Prime Minister Narendra Modi on Wednesday pitched for India's inclusion in the Nuclear Suppliers Group (NSG) saying that the country faces a challenge in nuclear energy because it is not a member of the group of nuclear supplier countries and faces issue of supply of fuel.

The Prime Minister made the remarks during an interaction session at the Bloomberg Global Business Forum here.

"We have the challenge of nuclear energy because we are not a member of NSG (Nuclear Suppliers Group), so we face the issue of supply of fuel. If we get a solution on that front, then we can come out as a model and work in this sector," he said.

Modi talked of India's speedy movement towards its renewable energy targets including generation of power through the sun and wind.

The Prime Minister said he had set new target due to progress achieved so far.

"India had earlier set a target to achieve 175 Gigawatt of renewable energy. I am happy we are way ahead of the time. We have already achieved the work of 120 Gigawatt. While I was speaking in UN yesterday, I have set a new target of 450 Gigawatt of renewable energy," he said answering a question on renewable energy.

Modi had raised the issue of India's membership of NSG with UN Secretary-General Antonio Guterres during their meeting on the sidelines of the G7 summit last month.

He had said that India is moving towards clean energy including investment-intensive nuclear power for which NSG membership is crucial to building investor confidence.

China has been blocking India's entry into the NSG which regulates the global nuclear commerce and has been insisting that only countries which have signed the Non-Proliferation Treaty be allowed to become members.

Modi also pitched for India's nuclear supplier group or NSG bid which is a hindrance to India's growing energy need. He said "We have one challenge still. The challenge of nuclear energy. Because we are not a member of NSG, we face issue on the supply of fuel. If we get a solution on that front, then we can come out as a model." Modi also highlighted India's climate action plans which aim to increase the share of the renewable component in overall energy basket.

Calling Pakistan "terroristan", External Affair Minister S Jaishankar has said that New Delhi can't talk to a country that sponsors terror and uses it as a state policy.

Speaking at Asia Society in New York, Jaishankar said, "They have to accept the model which they have built for themselves no longer works. You cannot in this day and age, conduct policy using terrorism as a legitimate instrument of statecraft, that is at the heart of the issue. We have no problem in talking to Pakistan, we have a problem talking to terroristan."

Jaishankar further said Pakistan's reaction towards India removing special status for Jammu and Kashmir on August 5 is of "anger and frustration" since the country has "created an entire industry of terrorism to deal with Kashmir issue. It is bigger than that, they created for India" and they "now see an investment of 70 years undercut if this policy succeed".

Pakistan, in the aftermath of India's decision to remove special status, has raked up the issue globally but hasn't got any attraction.

Jaishankar urged Pakistan to do "something for its own good, if it does that it would enable normal neighbourly relation with India."

Highlighting the issue of cross border terrorism emanating from Pakistan, Jaishankar said, "The issue between India and Pakistan, it's not like we agree on everything else, we have a wonderful relationship and there is Kashmir issue. We had an attack in Mumbai, the last time I checked Mumbai was not part of Kashmir. If Pakistani terrorist can attack states and regions, we need to recognise there is a bigger problem".

Explaining further Jaishankar said, "The problem is in the mindset. Every time there is a change of government, look it's new, I have nothing to do with earlier guys, it's all their fault. Point is, there is a fundamental issue which they need to understand, and we need to encourage them to do, that is to do away with terrorism. They know where the camps are. Anyone knows where the camps are, just google that."

Government reconstitutes Economic Advisory Council to Prime Minister

The government and Reserve Bank of India (RBI) denied reports on Wednesday that the regulator is closing down at least nine commercial banks soon.

"There are mischievous rumours on social media about RBI closing some banks," said Finance Secretary Rajeev Kumar.

He said, "There is no question of closing any public sector bank, which are articles of faith. Rather the government is strengthening public sector banks with reforms and infusion of capital to better serve its customers."

The RBI too said reports appearing in some sections of social media about closing down certain commercial banks are false.

Several Twitter posts said nine banks will be closed permanently by the RBI Corporation Bank, IDBI Bank, Bank of Maharashtra, UCO Bank, Andhra Bank, Indian Overseas Bank, Central Bank of India, Dena Bank and United Bank of India.

The development came a day after the Punjab and Maharashtra Cooperative Bank (PMC Bank) was barred from routine business transactions for the next six months, and its withdrawal limit was capped at Rs 1,000.

The RBI, however, had made it clear that the directions to PMC Bank should not be construed as cancellation of banking licenses. PMC Bank can continue to undertake banking business with restrictions till further notice/instructions, it said.

But the move sparked outrage among customers who staged protests at some of PMC's branches across the country.

PMC Bank is a multi-state scheduled urban cooperative bank with operations in Maharashtra, New Delhi, Karnataka, Goa, Gujarat, Andhra Pradesh and Madhya Pradesh. With a network of 137 branches, it ranks among the top 10 cooperative banks in the country.

Following Delhi Chief Minister Arvind Kejriwal's scathing attack on Delhi BJP Chief Manoj Tiwari over the NRC issue, party leaders have rallied behind their Delhi chief to criticize Kejriwal for his remarks.

On Wednesday, Delhi chief minister said that Tiwari will be the first one to leave the city if NRC is implemented in the state.

Tiwari has categorized Kejriwal's comment on his nationality as an attack on migrants from Bihar, West Bengal, Uttarakhand and other parts of the country.

"Does he mean to say that those who had come to Delhi from Bihar, from Bengal and other states are 'ghuspaithiye' (infiltrators)? Are we all illegal residents of this country? He should clarify," Tiwari said.

He further, corned the Delhi CM alleging usage of 'unparliamentary words' by the AAP leader.

"He has time and again attacked me personally. This shows his 'sanskaar' (values) and character. It is not BJP's character to stoop so low, "added Tiwari.

Ramesh Bidhuri, BJP MP from South Delhi too came forward in Tiwari's defence.

"Just like his former minister Jitendra Tomar, I suspect that Kejriwal's degree that made him IRS too is a fake one. Did he not know what NRC is? Such statements by him only shows that he stands with terrorists and infiltrators and that he wants to garner their votes, " stated Bidhuri.

According to senior BJP leaders, the BJP will target Kejriwal and ask him if he wants Poorvanchalis and those who have migrated from other states to leave the country.

"Indian nationals can shift to any state that opportunities take them within the country. Is Kejriwal trying to say that Bihari or Haryanavis have no space in Delhi? And if implementing NRC, which is to ensure Indian nationals stay as legal entity in the country, means all Biharis and those from Haryana and Bengal have to leave the city. He should clarify, "stated a senior BJP leader.

In the final NRC list published on August 31 for Assam, a total of 3,11,21,004 persons are found eligible for inclusion in the final list leaving out 19,06,657 persons, including those who did not submit their claims.

The list is aimed at segregating Indian citizens living in Assam from those who had illegally entered the state from Bangladesh.

Reaching out to the Pacific nation, India has announced $12 million grant towards the implementation of development projects in areas of their choice. This stands at $1 million for each of the 12 nations of the pacific ocean. This was announced during Prime Minister Narendra Modi's meeting with leaders of 12 Pacific Island countries -- Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Palau, Independent State of Papua New Guinea, The Independent State of Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu as part India-Pacific Islands Developing States (PSIDS) Leaders’ Meeting on the sidelines of United Nations General Assembly (UNGA). "I am happy to meet pacific small island countries. We are partners in developments. Through this meeting we will focus on increasing cooperation" PM Modi said. As part of India's global climate action programmes, concessional Line of Credit of US$150 Million can now be availed by the Pacific Island countries for undertaking solar, renewable energy and climate-related projects. Many of the Pacific Island countries have joined New Delhi lead International Solar Alliance. New Delhi has also offered to organise a Jaipur Foot Artificial Limb Fitment Camp in a Pacific regional hub under ‘India for Humanity’ programme. India's outreach to pacific island countries come as part of its act east and Indopacific outreach polices. This led to the establishment of India–Pacific Island Cooperation (FIPIC) forum. Asserting that there is an attitudinal shift in India on climate change, External Affairs Minister S Jaishankar has said that New Delhi is "doing better" than many of the western countries in achieving the Paris Accord's commitment.

"My first point I would make is there is a big attitudinal shift on climate change, in India. And until a few years ago people looked at climate change as something that was a growing awareness," Jaishankar said in an interview to Asia Society Policy Institute President Kevin Rudd on Tuesday.

"Actually when it comes to delivering on the Paris commitment... Frankly, it appears from what I read... it seems India is doing better than the much of Europe and other countries in meeting the Paris Accord's commitment," he said.

Jaishnakar said that in 2015 when the Paris agreement was being discussed, New Delhi had decided to take the lead on addressing climate change.

He asserted that India is on its way of meeting the target of installing 175 gigawatts of renewable energy capacity.

"At Paris... I think we decided that we would actually take the lead in addressing climate change challenges. I think our lot of views and position influenced the Group of 77 definitely but what we did outside the Paris conference to my mind was a more important outcome to us and for the world," he said.

"We decided to take the lead on advocating and implementing the spread of solar energy. We unveiled one of the most ambitious solar projects up to date. We started what is called the International Solar Alliance. The target was 175 GW. We are on the way to meeting that," he asserted.

Jaishankar said that the success of the world on achieving the Sustainable Development Goals (SDGs) would be dependent on the accomplishment of India in terms of goals.

The Sustainable Development Goals (SDGs) were adopted by all United Nations Member States in 2015 as a universal call to action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity by 2030.

"I think the big issue before the world and before the United Nations right now is how we're all going to deliver, or not, on the sustainable development goals. And this, I mean in a sense I say this, I mean this is an analytical observation. I think whether the world would be successful in achieving SDG targets would depend on whether India would be successful because our numbers are so big," he said.

New Zealand Prime Minister Jacinda Ardern on Tuesday hailed Mahatma Gandhi's unifying power of inter-faith and inter-cultural understanding that bind all people and all religions across the globe, at a cultural event hosted by India at the United Nations.

Addressing an event to commemorate the 150th birth anniversary of the Mahatma at the UN Economic and Social Council (ECOSOC), along with other world leaders, Ardern said, "At a time when religion could have been used to divide us we saw the unifying power of inter-faith and inter-cultural understanding. Gandhi himself understood the inner truths of all faiths of dignity and humanity that bind all people and all religion."

"Gandhi himself said that we should cultivate non-violence in our daily lives along with truthfulness, humility, and tolerance. These are challenges not only faced by my country but others across the globe as well," she added.

The Prime Minister started her speech by saying 'Namaste' and stated, "Our presence here is a reflection of the close ties between India and New Zealand and also the legacy of Mahatma Gandhi which was felt in the farthest corners of the globe including New Zealand."

"I had first heard of the Mahatma when I was a schoolgirl," she started.

"Gandhi himself understood the inner truths of all faiths of dignity and humanity that bind all people and all religion. Like Gandhi, we should not be afraid to stand up and transform our society for the better," the prime minister stressed further.

She said that New Zealand has recently witnessed a tragic consequence of intolerance and violence, and added, "I saw terrorism sought to divide us and took the lives of 51 innocent worshippers."

Ardern's remarks came in the wake of 15 March's Christchurch mosque shootings in her country which killed 51 people.

Yet in the face of this act of hatred and violence, the Muslim community in New Zealand opened doors for all New Zealanders and the world to grieve with them.

The act of peace was a powerful and empowering message.

By opening the doors they sowed the seeds of forgiveness, diversity, humanity and love, the leader noted.

Ardern also said that Gandhi had mulled the expression of political dissent through non-violent opposition.

"It is critical to resolving tensions in a peaceful manner. I believe that Gandhi's legacy as relevant as it was before. It calls on us to reject bigotry and embrace kindness and truth," she told the attendees.

In her concluding remarks, she said, "We look forward to Gandhi's principles to address the pressing problems. There are three aspects of Gandhi message that carry particular weight: tolerance, equality and quantity of non-violence and peace."

"These are values that we should always keep in the forefronts of our minds not just in good times but especially when faced with difficult choices," she noted further.

World leaders including Bangladesh Prime Minister Sheikh Hasina, Singapore Prime Minister Lee Hsien Loong and South Korean President Moon-Jae-in were also present at the occasion in New York.

"The Prime Minister made it clear (to Trump) that we are not shying away from talks with Pakistan but we expect certain concrete steps to be taken by Pakistan before that, and we don't find any efforts by them," Foreign Secretary Vijay Gokhale told reporters at a briefing in Delhi after the bilateral meeting between the two leaders.

Gokhale also said that during the meeting, Modi told Trump that radicalisation is fading away from India, a fact appreciated by the US President.

"The Prime Minister told President Trump that there has been a significantly lower level of radicalisation in India than there has been in any other part of the world. President Trump acknowledged and took note of the fact," the Foreign Secretary remarked.

The latest development comes as PM Modi and his Pakistan counterpart Imran Khan are expected to cross paths with each other at the United Nations headquarters in New York today.

As the UN General Assembly session formally opens, at least one occasion could present itself when Modi and Khan would be under the same roof -- an eagerly-awaited optic amid khan's attempt to draw global attention to Jammu and Kashmir following the abrogation of Article 370 which Indian government maintains is an internal matter.

That said, while Modi and Khan may chance upon each other at various engagements slated for today, it is speculative at best to assume that the two will confront each other at the United Nations.

Both Indian prime minister and his Pakistan counterpart would address the UN general assembly on September 27.

PM Modi and US President sat together in New York on Tuesday for the third time in the last few months and while endorsing each other also announced both working on a trade deal.

The meeting lasted between 30 to 45 minutes, Gokhale said, adding, "India was quite satisfied with the meeting".

WION: How do you see India-Maldives ties?

Abdulla Shahid: The relationship between our countries have never been better. There is mutual respect. There is an understanding between our governments and leadership. There is a partnership, irrespective of the size of the countries, irrespective of the size of the populations, there are common goals. Common goals of security and development. Here, in New York when the President and the Prime Minister met, the meeting was cordial and they are meeting for the fourth time within a span of 11 months. Shows how strong the partnership is.

WION: India plans to train your cricket team, how will it help people-to-people ties?

Abdulla Shahid: We have a growing relationship and people are in love with cricket. Your cricket team is the best in the world. Some of the best cricketers and some of the best cricket training opportunities. We have seen how India has assisted Afghanistan to come on to the world stage. It is our hope, with the training opportunities which are given to the Maldivian players, we will be able to follow the same path and one day may come out and beat your team.

WION: Does your country back New Delhi on Kashmir?

Abdulla Shahid: We have a principled foreign policy. We do not look at the issues at hand but principles on which things are decided and we strongly feel that each and every country has the right to decide on its constitution and the constitutional changes India brought about are not for other countries to decide and we respect that.

WION: Does connectivity remain the big focus?

Abdulla Shahid: Currently we have 5 Indian cities connected to Male. I hope there will be more air connectivity. Indian tourist arrivals have jumped, they have come to be number 3 in arrivals. There has been a 100 per cent increase in Indian tourist arrivals. During PM Modi's visit, we signed an MoU by sea connectivity. The Ambassador has informed that within the next 2 months, the Cochin Kulhudhuffushi Male ferry will begin.

WION: How big is climate change an issue for you?

Abdulla Shahid: Climate change is a very big issue for us because climate change and degradation of the environment is an existential issue. It a threat to the country and the Maldives is one of the low-lying island states in the world. If there is a rise in sea level by 3-4 meters we are finished. We can't let it happen. We still trust humanity. We still believe countries will come together and save the planet. We are happy that India is leading on climate change issues on many fronts. One of them is solar alliance which Indian Prime Minister Modi has initiated and we are part of it.

WION: The key focus for your country at this year's UNGA?

Abdulla Shahid: We want to consolidate democracy in the Maldives. President Solih, in his speech at UNGA, highlighted where we have come from and how far we have come. We have come from a total dictatorship, from a government which totally ignored human rights and abused power. We want to establish the Maldives where democracy is consolidated and human rights are respected. This calls for a 24*7 vigil, coordination and proactive approach from all agencies in the maritime domain. Referring to the dastardly 26/11 Mumbai attacks, where the terrorists infiltrated via the sea route, Singh emphasized that land and sea security are interlinked. “A precious life is saved every second day at sea. Our country faces threats from state-funded terrorism and non-state actors.”

This calls for a 24*7 vigil, coordination and proactive approach from all agencies in the maritime domain. The Coast Guard has been at the forefront in evolving regional co-operation and is working with international maritime agencies for testing peace in the Indian Ocean.” Referring to the dastardly 26/11 Mumbai attacks, where the terrorists infiltrated via the sea route, Singh emphasized that land and sea security are interlinked. “A precious life is saved every second day at sea. Our country faces threats from state-funded terrorism and non-state actors.” “Indian Coast Guard proved its prowess and reach by undertaking major fire-fighting operation on-board Merchant ship Daiela off Colombo, Motor Tanker Genessa off Kandla and Merchant vessel Maersk Honam on the fringes of Indian Search and Rescue Region and carved a niche among International Maritime community. The service created maritime history by seizing 1.5 tons of heroin from merchant ship Henry, causing a setback to anti-nations elements by averting misuse of funds that would have been generated from contraband sale.” On recent rescue operations by the Coast Guard, the minister said, 4000 lives were saved during the floods in Kerala, Maharashtra and Karnataka as a part of “Operation Sahayata.” The achievements of the ‘Sentinels of the Sea’ were hailed and the support of the family members of the Coast Guard personnel were also acknowledged.
