Defence Minister Rajnath Singh on Saturday gave in-principle approval to the enhancement of monetary assistance to next of kin (NoK) of all categories of battle casualties from Rs 2 lakh to Rs 8 lakh.

The amount will be granted under the Army Battle Casualties Welfare Fund (ABCWF).

Earlier, there was a provision of financial assistance of Rs 2 lakh to the battle casualties which are fatal, 60 per cent and above disability, battle casualties invalidated due to disability and Rs 1 lakh to disability less than 60 per cent.

This amount is dispersed in addition to liberalised family pension, financial assistance from Army Group Insurance, Army Welfare Fund and ex gratia amount.

"The ABCWF has been set up under Department of Ex-Servicemen Welfare (ESW), Ministry of Defence after a large number of people offered to provide monetary assistance to the families of battle casualties following an incident in February 2016 at Siachen, wherein 10 soldiers were buried in an avalanche. The ABCWF was instituted in July 2017 and was implemented retrospectively with effect from April 2016," a release issued by the ministry of defence stated.

The fund was created under the Charitable Endowments Act, 1890.

A bank account was also opened for the public to deposit money. This fund is in addition to the various existing schemes for the welfare of NoK and children of battle casualties in the form of additional ex gratia.

In addition to the above assistance, the already existing monetary grant includes ex-gratia (central) for various ranks ranging from Rs 25 lakh to Rs 45 lakh and Army Group Insurance ranging from Rs 40 lakh to Rs 75 lakh.

Earlier, when he was Minister of Home Affairs, Rajnath Singh had launched 'Bharat ke Veer fund' to assist families of paramilitary personnel killed or injured in action. The fund became hugely popular within a short span of time and received widespread support from all quarters.

The Delhi High Court slated the hearing on a fresh application filed by the Central Bureau of Investigation (CBI) seeking more time to probe charges against its officials Rakesh Asthana, Devender Kumar for October 9.

The CBI had on September 30 moved the court seeking time to complete the investigation into the corruption charges levelled against the duo.

The agency has also submitted to the court a status report in a sealed cover containing all the development made in the investigation so far.

Prior to this, the CBI had filed a status report in March earlier this year mentioning the progress made in the investigation and sought further time from the court which was subsequently allowed.

Asthana and Devendra Kumar are being probed by the CBI for allegedly accepting the bribe in exchange for a clean chit to Hyderabad-based businessman Sathish Babu Sana.Asthana had also accused former CBI Director Alok Verma of trying to falsely implicate him in the case, following which the Centre sent both on leave last year.

Chief Minister YS Jagan Mohan Reddy on Friday launched the YSR Vahana Mitra scheme which provides Rs 10,000 allowance to self-employed drivers of autos, taxis and maxi cabs.

Addressing a gathering at the indoor stadium here on Friday, Reddy said that the amount of Rs 10,000 is for the recurring expenses like insurance and maintenance of the vehicle to procure fitness certificate and said that those who could not make it on time can apply till month-end and their applications would be considered.

The allowance of Rs 10,000 would be given every year and the amount will be credited into the bank accounts directly while the processing will be done in a transparent manner.

The latest scheme is the fulfilment of an election promise made by Reddy during his 3,648 km padayatra.

A clipping of his earlier speech and promise made in May 2018 was shown to the gathering which drew a huge round of applause. The allowance was given to 1,73,531 drivers with the click of a button and the amount was directly credited into their respective bank accounts.

"I have seen with my own eyes the difficulties of auto drivers. With a daily earning of Rs 200 to Rs 500, you people have told me that it was becoming difficult to run the family and pay the insurance and other expenses required for getting a fitness certificate. Thus we have evolved YSR Vahana Mitra scheme which will provide Rs 50,000 to the self-employed drivers in five years. Such a scheme is available only in our state and nowhere in the country," he said.

Reddy had earlier posed with auto drivers and worn the khaki shirt, the uniform of auto drivers, which he retained throughout the function. The auto drivers thanked him for keeping up his word and for showing the recognition.

Those who attended the meeting included Deputy Chief Minister Pilli Subhash Chandra Bose, Alla Nani, Ministers Perni Nani T Vanita, Sriranganadha Raju and other officials.

India on Friday said that Pakistan "made up the number" of 58 countries it claimed backed Islamabad at the United Nations Human Rights Council meeting in Geneva in September.

Ministry of external affairs spokesperson, Raveesh Kumar at the weekly presser said, "I haven't seen the list.. this is a question should be addressed to them and this is something they have been claiming since the beginning. I don't think they have been able to show this list of countries"

"I saw this interview in which somebody asked about the list of countries and they were not able able to produce. Sometimes they make up the number, which they did, at a time people are asking the list, they don't have," he added.

Pakistani Foreign Minister Shah Mehmood Qureshi lost his cool in an interview to a Pakistani channel when asked about the names of the 58 countries who Islamabad claimed backed them at UNHRC.

Pakistan also failed to muster any support to table a resolution on Kashmir at the Human Rights Council in Geneva.

On Pakistan PM urging protestors to cross the line of control or LOC, MEA called it "provocative and irresponsible" language by a person who occupies "high constitutional office" and does not know how "to conduct international relations".

"It's not normal behaviour," he added.

On Pakistan going to United Nations security council so that 26/11 mastermind Hafiz Saeed can get basic expenses, MEA said, "One country gives an application on the behalf of global terrorist to UNSC Sanctions committee so that he can get pocket money. They give application for pocket money and then they say why we don't trust them when they say they acting on terrorist. This is the duplicity we talk about"

Pakistani government in its request said Saeed is the sole supporter of his four-member family. The development came just a day before Pakistan Prime Minister Imran Khan addressed to United Nations General Assembly.

Saeed who worked as an assistant professor in University of engineering technology in Lahore retired in 1999 and was drawing a pension of Pakistan RS 45700 through Habib bank. However, his bank account was blocked after UNSC listed him, freezing his assets.

India on Friday slammed statements made by Turkey and Malaysia at the United Nations General Assembly (UNGA) last week on Jammu and Kashmir. While regretting the developments, New Delhi said, the statements by Ankara and Kuala Lumpur are not based on facts.

Responding to a WION's question during weekly MEA presser on Turkey said, the Ministry of External Affairs spokesperson Raveesh Kumar said, "Deeply regret that since 6th of August there have been repeated statements by the Turkish government on a matter which is completely internal to India. These statements are factually incorrect, biased and unwarranted."

"We call on govt of turkey to get a proper understanding of the situation on the ground before they make any further statements," he added.

Turkish President Erdogan in New York last week said, "Despite the resolutions adopted by the UNSC, Kashmir is still besieged and eight million people are still stuck in Kashmir"

On Malaysia, MEA said, "We have had traditionally, good and friendly ties with Malaysia. We were quite surprised and deeply regret the comments made by PM of Malaysia. It not based on facts" and asked the country to "desist from making such statements"

Last week, Malaysian Prime Minister Mahathir Mohamad accused India of "invading and occupying" Jammu and Kashmir in New York.

Stating India's position, MEA reminded that the "state of J&K signed the instrument of accession" like all other princely states after British left the subcontinent and Pakistan "invaded & occupied" parts of J&K, a fact "recognised by United Nations". It also reiterated that the current development of removing the special status for the erstwhile state of Jammu and Kashmir is a "purely internal matter of India."

Only 3 countries--Malaysia, Turkey and China raised Kashmir at UNGA in New York last week, with India reacting to all three. All three countries have close ties with Islamabad, with China building a massive infrastructure project China Pakistan economic corridor that passes through the South Asian country.

India has also slammed China for raising Kashmir at UNGA, saying that the China Pakistan economic corridor is changing the status quo of Pakistan occupied Kashmir.
