At Oberoi-Trident hotel the siege officially ended on the evening of November 28 with as many as 30 being killed in the horrific attack.

The attack and seize finally culminated on the morning of 29th November 2008, after the National Security Guards (NSG) secured the Taj Mahal Palace Hotel.

By the time commandos of the National Security Guards (NSG) gunned down the last terrorists who had been holed up in south Mumbai's Taj Mahal Palace hotel, over 160 people were killed and hundreds were left injured.

After the attack, it was established that the 10 terrorists had sailed to Mumbai from Pakistan's port city, Karachi. Their voyage to Mumbai involved hijacking a fishing dingy and killing four of the five men crew, leaving one occupant to ferry them to Mumbai coast.

Meanwhile, remembering the 26/11 attacks and expressing solidarity with India, US secretary of state Mike Pompeo in a statement on Monday said, "On behalf of the Government of the United States of America and all Americans, I express my solidarity with the people of India and the city of Mumbai on the 10th anniversary of the Mumbai terrorist attack. We stand with the families and friends of the victims, whose loved ones were lost in this act of barbarism, including six American citizens. The barbarity of 26/11 shocked the entire world."

US has been asking Pakistan to do more to rein in terror groups. Pompeo nudged Islamabad to do more and said, "We call upon all countries, particularly Pakistan, to uphold their UN Security Council obligations to implement sanctions against the terrorists responsible for this atrocity, including Lashkar e-Taiba and its affiliates."

Washington's announcement marks the third RFJ reward offer seeking information on the perpetrators of the Mumbai attack.

In April 2012, the Department of State announced reward offers for information that brings to justice LeT founder Hafiz Mohammad Saeed and Hafiz Abdul Rahman Makki, another senior LeT leader. For the last 10 years, US has been putting pressure on Pakistan.

In May 2005, the United Nations (UN) 1267 Sanctions Committee added LeT to the Consolidated UN Security Council Sanctions List.

The development comes days after PM Modi met US vice president Mike Pence on the sidelines of 13th East Asia Summit in Singapore and an expected meet between PM Modi and US president Donald Trump on the sidelines of G20 in Argentina.

Earlier last week, US President Donald Trump also lashed out at Pakistan for providing 'safe haven'&nbsp;to 9/11 mastermind Osama Bin Laden. He justified the aid cut to the country saying they do not do anything.

On Saturday, in a response to WION's questions, Pentagon spokesperson &nbsp;Lieutenant Colonel Koné Faulkner said, "We continue to press Pakistan to indiscriminately target all terrorist groups, including the Haqqani Network and LET."

Jamaat-ud-Dawah (JuD), a front for the Lashkar-e- Taiba militant group that allegedly carried out the deadly 2008 Mumbai attack, launched its political front Milli Muslim League (MML), but it has not been yet registered with the Election Commission of Pakistan (ECP).

With general elections approaching, the group decided to contest on the platform of a "dormant" political entity Allaha-u-Akbar Tehreek (AAT) registered with the ECP.

The JuD activists and sympathisers have taken the nomination papers from the ECP and are fielding their candidates on the platform of the AAT.

"MML president Saifullah Khalid and AAT chief Ehsan Bari have agreed to field joint candidates on the platform of ATT in the upcoming elections. Under the seat adjustment agreement, the MML will field more than 200 educated candidates. They will contest the elections on the AAT's election symbol chair," Ahmad Nadeem, an MML spokesperson, told PTI today.

He said there are many political figures who have joined the MML and it has awarded them AAT tickets.

Asked if Saeed plans to run as a parliamentary candidate in this election, the spokesman said: "No ... Hafiz sahib has no such plans at the moment. The MML is taking part for the first time in the general elections and hopefully, we will make to the parliament."

To a question, if any "significant leader" of the JuD would contest the election, he said: "Our priority is that those joining us from other political parties or educated youths in respective constituencies be given AAT tickets." 
He said the AAT will launch its political campaign once its candidates file nomination papers.

"We are hopeful that the people will elect our candidates," he said.&nbsp;

It is believed that since the MML has hardly any chance to get registered with the ECP as the latter had announced the election schedule and issued election symbols, it had no other option but to contest the election on any 'dormant' entity like the AAT.

Earlier, MML president Saifullah Khalid had said: "We have decided to support the candidates of AAT in July 25 elections. We will play a role in the victory of those contesting on the symbol of a chair. To save Pakistan, patriotic people should be supported in the elections."

Khalid said the MML had been denied registration in the ECP for the last 11 months but will take part in the polls by supporting AAT candidates.&nbsp;The interior ministry had opposed enlisting of the MML as a political party arguing it's an offshoot of Saeed's JuD banned under a UN resolution.

The JuD formed MML at the time when Saeed was detained in Lahore. Saeed and his four aides - Abdullah Ubaid, Malik Zafar Iqbal, Abdul Rehman Abid and Qazi Kashif Hussain - were placed under house arrest in Lahore on January 30 under the anti-terrorism act.

The JuD was declared as a foreign terrorist organisation by the US in June 2014. The JuD chief also carries a $10 million American bounty on his head for his role in terror activities.&nbsp;

Now, Hafiz Saeed-led AAT to contest Pak polls; field 200 candidates

Former Pakistan Prime Minister Raja Pervaiz Ashraf on Saturday lambasted Nawaz Sharif's remarks on the 2008 Mumbai attacks, saying that such statements were "unbefitting and anti-Pakistan".

Speaking to media, Ashraf said, "Nawaz's statement was condemned worldwide and is not befitting of an ex-prime minister. Nawaz's statement benefitted India."

He asserted that such comments had hurt the sentiments of the people of Pakistan, Geo TV reported.

Calling Sharif to withdraw his statement immediately, Ashraf added, "His statement is anti-Pakistan and therefore he should withdraw it."

Last week, during an interview with the Dawn, Sharif had stated, "Militant organisations are active. Call them non-state actors, should we allow them to cross the border and kill 150 people in Mumbai? Explain it to me. Why can't we complete the trial?"

"We have isolated ourselves. Despite giving sacrifices, our narrative is not being accepted. Afghanistan's narrative is being accepted, but ours is not. We must look into it," he added.

His remarks were immediately picked up by Indian media, which termed the former prime minister's statement as a confession of Pakistan's role in the Mumbai attacks that left 166 people dead.

It was being seen as an admission of Pakistan's involvement in the terrorist attacks in 2008.

Later, Pakistan Prime Minister Shahid Khaqan Abbasi on Tuesday accused Indian media of twisting the remarks of Sharif on the 26/11 terror attacks and appealed to members of the National Assembly not to indulge in political gamesmanship and put national security at risk.

Former prime minister Pervaiz Ashraf calls Nawaz Sharif's 26/11 remark 'anti-Pakistan'

Pakistan`s military said it killed a senior member of an Islamist militant group Lashkar-e-Jhangvi(LeJ) and two would-be suicide bombers in a raid and later on Thursday five bombers who tried to mount a revenge suicide attack.

A senior military intelligence officer was killed and four other soldiers wounded during an operation targeting Salman Badeni, the Baluchistan regional chief of LeJ, on the outskirts of provincial capital Quetta late Wednesday, the army said.

The military said two would-be suicide bombers were also killed in the raid, but gave no details.

Hours later, five suicide bombers tried to drive a vehicle laden with ammunition and explosives into a military facility in the Quetta city on Thursday, the army said.&nbsp

Troops responded when one of the attackers detonated his explosive at the entrance, Khan Wasey, a local paramilitary spokesman said, and gunfire ensued.

All five attackers were killed, the army statement said, adding that the failed attempt was a response to the earlier military raid.

LeJ, a group which subscribes to the hardline Takfiri Deobandi school of Islam, considers Shi’ites apostates and has carried out scores of bomb and gun attacks in the southwestern province over the past two decades, most of them aimed at the Shi`ite Hazara community.

Badeni had been "involved in killings of over 100 innocent personnel of the Hazara community and police", the army said in its statement.

A&nbspLeJ spokesman, Ali bin Sufyian, said Badeni was not a member of the group. "He wasn`t our member," he said in a statement. He said the militant belonged to Islamic State.&nbsp

Islamic State, which operates from the lawless border regions of Pakistan and Afghanistan, has had worked in alliance with local militants such as the LeJ in several strikes in past.&nbsp

Islamic State did not immediately issue any statement claiming or disowning Badeni.&nbsp

Earlier this month members of the Hazara community went on a hunger strike in Quetta to protest against the spate of killings targeting them and to demand greater protection in the resource-rich province that has been plagued by violence and insurgency.

Over the past couple of years Islamic State militants have also targeted the Hazara community in Baluchistan.&nbsp

The Hazaras called off the protest after meeting with Pakistan`s powerful army chief General Qamar Javed Bajwa, who vowed greater protection and promised those targeting Hazaras "shall suffer twice as much".

Bajwa said on Thursday the army was determined to "sacrifice anything and everything" to defend the country. "When a soldier sacrifices his life I lose part flesh of my body," he said at the funeral of the senior officer who died in the raid.

Violence in Baluchistan is a worry for China, which has voiced concerns about security in the province that hosts a key route in the $57-billion China Pakistan Economic Corridor (CPEC), a transport and energy link planned to run from western China to Pakistan`s southern deep-water port of Gwadar.

The Pakistan Army is said to be 'extremely upset' with former Prime Minister Nawaz Sharif's alleged admission that Pakistan had a significant role to play in the terrorist attacks that took place across Mumbai between November 26 and 29, 2008, which claimed the lives of 166 persons and injured more than 300.

It may be recalled that on Saturday evening, in an interview given to the Dawn newspaper, Sharif suggested terrorists from Pakistan had "crossed the border" to attack Mumbai and added that such terror strikes could have been prevented.

In the interview, Sharif said, "Militant organisations (in Pakistan) are active. Call them non-state actors, should we allow them to cross the border and kill 150 people in Mumbai? Explain it to me. Why can't we complete the trial?"

Sharif, however, did not name Mumbai attack mastermind Hafiz Saeed or known terrorist outfits Lashkar-e-Taiba, Jamaat-ud-Dawah and Jaish-e-Mohammad that the international community clearly acknowledges as operating from Pakistan soil with impunity in the interview.

Sharif also lamented that Pakistan had isolated itself. He seemed to suggest that Islamabad should look into why its narrative that "it had been fighting terrorism had not been accepted by the international community despite sacrifices".

Sharif's statement has, according to sources, left the Pakistan Army extremely worried that "this will give more weight to India's narrative that Pakistan is not doing enough" to rein in terrorist modules operating from its soil, and particularly from areas in Pakistan-occupied Kashmir (PoK).

According to sources, the top brass of the army is particularly concerned about "Sharif's statement tilting the balance sufficiently enough to put Pakistan in the blacklist of the Financial Action Task Force (FATF), a Paris-based inter-governmental organisation founded in 1989 on the initiative of the Group of Seven (G-7) nations to develop policies to combat money laundering. Pakistan is already on the grey list for the last three months.

According to sources, Sharif is reportedly under pressure from his ruling Pakistan Muslim League-Nawaz (PML-N) party and the army to retract his statement immediately or issue a clarification. However, there is no indication by the latter that he will do so.

Various media reports are saying that the Pakistan Army is expected to hold a high-level meeting on Monday to discuss what it described as a "recent misleading media statement" about the 2008 Mumbai terror attack.

The spokesman of the Inter-Services Public Relations (ISPR) Major General Asif Ghafoor said in a tweet on Sunday that the National Security Committee (NSC), consisting of Pakistan's top civil and military leadership, will meet under the chairmanship of Prime Minister Shahid Khaqan Abbasi today to discuss key national issues.

"The NSC meeting suggested to Prime Minister to discuss recent misleading media statement regarding Bombay incident. Being held tomorrow morning," said Major General Ghafoor in his tweet on Sunday.

New Delhi has long held and accused the Lashkar-e-Taiba of carrying out the attacks in Mumbai in 2008 with the help of ten well-armed terrorists. These attackers arrived on boat from Karachi and according to the Indian government, carried out the violent strikes across Mumbai in coordination with Pakistan's Inter-Services Intelligence (ISI) agency.

The 26/11 case is being tried in an anti-terrorism court in Pakistan since 2009, but has hardly made any progress.

India maintains that Pakistan has not kept its end of the bargain and sent the case to court without really investigating the conspiracy that led to the attacks.

Islamabad, however, squarely blames New Delhi for not providing it with "solid evidence" against prime accused Hafiz Saeed and others.

"Sharif's apparently conciliatory remark on the state's role in terrorism may not result in a concrete shift in Pakistan's position.&nbsp;

Pakistan's Interior Ministry has abruptly removed the chief prosecutor from the Mumbai terror attack case for "not taking the government line", an official said on Sunday, in a major setback to India's efforts to bring the perpetrators to justice.

Ten Lashkar-e-Taiba (LeT) terrorists had sailed into Mumbai from Karachi and carried out coordinated attacks, killing 166 people and injuring over 300 in November 2008.

"The Interior Ministry has removed Federal Investigation Agency (FIA) Special Prosecutor Chaudhry Azhar, who had been representing as chief of prosecution in the Mumbai attack case since 2009, from the high-profile case," an official of the FIA privy to the development said.

The decision by Pakistan’s Interior Ministry can hamper India’s efforts to bring the perpetrators of the crime to justice, the news agency observed. The official said that Azhar had been informed that his services “will no longer be required”, PTI reported.&nbsp;

"Azhar has only been separated from the Mumbai attack case. However, he will continue to represent the state in other cases like Benazir assassination,” the official added.

Explaining the Pakistani government’s rationale in removing the chief prosecutor of the case abruptly, the official said that Azhar had developed “differences” with the Pakistani government over the “manner” in which the case was being pursued.&nbsp;

26/11 Mumbai terror attack case: Pakistan sacks chief prosecutor for ‘not taking the government line'

Pakistan Prime Minister Shahid Khaqan Abbasi has said there is no case registered against &nbsp;26/11 terror attack mastermind Hafiz Saeed in Pakistan and so no action can be initiated against the Jamaat-ud-Dawah (JuD) chief.

The Pakistani Prime Minister referred to Saeed as &ldquo;Hafiz Saeed sahab&rdquo; while making the remark during an interview to Pakistan&#39;s Geo TV.

This comes just days after Saeed hit out at the Pakistan government for &ldquo;not ushering Islamic rule in the country&rdquo;.

Earlier, the Pakistan government had blacklisted Saeed&rsquo;s JuD after US blocked $255 million military aid to the country, even as he opened the first office of Milli Muslim League (MML), the political outfit of the JuD. The office was opened in Lahore.

This was a snub to country&rsquo;s authorities as Security and Exchange Commission of Pakistan had banned Saeed&rsquo;s group from collecting any donation.

Saeed has been grabbing headlines often since his release from house arrest in November. He was placed under the same in January 2017.

It was carried out by 10 Lashkar-e-Taiba terrorists from Pakistan who arrived in Mumbai via sea route. As many as 166 people lost their lives while over 300 suffered injuries in the attack.

Nine terrorists were killed while the lone surviving terrorist Kasab was hanged to death on November 21, 2012, at the Yerwada Central Jail in Pune.

Nine years on, Mumbai terror attack victims call for justice

&ldquo;Nine years after 26/11, its mastermind still eludes justice. It is time to rescind Pakistan&rsquo;s status as a major non-NATO ally,&rdquo; Bruce Riedel, a top US&nbsp;expert on security, South Asia and counter-terrorism told PTI.

A top American counter-terrorism expert has urged the Trump administration to &ldquo;rescind&rdquo; the major non-NATO ally status given to Pakistan after a court in Lahore ordered to free Mumbai terror attack mastermind and banned JuD chief Hafiz Saeed from detention.

The banned Jamaat-ud-Dawah (JuD) head, carrying a bounty of $10 million announced by the US&nbsp;for his role in terror activities, has been under detention since January this year.

The Trump administration on Wednesday said that Saeed is a terrorist leader designated by both the United Nations and the United States, hours after a Pakistani court ordered his release from detention.

&ldquo;Nine years after 26/11, its mastermind still eludes justice. It is time to rescind Pakistan&rsquo;s status as a major non-NATO ally,&rdquo; Bruce Riedel, a top US&nbsp;expert on security, South Asia and counter-terrorism told PTI.

&ldquo;In a word, the release is an outrage. Before long we will read news reports of Hafiz Saeed leading more rallies with thousands of people,&rdquo; Alyssa Ayres, former State Department official who is currently with the Council on Foreign Relations, said after the Lahore High Court on Wednesday ordered the Pakistani government to free Saeed.

Saeed is a UN-sanctioned individual terrorist who leads a UN-sanctioned terrorist organisation, Ms. Ayres said, alleging that Pakistan does not see fit to follow through on its obligations to uphold UN Security Council (UNSC) terrorist designations.

&ldquo;Pakistan cannot credibly claim to be fighting terrorism while failing its most basic security obligation to UNSC designations,&rdquo; Ms. Ayres said.

According to Michael Kugelman of the Woodrow Wilson Center, one should not be surprised by this announcement.

&ldquo;Pakistani legal authorities have frequently hinted they have insufficient evidence to justify his continued detention, so it was just a matter of time before this militant, who happens to be a critical Pakistani state asset, walks free.

&ldquo;This news will certainly rankle US&nbsp;officials, who often point out that the dozens of casualties in the Mumbai terror attack included several Americans,&rdquo; Mr. Kugelman said.

Saeed&rsquo;s release will reinforce Washington&rsquo;s longstanding belief that Pakistan embraces a selective policy toward terrorism that entails coddling militants that help serve Pakistani interests, he said.

&ldquo;All this said, we should not overstate the impact this move will have on U.S.-Pakistan relations,&rdquo; Mr. Kugelman said.

For the Trump administration, whose policy towards Pakistan revolves above all around protecting American lives, the terror group of greatest concern in Pakistan is the Haqqani Network, which the U.S. blames for various attacks on American and Western targets in Afghanistan.

&ldquo;The LeT is certainly important for Washington, but compared to the Haqqani network it is presently a relative sideshow in U.S. policy considerations,&rdquo; Mr. Kugelman added.

The JuD is believed to be the front organisation for the banned Lashkar-e-Taiba (LeT) which is responsible for carrying out the Mumbai attack.

Husain Haqqani, Pakistan&rsquo;s former Ambassador to the US, attributed this to the mixed messaging coming from the Trump administration in the last few weeks.

US officials were trying to signal to Pakistan that if it takes action against the Haqqani terror network, that could be seen as a positive move and &ldquo;may thwart&rdquo; tougher actions against Islamabad, as promised by President Donald Trump in his new South Asia policy, he said.

&ldquo;In the process they [the US] may have inadvertently made the Pakistani think that the US only wants action against the Haqqani network and not against groups like the LeT that are acting against India.

&ldquo;My fear is that mixed signals will lead to a situation in which Pakistan fails to take decisive action against Afghan-oriented and India-oriented terrorist groups,&rdquo; he said.

The United States, a State Department official said, is aware of media reports regarding Pakistan&rsquo;s ordered release of Saeed from the house arrest. In May 2008, the United States Department of the Treasury designated Saeed as a Specially Designated Global Terrorist under Executive Order 13224.

Saeed was also individually designated by the United Nations under UNSCR 1267 (UN Security Council Resolution) in December 2008 following the November 2008 Mumbai attacks.

The LeT and several of its front organisations, leaders, and operatives remain under both State Department and Treasury Department sanctions, the State Department has said.

Time to 'rescind' Pakistan's major non-NATO ally status: US expert

A Pakistani judicial board will decide on November 22 whether to extend JuD chief and the 2008 Mumbai attack mastermind Hafiz Saeed&#39;s house arrest or not, a court was told today.

A law officer of the Punjab provincial government during the hearing in Saeed&#39;s house arrest case told Lahore High Court Judge Qazi Amin Ahmed that the Punjab Judicial Review Board would decide this matter on November 21.

The LHC held the hearing on a petition filed by Saeed challenging the October 24 order of the Punjab&#39;s Home Department to extend his detention for another one month under a public safety law.

The court in the last hearing had issued a notice to the provincial government seeking reply on Saeed&#39;s detention. Accepting the law officer&#39;s request the LHC adjourned the hearing for November 22.

Last month, the Punjab Judicial Review Board had extended by 30-days Saeed&#39;s detention which will expire by the last week of this month.

On January 31, Saeed and his four aides Abdullah Ubaid, Malik Zafar Iqbal, Abdul Rehman Abid and Qazi Kashif Hussain were detained by the Punjab government for 90 days under the Anti-Terrorism Act 1997. However, the last two extensions to his detention were made on the &#39;public safety law&#39;.

The board refused to extend the detention of Saeed&#39;s four aides. They were later set free in the last week of October.

Under the law, the government can detain a person for up to three months under different charges but to extend the detention, it needs approval from a judicial review board.

Pakistan judicial board to decide next week on Saeed's detention case

Mumbai attack mastermind Hafiz Saeed&#39;s house arrest will be set aside if the Pakistan government does not submit evidence against him, a top court here has warned.

Saeed, the Jamaat-ud-Dawa chief, is under house arrest since January 31.

The Lahore High Court (LHC) yesterday heard a plea against his detention. The interior secretary was supposed to appear before the court along with complete record of the case related to his detention along with four others.

Irked by the absence of the interior secretary during the proceedings, the LHC observed that &quot;no citizen can be detained for an extended period on the basis of merely press clippings&quot;.

&quot;The conduct of the government shows it has no substantial evidence against the petitioners. The detention of the petitioners will be set aside if no concrete evidence is presented before the court,&quot; Justice Syed Mazahar Ali Akbar Naqvi said.

Another official of the interior ministry accompanied by a deputy attorney general told the court that the secretary could not attend the proceedings due to unavoidable official responsibilities in Islamabad. The law officer sought time to file a reply to the petition.

Justice Naqvi regretted that an army of officers was assigned to protect one government personality but not a single officer was available to assist the court.

Lamenting repeated requests for adjournment, the judge said the law officers wanted courts to stop working.The judge adjourned hearing till October 13.

Saeed&#39;s advocate A K Dogar argued that the government detained the JuD leaders on the basis of apprehensions and hearsay. He said under the law no presumption and assumption could give rise to any apprehension unless it was supported by evidence.

Punjab government had already told the court that activities of JuD leaders, if released, would pose a great threat to public safety and can cause a breach of public order.

Saeed and his four aides - Abdullah Ubaid, Malik Zafar Iqbal, Abdul Rehman Abid and Qazi Kashif Hussain - have been placed under house arrest in Lahore under the anti-terrorism act.

On September 25, the house arrest of Saeed and others was extended for another 30 days by the Punjab government.

The JuD has been declared as a foreign terrorist organisation by the United States in June 2014.

Irked by the absence of the interior secretary during the proceedings, the LHC observed that "no citizen can be detained for an extended period on the basis of merely press clippings". Saeed and his four aides - Abdullah Ubaid, Malik Zafar Iqbal, Abdul Rehman Abid and Qazi Kashif Hussain - have been placed under house arrest in Lahore under the anti-terrorism act. On September 25, the house arrest of Saeed and others was extended for another 30 days by the Punjab government. The JuD has been declared as a foreign terrorist organisation by the United States in June 2014. The US has announced a $10 million bounty on Saeed's head for his role in terror activities.

Tahawwur Rana was convicted by a US court for providing material support to the LeT.

The NIA told the FBI deputy director that Rana had not been tried for the offences forgery and criminal breach of trust registered against him in India. It also said it had received no response to multiple requests for Tahawwur Rana&#39;s custody.

McCabe assured the investigating agency that its request would be looked into, The Hindu reported.

Headley has been sentenced to 35 years in prison by a US court. One of the biggest impediments for his extradition to India is the &quot;double jeopardy clause&quot; in US law that prohibits punishment for the same crime twice.&nbsp;

NIA officials said they were hopeful of securing Headley&#39;s custody because a large number of Indians were killed in the terror attacks, whereas the US investigation mostly centred on the death of six American nationals.

Rana is accused of helping Headley open an immigration firm in Mumbai with forged documents which in turn provided him with a cover for the reconnaissance of 26/11 targets.&nbsp;

The 26/11 attacks, which targetted Mumbai&#39;s key landmarks including the Chhatrapati Shivaji Terminus, the Oberoi Trident, Taj Mahal Palace Hotel and Leopold Cafe, were carried out by 10 LeT terrorists headed by Ajmal Kasab.&nbsp;

Kasab was captured alive by the police and hanged to death in 2012.

In fact, security agencies believe that it was on Mir&#39;s instructions that Headley changed his name from Dawood Gilani to David Headley and applied for a US passport under the new name. Once he received the passport, his new identity gave Headley a cover to enter India, scout for terror targets, and travel back to the US undetected.

Between June 2015 and June 2016, Mahmood served as the vice-chairman of Falah-i-Insaniat foundation (FIF), dubbed as a humanitarian organisation but believed to be a fundraising arm of the LeT. This foundation, too, was previously listed as a terror&nbsp;outfit by the US. 
&nbsp; 
Since 2012, Mahmood routinely traveled overseas -- to places like Syria, Turkey, Gaza, Bangladesh and Myanmar -- and worked with international organisations on for FIF, which is belived to be a front for the LeT.

Lashkar&#39;s emir (local chief) in Lahore, Muhammad Sarwar, is the second LeT man to have been flagged by the US as a terrorist.

Sarwar has been directly involved in fundraising activities for the LeT and is believed to have used the formal financial system in Pakistan to raise and move funds on behalf of the terrorist orgainisation. In 2008, he led delegations of businessmen to solicit&nbsp;donations for the terror group.

Born in Sheikhupura in Pakistan, Sarwar is known to have used as many as six aliases and held a Pakistani passport from 2007 to 2012.

It was a little after 8.30 pm on November 26, 2008, that Ajmal Kasab and his nine accomplices parked their inflated rubber dinghy off Bhai Bhandarkar Macchimar Colony opposite Badhwar Park at Cuffe Parade in the Indian city of Mumbai. They had set sail from Pakistan three days back, forcibly commandeering a trawler, MV Kuber, in Indian waters, after ruthlessly murdering its crew to breach the channel of Mumbai port undetected.

After navigating their way through the by-lanes of the fishing colony and splitting into five teams of two, the terror group unleashed a savage attack that transpired into a three-day siege of India&#39;s financial capital, claiming 166 innocent lives.

Eight years hence, if another 26/11-like attack was to happen around the same time of the evening, the night patrolling personnel at the Mumbai port would have a hard time in spotting an obscure rubber dinghy or any suspicious vessel, with just one night-vision device (NVD) to their aid.

According to a security audit by the Central Industrial Security Force (CISF) &ndash; deployed to secure the Mumbai port &ndash; it needs at least seven NVDs and four day-vision binoculars to patrol the large water perimeter effectively. It has one now and procurement for five are under way.

The shortage of vital and basic accessories like binoculars is a grim reminder of the continuous struggle to enhance and fortify the coastal security of a major port like Mumbai. A retired police officer said that binoculars are just a technical matter. &quot;The MV Kuber, with Kasab and gang, was able to breach the channel of the Mumbai port and sail close into the shore. There is a need to strengthen the access control of the port as hundreds of fishing vessels move up and down. Even with NVDs and binoculars, it will be tough to detect a suspicious vehicle,&#39;&#39; he said.

In a security revamp, post 26/11, a unified command of the CISF was inducted for the security of the Mumbai port. Over 500 trained personnel, including marine commandos, are deployed at ports, docks and the islands under the Mumbai Port Trust (MbPT). The CISF annually conducts a security audit.

In the last audit in 2015, the CISF pointed out the paucity of the NVDs, observing that at least 11 day-and-night vision binoculars were required, with patrolling units to cover the large perimeter and detect any suspicious activity. The MbPT has informed that it is in the process of procurement and has got one NVD so far.

Former DGP and CEO of Cochin Port N Ramachandran, who had submitted a high-level port security report to the Central government, just before the 26/11 attack, said that many gaps continue to exist when it comes to securing the coastline and major ports. &quot;Patrolling has to be carried round the clock. Any suspicious vessel has to be accosted and questioned. Unfortunately, there has been no consistency in policy and implementation,&#39;&#39; he said.

In the event of a forced entry at Yellow gate, Orange gate, Old yellow gate and Purple gate, the audit report says that there is no anti-crash devices like boom barriers, mobile pickets, RFID on vehicles for identification and tracking, and additional bullet proof jackets for security personnel.

CISF officials told DNA that the measures recommended in the audit report were being addressed by the MbPT. &quot;The CISF only provides trained personnel. It&#39;s the MbPT&#39;s responsibility to provide infrastructure and technical details.&#39;&#39;

The agreement between the government and the rebel group comes amid stiff resistance from opposition political parties who say the deal continues to favour the insurgents.

This is the second time in two months that the Santos-led administration and FARC have signed a peace deal.&nbsp;

The previous accord was rejected by the Colombian public in an October 2 referendum because they felt the deal absolved&nbsp;the FARC rebels of all crimes they have committed in the last half a century.

But this time, the deal will be sent to the Congress and not go through another referendum.

Chances of the deal coming to fruition is high because Santos holds the majority in the Congress.

Both the government and FARC have made efforts in the last two years to end the region&#39;s longest-running conflict that has left more than 220,000 people dead and several millions displaced.

Opposition to the deal

The deal was inked in a low-key ceremony at a Bogota theatre, a striking contrast from the previous occasion.

Supporters of the deal chanted &quot;We did it!&quot; while the two parties signed the accord.

However, the opposition parties in Colombia have condemned&nbsp;the government for going ahead with a deal that is similar to the first one.

The first peace deal was rejected by the public for being too soft on FARC.

The opposition led by former president Alvaro Uribe have also criticised the government for bypassing the public this time. They want the government to hold another referendum.

President Santos, who won the Nobel Peace Prize last month for his efforst to broker a peace deal with FARC, wants the accord to be legislated quickly in order to maintain&nbsp;a fragile bilateral ceasefire.

The expanded and highly complex new 310-page document makes only small modifications to the original text, such as clarifying private property rights and detailing more fully how the rebels would be confined in rural areas for crimes committed during the war.&nbsp;
