US President-elect&nbsp;Joe Biden&nbsp;took the first steps Sunday towards moving into the White House in 73 days, as Donald Trump again refused to admit defeat and tried to sow doubt about the election results.

Biden and his advisors spent their Sunday planning how to address the nation's coronavirus crisis. Among their plans was also the bridging of America's gaping political divisions.

The Biden campaign also urged the Trump political appointee who heads the US&nbsp;General Services Administration to approve an official transition of power despite President Donald Trump's refusal to concede. It warned that US&nbsp;national security and economic interests depended on a clear signal the country would engage in a "smooth and peaceful transfer of power."

Biden was declared the winner of the November&nbsp;3 election by US&nbsp;television networks on Saturday, but Trump and his allies have made clear he does not plan to concede anytime soon.

Biden's website,&nbsp;BuildBackBetter.com, after posting a minimal version earlier in the week, now includes four "administration priorities" for the incoming presidency: Covid-19, economic recovery, racial equity and climate change.

"The team being assembled will meet these challenges on Day One," the website said in a reference to January 20, 2021, when Biden will be sworn in as the 46th President of the United States.

A transition official told CNN that&nbsp;work to prepare for a Biden administration "continues full speed."

The transition has also launched a series of social media channels on Sunday -- @transition46 on Facebook, Twitter and Instagram.

The website lays out a seven-point plan to tackle&nbsp;the coronavirus, including "regular, reliable, and free testing" to all Americans, an " effective, equitable distribution of treatments and vaccines" once available and working with governors and mayors to implement a nationwide mask mandate.

Biden, who turns 78 on November 20, is the oldest person ever elected to the White House. Harris a senator from California, is the first woman, first Black person and first South Asian person to be elected vice president.

Furthermore,&nbsp;Biden plans to make the coronavirus his top priority during the transition, attempting to make good on a campaign issue that dominated the general election. He&nbsp;plans to name a task force on Monday to tackle the coronavirus pandemic, which has left more than 237,000 people dead in the United States and is surging across the country.

Reportedly, Biden's healthcare advisors held talks with drugmaker executives on the US government's Operation Warp Speed programme to accelerate development of a possible COVID-19 treatment, a Biden spokesman said on Sunday.

Under the Trump administration, Operation Warp Speed has struck deals with several drugmakers in an effort to help speed up the search for effective treatments for the disease amid the global coronavirus pandemic.

Biden's advisors met with companies that have COVID-19 vaccines or therapies in late-stage clinical trials in September and October, Bloomberg News had reported earlier.

The report added that the meeting was aimed at gathering information about the development, manufacturing and distribution of shots to ward off the novel coronavirus and therapies to treat the sick.

He has also announced plans to rejoin the Paris climate accord and will reportedly issue an executive order on his first day in office reversing Trump's travel ban on mostly Muslim countries.&nbsp;

Biden has vowed to name a cabinet that reflects the diversity of the country, although he may have trouble gaining approval for more progressive appointees if Republicans retain control of the Senate -- an outcome that will depend on two runoff races in Georgia in January.

In a speech in his home state of Delaware on Saturday, Biden delivered a message of unity and conciliation, declaring that it is "time to heal" the nation and reaching out to Americans who voted for Trump and to congressional Republicans.

"The work starts right away," Biden Deputy Campaign Manager Kate Bedingfield said on Sunday on NBC's "Meet the Press" program.

Biden has promised to improve access to coronavirus testing and, unlike Trump, to heed the advice of leading public health officials and scientists. Some 10 million Americans thrown out of work during coronavirus lockdowns remain idled, and federal relief programs have expired.

Biden and his advisors also will move forward with the work of choosing officials to serve in his administration.

The president-elect will "address a mandate to bring the country together - to unify, to lower the temperature, to set aside the harsh rhetoric of the campaign and get to the hard work of governing."

Also, two former senior US intelligence officials - Michael Morell and Avril Haines - have emerged as leading contenders to serve as director of national intelligence or run the CIA under Biden.

Biden pledged that as president he would seek to unify the United States and "marshal the forces of decency" to battle the pandemic, restore economic prosperity, secure healthcare for American families and root out systemic racism.

"For all those of you who voted for President Trump, I understand the disappointment tonight. I've lost a couple times myself. But now, let's give each other a chance. It's time to put away the harsh rhetoric, lower the temperature, see each other again, listen to each other again," Biden said.

"This is the time to heal in America," Biden added.

Biden called for cooperation between America's two major political parties as he faces political dysfunction and partisan gridlock in Washington.

Biden, who has spent half a century in public life as a US senator and vice president, was introduced by his running mate, US Senator Kamala Harris, who will be the first woman, the first Black American and the first American of Asian descent to serve as vice president, the country's No. 2 office.

Congratulations poured in for Biden from abroad, including from conservative British Prime Minister Boris Johnson, Canadian Prime Minister Justin Trudeau, German Chancellor Angela Merkel and Israeli Prime Minister Benjamin Netanyahu, making it hard for Trump to push his repeated claims, without evidence, that the election was rigged against him.

Meanwhile, Trump played golf at his course near Washington, the same place where he was Saturday when the US television networks delivered the news that Biden had secured enough Electoral College votes for victory.

"Since when does the Lamestream Media call who our next president will be?" Trump complained in a tweet on Sunday.

Trump plans to file a string of lawsuits in the coming week, according to his lawyer Rudy Giuliani, who said he had "a lot of evidence" of fraud.

But former president George W. Bush said the "outcome is clear" and added that he had called "President-elect" Biden and Harris to extend his congratulations.

Bush said in a statement that "the American people can have confidence that this election was fundamentally fair... We must come together for the sake of our families and neighbors, and for our nation and its future."

True to the confrontational style he and Trump share, Bolsonaro also clashed with Biden during the presidential race.

When Biden said during his first debate with Trump that the United States needed to push Brazil to better protect the Amazon rainforest, Bolsonaro called the statement "disastrous."

"What a shame, Mr John Biden!" he said, mistaking the former vice president's first name in the English version of his tweet.

All that could make for an awkward relationship with the Biden administration.

Biden is particularly concerned with the fight against global warming, a touchy subject for Bolsonaro, a climate change skeptic who has presided over a surge in deforestation and wildfires in the Amazon.

Trump's loss also leaves Bolsonaro -- now arguably the most visible face of the new right worldwide -- more exposed to international criticism and pressure.

"Trump's loss weakens Bolsonaro. It makes him look more isolated," said Brian Winter, vice president of the Americas Society/Council of the Americas.

"It means more negative attention on Bolsonaro, who will suddenly become the face of a certain brand of right wing politics. It will call more attention to his actions in the Amazon.

"In a nutshell, there's a chance that Bolsonaro becomes the world's bogeyman for a certain portion of global opinion."

And while Bolsonaro may not care what Biden or the rest of the world think of his administration, there are key players in Brazil that do.

"To a lot of Brazilian companies, (the risk) is very clear. If Brazil becomes a pariah... that's bad for business, in a country that cannot afford to be losing clients, given where the economy is," Winter told AFP, referring to forecasts that coronavirus-battered Brazil faces a record recession this year.

- 'Can't help himself'&nbsp;-

Bolsonaro proudly claims to have brought Brazil's relations with the United States, its second-biggest trading partner after China, closer than any time in recent history.

So why risk a rocky relationship with the next US president?

"There's not a lot of strategy there. It's more like he can't help himself. He feels the need to demonstrate this constant support for Trump," said Cristina Pecequilo, a professor of international relations at the Federal University of Sao Paulo.

"It's about the personal dynamic between Bolsonaro and Trump" -- though Bolsonaro's Trump fandom sometimes looks unreciprocated, she added.

Bolsonaro will likely have to seek a relationship of pragmatic cordiality with the Biden administration, said Paulo Sotero of the Brazil Institute at the Wilson Center in Washington.

"It will take a lot of work to establish dialogue," he said.

"He should clearly move fast to change some key personnel," notably controversial Environment Minister Ricardo Salles, he added.

The Biden administration will for its part have an interest in keeping Brazil as a partner, on issues ranging from the environment to Venezuela to China.

And although the hashtag #BolsonaroIsNext was trending on Twitter in Brazil after Trump's loss, it would be a mistake to underestimate Bolsonaro's strength at home.

His poll numbers are strong. And having emulated Trump's rise, he no longer needs the "air of legitimacy" the US president gave him, said Winter.

"One of the lessons likely to come out of 2020 is that just because Trump lost, that brand of politics is not going to go away," he said.

Democrat Joe Biden's first address as the US president-elect was interspersed with cheers from a socially distanced crowd, and well, a lot of firsts.

Biden mentioned 'disability', 'systemic racism', and 'science' in his national address winning the hearts of many across the US and the world.

“We must make the promise of the country real for everybody — no matter their race, their ethnicity, their faith, their identity, or their disability,” the president-elect said.

What followed on the social media was a deluge of appreciation posts for America's new president.

Harris said voters had brought a "new day for America" as she opened a victory speech on Saturday with President-elect Joe Biden.

Harris arrived in a motorcade flashing red and blue lights, the first sign that the earth has shifted from beneath the Donald Trump-Mike Pence White House. When she spoke, Harris offered glimpses of the incredible promise of multicultural America.

Harris took the stage in Wilmington, Delaware in a white suit in honour of the women's suffragist movement to the sounds of Mary J Blige.

"When our very democracy was on the ballot in this election, with the very soul of America at stake and the world watching, you ushered in a new day for America," Harris said to cheers from the socially distanced outdoor crowd.

"Congressman John Lewis, before his passing, wrote democracy is not a state. It is an act. And what he meant was that America`s democracy is not guaranteed. It is only as strong as our willingness to fight for it. To guard it, and never take it for granted and protecting our democracy takes struggle. It takes some sacrifices, but there is joy in it. And there is progress. Because we, the people, have the power to build a better future," she added.

Harris' mother Shyamala Gopalan came in for a special mention.

Public health experts said the infections of Meadows and the others at the White House underscored the importance of taking numerous steps to prevent the spread of the virus. Meadows and Trump have said repeatedly that they did not need to wear masks or maintain social distancing because they were frequently tested.

“It’s emblematic of the national failure to control COVID,” said Tom Frieden, who served as director of the Centers for Disease Control and Prevention under President Barack Obama. “It shows the fallacy of relying on testing alone. Testing doesn’t replace other safety measures. It’s just one tool among many.”

The new cases at the White House came as the pandemic rampaged across the United States, which has averaged more than 100,000 new cases per day over the past week and hit another record Friday, with more than 132,700 cases in a single day.

As of Saturday morning, more than 9,830,800 people in the United States had been infected with the coronavirus, and more than 236,500 had died.

At least one gathering at the White House — a celebration of Trump’s nomination of Judge Amy Coney Barrett to the Supreme Court on Sept. 26 — is suspected of being a “superspreader” event after more than a dozen aides, reporters and guests who were in attendance or came into contact with people who were there tested positive for the virus.

That event took place in the Rose Garden and inside the White House.

Frieden said it was possible the new cases, including Meadows’, may actually be part of the same outbreak from late September rather than a separate cluster of cases. That would suggest that the White House has not gotten control of the virus as it spreads through the West Wing.

“It may be the same cluster that has continued for well over a month,” Frieden said. “You’re not going to control it if you don’t try to control it.”

Trump has spent most of the year playing down the threat of the virus, and several White House officials, including Meadows, have encouraged him to treat the pandemic as a localized threat in Democratic-leaning states.

It is unclear how aggressive the White House intends to be in trying to track the contacts that Meadows and the other infected aides have had over the past several days. People who test positive are often infectious in the days leading up to the test, especially if they have symptoms of the disease.

Trump said his campaign will take to the courts on Monday to "ensure election laws are fully upheld and the rightful winner is seated."

In Trump's case, he not only has to overcome a deficit of nearly 40,000 votes in Pennsylvania, but he is also down by many thousands of votes each in Nevada, Georgia, Arizona and Wisconsin.
