the source said that the construction work is at an advanced stage on the alternate axis to the critical Darbuk-Skyok-Daulat Beg Oldie road through the Saser La.&nbsp;

Mentioning the Chinese construction, the report, quoting the source, stated that work is now underway on the main bridge, while the second bridge has been completed and large-scale construction activity, along with construction materials, was observed on the north bank recently. &nbsp;

<h2>Recent satellite images&nbsp;</h2>

In a report by ChathamHouse, which was published last month, it was mentioned that satellite images taken in the six months from October 2022 show a region increasingly in a state of flux.&nbsp;The report mentioned that an established Chinese presence can be seen in the area where once there were just a few People's Liberation Army (PLA).&nbsp;

The report added that in that particular region, China has built an extensive set of installations, establishing an ecosystem to support its deployments of PLA troops. The satellite images also showed the expansion of roads, outposts and modern weatherproof camps. They have the facility of parking areas, solar panels and even helipads.&nbsp;

Last month, India's Border Roads Organisation&nbsp;(BRO) claimed that its personnel restored connectivity along the damaged Ditte Dime-Migging Road in the Upper Siang district of Arunachal Pradesh within a record 72 hours.&nbsp;

Border Roads Task Force (BRTF) commanding officer O Taki said that despite heavy rain, the BRO personnel completed road diversion and opened the road for all types of traffic on June 23.&nbsp;

Overall, India has responded well to the Chinese infrastructure work with several crucial projects as the report mentioned that the nation's Northern Command has deployed blocking forces that match the Chinese activity and will prevent any further incursion.&nbsp;

Notably, the ChathamHouse report mentioned that the Indian Army has also occupied the peaks of several mountains resulting in Chinese withdrawals from sensitive locations, most of them around Pangong Tso.&nbsp;

In April, a report showed&nbsp;that Beijing is increasing its Antarctic footprint. A Washington-based think tank has gathered information based on new satellite imagery, which suggests that construction has resumed for the first time since 2018 on China's fifth station in the southern polar region.&nbsp;

The report released by the Center for Strategic and International Studies (CSIS) showed that China is making "significant progress" in Antarctica after a several years-long gap in construction.&nbsp;

India and China increase infrastructure near Pangong Tso lake: Report

India and China's fragile relations worsened in the past few years, especially after the skirmishes between the Indian and Chinese armies and the fierce face-off in the Galwan Valley in 2020 when 20 Indian soldiers lost their lives. China's People's Liberation Army (PLA) also suffered massive losses but never shared the number of casualties.&nbsp;

India is expecting&nbsp;more skirmishes with the Chinese soldiers in future, the news agency Reuters reported citing a security assessment by Indian police in the Himalayan region of Ladakh. This comes as several reports have suggested that China has been ramping up military infrastructure in the region.&nbsp;

Concerns were also raised after last month's skirmish between Indian and Chinese&nbsp;soldiers along the Line of Actual Control (LAC) in the Tawang sector of Arunachal Pradesh. Reports said that during the face-off, soldiers from both sides sustained "minor injuries".

The assessment has been reviewed by Reuters and it is said to be part of a new, confidential research paper by the Ladakh Police. The paper was apparently submitted at a conference of top police officers held from January 20 to 22.&nbsp;

Local police in the border areas gathered intelligence reports and analysed the pattern of India-China military tensions over the years for this assessment.&nbsp;

"If we analyse the pattern of skirmishes and tensions, the intensity has increased since 2013-2014 with an interval of every 2-3 years," it said.&nbsp;

It further mentioned that "with the massive infrastructure build-up by PLA on the Chinese side", both armies are apparently testing each other's reaction and strength of artillery and infantry mobilisation time.&nbsp;
