During the court proceedings, Chief Justice of India Ranjan Gogoi also sought full details of investigation about the status in the rape case and accident of the victim and also asked the Solicitor General to interact with CBI Director regarding the cases.

"This morning I read in the papers that the Unnao victim had written to the Supreme Court. I was informed about the letter yesterday. I have not yet seen the letter. It is yet to be placed before me. We try to do something constructive amid this highly destructive volatile environment and this happens," Ranjan Gogoi remarked.

On July 28, a truck rammed into the vehicle in which the Unnao rape survivor, her counsel and two aunts were travelling to Raebareli. While she and her lawyer sustained grievous injuries, her aunts were killed on the spot.

The missing coffee baron from Karnataka and founder of Cafe Coffee Day, VG Siddhartha, was found dead in the Netravathi river in the coastal city of Mangalore early on Wednesday. Siddhartha's body was found by fishermen at 6.30am near Hoige Bazaar, a short distance away from the bridge where he went missing.

Siddhartha opened India's first coffee chain Cafe Coffee Day (CCD) and opened his first outlet at Bengaluru's Brigade Road in 1996. CCD was India's first food and beverages outlet in India to offer high-speed internet to its customers.

Siddhartha had famously said once that he was advised against setting up Cafe Coffee Day, that someone told him that the business won't be able to break even. But the first CCD outlet clicked and there was no looking back for Siddhartha.

He belonged to a family which has a history of growing coffee; in fact, it has been the family business for the last 140 years. After a short stint as an investment banker, he formed a coffee trading company called Amalgamated Bean Company (ABC). The ABC is India's biggest green coffee exporter with a turnover of Rs 2,500 crore.

VG Siddhartha decided to open his own chain of coffee outlets after noticing an internet cafe serving beer in Singapore.

CCD now has 1750 outlets in more than 200 cities, including Prague, Vienna and Kuala Lumpur. Around 30,000 employees work in the company.

The company had the first move advantage, before the other big coffee brands of the world like Starbucks and Costa Coffee entered India. This allowed CCD to venture into other territories like information technology and financial sector and eventually, Siddhartha lost the plot.

Watch: What led to the downfall of CCD founder VG Siddhartha

In 2017, he was accused of tax evasion and the income tax department raided 20 locations linked to him. It was alleged that he concealed income worth Rs 650 crore.

Siddhartha is believed to be under intense financial stress despite the CCD group's coffee business showing a positive growth trajectory. The company reported a revenue of Rs 1,777 crore in FY 2018, Rs 1,814 crore in FY '19 and is projected to grow at Rs 2,250 crore in FY '20. However, as of March 2019, the total debt of the company stood at Rs 6,547 crore.

Siddhartha has been in talks with selling stakes evaluated at Rs 8000-10,000 crore in the company to global beverage manufacturer Coca Cola. Sources also suggest that he was looking to sell the real estate subsidiary of the company, Tanglin, at an estimated Rs 2,800 crore. While Siddhartha earned Rs 3269 crore from selling his Mindtree shares, it barely made up for the heavy debt that he was under - details of many that are still not in public domain.

Delhi BJP president Manoj Tiwari on Thursday claimed that the Delhi government's decision to give free electricity to those consuming up to 200 units was a result of the BJP's efforts.

"We welcome the move for free electricity, it is the result of BJP's efforts. However, the more important question is that when will Chief Minister Kejriwal return Rs 8,500 crore looted in the name of fixed charges," Tiwari told reporters here.

Earlier today, the Arvind Kejriwal government announced free electricity to those consuming up to 200 units and 50 per cent subsidy for those consuming between 201-400 units a month.

"This will barely cost Rs 100 crore to the treasury. On one hand, they have announced free electricity to those consuming up to 200 units but they have also increased the electricity rates for others," Tiwari said.

Meanwhile, BJP leader Vijender Gupta accused the AAP government of announcing free electricity given the upcoming assembly elections.

"AAP government is doing this because the elections are close. They are in a sinking ship. That is why they are announcing freebies like free metro rides for women and free electricity," Gupta said.

Amid reports of US military sales to Pakistan and controversy stoked by US President Donald Trump by offering to mediate on Kashmir issue, a top-level Indian delegation headed by Defence Secretary Sanjay Mitra reached Washington today and is expected to discuss military relations between the two countries.

During the three-day visit which began today, the Indian side will hold meetings with the top officials of the American administration and discuss issues affecting ties between the two nations.

"During the meetings between the two sides, the Indian delegation is expected to clear its position regarding the purchase of the S-400 air defence missile system that India is purchasing from Russia under a Rs 39,500 crore deal signed last year," sources said.

The Americans have objected to the purchase of the aforementioned defence equipment from Russia. Washington is not comfortable with the integration of its assets in the Indian inventory with the Russian air defence system.

India has already made its intent clear to the US about procuring Russia's S-400 missile defence system. New Delhi has said that it would act in accordance to its national interests.

This message was also conveyed to US Secretary of State Mike Pompeo, during his recent visit to New Delhi.

During the visit, the Indian delegation will likely discuss regional security issues pertaining to Afghanistan-Pak region and the issue of possible assistance provided by US to Pakistan in regard with F-16 fighter jet fleet, sources said.

India is also expected to make its position clear on the Kashmir issue in view of the Trump's controversial statement that Prime Minister Narendra Modi has requested him to meditate on the Kashmir issue between India and Pakistan.

India had categorically denied the claims made by Trump alongside Pakistan President Imran Khan on last Monday.

The American side had also issued a clarification in this regard soon after their President Trump made the remarks.

India and US will also discuss their military hardware cooperation as the two sides have done defence deals worth over USD 20 billion in the last 15 years. Several deals including the proposed sale of maritime surveillance aircraft, support equipment for the C-17 transport aircraft and air defence systems are on the cards.

Union Health Minister Harsh Vardhan on Thursday hailed the National Medical Commission (NMC) Bill, 2019, as "historic" and said that it will benefit doctors and medical students.

He also said that the Bill will enable students to take admission in medical colleges through a single entrance test.

"This Bill will benefit MBBS students and doctors. When history will be written, it will be counted as one of the major reforms done under the Modi government. This Bill will enable students to take admission in medical colleges through a single entrance examination," he told reporters here after the Bill was passed by the Rajya Sabha.

He also said that the Bill will enhance the quality of education in medical colleges and further increase the government's control over medical admissions.

Responding to a question over doctors' protest over the Bill, Vardhan said that the opposition will vanish once the doctors and students fully understand about its provisions.

He said: "Some doctors do not want to understand it. Others will surely understand it with the passage of time."

The minister also said that some people were creating a "communication gap" over the Bill.

Vardhan also brushed aside talk of medical education getting expensive with the implementation of the new provisions.

"In the first medical bill, there was no clause to regulate even a single medical seat. Fifty per cent seats are reserved for government college under the new provisions. State governments will be making separate legislations on rest of the seats," he added.

Earlier in the day, Rajya Sabha approved the NMC Bill that seeks to create National Medical Commission in place of Medical Council of India (MCI) has already been passed by the Lok Sabha.

The Bill was cleared by the Parliament amid stiff protest from the medical fraternity who fear it would lead to deterioration of medical education and degradation of healthcare services.

India has strongly taken up the issue of US military sale to Pakistan and expresses grave concern over the issue with the US side assuring that it doesn't mean a freeze on US military assistance to Pakistan has been removed.

Ministry of external affair spokesperson Raveesh Kumar said, "We've taken up the matter with US ambassador here in Delhi as well as the govt of US in Washington through our ambassador. We have expressed grave concern over the US military assistance to Pakistan."

Adding, "What we have been told by the US Side is that the proposed sale doesn't indicate any change in the US policy of maintaining a freeze in military assistance to Pakistan."

US State Department last week approved a $125 million support for Pakistan's F-16 Program.

The US defence Security cooperation agency said the $125 million support will not "alter the basic military balance in the region."

Remember, F16s were used by the Pakistani forces on February 27 when they launched an attack on Indian military installations in response to Indian counter-terror strike on Jaish-e-Mohammed terror camps in Balakot, Pakistan. The use of F16s on February 27 was raised by the Indian side with the US subsequently.

In 2016, India summoned US envoy over the Obama Administration's decision to notify the sale of F-16 aircraft to Pakistan. The MEA back then said, "We disagree with their rationale that such arms transfers help to combat terrorism. The record of the last many years in this regard speaks for itself."

The Resident Doctors' Association's one-day "token" strike in protest against the passage of National Medical Commission Bill will begin across the country at 8 am today.

Post Graduate Institute of Medical Education & Research (PGIMER), Chandigarh will also stage a protest along with the Indian Medical Association (IMA) against the Bill.

"In response to the call by the Indian Medical Association and Resident Doctors` Associations across the country the ARD PGIMER Chandigarh has its full and unconditional support for the cause of nationwide protest against NMC Bill," PGIMER said in a press statement.

Calling the Bill "draconian", PGIMER stated that the Lower House dumped health care and medical education of this country into darkness by approving the undemocratic NMC Bill, 2019.

"Section 32 of the NMC Bill provides for the licensing of 3.5 lakh unqualified non-medical persons to practice modern medicine. The term community health provider has been vaguely defined to allow anyone connected with modern medicine to get registered in the NMC and is licensed to practice modern medicine. Also, there is no clarity about pattern and other details of the NEXT exam," read the statement.

The organisation was also of the view that this proposed Bill will increase corruption and decrease autonomy in medicine.

On July 29, the Lok Sabha had passed a Bill that seeks to create National Medical Commission in place of Medical Council of India (MCI) with Health Minister Harsh Vardhan terming it as an "anti-vested interests Bill" which will be remembered as one of the greatest reforms brought by the Modi government.

The Bill provides that the common final year MBBS exams to be known as National Exit Test (NEXT) would serve as licentiate exam for entrance to post-graduate medical courses and as the screening test for foreign medical graduates. It provides for the repeal of the Indian Medical Council Act 1956.

The Parliament on Thursday passed a bill that provides for stringent punishment for sexual crimes against children and the death penalty in cases of aggravated sexual assault.

The Lok Sabha passed the Protection of Children from Sexual Offences (Amendment) Bill, 2019 on Thursday. The bill seeks to amend Protection of Children from Sexual Offences (POCSO) Act, 2012. It had been passed by Rajya Sabha earlier.

In her reply to the debate on the bill, Women and Child Development Minister Smriti Irani said 6.20 lakh sexual offenders were listed in the national database and they were being tracked by investigative agencies. She also expressed concern that the number of juvenile perpetrators of crimes is increasing.

Irani said the government was working to create 1023 fast track courts under the Nirbhaya fund to provide quick justice in cases of crimes against women.

"Eighteen states have come on board to see that these courts are established between 2019-20 and 1920-21," she said.

The minister said that about Rs 75 lakh would be spent in creating infrastructure for each court.

The minister expressed concern over the "slow rate" of conviction in POCSO cases and said that in about 36,000 cases under the Act, over 36,000 persons have been arrested.

Referring to a point made by a member about consensual sex, Irani said the suggestion was made before the standing committee which had said that there should be no exemption in cases involving children below 18 years of age.

She said steps had been taken for witness protection and states urged to create witness protection fund.

Asked about the suggestion that death penalty should not be given if the accused is a juvenile, she said in such cases the matter is decided by the court in consultation with Juvenile Justice Board (JJB) to determine if the person is of an adult mind.

The minister said various ministries were working cohesively on the issue of child protection under the Modi government and there has been a suggestion to track progress in POCSO cases.

Irani said children in CBSE-affiliated schools were being given awareness about "good touch and bad touch" and teachers were also being trained.

The minister suggested MPs to take up POCSO cases in district-level meetings.

She said there were 680 child welfare committees of which 444 were working to full strength while 509 of 675 JJBs were working to full strength.

Noting that training was being imparted for collection of forensic evidence, the minister suggested that the approved list of counsellors should be published.

Earlier, moving the bill for passage in the House, Irani had said 60 per cent of people using the internet were of ages less than 24, and there has been an instance of 5,000 people subscribing to an online porn channel which had the video of a crime.

She said the bill will protect the interest of vulnerable children in times of distress and ensure their safety and dignity.

Referring to a case of drugs being administered to children to bring about early sexual maturity, Irani said the bill seeks to award strong punishment in such cases.

Members cutting across party lines demanded strong punishment in crimes against children.

The Bill provides for levying fines and imprisonment to curb child pornography.

The strong penal provisions are expected to act as a deterrent to curb child sex abuse.

The mediation panel on the Ram Janmabhoomi-Babri Masjid land dispute on Thursday submitted its report in a sealed cover to the Supreme Court.

The report was given to the Supreme Court registry.

A Constitution bench, headed by Chief Justice Ranjan Gogoi, had on July 18 asked by the three-member committee, headed by retired apex court judge FMI Kalifulla, to continue with the mediation process and submit a report on the progress made till July 31.

The bench, which also comprises Justices SA Bobde, DY Chandrachud, Ashok Bhushan and S Abdul Nazeer, will take up on Friday a batch of petitions seeking an end to the mediation process and the start of hearing in the Ayodhya title suit.

The petitions have submitted that no progress has been made in the mediation ordered by the apex court to explore an amicable settlement to the land dispute.

Among the petitioners is Rajendra Singh, son of one of the original plaintiffs — Gopal Singh Visharad.

On July 11, K Parasaran, the senior lawyer for Singh, had argued that the mediation process is unlikely to yield any positive result.

"Since mediation is unlikely to bring any positive result, the court should give a date for a hearing in the case," he had submitted.

However, senior advocate Rajeev Dhavan, appearing for one of the Muslim parties, had contested the stand taken by Parasaran.

The court had on March 8 constituted the mediation panel which also comprises Art of Living founder Sri Sri Ravi Shankar and senior Madras High Court advocate Sriram Panchu.

Fourteen appeals are pending before the apex court against the 2010 Allahabad High Court verdict which ordered equal division of the 2.77-acre disputed land in Ayodhya among the Sunni Waqf Board, the Nirmohi Akhara and Ram Lalla.

She said the Bill provides for levying fines and imprisonment to curb child pornography.

The minister said that 60 per cent of people using the internet were of ages less than 24, and there has been an instance of 5,000 people subscribing to an online porn channel which had the video of a crime.

She said the bill will protect the interest of vulnerable children in times of distress and ensure their safety and dignity.

Referring to a case of drugs being administered to children to bring about early sexual maturity, she said the bill seeks to award strong punishment in such cases.

The bill, which has been passed by Rajya Sabha, seeks to amend Protection of Children from Sexual Offences (POCSO) Act, 2012.
