<p>13 Congress MLAs of the Congress party met with the Goa governor Mridula Sinha at Raj Bhavan today demanding an invitation from the governor for forming a government in the state.&nbsp;</p>

<p>The MLAs handed over a memorandum to the governor saying Congress is the largest party in the state.</p>

<p>The Congress holds that as the BJP was invited to&nbsp;form the&nbsp;government&nbsp;in Karnataka&nbsp;by virtue of&nbsp;its majority seats, the Goa governor should invite them to form the government as they had won the majority&nbsp;of seats in the state during the legislative elections in 2017.</p>

<p>Congress spokesperson Yatish Naika had said yesterday,&nbsp;''In 2017, we won 17 seats and were the single largest party and continue to be but Governor chose to invite the BJP which had 13 seats. In Karnataka, Governor invited BJP as they are the single largest party. So, we appeal to Governor to invite us to form govt".</p>

<p>Congress spokesperson had also said that they were ready to prove their majority in the state.</p>

<p>In February 2017 assembly poll, Congress had emerged as the single-largest party but had failed to form the government after the BJP, with 13 MLAs, swiftly bagged support of Goa Forward Party (GFP), Maharastrawadi Gomantak Party (MGP) and two Independents, to reach the magic figure of 21 in the 40-member house.</p>

<p>Following this, Manohar Parrikar, who was then serving as the defence minister was rushed back to Goa to return as the Chief Minister.</p>

<p>Goa Congress said that the state is without a leader for two months and added that state administration is in chaos. &nbsp;</p>

Congress stakes claim over Goa, submits memorandum to governor

<p>Vijai Sardesai of the Goa Forward Party, a constituent of the BJP-led Goa government, today hit out at the Congress stating that the principal opposition party was not willing to clear its stand on the Mahadayi water dispute due to the upcoming Karnataka Assembly polls.</p>

<p>He added that the state government was committed to protecting the interest of Goa in the dispute.</p>

<p>Karnataka and Goa, the riparian states of the Mahadayi river (known as Mandovi in Goa), have been locked in a bitter battle on sharing the river's water.</p>

<p>The river originates in Belagavi in Karnataka.</p>

<p>Speaking to reporters, Sardesai said, "The principal opposition party (Congress) is not willing to put out its stand (on the Mahadayi river water dispute) because it (Congress) is going to be affected in Karnataka."</p>

<p>The GFP leader was reacting to statements made on the contentious river issue by Prime Minister Narendra Modi and the Goa Congress chief Girish Chodankar.</p>

<p>During a poll rally in Karnataka last week, Modi had claimed that the then Congress president, Sonia Gandhi, had said, during Goa Assembly polls in 2007, that her party was "committed" to not allowing the southern state its share of water.</p>

<p>Reacting to it, Goa Pradesh Congress Committee president Girish Chodankar&nbspsaid on Sunday such statements were being made just before the Karnataka polls to "confuse the voters".</p>

<p>"I urge them (BJP leaders) to make a categorical statement within 72 hours, and not to wait till the Karnataka elections are over, if they are serious about this issue," Chodankar had told reporters here last night.&nbsp</p>

BJP-led Goa government hits out at Congress over Mahadayi water dispute

<p>In the first attack, an eight-year-old girl was kept captive in a temple in Kathua, Jammu. The child was sedated and gang-raped repeatedly.&nbsp;</p>

<p>The alleged mastermind was a retired revenue official and policemen were allegedly involved in the crime.&nbsp;</p>

<p>The Unnao gang rape only came to light when the girl and her family tried to immolate themselves outside the residence of the Uttar Pradesh chief minister.&nbsp;</p>

<p>The girl said she had been raped by the BJP MLA from Unnao Kuldeep Singh Sengar and his associates in May 2017 but had got no justice.&nbsp;</p>

<p>The girl's father died a few days later. He was reportedly beaten by Sengar's brother in front of the police who allegedly did nothing because of the MLA's clout.&nbsp;</p>

<p>Sengar's brother has been arrested. Sengar himself was finally arrested only after the CBI took over the case.&nbsp;</p>

<p>Goa police have arrested a 32-year-old woman for allegedly selling her 11-month-old son for Rs two lakh.</p>

<p>Shaila Patil, the mother of the child, alleged buyer Amar Morje (32) and Patil's friends Yogesh Gosawi (42) and Anant Damaji (34) who helped her strike the deal were arrested yesterday after her husband lodged a complaint.</p>

<p>Inspector Harish Madkaikar of Ponda police station, who is investigating the case, said Patil allegedly sold the child keeping her husband in the dark as she needed money.</p>

<p>All the accused live in Pernem tehsil. Shaila Patil is originally from Pune.</p>

<p>She asked her friends Gosawi and Damaji to help her sell her baby son, saying she badly needed Rs two lakh.</p>

<p>Gosawi and Damaji contacted Morje, who is married but childless and was allegedly willing to buy a baby.</p>

<p>The child was handed over to Morje on March 23, the police officer said.</p>

<p>Patil's husband was away at the time. He found out what had happened on his return, and approached police, inspector Madkaikar said.</p>

<p>Police have registered a case under anti-trafficking provisions of the Indian Penal Code, he said.</p>

<p>Also, on Friday the Wadala TT police probing a baby-selling racket on Thursday received the DNA paternity test report of biological fathers of two babies sold by the parents.&nbsp;</p>

<p>The police had arrested many people, including a couple, for selling their 7-day boy to a child trafficker for Rs 20,000. The father, an accused in the case, told the police that he sold his son so he could repay a loan of Rs one lakh.<br />

Goa woman arrested after selling her 11-month-old baby

<p>Goa today issued an alert to all the vessels and casinos operating off the state's coast following an intelligence input about possible arrival of terrorists on board a fishing trawler, the state's ports minister said.</p>

<p>State's Ports Minister Jayesh Salgaoncar told PTI that his department has issued a warning to all the off shore casinos, water sports operators and barges to be alert as the Indian Coast Guard has shared an intelligence input about a possible terror attack on the western coast.</p>

<p>As per reports, Salgaonkar confirmed the threat input late night that as per the District Coast Guard, an Indian fishing boat was apprehended in Pakistani waters by the Pakistani authorities, but was released on April 2, earlier this month.</p>

<p>The alert is not specific to Goa. It can be even to Mumbai or Gujarat coast, but we have alerted the vessels and concerned agencies, Salgaoncar said.</p>

<p>State's Ports Department has written to the off shore casinos and cruise vessels, and barges to remain alert in the wake of the intelligence input.</p>

<p>All vessels to increase security and report any sighting or untoward movement to concerned authorities, the letter states.</p>

<p>When contacted, Braganza confirmed sending the letter today to all the people concerned. The letter was also marked to State Chief Secretary Dharmendra Sharma.</p>

<p>The locals claim that for the first time in decades they have seen the waterfall, located in Harvalem village near the Pandava caves in North Goa district, about 50 km from here, going dry even as the summer is yet to set in.</p>

<p>A temple dedicated to Lord Shiva stands nearby, and the place is considered religiously significant as people from far and wide bring the ashes of their deceased near and dear ones for immersing in the water.</p>

<p>"The mines which are located upstream this waterfall have gone so deep that they have actually disturbed the water table," claims Sangesh Kundaikar, vice president of the Rudreshwar temple at Harvalem.</p>

<p>"The waterfall has a history spanning nearly 500 years. The people claim the waterfall has never gone dry to such an extent," Kundaikar said.</p>

<p>The mine owners are responsible for this situation, he alleged.</p>

<p>"The rivulets which feed the waterfall have thinned down. For the first time we have seen that the waterfall has dried completely in March itself," he said.</p>

<p>A dozen mining leases located upstream the waterfall in Sonshi village, located about 5 km from Harvalem, used to divert the water for mining purposes and later pump it back into the rivulet.</p>

<p>But, the stoppage of mining activity last month, following a Supreme Court order, has forced the mine owners to abandon their leases.</p>

<p>The state government earlier issued a circular asking the mine owners to continue pumping water from the pits owing to safety issues (so that it does not cause flooding in nearby villages). But, some mine owners have refused to dewater the pits.</p>

<p>"A majority of the mines have stopped dewatering due to which there is no water flow in the rivulet, leaving it dry," said Haresh Melwani, a mine owner and member of the Goa Mining Association.</p>

<p>"Some of the mines upstream this waterfall have gone below the water table due to which there is an imbalance," he claimed.</p>

<p>State Mines and Geology department director Prasanna Acharya was not available for comments on the issue.</p>

<p>However, a senior officer from the department said the North Goa district collector has called a meeting of all mine owners in the next few days to discuss the matter.&nbsp</p>

Nearly 500-year-old waterfall goes dry in Goa, locals fussed

<p>The main accused arrested in connection with the murder of journalist Gauri Lankesh will be taken to Goa and Belgaum for investigation.</p>

<p>The move came after a Bengaluru court on Friday gave the Special Investigation Team (SIT) of Karnataka police five-day additional custody of the accused.&nbsp;</p>

<p>Six months after the murder of Lankesh, Karnataka police arrested alleged gunrunner KT Naveen Kumar, who was taken into police custody on March 2 for interrogation in connection with the case.</p>

<p>Naveen, who is said to be linked with a right-wing radical group, had allegedly gone to these places as a part of the conspiracy to carry out the journalist-activist&#39;s&nbsp;murder.</p>

<p>Meanwhile, Kumar&#39;s family has maintained that he was innocent and in no way connected to the crime.</p>

<p>Goa chief minister Manohar Parrikar has sparked an outrage on social media after he said that he was a worried man these days because girls have started consuming alcohol while addressing a youth gathering in Goa.</p>

<p>&quot;I have begun to fear now because even the girls have started drinking beer. So barrier of that tolerance limit is being crossed..Not all of them. I am not referring to this crowd. I am just referring&quot;, he said while addressing state youth parliament organized by legislature Secretariat, Porvorim in Goa.</p>

<p>Parrikar also discussed topics ranging from drugs,&nbsp;ganja to Porn. Narrating a story of his years in IIT-Mumbai, he said he knew of a small group&nbsp;involved in Ganja during his campus years.</p>

<p>He then went on to talk about the crackdown on drug peddlers in the state and how it will continue to remove drugs from the state.</p>

<p>He talked about how in August 2017 more than 170 peddlers were arrested on his direction.</p>

<p>Goa is notable for its low priced alcohol drinks due to its low excise duty on alcohol and is one of the main sources of the cash inflow in the state.</p>

<p>Twitterati was not behind in trolling Manohar Parrikar over his statement.</p>

Goa chief minister Manohar Parrikar has sparked an outrage on social media after he said that he was a worried man these days because girls have started consuming alcohol while addressing a youth gathering in Goa. "I have begun to fear now because even the girls have started drinking beer. So barrier of that tolerance limit is being crossed..Not all of them. I am not referring to this crowd. I am just referring", he said while addressing state youth parliament organized by legislature Secretariat, Porvorim in Goa. Parrikar also discussed topics ranging from drugs, ganja to Porn. Narrating a story of his years in IIT-Mumbai, he said he knew of a small group involved in Ganja during his campus years. He then went on to talk about the crackdown on drug peddlers in the state and how it will continue to remove drugs from the state. He talked about how in August 2017 more than 170 peddlers were arrested on his direction. Goa is notable for its low priced alcohol drinks due to its low excise duty on alcohol and is one of the main sources of the cash inflow in the state. Twitterati trolls Manohar Parrikar over his statement on girls drinking alcohol

<p>The Supreme Court has quashed all iron ore mining permits in Goa, one of the country`s top producing states for the steel making raw material, an environmental group that petitioned the government to halt the mining said on Wednesday.</p>

<p>Mining in the southwestern state of Goa, which produces low-quality iron ore, will stop after March 15 and the government will need to issue new licenses, Claude Alvares, who heads the environmental group Goa Foundation, told Reuters by telephone from outside the court in New Delhi.</p>

<p>&quot;From the 16th of next month, mining companies in the state will be bereft of any leases,&quot; said Alvares, who was in the court when the judgment was read out. &quot;They are back to zero. Ownership is back to the government. They will have to auction the leases.&quot;</p>

<p>Reuters has not reviewed a copy of the court`s ruling, which is yet to be published on its website.</p>

<p>Prashant Bhushan, the lawyer for the Goa Foundation, confirmed the ruling on his verified account on Twitter. &quot;Kudos to Supreme Court for cancelling all 88 iron ore mining leases,&quot; he wrote.</p>

<p>Billionaire Anil Agarwal`s Vedanta Resources is the biggest iron ore miner in the state.</p>

<p>Court action against illegal mining shut the industry in Goa for more than two years from 2012. Goa had exported about 50 million tonnes of iron ore a year before the ban was imposed. The Supreme Court later limited production in the state to 20 million tonnes a year.</p>

<p>The latest ban would affect not only Vedanta but also several small unlisted companies run by local business families. A Vedanta spokeswoman said &quot;it would be inappropriate to comment without reading the judgement copy&quot;.</p>

<p>Vedanta expected to produce around 5.5 million tonnes of iron ore from Goa this fiscal year ending March 31. India`s iron ore production totalled 192 million tonnes during the last fiscal year.</p>

<p>Most of Goa`s iron ore is exported to China as Indian steel companies do not have the technology to process it.</p>

<p>Chinese iron ore demand has slowed after steel production curbs enacted since the middle of November to curb industrial emissions as part of the country`s fight against smog. The curbs are in place until the middle of March.</p>

<p>The expedition, titled &#39;Navika Sagar Parikrama&#39;, is in consonance with the national policy to empower women to attain their full potential.</p>

<p>It further aims to showcase &#39;Nari Shakti&#39; on the world platform and help revolutionalise the societal mindset towards women in India by raising the visibility of their participation in the challenging environment.</p>

<p>The vessel will return to Goa in April 2018.</p>

Ahead of Republic Day, INSV Tarini crosses Cape Horn, all-women crew hoist flag

<p>At least two women were today shifted to a hospital and hundreds of residents in Goa&#39;s Chicalim village evacuated from their homes after a tanker carrying ammonia overturned on the nearby highway connecting Vasco City to Panaji.</p>

<p>The incident occurred around 2.45 am when the tanker carrying ammonia from Mormugao Port Trust to Zuari Industries Limited, both located in Vasco, overturned at the highway and gas started leaking from it.</p>

<p>&quot;The disaster response teams were sent to the site immediately while police and fire and emergency service personnel were asked to wake up the people and evacuate the entire area,&quot; Deputy Collector Mahadev Arondekar told PTI.</p>

<p>&quot;Two women had to be shifted to a nearby hospital as they complained of breathlessness,&quot; a senior district administration official said, adding that they were sleeping inside their house which is close to the accident spot.</p>

<p>Vasco Police Inspector Nolasco Raposo said he contacted the safety officer at Zuari Industries factory after receiving the information about the leak.</p>

<p>&quot;A rescue team was sent to the site to tackle the situation,&quot; said Raposo.</p>

<p>The highway crossing through Chicalim village has been blocked and the traffic diverted through other roads.</p>

<p>&quot;We have stopped the motorists from using the road. Also, we have informed the public in the vicinity to evacuate and to cover their mouth with masks or wet clothes,&quot; he said.</p>

<p>Nearly 300 houses are located in the area, a few kilometers from Goa&#39;s Dabolim Airport, where the incident took place.</p>

<p>India Inducted its first MiG 29K in 2009 after a deal with Russia for the supply of naval version of a multi-role Fighter. The Indian Fleet of Sea Harrier was aging and needed an immediate replacement. The initial lot of 12 MiG 29K were delivered in 2009-10. Subsequently, India ordered more, and currently holding about 45 of these flying machines. India is the only country operating these aircrafts outside Russia.</p>

<p>The aircrafts operate from two bases; &ldquo;INS Vikramaditya&rdquo; which got inducted into the Indian Navy in 2013 and INS Hansa which is a naval air base at Goa. Goa Airport is one of the many stations in India where civilian and military aircrafts use the same runway strip. The INS Hansa is an important naval base which holds 8 of the major naval air squadrons of India. It includes two squadrons of Mig 29K, few Mig 29KUB which are twin-seater trainer version of MiG 29K, one squadron of IL-38 anti-submarine aircraft, one each for HAL Chetak and Kamov 31AEW helicopters and two trainer squadrons. It is the base where navy pilots are trained in handling advanced naval aircrafts.</p>

<p>Recent accident of MiG 29K at Goa is significant because it is the first accident of this aircraft since it was inducted 8 years back. Not only this, the twin-engine aircraft is considered extremely safe and, till date, only two accidents have been recorded in Russia. One was in 2011 when the aircraft was under testing and these kinds of crashes are not uncommon. The second one crashed into the Mediterranean Sea at the time of landing over Russian aircraft carrier &ldquo;Admiral Kuznetsov&rdquo;. This was when the aircraft was returning after successfully completing a mission over Syria and the primary reason was tearing off of the landing cable due to which the aircraft had to be in the air for more than the desired time frame.</p>

<p>The single-seat variant made for India is different from the existing MiG 29 operated by the Indian Air Force and is, especially, developed for carrier-based operations. This supersonic fighter has a wing folding mechanism due to which it can be stored at an aircraft carrier in lesser space, resulting in the deployment of more number of aircrafts. This is a fourth generation aircraft and can operate in a range of about 1500 kilometres from the carrier. Hence, it can dominate the seas in a better way. It has advanced radars, advanced fly by wire avionics, electro-optical targeting system and can carry a load of over 5.5 tonnes to include a variety of armaments and equipment, making it an undisputed king of the high seas.&nbsp;</p>

<p>So, what caused the accident of this machine which is considered quite safe?&nbsp;</p>

<p>&nbsp;</p>

<p>The Indian Navy has already launched a Court of Inquiry into the case and the exact reason will be known later but as of now the prima facia reason is that the aircraft skidded off the runway due to some technical error, caught the fire and, most importantly, a trainee pilot was flying the same.</p>

<p>&nbsp;</p>

<p>In my opinion, this accident happened because of human error. First, the aircraft was piloted by a trainee pilot with less experience in handling this machine. Second, the aircraft skidded off the runway in the initial takeoff effort, and this may be due to steering failure. Thus, there is a higher possibility of human failure than a mechanical one. &nbsp;</p>

<p>&nbsp;</p>

<p>India has lost over 70 military aircrafts, including helicopters and precious lives of 80 people in accidents since 2014, which is quite serious. While human error cannot be ignored in some of these cases, the mechanical failure constituted the reason of more than half of the failures.</p>

<p>&nbsp;</p>

<p>India operates a large inventory of aircrafts from various sources and, in some cases, integrated the technologies of different countries to make its own system. While spares and services are an issue, the aging fleet needs a complete revamp which the government should focus on.&nbsp;</p>

<p>&nbsp;</p>

<p>The SU-30MKI, considered the most advanced fighter aircraft of the Indian airforce, was also inducted in 2002. 15 years have gone by but, as of now, we don&rsquo;t even have a replacement of our aging fleets of Jaguar, MiG 21s, MiG 29s and Mirage 2000. Buying expensive systems like Rafael will only give temporary relief. We have still not advanced enough in the direction of our indigenous multirole aircraft.&nbsp;</p>

<p>&nbsp;</p>

<p>Surprisingly, India inducted its first indigenous supersonic aircraft (HAL HF-24 Marut) in 1967 and, since then, our own aircraft programme had been experiencing delays. At the time when Pakistan has already started exporting its J-17, HAL Tejas is not even fully operational and there are a lot of dark areas in its performance. Though DRDO tried to Indianise most of its parts, however, we are still looking at other countries, particularly, Israel and the USA for its critical parts like radar, avionics and engine. &nbsp;</p>

<p>&nbsp;</p>

<p>It will be shocking to you that the LCA program was conceived and approved by the government in 1983. Even after 35 years and an expenditure of over 11,000 crores, we don&rsquo;t have the operational aircraft in our hands.&nbsp;</p>

<p>&nbsp;</p>

<p>The future of Indo-Russian Project of Fifth Generation Fighter Aircraft is still not clear. While Russia already started inducting the system at its end, we have not moved ahead even an inch. The project is significantly delayed and gone into the abyss of uncertainty.&nbsp;</p>

<p>It is high time that the government takes this matter seriously. Not only the indigenisation of our aircrafts but the training of pilots need special attention. India cannot afford to lose precious lives and war machines just like that.&nbsp;</p>

This is a fourth generation aircraft and can operate in a range of about 1500 kilometres from the carrier. Hence, it can dominate the seas in a better way. It has advanced radars, advanced fly by wire avionics, electro-optical targeting system and can carry a load of over 5.5 tonnes to include a variety of armaments and equipment, making it an undisputed king of the high seas. So, what caused the accident of this machine which is considered quite safe? The Indian Navy has already launched a Court of Inquiry into the case and the exact reason will be known later but as of now the prima facia reason is that the aircraft skidded off the runway due to some technical error, caught the fire and, most importantly, a trainee pilot was flying the same. In my opinion, this accident happened because of human error. First, the aircraft was piloted by a trainee pilot with less experience in handling this machine. Second, the aircraft skidded off the runway in the initial takeoff effort, and this may be due to steering failure. Thus, there is a higher possibility of human failure than a mechanical one. India has lost over 70 military aircrafts, including helicopters and precious lives of 80 people in accidents since 2014, which is quite serious. While human error cannot be ignored in some of these cases, the mechanical failure constituted the reason of more than half of the failures. India operates a large inventory of aircrafts from various sources and, in some cases, integrated the technologies of different countries to make its own system. While spares and services are an issue, the aging fleet needs a complete revamp which the government should focus on. The SU-30MKI, considered the most advanced fighter aircraft of the Indian airforce, was also inducted in 2002. 15 years have gone by but, as of now, we don’t even have a replacement of our aging fleets of Jaguar, MiG 21s, MiG 29s and Mirage 2000. Buying expensive systems like Rafael will only give temporary relief. We have still not advanced enough in the direction of our indigenous multirole aircraft. Surprisingly, India inducted its first indigenous supersonic aircraft (HAL HF-24 Marut) in 1967 and, since then, our own aircraft programme had been experiencing delays. At the time when Pakistan has already started exporting its J-17, HAL Tejas is not even fully operational and there are a lot of dark areas in its performance. Though DRDO tried to Indianise most of its parts, however, we are still looking at other countries, particularly, Israel and the USA for its critical parts like radar, avionics and engine. It will be shocking to you that the LCA program was conceived and approved by the government in 1983. Even after 35 years and an expenditure of over 11,000 crores, we don’t have the operational aircraft in our hands. The future of Indo-Russian Project of Fifth Generation Fighter Aircraft is still not clear. While Russia already started inducting the system at its end, we have not moved ahead even an inch. The project is significantly delayed and gone into the abyss of uncertainty. It is high time that the government takes this matter seriously. Not only the indigenisation of our aircrafts but the training of pilots need special attention. India cannot afford to lose precious lives and war machines just like that. Goa Court to frame charges against Tarun Tejpal in sexual assault case today

<p>Goa chief minister <a href="http://www.wionews.com/south-asia/goas-bjp-govt-set-to-ban-late-night-parties-14487">Manohar Parrikar has issued a notification banning</a> drinking liquor at public places in the state.</p>

<p>While announcing the ban at a press conference, CM Parrikar said:&nbsp;&quot;If someone wants to drink(liquor), they should drink inside and not in public places. In the next 15 days, I will hold meetings with government officials to ban the consumption of liquor at public places.&quot;</p>

<p>&quot;Liquor shops will face the music if people are found drinking in the open spaces near the shop,&quot; the chief minister added.&nbsp;</p>

<p>Parrikar said that the government will also impose fines or cancel the licence of the liquor shops which&nbsp;allow&nbsp;people to drink near it.&nbsp;</p>

<p>Drinking liquor at beaches in Goa has&nbsp;already been banned by the state government. The CM said his government is currently reviewing the&nbsp;licences to the liquor outlets under Goa, Daman and Diu Excise Act, 1964.</p>

The apex court&rsquo;s telling remarks expose the Congress&rsquo;s weak defence. The court asked: If the Congress had the numbers, why did it then not approach the governor and lay its claim? The judges pointed out that the party&rsquo;s petition before them did not even mention the magic figure or implead Parrikar.</p>

<p>The Congress is on weak grounds on the matter of ethics too. In 2002, the National Conference had bigger numbers in Jammu &amp; Kashmir, but the Congress teamed up with the Peoples Democratic Party to form the government. In 2005, the BJP was the single largest party in Jharkhand, but the Congress teamed up with Shibu Soren of the Jharkhand Mukti Morcha to form the government. In 2013, the BJP emerged as the single largest party in the Delhi Assembly election, but the Congress extended support to the Aam Aadmi Party and helped it form the government.</p>

<p>The Congress in Goa now faces a period of turmoil. Even an MLA from its ally, the Nationalist Congress Party, backed the BJP-led regime during the trust vote on Thursday. Vishwajit Rane&rsquo;s plans are unclear, but he may well join the BJP or float an outfit that aligns with the BJP. His father, Pratapsinh Rane, is a veteran Congressman and former chief minister. The factions led by the senior Rane and Faleiro are at loggerheads, and for the moment it appears that the latter is on the blackfoot, since many believe his intransigence has led to the party&rsquo;s humiliation.</p>

<p>It is ironical that the 2017 verdict, which should have led to the revival of the Congress in Goa, has proved to be undoing.</p>

<p>The ruling BJP had slipped to 13 seats from the 21 it had won in 2012, and this was a clear thumbs down from the electorate. The reasons for the loss are many, but two factors are primary. The first is the absence of Parrikar from the helm. It is true that even after shifting to Delhi, Parrikar had kept himself connected with the politics of Goa, but a hand on approach was naturally not possible. He commands an across-the-party connect and has excellent relations with several players in the field. For instance, his personal equations with Vijay Sardesai swung the GFP to the BJP&rsquo;s side. The MGP, which broke away from the BJP alliance and contested the election on its own, came around to supporting the BJP once it became known that Parrikar would head the government.</p>

<p>The second cause of the BJP&rsquo;s relatively poor performance was the failure of Laxmikant Parsekar to provide effective leadership. Parsekar took over as chief minister after Parrikar shifted to Delhi as defence minister, but he simply did not have the acumen of his predecessor. The revolt by a section of the RSS in the State, which happened with senior RSS leader Subhash Velingkar forming his own outfit, may have been directed against Parrikar, but it was for Parsekar to tackle it; he failed. There had been murmurs when Parsekar was named the new chief minister, with many within the party of the belief that Deputy Chief Minister Francis D&rsquo; Souza ought to have assumed the mantle.</p>

<p>But all of that is past now. Parrikar has the challenge to reinvigorate the party, balance the demands and counter demands of his coalition partners who hold the key to the Government&rsquo;s survival, and do his bit to exploit the fissures in the Congress. All this, while providing good governance in the run-up to the 2019 general election.</p>

<p>India&#39;s highest court asked the Congress if it had the numbers to form the government in Goa.</p>

<p>The BJP needs the support of 21 MLAs in the 40-member House to prove its majority, the party believes it has the support of 22 MLAs which includes the MGP and Independents.</p>

<p>The Congress, which won 17 seats,&nbsp;had on Saturday&nbsp;emerged as the single largest party in the Goa Assembly polls, which threw up a hung verdict as the BJP won 13 seats.</p>

<p>However, Maharashtrawadi Gomantak Party(MGP) which had 3 seats in the Goa assembly on Sunday&nbsp;passed a resolution extending support to the BJP, if it formed&nbsp;the&nbsp;government under the leadership of Manohar Parrikar.<br />

The BJP hopes to cobble up the numbers by convincing other parties and Independents to join the coalition&nbsp;and keep the Congress out of power in the coastal state of India.&nbsp;</p>

<p>Meanwhile, Manohar Parrikar has said he&#39;d comment after he is sworn-in as the chief minister.</p>

<p>But India&#39;s finance minister Arun Jaitley, who also received the added portfolio of the defence ministry after Parrikar resigned to become the Goa CM, slammed the Congress for hindering the BJP from forming the government.</p>

<p>In a Facebook post, Jaitley said: &quot;The Congress Party complains a bit too much. It accused the Bharatiya Janata Party (BJP) of &#39;stealing&#39; the mandate. It unsuccessfully petitioned before the Supreme Court. It attempted to raise issues at Lok Sabha. What are the facts?&quot;</p>

<p>Jaitley also attributed BJP&#39;s decision to forging post-poll alliances as part of democracy, saying: &quot;Obviously in a Hung Assembly (sic) post-poll alliances will be formed.&quot; &nbsp;</p>

Manohar Parrikar takes oath as Goa chief minister

<p>The Congress has approached the Supreme Court to stop Manohar Parrikar from being the next chief minister of India&#39;s western Goa state.</p>

<p>The party, which emerged as the single largest party in the assembly elections in the state, claimed&nbsp;they had&nbsp;the first right to form the government having&nbsp;won more legislative seats than the BJP.</p>

<p>The BJP yesterday (March 13) said it had the support of 21 MLAs, the exact number needed to prove majority in the 40-member House.</p>

<p>The party&nbsp;had managed to win 13 of the 40 legislative seats, falling eight seats from securing a majority and winning four seats less than the Congress&#39;s 17.</p>

<p>But the BJP&nbsp;forged alliances with&nbsp;Goa Forward Party (GFP) and the Maharashtrawadi Gomantak Party (MGP) --&nbsp;both won three seats each -- and the support of two independent candidates to outmanouvre Congress to reach the majority number.</p>

<p>Congress, which was the single-largest party with 17 seats but short of staking their claim to form the government, has cried hoarse about BJP&#39;s move, accusing them of &quot;murdering&quot; democracy.<br />

The Congress, which until yesterday had failed to muster the numbers, today (March 13) said it has the requisite support of the legislators.<br />

The party&nbsp;on Monday&nbsp;urged Goa Governor Mridula Sinha to invite the Congress to form the next government by virtue of being the single largest party.</p>

<p>In a memorandum submitted to the Governor on Monday night, the Congress Legislature Party (CLP) claimed to have the requisite support and that they can prove the same on the floor of the House.</p>

<p>&quot;Any invitation to the BJP to form the government at this stage without first giving an opportunity to the single largest party (Congress) would mitigate against the essential democratic rights of the people of the state who have chosen the Congress as the single largest party in the state,&quot; the memorandum said.</p>

<p>&quot;Despite losing the mandate of the people, our political opponents (BJP) have tried to misrepresent to your good-self that they enjoy the majority support of legislators. This is not only opportunism at its lowest but is also not constitutionally permissible,&quot; Goa CLP Leader Chandrakant Kavlekar stated in the memorandum.<br />

The development comes a day ahead of swearing-in of BJP leader Manohar Parrikar as Chief Minister.&nbsp;</p>

<p>Parrikar, who was India&#39;s defence minister met the Governor on Sunday and staked his claim to form the government. He was appointed chief minister by the Governor the same day.</p>

<p>He has rushed to Goa for his swearing-in ceremony.</p>

<p>India&#39;s finance minister has been given the additional portfolio of defence ministry as the hitherto incumbent has been asked by Indian Prime Minister Narendra Modi&#39;s BJP to helm Goa.</p>

<p>A statement from the Rashtrapati Bhavan -- the official of the President of India -- confirmed the development.</p>

<p>&quot;The President of India, as advised by the Prime Minister, has accepted the resignation of Shri (Mr) Manohar Parrikar, from the Council of Ministers, with immediate effect, under clause (2) of Article 75 of the Constitution. Further, as advised by the Prime Minister, the President has directed that Shri Arun Jaitely, Cabinet Minister, shall be assigned the charge of the Ministry of Defence, in addition to his existing portfolios,&rdquo; the press release stated.</p>

<p>&ldquo;I have tendered my resignation as defence minister and sent it to the Prime Minister&rsquo;s Office (PMO)&rdquo; Parrikar&nbsp;told PTI.The swearing-in ceremony will take place tomorrow evening (March 14) as the Bharatiya Janata Party, or BJP, managed to cobble up an alliance with regional outfits to stake their claim.</p>

<p>For Arun Jaitley, this is the second time he has taken over the defence ministry. He was the defence minister from May 26 to November 9, shortly after Modi swept to power in 2014.</p>

<p>Earlier on Sunday, newly-elected Goa BJP MLAs had unanimously backed&nbsp;Manohar Parrikar as the state legislature party leader, while the Maharashtrawadi Gomantak Party (MGP) too said it will support a government led by Parrikar.</p>

<p>&quot;All the BJP legislators, except Milind Naik, whose brother expired yesterday, were present in the meeting held today,&quot; BJP MLA Michael Lobo told reporters outside the party headquarters here, news agency PTI reported.&nbsp;</p>
