Delhi building collapse: PG operator, Sudhanshu, arrested as CM orders bulldozer action on illegal construction

A building in India's national capital's Satya Niketan collapsed this week claiming at least seven lives, including five students. The building was a boys' paying guest (PG) accommodation, known as 'Hostel Daze' in Satya Niketan -- that is home to several Delhi University's South Campus colleges. At least six others were critically injured and hospitalised. While National Disaster Response Force (NDRF) and local emergency agencies called off the intensive 27-hour search and rescue mission, many say that the toll might be more than what the official data states. The incident has brought into focus the glaring irregularities in the accommodation facilities across Delhi. Delhi government has ordered extensive PG audits and the Supreme Court of India has also called for a time-bound safety audit of all private hostels and student accommodations across Delhi. Students and alumni from DU say this is a classic case of too little, too late — coming only after tragedy strikes. Also Read: Delhi building collapse: ABVP warns PG owners, NSUI alleges death toll cover-up as govt orders audit of PG hubs
What students told WION?
Speaking to WION, Kritika from Sri Venkateswara College, who lives in a PG in Satya Niketan, recalled the panic and disbelief that followed the building collapse. I wasn’t ready to accept that,” she said. Kritika said she rushed outside and headed towards the site, where she saw students and local residents trying to clear the debris. She claimed there were no JCB machines, police personnel or ambulances when she arrived, with rescue equipment and an ambulance reaching the site around an hour and a half later. Recalling the aftermath, Kritika said, “Some of my friends went to their relatives' place or friend's place. I remember one of my friends was shivering as she heard voices of those students crying for help. Many parents called their children and asked them to return home.” Shedding light on the dire living condition in Satya Niketan, she said, "Living conditions in Satya Niketan are very, very bad for us outsiders — I would say they are among the worst. She also claimed that PG owners often demand high security deposits and alleged that students have little recourse when disputes arise. Kritika also shared similar experience. She said a former PG owner from the same area refused to return her security deposit and instead demanded an additional ₹5,000 after she left some belongings in her friends' room in the same PG. Singh shared the rent breakup of her current stay. “I pay 12 thousand rent for a room shared by two students. So the owner gets 12 + 12 = 24 thousand for a small room. Basically I am paying for a bed. At the beginning I paid 12 thousand as security deposit too. Electricity expenses are separate, we have metres in our room but they charge us 14 Rs/unit,” she said. Atirek Kumar, DU alumnus who studied at the university from 2018 to 2021 at Atma Ram Sanatan Dharam (ARSD) College, recalled his own experience of staying in the area. “I have stayed in a PG, including in Satya Niketan. The collapse of the building is unfortunate, but it is not something that is unimaginable. During my stay in Satya, I was always afraid of such a scenario. Sometimes the water supply would stop, and sometimes there would be mice. This was all in a room we paid ₹12,000 for. Moreover, the owner had no accountability, and yes, natural light was a luxury,” he said.
Not only Satya Niketan, similar issues across Delhi
Similar issues have been flagged by students living elsewhere in Delhi. Sauhadro Saha, who enrolled at Dyal Singh College this year, shared his experience about finding an accommodation. “I assumed DU would have a hostel. Much later, I discovered that hostel is never an option here. Only a few gets that luxury. I visited more than 10 PGs in Kotla and nearby places but not one seemed to be livable. PG owners warned that cost would skyrocket once the semester begins. It was like a gamble, one moment you consider a PG and by the time you take a decision, it is sold out. Many buildings in Kotla did not have proper water facilities, looked dingy and lacked natural light. Several rooms do not have a window and there are no lifts. At one point, I started reconsidering my decision to join a DU college,” he told WION. Shubham Raj from Delhi School of Economics, who stays in GTB Nagar, had similar things to say. “In North Campus, PG rates are very, very high. If you are looking for a good PG that provides two meals a day, it can cost around ₹18,000–19,000 for double or even triple sharing. They also charge a security deposit, which is kind of a scam in itself because, in my four years of college, I have never seen PG owners return that security deposit to students,” he told WION. Ananya Sinha, research scholar at Guru Gobind Singh Indraprastha University, highlighted the “helplessness” felt by parents during these situations. “Despite the money, despite the resources, despite everything that one can send their children with, to a different city, to live, to pursue what they want, nothing could be done. The systemic flaws are so deep and so so fractured. Education system is flawed, where you stay, flawed, the drinking water, flawed. So, it's just not a collapse of a building one can talk about, it is the collapse of the entire state system,” she said.
'DU should have hostels'
Students and alumni batted for hostel facilities in DU. Shraddha Singh, who studied in DU in 2014-2017 batch said that things have not changed in all these years. “The first thing that my parents flagged when I said I wanted to go to Delhi University for graduation was that it does not have a hostel. For outsiders, hostel facilities are a safe zone. No parents from small towns and cities away from Delhi, specially girl parents, want their children to be in PG or flat. But this is something DU administration does not understand,” Singh told WION. Raj echoed these concerns, pointing out that other universities such as JNU provide hostel facilities to almost all students, while Jamia Millia Islamia (JMI) offers hostel accommodation to at least 20 per cent of its students. “The incident brings out incompetence of the university,” he said. Pallavi Jha, DU student from 2016-2019 batch, suggested several measures to address the problems faced by students living in PGs. She said authorities should conduct proper inspections across the area, while Delhi University should expand hostel facilities. “Proper inspections of the entire area is needed but the most important thing is for DU to provide hostel facilities to the maximum number of students. A ban on unnecessary price hikes for basic necessities is also required and the security deposit system should be removed,” she said. For Shraddha, the building collapse is a reminder that DU stands on corruption and cost of life in the national capital is worth nothing. For students like Kritika and Chandni, who continue to live in Satya Niketan, the fear is no longer something that can be ignored. “We will have to stay here despite witnessing death just in our neighbourhood and every day, we will face the impunity of the authorities. I don't think anything will change,” Chandni opined.

'High rent, no light': DU students expose grim reality of Delhi PGs; alumni bat for hostel | Ground report

The Municipal Corporation of Delhi (MCD) conducts an annual survey to identify dangerous and dilapidated buildings across the capital, particularly before the monsoon. However, the lack of timely and effective action against buildings already declared unsafe has raised questions over the exercise and its effectiveness. The current condition of several buildings declared dilapidated by the MCD highlights the problem. In 2021, the MCD declared a building in Gaffar Market dilapidated on the basis of a report by IIT Roorkee. Despite the declaration, no effective action has been taken against the structure. Thousands of shops continue to operate from the market, raising concerns over the safety of traders, workers and visitors. A similar situation exists at building number 18 in Pocket B-6, B-Block, Krishna Kunj, Rohini Sector 15. The MCD had declared the building dilapidated around four years ago, but no permanent solution has been found so far. Authorities erected barricades around the structure and marked it as a danger zone, but the building remains in the same condition. This raises a critical question: who will be responsible if the building collapses? The problem is not confined to privately owned buildings. The MCD's zonal office in Old Delhi is itself in a dilapidated condition. In several places, mortar has peeled off the walls, leaving parts of the building visibly damaged. The structure is also located close to an underground metro line, and vibrations are reportedly felt inside the building whenever a metro train passes. Despite the condition of the building, the Municipal Corporation has not been able to carry out the required repairs. AAP councilor Ariba Khan recently raised the issue of the building's dilapidated condition during a standing committee meeting. The building houses the MCD's zonal property tax and education department offices, making its condition particularly concerning for employees and visitors. Also Read: Delhi building collapse: CM Rekha Gupta orders demolition of structure next to Hostel Daze PG
Only 62 buildings declared dangerous out of 3 million surveyed. Delhi building collapse: CM Rekha Gupta orders demolition of structure next to Hostel Daze PG

Delhi Lieutenant Governor (LG) Taranjit Singh Sandhu directed the Chief Secretary to ensure that a structural audit of all buildings in Paying Guest (PG) hubs be carried out within a week. The decision was taken as the LG met Chief Minister (CM) Rekha Gupta and Urban Development (UD) Minister Ashish Sood and pointed out that the problems of students living in PG accommodations were a grave one and required short-term as well as long-term solutions. Underlining that creating a panic by mindless sealing drives will only lead to students becoming homeless, the LG said that inspection drives should be conducted in premises housing students as PGs and that had prima facie violated height and floor restrictions. After the meeting, Delhi Urban Development Minister Ashish Sood said that the government had discussed every possible measure that could help prevent a repeat of the incident. To prevent any such situation in future, various departments will jointly inspect buildings housing coaching centres and PG accommodations across Delhi. The inspections will be carried out within a strict, time-bound period, with officials tasked with identifying potential safety violations and risks.
Satya Niketan building collapse: Death toll reaches 7
A building in the congested Satya Niketan colony in Delhi collapsed on Sunday afternoon, triggering a major search and rescue operation. According to officials, ongoing construction work in the basement of a boys' paying guest accommodation allegedly caused structural damage to the building, eventually leading to its collapse. The rescue operation has now entered its second day as teams continue searching for people who may still be trapped under the debris. Most of those reported missing are believed to be students. In response to the incident, the Delhi government has also ordered the ‘immediate sealing’ of illegal structures with four floors or more. "All illegal constructions with more than four floors will be immediately sealed, and strict action will be taken against the guilty officials, leading to their immediate dismissal,” read a notice issued by the MCD on Monday. Delhi building collapse: Five MCD officials suspended as death toll rises to 7

A five-storey building used as a paying guest accommodation for students collapsed in Delhi’s Satya Niketan area, triggering a massive rescue operation. The building, reportedly known as Hostel Daze, was located near Nanakpura Gurudwara and close to several educational institutions.

The latest reports say two people have died, while several others remain feared trapped under the rubble. Rescue teams have already pulled multiple people out alive, with students among those shifted to hospital for treatment.

The building reportedly had a basement and five upper floors. Police said repair work was underway in the basement when the structure collapsed. The cause of the collapse is still being investigated, while questions are being raised about the condition and safety of the ageing structure.

Delhi Chief Minister Rekha Gupta visited the site and said multiple agencies were working in coordination to ensure the safe rescue of those trapped. The NDRF, Delhi Police, fire services, ambulances and other emergency teams have been deployed.

Delhi building collapse: Rescue efforts underway at collapse site

A chilling 11-second video from the Satya Niketan building collapse captured the terrifying ordeal of a student trapped beneath several layers of rubble. The student, visibly frightened, was seen seeking help as rescue teams worked through the debris. As Sunday night progressed, several people were still feared trapped beneath the remains of the five-storey boys' paying guest (PG) accommodation in south-west Delhi. Officials, however, were unable to establish the exact number of people inside the building when it collapsed. The structure reportedly came down around 1.30pm on Sunday. Officials suspect that ongoing construction work in either the basement or on the ground floor may have contributed to the structural failure. By midnight, at least five people, including a student and a labourer, had been confirmed dead.
Trapped students made desperate calls for help
The rescue effort was complicated by uncertainty over the number of occupants. Local residents claimed that at least 20 students were inside the building, while several labourers were reportedly sitting outside when the structure collapsed. Some trapped students were identified after managing to contact friends outside. The student seen in the widely shared video was identified by his friends as 19-year-old Aditya Kumar, a student at a Delhi University college on the south campus. Kumar is from Patna, Bihar. Jatin Chaudhary, 22, a National Students' Union of India (NSUI) member who knew Kumar, said, “There was also a small voice note in which we could only hear a call for help.” Kumar was eventually rescued from the rubble at around 6pm and taken to AIIMS Trauma Centre. Doctors confirmed that he was stable and required a CT scan. “The doctors are saying that he needs a CT scan but is stable at this point,” his sister, Ankita, was quoted as saying to HT. Another student, Neeraj Bawa, also managed to call his friends for assistance. According to 21-year-old Anmol Yadav, Bawa contacted them while they were heading towards the PG. “We were on our way to the PG when he called and said, ‘please save me or I’ll die’. He shared his live location with us, we would have located him, but the police didn’t allow us to go near the building. Bawa was among the first people rescued and was taken to AIIMS. Yadav, who accompanied him in the ambulance, said Bawa was conscious but had difficulty speaking and had sustained significant injuries to his lower body. “I accompanied him in the ambulance, he was conscious but was barely able to utter a word. His lower body suffered most of the injuries,” Yadav added. Also Read: Delhi building collapse: MCD orders 'immediate' sealing of illegal structures over 4 floors, demolition of a property in Satya Niketan
Narrow lanes hamper rescue operation
The narrow lanes surrounding the residential colony posed another major challenge for the rescue teams. Large crowds gathered near the site, making it difficult to move heavy equipment and other materials into and out of the operation zone. An NDRF official involved in the operation said specialised equipment, including life detectors, was being used to locate survivors before rescuers cut through the rubble. NDRF inspector general Narendra Singh Bundela said, “Our teams are cautious while using machines to remove the rubble as lives are at stake. Since multiple floors of the building have collapsed, we are doing the removal of debris layer by layer. Our first priority is to identify and locate victims, stabilise them by giving them oxygen and other requisite support, and rescue them at the earliest. Our teams are using all available resources for cutting and removing the debris. As of now two teams comprising 70 personnel are working." The difficult access to the site also delayed the arrival of specialised rescue vehicles. Delhi Fire Services (DFS) station officer Manoj Mehlawat said teams initially relied on equipment carried by fire tenders rather than waiting for larger specialised vehicles. “Rather than waiting for the specialised vehicles, we began cutting, breaking and removing the rubbles using the equipment we keep in our fire tenders.”
