A mutation of the novel coronavirus increasingly common throughout Europe and recently detected in Malaysia may be more infectious but appears less deadly, according to a prominent infectious diseases doctor.

Paul Tambyah, senior consultant at the National University of Singapore and president-elect of the US-based International Society of Infectious Diseases, said the D614G mutation has also been found in Singapore.

The city-state's health ministry did not immediately respond to a request for comment.

Tambyah said there is evidence the proliferation of the mutation in Europe has coincided with a drop in death rates, suggesting it is less lethal.

The mutation is not likely to impact the efficacy of a potential vaccine, despite warnings to the contrary from other health experts, he added.

"Maybe that's a good thing to have a virus that is more infectious but less deadly," Tambyah told Reuters.

Tambyah said most viruses tend to become less virulent as they mutate.

"It is in the virus' interest to infect more people but not to kill them because a virus depends on the host for food and for shelter," he said.

Scientists discovered the mutation as early as February and it has circulated in Europe and the Americas, the World Health Organization said. The WHO has also said there is no evidence the mutation has led to more severe disease.

On Sunday, Malaysia's director-general of health Noor Hisham Abdullah urged greater public vigilance after authorities detected what they believe was the D614G mutation of the coronavirus in two recent clusters.

Noor Hisham said the new strain detected was 10 times more infectious and that vaccines currently in development may not be effective against this mutation.

But Tambyah said such mutations would not likely change the virus enough to make potential vaccines less effective.

"The mutant affects the binding of the spike protein and not necessarily the recognition of the protein by the immune system, which would be primed by a vaccine," he said.

With a surge in coronavirus cases, Australian government has been trying every possible way to contain the spread of the virus.

A new regulation issued by the government is a temporary ban for children from playing any kind of wind instrument or participating in choir, claiming these could lead to spread of the infection.

"All group singing and/or other chanting activities, as well as the use of wind instruments in group settings, are not permitted," the local education authority of New South Wales said.

After a tragic explosion, Lebanon has been facing protests, economic crisis, and now a surge in coronavirus cases.

Due to this sudden surge, Lebanon will be going into a lockdown for the next two weeks, the Lebanon Health Minister announced on Monday.

"We declare today a state of general alert and we need a brave decision to close (the country) for two weeks," he said on a local radio programme.

The decision was taken after the country reported 439 new infections and six more deaths within 24 hours on Sunday.

The blast affected more than 6,000 people which resulted in hospitals being overcrowded. Now, with an increase in the number of coronavirus cases, the Lebanon hospital authorities are feeling overwhelmed.

Hassan asked people to stay indoors until there's an emergency. He urged people to exercise caution and take the general alert seriously."The real danger is the spread within society," he said. "Everyone must be on high alert and take the strictest prevention measures."

However, the country's airport will remain functional, as of now, as the transmission is majorly on a domestic level, and there is no proof that the infection has been brought in the country by a traveller.

Still, after the blast uprooted nearly a quarter of a million people, the risk of the virus spreading has grown, the WHO has said. The country's tally now stands at 8,881 cases and 103 deaths since February, according to health ministry data.

France is to propose that masks be worn in shared workspaces as the country grapples with a rebound in coronavirus cases that rose again in the past 24 hours to over 3,000.

The health ministry reported 3,310 new coronavirus infections, marking a post-lockdown high for the fourth day in a row.

The number of clusters being investigated increased by 17 to 252, it said in a website update.

The resurgence prompted Britain to impose a 14-day quarantine for people arriving from France, and led the authorities in Paris to expand zones in the capital where wearing a mask is mandatory outdoors.

Employment Minister Elisabeth Borne said she would propose on Tuesday at talks with employer and union representatives that masks be compulsory in collective workspaces.

“A theme that appears in all scientific opinions is the value of wearing them (masks) when there are several people in a confined space,” Borne said in an interview with French newspaper Le Journal du Dimanche.

Doctors have increasingly called for masks to be required in the workplace while the HCSP, a body advising the government on health policy, issued a recommendation calling for masks to be compulsory in all common indoor spaces.

This week’s upswing has taken the seven-day moving average of new infections above the 2,000 threshold for the first time since April, when France was in the middle of one of Europe’s strictest lockdowns.

The number of people in hospital has trended downwards in recent weeks even as new COVID-19 cases have risen, with experts pointing to the spread of the virus among younger people.

However, the latest daily figures showed a slight rise in the number of hospital patients, at 4,857 against 4,828 a day earlier, as well as a rise in intensive care patients to 376 from 367.

It is the time of the year when people like to unwind a little from their hectic schedules and head to the beaches, or other countries, for a much-needed break. However, the German Health Minister feels these "party holidays" show irresponsible behaviour in a pandemic.

As the cases have been on a constant rise in specific regions of Spain, Germany decided to impose a compulsory two-weeks quarantine rule for all travelers coming from Spain.

After Germany coronavirus tally rose from 1,415 to 222,828, the biggest increase since late April, according to data from the Robert Koch Institute for infectious disease, the government decided to declare all of Spain, except for the the Canary Islands, a virus risk area, and imposed a compulsory quarantine.

“Whoever goes to Spain despite the warning should protect themselves and others while on holiday. Party holidays are irresponsible in this pandemic,” he added.

This decision will be affecting the number of tourists flocking through the borders, and that has put the livelihoods of vendors of the tourist island of Mallorca in danger. The locals of the Mallorca island, a popular tourist attraction, have voiced their concerns against this move asking the government to look into it as the local vendors believe that if they close their shop, they won't be able to even re-open, let alone survive the pandemic.

The concerns were raised after majority of the big travel agencies, such as Europe's popular company TUI, cancelled all German packages to Spain, due to the fear in spread of the novel coronavirus.

There are currently around 30,000 Germans on holiday with tour operators in Spain’s Balearic islands, the vast majority in Mallorca, plus more independent travellers, the German travel association said.

After traces of coronavirus were found on imported frozen chicken wings in China, the World Health Organization (WHO) has claimed it found no evidence of the virus being spread by food or packaging.

The organization has also urged people not to be afraid of the virus entering the food chain.

“People should not fear food, or food packaging or processing or delivery of food,” WHO head of emergencies programme Mike Ryan told a briefing in Geneva. “There is no evidence that food or the food chain is participating in transmission of this virus. And people should feel comfortable and safe.”

To prove the assurance, WHO epidemiologist Maria Van Kerkhove claimed that after testing, China found "very, very few, less than 10” samples to have traces of the novel coronavirus.

The frozen chicken wings that had traces of coronavirus were imported from Brazil, claimed China. However, Ecuador’s production minister, Ivan Ontaneda, has asked for a clarification from the Asian country on this matter. Brazil’s Agriculture Ministry has retaliated by saying that Brazil follows strict protocols and would not take the blame for whatever happens to the consignments after they leave the country.

Meanwhile, WHO has urged caution on Vladimir Putin's claims of Russia successfully making the COVID-19 vaccine. Bruce Aylward, WHO senior adviser said, “The vast majority of the population of the world is susceptible to this disease. The second thing that we are seeing is the stringency of the application of control measures is dropping. People are coming closer together...masks aren’t being used the way that they should etc.

“So any levelling of the disease that we are looking at is just lulling you into a sense of false security ... because it has lots of space to still cause trouble,” he added.

And people should feel comfortable and safe.” Also read: Novel coronavirus found on frozen seafood in China To prove the assurance, WHO epidemiologist Maria Van Kerkhove claimed that after testing, China found "very, very few, less than 10” samples to have traces of the novel coronavirus. Also read: Chinese city says chicken imported from Brazil has tested positive for coronavirus Meanwhile, WHO has urged caution on Vladimir Putin's claims of Russia successfully making the COVID-19 vaccine.

North Korean leader Kim Jong Un has lifted a three-week lockdown in the city of Kaesong after a suspected case of the novel coronavirus there, state media reported on Friday, without saying if it had been confirmed or was a false alarm.

North Korea has not reported any cases of the coronavirus and Kim told a ruling party politburo meeting on Thursday the country had to be vigilant and decline any offer of foreign aid to battle flooding to keep the virus at bay.

"The worsening global situation on the malignant virus requires us not to allow any outside aid for the flood damage but shut the border tighter and carry out strict anti-epidemic work," Kim said in comments carried by the KCNA.

Authorities locked down Kaesong, on the border with South Korea, and declared an emergency in the area last month after a North Korean who had defected to the South slipped back into the town.

State media said the man had shown coronavirus symptoms. The World Health Organization said later test results on him were inconclusive.

Kim told the politburo that coronavirus prevention measures had stabilised the risk in the area but the border had to remain shut to any help in response to hardships brought by unusually long monsoon rains.

Floods have swamped farmland and inundated or destroyed 16,680 houses and 630 public buildings, and damaged bridges, railroads and power plants, KCNA said.

During the meeting, Kim appointed Kim Tok Hun, a relatively young economic policymaker who served as a deputy cabinet premier, as premier to steer his campaign for a self-sufficient economy amid international sanctions.

The politburo also elected Ri Pyong Chol, a former air force commander who has quickly climbed the leadership ladder under Kim for his work to develop nuclear missiles, as a full member of the powerful body.

Ri previously directed the Munitions Industry Department, which oversees ballistic missile development.

North Korea lifts lockdown in town after suspected coronavirus case

After New Zealand reported 29 new cases of coronavirus, Prime Minister Jacinda Ardern has extended a lockdown in the capital city.

The Prime Minister, known for quick and effective reaction, has issued a stay-at-home order across Auckland till August 26 to contain the spread of noel coronavirus.

The cases were identified after New Zealand completed 100 days of being one of the rare countries to be completely coronavirus-free.

Ardern also believes the lockdown will help the experts trace, identify and contain the new cluster, from which all the 29 cases were identified.

Genomic tests that were conducted established that the latest infections were not the same strain of coronavirus recorded in New Zealand earlier this year. "This suggests it's not a case of the virus being dormant, or of burning embers in our community, it appears to be new to New Zealand," Ardern said.

When asked if the virus was brought in through a freight transport or not, Ardern hinted that there's a possiblity the cause of the outbreak may never be found. She also added, "We don't necessarily need to answer that question in order to contain and deal with this cluster effectively."

She has assured people that her administration is trying their best to become coronavirus-free again, but asked for support from the public as "Lifting restrictions now and seeing a potential explosion in cases is the worst thing we would do for Auckland and the New Zealand economy."

Meanwhile, Health Minister Chris Hipkins has claimed that all new cases have been linked to an Auckland cluster, and therefore can be contained easily. "The cases so far are connected, they are all part of one Auckland-based cluster, that's good news," he said.

Ardern said swabs had been taken from 50,000 people in the past two days. She has also made it compulsory for the airport and port staff to go through testing after it was reported by some media reports that workers at the Auckland airport were not checked for the virus.

More than 1.3 million coronavirus tests were dropped from the tally of coronavirus tests in the United Kingdom, which was spotted by various health experts.

However, the British government has now announced that the number was reduced after a double counting was spotted in the number of dispatched tests.

“An adjustment of -1,308,071 has been made to the historic data for the ‘tests made available’ metric. The adjustments have been made as a result of more accurate data collection and reporting processes recently being adopted within pillar 2,” read an update on the website.

The Department for Health and Social Care (DHSC) said there had been “a double-counting of test kits that had been dispatched” between May 14 and August 12 “which had not been removed from the lab’s processed data”.

The fault was spotted after it was discovered that fewer in-person pillar 2 tests had been carried out than originally reported, while more tests had been sent to NHS trusts and care homes. DHSC claimed that the error was spotted on July 6 but the tests were removed from August 12 data.

A DHSC spokesperson said: “In July we became aware of an overcounting issue which we publicly and transparently acknowledged and have since sought to clarify these figures subsequently.

“This does not change the fact that we have rapidly built, from scratch, the largest diagnostic testing industry in British history, with over 13 million tests delivered, and capacity to test 300,000 every day.”

The coronavirus pandemic chalked up another horrific milestone as the world surpassed 20 million recorded cases of infection from the tiny killer that has upended life just about everywhere.

The number as of 2215 GMT was 20,014,574 cases, with 734,755 deaths recorded, according to an AFP tally of official sources.

In yet another staggering landmark, the death toll is expected to surpass 750,000 in a matter of days as the global health crisis that began late last year in China rages on.

As more things once unthinkable became harsh reality -- having to wear a facemask in touristy spots in Paris, or reserve a spot on Copacabana beach in Rio via an app and then social distance on the sand -- the World Health Organization urged people not to despair.

"Behind these statistics is a great deal of pain and suffering... But I want to be clear: there are green shoots of hope," WHO chief Tedros Adhanom Ghebreyesus said.

"It's never too late to turn the outbreak around," he said.

He gave examples of countries that had successfully clamped down on COVID-19, such as Rwanda and New Zealand, which said Monday it plans to open a virus-free "travel bubble" with the Cook Islands.

With much of the world caught in a cycle of dispiriting outbreaks and economically crushing lockdowns, all eyes are on the race for a vaccine.

A WHO overview said 165 candidate vaccines are being worked on around the world, with six reaching Phase 3 of clinical evaluation.

Also read: Novavax expects it can meet US COVID-19 vaccine demand in 2021, executives say

But the WHO's emergencies director Michael Ryan warned that a vaccine was "only part of the answer," pointing to polio and measles as diseases with vaccines that have not been fully eradicated.

"You've got to be able to deliver that vaccine to a population that want and demand to have that vaccine," he said.

Europe feels the heat
Infections have been rising ominously in Western Europe, which has also been sweltering through a heatwave, with temperatures soaring above 35 degrees Celsius (95 F).

The blistering heat sent crowds flocking to beaches at the weekend despite health warnings about the risk of infection.

In the Paris region, people aged 11 and over are now required to wear masks in crowded areas and tourists hotspots.

These include the banks of the Seine River and more than 100 streets in the French capital.

Marion, a 24-year-old in central Paris, said the masks are "restrictive" but necessary "if we want to avoid a second wave."

"Anything except a second lockdown," she added.

Several French towns and cities have already introduced similar measures, as well as parts of Belgium, the Netherlands, Romania and Spain.

In Berlin, thousands of children returned to school on Monday after the summer break, sporting masks, which are compulsory in common areas like school courtyards.

Greece meanwhile announced a night curfew for restaurants and bars in some of its top tourist destinations after its number of new cases increased.

In Italy, the coronavirus spikes of its neighbours caused alarm.

"France, Spain and the Balkans... Italy is surrounded by contagions," Italian Health Minister Roberto Speranza lamented.

It was a different story in Pakistan, which allowed all restaurants and parks to reopen on Monday, after the country saw a drop in new cases over several weeks.

Grim US, Brazil milestones
As of Monday evening, the United States -- the world's worst-hit country -- had recorded 163,370 deaths and 5,085,821 cases of infection, according to the tracker at Johns Hopkins University.

As the caseload shot past five million on Sunday, President Donald Trump's Democratic opponent in the presidential election, Joe Biden, tweeted that the number "boggles the mind and breaks the heart."

The figure came as Trump was accused of flouting the constitution by unilaterally extending a virus relief package.

The package -- announced by Trump on Saturday after talks between Republican and Democrat lawmakers hit a wall -- was "absurdly unconstitutional," senior Democrat Nancy Pelosi told CNN.

But with the world's largest economy still struggling to dig itself out of an enormous hole, Democrats appeared skittish about any legal challenge to a relief package they see as seriously inadequate.

After the US, Brazil has the most cases, and over the weekend it became the second country to pass 100,000 fatalities.

President Jair Bolsonaro has downplayed the coronavirus threat, and after Brazil's latest milestone, the country's most widely viewed TV network Globo asked: "Has the president of the republic done his duty?"

Also read: At least 97,000 kids contracted coronavirus in the last two weeks of July in US As more things once unthinkable became harsh reality -- having to wear a facemask in touristy spots in Paris, or reserve a spot on Copacabana beach in Rio via an app and then social distance on the sand -- the World Health Organization urged people not to despair. Also read: Novavax expects it can meet US COVID-19 vaccine demand in 2021, executives say But the WHO's emergencies director Michael Ryan warned that a vaccine was "only part of the answer," pointing to polio and measles as diseases with vaccines that have not been fully eradicated. "You've got to be able to deliver that vaccine to a population that want and demand to have that vaccine," he said. Europe feels the heat Infections have been rising ominously in Western Europe, which has also been sweltering through a heatwave, with temperatures soaring above 35 degrees Celsius (95 F). Marion, a 24-year-old in central Paris, said the masks are "restrictive" but necessary "if we want to avoid a second wave." "Anything except a second lockdown," she added. Grim US, Brazil milestones As of Monday evening, the United States -- the world's worst-hit country -- had recorded 163,370 deaths and 5,085,821 cases of infection, according to the tracker at Johns Hopkins University. As the caseload shot past five million on Sunday, President Donald Trump's Democratic opponent in the presidential election, Joe Biden, tweeted that the number "boggles the mind and breaks the heart." The figure came as Trump was accused of flouting the constitution by unilaterally extending a virus relief package.

As Australia recorded the highest single-day spike of coronavirus cases, the Prime Minister Scott Morrison announced on Monday that the internal city borders will stay sealed, until further notice.

"I am more hopeful of that today than I was in the course of the past week," Morrison said on Monday. The step is being taken after due consideration about how to tackle the spread of the novel coronavirus.

He also added that the government is aware that some people are stranded away from home, and urged the state officials to cooperate in helping these stranded residents reach back their home state.

With cases on a rise, Morrison made it clear that the government is not putting an end date, or even assume one, on the lockdown for now. "If I could paint you a picture that had any kind of reliability for next week, let alone five weeks away, then, of course, I would," he added.

Health experts have claimed the lockdown should not be lifted before Christmas.

Australia has still recorded one of the lowest surge in cases in the world with around 21,000 COVID-19 cases and 314 deaths. The country had, however, once declared a win over the novel coronavirus, but the state of Victoria identified few new clusters after reopening of the economy, which sent the country into a stricter lockdown.

Morrison also urged residents to stay home and step out only in cases of emergency. He also requested people to wear masks and maintain social distance at all times, when outside.

As the UK is slowly reopening the economy and coming back to the normal day-to-day life, all schools and universities are still closed. However, recent local media reports claim schools might reopen very soon in the country.

A local newspaper has quoted a source who claims that the Prime Minister Boris Johnson is planning to reopen schools by September on 'urgent basis'.

"The PM stressed that the harm done to children's education by not attending school as well as to their mental health is far more damaging than the low risk posed (by the coronavirus), which schools will be carefully managing," the source said in a media report.

Boris Johnson has, reportedly, announced the reopening plans in a meeting held on Thursday. The Johnson administration wants children to return to school by first week of September, as the PM claims it is a national priority.

This news was not well received by health experts and parents who worry that the schools might pose a danger of rapid spread of the novel coronavirus.

The reports came out few days after a study claimed that the UK can expect a risk of second wave of COVID-19 in the winter season if the schools reopen with the present arrangements.

UK is not the only country going through a debate of reopening schools. The US, too, has been debating the idea of sending children back to classrooms. The US President Donald Trump had asked schools, especially public schools, to reopen by August first week, or face a rollback of funding. The decision was widely criticised by the Americans, with many schools continuing with online classes.

Paris authorities on Saturday made wearing masks mandatory in busy areas of the French capital from Monday to stem the rise of coronavirus infections. The order applies to people aged 11 and over, the Paris prefecture said in a statement, adding that indicators showed the virus had begun circulating more widely since mid-July. The rate of positive tests in the greater Paris region now stood at 2.4% compared with a national average of 1.6%, it said. The zones where masks must be worn will be detailed separately, and evaluated on a regular basis, the prefecture said. They will include some densely populated areas in the capital's lower-income suburbs. After tough lockdown measures slowed infection rates, many European countries are now watching new clusters after easing restrictions to try to limit the economic damage and alleviate public frustration. France has made it compulsory to wear a face mask in closed public spaces such as shops and banks since July 21, and Paris joins a growing list of cities ordering people to wear masks in busy zones outdoors, including Toulouse, Lille and Biarritz. "It needs to be done, even if it is not particularly pleasant," Parisian Ofra Hoffman said in the run-up to the announcement. The number of people in France infected with coronavirus rose by 2,288 on Friday, a new post-lockdown high. (With inputs from Reuters)
