A major fire broke out at South African Parliament building in Cape Town on Sunday morning.

Video footage showed thick black smoke billowing out of the roof of the building, filling the sky.

The cause of the fire is yet to be ascertained, but several media reports indicated that the blaze started in the office space on the third floor and spread toward the gymnasium. An alarm was later raised at 5 am (South African Standard Time).

According to local media outlet News24, 36 firefighters were deployed and authorities have called for additional resources as they try to contain the blaze.

The blaze comes hours after Archbishop Desmond Tutu's state funeral at St George's Cathedral, near Parliament, which was held on Saturday.

"The roof has caught fire and the National Assembly building is also on fire," a spokesman for the city's emergency services told AFP, requesting reinforcements at the scene.

"The fire is not under control and cracks in the walls of the building have been reported," he added.

The Houses of Parliament in Cape Town consist of three sections, including the original and oldest building that was completed in 1884.

The newer additions -- constructed in the 1920s and 1980s -- house the National Assembly.

In April last year, a fire ravaged part of The University of Cape Town's library housing a unique collection of African archives.

Around the shorelines, when the winds blow as gusts from 20 mph to 40 mph, it looks as if the smoke is blowing across the water. &nbsp;&nbsp;

The verdict was announced almost a decade by Judge Orlando Faccini. The trial went on for ten days during which survivors from the tragic fire and the family members of the deceased victims narrated their stories and painful aftermath. <o:p></o:p>

"The last time I ran, it was to save myself from death," said Kelen Giovana Leite Ferreira, a survivor of the tragedy who had a part of her right leg amputated.<o:p></o:p>

After the trial, the judge ruled that the venue organisers had failed to take proper safety measures. Club co-owners Elissandro Callegaro Spohr, 38, and Mauro Londero Hoffmann, 56, received 22.5 and 19.5 years respectively.<o:p></o:p>

"The defendants' culpability is high... this much life was not taken away by chance," the judge said and charged the club owners and two members of the band for guilty of murder and attempted murder of the victims.<o:p></o:p>

Pete while speaking to CNN said that snakes have been a major issue for this owner and even the previous tenant.&nbsp;

CNN quoted Pete as saying, "There were no fire hydrants in the area. Which isn't a problem because we're used to it, but we had to shuttle in water tankers."

The incident has been deemed as an accident as there has been no evidence or intention found of starting the fire.

The team must also include a senior officer from Public Works Department (with background of civil engineering) to inquire into lapses in infrastructure and layout and a senior police officer not below the rank of Inspector General, it said.

The Commission also sought to know the number of children affected due to the fire incident and details of hospitals where infants have been shifted.

"Further, it may kindly be ensured that infants shifted in other hospitals have SNCUs and are provided with all the necessary treatment. The families of the deceased infants may kindly be provided with adequate compensation," the NCPCR said.

It sought a preliminary action taken report within three days.

The NCPCR also asked states and union territories to conduct fire safety audits in all hospitals, medical colleges, nursing homes having medical facilities for children.

Earlier this year, at least 10 newborns died in a fire at a government hospital in Maharashtra's Bhandara.

Quoting these incidents, National Commission for Protection of Child Rights (NCPCR) chairperson Priyank Kanongoo asked all states to carry out fire audits.

"To prevent recurrence of fire incidents in hospitals, NCPCR recommends that fire safety audits should be undertaken in all hospitals/medical colleges/nursing homes having Neonatal Intensive Care Unit, Pediatric Intensive Care Unit, Special Newborn Care Units and other medical facilities for children," the NCPCR said.

"Further, it may be ensured that such medical facilities meant for children should get 'no objection certificate' (NOC) from fire department and get renewal only after they meet the given criteria," it added.

The death toll from an explosion and fire at the Elastic factory in Russia's Ryazan region has risen - 15, according to a spokeswoman for the ministry of emergency situations on Friday.

"The government should have already taken the building down. They kept saying they were going to demolish it, but in the end they didn't do it," 70-year-old Lin Chieh-ying, who lives opposite the building, told Reuters.

Authorities have been offering incentives for urban renewal projects across Taiwan, aiming to replace older buildings that have raised concerns about safety from fires and earthquakes.

Inmates with serious injuries were rushed to general hospitals in Tagarang for treatment. Prisoners with minor wounds were treated in a health clinic.

"Forty died on the scene and one died on his way to the hospital," said Yasonna Laoly, Indonesia's justice minister, adding that eight were seriously injured and 31 sustained minor injuries.&nbsp;

Authorities are still investigating the cause of the incident, but suspected an electrical fault may be behind the fire.

"I have checked the scene, based on early observation, it is suspected (the fire) happened because of a short circuit," Imran said.

The prison was overcrowded. It was designed to house 1225 inmates but has more than 2000. Block C where the fire originated was stuffed full of 122 convicts at the time of the fire.

The platform remains out of operation, with about 421,000 barrels per day of oil lost and 125 wells offline, he said. The loss of output was slightly less than Reuters reported earlier on Monday, citing a company document.

The company plans to resume power supply to the facility and connected wells by Wednesday, aiming to restore gas and oil output afterward. The impact of the accident on Pemex's monthly production and exports had not yet been estimated, Romero said.

The heavily indebted Pemex has long had a checkered record on security, and dozens of people have been killed in major accidents in the past. Still, the platform fire was one of the worst Pemex has suffered under the current government.

"There is not a problem of lack of investment, there is not a problem of lack of resources," Romero said. "The oil industry is a risky industry. We have had accidents, which in numbers are less than in previous years."
