From Delhi to Mumbai, youth-led demonstrations have reignited debate over electoral accountability, civil liberties and the constitutional right to protest. But as political demands grow louder and police restrictions face scrutiny, a larger question emerges: can India's Gen Z translate street mobilisation into lasting change? India's youth-led political activism has entered another consequential phase. At the centre of the latest demonstrations is the Cockroach Janta Party, or CJP, whose campaign over electoral transparency has drawn attention to the boundaries between peaceful dissent and public-order enforcement. The movement has dubbed its latest march “Lehra Do Tiranga” — Let the Tricolour Fly, presenting the Tiranga Yatra as a demonstration of democratic expression and national identity. Its immediate demands include electoral accountability and the resignation of Chief Election Commissioner Gyanesh Kumar. Some voices in the wider protest movement have also called for Prime Minister Narendra Modi and Home Minister Amit Shah to resign. However, those broader demands should not be confused with the CJP's stated immediate objective. The distinction is important because calls for accountability, demands for political resignation and attempts to change a government involve different political and constitutional processes.
Delhi and Mumbai: One movement, two police responses
The contrasting treatment of demonstrations in Delhi and Mumbai has become central to the debate. Mumbai Police permitted a Tiranga rally at Azad Maidan, while Delhi Police restricted a proposed gathering at Connaught Place, citing public-order concerns and the potential disruption of commercial activity. Ahead of the Delhi demonstration, police officers visited the residence where CJP founder Abhijeet Dipke was staying and served him a notice concerning the planned march. The notice referred to restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita. Dipke questioned the intervention, arguing that peaceful demonstrations involving the national flag should not be treated as unlawful political activity. Police, however, maintained that gatherings must comply with restrictions intended to preserve public order. Reports subsequently indicated that Dipke was placed in preventive detention ahead of the proposed march. The dispute raises a fundamental question: when does legitimate regulation of public gatherings become a disproportionate restriction on peaceful political expression? Also Read: Ankita Bhandari murder case: Parents meet CBI, seek impartial investigation
What does India's Constitution guarantee?
Article 19 of the Indian Constitution protects freedom of speech and the right to assemble peaceably and without arms. The Election Commission rejects allegations of political manipulation and maintains that revisions are necessary to improve electoral accuracy. The broader mobilisation has also drawn participation from Left-associated student organisations and political activists. That support gives the issue greater national visibility. A successful demonstration can generate attention and compel public discussion. But national political transformation generally requires more than crowd mobilisation or social media engagement. It demands organisation, sustained participation, clear objectives and engagement with constitutional institutions. Calls for the resignation of elected leaders are legitimate forms of peaceful political expression. However, replacing a government requires lawful constitutional mechanisms. For authorities, the challenge is maintaining public order without imposing unnecessary restrictions on peaceful expression. For political parties, it is responding to legitimate grievances without reducing youth activism to a partisan contest. And for India's institutions, the test is whether public concerns can be addressed through credible, transparent and accountable processes.
The Verdict
The Lehra Do Tiranga campaign has brought together questions about national identity, democratic participation and the limits of state authority. Its political significance cannot be measured by crowd size alone. Nor should its future be judged solely by whether protesters secure the resignation of individual officials. A more meaningful measure will be whether the movement contributes to greater electoral transparency, stronger protections for peaceful assembly and sustained civic participation. India's Gen Z has demonstrated that it can mobilise and attract national attention. The harder question is whether it can turn that mobilisation into institutional accountability and lasting reform. Because the power to fill the streets is one thing. The power to influence the future of a democracy requires something more.

Located above the Rajiv Chowk Metro station, Central Park covers 41,500 square metres. It has four water bodies, a 350-seat amphitheatre and a monumental Indian flag mounted on a 207-foot-high mast. CJP founder Abhijeet Dipke has maintained that hoisting the national flag is a matter of pride and "not a crime". On Wednesday, he called on people to gather at Central Park on October 16 and hoist the Tricolour. The proposed rally comes after CJP leaders Ashutosh Ranka and Saurav Das were arrested and remanded to five days of judicial custody. Both are currently lodged in Tihar Jail in New Delhi. The Aam Aadmi Party (AAP) has also urged its workers, supporters and the public to attend the rally in large numbers, while other organisations are also expected to join. Also Read: US sanctions Cuban state-owned bank BICSA over alleged financial links to Iran
Opposition questions arrests, protest restrictions
Opposition leaders have criticised the arrests and judicial remand of Ranka and Das, questioning whether carrying or unfurling the national flag in India had become a crime. The planned rally also comes days after Delhi Police removed Jantar Mantar from the list of designated protest sites. It identified three alternative venues for demonstrations: Ramlila Maidan in central Delhi, Burari Ground in north Delhi and CBD Ground in Shahdara in east Delhi. The move followed an October 9 Supreme Court order calling for suitable alternative locations where people could exercise their right to protest without compromising public safety. Delhi Police informed the Delhi High Court about the decision on October 12.

Cockroach Janata Party (CJP) leaders Ashutosh Ranka and Saurav Das on Sunday (Oct 11) claimed that their mobile phones may have been hacked or cloned during their 24-hour detention by the Delhi Police. This comes a day after CJP founder Abhijeet Dipke, Ranka and Das were detained when Delhi Police personnel boarded their aircraft after it landed in Delhi from Mumbai. In a statement, Delhi police said that the CJP leader was detained as the protest was not permitted in the national capital. They added that he was also informed about the death of his grandmother and offered facilitation for a journey to his hometown.Addressing their first press conference after their release on Sunday (Oct 10), Das claimed that police seized their phones but did not provide documents detailing the grounds for their detention or the seizure of their belongings.
‘Maybe they planted evidence’
Das said the party leaders had handed over their phones but had requested a seizure memo, which he alleged was denied. He also claimed they were told they could not access a lawyer while in detention.Das further claimed, “We suspect what all they must have done to our phones. We think they hacked our phones or cloned our phones. The Delhi High Court on Thursday (Jul 23) agreed to hear an urgent Public Interest Litigation (PIL) tomorrow seeking an investigation by the National Investigation Agency (NIA) into the July 20 protest organised by Cockroach Janta Party (CJP) over the NEET paper leak. The petition alleges that the protest was not an isolated event but part of a broader conspiracy involving foreign-funded organisations and political elements. The plea was mentioned before a division bench comprising Chief Justice DK Upadhyaya and Justice Tejas Karia by Advocate Barun Kumar Sinha. Seeking an urgent hearing, Sinha claimed that the protest had caused major disruptions in the national capital.“Entire roads have been blocked. Citizens are suffering,” Sinha told the court, referring to the impact of the demonstration.
What did petition allege?
The petition has been filed by Satish Kumar Aggarwal, a former vice-president of the Akhil Bharat Hindu Mahasabha. In the plea, Aggarwal argues that what initially began as a protest focused on demands over the NEET paper leak issue has allegedly turned into a political demonstration after the involvement of various leaders. Delhi HC will hear a PIL seeking an NIA probe into the July 20 “Sansad Chalo” NEET protest. The plea alleges links to a larger conspiracy involving foreign-funded groups and political actors.

Seeking an urgent hearing, Sinha claimed that the protest had caused major disruptions in the national capital. “Entire roads have been blocked. It added that the July 20 “Sansad Chalo” march witnessed incidents of violence, attacks on journalists, damage to public and private property, obstruction of public movement, injuries to police personnel and an attempt to breach Parliament security. Foreign funding behind CJP? Delhi HC to hear plea seeking NIA probe into protest amid backlash over police crackdown

Amid uproar over plainclothes policemen carrying out a lathi charge on protestors at the ongoing Jantar Mantar protest, the Delhi Police, as per reports, has now instructed all personnel to report for duty only in uniform. This comes as the July 20 march to Parliament, organised by the Congress Janta Party, turned violent, with videos showing police personnel carrying out a lathi charge on what was supposed to be a peaceful protest against the NEET-UG 2026 paper leak. The resulting altercation has left both demonstrators and security personnel injured. The protest continues at Jantar Mantar, with students demanding the resignation of Union Education Minister Dharmendra Pradhan.
Videos of plainclothes personnel trigger criticism
The brutal police action has drawn widespread criticism after multiple videos circulated on social media appeared to show men in civilian clothes carrying police lathis and using force against protesters. Other videos showed some uniformed personnel without visible name tags.

The visuals prompted questions over the identity of those involved in the crowd-control operation and whether plainclothes personnel were authorised to carry out policing duties.According to The Indian Express, Delhi Police Headquarters issued an internal message late Tuesday night directing all units to ensure that officers deployed at Jantar Mantar report only in police uniform and not in civilian attire.Delhi Police has not publicly responded to allegations specifically concerning plainclothes personnel using police batons.
Police say 'mild force' was used after barricades were breached
According to an internal report prepared by the New Delhi district police, officials maintained that "mild force" was used to restore order after protesters allegedly breached multiple security barricades.A police source told The Indian Express that authorities had erected three layers of barricades at Tolstoy Marg, Sansad Marg and near Transport Bhawan to prevent protesters from entering the high-security zone. The source said protesters allegedly broke through the first barricade at Tolstoy Marg around 10.30 am before breaching a second barricade on Sansad Marg. With only the barricade near Transport Bhawan left between the crowd and the high-security zone, security personnel used force to disperse the protesters, the source told the publication.Police said clashes were reported at four locations: Sansad Marg, the Rail Bhawan roundabout, Jantar Mantar and the Connaught Place Outer Circle-Janpath stretch.
Cockroach Janata Party questions role of plainclothes personnel
Following the clashes, the Cockroach Janata Party (CJP) questioned the role of the men seen in civilian clothes carrying lathis. In a post on social media, the party asked, "Who are these lathi-armed goons in plainclothes? Who have you hired to beat us up?"Delhi Police has been responding to several allegations made by protesters but has not publicly addressed the specific claim regarding men in plain clothes using police batons.

Is it legal for police to operate in plain clothes during crowd control?
The incident has also sparked debate over whether police personnel engaged in crowd-control duties should be identifiable. While certain policing functions such as intelligence gathering or undercover operations may require officers to conceal their identity, routine law-and-order operations are governed by statutory procedures and judicial principles.Public order is governed under Chapter XI of the Bharatiya Nagarik Suraksha Sanhita (BNSS), covering Sections 148 to 160. While the law does not expressly require police officers or armed personnel to display identification during crowd-control operations, legal experts argue that only a magistrate or a "police officer" has the statutory authority to order an unlawful assembly to disperse. Notably, the BNSS itself does not explicitly state whether officers must wear uniforms during law-and-order operations.
