India's Ministry of External Affairs (MEA) has highlighted Pakistan’s failure to deliver justice to the families of the victims of the 2008 Mumbai terror attack in its 345-page annual report.

The report, prepared by the Policy Planning Division of the ministry, also highlighted Pakistan's persistent cross-border terrorism, infiltration, and smuggling of arms into India across the Line of Control and International Boundary.

"Pakistan is yet to show sincerity in delivering justice to the families of the 26/11 Mumbai terror attacks. India has consistently stressed the need for Pakistan to take credible, irreversible, and verifiable action to end cross-border terrorism," the report stated.

India has repeatedly raised the issue of Pakistan's continued support of cross-border terrorism in bilateral, regional, and multilateral forums, and has shared credible inputs regarding the Pakistani origins of the captured terrorists.

In addition to cross-border terrorism, the MEA report also pointed out how Pakistan engages in "hostile propaganda to vilify India and divert attention from its domestic political and economic failures".

The report stated that India has unequivocally rejected all actions and statements by Pakistan on matters which are completely internal to India, including Jammu and Kashmir.

The MEA's annual report provides a comprehensive overview of India's foreign policy and its interactions with other countries.

The report's critical comments on Pakistan reflect the state of ties between the two countries, particularly over the issue of terrorism. Despite occasional attempts to improve relations, such as the recent ceasefire agreement along the Line of Control, significant differences remain unresolved, and the MEA's report suggests that there is little optimism for improvement in the near future.

Pak court continues delaying tactics on 26/11 terror attacks case, asks Indian witnesses to appear in person

India is marking 14 years since the 2008 terror attacks in Mumbai. The attacks were carried out by 10 Lashkar-e-Taiba terrorists. At least 166 people lost their lives in the incident. The terrorists targeted multiple places in the attacks including Chhatrapati Shivaji Terminus, Taj and Trident hotels, Nariman House, Leopold Cafe and Cama Hospital.

Karambir Kang, the general manager of the Taj Hotel in Mumbai when the 26/11 attack occurred, urged all international communities to take action against terrorism and seek justice for the victims.

Kang, during his speech at the first UN Global Congress of Terrorism Victims, shared his bitter memories, including losing his family. He further said that the entire world witnessed the horrific incident that continued for over three days and nights and over 34 lives were lost. Adding to this, he further mentioned how bravely his staff members, armed with courage, stood strong without any weapons against the attackers. While many lives were lost, the colleagues managed to save thousands of lives that night.&nbsp;

In great sorrow, Kang mentioned his family. He said, "My wife and two young sons could not escape and perished during the attack, I lost everything," ANI reported.&nbsp;

The UN Global Congress of Victims of Terrorism was convened under the patronage of UN Secretary-General Antonio Guterres at the New York headquarters on September 8 and 9, 2022 to pay tribute to all the victims of terror, including the 26/11 Mumbai terror attack.

'I lost everything': Recounting bitter memories of 26/11, Karambir Kang urges for action to combat terrorism

Sharat Sabharwal, who is India's former envoy to Islamabad, revealed chilling details of the 2008 Mumbai attacks. As quoted by an Indian news website Hindustan Times, Sabharwal claimed in his book that less than two years after the attacks, Pakistan Army told him that no action would be taken against Lashkar-e-Taiba (LeT) founder Hafiz Saeed. As per the report, they said there was "no evidence" against Saeed.&nbsp;

26 November 2008 is one of the darkest days in the history of India. A normal day in Mumbai descended into chaos when a series of terrorist attacks rocked the city. The attacks drew widespread global condemnation.&nbsp;

On that day, 10 members of Lashkar-e-Taiba (LeT), a terrorist outfit from Pakistan, carried out 12 coordinated shooting and bombing attacks across India's financial capital. The attacks lasted four days.&nbsp;

Sabharwal, in his new book "India's Pakistan Conundrum", writes that he told a Pakistan Army interlocutor about the pieces of evidence provided by India on Saeed's role in the attack. But the interlocutor remained non-committal.&nbsp;

As quoted by the news website, Sabharwal in his book mentioned a meeting in August 2010 with a senior Pakistan Army interlocutor, who gave him the below-mentioned four-point message:&nbsp;

"(i) The Mumbai terror attack was not authorised either by the army or the ISI leadership.&nbsp; 
(ii) India was progressing fast and they realised that such acts of terror would neither halt India’s progress nor aid the cause of providing better economic opportunities, health and education facilities to the Pakistani people.&nbsp; 
(iii) The army had helped with the investigation that resulted in nabbing the Mumbai culprits. However, if India was waiting for action against Hafiz Saeed before resuming dialogue that would not happen because there was no evidence of his involvement in the attack.&nbsp; 
(iv) Pakistan had its own concerns regarding Indian interference in its internal affairs and would like them to be addressed."&nbsp;

He further added that there was "much scepticism" in New Delhi even about the "reasonable words" of the Pakistani interlocutor.&nbsp;

He writes: "It did not escape my attention that while ruling out authorisation of the Mumbai operation by the army or the ISI leadership, my interlocutor had not ruled out the involvement of army officers at other levels and yet no such officer was brought to book."&nbsp;

Sabharwal also writes: "The evidence given by India regarding his [Saeed’s] lead role in the Mumbai attack, including the reference to him in the confessional statement of Ajmal Kasab, has never been presented in any court of law in Pakistan."&nbsp;

RSN Singh, who is a former military intelligence officer and later served in the Research and Analysis Wing or R&amp;AW, wrote in the Indian Defence Review that it was a "classic case of strategic deception by Pakistan".&nbsp;

The team had arrived in Islamabad on November 24, 2008 and was supposed to return two days later, i.e. November 26. However, the visit was extended by an extra day&nbsp;in Murree, which is a hill station, 60km northeast of Islamabad.&nbsp;

In 2016, he had also said that they found the gesture of the Pakistan government odd, adding that their "duplicitous role was absolutely clear, it's not the first time". He had also told The Times of India that Pakistan had insisted they meet their Interior Minister and that's the reason for their extended stay.&nbsp;

In two terror financing instances, he was sentenced to 11 years in prison by an anti-terrorism court in February 2021.

26/11 mastermind Hafiz Saeed gets 31 years in jail by Pakistan's anti-terrorism court: Reports

On the 13th anniversary of the dastardly 26/11 Mumbai terror attacks, India summoned a senior diplomat of the Pakistani High Commission and asked Islamabad to ensure expeditious trial in the case.

Around 166 people, including 25 foreigners, died in the attack carried out by 10 Pakistani militants associated with the terror group Lashkar-e-Tayyiba between November 26 and November 29.

In a note verbale handed over to the diplomat, the Ministry of External Affairs (MEA) also asked Pakistan to abide by its commitment to not allow territories under its control for terrorism against India.

“It is a matter of deep anguish that even after 13 years of this heinous terror attack, the families of 166 victims from 15 countries across the globe still await closure, with Pakistan showing little sincerity in bringing the perpetrators to justice," it said in a statement.

The MEA asserted that the terror attack was planned, executed and launched from Pakistan’s territory.

“We once again call on the government of Pakistan to give up double standards and to expeditiously bring the perpetrators of the horrific attack to justice,” it said.

“This is not just a matter of Pakistan's accountability to the families of the innocent victims who fell to terrorists, but also an international obligation,” the MEA added.

It said India will continue to make every effort to seek justice for the families of the "victims and the martyrs" of the attack.

"On the 13th anniversary of the 26/11 Mumbai terrorist attacks, the government and people of India somberly remember the victims of this dastardly attack and the valiant security personnel who laid down their lives to protect ours," the MEA said.

Earlier, Prime Minister Narendra Modi paid homage to the victims, saying that India cannot forget the wounds of the Mumbai attack.

“I pay homage to all those who died in the Mumbai attack. Many brave police personnel were also martyred in the strike. I also pay homage to them. India cannot forget the wounds of the Mumbai attack. Today's India is combating terrorism with a new policy and new ways,” the prime minister said.

RSN Singh, who is a former military intelligence officer and later served in the Research and Analysis Wing or R&AW, wrote in the Indian Defence Review that it was a "classic case of strategic deception by Pakistan". “The appellants challenged their conviction before a division bench of the LHC comprising Chief Justice Muhammad Ameer Bhatti and Justice. Their counsel argued that the prosecution failed to prove the charge against the appellants beyond a reasonable doubt," Pakistani media reported.

The counsel for the appellants argued that the Al-Anfaal Trust, of whom they were members, had no nexus with the proscribed LeT.

In April,&nbsp;the anti-terrorism court (ATC) Lahore found these leaders guilty of terror financing.

They had been collecting funds and unlawfully financing the proscribed organisation Lashkar-e-Taiba (LeT). It had also ordered the confiscation of assets made from funds collected through terrorism financing.

LeT founder Saeed has also been convicted in dozens of FIRs registered on charges of terror financing. The Counter Terrorism Department (CTD) of the Punjab Police had registered as many as 41 FIRs against the leaders of the JuD in different cities.

The trial courts have so far decided 37 of them.

The ATC had sentenced Saeed to collective imprisonment of 36 years on terror finance charges under the Anti-Terrorism Act 1997 in five cases so far. Saeed’s jail terms will run concurrently meaning he will not stay in jail for many years.

He is serving his term in Lahore’s Kot Lakhpat jail along with other convicted JuD leaders. He was arrested in July 2019.

The US named Saeed ‘Specially Designated Global Terrorist’, and since 2012, has offered a US $ 10-million reward for information that brings Saeed to justice.

He was listed as a terrorist under the UN Security Council Resolution in 2008.

It was because KP convinced the others that the team came and we had that fantastic Test match in Chennai where India chased down 380 on Day 5 to win," Gavaskar said on Sony Sports Network.

The second Test of the 2008 series was shifted to Chennai from Mumbai.&nbsp;

The fifth Test between India and England was called off over COVID-19 fears. The match was predicted to go as planned after all Team India players tested negative in the PCR results. However, players expressed their concerns over playing at Old Trafford after India's second physio, Yogesh Parmar, tested positive for Covid-19 on Thursday.&nbsp;

"In lieu of the strong relationship between BCCI and ECB, the BCCI has offered to ECB a rescheduling of the cancelled Test match. Both the Boards will work towards finding a window to reschedule this Test match," the BCCI said in a statement.

Tahawwur Rana, a suspect in 26/11 Mumbai terror attack case will remain in United States custody, as a federal judge in Los Angeles weighs whether the fugitive will be extradited to India for his alleged role in the 2008 terror attack that killed more than 160 people.&nbsp;

Magistrate Judge Jacqueline Chooljian on Thursday ordered the defence attorneys and prosecutors to file additional documents by July 15, which was reported by a US news agency.

The extradition hearing, at the request of the Indian government, was held in the court of Magistrate Judge in Los Angeles.

Fifteen years ago, Pakistan-born Rana was operating a travel and immigration service in Chicago`s West Rogers Park neighbourhood, helping vacationers set up visits to his former homeland in Pakistan. Indian authorities allege that Rana conspired with his childhood friend David Coleman Headley to assist the Pakistani terror group Lashkar-e-Taiba “in the orchestration of the terror attacks.

Headley and Rana attended military high school in Pakistan together. Rana`s immigration law centre in Chicago, as well as a satellite office in Mumbai, was allegedly used as a front for their terrorism activities between 2006 and 2008, prosecutors say.

Headley, the master plotter of the 26/11 Mumbai attack, had pleaded guilty and testified against Rana. Rana is fighting extradition by claiming double jeopardy because he was acquitted of Mumbai massacre charges in a Chicago federal courtroom.&nbsp;

Rana is arguing that he has already been acquitted of the charges he would face overseas. After asking for COVID-based relief, Rana was actually released from federal prison after nearly finishing his Chicago sentence, only to be immediately re-arrested and re-jailed on the request by India to send him overseas. The White House statement came after Pakistan's Supreme Court upheld the acquittal of Ahmed Omar Saeed Sheikh, who had been convicted of masterminding the brutal murder of Pearl, the South Asia bureau chief for the Wall Street Journal, by jihadists.

Pearl's killing -- which was filmed -- caused international shock and outrage.

State Secretary Antony Blinken said that Washington is ready to prosecute Sheikh in the United States for his horrific crimes against an American citizen.

We take note of the Attorney General's statement that he intends to seek review and recall of the decision. The development comes days ahead of the transition of power in the United States of America.

The LeT, led by Jamat-ud-Dawa chief Hafiz Saeed, is responsible for carrying out the 2008 Mumbai attack that killed 166 people, including six Americans.

Earlier this month, Mumbai attack mastermind and Lashkar-e-Taiba operations commander Zaki-ur-Rehman Lakhvi was arrested in Pakistan on terror financing charges.

UN proscribed terrorist Lakhvi, who was on bail since 2015 in the Mumbai attack case, was arrested by the Counter-Terrorism Department of Punjab province.

The US Department of State said that it has amended the terrorist designations of LJ and ISIL Sinai Peninsula (ISIL-SP) to include additional aliases.

Additionally, the Department of State has reviewed and maintained the Foreign Terrorist Organisation (FTO) designations of LJ, ISIL-SP, LeT, Jaysh Rijal al-Tariq al Naqshabandi, Jama'atu Ansarul Muslimina Fi Biladis-Sudan (Ansaru), al-Nusrah Front, Continuity Irish Republican Army, and the National Liberation Army, a media note said.

Based upon a review of the Administrative Records I conclude that the circumstances that were the bases for the designations of the aforementioned organisations as Foreign Terrorist Organisations have not changed in such a manner as to warrant revocation of the designations and that the national security of the United States does not warrant a revocation of the designations, Secretary of State Mike Pompeo said in a federal register notification published on January 14.

These organisations included Lashkar-eTayyiba, Jaysh Rijal al-Tariq al Naqshabandi, Jama'atu Ansarul Muslimina Fi Biladis-Sudan, Harakat ulMujahidin, alNusrah Front, Popular Front for the Liberation of Palestine, Continuity Irish Republican Army, and the National Liberation Army.

LeT, which carried out the 2008 Mumbai terror attack, was designated as a terrorist organisation by the United States in December 2001.

Since the original designation occurred, LeT has repeatedly changed its name and created front organisations in an effort to avoid sanctions, the State Department said earlier.

The treasury department earlier this month said that the US blocked USD 342,000 in funds of LeT in 2019 as part of its crackdown on foreign terror organisations.

His case will now be heard in the Anti-Terrorist Court (ATC) in Lahore. 
 
Earlier on December 11 this year, The United Nations Security Council (UNSC) had given approval for "basic expense" for Lakshar-e-Taiba's leader Zakiur Rehman Lakhvi and Mahmood Sultan Bashiruddin, a Pakistani nuclear engineer. Both have been listed by the UN as international terrorists.&nbsp;

Lakhvi had a role in the 26/11 Mumbai terror attacks, while Sultan, once at the Pakistan Atomic Energy Commission came under the scanner for his meetings with Al Qaeda's Osama Bin Laden. Sultan has been awarded Sitara-i-Imtiaz, the third-highest civilian award of Pakistan. There may be more such developments coming.

The US government has told a federal court that Tahawwur Rana, who has been declared a fugitive by India, not only wanted a "top-class" medal for his role in the Mumbai terror attacks but also demanded the nine LeT attackers who were killed in the carnage be given Pakistan's highest military honour.

The 59-year-old Pakistani-origin Canadian businessman Rana, a childhood friend of David Coleman Headley, was re-arrested on June 10 in Los Angeles on an extradition request by India for his involvement in the 2008 Mumbai terror attacks in which 166 people, including six Americans, were killed.

US District Court Judge in Los Angeles Jacqueline Chelonian said in her order on November 13 that the extradition hearing, in this case, is scheduled for February 12, 2021, at 10:00 a.m.

US attorney Nicola T Hanna in his submission before the court in Los Angeles in support of Rana's extradition to India said that Rana, Headley, LeT members, and the other co-conspirators'' plans came to fruition between November 26 and 29, 2008, when ten members of LeT carried out a series of twelve coordinated shooting and bombing attacks.

Indian law enforcement apprehended one of the terrorists, who ultimately stood trial, Hanna said.

Headley discussed the Mumbai attacks with Rana in the months following the attacks, he said.

In December 2008, Headley shared what he had learned from their co-conspirators in Pakistan and told Rana about the different places that had been attacked, reminding him that Headley had made videos of those places.

"Referring to a 1971 attack on his school in Pakistan, Headley told Rana, that he believed he was ''even with the Indians now''. In response, Rana said that they (the Indian people) deserved it. In its motion on September 28, the US government supported Rana's extradition to India where he has been charged with the offenses of conspiracy to wage war, commit a terrorist act, the waging of war, the commission of murder, and a terrorist act.

Rana, in his defense, has argued that the US' decision not to extradite his co-conspirator, David Headley, to India is inconsistent and bars his extradition.

However, the US government argued differently "because Headley fulfilled the required terms, the plea agreement established that Headley would not be extradited to India," said US attorney Nicola T Hanna.

"Rana's situation is different because he neither pleaded guilty nor cooperated with the United States. As a result, cannot avail himself of the benefits afforded to Headley through his negotiated plea. Such a position is neither inconsistent nor a bar to extradition," he said.

Unlike Rana, Headley immediately accepted responsibility for his conduct and pleaded guilty to all of the charges in the Superseding Indictment, Hanna said.

As per the plea agreement, the United States agreed that it would not extradite Headley to India "for the foregoing offences, including conduct within the scope of those offences for which he has been convicted in accordance with this plea so long as he fully discloses all material facts concerning his role with respect to these offences and abides by all other aspects of this agreement."

Pakistan-born Rana completed Army Medical College there, and served in the Pakistani Army as a doctor for more than a decade, but eventually deserted.

He is currently a Canadian citizen but was a resident of Chicago where he had a business.

According to the court papers, he has also resided in and travelled to Canada, Pakistan, Germany and England and speaks seven languages.

According to the federal prosecutors, between 2006 and November 2008, Rana conspired with Headley, also known as 'Daood Gilani', and others in Pakistan to assist Lashkar-e-Taiba (LeT) and Harakat ul-Jihad-e-Islami, both US-designated terrorist organisations, to plan and carry out the Mumbai terrorist attacks.

Pakistani-American LeT terrorist Headley was involved in plotting the 2008 Mumbai terror attack.

He was made an approver in the case, and is currently serving a 35-year prison term in the US for his role in the attack.

Ten terrorists of Pakistan-based Lashkar-e-Taiba (LeT) carried out 12 coordinated shooting and bombing attacks lasting four days across Mumbai. At least 166 people, including six Americans and nine terrorists, were killed and over 300 others were injured in the attacks which began on November 26, 2008.

The Taj Mahal hotel, the Oberoi hotel, the Leopold Cafe, the Nariman (Chabad) House and the Chhatrapati Shivaji Terminus train station were some of the locations targeted.&nbsp;

The Rewards for Justice programme is offering a reward of up to USD 5 million for information about the individuals responsible for these attacks. Key members of this heinous plot remain at large and the investigation remains active and ongoing. This reward offer extends to any individual who bears responsibility for this act of terror, the State Department said.

The six US citizens killed during the 26/11 attacks were Ben Zion Chroman, Gavriel Holtzberg, Sandeep Jeswani, Aryeh Leibish Teitelbaum, Alan Scherr and his daughter Naomi Scherr.&nbsp;

David Coleman Headley, a Pakistani-American, and Tahawwur Rana, a former Pakistan Army doctor and currently a Canadian citizen, were indicted in a US court for their support to the LeT terrorist operation.

Meanwhile, Indian Americans on Wednesday held a memorial gathering in front of the US Capitol to pay respects to the victims of the Mumbai terror attacks.

At least 166 people, including six Americans and nine terrorists, were killed and over 300 others were injured in the attacks which began on November 26, 2008. The Taj Mahal hotel, the Oberoi hotel, the Leopold Cafe, the Nariman (Chabad) House and the Chhatrapati Shivaji Terminus train station were some of the locations targeted. The Rewards for Justice programme is offering a reward of up to USD 5 million for information about the individuals responsible for these attacks. Key members of this heinous plot remain at large and the investigation remains active and ongoing. This reward offer extends to any individual who bears responsibility for this act of terror, the State Department said. The six US citizens killed during the 26/11 attacks were Ben Zion Chroman, Gavriel Holtzberg, Sandeep Jeswani, Aryeh Leibish Teitelbaum, Alan Scherr and his daughter Naomi Scherr. David Coleman Headley, a Pakistani-American, and Tahawwur Rana, a former Pakistan Army doctor and currently a Canadian citizen, were indicted in a US court for their support to the LeT terrorist operation.
