One of the candidates, Altaf hailing from Nowhera, requested the government to carry out more such recruitments in order to provide the youth of the region with livelihood opportunities.

"There is so much unemployment here that more than 5,000 people are desperate for the job of a porter. If we are craving for the job of porter then imagine what would happen if there was permanent recruitment here? We have graduates and postgraduates here who are competing for this job," he said.

Sarpanch of the area, Mohammad Bashir Mir also requested the government to carry out permanent recruitment.

Kashmir a settled issue as every inch belongs to India: Venkaiah Naidu

On the sidelines of the UN Climate Summit, Minister of Environment, Forest and Climate Change Prakash Javadekar spoke to WION's Palki Sharma Upadhyay in an exclusive conversation. Javadekar spoke on a range of issues and stated that India has emerged as a global leader on climate change.

Here's the full transcript of the interview.

WION: The kind of commitment that India has shown on climate change, would it be fair to say that while developed countries kept their side of the bargain, India has emerged as a global leader on climate change?

Javadekar: I think absolutely yes, it has been a stunning performance by India and what a change. Five years ago, we were considered as the backbenchers now we are leading from the front with our actions. India has done remarkably in solar energy program, renewable energy program, the water program, the sanitation program, the clean air program, the clean fuel program, bio-fuel, and many others. Our forest covers, tree covers have increased, in-forest and outside forest also to an extent of 15,000 sq kilometres. So, it's all under Modi ji's dynamic leadership that all these actions are happening in India and we can proudly put before the world.

WION: PM Modi had said that the time for talking is over and it is the time for the action, that India has come up with a roadmap.

Javadekar: The roadmap is what he laid out today. As far as renewable energy is concerned, as far as bio-fuel is concerned, then making fuel also taking it to the next level and at the same time investing more money, the increase in forest cover, the water mission, the sanitation program, single-use plastic ban call. The prime minister has not called for a ban, he has appealed to the common people to stop using single-use plastic.

That's what the program is about, collecting the uncollected plastic waste, uncollected plastic waste is a problem and that will be addressed through this public movement. We issued a notification in 2016 on plastic waste management, which also has elements on extended producers responsibility and many other factors, so now we have given some time to corporations and municipal bodies and will now be implementing it more strictly after the October 2 program launch by the prime minister.

WION: On single-use plastic ban, the prime minister said the move does not succeed unless you provide a viable alternative, your thoughts?

Javadekar: The prime minister never talked about banning. To stop using single-use plastic is a public movement, it is a voluntary action. The problem is uncollected plastic waste below 50 microns, the thin bags are a major problem. Because for grocery shops or for buying vegetables also, people use those thin plastic bags. PM Modi says to use a cloth bag instead, it was being used earlier too.

The bottles that get recycled are not a problem. The prime minister wants to change the habit of extra dependence on plastic. Let there be a public movement, let there be regulations to follow and then we can achieve the target of clean India also by addressing the last mile of waste management.

WION: PM Modi also mentioned a global behavioural change. Do you believe that any of these roadmaps with leading economies of the world like us would not follow the actions? Like the US pulling out of the Paris accord and that has dealt a blow to global climate action.

Javadekar: I don't know the records actually but ever since the US pulled out of the Paris accord, today was the first time when US President Donald Trump dropped in a UN meeting on climate and that too to listen to PM Modi.

WION: Does that denote a change of heart?

Javadekar: I don't know, but lets always be hopeful that things will change for the better.

WION: Another point that was raised today was a disaster-resilient infrastructure. At a time when the global economy is under pressure if you talk about meeting emission norms, if you talk about pushing global climate action, it puts immense pressure on emerging economies like India. How do we balance with that?

Javadekar: That is the real issue, therefore the role of finance and technology transfer, seamless technology transfer becomes more important. Because you should not profit from possible disaster or a certain disaster of climate change. So, technologies we can reduce emissions must be available to the world at an affordable cost. That's the point which we are raising. The last two days we were in a meeting for industrial transitions and low carbon path. That's very important.

We need innovations and technologies to be cheaper, technologies to be affordable so that it is a win-win situation where you reduce the emissions and can still manage it effectively without increasing the price and without becoming uncompetitive in the markets.

WION: The prime minister also linked it to the Indian tradition and called it a people's movement. Movements and policies succeed when there is a political push and political will. In recent general elections in India, talks of climate change were in the manifesto but it was not in front of any political parties' manifesto or agenda. Do you think the PM wants climate change as the central point for the political agenda as well?

Javadekar: He is not setting the political agenda, what he is doing is taking India's legacy forward. We have a very good term in our tradition which is 'charachar srishti' which means flora and fauna becomes a family, that is what India's ethos is all about. We care about the environment, our theme is that the environment will give you enough but your greed cannot be fulfilled because we have limited resources - that is the message of the Indian culture. You know that the Bishnoi tribes in Rajasthan sacrificed their lives so that the trees could not be cut, that's a huge thing.

WION: We know that Delhi, during Diwali, will become a gas chamber. Is the government going to do anything about it?

Javadekar: We have already done 5 major things, therefore the good days - as far as clean air is considered - have increased and the number of bad air days has reduced. Point 2.5 and point 10 mg of dust particles have also reduced in the last 5 years because of our concentrated actions. Eastern peripheral expressway was completed by this government and therefore around 60,000 vehicles which use to pass through Delhi are now not coming to Delhi, which used to add great pollution to that extent.

With respect to industrial pollution, there is an effective ban on industries and pollution, 24 hours monitoring, a new technology for bricks cleaning and many measures are in place so that industrial pollution is under check. For dust pollution, we came out with the construction management rule, the construction and waste demolition rule now has new factories also under the purview.

We have already closed the Badarpur power plant and Rajghat power plant. We have already switched to BS-Vi fuel. Vehicles from April 1 will be BS-Vi compliant. Thousands of three-wheeler vehicles are already e-rikshaws. All this has had an impact on air pollution.

Even in stubble burning, there is a reduction of 30 per cent because the central government has invested, state governments have invested, we are offering incentives so that they don't burn and use that for many other uses. So everything is going as per the plan.

In November, yes, there is always a problem because we have windless and rainless winters. These are two naturals things which worsen the air quality, but we have at least accepted that there is a problem, we started AQI, the prime minister launched and we also established hundreds of air quality monitoring stations. We are doing localised experiments also. Everything is resulting favourably as far as Delhi's air pollution is concerned.

Indian Prime Minister Narendra Modi and his Pakistan counterpart Imran Khan could well cross paths with each other at the United Nations headquarters in New York on Tuesday.

Indian Prime Minister Narendra Modi and his Pakistan counterpart Imran Khan could well cross paths with each other at the United Nations headquarters in New York on Tuesday. As the UN General Assembly session formally opens, at least one occasion could present itself when Modi and Khan would be under the same roof -- an eagerly-awaited optic amid khan's attempt to draw global attention to Jammu and Kashmir following the abrogation of Article 370 which Indian government maintains is an internal matter. That said, while Modi and Khan may chance upon each other at various engagements slated for today, it is speculative at best to assume that the two will confront each other at the United Nations. Both Indian prime minister and his Pakistan counterpart would address the UN general assembly on September 27. Earlier Modi and Khan crossed paths during the Shanghai Cooperation Organisation (SCO) summit in Bishkek for the first time following Pulwama terror attack. The informal exchange came in the backdrop of Modi’s strong pitch for a regional and global drive to eliminate terrorism. “The Prime Minister exchanged usual pleasantries with the Prime Minister of Pakistan Imran Khan in the Leaders’ Lounge,” said a source then. However, the sources said, the interaction did not amount to a meeting or a “pull-aside” and was just an exchange of pleasantries.

Congress leader Milind Deora on Tuesday issued a clarification after his Twitter exchange with Prime Minister Narendra Modi over the `Howdy Modi` event in Houston led to what he called "insinuations and unwarranted criticism".

"While I appreciate the kind words expressed by Murlibhai`s friends and well-wishers, I express regret on the insinuations and unwarranted criticism in sections of media and social media," read Deora`s tweet with his full statement embedded in it.

In his statement, he asserted that his father had helped build strong ties with institutions across America keeping India`s best interests in mind.

"I have noticed several reports speculating over the exchange of tweets between Shri Narendra Modi and me. I have inherited the legacy of the Indo-United States relationship from my late father Murli Deora.

"My father first visited the US in 1968 as an exchange student, and after meeting Robert F Kennedy, decided to enter public life and build stronger ties between both democracies. My family`s relationships with institutions, political parties and leaders in the US were built over five decades keeping India`s best interests in mind," Deora`s statement read.

Earlier yesterday, Prime Minister Narendra Modi had recalled former Union Minister Murli Deora`s commitment to strengthen ties between India and the United States, which coincided with Milind Deora`s appreciation of Modi`s speech at `Howdy Modi` event at Houston.

The Prime Minister, in a tweet, said, "My friend, late Murli Deora would have been really glad to see the strengthening ties between the two nations."

"Thank you Milind Deora. You are absolutely correct when you highlight my friend, late Murli Deora Ji`s commitment to strong ties with the USA. He would have been really glad to see the strengthening of ties between our nations. The warmth and hospitality of POTUS was outstanding," read the PM`s tweet.

The Prime Minister`s response came after Congress leader Milind Deora termed Modi`s Houston visit a "momentous first for India`s soft power diplomacy."

Milind Deora in his statement added that his father had worked for this goal cutting across party lines in India to further the nation`s interests in the USA.

"I am proud to state that Murlibhai`s efforts and relationships helped strengthen India`s national interest. My late father worked closely with Indian Prime Ministers and US Presidents - cutting across party lines - in the spirit of bipartisanship. Murlibhai deserves respect because he was a true patriot who put the nation first. Fortunately, politics at the time was not as confrontational and ungracious as it is today," the statement added.

Deora added that he would continue to "serve my country to the best of my ability and I will remain bipartisan when it comes to issues of national interest and foreign policy. The experience and relationships that I have inherited and nurtured have little meaning if they cannot be leveraged for India."

He concluded his statement by saying, "Finally, I am my father`s son. Friendship was the bedrock of his politics. It has earned us friends and well-wishers from Bhuleshwar to Boston and Walkeshwar to Washington. I will not compromise on my core beliefs even though politics continues to become increasingly uncharitable and partisan."

Vice President M Venkaiah Naidu on Tuesday said that India had a systematic, scientific and rational approach to the treatment of diseases from ancient times and has the capability to become wellness capital of the world.

Inaugurating the 150th birth anniversary celebrations of Vaidyaratnam PS Varier at Kottakkal in Kerala today, he said Ayurveda was not just a system of medicine but it is also a philosophy of life.

"I strongly believe that India has the capability to become the wellness capital of the world. It is home to centuries-old traditional systems of medicine and wellness practices that not only foster physical health but also mental and spiritual wellbeing. The Atharva Veda is a treasure trove of knowledge and wisdom in the field of medicine. It is lauded as the earliest source of medical information in India", he said.

He said that despite non-supportive political environment created by foreign rulers, Ayurveda has survived, thrived and earned global recognition as a benign healthcare science with time-tested healing and wellness capabilities.

Naidu said that research in traditional systems of medicine must lead to an evidence-based improvement in treatment protocols and help in producing medicines of excellent quality so that India becomes a thriving centre for natural healing and wellness in the world.

Expressing his concern over increasing incidences of non-communicable diseases such as diabetes, cancer and hypertension in India, he said there was an urgent need to shift focus from the treatment of these diseases to their prevention and general wellness.

He also outlined that a holistic and comprehensive approach envisaged in Ayurveda can play an important role in treating chronic and lifestyle diseases.

Naidu advised the youngsters to shun junk food and always remain physically fit.

Naidu laid stress on integrating and harmonizing traditional systems like Ayurveda with the modern allopathic system for enhancing the efficacy of treatments.

"As a practising science, the system of Ayurveda needs to be strengthened through research. The ancient wisdom in this traditional system of medicine is still not exhaustively explored," he said.

Observing that ancient system of medicine using herbs and plants exists all over the globe, the Vice President said there should be a regular exchange of information between countries to further strengthen healing protocols based on natural remedies.

Referring to the evolving technologies of Molecular Biology and DNA profiling, Naidu observed that exploration of new knowledge must happen constantly, especially in fields such as Ayurveda.

India is facing challenges from 'non-state', 'state-sponsored' terrorism: Rajnath Singh

National Commission for Minorities vice-chairman George Kurian has written to Union Home Minister Amit Shah claiming that Christian girls are "soft target" for Islamist terror recruiters in Kerala.

Kurian has appealed Shah to take cognisance into the matter and order an investigation by the National Investigating Agency (NIA) and bring in an effective law to curb such activities.

"The spate of organised religious conversions and using the victims for terror activities by trapping them through 'love jihad' has shown that the Christian community is a soft target for Islamic radicals," Kurian wrote in his letter dated September 23.

Citing few examples, Kurian said that reports suggest that out of the 21 persons who joined the Islamic State from Kerala, five were converted from Christianity.

"The Kerala Catholic Bishops Conference (KCBC)'s Commission for Social Harmony and Vigilance had launched a campaign against this `social evil`. In its publication Jagratha, the Commission stated, `It is shocking that around 4,000 girls have been subjected to religious conversion since 2005 (till 2012) after they fell in love`," the letter reads.

Kurian said that the issue is "serious as it could lead to communal disharmony in the state."

"It was found that in most cases, the victims were brainwashed and in some cases, they were used as a courier for terror activities. Many a time the victims` families refuse to come out and report the issue fearing threat from the organised conversion terror activities," he wrote.

"It is important that the Union Home Ministry takes note of this alarming trend and order a probe by the National Investigating Agency and bring in an effective law to curb such fraudulent activities of radicalised elements," Kurian added.

After the Centre abrogated Article 370 that gave special status to Jammu and Kashmir, the Indian Army is now planning to open up several high altitude military locations such as the Siachen Glacier for Indian citizens.

The plan was recently mentioned by Army chief General Bipin Rawat during a seminar attended by several officers including senior Lieutenant Generals.

"During the conference, the Army chief stated that there is increased curiosity about the Indian Army and its operational challenges," top Army sources said.

"The chief further said that this would be good for national integration. As the force has been allowing citizens to visit training centres and institutions, we now plan to open some forward posts like Siachen Glacier as well," they said.

The Siachen Glacier is part of Ladakh which has now been converted into a Union Territory by the Narendra Modi government by separating it from the state of Jammu and Kashmir which has also been turned into a Union Territory.

Sources said the Army has not yet decided on the procedures and the particular positions where it would allow tourists.

The Siachen Glacier is the world's highest battlefield and is maintained by thousands of Indian troops round the year where extreme cold conditions and the treacherous glacial terrain are bigger enemies than the enemy bullets.

Army sources said that Indians visiting Ladakh and nearby places have been requesting for permission to visit famous Kargil war positions as well like the Tiger Hill where the Indian Army fought the Pakistanis.

Asked whether there would be any opposition to the Army's plan from Pakistan, sources said the entire area belongs to India and it was upto the Indian administration to decide on these matters.

From 2007, India had started allowing civilians to trek from Siachen Base Camp to high altitude locations in the Siachen Glacier which is around 11,000 feet at the base camp and goes beyond 21,000 feet at the higher reaches.

After the Centre read down Article 370 last month, Pakistan has been trying to rake up the issue at the international stage but India has defended the decision calling it an internal matter.

Businessman Robert Vadra on Tuesday filed a reply in the Delhi High Court on the Enforcement Directorate's plea challenging the anticipatory bail granted to him by a trial court, saying the agency has "no material" to support money laundering allegations against him.

He submitted the ED has only conducted "fishing and roving" enquiries in the case pertaining to money laundering allegations in the purchase of a flat in London.

Contending the allegations against him were "completely false", Vadra said that the "sole purpose of the agency is to cause prejudice in the mind of court and the public" against him.

Replying on the ED's submission of him being a flight risk, Vadra said he returned to India "voluntarily upon reading press reports" about the agency's investigation against him in the case.

The businessman said he has no intention to flee the country and is "determined to stay in India to clear his name".

Vadra also said that he "volunteered to appear before the ED" even before receiving the summons and contended there was "not a single instance of non-cooperation" put before the court.

On the ED's apprehension that he may tamper with evidence, Vadra said there is no risk of tampering as the agency has "already seized every last document".

"No specific allegation has been made by the agency to suggest that the Vadra has, in any way, attempted to or actually succeeded in tampering with any evidence or witness," the reply read.

Vadra, husband of Congress general secretary Priyanka Gandhi Vadra, said he does not own any property outside India and denied allegations of receiving kickbacks for "any deal".

Earlier, Vadra had sought more time to file the reply on the ED's petition as he was abroad.

Justice Chander Shekhar will hear the matter on Thursday. The ED had moved the high court against the trial court's order granting him anticipatory bail, stating that Vadra "is likely to tamper with evidence and influence witnesses".

"The special judge (trial court) has failed to appreciate that the respondent is a highly influential person. If he is granted blanket protection of bail, there is all likelihood that the respondent shall tamper with evidence," the agency stated in the high court.

It claimed Vadra was evasive during questioning and sought his custodial interrogation.

The case relates to money laundering allegations in the purchase of a London-based property worth 1.9 million pounds.

The ED had said it wanted to question Vadra about the source of funds used for the purchase of the flat and ascertain the role of other people, who allegedly helped him launder money.

The agency also alleged that Vadra's aide Manoj Arora helped him launder money and was aware of his overseas undeclared assets and was instrumental in arranging funds for buying the flat.

It contended the anticipatory bail to Vadra and Arora "interferes" in the investigation into the case.

"It is right to say that anticipatory bail, to some extent, intrudes in the sphere of investigation of crime and that the courts must be cautious and circumspect while exercising such power," the ED said.

On April 1, Special CBI Judge Arvind Kumar granted anticipatory bail to Vadra and Arora, directing them to furnish a personal bond of Rs 5 lakh each and surety of like amount.

The court asked them not to leave the country without permission and join the probe when called upon by the agency. It also directed them not to tamper with evidence or influence witnesses.

Businessman Robert Vadra on Tuesday filed a reply in the Delhi High Court on the Enforcement Directorate's plea challenging the anticipatory bail granted to him by a trial court, saying the agency has "no material" to support money laundering allegations against him.

Asked whether there would be any opposition to the Army's plan from Pakistan, sources said the entire area belongs to India and it was up to the Indian administration to decide on these matters.

Giving a boost to the State governments initiatives to transform Guwahati as a gateway to the ASEAN region, Assam Chief Minister Sarbananda Sonowal on Sunday flagged off the first flight to Bangkok at Lokapriya Gopinath Bordoloi International Airport.

The first flight which took off from LGBI Airport witnessed the traditional water saluting.

Industry and Commerce Minister Chandra Mohan Patowary, Chief Ministers Media Adviser Hrishikesh Goswami, MLA Bimal Bora and a host of other dignitaries were present at the occasion.

Nok Air, which will be flying its sortie between Guwahati and Bangkok, has carefully drafted its sorties to enable passengers to reach the destination at Don Mueang near Bangkok in less than three hours, offering a convenient connection to both business and leisure travellers twice in a week.

Chief Minister Sonowal viewed that the introduction of the flight is not just an extension of the airline route but more importantly a futuristic gesture, which will go a long way in reinforcing the cultural and economic ties between Assam and Thailand and strengthening the bilateral relations.

Sonowal observed that connectivity has always remained a major bottleneck in the optimum realisation of the growth prospects of the region. Keeping this in view, the Central Government has taken up steps to connect six Southeast Asian destinations from Guwahati under UDAN scheme.

On July 1st this year, the first Guwahati-Dhaka flight by Spicejet under International Air Connectivity Scheme was flagged off. The flight marked the roll-out of UDAN-International, pioneered by Assam Government with viability gap funding of Rs 100 crore. In the next few months, flights connecting to Kathmandu, Yangon, Hanoi and Kuala Lumpur will also commence.

Last year DrukAir - Royal Bhutan Airlines introduced a Paro-Guwahati-Singapore flight. The Central government has also taken a historic decision to bring 19 destinations in the Northeast including five cities in Assam under the regional connectivity scheme UDAN-2. This initiative would significantly facilitate regional air connectivity by making air travel affordable for the masses.

The Union Government aims to turn LGBI Airport into an International airport, connecting Southeast Asia. Lokapriya Gopinath Bordoloi International Airport has undergone numerous expansions and renovations since its establishment in 1958. It handled more than 3.7 million passengers in 2017, an increase of 36 per cent from 2016. It has witnessed an annual traffic increase of over 23 per cent in 2018-19 with a total footfall of 5.7 million passengers and 55,066 aircraft movements in the same period.

The existing terminal building at the airport has a maximum handling capacity of 850 arrivals per departure passengers an hour. The work on a new terminal has already made significant progress. This will further boost the growth narrative of the entire region.

The new terminal will be the first sustainable terminal of the North East having sewage treatment plant, solar power, rainwater harvesting, solid waste disposal system and energy-efficient lighting. Once completed, this would generate around 3000 direct employment and approximately 20,000 indirect employments.

Boosting the State government's efforts, Bangladesh and Bhutan governments have already set up their embassies in Guwahati. The 10 ASEAN nations are also expected to set up their embassies in Guwahati soon. The Act East Policy of the Government of India gives new hope for the growth of the region. The newly found confidence of the people in the state can be witnessed in all spheres of socio-cultural and economic life.

As an offshoot of the efforts of the State government, farmers of Assam for the first time could successfully export their agricultural produce to London, Dubai, Abu Dhabi and other foreign countries.

The issue of abrogation of article 370 had also resonated in the US. With President Trump too making a mention.

New Delhi had given a firm reminder that the Kashmir issue was a bilateral one between India and Pakistan and the current changes were part of an effort to bring development to the state where terrorism had flourished.
