There is no clarity on how the US would receive part of the purchase price.

President Donald Trump has said that as compared to big countries, America is doing "very well" in the fight against the COVID-19 pandemic, while India is having a "tremendous problem" battling the disease and China is witnessing a "massive flare up" in infections.

India's COVID-19 tally increased to 18,55,745 on Tuesday with 52,050 people testing positive for coronavirus infection in a day.

China on Tuesday reported 36 new cases across the country, down from 43 the previous day. The country's COVID-19 cases crossed the 100-mark on July 29, for the first time in over three months, sparking the fear of a rebound.

As such, compared to larger countries, the US is doing much better in the fight against the coronavirus, he said.

"Don't forget, we're much bigger than--other than India and China. China is having a massive flare up right now. India has a tremendous problem. Other countries have problems," he said in response to a question.

"And I noticed that in the news, in the evening news, I never read about that. In any news, I don't read about the other countries. You're starting to see that other countries are having very big flare ups, countries that thought they were over it, like we thought we might be over in Florida, and then all of a sudden it comes back. They do come back," he said.

The US is the worst-hit country from the pandemic with over 4.7 million cases and more than 155,000 deaths. 
The US, Trump said, has tested over 60 million people for coronavirus.

"No other country is even close to that. We've tested 60 million people -in many cases about 50 percent, now rapid fire, meaning five to 15 to 20-minute tests where you get the results almost immediately. Nobody has anything like that. Nobody. And I think we're just doing very well," he said.

Trump said that the US is beginning to see evidence of significant progress. Nationwide, the number of positive cases has declined by nearly six percent from the week before, and the positive test rate has also dropped from 8.7 per cent to 8 per cent over that same period of time.

"Hotspots across the South and West; we have seen slow improvements from their recent weekly peaks," he said, adding that Arizona's weekly case counts have dropped 37 per cent that is a tremendous drop and the governor and the state have done a fantastic job down 37 per cent, Texas down 18.7 per cent, and Florida 21.2 per cent drop.

"As we begin to contain the virus in these states, we must focus on new flare ups in the states where the case numbers have risen, including Georgia, Mississippi, Tennessee, Oklahoma, Missouri, and I think you will find that they are soon going to be very much under control," he said.

Meanwhile, 18 states continue to have very low case numbers and low test positivity rates under five per cent, including New Jersey, New York, Alaska, Connecticut, Delaware, Illinois, Maine, Maryland and Massachusetts. 
Even in these states, however, where the virus is under control and at a very low number, Americans should continue to be vigilant, be careful in order to prevent the new hotspots from opening up, he said.

"To that end, I urge all Americans to continue to socially distance, wash your hands, wear a mask when you cannot avoid crowded places and to protect the elderly very, very important, protect the elderly. It is much different....," Trump said.

It is important for all Americans to recognise that a permanent lockdown is not a viable path towards producing the results that one wants or certainly not a viable path forward and would ultimately inflict more harm than it would prevent, he said.

"As we are seeing in foreign countries around the world where cases are once again surging, you have many places where we thought they were under control doing a great job, and they are doing a great job, but this is a very tough invisible enemy. Lockdowns do not prevent infection in the future. They just don't. It comes back many times...," he said.

The purpose of a lockdown is to buy time to build capacity in hospitals, learn more about the disease and develop effective treatments, he asserted.

"We are doing very well with the vaccines and the therapeutic. Countries, where there have been very significant flare ups over the last short period of time, are Spain, Germany, France, Australia, Japan, and also, as you probably heard in Hong Kong, they have had some very serious flare ups. Japan has gone a lot of--six-fold, six-fold flareup, that's a lot, but they will get it under control," he said.

"In our current phase, we must focus on protecting those at highest risk while allowing younger and healthier Americans to resume work and school with careful precautions. Ideally, we want to open those schools. We want to open them.

"At the same time, we are placing an emphasis on continuing to drive down the mortality rate with improved care, treatment, and medical interventions building a bridge to the introduction of a vaccine. The vaccines are coming along incredibly well," Trump said.

"In our current phase, we must focus on protecting those at highest risk while allowing younger and healthier Americans to resume work and school with careful precautions. "At the same time, we are placing an emphasis on continuing to drive down the mortality rate with improved care, treatment, and medical interventions building a bridge to the introduction of a vaccine. In addition to falsely calling Obama a Muslim and a terrorist, Tata has also called Congresswoman Maxine Waters, an African American, a "race-baiting racist," according to now-deleted Twitter posts seen by Reuters.

Democratic Congressman Adam Smith, chairman of the House Armed Services Committee, blasted the move to give Tata a senior job just days after the Republican-led Senate abruptly canceled Tata's confirmation hearing. 
"If an appointee cannot gain the support of the Senate, as is clearly the case with Tata, then the President should not put that person into an identical temporary role," Smith said in a statement.

"This evasion of scrutiny makes our government less accountable and prioritises loyalty over competence."

Tata's new job is more junior than the one Trump initially nominated him for - undersecretary of defense for policy. But the White House made clear on Friday that Trump still supported him, even after the Senate declined to take up his nomination.

Tata had to overcome two bureaucratic hurdles to secure his new role. First, he withdrew himself from consideration by the Senate for the undersecretary position. "Microsoft fully appreciates the importance of addressing the President's concerns. It is committed to acquiring TikTok subject to a complete security review and providing proper economic benefits to the United States, including the United States Treasury," Microsoft said in a statement.

ByteDance and the White House did not immediately respond to requests for comment.

As relations between the United States and China deteriorate over trade, Hong Kong's autonomy, cyber security and the spread of the novel coronavirus, TikTok has emerged as a flashpoint in the dispute between the world's two largest economies.

Microsoft, which also owns professional social media network LinkedIn, would become a major competitor to social media giants such as FaceBook Inc and Snap Inc were its bid for TikTok to succeed.

Under the proposed deal, Microsoft said it would take over TikTok's operations in the United States, Canada, Australia and New Zealand. It said it would ensure that all private data of TikTok's American users is transferred to and remains in the United States.

Microsoft may invite other American investors to acquire minority stakes in TikTok, the company added. About 70% of the outside capital ByteDance has raised has come from the United States.

It is not clear how much Microsoft could pay for TikTok. Reuters reported last week that ByteDance's valuation expectations for the app exceeded $50 billion, although US pressure to divest it could lower that price tag.&nbsp;

A key issue in the negotiations will be separating TikTok's technology from ByteDance's infrastructure and access, to alleviate US concerns about the integrity of personal data. ByteDance owns a Chinese short video app called Douyin that was based on the same code used for TikTok.

One idea under consideration is to give Microsoft and ByteDance a transition period to develop technology for TikTok that will be completely separate from ByteDance, one of the sources said.

Tsarnaev's lawyers argued that he was less responsible one and had no prior history of violence. They tried to convince the court that the plan was made and executed mainly by his older brother. However, the three-judge bench assured that Tsarnaev, who came to the US from Soviet Union as a child, will be serving his rest of the life in the jail even with the new sentence.

The US President Donald Trump, however, feels that the process of re-sentencing needs to start as soon as possible.&nbsp;Trump has regularly called for increased use of the death penalty, which is rare in the United States. However,&nbsp;in the last 30 days, three of such sentences have been carried out and the fourth one is scheduled soon.

President Trump to act on Chinese software companies 'in coming days': Mike Pompeo

The vote to renominate President Donald Trump is set to be conducted in private later this month. This means the dramatically scaled-down Republican National Convention in Charlotte, North Carolina, will be closed to the press.

A spokeswoman for the Republican National Convention cited the coronavirus as the reason.

Reporters will not be allowed on site as RNC delegates vote to formally nominate President Donald Trump as the 2020 Republican presidential nominee, but the vote will be livestreamed, the Republican official said.

Trump had earlier called off public components of the convention in Florida last month, citing spiking cases of the coronavirus across the country.

As many as 336 delegates are scheduled to gather in Charlotte, North Carolina, on August 24 to formally vote to make Trump the GOP standard-bearer once more.

Some GOP delegations have raised logistical issues with travelling to either city, citing the increasing number of jurisdictions imposing mandatory quarantine orders on travellers returning from states experiencing surges in the virus.

The subset of delegates in Charlotte will be casting proxy votes on behalf of the more than 2,500 official delegates to the convention. Alternate delegates and guests have already been prohibited.

The proceedings on the Monday of the convention -- including the vote to formally nominate Trump -- will be live-streamed, according to a Republican official familiar with the plans.

It's being said if Trump goes to Charlotte, the expectation is that it will just be to thank the delegates in a private, closed press event.

Trump has been opposing the popular app claiming he fears that the app is being used by the Chinese intelligence through the app's owner company Bytedance.

However, a new deal is being considered between the White House and the parent-company Bytedance.&nbsp;Under the new proposed deal, ByteDance would exit completely and Microsoft Corp would take over TikTok in the United States, the sources said.

"The administration has very serious national security concerns over TikTok. We continue to evaluate future policy," the White House said in a statement.

To give an opportunity to the America-based investors, the deal will also allow these investors to own minor stakes in the business.&nbsp;
