Shiromani Akali Dal (SAD) on Monday demanded that the Reserve Bank of India (RBI) should take over the operations of the Punjab and Maharashtra Co-operative Bank (PMCB) and the money of account holders should be given back to them.

While talking to media persons here, SAD leader Manjinder Singh Sirsa said: "We have three demands: The operations of PMC Bank should be taken over by the RBI.

''The account holders should be informed about their money. There should be no sanctions on the withdrawal of money from the accounts", he said. He also demanded that all assets of the promoters of HDIL - Rakesh and Sarang Wadhawan - should be frozen.

"The money in PMC Bank belonged to the people. Rolls Royce and Bentley cars were purchased by Wadhawan. We request that our demands should be met and money is returned", he said.

Sirsa said that the people have not given money to a chit fund or a finance company but to the PMC Bank, which is governed by the RBI.

He said that 74 per cent of the money of the bank was given to one company HDIL as loans.

"Wadhawan and his son used that money for purchasing jets, and luxury cars. We want our money bank," he said.

Commenting about the PMC Bank, Sirsa said: "It is a cooperative bank but is governed by the RBI. All its formats are decided by the RBI. Therefore, the responsibility lies with the RBI."

While addressing a press conference here, Javadekar highlighted various initiatives taken by the central government to control pollution.

"Since 2006, air quality in Delhi has been deteriorating rapidly. But till 2014, neither it was talked about nor much work was done to improve it. In 2015, Prime Minister started Air Quality Index. 113 AQI monitoring stations are there at present in Delhi-NCR and 29 more will be installed soon," Javadekar said.

"A revolutionary decision under Prime Minister Narendra Modi's leadership was taken in 2015 to start BS4 category. Because of this, 80 per cent of PM (particulate matter) of trucks was reduced. BS6-compliant vehicles will be coming in Delhi in April 2020. BS6 petrol and diesel is already available in Delhi-NCR. It will lead to a great reduction in air pollution from vehicles... For this, the government has spent Rs 60,000 crore," he added.

Ahead of Diwali, Javadekar advised people to refrain from bursting firecrackers.

"I am confident that children themselves will ask parents to not buy firecrackers, but if someone wants to then buy green firecrackers. It's a historic initiative of Dr Harsh Vardhan," he said.

Javadekar stated that ever since the implementation of the amended Motor Vehicle Act (MVA), more PUC (Pollution Under Control) certificates are being issued.

The maintenance of vehicles has improved, he said.

Moreover, Javadekar highlighted that good air days have improved and bad air days have been reduced.

"In 2016, good days were just 108. Last year, they were 159. Bad air days were 246 which have been reduced to 206. Till September 30, out of 270 days, 165 are good air days and only 108 were bad air days," he said.

On the issue of stubble burning, Javadekar stated that the government has granted Rs 1,150 crore to Punjab and Haryana with which over 20,000 machines were bought.

The Central Pollution Control Board (CPCB) has formed 46 teams to keep a check on pollution-related actives in Delhi-NCR, the minister said.

Indian soldier Chandu Chavan, who had inadvertently crossed into Pakistan after the 2016 surgical strikes, has reportedly alleged harassment by his superiors and decided to quit the Army.

Reacting promptly to his allegations, the Indian Army termed it as "indiscipline" and said the soldier is a "perpetual offender".

"He has five disciplinary proceedings that have been initiated against him for various offences. Further, a complaint from civil administration in Dhule for actively campaigning during the last general election has also been received, which was also reported in media," Indian Army sources said on Saturday night.

The sources said Chavan, who is posted as a jawan in the armoured Corps Centre in Ahmednagar, was also found intoxicated in the unit lines.

"While disciplinary proceedings were underway Sowar Chandu Chawan absconded from the unit premises and has been declared Absent Without Leave with effect from October 3, 2019," the sources said.

According to sources, counselling and efforts to rehabilitate him by the Indian Army have been futile because of his lackadaisical and complacent attitude.

Sources also made it clear that the Army will, under no circumstances, accept indiscipline of this nature and said that his unit has also not received any request for premature discharge from him.

The students staged protest against the axing of the trees by the authorities in Aarey colony for construction of a metro car shed.

The top court bench agreed to hear the matter after a letter was sent to Chief Justice Ranjan Gogoi by students to intervene in the matter.

"A special bench has been constituted to hear the matter tomorrow, October 7 at 10 am on the basis of a letter dated October 6 addressed by Rishav Ranjan with regard to the felling of trees in Aarey forest, Maharashtra which has been registered as a public interest litigation," the Supreme Court said in a notice.

Earlier in the day, a Mumbai court granted bail to the 29 protesters, who were arrested from Aarey for allegedly disturbing public order and obstructing government officials from performing their duties.

Advocate Aditya Bambulkar, who appeared for the accused, confirmed that they were granted conditional bail by the Dindoshi court on a cash bond of Rs 7,000 each and they have to appear at the police station for further inquiry.

The accused were arrested under various sections of the Indian Penal Code.

One of the family members of the arrested person said, "They have been charged under the worst sections of the IPC which will affect their career. Government has to understand that we are protecting our mother nature and we are not criminals."

Tanvir Nazam, Bombay High Court Lawyer, said, "If they will move to Bombay High Court to quash the FIR then the decision will come in their favour.

These are not maintainable these charges are frivolous. They are students. We will seek sanction to prosecute the public servant in this case."

He further claimed that he has proof showing that the protestors were peacefully protesting while the police were beating them.

On Saturday, a local court had sent 29 people to judicial custody for five days while police had detained 55 others in connection with protests against the cutting of trees in Aarey colony area.

On late-Friday, many protestors gathered at the site to raise their voice against the felling of trees. Later, more and more people joined protestors near the Aarey colony area, where the Mumbai Police imposed Section 144, thereby banning unlawful assembly.
