The work done under Prime Minister Narendra Modi`s flagship healthcare scheme Ayushman Bharat in the past one year has received commendation from the United Nations (UN), World Health Organisation (WHO) and the World bank alike, Union Health Minister Harsh Vardhan said on Monday.

Speaking to ANI on the completion of the first year of Ayushman Bharat- Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), he said, "This biggest health insurance scheme has brought smiles on the faces of lakhs of people in the country. People are thanking Prime Minister Narendra Modi ji for this blessing. I am glad to inform that Ayushman Bharat scheme has been appreciated by the United Nations, World Health Organisation and World Bank."

Vardhan noted that more than 47 lakh people have received benefits worth Rs 7,500 crores in the past 12 months, and approximately 60 per cent of this amount has been spent on tertiary-care.

"Over 10 crore e-cards have been generated and about 18,000 hospitals have been empanelled under AB-PMJAY. Out of the total hospitals empanelled, 53 per cent are private, especially multi-speciality. There are 9 hospital admissions every minute across India," said the Health minister.

As of today, the scheme has been implemented in 32 States and Union Territories.

A unique feature of AB-PMJAY is its portability, which has helped atleast 42,631 eligible poor and migrant workers to seek treatment outside their states, said the health minister.

AB-PMJAY is the flagship scheme of Government of India that provides a cover of up to Rs 5 lakhs per family per year, for secondary and tertiary care hospitalization to over 10.74 crore vulnerable entitled families (approximately 50 crore beneficiaries).

Last year on 23 September, Prime Minister Narendra Modi had launched PM-JAY from Ranchi, Jharkhand.&nbsp;

BJP will not allocate assembly tickets to relatives of its incumbent MPs, Mayors or district council chairpersons in the<a href="https://www.wionews.com/india-news/election-commission-announces-assembly-election-dates-for-maharashtra-and-haryana-250946"> upcoming elections </a>in Haryana.&nbsp;

The party has also decided not to field anyone above the age of 75 years in the crucial polls.

The decision was taken at a meeting of BJP`s Haryana election committee on Sunday.&nbsp;

Sources in the party said that the decision was taken after several MPs and senior state party leaders demanded tickets for their kin for the elections.

It may be noted that Prime Minister Narendra Modi and Haryana Chief Minister Manohar Lal Khattar has time and again targeted opposition parties in Haryana including Congress, INLD and Jannayak Janata Party for supporting dynastic politics.

"We have decided that relatives of MPs, mayors and district Council heads won`t get tickets in the upcoming assembly elections. In fact, MLAs will also be discouraged from seeking tickets for their family members. Unless there is an absolute emergency, we won`t be giving tickets to any relatives", said a senior party leader from the state.

It is learnt that both Khattar and Haryana BJP chief Subhash Barala were of a clear view that the party should not promote dynastic politics in the state.&nbsp;

State party leaders reiterated that there is no place for dynastic politics in the BJP and only people committed to the party`s ideology and the cause will be fielded in the polls.

The BJP feels that giving tickets to the kin of its leaders would send a wrong message to its cadre ahead of the Assembly polls.&nbsp;

"The party doesn`t want to disrespect workers who put in a lot of efforts and show commitment towards the organisation. We want to respect their sentiments by not offering tickets to the kin of leaders, as they may be perceived as outsiders," the sources said.&nbsp;

The 90-member state Assembly goes to polls on October 21. The counting of votes will take place on October 24.

In Haryana, BJP with the leadership of Chief Minister Manohar Lal Khattar looks confident of a comeback, while the Congress seems to be engrossed in internal rivalries between various factions.

In 2014 elections, BJP won 47 seats limiting Congress to only 15 in Haryana.

After winning an unprecedented 10 seats in the recently concluded Lok Sabha polls in Haryana, the state party unit has now been tasked with securing a two-third majority in the 90 member legislature.

Closed for years, temples, education institutions to be re-opened in Jammu and Kashmir: MoS Reddy

The latest in the slew of measures being undertaken to restructure and reform the Indian Army is the Young Leaders Training Wing(YTW), inaugurated by the Army Chief General Bipin Rawat at the Officers Training Academy(OTA) in Chennai. The new programme aims to enhance the capabilities and skills of serving Army jawans to help them clear the Service Selection Board(SSB) Exam, to enable them to serve the nation as Commissioned Officers.&nbsp;

The education and preparation aims to enhance the quality of Junior leadership and increase the probability of qualification for pre-commission training of select Junior Commissioned Officers and Non-Commissioned Officers through a structured Personality Enrichment Programme.&nbsp;

The Chief of Army Staff presented the Young Leaders Training Wing banner to Lieutenant General Sanjeev Kanal, Commandant, OTA and the mission statement was presented to Major General A. Arun, Deputy Commandant and Chief Instructor, OTA.

Addressing the first batch of 200 trainees and the faculty of the Young Leaders Training Wing, the Chief of Army Staff emphasized the importance of development of leadership traits, character, communication skills, analytical ability and rational decision-making skills for all junior leaders aspiring to be officers in the Indian Army.&nbsp;

The Army Chief highlighted the need for ‘leaders who lead by example’ and leaders who rise from the rank and file, leaders who are compassionate and decisive to take bold actions. “Future battlefields will be affected by cyber warfare and there may be communication failures, but not command failures. That is why we need leaders at all levels, leaders who can take decisions under challenging conditions. Such leaders need to bring victory to their respective unit or sub-unit and make history for the Indian Army, as there are no runners-up in war."&nbsp;

Speaking at the event, the Army Chief said, “Lot of our serving jawans have the potential to join officer cadre, but they need training that’s where the YTW becomes necessary. We started preparation in May and here we are inaugurating the facility in September. In today’s scenario, there are so many jawans joining the Army due to various circumstances, we train them keeping in mind that they clear the SSB”.&nbsp;

Besides Congratulating the Officers Training Academy, he also urged the jawans enrolled under the YTW to crack the SSB in the first attempt.

As the soldiers hail from across the country and from various regiments, they have different education levels and varying work experience. They are required to clear an entrance test on basic IQ and general knowledge, followed by which they would be further scrutinized and selected for the YTW programme.&nbsp;

Any soldier in the army, who fulfils the required criteria is selected and is then trained at the OTA Chennai for a five-month duration so that they clear the SSB in larger numbers. This five months course focusses on personality development, with the key component being English communication skills and soft skills. This YTW course is meant exclusively for soldiers (all those junior to the Officer rank).&nbsp;

The YTW is meant to help jawans to climb their career ladder quicker by enhancing their skill sets. Once they clear the SSB test, they could be trained at the Indian Army Institutions across the country, such as the Indian Military Academy. For those who fail to clear the SSB, the YTW training would still be a significant boost to their career in the Army and they can contribute to the larger organization in a great way.&nbsp;

The OTA in Chennai is the only institution of the Indian Army to offer the five-month course under the Young Leaders Training Wing.&nbsp;

The latest in the slew of measures being undertaken to restructure and reform the Indian Army is the Young Leaders Training Wing(YTW), inaugurated by the Army Chief General Bipin Rawat at the Officers Training Academy(OTA) in Chennai.

The latest in the slew of measures being undertaken to restructure and reform the Indian Army is the Young Leaders Training Wing(YTW), inaugurated by the Army Chief General Bipin Rawat at the Officers Training Academy(OTA) in Chennai. The new programme aims to enhance the capabilities and skills of serving Army jawans to help them clear the Service Selection Board(SSB) Exam, to enable them to serve the nation as Commissioned Officers. The education and preparation aims to enhance the quality of Junior leadership and increase the probability of qualification for pre-commission training of select Junior Commissioned Officers and Non-Commissioned Officers through a structured Personality Enrichment Programme. The Chief of Army Staff presented the Young Leaders Training Wing banner to Lieutenant General Sanjeev Kanal, Commandant, OTA and the mission statement was presented to Major General A. Arun, Deputy Commandant and Chief Instructor, OTA. Addressing the first batch of 200 trainees and the faculty of the Young Leaders Training Wing, the Chief of Army Staff emphasized the importance of development of leadership traits, character, communication skills, analytical ability and rational decision-making skills for all junior leaders aspiring to be officers in the Indian Army. The Army Chief highlighted the need for ‘leaders who lead by example’ and leaders who rise from the rank and file, leaders who are compassionate and decisive to take bold actions. “Future battlefields will be affected by cyber warfare and there may be communication failures, but not command failures. That is why we need leaders at all levels, leaders who can take decisions under challenging conditions. Such leaders need to bring victory to their respective unit or sub-unit and make history for the Indian Army, as there are no runners-up in war." Speaking at the event, the Army Chief said, “Lot of our serving jawans have the potential to join officer cadre, but they need training that’s where the YTW becomes necessary. Often hailed as a people's leader, PM Modi spoke about various issues including sanitation, data affordability, ease of business and highlighted the progress made during his tenure. "In the last five years, we have bid farewell to 1,500 archaic laws," PM Modi told the crowd at Houston. "We are also challenging corruption and giving it a farewell," he added. Watch: Howdy Modi Event: Loud cheers as PM Modi mentions article 370 × Pitching India as an attractive investment destination, PM Modi said, norms on single-brand retail had been eased, coal mining and contract manufacturing was open for 100 per cent FDI investment and "big" reduction in corporate tax will make India more globally competitive. PM Modi also said, on the second October when the country will celebrate the 150th birth anniversary of Mahatma Gandhi, India will bid farewell to open defecation. Just in one day, 50 Lakh tax returns were filed, more than the population of Houston." Referring to the Central government's decision to revoke the provision under Article 370 PM Modi said, "India gave a farewell to Article 370," adding that it "denied Kashmiris their rights." "Article 370 had deprived people of Jammu and Kashmir and Ladakh of development. Terrorist and separatist elements were misusing the situation. Now after abrogation, people there have got equal rights." Addressing the audience of nearly 50,000 Indian-Americans, PM Modi asked people to give a standing ovation to Indian parliamentarians for their nod to repeal Article 370. "Article 370 had deprived people of Jammu and Kashmir and Ladakh of development. Terrorist and separatist elements were misusing the situation. Now after abrogation, people there have got equal rights." Referring to abrogation of Article 370, PM Modi also took a jibe at Pakistan, saying "the work done by India is bothering some people who are not able to handle their own country. They do not want peace." "These are the same people who shield terrorism and nurture it. The whole world knows them very well," PM Modi added.

Indian envoy to United Nations, Syed Akbaruddin spoke exclusively to WION's Principal Diplomatic Correspondent Sidhant Sibal in New York ahead of UN General Assembly (UNGA) high-level meeting next week.

Indian envoy to United Nations, Syed Akbaruddin spoke exclusively to WION's Principal Diplomatic Correspondent Sidhant Sibal in New York ahead of UN General Assembly (UNGA) high-level meeting next week. During the conversation, the Indian envoy said India is looking for action-oriented, tangible outcomes to the challenges faced by the global community. He also extensively spoke about India's climate strategy and the Gandhi solar park built on the UN roof by Indian government's grant. WION: Tell us about the Gandhi Solar park built with India's help on the roof of the United Nations? Syed Akbaruddin: The United Nations is now focused on climate action. The summit that is being called by the UN Secretary-General is focused on tangible concrete climate action. So when we looked at our participation in this summit, we looked at how we can contribute to the UN and its goals. We also looked at our own traditions. Ours is a tradition that revers the sun god. We also believe that the sun not only the source of energy but a source of very life itself. This goes back to millennia in our tradition. For all these things we chose, a solar park because it will symbolise in a very tangible and manifest way, the link between India's civilisational heritage as well as our future vision. Gandhi Ji is known, as a votary and prophet of non-violence and his views on those issues are well known but less is known, how he was focused on sustainability, environment, clean energy and simplicity in life. all these are reflected in solar energy and that is why we choose the solar park and since it will be a tribute to Gandhiji on his 150 birth anniversary; we have in consultation with UN-designated it as Gandhi solar park. We hope PM Modi will be joined by UN Secretary-General and other leaders on 24 September. WION: How is India shaping the global discourse on Climate Change? Syed Akbaruddin: You have to understand, one-sixth of the world community is in India, and whatever we do will impact globally. Our Prime Minister is committed to a way of life which is in harmony with nature. His view is, for generations Indians have lived in harmony with nature and therefore they should continue that lifestyle which has sustained us for all our known history. And that is our effort. In terms of climate change, we have committed ourself to a path which is sustainable and which has components of renewable energy, and that is why we have increased our commitments under the Paris accord more than 4 years ahead of schedule. We have the ambition, the vision to keep pushing for a sustainable renewable path for development. WION: India is sending a strong message with the establishment of the solar park. How will this message echo when PM Modi speaks at a climate summit? Syed Akbaruddin: We are grateful that the United Nations has given PM Modi pride of place in terms of speakers. His vision about how India intends to take forward a renewable and sustainable path towards development will find echos because we are a developing country, because we are a country which is committed to sustainable lifestyle and world is looking at us to be a pathfinder and to be a facilitator to what is increasingly a major a concern globally that unless we act, man-made climate change will overwhelm all of us. WION: You must be talking to your counterparts. What have they been saying about India's role? Syed Akbaruddin: You will notice that we have engagement with a large array of developing countries. Many of them are members of the international solar alliance, so unprecedented effort and outreach PM Modi will be meeting numerous leaders. This is a first for us, this is a unique way of engagement and you will see tangible outcomes next week when meetings take place. I don't want to preempt those outcomes. All I can tell you, India is looking towards action-oriented, tangible outcomes to challenges the international community is facing.

Looking towards action-oriented, tangible outcomes: Indian Envoy on UNGA week

'Howdy, Modi': Trump-Modi bonhomie reignited at Houston

Indian Army Chief Bipin Rawat said that the Balakot terror camp that was bombed by Indian Air Force jets in February, has been reactivated very recently, but India will keep the enemy guessing regarding the punitive response. He also added that 500 terrorists were waiting to infiltrate into India.&nbsp;

The Army Chief was at the Officers Training Academy in Chennai to inaugurate the Young Leaders Training Wing(YTW).&nbsp;

General Rawat, also spoke of the challenges that the Army faced, pertaining to the strained ties with China and Pakistan and the need for compassionate and daring leaders who would take tough decisions, actions in the times of communications failure, in the cyber-warfare dominated battlefield.&nbsp;

Speaking to reporters here, the Army Chief emphasized for the need for every nation to secure its borders and how India has unsettled borders along the Northern and Western fronts. “terrorists sponsored by the Western neighbor come in and create violence in Jammu and Kashmir, and they try to spread to other states as well, but our enhanced vigil driven by technology and ISR (Intelligence, Surveillance and Reconnaissance) has reduced the damage.

When questioned on the US President’s Statement on Radical Islamic terrorism at the Howdy Modi event in Houston, he said, “the religion is not bad, manner of interpretation is the issue. Interpretation of Islam by those of want to create disruption is what is being fed to the people, and they should not get carried away. Preachers should convey Islam in its original form.”

“Transgressions happens due to different perceptions of the Line of Actual Control(LAC) and there are overlaps on the border, to ensure that there is no escalation, soldiers from both sides interact. There are communications between junior and middle-level leadership and the mechanism is working very well”, he told WION, on the instances of incursions by Chinese troops into Indian territory.

On the current situation in Kashmir, nearly 50 days after the abrogation of Article 370, he said, “I don’t agree there is a clampdown. Brick kilns are functioning and there is smoke emanating, who is lighting those fires? Near the Jhelum River, people are collecting sand and loading it onto trucks, heaps of apples are plucked and packed into boxes. While the front shutters of shops are forcibly downed by terrorists, shops are open from behind, people are buying rice, dal and milk. Aircraft are flying into Srinagar and taxis are operating, can this happen during a clampdown? This is a fear psychosis created by terrorists. The communications breakdown that is being spoken about is between the terrorists and their handlers.”&nbsp;

“Pakistan is trying to help infiltrators and after the abrogation of Article 370, they have been openly saying so. Pakistan knows they can’t hit our soldiers, so they shell the civilian areas and schools. But we know how to deal with it”, he added.&nbsp;

When asked on reports of the reactivated Balakot terror camp and the possible Indian action, he said, “The camp has been reactivated very recently. Why should we repeat the same action(Air-strikes), why not go beyond that? Let’s keep them guessing.”

As the construction of roads and highways gathers pace across India, industry leaders have started deploying technology-based solutions to enhance service levels for passenger and freight transport, according to a recent report by global consulting firm KPMG.

The country is targeting completion of 60,000 km of national highways over the next five years at an average road construction rate of 40 km per day.

Assuming an average construction cost of Rs 30 crore per km (including land acquisition cost) and factoring in inflation for road construction cost at a conservative three per cent, the total funding requirement over five years is estimated at Rs 19 lakh crore. This amounts to an average annual fund requirement of Rs 3.8 lakh crore.

Hence the approach levers are to better costs across various phases of road development, improving existing sources of funding and exploring new avenues besides policy reforms including new PPP models, said the report.

The government's focus continues to be on Bharatmala Pariyojana with added stress on multimodal integration, road safety, increasing use of information technology applications, augmentation of existing funding sources and emphasis on green initiatives. Besides, enhanced passenger facilities and logistics efficiency are major considerations.

Global trends in infrastructure indicate increased focus on innovations, use of technology tools based on data and analytics to unlock operational efficiencies, the shift of focus to developing economies and mainstreaming of sustainability. Roads and highways sector is not an exception. The role of roads and highways sector in the overall transport sector continues to be recognized globally.

In India, according to the report, highways development for bridging the required infrastructure gap is likely to be over in the next five to six years and construction activities could reduce progressively.

So a shift is expected from highways construction and development to provision of quality service to users, enhanced use of technology applications, adoption of safety solutions, promoting sustainability and augmenting existing sources of finance.

Already, technology-based initiatives in the road sector are increasingly being adopted -- right from the initial stage of project preparation to construction and O&amp;M (operations and maintenance) phases besides in enhancing service levels for passenger and freight transport.

Road safety is another important area of application. Many such technologies have been adopted, such as the Project Management Information System which has been developed by the National Highway Authority of India (NHAI) and is currently used to monitor more than 3,000 projects.

An intelligent transport system solution enables interaction between passengers, buses, bus stops and command centres to communicate much-needed information and check for possible violations. A video surveillance system, traffic management system and alert system can reduce traffic congestion and provide various options to drivers to reach their destinations.

An electronic toll collection system aims at eliminating the delay on toll roads by collecting tolls electronically through radio frequency identification tags.

Several other significant technology interventions are being adopted for the road transport sector, said the report.
