Kumar, through the statement, urged to desist from making "irresponsible comments" at the time when the law enforcement agencies were toiling to curb violence and establish peace.

"Our law enforcement agencies are working on the ground to prevent violence and ensure restoration of confidence and normalcy. Senior representatives of the Government have been involved in that process. Prime Minister has publicly appealed for peace and brotherhood. We would urge that irresponsible comments are not made at this sensitive time," the statement read.

Earlier on Wednesday, USCIRF had condemned and expressed "grave concern" over violence taking place in Delhi and said they are targetted against a minority community.

At least 32 people have been killed in the violence that has engulfed North-East Delhi for the past few days.

While 30 people have died at the Guru Teg Bahadur Hospital, two have died at the Lok Nayak Jai Prakash Narayan Hospital.

Violence had erupted after groups protesting against the <a href="https://www.wionews.com/videos/gravitas-citizenship-amendment-bill-uscirf-pitches-sanctions-against-shah-267544">Citizenship Amendment Act</a> (CAA) and those supporting it indulged in stone-pelting at each other.&nbsp;

Meanwhile, Police also registered an FIR under section 302 IPC (Punishment for murder) at Dayalpur police station; news agency ANI reported that AAP Councilor Tahir Hussain is also named in the FIR.

Charges were filed after the allegations claiming that Hussain was behind the killing of Intelligence Bureau (IB) officer, who was found dead in a drain near his home in northeast Delhi's riot-hit Chand Bagh area. Hussain has rejected the allegations.

Ankit Sharma, 26, had gone missing on Tuesday and his body was found in a drain near his home in on Wednesday.

In a list of precautionary measures, the embassy asked its citizens to "avoid locations where heavy traffic or road closures or protests are expected, keep a low profile, be aware of your surroundings, monitor local media for updates and to follow the instructions of the local authorities."

"The situation is quite normal and peaceful as far as security and traffic are concerned. We have held talks and conducted patrols with people of all communities. Services such as road cleaning have resumed and traffic flow is normal," Bundela told ANI here.

On Thursday, the High Court had expressed anguish over the delay in action by the law enforcement agencies in containing violence and directed the Delhi Police to examine the videos related to hate speeches by political leaders which allegedly led the violence in northeast Delhi.

"We are surprised at the conduct of the police," Justice Muralidhar said while advising the police commissioner to register an FIR against the leaders.

Delhi violence: High Court makes Centre party in case seeking FIR over hate speech

Riots in Delhi mark an abject failure of political leadership cutting across party lines, to bring people together. There was a point in time in Indian politics when politicians or people in public service had the capacity to control, and even, influence events which turned violent.&nbsp;

What we have today are political minions. It is expected of political leaders to come out and reason with the crowd, but instead of working on the ground, the matter in Delhi was left to the police as a law and order issue. Everyone knew that violence was a result of communal politics, still&nbsp;all party leaders maintained a safe distance.&nbsp;

The violence has two main dimensions. First, Chief Minister of Delhi, Arvind Kejriwal, failed to demonstrate moral courage and instead of mobilising his supporters to heal the fissure, he only issued statements. It is a reflection of how shallow connect politicians enjoy with the civil society.

This is unlike the previous generation wherein it was expected of people in public service to go out and calm the crowd. Arvind Kejriwal who was elected as the chief minister of Delhi with great fanfare, failed to intercede in the issue. His supporters argue that he does not have police under his control, so he cannot be blamed for law and order issue. Fact is that since last year, Kejriwal has created a distance between the minorities and himself so that BJP does not pin him down as a person who pampers minority. But by not being active during the crisis, Kejriwal, in the process, has come across as insincere politician who succumbed to competitive Hindutva.&nbsp;

After partition, Mahatma Gandhi had nothing under his control, but he used his moral authority to bring peace in riot-affected areas. This could have been done in Delhi too.

Another aspect of the riot was that politicians from BJP spoke blatantly in Hindu-Muslim binary. Senior leaders did not discourage junior leaders from using inflammatory language. Senior BJP leadership's appeal for calm came across as unconvincing.&nbsp;

Politicians from the ruling dispensation not only made hate speeches but also went unpunished, emboldening the unruly element to take the law into their own hands.

The police, on the other hand, failed to counter the unruly elements in the riot-affected area. The police in Delhi reports to the Ministry of Home Affairs. Despite all the technology at its disposal, it failed to locate the centre of violence in the city. Delhi riots cannot be compared with the 1984 violence when the state became completely complicit in the violence. In Delhi, the state allowed the violence to come to life. Delhi Police failed to arrest culprits in time.

Whatever the reason be, pro-CAA protests or anti-CAA protests, Delhi police failed at its job. NSA Ajit Doval’s presence in the area after 72 hours of violence sealed the case. It is not the job of the NSA to move around in a riot-hit area like a DCP or IG. NSA chased by TV cameras looked more like a PR job.&nbsp;

The religious radicals from both sides were allowed to have a free run. Lastly, many in the ruling dispensation must be happy to have found another issue for polarisation but they should remember that in Hindu literature only Goddess rides a tiger.

Government says Congress politicising ‘routine transfer’ of Justice Muralidhar

Chief Minister Arvind Kejriwal said that rioters from outside and some political and anti-social elements were involved in the northeast Delhi violence in which 24 people, including a police head constable, were killed.

Speaking in the Delhi Assembly, the chief minister appealed to Union Home Minister Amit Shah that if required, the Army should be called in to control the situation in the riot-affected areas.

Kejriwal said the common man of Delhi did not indulge in violence and asserted that a modern Delhi cannot be built on a pile of dead bodies.

On Wednesday evening, Kejriwal and his deputy Manish Sisodia visited some riot-hit areas to take stock of the situation and interacted with locals.

"There are two options before Delhiites. One is that we should stand together and make prosperous future of Delhi, and second is to get involved in violence. Modern Delhi cannot be built on a pile of dead bodies. We have to make Delhi developed city through good schools, hospitals," Kejriwal said in the House.

He sought to know why such incidents took place and who were behind the violence in parts of northeast Delhi.

In his earlier tweet, the chief minister said the situation has become "alarming", adding that he is writing to the Union home minister.

"Army shud (should) be called in and curfew imposed in rest of affected areas immediately. Am writing to Hon'ble HM to this effect," he added.

While speaking in the House, the chief minister said that the police tried to control the situation, adding that around 50 police personnel were also injured.

But in some videos being circulated on social media, some police personnel were seen supporting rioters and it should be investigated, he said.

The Delhi government will give a compensation of Rs 1 crore to the family of head constable Ratan Lal who was killed in the violence.

"As per the Delhi government's policy, we will give Rs 1 crore to head constable Ratan Lal's family," he said in the Delhi Legislative Assembly.

Police also released two helpline numbers -- 011-22829334, 22829335 -- for people to reach out during distress and any information related to violence.

&nbsp;

All those miscreants who created trouble are being identified and there is CCTV footage and strong evidence, he said.&nbsp;

&nbsp;

Sufficient force was deployed in the area besides the additional paramilitary force. Senior officers were on the spot and closely monitoring the situation, he added.&nbsp;

Route marches were conducted by senior officers in the area and drone surveillance was also carried out extensively, he said.&nbsp;

Meanwhile, in the wake of the violence, the United States embassy issued an advisory in which it told its citizens to "exercise caution" and avoid all-violence affected areas.

"It is important that you monitor local media outlets for updates on demonstrations, road and Metro closures, and possible curfews. The Government of India-imposed law that prohibits political gatherings of four or more people – known as Section 144 – remains in effect in certain areas," the advisory read.

Can't let another 1984 happen, says Delhi High Court over Delhi riots

Actor Rajinikanth has said that the violence in Delhi is a failure of intelligence agencies and the home ministry, as the violence has occurred at a time when US President Donald Trump was in the National capital.

He said that the intelligence agencies should have maintained vigil and done their job, adding that violence should be dealt with an iron fist. He expressed hope that the concerned authorities would be cautious henceforth.

Speaking to reporters outside his Poes Garden residence, Rajini reiterated that he would be the first one to stand with the Muslims community if the Citizenship Amendment Act was found to be affecting them in any way.

"I believe that the CAA won’t be revoked, no matter whatever protests take place and this is my opinion. For expressing my opinions, many senior journalists and political analysts are painting me as a BJP mouthpiece and it is very disappointing, but I am only speaking the truth."

Regarding his understanding of CAA-NRC-NPR, Rajini said that the government has not implemented NRC and we shouldn't get confused over it.

"With iron hands, the violence must be quelled or they should resign and go. Its going beyond control. Peaceful protests are fine, but it shouldn’t make way for violence, then why do we have intelligence agencies?".

Shortly, after Rajini spoke to reporters, actor-turned-politician Kamal Haasan tweeted his compliments for Rajinikanth in Tamil, appreciating his stance on Delhi violence.

Delhi riots: Police remained paralysed, Home Minister Amit Shah should resign, says Sonia Gandhi

The toll in the incidents of violence that took place in various areas of the national capital over the Citizenship Amendment Act (CAA) has increased to 10, reported news agency ANI.&nbsp;

"Total 10 deaths and 150 injured admitted at GTB Hospital in the last 24 hours," said Sunil Kumar, Medical Superintendent of GTB Hospital.&nbsp;

Meanwhile, Section 144 has been imposed in parts of violence-hit North East Delhi, including Bhajanpura and Khajuri Khaas.&nbsp; 
 
"We will be detaining the miscreants and taking legal action against them. People should cooperate with us to maintain peace. We are here till the situation normalises. Else we deploy more forces," said Special CP Satish Golcha.

The&nbsp;Ministry of Home Affairs has issued a statement, asking&nbsp;political parties to&nbsp;cooperate with police to quell the&nbsp;rumours &amp; dispel fear among the public.

"HM has appealed to all to desist from spreading rumours &amp; said that political parties should cooperate with police to quell these rumours &amp; dispel fear among public. He also appealed to public at large&amp;media to communicate responsibly&amp;avoid spreading rumours," the statement said. 
 
"Home Minister Amit Shah has asked the Police Commissioner of Delhi to have senior police officers present in Police Control Rooms so that rumours can be dispelled as quickly as possible," added the statement.
