The training commenced on Monday and its main focus is counter-terrorism on difficult terrains like mountains and jungles.

Command Post Exercise (CPX) and Field Training Exercise (FTX) will be conducted in the 14-days training schedule. For both the CPX and FTX, a scenario where both the nations are working together in a counter-terrorism environment will be simulated under the United Nations charter.

The Bangladesh Army's contingent is under the command of Commander Md. Shafiul Azam. The contingent is Bangladesh's 42nd infantry regiment. Indian Army's Bihar regiment will take part in the training, the regiment is led by Brigadier Rajesh Sharma.&nbsp;

Each side comprises 128 jawans, 12 officers and 10 junior commission officers (JCOs).

The FTX training's curriculum is steadily planned where the participants will initially get familiar with each other's organisational structure and tactical drills.

Subsequently, joint tactical exercise will be conducted wherein the battle drills of both Indian and Bangladeshi armies will be practised.

The training will end with a final validation activity in which troops of both armies will jointly practice a counter-terrorist operation in a controlled and simulated environment.

In addition, to understand each other at a tactical level, greater cultural understanding will be emphasised to increase military trust and partnership between the two countries.

This exercise will conclude on February 16.

Morning News Brief: 324 Indians evacuated from Wuhan, Budget 2020 and more

The Madras High Court has raised questions whether individuals can be restricted from buying more than one house until the Government completes the Awas Yojana, which intends to provide housing for all in urban areas by 2022.&nbsp;

A bench comprising of Justice Kirubakaran and Justice Abdul Quddhose sought responses by March 6th from the Central and State Government over, “when the housing for all ‘Awas Yojana’ would be completed, how many people in the country own more than house or plot, how many families have basic housing amenities in India ”

The Court was hearing an appeal moved by the Tamil Nadu Housing Board challenging a single judge order against the acquisition of about 369 acres of private land near Coimbatore for a housing scheme.&nbsp;

The Court directed the authorities to inform whether the Central and State Governments had schemed to provide housing for marginalized and economically weaker sections. Details were also sought about the families that possess more than one house.

“Why don’t the Governments curb individuals from purchasing more than one house/plot till ‘housing for all’ is accomplished.&nbsp;

Why can’t the registration charges for the second house that an individual buys be charged twice as much? Why not the government charge individuals twice as much electricity charges, water tax and house tax for the second house?”

The bench also observed as to why the authorities could not limit the NRIs from purchasing houses in India, in order to bring down the costs.

The judges highlighted the plight of lakhs of people who are living on platforms, roads, slums and river banks without basic amenities and safety. The court observed that Housing moral all could be achieved when restrictions are put on persons who hold more than one housing units.

Union Minister of State for Home Nityanand Rai also said an instruction manual for updation of NPR 2020 for enumerators and supervisors has been prepared and the people will have to provide information for the NPR to the best of their knowledge and belief.

"No document is to be collected during the updation of NPR," he said replying a written question.

The minister also made it clear that during the NPR updation exercise, no verification will be done to find individuals whose citizenship is doubtful.

The NPR exercise will be carried out across the country along with the house listing phase of the Census 2021 from April 1 to September 30, 2020.

Rai said population register is a register containing details of persons usually residing in a village or rural area or town or ward or demarcated area within a ward in a town or urban area.

"The NPR was first prepared in 2010 and updated in 2015. In pursuance of Sub-rule (4) of Rule 3 of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, framed under the Citizenship Act,1955, central government decided to prepare and update the population register during April to September, 2020 throughout the country except Assam for collection of information relating to all persons usually residing in village or town," he said.

The state governments of Kerala and west Bengal had opposed CAA and NPR.

"As the NPR is a process that leads to the NRC, there is a sense of fear among the people. If the NPR and NRC are implemented in Kerala, it will lead to widespread anarchy. That is the experience of the state where the NRC was implemented,' said a statement released by the Kerala Chief Minister's Office.

At a meeting of about 20 opposition parties led by Congress president Sonia Gandhi about a month ago, it was decided that the parties will urge all chief ministers who have decided not to implement the NRC in their states to also consider suspending the NPR enumeration "as this will be a prelude to the NRC".

The NPR is a register of usual residents of the country. It is being prepared at the local village/sub-town, subdistrict, district, state and national levels under provisions of the Citizenship Act, 1955, and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003.

For the purposes of the NPR, a usual resident is defined as a person who has resided in a local area for past six months or more or a person who intends to reside in that area for the next six months.

The Narendra Modi government on Tuesday made it clear that no document will be collected during the updation of the National Population Register (NPR) and providing Aadhaar number during the exercise is only voluntary.

Pakistan to help Malaysia in ‘palm oil-war’ with India, 'will do its best' to increase import

<a href="https://www.wionews.com/business-economy/indias-manufacturing-growth-hits-3-month-high-1565">India's manufacturing activity</a> expanded at its quickest pace in nearly eight years in January with robust growth in new orders and output, a private survey showed on Monday, suggesting the economy may be getting back on firmer footing.

In response to the jump in sales, factories hired new workers at the fastest rate in more than seven years.

If sustained, the improvement in business conditions could point to a gradual economic recovery in the coming months, as forecast by analysts in a Reuters poll last month, after growth slowed to a more than six-year low in <a href="https://www.wionews.com/world/china-fourth-quarter-gdp-grows-6-in-line-with-expectations-and-hovering-near-30-year-low-274764">July-September quarter</a>.

The Nikkei Manufacturing Purchasing Managers' Index, compiled by IHS Markit, jumped to 55.3 last month from 52.7 in December. It was the highest reading since February 2012 and above the 50-mark separating growth from contraction for the 30th straight month.

"The PMI results show that a notable rebound in demand boosted the growth of sales, input buying, production and employment as firms focused on rebuilding their inventories and expanding their capacities in anticipation of further increases in new business," Pollyanna De Lima, principal economist at IHS Markit, said in a news release.

A new orders sub-index that tracks overall demand hit its highest level since December 2014 and output grew at its fastest pace in over seven and a half years, pushing manufacturers to hire at the strongest rate since August 2012.

Meanwhile, both input costs and output prices rose at a slower pace, indicating overall inflation may have eased after hitting a more than five year high of 7.35 per cent&nbsp;in December, although probably not below the <a href="https://www.wionews.com/business-economy/nominal-gdp-growth-for-2020-21-estimated-at-10-per-cent-says-fm-sitharaman-277995">Reserve Bank of&nbsp;India</a>'s medium-term target of 4 per cent.

That might keep the central bank, which cut its key interest rate by a cumulative 135 basis points last year, on the sidelines over the coming months.

"To complete the good news, there was also an uptick in business confidence as survey participants expect buoyant demand, new client wins, advertising and product diversification to boost output in the year ahead," added De Lima.

He lost his seat in the next elections but regained his place in parliament in 1974. He rose quickly through the ranks becoming deputy Prime Minister in 1976 and then Prime Minister in 1981.

In the early days, he was a fierce critic of Singapore's leader Lee Kuan Yew calling him "arrogant" and Lee's party "anti-Malay".

Lee was far from the only foreign leader he annoyed. He also gained a reputation for being an outspoken critic of the West and had his run-ins with various countries including Australia, the United Kingdom and the United States.

He led a boycott of British goods which became known as the "Buy British Last" campaign and was critical of the foreign policy of the United States particularly during the presidency of George W. Bush. Despite this, the US continued to be Malaysia's largest foreign investor at that time.

In the Middle East, he was supportive of the Palestinians and critical of Israel. Some people even accused him of being antisemitic

However, Malaysians love his directness and willingness to take on the "big boys".

He retired from politics after 22 years as Prime Minister in 2003 at the age of 78. He was however not one to ride quietly into the sunset. He was constantly courting controversy by commenting about government policies and decisions. Most just dismissed them as mutterings of an old man who had nothing better to do, assuming that his political days were over.

However, as the public uproar over perceived mismanagement by the government of Prime Minister Razak Najib came to a head, Malaysians sought a leader and saviour who could unite the divided opposition. If the opposition remained split, they would not stand a chance against the well-oiled machinery of the ruling coalition, the Barisan Nasional (BN) who had at that point been in power for 61 years. The rest, they say is history.

When he won the 2018 general elections as head of Pakatan Harapan, the opposition alliance, he became the oldest Prime Minister and head of government in the world. He turns 95 in July this year.

Although, a little more mellow than the fiery politician of the 70s and 80s, he certainly has not shied away speaking his mind and stroking controversy.

Knowing Mahathir, no one in Southeast Asia was surprised that he came out strongly against Prime Minister Modi's decision to scrap the special status for Indian-controlled Kashmir and Jammu, and also against New Delhi's new citizenship law which he perceived as anti-Muslim.

Naturally, the Indian government didn't take kindly to such statements.

Not long after, just about two weeks ago, Reuters reported that India, the largest purchaser of edible oils in the world, has restricted the imports of refined palm oil. Reuters sources added that traders were asked informally to stop importing all kinds of palm oil from Malaysia, saying that this was in retaliation of Mahathir's criticisms of India. Some call it a "trade war".

New Delhi, however, denies targeting Malaysia with any palm oil restrictions. Commerce Minister Piyush Goyal was quoted as saying that if any curbs were to be imposed, it would apply to all countries uniformly.

India has been Malaysia's largest buyer of its palm oil for the past five years and bought 4.4 million tonnes in 2019. Malaysia is the world's second-largest producer and exporter of palm oil after Indonesia. Any curbs by India will impact Malaysia severely.

Palm oil which contributed USD11 billion or 3.8 per cent to Malaysia's GDP, is its most important agricultural product.

Bilateral trade between the countries was worth USD17.2 billion in the last fiscal year with India exporting USD6.4 billion and importing USD10.8 billion.

India is the seventh biggest market for all Malaysian exports, and Malaysia's tenth largest trading partner.

The main imports from Malaysia are petroleum and petroleum products, palm oil, wood and wood products, and television and computer monitors. The main Indian exports to Malaysia are light and medium oils and preparations, frozen, boneless bovine meat, aluminium products and copper cathodes.

Malaysian Primary Industries Minister Teresa Kok, in charge of palm oil, has indicated that the Malaysian government is looking for dialogue and "engagement" to resolve their differences with India. She also inferred that Malaysia sees this as a trade issue and not a political one.

With New Delhi keen to reduce the trade deficit with Malaysia, Reuters reported that the negotiated solution appears to involve MSM Malaysia, a subsidiary of government-linked palm oil plantation firm FGV Holdings Berhardbuying 130,000 tonnes of raw sugar from India worth almost USD50 million in the current quarter. It had bought 88,000 tonnes for the whole of 2019.

Malaysia with an economy of USD 358.6 billion, is 13 per cent the size of India's. They are still struggling with the financial troubles caused by the previous administration. The budget deficit was raised to 3.8 per cent in 2018 and set to remain relatively high at 3.4 per cent in 2019 to service various commitments. Government debt is over USD 1 trillion. Public sector projects have been scaled back or delayed.

Relations between Malaysia and India have been friendly in the past. PM Modi was one of the first foreign leaders to congratulate PM Mahathir when he ascended to power for the second time. Malaysia is seen as an important country in India's "Look East" policy and seven per cent of the Malaysian population or 2.2 million people are indigenous Indians.

It is unlikely Malaysia was seeking to upset the Indian intentionally. It has more to lose than gain.

Current Delhi government will continue to put obstacles in welfare work: PM Modi sounds bugle for Delhi polls

Indian nationals were among the over 1,400 fighters of a blacklisted faction of the Islamic State terror group who surrendered to Afghan authorities last year, according to a UN report.

The UN Security Council's 1267 Al Qaeda Sanctions Committee in May last year blacklisted Islamic State in Iraq and the Levant-Khorasan (ISIL-K), which is also known as ISIL's South Asia Branch, ISIL Khorasan, Islamic State's Khorasan Province and South Asian Chapter of ISIL.

The 25th report of the Analytical Support and Sanctions Monitoring Team concerning ISIL (Da'esh), Al-Qaida and associated individuals and entities said Afghan security forces and Taliban fighters were able to inflict "severe damage" on the ISIL-K, displacing it from large areas of the Nangarhar province.

"More than 1,400 people surrendered to the Afghan authorities, including dependants of ISIL-K fighters. Most males were Afghan nationals, but there were also foreign nationals from Azerbaijan, Canada, France, India, Maldives, Pakistan, Tajikistan, Turkey and Uzbekistan," the January 2020 report said, without giving a breakup of their numbers.

The impact on ISIL-K numbers may be significant. The group is "now assessed to have approximately 2,500 fighters in Afghanistan, with about 2,100 of them concentrated in the Kunar province", it said.

"There is a covert ISIL-K presence of up to 25 persons in Faryab province, led by former Taliban member Qari Salahuddin," the report said.

The ISIL-K is a branch of the militant Islamist group Islamic State of Iraq and the Levant (ISIL), active in Afghanistan and Pakistan.

According to the UN report, ISIL-K continues recruitment via the Internet. It also conducts propaganda activities in madrasas and universities in Afghanistan, including in Kabul.

"Islamic State in Iraq and the Levant-Khorasan suffered severe losses and was largely expelled from its Afghan heartland of Nangarhar Province in November 2019, but it has proved resilient in the past and is still assessed to pose a serious threat," it said.

The report said ISIL-K has established informal contact with other terrorist groups, including Jamaat-ul-Ahrar, Tehrik-e-Taliban Pakistan and Lashkar-eIslam.

Beyond the ISIL core conflict zone, threats from Al-Qaida and ISIL affiliates persist globally, especially in Afghanistan and its "immediate neighbourhood" as well as in parts of Africa and South-East Asia, it said.

Afghanistan continues to be the conflict zone of greatest concern to the UN member states outside the ISIL core area and suffers by some measures the heaviest toll from terrorism of any country in the world.

"Al-Qaida and foreign terrorist fighters aligned with it, under the protection and influence of the Taliban, pose a long-term global threat," the report said.

Al-Qaida remains resilient and increasingly threatening despite the confirmation last September of the death at an unspecified earlier date of its leadership figure Hamza Usama Muhammad Bin Laden, the report said.

It said Al-Qaida is "concerned" about the current focus of the Taliban leadership on peace talks. "Al-Qaida representatives undertook shuttle diplomacy, persuading various factions of the Taliban and field commanders not to support negotiations with the Government of Afghanistan and promising to increase financial support," the report said.
"If a peace agreement is reached, Al-Qaida intends to develop a new narrative to justify continuing the armed conflict in Afghanistan.

"Relations with the Taliban continue to be close and mutually beneficial, with Al-Qaida supplying resources and training in exchange for protection," it said, adding that this is evidenced by the operation in the Musa Qal'ah district of Helmand province in September in which some members of Al-Qaida in the Indian Subcontinent were killed.

The report said there are an estimated 400 to 600 Al-Qaida fighters in Afghanistan, mainly in the provinces of Khost, Kunar, Nuristan, Paktiya and Zabul.

The Monitoring Team noted that not all foreign terrorist fighters have been included in the available databases and watch lists.

Some Al-Qaida and ISIL fighters, facilitators and new recruits may not have any adverse record or be listed and they, therefore, will not be detected or deterred from travelling during the screening process.

Separately, some Member States assert that in many instances they learned that their nationals had travelled to join the ISIL or Al-Qaida affiliates long after these citizens had left their territory, been arrested or died in combat. In such instances, it is challenging to implement travel restrictions.

The Monitoring Team recommended that the UN member states intensify and accelerate the timely exchange of relevant operational information regarding actions, movements and patterns of movements of terrorists to include foreign militants who are not listed on the ISIL (Da'esh) and Al-Qaida Sanctions List.

Wistron Corp, Taiwan's phone assembler has announced plans to assemble PCBs or printed circuit boards at its new plant in South India.&nbsp;

Apple is pushing to increase manufacturing in India, which is the world's second-largest smartphone market.

Earlier, Wistron had assembled and manufactured Apple's middle-tier device called the ''SE'' in 2017. Currently, iPhones 6s and 7 are also assembled there.&nbsp;

This is the first assembly of PCBs by Wistron in India.

A PCB holds the key components of a phone, including processors, memory, wireless chipsets, which remain at the centre of an electronic device.

The PCBs usually account for half of the cost of a smartphone.
Wistron is set to open another facility 65 kms out of Bengaluru, which shall become operational by April. The plant will make iPhone 7 and 8 models, with much of it being exported.

Reuters reported that the facility can produce 8 million smartphones annually.&nbsp;

In 2018, Wistron had announced plans for a 30 billion rupee investment in Karnataka.

Foxconn, Wistron's rival began making iPhone XR models in India last year, with PCB assembly happening locally.

The local assembly of PCBs will help Apple save on import taxes on smartphone components, which is levied by the central government to boost local manufacturing.

In the yearly budget, India announced that the taxing import on PCBs will increase to 20 per cent, from an earlier ten.

Apple still makes most iPhones in China but has been scouting other locations amidst the trade war between US and China.

India boasts 1.1 billion wireless connections, with about 480 million smartphones in the country. However, Apple's share based on shipment volumes is just over one per cent.

The nine-judge bench of the Supreme Court will hear the Sabarimala matter again on Thursday.

During the day's hearing, Solicitor General (SG) <a href="https://www.wionews.com/india-news/deliberate-calculated-design-to-frustrate-mandate-of-law-by-nirbhaya-convicts-solicitor-general-to-delhi-hc-278170">Tushar Mehta</a> told the Apex Court that the issues can be framed in the chambers itself.

He stated that there is no need to frame the questions and other issues if relevant, in an open court.

After hearing Mehta's submissions, CJI <a href="https://www.wionews.com/india-news/criticism-is-not-best-form-of-correction-cji-sa-bobde-266833">SA Bobde</a> observed that there are questions that arose in Sabarimala, and also there are questions that are there in other cases such as Muslim women's demand to enter mosques, and the FGM in Dawoodi Bohras and whether Parsi women married to non-Parsis lose religion.

Earlier, CJI Bobde had said that the court will examine the matter and hear the scope of judicial review on the point of religious faith and women's rights.
He had fixed a 10-day period for concluding the hearing on the petition seeking women's entry into Sabarimala temple, mosques, and Parsi Agiyari.
The Apex Court had on January 13 said that it will only hear the questions referred to in the review order passed by it in November last year in the Sabarimala temple case, which allowed women and girls of all age groups to visit the shrine in Kerala.

The top court had in November last year, observed that the entry of women into places of worship is not just limited to the Sabarimala temple but also includes issues like allowing Muslim and Parsi women to enter religious practice.

The court is hearing a clutch of petitions seeking reconsideration of its September 2018 judgment that lifted the bar on menstruating women from worshipping in the <a href="https://www.wionews.com/india-news/kerala-ahead-of-sabarimala-temples-opening-security-arrangements-tightened-in-pathanamthitta-262473">Sabarimala temple</a>.

The apex court in a landmark 4:1 ruling had set aside decades-old restrictions on the entry of women of menstruating age inside the temple.

The verdict had sparked a series of protests across Kerala, which eventually led to the filing of several petitions seeking review of the top court's order challenging the authority of the court to intervene in a belief of the people.

The <a href="https://www.wionews.com/india-news/supreme-court-asks-army-to-decide-on-granting-special-commission-to-female-officers-263289">Supreme Court</a> on Monday issued notice to Centre and all the State governments on a petition against the continued deaths of children who fall into borewells and the negligence shown by authorities to prevent such tragedies.

A Bench of Justice <a href="https://www.wionews.com/india-general-elections-2019/this-is-nonsense-says-supreme-court-dismissing-pil-seeking-100-vvpat-verification-220408">Arun Mishra</a> and Justice MR Shah sought response from the Central and State governments, Union Territories and the NDRF on the PIL filed by advocate GS Mani.

The plea said authorities remain negligent about safety measures concerning borewells despite Supreme Court directions in 2010. The advocate cited several news reports of borewell deaths in Madhya Pradesh, Gujarat, Tamil Nadu, and Maharashtra over the years after the court issued directions.
Citing the failure of the government at the State and Central levels to comply with the <a href="https://www.wionews.com/world/united-states-supreme-court-to-hear-its-first-major-gun-case-since-2010-265748">Supreme Court 2010</a> guidelines to prevent bore well/tube well deaths, the plea said that such deaths have been reported across the country.

The plea was filed in October 2019 in the wake of the death of two-year-old Sujith Wilson, who got trapped in an abandoned borewell near Tiruchi in Tamil Nadu.

Not only Tamil Nadu State authorities failed to take any steps to prevent the death of small children who fall into abandoned or open bore wells and tube wells, but they have failed to implement or comply with the directions issued by the Supreme Court in this regard, the petition stated.

"After the 2010 Supreme Court judgment was passed, there have been several incidents clearly evincing the total failure of the government to do their part to prevent the death of innocent children from falls into such wells," the petition states.

Immediate, necessary action and punishment be ordered against erring government officials for non-compliance with these precautionary measures, it demanded.
