Foreign Minister S Jaishankar on Tuesday said that there was no contradiction in being nationalistic.

Speaking at the World Economic Forum, Jaishankar said that "India is an exception as we are more nationalistic, but at the same time, we don't see a tension between being nationalistic and being international, in the sense of engaging more with the world, so nationalism is not a negative sentiment".

"I would say the entire neighbourhood, minus one, had actually been a fairly good story of regional cooperation," Jaishankar said in reference to Pakistan.

During the conversation with the journalists at a session of the World Economic Forum, Jaishankar also said that the Kashmir issue did come up in meetings with the US.

New Delhi: External Affairs Minister S Jaishankar speaks at World Economic Forum Summit

On August 5, when the Centre decided to abrogate article 370, which gave Jammu and Kashmir special status, the first move was to shut down communication and the internet, to avoid any gatherings and rumours. The announcement was made mid-night with strict restrictions in every district of Kashmir valley.

With time, thousands of landline phones were restored but mobile internet continues to remain shut. This has not only affected common man but also lovers in the valley, who are now spending times on the banks of Dal Lake and Jhelum river.

Most of them are having a hard time meeting and communicating. Restaurants, which are the hot favourites of couples are also shut since the abrogation of special status.

On the foothill of the Himalayan mountain range and along the banks of Dal lake, dozens of couples sit and talk while trying to avoid a gaze with the onlookers. Kashmir is a conservative society and if you are spotted meeting your lover, the backlash is inevitable.

"It's hard to fix a meeting without the mobile or internet. I am waiting for my girlfriend for 30 minutes since I last communicated to her using a telephone booth. Her dad received the call first, then I had to call again after few hours, luckily, she picked it up and we fixed the meeting spot and location," says a young man, who doesn't wish to be identified. He also said that he was seeing the girl after 60 days.

Kashmiri men in their 40's are having a flashback of the times when there would be no mobile phones and speaking to one's girlfriend from kiosks was a hard task. Mobile phone services came to Kashmir in around 2002 when Mufti Sayeed became the Chief Minister of Jammu and Kashmir. Mufti first made a phone call to then Prime Minister Atal Bihari Vajpayee from Civil Secretariat in Srinagar, setting the phones buzzing.

"My wife is in Delhi and yesterday she tried to contact me when I was at work, but couldn't. Later, she made a phone call to me over landline at home and it was just nostalgic," says Farooq Ahmad, a resident of Lal Bazaar area of Srinagar.

Dotted with leaves of autumn Chinar and one of the most prestigious addresses in Srinagar is the Bund; it is located near the city centre. The address was one of the star attractions for the foreign tourists beginning from the British era when beautifully craved houseboats in Jhelum river would evoke romance and mystique. The Bund is no longer filled with crowds, so the couples are dotting the area, without any fear.

"I told my parents that I need to collect an assignment from a friend but came to meet my boyfriend here. We fix meeting day and time in advance when we meet," said a girl in her 20's.

People in Kashmir are hopeful that the government will soon restore the mobile phones as the situation gets back to normal.

India, the world's biggest seller of onions, has banned exports after extended Monsoon downpours delayed harvests and supplies shrivelled.

New Delhi has banned all exports from India after local prices jumped to 4,500 rupees ($63.30) per 100 kilogram, their highest in nearly six years, due to the delay in summer-sown crop arrivals triggered by longer, heavier rains than usual, news agency Reuters reported.

Since the ban, countries such as Bangladesh have turned to the likes of Myanmar, Egypt, Turkey and China to increase supplies in a bid bring prices down, government officials and traders said.

Prime Minister Sheikh Hasina on Thursday urged Indian investors to step up their investment in Bangladesh, saying her country "knows how to transform challenges into opportunities."

"It is the time for global investors, particularly Indian entrepreneurs, to invest in Bangladesh in areas like education, engineering, and artificial intelligence," the prime minister said at an interactive session of the World Economic Forum.

She added, "We do face challenges like any other country but we know how to transform challenges into opportunities."

The prime minister told the crowd gathered at the session that this year Bangladesh's economy noted a record high-growth of 8.13 per cent.

"We are close to achieving double-digit growth," she said while assuring further that agriculture is no longer subsistence farming.

"We are second in jute, fourth largest in rice production and mangoes, and fifth in inland fisheries."

Hasina arrived earlier on Thursday on a four-day visit to India at the invitation of Prime Minister Narendra Modi, with an aim to further intensify bilateral relations between the two countries.

She is scheduled to participate as the chief guest at the India Economic Summit organised by the World Economic Forum (WEF) on October 3 and 4.

During the visit, the Bangladesh Prime Minister will call on President Ram Nath Kovind and hold bilateral discussions with Modi on October 5.

This will be Hasina's first visit to India since the completion of the elections in Bangladesh and India, a press statement from the Ministry of External Affairs (MEA) said.

"Apart from a number of agreements that are to be exchanged between the sides during the visit, the two Prime Ministers will also jointly inaugurate three bilateral projects via video link," the statement said.

On September 27, Hasina and Modi had met on the sidelines of the 73rd session of the UN General Assembly in New York where the two leaders reiterated their zero-tolerance approach against terrorism and violent extremism and noted that strong ties in the security sector had built trust and mutual confidence between the two countries.

During Hasina's visit to India, both countries are expected to review the Rohingya and Teesta river water sharing issues, apart from inking agreements in various sectors.

"Prime Minister Hasina and her Indian counterpart Narendra Modi may definitely discuss different issues, including the Teesta as well as Rohingyas," The Dhaka Tribune quoted Bangladesh High Commissioner to India, Syed Muazzem Ali, as saying.

On the sidelines of the India Economic Forum meet, the two countries are likely to sign a number of MoUs in different areas, including connectivity, culture, technical cooperation and trade and investment, Muazzem said.

"It is so far confirmed that seven to eight MoUs are to be signed, mostly on connectivity, cultural and technical cooperation, and trade and investment after the bilateral meeting of the two prime ministers on October 5," he said.

However, the High Commissioner also stated that the number of MoUs could be as high as 10. Muazzem further remarked that the Bangladesh Prime Minister would also seek more investments from major Indian investors.

This is Hasina's first visit to India since the completion of the elections in Bangladesh and India, a press statement from the Ministry of External Affairs (MEA) said. However, the High Commissioner also stated that the number of MoUs could be as high as 10.Muazzem further remarked that the Bangladesh Prime Minister would also seek more investments from major Indian investors.

For the first time after the abrogation of Article 370, the Indian army organised a recruitment rally in Srinagar which witnessed large participation of youth, mostly from the far-flung villages and districts of Jammu and Kashmir. This also comes at a time when Pakistan continues to violate ceasefire on the Line of Control (LoC).

This is part of the major announcements made by the J&K Governor Satya Pal Malik in his last press conference about opening up new opportunities for youth in the state.

"I hail from Kupwara, a frontier district and since my childhood, I wanted to join the Indian army. The timing right now is critical and I want to serve the army," said young Nasir Ahmad, who has just passed his higher secondary school.

During a recruitment rally, 2780 aspiring youth from all over J&K turned up for enrollment as soldier general duty, tradesmen and clerk with full enthusiasm. The two-day long drive will see young boys from the state sweating it out to make it to the Indian army’s J&K light infantry.

"This vacancy is being filled by the combined effort of ARO Srinagar, Jammu and JAKLI regimental centre. We would see a range of 1000 to 1200, however on the first day, 2000 candidates have arrived which is an encouraging sign," says Brigadier SR Sharma, Commanding officer, JKLI Regimental Centre Srinagar.

Most of these boys hail from the frontier districts where shelling and firing by Pakistan make life miserable. These young men say that they are willing to serve the nation on the fence and are ready to tackle any situation.

"I questioned myself and figured that I should be in the army. Since morning, I have passed several tests and feel I will qualify other too," says Mir Sartaj from Kokarnag area of south Kashmir where terrorism has been a cause of concern.

The employment rate in the state is very low and the Indian army has been long providing employment opportunities to the youth. The selected youth will dawn the military uniform after going through tough one-year-long training.

The Jammu and Kashmir Light Infantry was started in 1947. It has participated in many wars including the Sino-India War of 1962. In 1984 this unit was deployed to the Siachen Glacier as part of Operation Meghdoot.

Punjab Chief Minister Captain Amarinder Singh on Thursday ruled out a visit to Pakistan for the Kartarpur Corridor opening, making it clear that he would be only leading the first all-party Jatha to the Kartarpur Sahib gurdwara to pay obeisance.

Amid reports incorrectly suggesting that Dr. Manmohan Singh had accepted Pakistan’s invitation to go there for the opening of Kartarpur Corridor, the Punjab chief minister told mediapersons that he did not believe the former prime minister had any such plans. “There is no question of me going (to Pakistan for Kartarpur corridor opening) and I feel Dr Manmohan Singh will not go as well,” he said, pointing out that there was a huge difference between visiting Pakistan and going to the gurdwara through the Corridor. The chief minister’s remarks came in response to questions after a section of the media erroneously claimed that Dr Singh had accepted Pakistan invite and would be going across the border for the Kartarpur Corridor inauguration. The fact was that Dr Singh had accepted Captain Amarinder’s invitation to join the Jatha, to be led by the chief minister, through the Kartarpur Corridor, to pay obeisance at the historic gurdwara across the border on the occasion of the 550th birth anniversary celebrations of Sri Guru Nanak Dev ji, an official spokesperson pointed out. As far as visiting Pakistan is concerned, the chief minister reiterated that he would not go there till Pakistan stops cross border terrorism. He said Punjab was the worst sufferer of Pakistan’s cross border terrorism and he cannot think of going there till it stops. The Chief Minister had, earlier in the day, called upon Prime Minister Narendra Modi, President Ram Nath Kovind and former PM Dr Manmohan Singh to extend a formal invitation to participate in the main events organised by the state government to mark the historic occasion. Both Modi and Kovind had accepted the invite, while Dr. Singh had also agreed to join the Jatha that would go to the Kartarpur Sahib gurdwara on the opening day of the Corridor. Asked if Pakistan was playing a dirty game over the Kartarpur Corridor, the Chief Minister told the media persons to put this question to their prime minister Imran Khan. India, on its part, was fully geared to ensure the security and safety of the pilgrims, he added.

District Magistrate, Kumar Ravi told ANI, "We have started fogging in all the flood-affected areas and are especially in the regions that were waterlogged. Along with the fogging, we are also spraying bleach. We have distributed bleach powder packets to people to use it inside their homes."

The death toll due to incessant rainfall and floods in different parts of Bihar rose to 73, news agency ANI reported on Thursday. At least nine people are also reported to be injured.

The heavy downpour has caused flash flooding in the region and rescue operation is still undergoing.

The dirty rainwater has seeped into the houses of people making it difficult for the locals to move out of their houses.

Superintendent of Public Health Engineering Department told ANI, "Due to heavy downpour, the electric motor pumps are not working. These motors were being used to reduce the water level in the city. We have been carrying out the process of de-watering and will soon repair the machines too."

Locals were seen wading through knee-deep water clutching their belongings.

Whereas, the locals have different things to say about the relief measures taken by the government.

"Rainwater has entered our homes. We don't have access to clean drinking water and we are facing problems," a local resident of Patna, Pallavi Devi said.

"The way the roads are constructed here are adding to our problems. We need a permanent solution for this. We will face the same issues every year if these are not addressed. The dirty rainwater has entered our homes and I have even seen snakes in the water. So the environment for us here is getting dangerous," another local said.

The Madras High Court on Thursday permitted the Tamil Nadu State Government to erect banners from the Chennai airport till Mahabalipuram town to welcome Prime Minister Narendra Modi and Chinese President Xi Jinping who are to have an informal summit in the Mahabalipuram town over the next weekend.

The Division Bench of Justice Sathyanarayanan and Justice Seshasayee stated that permission was not required as the ban on flex banners applied only to political parties, while also making it clear that the banners must be erected in a manner that does not inconvenience to the public. The Court also said that no political parties would be allowed to erect banners.

The State Government in its affidavit submitted to the Madras High Court, on Tuesday, said that all over the state political parties were not permitted to erect banners, but since PM Modi and Xi are visiting Mahabalipuram during October 11-12 for an informal summit, as part of bilateral relations and a goodwill gesture it is customary to erect banners to welcome the dignitaries.

The state government mentioned that the Ministry of External Affairs has proposed to put up welcome banners in Chennai in 14 locations, nine locations in East Coast Road, two locations in Mahabalipuram. Where the state government would erect banners in five locations in Chennai, four locations in Mahabalipuram and seven locations in Old Mahabalipuram Road and East Coast Road.

The above welcome banners will be put up from October 9 to 13. The welcome banners will be in places as per the specifications mentioned in the existing rules and it would be ensured that these banners would not cause any hindrance to the public. The strictest standards of safety would be maintained.

The banner culture has been a talking point in Tamil Nadu over the last month, after the tragic death of 23-year old Techie Subhasree, who was run over by a lorry after an illegal banner fell on her, while she was riding her bike. In 2017, the court had banned hoardings and flex boards featuring living persons, however, the banner culture has continued to block pedestrian walkways and arterial roads unabated.

In December 2018, the Madras High Court restrained all the political parties in Tamil Nadu from erecting digital banners and hoardings on arterial roads posing a risk to road users and pedestrians, until further orders.

On Wednesday, actor-turned-politician Kamal Haasan had appealed to PM Modi on Twitter, requesting him to put an end to the banner culture, as the Madras High Court is expected to respond on Thursday to permissions sought by the state government for erecting banners ahead of the Modi-Xi Jinping informal summit that is to take place over the following weekend in Mahabalipuram.

Haasan Tweeted, ''Honorable @PMOIndia While Thamizh Nadu and Thamizhians are struggling to cope up with the loss of Shubasri’s death, the Thamizh Nadu Government has approached the courts to obtain permission to erect your banners. If you act as a pioneer in taking the first step to put an end to this haphazard banner culture, it will reflect your concern towards the sentiments of Thamizhians, and that in itself will garner you the greatest publicity possible. Jai Hind!”

US, India have expressed hope of trade deal very soon, days after it was announced that both sides were in talks to chalk out an agreement. "We are progressing very smoothly" Commerce Minister Piyush Goyal said, and added "we sit down in a comfortable and very open-minded way...so it more a question of scheduling time but I don't see any big issue holding it back for any reason" US Commerce Secretary Wilbur Ross on trade said, "neither government said there will be trade deal in five minutes..we both know each other's issues. Now that the election has come and gone, PM Modi has a very clear strong position in the parliament it should be a lot easier to take decisive action" Ross said Washington is only concerned on trade deficit arising from the protectionist barrier. US President has been vocal about trade issues globally including with India, calling New Delhi as "Tariff King" due to high tariff imposed by the country on America goods. Ross is in Delhi to meet Goyal which the former described will be "frank and mature discussions" Asked if New Delhi is being dealt unfairly by Washington, Ross said, "President Trump has gone out of his way to have a good relationship with PM Modi. Whole Howdy Modi event is unprecedented in the entire history of the US. Never has the US sitting President had such a big public event with a foreign leader with any country." Adding, "If there is any doubt, it was a very conscious and overt act to send a clear message to both the Indian American community and to the Indian community. This is a qualitatively different relationship wich previously never existed between India and US and all of our discussions are conducted within that frame of reference" Indian PM Modi and US President Donald Trump met twice last week, first in Houston during the big diaspora event, Howdy, Modi! and then in New York for a bilateral meet with focus on trade and counter-terrorism.
