Canada's major stock market is in the middle of a record-dry spell for initial public offerings or I.P.O.S, and it's unlikely to improve anytime soon. A Bloomberg report states that if nothing unexpected happens in the next few days, 2023 will be the first time since 1993 that less than two I.P.O.S debuted on the Toronto stock exchange.

Canada accuses China of targeting lawmakers, PM Trudeau via 'Spamouflage' campaign

Canada has increased its efforts to fortify its banking sector on Thursday, by offering loan guarantees to mitigate the impending impact of the global financial crisis, which is anticipated to push the country to the brink of recession. This measure aligns with similar multibillion-dollar programs adopted in the United States and Europe, aiming to restore confidence in lending markets after numerous bank failures, primarily linked to investments in distressed U.S. mortgages.

Finance Minister Jim Flaherty emphasised the government's commitment to preserving the competitiveness of Canadian financial institutions in global wholesale markets. Reuters quoted him as saying in a statement, “The government of Canada is acting today to ensure that financial institutions in this country are not put at a competitive disadvantage when raising funds in wholesale markets to lend to consumers and businesses.”

The global economic turbulence, which has rattled world markets and plummeted consumer confidence to historically low levels, is predicted to bring Canada's economy dangerously close to recession, according to the Bank of Canada. In its quarterly report, the central bank projected a 0.4 per cent contraction in the fourth quarter of this year and zero growth in the first quarter of 2009, meeting the technical criteria for a recession, which entails two consecutive quarters of economic decline.

Bank of Canada Governor Mark Carney emphasised that while the economic outlook was sluggish, he refrained from characterising it as recessionary. Finance Minister Flaherty expressed optimism that a recession could still be averted.

To counterbalance the challenges, a substantial depreciation of the Canadian dollar may help offset the decline in commodities markets, benefiting manufacturers. Furthermore, the cumulative reduction of the bank's key interest rate by 225 basis points since December of the previous year is expected to stimulate economic growth in the months to come, noted Carney. Canada's relatively robust housing and banking sectors have positioned the country more favourably compared to other developed economies.

Despite meagre annual growth rates of 0.6 percent for 2008 and 2009, the central bank anticipates a robust recovery in 2010, with a growth rate of 3.4 percent. Carney expressed confidence in this recovery, highlighting that it is milder compared to recoveries following previous crises.

According to Reuters, Finance Minister Flaherty reasserted his commitment to maintaining the country's 11th consecutive budget surplus for the current year. However, he cautioned that this might not be sustainable in the following years and did not rule out the possibility of providing additional economic stimulus, in addition to the previously announced tax cuts.

Global leaders are set to convene in Washington next month to address the deepening worldwide economic gloom, with European leaders calling for a comprehensive overhaul of global financial system regulations. The finance ministers of G20 nations will meet in Brazil before the Washington gathering, with Carney emphasising the need to establish a process for reforming the global financial system.

Canada's program to bolster bank lending will be initiated in early November and is expected to continue for at least six months, as disclosed by Flaherty. The hope is that the country's banks will not need to utilize the program. Reuters quoted Flaherty as saying, "There may be no take-up on this, and... the excellent result would be that it's not necessary, that the banks don't take it up." He clarified that the program would be offered on a commercial fee basis and was unlikely to entail fiscal costs.

The Canadian Bankers Association welcomed these new measures, highlighting that Canadian banks are financially sound and well-capitalised even without federal government loan insurance. Nancy Hughes Anthony, the President and CEO of the Canadian Bankers Association, affirmed the strength of Canada's banking institutions.

In addition to these actions, the Canadian government had recently announced a plan to purchase up to Canadian $25 billion in mortgage assets from Canadian banks to boost liquidity and stimulate lending to consumers and businesses. The government had already acquired C$5 billion in mortgages in the program's initial phase on October 16, with a second auction of C$7 billion held more recently.

While there have been signs of improvement in global and Canadian money markets over the past two weeks, Carney cautioned against premature relaxation, stating that it was not yet time to withdraw the extraordinary liquidity injections that the central bank had initiated.

Video: Trudeau booed over Israel-Hamas war while visiting mosque in Canada

The latest from the India-Canada diplomatic row Canada has accused India of violating international law as it withdrew its 41 diplomats from the country.

India rejects Canada's accusations that it violated international law

The United States and Britain on Friday (Oct 20) appealed to India not to push Canada for reducing its diplomatic presence in New Delhi and expressed their concern over the pull out of 41 diplomats by Ottawa amid the ongoing dispute over the killing of Khalistani terrorist and Canadian citizen Hardeep Singh Nijjar.

Canada had alleged that the Indian government was involved in the murder of Nijjar which took place in Vancouver in June. India has refuted the allegations.

"We are concerned by the departure of Canadian diplomats from India, in response to the Indian government's demand of Canada to significantly reduce its diplomatic presence in India," said US State Department spokesperson Matthew Miller.

"Resolving differences requires diplomats on the ground. We have urged the Indian government not to insist upon a reduction in Canada's diplomatic presence and to cooperate in the ongoing Canadian investigation. We expect India to uphold its obligations under the 1961 Vienna Convention on Diplomatic Relations, including with respect to privileges and immunities enjoyed by accredited members of Canada's diplomatic mission," the statement added.

Washington had earlier stated that it took the allegations of Canada seriously and had appealed to India to co-operate with Canada in investigating the killing of Nijjar. The analysts have suggested that the US and the UK do not wish to damage relations with India, which they see as a counterbalance to their rival Asian nation China.

However, the statements released by the US State Department and Britain's Foreign Office on Friday have so far been the most direct criticism made by them over New Delhi on the issue.

"We do not agree with the decisions taken by the Indian government that have resulted in a number of Canadian diplomats departing India," stated a spokesperson for Britain's Foreign Office.

Recently, Canada withdrew its 41 diplomats from India after Ottawa was asked by New Delhi to cut down its diplomatic presence following a row over Nijjar's killing. On Friday, Canada stated that it was suspending in-person operations at consulates in various cities of India for some time and said that there could be delays in visa processing.

Citing the Vienna Convention, Britain's Foreign Office said, "The unilateral removal of the privileges and immunities that provide for the safety and security of diplomats is not consistent with the principles or the effective functioning of the Vienna Convention."

Further speaking about the Indo-Canadian diaspora, he said, “It also has very real impacts on the millions of people who travel back and forth between India, as students, as family members, for weddings, for businesses, for the growing trade ties between our countries.”
US, UK support Canada amid row with India over curtailed diplomatic presence

Canada has once again made a poor diplomatic show as it chose to evade the most important question posed by a journalist amid the country's row with India over the killing of Khalistani terrorist Hardeep Singh Nijjar. During the interaction with the media, after Canada withdrew 41 of its diplomats from India, Foreign Minister Melanie Joly was asked a straightforward question. The question was whether Canada has shown the evidence to India which confirms that there is an Indian government hand behind the killing of the Khalistani terrorist Hardeep Singh Nijjar, as alleged by Ottawa.

Russia slaps genocide charges on Nazi veteran applauded in Canadian Parliament

Canada has once again made a poor diplomatic show as it chose to evade the most important question posed by a journalist amid the country's row with India over the killing of Khalistani terrorist Hardeep Singh Nijjar. During the interaction with the media, after Canada withdrew 41 of its diplomats from India, Foreign Minister Melanie Joly was asked a straightforward question. The question was whether Canada has shown the evidence to India which confirms that there is an Indian government hand behind the killing of the Khalistani terrorist Hardeep Singh Nijjar, as alleged by Ottawa.

After the question was fired by the journalist, the Canadian minister looked like she was at a loss for words and had no direct answer.

India has already asked Canada to give it the evidence to support its contentious claims, but Ottawa has so far come up with nothing but the same rhetoric.

While navigating through her stammering and fumbling, Joly said that Canada first raised the issue with India, and then only the Prime Minister Justin Trudeau chose to bring it to the Parliament.

She said that there were different conversations held with India and that allegations leveled by Trudeau were not a surprise. Joly's response seemed like a clear digression from addressing the issue clearly and head-on.

Later, when the media person pressed on, Joly once more dodged the question and continued saying that Indian officials were made aware of the "credible allegations" and based on that India has decided to take their own decisions.

Upon listening to Joly dilly-dallying for about a minute and not responding to the posed question, the reporter while thanking Joly also asserted that she did not answer what was asked. At this point, the Canadian FM looked a bit irate and asserted that she did address the question and that "links and information" were shared.

'Parity not violation of international norms': India hits back at Canada, says it upholds Vienna Convention

Hardeep Singh Nijjar murder row intensifies: 41 Canada diplomats leave India in last 24 hours | WION

A team of scientists collected fish samples from the port town near Japan’s crippled Fukushima nuclear power plant on Thursday (Oct 19) for the first time since the release of treated radioactive wastewater into the sea.

This comes as scientists from China, South Korea and Canada have sought to assess the impact of the plant’s recent release of treated radioactive water into the sea which began in August.

The move has since drawn criticism from Beijing and prompted the country to ban all imports of marine products from Tokyo over food safety fears.

About the samples collected

The marine samples were collected in the presence of an International Atomic Energy Agency (IAEA) team while scientists from three countries observed the delivery fresh off the boat at Hisanohama port, about 50 kilometres south of the plant which was destroyed in 2011 following an earthquake and tsunami.

The IAEA team is in the midst of an eight-day visit, during which they also inspected the collection and processing of seawater and marine sediment near the plant. The UN nuclear watchdog has said that the samples will be sent to laboratories in each country for independent testing.

“The Japanese government has requested that we do this and one of the reasons they want us to do this is to try and strengthen confidence in the data that Japan is producing,” said Paul McGinnity, an IAEA marine radiology scientist overseeing the survey.

IAEA selected six species of fish – olive flounder, crimson sea bream, redwing searobin, Japanese jack mackerel, silver croaker and vermiculated puffer fish – because they are known to have higher levels of radioactivity than other species, said McGinnity, attributing this to the areas in which the fishes tend to move around in.

The fish will now be shipped to a Fisheries Agency laboratory in Chiba, near Tokyo where scientists from the UN nuclear watchdog will also examine them. “I can say that we don’t expect to see any change starting in the fish,” said the IAEA scientist.

However, he did note a small rise in levels of tritium, which cannot be removed from the Fukushima wastewater by the plant’s treatment system and may be detected in locations close to the discharge points, but otherwise, the levels of radioactivity are expected to be similar to those measured before the discharge last year.

Fukushima water release

On August 24, Fukushima Daiichi started releasing treated wastewater into the sea after more than a million metric tons of water, which is enough to fill 500 Olympic-sized swimming pools, was contaminated from contact with fuel rods at the reactor following the 2011 disaster.

While the IAEA has reviewed the safety of the wastewater release, which will be done in instalments, and said it would have negligible impact on the environment, marine life and human health, not everyone was convinced, prompting hundreds of people in Japan as well as South Korea to take to the streets in protest back in August.

While the IAEA has reviewed the safety of the wastewater release, which will be done in instalments, and said it would have negligible impact on the environment, marine life and human health, not everyone was convinced, prompting hundreds of people in Japan as well as South Korea to take to the streets in protest back in August. Canadian Speaker Raymonde Gagne skips G20 Parliamentary Speakers' Summit amid India-Canada row

Disputing Prime Minister Justin Trudeau’s actions, Canadian Foreign Minister Mélanie Joly has emphasised that “diplomacy is always better when conversations remain private.”
