Delhi Assembly elections: Here's what BJP, Congress and AAP promise in their manifestos

Union Home Minister Amit Shah on Thursday took a&nbsp;jibe at Delhi Chief Minister Arvind Kejriwal. Addressing a rally at the national capital, Shah said, for four and a half years Delhi CM kept saying Prime Minister Narendra Modi did not let him work so development could not be done; "now you are saying that you developed Delhi in five years".&nbsp;

"Keep going Kejriwal," Shah took a swipe at the Aam Aadmi Party chief.
&nbsp;&nbsp;
He further attacked Kejriwal saying, "You became CM with the help of Anna Hazare but couldn't bring a law for Lokpal and when Modi ji brought it you didn't implement it here."

"If there is a competition in the country of making false promises, Kejriwal would definitely get the first prize. I have come to remind you that you forgot the promises you made, but neither the people of Delhi nor BJP workers have forgotten," Shah also said during the rally ahead of assembly polls in the city.

The Union Home Minister further urged the people to give Prime Minister Narendra Modi a chance to transform Delhi into a front-ranking world capital city.

Over 600 candidates including Arvind Kejriwal, his deputy Manish Sisodia, BJP's Vijender Gupta and Congress's Arvinder Singh Lovely are in the fray for next month's Delhi Assembly polls.&nbsp;

Delhi goes to polls on February 8. The counting of votes will take place on February 11.&nbsp;

In the battle for supremacy for the 70 seats, the AAP has been wooing the voters through a host of populist schemes.

Kejriwal has guaranteed free bus ride for students, deployment of mohalla marshals for women security, 24-hour supply of power and clean piped water to every household and reducing pollution to one-third.

He said schemes like free 200 units of electricity, 20,000 litres of water and healthcare services will continue for the next five years if his party is voted to power again and also promised basic infrastructure in unauthorised colonies as well as "a pukka house for all slum dwellers".

Give PM Modi a chance to transform Delhi into a front-ranking world capital: Amit Shah

After an AAP leader accused Deputy Chief Minister Manish Sisodia of asking for Rs 10 crore for the ticket, party leader Sanjay Singh on Wednesday said that someone who doesn't get the ticket make such statements.

"When someone doesn't get a ticket, it is obvious that he gets hurt. Such statements are common when you don't get a ticket," said Singh while addressing a press conference here, adding the candidates for the Delhi Assembly elections were decided on the basis on an internal survey.

"The tickets were decided or finalised based on an internal survey. Party chief Arvind Kejriwal and all others were involved in the decision-making process," said Singh.

"The party is talking to everyone. It is not that if some doesn't get the ticket, he will part ways. We have worked together for five years. Mutual respect for each other is there. The party will talk and persuade everyone, who is unhappy over not getting the ticket," said Singh.

AAP leader Narayan Dutt Sharma on Wednesday accused Deputy Chief Minister Manish Sisodia of asking him to shell out Rs 10 crore to get party ticket from Badarpur constituency.

"Manish Sisodia called me to his house and said that Rs 20-21 crore was being offered by Ram Singh for the ticket from my constituency, and then asked me how much I was ready to cough up. Sisodia asked for Rs 10 crore. I said that I did not have the money as I am an honest man," Sharma told ANI here.

Sharma has further accused the party of giving tickets in exchange for money in several constituencies.

The Delhi Government on Friday waived the Development and Infrastructure charge levied on water and sewer connections in the national capital.

Chief Minister Arvind Kejriwal said that the people will only have to pay Rs 2,310 for a new water or sewer connection.

"Delhi Jal Board has taken some important decision. Whenever new pipelines were installed people did not opt for connection due to high Development and Infrastructure Charges. Later, people used to take the illegal connections and not the formal connection," he told reporters.

"When our government was formed, we used to charge Rs 500 per metre and we reduced to Rs 100 per metre. But we realised the charges are still too high. So, we have decided that Development and Infrastructure Charge for water and sewer will not be charged from today onwards. Now, the citizens will only have to pay Rs 2,310 for a new water or sewer connection irrespective of any plot," Kejriwal said.

He said that the people in large numbers will take water and sewer connections in areas where pipelines have already been laid.

"And people will come under network, so the unaccounted water will be reduced and will come in the mainstream," Kejriwal said.

The Chief Minister outlined that 93 per cent of Delhi is covered with water pipe now. He refused to comment on the water controversy and said, "I don't want to indulge in politics. They don't have anything to with water but to do dirty politics."

"When we formed the government, there were 2300 areas where polluted water was a problem now only 125 areas are," he said.

BJP leader Vijay Goel on Thursday accused the Arvind Kejriwal-led AAP government in Delhi of not taking enough measures to address air pollution in the national capital over the last five years.

"Kejriwal did not take steps to tackle air pollution and bad water quality. He did not show his concern to around two crore people of Delhi. Earlier, water was not coming in Delhi but now water is coming, but it's contaminated. They are doing politics on this matter. Even the Supreme Court said that the odd-even scheme is not enough to tackle air pollution," he told ANI.

"90 per cent pollution happens from local sources such as road construction, smoke coming out from vehicles, dust and industrial pollution. Stubble burning was an excuse. It was being done for the last 30 days. So, the Kejriwal government has not done anything in the last five years," Goel said.

The air quality in Delhi and its adjoining areas such as Gurugram, Noida, Ghaziabad and Faridabad again plunged to 'very poor' category on Thursday and is expected to fall into 'severe' category by tomorrow, according to System of Air Quality and Weather Forecasting And Research (SAFAR).

Today, the overall Air Quality Index (AQI) of the national capital docked at 312.

Earlier today, Environment Minister Prakash Javadekar said that a <a href="https://www.wionews.com/india-news/several-initiatives-have-been-taken-to-abate-control-air-pollution-in-delhi-ncr-prakash-javadekar-263629">comprehensive plan for Delhi NCR has been developed</a> identifying the timelines for abating and controlling air pollution in the region.

"In order to abate and control air pollution in Delhi NCR, we have undertaken several initiatives. A high-level task force was constituted under the chairmanship of the Principal Secretary to the Prime Minister. Regular review meetings have been held," Javadekar said in the Rajya Sabha.

"The Centre has notified a graded response action plan for Delhi NCR for different levels of pollution," he added.&nbsp;

People of the city expressed happiness over the improved air quality. "The pollution levels have definitely come down. The air is much cleaner today," said a resident of the city.

Delhi pollution: Javadekar accuses Kejriwal of playing blame-game

The Aam Aadmi Party on Friday said that Delhi is ahead of other states in the figures released by NITI Aayog`s innovation index list.

"The NITI Aayog, an institution under the Central government, also believes that Delhi`s governing model is the best and if we look at the numbers of innovation index list, then Delhi is far ahead of other states," AAP leader Ajoy Kumar said in a press conference.

He asserted that the National Capital is ahead of other states in education, health, electricity and water.&nbsp;

Hitting out at the BJP government at the Centre, Kumar said that while the AAP is working day and night to make the life of the people of Delhi easier, the BJP leaders are unhappy with these pro-people initiatives.

Referring to BJP MP Vijay Goel, he said that Goel objected to free electricity being provided to the people of Delhi. "I want to tell Goel that as an MP gets 50,000 units of free electricity annually, he should sacrifice that free electricity and pay the electricity bill. If he can get free electricity then why can`t common people get the same," asked Kumar.

&nbsp;He claimed that the BJP is against the facilities being provided to the people of Delhi.

Stressing on Delhi`s Gross Domestic Product (GDP), he said: "On the basis of savings in electricity only, today the people of Delhi are getting benefits ranging from about Rs 2,400 crore to Rs 3,800 crore. When the people of Delhi spend this money for their families, then the GDP of Delhi gets a boost. That is, there is an increase in GDP of Delhi from about 2400 crore to 3800 crore."

He claimed if AAP had benefited any 10 industrialists in place of these 14 lakh families of Delhi who are getting concession in electricity bills, BJP would have seen development in it.&nbsp;

Delhi BJP chief Manoj Tiwari on Friday sent a legal notice to Delhi Chief Minister Arvind Kejriwal over his statement that if National Register of Citizens (NRC) was carried out in national capital then the former would be the first one to leave Delhi.

The legal notice stated that Kejriwal`s statement against Bihar born MP Tiwari is "false, unverified, misleading deliberately" and was made with the sole intention to spread misinformation with the objective of "creating a law and order situation in Delhi".

It said that despite being fully aware of NRC objectives, Kejriwal deliberately made the above said statement with mala fide intention to cause or which is likely to cause, "fear or alarm to the public, or to any section of the public whereby any person may be induced to commit an offence against the state or the public tranquillity."

The notice was also issued to AAP MLA Saurabh Bhardwaj for allegedly spreading "rumours" that people from Uttar Pradesh, Bihar and Odisha will be evicted if the NRC is implemented in the city.

The notice read that the remarks by Kejriwal and Bhardwaj will "incite feelings of enmity, hatred and ill will between two communities and the people coming from Eastern part of India to commit any offence against the people of Delhi".

It sought an apology from both AAP leaders within in 2 days stating that their comments are a punishable offence under Indian Penal Code (IPC).

"You are hereby called upon to apologise and publish your apology in at least two leading newspaper, with prominence within 2 days from the receipt of this legal notice failing which the undersigned shall initiate legal actions including, both civil and criminal," it said.

Tiwari had earlier demanded that the NRC is needed in Delhi as illegal immigrants who have settled here are `dangerous and the demand will be part of the party`s election manifesto for the Assembly polls next year.

The NRC has been developed with the aim of segregating Indian citizens from illegal migrants.&nbsp;

Manoj Tiwari serves legal notice to Kejriwal, AAP MLA over NRC remarks, seeks apology within 2 days

Following Delhi Chief Minister Arvind Kejriwal's scathing attack on Delhi <a href="https://www.wionews.com/india-news/bjp-will-not-field-relatives-of-mps-other-elected-representatives-for-haryana-polls-251523">BJP</a> Chief Manoj Tiwari over the NRC issue, party leaders have rallied behind their Delhi chief to criticize Kejriwal for his remarks.

On Wednesday, Delhi chief minister said that Tiwari will be the first one to leave the city if NRC is implemented in the state.

Tiwari has categorized Kejriwal's comment on his nationality as an attack on migrants from Bihar, West Bengal, Uttarakhand and other parts of the country.

"Does he mean to say that those who had come to Delhi from Bihar, from Bengal and other states are 'ghuspaithiye' (infiltrators)? Are we all illegal residents of this country? He should clarify," Tiwari said.

He further, corned the Delhi CM alleging usage of 'unparliamentary words' by the AAP leader.

"He has time and again attacked me personally. This shows his 'sanskaar' (values) and character. It is not BJP's character to stoop so low, "added Tiwari.

Ramesh Bidhuri, BJP MP from South Delhi too came forward in Tiwari's defence.

"Just like his former minister Jitendra Tomar, I suspect that Kejriwal's degree that made him IRS too is a fake one. Did he not know what NRC is? Such statements by him only shows that he stands with terrorists and infiltrators and that he wants to garner their votes, " stated Bidhuri.

According to senior BJP leaders, the BJP will target Kejriwal and ask him if he wants Poorvanchalis and those who have migrated from other states to leave the country.

"Indian nationals can shift to any state that opportunities take them within the country. Is Kejriwal trying to say that Bihari or Haryanavis have no space in Delhi? And if implementing NRC, which is to ensure Indian nationals stay as legal entity in the country, means all Biharis and those from Haryana and Bengal have to leave the city. He should clarify, "stated a senior BJP leader.

In the final NRC list published on August 31 for Assam, a total of 3,11,21,004 persons are found eligible for inclusion in the final list leaving out 19,06,657 persons, including those who did not submit their claims.

The list is aimed at segregating Indian citizens living in Assam from those who had illegally entered the state from Bangladesh.

His reaction came after Delhi Chief Minister Arvind Kejriwal announced the implementation of the scheme in Delhi in November to combat pollution.

I don't think 'odd-even' scheme is needed in Delhi: Nitin Gadkari

In a major bonanza to the Delhiites ahead of the Assembly elections due next year, the AAP government on Thursday announced free electricity to those consuming up to 200 units a month.

The decision came into force with immediate effect, announced Chief Minister Arvind Kejriwal announced at a press conference here.

"Those who consume up to 200 units in a month will have to give zero electricity bill, while those who consume between 201-400 unit will approximately get 50 per cent subsidy," said Kejriwal.

The AAP leader detailed how the power bills will come down post the new directive and compared the rates during his tenure and those in the past under Congress government led by Sheila Dikshit."&nbsp;

In 2013 the consumers had to pay Rs 928 for 200 units. People used to pay Rs 622 for 200 units of electricity till yesterday, now it`s free.&nbsp;

For 250 units they used to pay Rs 800, now they will pay Rs 252. For 300 units they used to pay Rs 971, now they will pay Rs 526. For 400 units, they used to pay Rs 1320, now they will pay Rs 1075," he said.

Kejriwal said it is his government`s basic commitment to provide electricity to all, even those who are poor and cannot afford to pay.

"Keeping in view such poor consumers we have taken this decision. For consuming 200 units hardly a fridge, one television, 2 bulbs and 1 fan is used," the chief minister explained.&nbsp;

Kejriwal said that the decision will in-fact make people use electricity wisely and no substantial increase is expected in subsidy given on electricity.

"Those who have bills up to 210 unit will now look at using a little less so that their electricity bill comes within the 200 unit range for which they are required to pay nothing.&nbsp;

This will in fact help in saving electricity.&nbsp;

Further, the subsidy will approximately remain the same to Rs 1800 crore to Rs 2000 crore and no substantial rise is expected in it," said Kejriwal.

A Special Court in Delhi on Tuesday granted bail to <a href="https://www.wionews.com/india-news/court-summons-arvind-kejriwal-manish-sisodia-in-defamation-suit-filed-by-bjps-vijender-gupta-234089">Delhi Chief Minister Arvind Kejriwal</a> and Deputy Chief Minister Manish Sisodia in connection with a defamation suit filed by Delhi BJP leader Vijender Gupta.

According to the court, the two Aam Aadmi Party (AAP) leaders will furnish a bond of Rs 10,000 each.

The next date of hearing in the defamation case has been scheduled for July 25.

Gupta had filed the suit against Kejriwal and Sisodia for allegedly "maligning" his image after they accused him of being part of an alleged "conspiracy" to kill the AAP chief by his own Personal Security Officer (PSO) in the manner in which Indira Gandhi was killed.

He had said that he was "deeply hurt by the defamatory and false allegations made by both the accused persons".

The BJP MLA claimed that the false allegations were made to impact the Lok Sabha elections in Punjab which were held in the last phase.

The defamation suit has been filed under Sections 499 and 500 of the Indian Penal Code (IPC) for "willfully, deliberately, intentionally and maliciously" defaming the complainant, "on wholly and completely false, frivolous, unjustifiable and scandalous grounds and thereby, harming the goodwill and reputation of the complainant, within the political fraternity, media, friends, family, colleagues and in society at large."

Gupta has also alleged that in the recent past, in order to make political gains, Kejriwal allegedly scripted the slap-gate during a road-show in the capital city on May 5.&nbsp;

AAP had blamed the BJP for the incident.

He has also alleged that Kejriwal and Sisodia have made several tweets with baseless allegations against him.

"While Kejriwal`s tweet was retweeted 3,194 times and that of Sisodia`s was re-tweeted 1,301 times. Not only that.&nbsp;

Twitter being a public platform, it might have reached and read by so many other people in and outside Delhi," Gupta said.

A division bench headed by Chief Justice DN Patel and comprising Justice C Harishankar, while dismissing the petition, said that the petition had no substance and imposed a fine of Rs 10,000 on the petitioner Bipin Bihar Singh.

Singh had contended in his plea that the decision of the Delhi government to give free metro rides to women is "arbitrary" and "discriminatory".

The petition had also sought a direction to the state government to reduce the metro fare. It mentioned that the state government should have considered taking steps to reduce fares in the metro.&nbsp;

"It has hit not only the commuters but has also brought a sharp decrease in metro ridership. It is surprising that such a high fare structure is operational in a transport system which is primarily used by common masses," the plea submitted.

Additionally, it sought directions to the state government to adopt a fare table suggested by the Fare Fixation Committee.

Last month, Kejriwal had announced free ride for women in all Delhi Transport Corporation (DTC) buses, cluster buses and Delhi Metro trains, in order to provide a safe travel experience to them.

He had said that the proposal will be implemented within two to three months based on the feedback and suggestions from the public.
