British Prime Minister Boris Johnson said that it would be months before almost vulnerable people received vaccines. The bulk of the jabs will be given between January and April of 2021.

British Prime Minister Boris Johnson on Wednesday said that COVID-19 vaccines should be voluntary, adding that the country will not make the vaccines mandatory.

Johnson added that he urges people to take the vaccine, but that it is not a part of “our culture or our ambition in this country to make vaccines mandatory”.

“That’s not how we do things”, he said.

On Wednesday, Britain became the world’s first to approve Pfizer-BioNTech’s vaccine for COVID-19, which is set to be rolled out starting next week.

"The government has today accepted the recommendation from the independent Medicines and Healthcare products Regulatory Agency (MHRA) to approve Pfizer-BioNTech's Covid-19 vaccine for use," the British department of health said in a statement.

"The vaccine will be made available across the UK from next week," the statement added.

People working in care home residents, along with health care workers and residents will be prioritised for the shot. Responding to the approval, Pfizer announced that Britain’s authorisation for emergency use is historic in the fight against coronavirus.

After the United Kingdom approved an emergency authorisation request for the general use of COVID-19 vaccine developed by Pfizer and BioNTech, the drug regulator of the European Union claimed that a longer process to ascertain the safety of vaccines is required.

'Not how we do things': British PM Boris Johnson on rumours of compulsory vaccination

British Prime Minister Boris Johnson urged lawmakers to support his new system of regional coronavirus restrictions on Tuesday, arguing in the face of criticism from his party that the system was needed to keep the virus under control.

More than 40% of people in England will be subject to the toughest tier of restrictions on their daily life from Wednesday, when the government shifts to a region-by-region approach after a month of national lockdown, with just 1% in the lowest band.

"With the spread of the epidemic varying across the country, there remains a compelling ... case for regional tiers in England," Johnson told parliament, batting away criticism from several unhappy lawmakers.

"All we need to do now is to hold our nerve until these vaccines are indeed in our grasp and indeed being injected into our arms... let`s work together to control the virus."

The tiered system has ignited a rebellion in Johnson`s Conservative Party, with as many as 80 of the 364 elected Conservatives already criticising the plan as draconian, badly implemented or based on insufficient evidence.

The measures will be approved by a vote in parliament later on Tuesday despite the anticipated rebellion because the main opposition Labour Party has chosen to abstain rather than vote against the government.

DOS AND DON`TS

The new system dictates what citizens can and can`t do and, while it is less strict than the two nationwide lockdowns England has endured this year, it is still a restriction of social and commercial freedoms previously unheard of outside wartime.

Shops and schools will stay open in all tiers, but in the top tier pubs and restaurants will be closed except for takeaway services.

Travelling to or from top tier regions is not allowed and mixing indoors with other households is banned in the top two tiers. The government estimates 23 million people will be in the toughest tier and 32 million in the middle tier - together accounting for just under 99% of England`s population.

Scotland, Wales and Northern Ireland all implement their own restrictions set by their devolved governments.

REBELLION BREWING

Johnson responded to members of his party who raised complaints about the allocation of their regions into tiers by acknowledging the difficulty they would cause and promising decisions would be reviewed every two weeks.

"The government will look at how we can reflect as closely as possible the reality of what is happening on the ground," he said.

He also announced a one-off payment of 1,000 pounds ($1,335) to pubs that would be unable to reopen under the new rules, seeking to address one of the most acutely affected industries.

The rebellion - due at a vote around 1900 GMT - will underscore how Johnson`s handling of the pandemic has weakened his grip on the ruling Conservatives since they secured a landslide election win a year ago.

Last month Johnson sought to reset his relationship with rank and file Conservative lawmakers, replacing his most senior adviser Dominic Cummings - whom many Conservatives distrusted - with a more conventional appointment.

UK's Johnson urges lawmakers to back regional COVID-19 restrictions

Locals of the UK may not have been entirely happy with their Prime Minister's decision of imposing a second lockdown, but a recent study has revealed that the lockdown helped reduce the coronavirus infections by 30 per cent.

A study of more than 100,000 volunteers proved that the month-long lockdown has helped contain the spread of the coronavirus since November 05. This study was conducted by Imperial College London and Ipsos MORI.

The infections fell to 30 per cent 96 people per 10,000 infected between November 13 and 24. The last observations which were were made between October 16 and November 02 showed 130 infections per 10,000 people.

"The findings show cases were rising as the country entered lockdown, but this was followed by a decrease as national measures successfully lowered infection rates across the country," a statement issued by the health department said.

In this study, the reproductive number of the virus was estimated at 0.88, which led to finding that the infections were shrinking by 0 to 2 per cent on a daily basis.

However, the decrease in infections does not guarantee complete removal of the virus from the country, officials have warned. The Boris Johnson-led government is urging people to stay indoors as much as possible and step out only with face masks. The country will be entering the regional lockdown phase once again from December 02. Johnson has been criticised for his tier-lockdown approach and locals have been taking to streets to protest against the possibility of lockdown during the Christmas season.

Since the findings of a decline in COVID infections, people have been demanding the removal of the lockdown, especially for the month of December. however, Johnson administration has not commented or hinted towards any such possibility. He is facing criticism for his lockdown ideas which are being termed as an unnecessary infringement on civil liberties.

Scottish leader Nicola Sturgeon on Thursday warned the United Kingdom that she wants the second referendum "in the earlier part" of the next Scottish parliament, which begins next year.

Sturgeon said the UK government's current opposition to the independence referendum, indyref2, that could wrench it apart after Brexit, was ''unsustainable''.

If there was another referendum and if Scots voted out, it would mark the biggest shock to the United Kingdom since Irish independence a century ago - just as London grapples with the impact of Brexit.

"The referendum for a whole variety of reasons should be in the earlier part of the next parliament," Scottish First Minister Sturgeon told the BBC.

Scots voted 55-45 percent against independence in a 2014 referendum but both Brexit and the British government's handling of the COVID-19 crisis have bolstered support for independence among Scots.

The past 14 opinion surveys have shown that Scots support independence. Those surveys show support ranging from 51-59% though views on independence have been volatile over previous years with most polls in 2017-2019 showing Scots opposed to breaking up the United Kingdom.

Sturgeon's Scottish National Party (SNP) is expected to perform strongly in elections to the Scottish parliament in May. The SNP will argue that winning that election would be a mandate for another independence referendum.

But if Sturgeon wins the May 6 Scottish election, Johnson will have a difficult choice: refuse a referendum and thus allow Scottish discontent to simmer or allow a referendum which could break apart the union he says is so dear to him and his party.

The bonds holding the United Kingdom together have been severely strained over the last five years by Brexit and the government’s handling of the COVID-19 pandemic, and 14 recent polls have shown a majority of Scots now support independence.

In a video call on Friday with northern English lawmakers from his Conservative Party, Johnson said that devolution, introduced by Tony Blair had been the former prime minister’s “biggest mistake” and “a disaster”, media reported.

Boris Johnson says devolving powers to Scotland was 'a disaster'; faces criticism

British Prime Minister Boris Johnson appointed Dan Rosenfield, a business consultant and former treasury official, as his new chief of staff on Thursday.

Dan Rosenfield will formally take over the prime minister's office on January 1, according to a Downing Street statement, potentially handing him a poisoned chalice as Britain quits a post-Brexit transition period out of the European Union.

Since 2016, Rosenfield has been global head of corporate clients for Hakluyt, a London-based strategic advisory firm that was founded by former operatives of Britain's foreign intelligence agency, MI6.

Johnson is reshaping his senior team of advisers following the dramatic departure of Dominic Cummings earlier this month.

Cummings was seen as the driving force behind Johnson's strategy on Brexit and most other policies, and his exit has been billed as a chance for a 'reset' for the British leader.

Innocence is something we may fast be losing in this connected, digital world. But there is hope. Not everything has become mechanical. An 8-year-old boy in the UK, Monti, was concerned about Santa Claus contracting coronavirus. He did not just wonder, he took action and wrote a letter to UK PM Boris Johnson and urged him to take steps to ensure Santa's safety.

Here's what he has written.

'Dear Mr Johnson

I am 8 years old and was wondering if you and the government thought about Santa coming this Christmas. If we leave hand sanitiser by the cookies will he come? or will he wash his hands. I understand you are very busy but can you and the scientists please talk about this?'

It's easy to conjure an image of Monti truly being worried about Santa's health and writing directly to the country's premier.

Johnson gave a reply and thanked Monti for raising an 'important question'. Johnson assured him that despite coronavirus pandemic, Santa Claus will be able to deliver presents this year.

'Dear Mr Johnson I am 8 years old and was wondering if you and the government thought about Santa coming this Christmas. If we leave hand sanitiser by the cookies will he come? or will he wash his hands. I understand you are very busy but can you and the scientists please talk about this?' It's easy to conjure an image of Monti truly being worried about Santa's health and writing directly to the country's premier. Johnson gave a reply and thanked Monti for raising an 'important question'. Johnson assured him that despite coronavirus pandemic, Santa Claus will be able to deliver presents this year. "I have put a call to the North Pole and I can tell you Father Christmas is ready and raring to go, as are Rudolph and all the other reindeer," reads Johnson's reply. Will Santa use hand sanitiser? Worried 8-year-old writes to UK PM Boris Johnson

Britain President Boris Johnson has announced new measures which bring back regional approach to tackle COVID-19. Fresh measure has to be taken to open business where infection rate is low. Boris Johnson has said that government will not force anyone to get vaccinated.

Britain Government will not force anyone to get vaccinated

UK Prime Minister Boris Johnson on Monday said the "escape route" from the novel coronavirus is visible, saying that the strict measures would not continue beyond December 2.

"The breakthroughs in treatment, in testing vaccines, mean that the scientific cavalry is now in sight," the British PM told parliament.

"We know in our hearts that next year we will succeed. By the spring these advances should reduce the need for the restrictions we've endured in 2020.

"We have turned a corner and the escape route is in sight," Johnson said, but added that "Christmas cannot be normal and there's a long road to spring".

He said that England would once again see a tiered system of restrictions once the current lockdown expires on December 2.

Several strict restrictions will be lifted that will once again allow people to leave their homes for anything and religious events and some leisure activities will be permitted.

Up to 4,000 people will be allowed to enter sports stadiums and live concerts in low-risk regions in England.

Boris Johnson says 'escape route' from coronavirus 'in sight'

Britain's Finance Minister Rishi Sunak on Sunday ruled out the possibility of a 'normal' Christmas as the government prepares for tighter restrictions amid worsening coronavirus crisis.

"Frustrating as it is for all of us, Christmas is not going to be normal this year," Sunak told Sky's Sophie Ridge on Sunday, as quoted by news agency Reuters.

Every Friday for the past two months, Peter Krykant has parked his white van on Parnie Street in central Glasgow, Scotland, around the corner from a games shop and several art galleries, and waited for people to come by and inject illegal drugs.

Inside the van are two seats and two tables, each with a stainless steel tray and hypodermic needles as well as several biohazard trash cans. The van is also equipped with naloxone, the medication used to reverse an opioid overdose, and a defibrillator. (There are COVID-19 safety precautions, too: hand sanitizer and a box of masks.)

Krykant usually opens the van by 10 a.m., and on this particular day three people were already waiting to get inside. This was something of a surprise, since Scottish police had charged him with obstruction the week before when he refused to open the vehicle to officers, knowing several people were inside taking drugs. He wasn’t sure anyone would come back after that scare.

Scotland is in the midst of its worst drug crisis on record and one of the worst in the world. The country has tallied five straight years of record-setting drug-related deaths and now holds a per capita death rate three times higher than anywhere else in Europe.

Overdoses are more common in Scotland, by some measures, than even the United States. In 2018, Scotland had nearly 20 drug-related deaths per 100,000 people, compared with 18 deaths in the United States and around five in Ireland, Finland and Sweden.

Krykant is adamant that drug consumption rooms will help slow the rate of overdose deaths in Scotland by allowing drug users to inject under supervision and with naloxone on hand.

Krykant chats easily with several men waiting to be let inside. He asks them what type of drug they’ll be injecting, writes it down and then opens the sliding back door.

Also read| UK to unveil 'largest military investment' in three decades

In addition to Krykant, at least one other trained volunteer is on duty; they take turns watching for police and checking on the people inside.

Krykant, a former addict himself, said he had “learned very quickly that harm reduction is the most fundamental thing.”

“People don’t get any more opportunities after they’re dead,” he said.

Drug consumption rooms are facilities that legally allow people to take illicit drugs under the supervision of trained professionals in a sterile environment and with clean equipment. They have been shown to reduce overdose deaths and blood-borne viruses like HIV, decrease public injecting and more quickly connect people to treatment services.

“In all recorded injections that have taken place in these spaces across the world, there has not been one recorded death,” said Andrew McAuley, a public health professor at Glasgow Caledonian University.

The first legal facility opened in Switzerland in the mid-1980s, and over the last three decades they have been established across Europe, Canada and Australia — around 200 in all.

Despite their effectiveness and Scotland’s increasingly dire drug problem, they remain illegal throughout Britain.

The Scottish government has expressed its support, but Westminster has not budged. “We have no plans to introduce drug consumption rooms, and anyone running them would be committing a range of offenses,” a spokesperson for the British Home Office said in a statement.

But Krykant thinks blaming Westminster is an easy out.

“All we’ve been hearing is that it’s the U.K. government’s fault,” he said. “We could have drug consumption rooms in Scotland right now if there was political will.”

With Scotland in control of its own health care and policing — a system known as devolution — Krykant and other drug policy advocates argue that the Lord Advocate, Scotland’s chief public prosecutor, could provide legal cover in the form of a “letter of comfort” stating that drug consumption rooms could operate without fear of criminal prosecution. (The Lord Advocate provided similar guidance this spring for naloxone.)

But he has so far declined to do this, saying the facilities require a legal solution that addresses civil liability and the full range of exemptions from criminal law.

To date, police have not shut down the van, nor have they made any arrests. In a statement, they seemed to suggest they would leave well enough alone — for now, at least.

“The establishment of any form of safe consumption location contravenes the U.K. Misuse of Drugs Act 1971,” an assistant chief constable of Police Scotland, Gary Ritchie, said in a statement. “Any attempt to circumvent the law, as it stands, by providing an unregulated and unlicensed facility may expose already vulnerable people to more risk and harm.”

For Krykant, the goal of the van is to challenge drug policy more than to curb Scotland’s soaring drug deaths.

“We may keep people alive, but this has always been about a push for an official establishment,” he said. “We can’t provide a service for hundreds of people from the back of one transit van.”

Krykant grew up in Falkirk, about 20 miles from Glasgow, and said he was taking drugs on a daily basis by the time he was 11 years old. By 17, he was injecting heroin, and a few years later found himself in Birmingham, England, living on the street and begging for money to fuel his drug habit.

He was eventually approached by an outreach team in Birmingham and offered a chance to enter a residential treatment program. “I grabbed my bag and enough drugs to take on the train and got myself there,” he said.

After that, he moved to Brighton in southern England and completed another program, and has been clean now for two decades. He returned to Falkirk in 2013 with his family and started working in drug recovery services.

In February, he attended a conference sponsored by the Scottish government and heard about the promise of drug consumption rooms. He was intrigued. A few weeks later he traveled to Copenhagen and met with the people who opened Denmark’s first mobile site in 2011. Less than a year later, the Danish Parliament legalized supervised injection facilities.

“I took my inspiration from what happened there,” he said. “They quickly got the legal framework and now have the world’s largest safe-consumption facility.”

He traveled back to Scotland and decided to do the same.

He invested 500 pounds, or about $650, of his own money and crowdfunded the remaining 2,400 pounds to purchase the well-traveled van and outfit it with the necessary equipment. On Aug. 31 — International Overdose Awareness Day — he drove it to Parnie Street for the first time.

Krykant chose the van’s parking spot carefully. Within a 30-second walk is an alleyway where drug users publicly inject. It is filled with discarded needles, slivers of foil and small spoons.

James Muir, 34, said that when the van was not there, he usually injected in alleys like the one nearby or in parking lots around Glasgow. He said he had been to the van about three or four times now, adding, “I think it’s really good.”

Asked if he was worried about the possibility of police showing up and arresting him over drug possession, “the guy reassured me he locks the van,” Muir said, referring to Krykant. “I trust him.”

Britain is the hardest-hit country in Europe hit with the virus with over 1.45 million COVID-19 cases and over 53,800 deaths. Amid the rise in cases, the Boris Johnson government imposed stringent lockdown measures.

The UK government had earlier announced that daily testing capacity was set to more than double early next year with the opening of two new "megalabs". Europe has become the epicentre of the virus amid a surging second wave with over 15,046,656 reported infections and 344,401 deaths due to the virus.

According to reports, Europe now accounts for 26 per cent of global COVID-19 cases and 25 per cent of fatalities. France surpassed Russia to become the fourth largest infected country with over 2 million cases with Spain registering over 1.5 million cases.

Italy accounts for 1.3 million cases as Europe struggles to combat the virus. Both Italy and France have witnessed over 47,000 deaths due to the virus with over 42,000 dieing in Spain.

Britain hopes for 'normal Christmas' as coronavirus cases surge in Europe

Prime Minister Boris Johnson will on Thursday unveil what is being billed as Britain's biggest programme of investment in the armed forces since the end of the Cold War.

In a speech to lawmakers in parliament, Johnson will announce an extra £16.5 billion ($22 billion, 18.5 billion euros) in funding over the next four years.

It follows the ruling Conservatives' commitment in their election manifesto last year to increase defence spending by 0.5 per cent above inflation until 2025.

Johnson's Downing Street office said the cash boost would "cement the UK's position as the largest defence spender in Europe and the second largest in NATO".

It comes despite Britain's economy suffering a historic downturn this year due to the coronavirus crisis, which has seen the government spend unprecedented sums to support people and businesses.

"I have taken this decision in the teeth of the pandemic because the defence of the realm must come first," Johnson said in remarks released ahead of his speech.

"The international situation is more perilous and more intensely competitive than at any time since the Cold War and Britain must be true to our history and stand alongside our allies."

He added the new funding was "our chance to end the era of retreat" and that it would be used to "upgrade our capabilities across the board".

'Threats'

Britain's increase in military spending, which will total £24.1 billion ($31.8 billion, 26.9 billion euros) over four years, comes at a pivotal moment for the country.

After formally leaving the European Union in January, it will end the 11-month Brexit transition period at the end of the year and begin a new era in international trade and relations.

Meanwhile US President-elect Joe Biden will take power in late January, with trans-Atlantic allies hoping that marks a more stable period for NATO after the tumult of the Trump years.

Newly appointed United States acting defense secretary Christopher Miller hailed the move Wednesday evening.

"The UK is our most stalwart and capable ally, and this increase in spending is indicative of their commitment to NATO and our shared security," he said in a statement. "With this increase, the UK military will continue to be one of the finest fighting forces in the world."

Increased UK military investments will target "cutting-edge technology", including cyber and space capabilities, while also addressing "weaknesses in our defence arsenal", Downing Street said.

Johnson will announce a new agency dedicated to Artificial Intelligence, the creation of a National Cyber Force and a new "Space Command", capable of launching its first rocket by 2022, it added.

Also read| UK Prime Minister Boris Johnson to ban petrol and diesel cars from 2030 Johnson's Downing Street office said the cash boost would "cement the UK's position as the largest defence spender in Europe and the second largest in NATO". "The international situation is more perilous and more intensely competitive than at any time since the Cold War and Britain must be true to our history and stand alongside our allies." Also read| Boris Johnson says devolving powers to Scotland was 'a disaster'; faces criticism He added the new funding was "our chance to end the era of retreat" and that it would be used to "upgrade our capabilities across the board". 'Threats' Britain's increase in military spending, which will total £24.1 billion ($31.8 billion, 26.9 billion euros) over four years, comes at a pivotal moment for the country. After formally leaving the European Union in January, it will end the 11-month Brexit transition period at the end of the year and begin a new era in international trade and relations. Also read| UK PM Boris Johnson tells ministers that Brexit deal with EU remains uncertain Meanwhile US President-elect Joe Biden will take power in late January, with trans-Atlantic allies hoping that marks a more stable period for NATO after the tumult of the Trump years. Newly appointed United States acting defense secretary Christopher Miller hailed the move Wednesday evening. "The UK is our most stalwart and capable ally, and this increase in spending is indicative of their commitment to NATO and our shared security," he said in a statement. "With this increase, the UK military will continue to be one of the finest fighting forces in the world." Increased UK military investments will target "cutting-edge technology", including cyber and space capabilities, while also addressing "weaknesses in our defence arsenal", Downing Street said. Johnson will announce a new agency dedicated to Artificial Intelligence, the creation of a National Cyber Force and a new "Space Command", capable of launching its first rocket by 2022, it added. Meanwhile, after a boost of £1.5 billion ($1.9 billion, 1.6 billion euros), nearly £6 billion ($7.9 billion, 6.7 billion euros) will be spent on military research and development, including on upgrading aerial warfare systems. United Kingdom Prime Minister Boris Johnson on Tuesday warned his top minister that the envisioned trade agreement with the European Union remained uncertain. He, however added that Britain would thrive with or without a deal.

Only six weeks are left for the transitional arrangement between the UK and EU to expire. Currently, both the sides are urging each other to change their positions to enable a deal which would govern $1 trillion in annual trade.

Even though both sides say progress has been made, but it ins unclear what trade offs have been made in the last round of talks.

Even now, both the sides disagree on fair competition and fisheries.

During a cabinet meeting, Johnson said his position remains unchanged, that he wanted a deal but not at “the cost of our core principles around sovereignty and control over our laws, borders, money and our fish”, according to his spokesperson.

“We are working hard to find solutions which fully respect UK sovereignty, but it is far from certain that an agreement will prove possible and time is now very short”, the spokesperson added.

European Union diplomats warned Britain on Monday that time was fast running out for a Brexit deal, and that it may already be too late to ratify one, as negotiators in Brussels began a last-ditch attempt to avoid a tumultuous exit at the end of December.

The EU's chief negotiator Michel Barnier and his UK counterpart David Frost are in Brussels in hopes of securing an agreement after eight months of talks.

The clock is ticking towards December 31 when a post-Brexit transition phase ends and the UK and Europe will need a trade deal to govern ties or face economic chaos.

Britain, which left the EU in January, called on the EU to show "more realism" if there was to be more progress in the coming days.

Ireland, the EU nation most exposed to Brexit, said there were just days, or possibly weeks, left to find a way to unlock trade talks, while a senior EU official said there may no longer be time to put any trade deal agreed into force.

A deal is needed early enough before that date to allow the ratification by European Parliament, which meets for the last time on December 16.

Britain said there had been some progress and that the two sides had common draft treaty texts, though significant elements were yet to be agreed.

Officials on both sides of the talks say negotiators are waiting for the opposite side to make a big move on the tough issues that have stymied the talks since the start.

For the UK, the EU must rescind its hopes of keeping permanent wide access to British waters for European fishermen.

The EU meanwhile is still waiting for London to lay down guarantees for fair competition on matters such as the environment, health, and state aid.

"We are very strict on our conditions. They are acceptable," said Thierry Breton, France's representative to the European Commission that is spearheading the talks for the EU.

If Prime Minister Boris Johnson "respects them, there will be a deal. If he does not respect them, there will be no deal," Breton told French broadcaster LCI.

The talks entered this most crucial phase as a cabinet crisis embroiled the Johnson government, which is also fighting the second wave of the coronavirus pandemic.

An EU leaders video call on Thursday to discuss the pandemic was considered as a de facto deadline, though the likelihood of a full-fledged deal by then seemed increasingly unlikely.

British Prime Minister Boris Johnson has been self-isolating after someone he was in contact with tested positive for the coronavirus.

"He will carry on working from Downing Street, including on leading the Government's response to the coronavirus pandemic," a Downing Street spokesman said on Sunday.

Johnson's self-isolation risks upsetting a busy week as the UK enters its third week of reimposed restrictions and the PM was due to chair a series of key Covid-19 meetings.

The prime minister was informed that he should self-isolate after being contacted by the country's Test and Trace scheme.

Johnson was hospitalised with the coronavirus in April. This time around, "the PM is well and does not have any symptoms of Covid-19", the spokesman said.

Johnson's confinement comes as negotiations with the European Union over Brexit enter a decisive final sprint.

The UK National Health Service rules state individuals should isolate for 14 days.

It is also being reported that Johnson intends to address the country during his confinement.

The announcement came after Johnson met a small group of MPs at Downing Street on Thursday for around 35 minutes, including one who subsequently developed symptoms of Covid-19 and has now tested positive.

In Britain, the renewed stay-at-home restrictions and business closures came into force earlier this month and have been met with scepticism that they can halt the worst death toll from the virus in Europe.

The UK remains hard hit, recording more than 50,000 deaths linked to the coronavirus from over 1.3 million positive cases.

In Diwali message, UK PM Boris Johnson expresses gratitude for British Indians

British Prime Minister Boris Johnson's chief adviser Dominic Cummings is poised to quit by the end of the year, the BBC said, as a power struggle at the heart of government became public this week.

Cummings, a controversial figure and one of the architects of the 2016 Brexit campaign, told the BBC late Thursday recent speculation that he was threatening to resign were "invented".

But he reiterated comments made in a blogpost in January that he planned to make himself "largely redundant" within a year.

"My position hasn't changed since my January blog," Cummings told the British broadcaster.

The BBC quoted a senior source in Johnson's Downing Street office as saying the divisive top aide would leave his job by Christmas.

Cummings' reported imminent departure will coincide with the end of the Brexit transition period, with the country set to embark on life outside of European Union rules and regulations on January 1.

"He'll be missed but then again, we'll be moving into a different phase," Transport Secretary Grant Shapps told Sky News on Friday.

"In any government you require things to shake things up and come along with ideas, he's actually been that person," he added.

"I've enjoyed working with him, we haven't always agreed over everything, that's how it should be."

The news comes just a day after the resignation of Johnson's communications director Lee Cain, a close ally of Cummings who also worked on the "Leave" side of the 2016 referendum on EU membership.

- Backlash over trip -

Cain had been offered the post of Johnson's chief of staff but a subsequent backlash among some Conservatives and within the prime minister's inner circle instead led to him resigning.

Far less high-profile than Cummings, he will leave his post at the end of the year.

Cummings is a highly controversial figure best known for a scandal earlier this year when he made a cross-country journey during the coronavirus lockdown.

His actions prompted a furious public and political backlash, with the government's strict rules to curb the pandemic prohibiting leaving home except for exceptional reasons, but he refused to resign.

The top aide, who suffered from Covid-19 symptoms at the time while his wife had contracted the virus, claimed he had needed to make the journey to ensure he had childcare options for his four-year-old son.

An enigmatic figure with an unconventional dress style and combative approach to politics, Cummings has endeared himself to a segment of Britons who have developed a distaste for the ruling elite.

His role in spearheading the Brexit campaign was made into a TV film that further fed the mystique surrounding him.

But his reportedly controlling style and frequent clashes with colleagues are said to have led to significant tensions within Johnson's government, which has been increasingly faltering under the pressure of the pandemic.

Guarantee fundamental rights to all citizens: UK Prime Minister to Pakistan

LONDON — At least he wasn’t left waiting by the phone.

British officials expressed relief that Prime Minister Boris Johnson was included in President-elect Joe Biden’s first round of calls with foreign leaders Tuesday, along with Chancellor Angela Merkel of Germany, President Emmanuel Macron of France and Prime Minister Micheal Martin of Ireland.

Some worried that Johnson’s ideological kinship with President Donald Trump and his backing of Brexit, which Biden had opposed, would put him at the back of the queue, as President Barack Obama once warned Britain if it voted to leave the European Union.

But the inclusion of pint-size Ireland on the list was at least as telling as Britain’s, a red flag to diplomats that Brexit could still get in the way of the country’s cherished special relationship with United States.

Biden spoke to Martin right after Johnson, according to Irish officials. He delivered the same message to both men — that he “reaffirmed his support for the Good Friday Agreement in Northern Ireland,” according to a statement issued by the Biden transition office.

Downing Street made no mention of Northern Ireland in its account of the call, preferring to focus on how Johnson and Biden pledged to cooperate on “shared priorities, from tackling climate change, to promoting democracy and building back better from the coronavirus pandemic.”

The Good Friday Agreement, brokered in 1998 under President Bill Clinton, ended decades of sectarian violence in Northern Ireland. It has become a potential source of conflict between Biden and Johnson because Britain’s trade negotiations with the EU could put the accord in jeopardy.

“It’s really quite pointed and deliberate that Biden raised the Good Friday Agreement with Johnson,” said Bobby McDonagh, a former Irish ambassador to Britain. “The British do not like it in general when American presidents raise Ireland with them, going back to Thatcher and Reagan.”

Biden, who speaks often of his Irish roots, warned Johnson during the campaign not to take any steps that would undermine the accord. That came after the Johnson government introduced legislation to rewrite parts of its Withdrawal Agreement with the EU that address Northern Ireland. The revisions, critics say, could lead to the resurrection of a hard border across Ireland.

Downing Street contends that the legislation, known as the Internal Market Bill, is meant to ensure that trade flows freely between Britain and Northern Ireland and is merely a safety net in case there is no trade deal. If Johnson does strike one, he could always remove the offending language.

By all accounts, Biden and Johnson did not get into the weeds in their 20-minute exchange. The two have never met, and the prime minister carries some baggage. He alienated people in Obama’s circle by once referring to “the part-Kenyan president’s ancestral dislike of the British Empire.”

This time, Johnson seemed determined to get off on the right foot. He invited Biden to attend a climate change conference in Glasgow next November and hailed Vice President-elect Kamala Harris for her “historic achievement.” And it was noteworthy that he invoked the slogan “building back better,” one used by both the Biden campaign and his government.

The Irish were evidently less nervous about a call to Martin. His office tweeted that he had a “very positive” conversation with Biden, then abruptly deleted it — he had not yet spoken to the president-elect.

For many in Britain, it was enough that Johnson remained near the top of the incoming U.S. president’s call sheet. British newspapers crowed that Biden spoke to Johnson before Merkel or Macron, though Biden officials declined to clarify the order of the calls.

Either way, it was a better showing than four years ago, when British diplomats were chagrined to learn that President-elect Donald Trump had taken calls from President Recep Tayyip Erdogan of Turkey and President Abdel-Fattah el-Sissi of Egypt before one from Prime Minister Theresa May.

Even Australia’s prime minister, Malcolm Turnbull, got through, thanks to a private number for Trump that he got from golfer Greg Norman. (That turned out to be a mixed blessing: In another call a month later, the new president heatedly rejected an Obama-era deal to take refugees from Australia, and eventually hung up on the prime minister.)

Kim Darroch, the former British ambassador to the United States, finally connected his boss to Trump by tracking down the president-elect through his secretary at Trump Tower. It was an off-the-wall experience that has little in common with Biden’s meticulously choreographed outreach to foreign leaders.

“It was a helpful signal for the British that Johnson was in the batch of the first four Europeans, and, I assume, quite a big relief for Downing Street,” Darroch said. “As expected, the Biden team are a whole lot more organized about this than Trump. You didn’t find Erdogan and Sissi getting the first two calls.”

During the virtual roundtable conference, Johnson assured his commitment to the coronavirus vaccine. However, no final news was passed about Pfizer vaccine, which hasn't been approved yet. Meanwhile, local reports have claimed that the UK's National Health Service (NHS) will be ready to start vaccinating people from December or January. This claim was not substantiated by the Johnson administration, though.

In the conference, Johnson also assured that his administration will be using UK's G7 presidency next year to bring in a global health plan with expertise from the Bill and Melinda Gates Foundation, and partnership with Wellcome Trust. This plan is being laid out to prevent such massive outcry and loss of lives if any other pandemic strikes the world again.

As of now, a strategy has been unveiled by the Gates Foundation at the UN General Assembly in September. UK Prime Minister Boris Johnson meets Bill Gates to discuss COVID-19 vaccine

British Prime Minister Boris Johnson said he spoke to U.S. President-elect Joe Biden on Tuesday (November 10) about working together on tackling climate change and recovering from the COVID-19 pandemic.

UK PM Johnson speaks to Biden, discusses COVID-19 and climate change

Prime Minister Boris Johnson suffered a heavy defeat in parliament`s upper chamber on Monday over proposed laws which would allow him to breach Britain`s EU exit treaty - a plan that has been criticised by U.S. president elect Joe Biden.

The Internal Market Bill is designed to protect trade between Britain`s four nations after Brexit. It contains clauses ministers say are needed to protect Northern Ireland`s delicate status as part of the United Kingdom, but would also break international law in a "specific and limited" way.

The House of Lords voted to strip those clauses from the bill in a series of defeats for the ruling Conservative Party. The government does not have a majority in the Lords and even some high-profile Conservative members opposed the clauses.

"The government should see sense, accept the removal of these offending clauses, and start to rebuild our international reputation," said Angela Smith, the opposition Labour Party’s leader in the Lords.

Far from backing down, however, the government said it would retable the contentious clauses when the bill returns to the House of Commons, where it had previously passed by 340 votes to 256.

"We`ve been consistently clear that the clauses represent a legal safety net to protect the integrity of the UK`s internal market and the huge gains of the (Northern Ireland) peace process," a spokeswoman said.

The publication of the bill in September provoked criticism with some saying it would wreck Britain`s international standing. Biden tweeted on Sept. 16 that anything which endangered the peace accord between the Irish republic and Northern Ireland would threaten Anglo-American trade.

Johnson says the clauses are there to act as a safety net in case ongoing negotiations with the EU fail to work out how goods can flow between Britain, the British province of Northern Ireland, and across the open border with EU member Ireland.

Many instead saw the bill as a negotiating gambit to win concessions from the EU in trade negotiations. Brussels has launched legal action against Britain over the proposals.

"EU cannot ratify a new deal while U.K. is legislating to break a previous agreement," Irish foreign minister Simon Coveney said on Twitter. "Trust & Good Faith Matters."

The final wording of the bill has to be agreed by both houses, and typically the unelected Lords does not permanently block laws supported by the directly elected House of Commons.

However, the clauses may no longer be needed if talks with the EU on how to make the Irish border work are successful.
