According to a report, the Vaan Island, a small strip of land between India and Sri Lanka, has been fast disappearing putting the India's biodiversity at risk.

The island which forms part of the Gulf of Mannar Biosphere Reserve has a fledgeling marine life with several thousand fish and crab species. The Vaan island was declared a marine biodiversity park in 1986. It is one of the twenty-one islands which is part of the Gulf of Mannar reserve.

The Gulf of Mannar extends from Rameswaram to Kanyakumari.

A report earlier had stated the area of the island has reduced from 16 hectares in 1986 to two hectares in 2014. The Tamil Nadu government a few years ago had resorted to building an artificial reef to protect the island. The area of the island has been consistently submerging since 1973, a study has stated. A report says only just 19 islands remain.

UNESCO describes the Gulf of Mannar Biosphere Reserve as one of the world’s richest region in marine biodiversity. It has 4,223 species of plants and animals making it "one of the richest coastal regions in India." According to UNESCO, the reserve has a "specialized ecosystem" with a unique "large marine ecosystem".

The island is also widely used by Indian fishermen whose livelihood will be at risk if the island disappears. At least eight-four per cent of the island was submerged due to sea-level rise hitting the local tourism and fishing activities.

In a book named Shrinking of Vann Island, researchers had predicted that by 2022 the islands will be completely submerged into the sea.

Large scale fishing, including rising sea levels have been blamed for the current state of the Vaan islands. Mining of corals has also degraded the island, according to a study by researchers which was finally stopped in 2005. Indian authorities have in the past several years have been trying to rehabilitate the coral vegetation in phases.

Erosion has also seriously affected the islands with the area shrinking rapidly with global climate change also leading to rising sea levels, according to analysts.

A second Air India flight carrying 323 Indians has taken off from China's Wuhan. The flight will be landing in Delhi in a short while. The plane is also carrying seven Maldivians. This is the second phase of evacuation drive carried out by India in the coronavirus-hit Wuhan. Yesterday, a special Air India flight carrying 324 Indians who were stranded in China's Wuhan has landed in New Delhi. This comes as the total number of suspected coronavirus cases in India rises to eight. The passengers have been screened for coronavirus, by a joint team of airport health authority and armed forces medical services. Health officials said that the passengers were doing fine. However, not all Indians were allowed to board the plane. 6 Indians were offloaded in Wuhan as they had high temperatures. All the Indians who have returned from Wuhan which is the epicentre of coronavirus outbreak will be quarantined in the Indo Tibetan Border Police ( ITBP) facility in Delhi and defence facility at Manesar. The evacuees most of whom are students, will be kept in isolation wards for at least 14 days. The 324 passengers comprise 211 students, 110 working professionals and four minors.

Solicitor General Tushar Mehta on Sunday told the Delhi High Court that there is a deliberate, calculated and well thought of design by the Nirbhaya gangrape and murder case convicts to "frustrate mandate of law" by getting their execution delayed.

Mehta told Justice Suresh Kait that convict Pawan Gupta's move of not filing a curative or a mercy petition is a deliberate, calculated inaction.

The four Nirbhaya case convicts are playing with judicial machinery and trying patience of the nation, Mehta said.

"There is deliberate, calculated and well thought of design to frustrate mandate of law," Solicitor General Mehta told the high court.

The high court is hearing the Centre's plea challenging stay on the execution of the four death row convicts in the Nirbhaya gangrape and murder case.

Advocate A P Singh appeared for convicts Akshay Singh (31), Vinay Sharma (26) and Pawan gupta (25) opposing the Centre's plea to set aside stay on execution of death sentence.

Senior advocate Rebecca John, representing the fourth convict Mukesh Kumar (32), raised preliminary objection on the Centre's plea saying it was not maintainable.

She contended that the Centre was never a party in the case proceedings before the trial court and while the government was accusing the convict of delay, it has woken up just two days ago.

"It was the victim's parents who moved the trial court for issuance of death warrants against the convicts. At no point the central government or the state government approached the trial court to immediately issue death warrants," John contended.

The proceedings are currently underway.

John told the high court that the Centre has moved a plea in the Supreme Court seeking clarification whether co-convicts can be executed separately and this petition is pending before the apex court.

A 23-year-old paramedic student, referred to as Nirbhaya, was raped and brutally assaulted on the intervening night of December 16-17, 2012 inside a moving bus in south Delhi by six persons, before being thrown out on the road.

She died on December 29, 2012 in Singapore's Mount Elizabeth Hospital.

One of the six accused in the case, Ram Singh, allegedly committed suicide in the Tihar Jail.

A juvenile, who was among the accused, was convicted by a juvenile justice board and was released from a reformation home after serving a three-year term.

The top court, in its 2017 verdict, had upheld the capital punishment awarded to the convicts by the Delhi High Court and the trial court.
